In submitting the accompanying sketch and description, the writer mentions that he has found this "gadget" a useful assay office adjunct.He believes that some millmen and assayers have been confronted, from time to time, with large samples of mill pulp for assay purposes and that although the commonly used method of coning and quartering dry sample is simple and effective, provided the samples are of reasonable proportion, the operator is frequently confronted with samples of pulp, sometimes up to 50 gallons. The writer stresses the advantage of being able to handle these samples. This fact inspired the design of the "gadget,"which was developed at the Kalgoorlie State Battery and has been found to give very reliable results. It has considerably eased the work of the assay office.Description. - A cone of suitable dimensions according to requirements (this one is about six gallons' capacity) is mounted on a light angle-iron frame and has a small hand-operated agitator paddle let into it far mixing purposes. The agitator and head frame are removable to facilitate cleaning. Four outlet pipes at the bottom at right angles to each other are controlled with one common plug, externally operated for discharging the pulp.Each operation of the machine delivers four equal parts; one or more of these can be used for further division as conditions require. Samples can thus be reduced to suitable assay room size in a few minutes.The dotted lines, enclosing the shaded portion, represent the four-bladed paddle.Each paddle is slotted with three parallel slots. It's my privilege to welcome you here this afternoon on behalf of the Sydney Branch of the Australasian Institute of Mining and Metallurgy. This is a most important gathering. You, the delegates, represent what is probably the most influential cross-section of the mining investment community and the oil and gas investment community to meet as a group during the last decade. We are meeting today and tomorrow to review two related issues that will have far reaching implications for the effective use of capital by the natural resources sector in the 1990's. The views which will emerge over the two days will almost certainly 'influence the availability of new capital to the companies in the natural resources sector for the decade ahead. The two principal themes of Minval '89 are, first, the valuation of mining and oil and gas assets and securities, and second, disclosure and reporting requirements in the capital markets which relate specifically to natural resources companies. This conference is taking place at a time when further consolidation and rationalisation appears likely within the mining industry. Although the base metals and other sectors of the industry are enjoying profitability not seen since the early 1980's there is caution about committing to new capacity which could bring about a return to the low prices and excess supply which prevailed during much of the last ten years. These conditions have led to increased takeover activity within the mining industry overseas, and similar trends are as evident here in Australia as they are elsewhere. Recognition of value is therefore likely to become more important than ever before in preserving shareholder wealth, for creating new wealth and for preserving the financial health of the resources industry in the future. Valuation therefore is the first theme of the conference.

Cyanidation tests by bottle agitation were conducted on an oxidized lead-silver ore containing approximately 12% Pb and 500 g/t Ag. Over 60% of the silver was leached when the ore was ground to 100% passing 0.15mm, whereas 50-60% of the silver was leached when the ore was only ground to 100% passing 0.5mm. Slurry handling and dewatering at the fine grind size were very difficult due to the high clay content of the ore, however this problem was greatly reduced at the coar- ser grind size. The silver recovery at the fine grind size was very dependent on cyanide solution strength with stronger cyanide sol- utions (containing more than 0.1% NaCN) re- sulting in lower solution silver contents. This was thought to be due to the precipi- tation of leached silver by zinc, which was also leached from the ore by the higher cyanide levels. There was a critical zinc level in solution of approximately 1000ppm, above which the silver recovery fell markedly. Cyanide and lime consumptions for this ore were high (typically 5 kg/t and 40 kg/t respectively), hence the processing of this particular ore by cyanide leaching is un- economic at current silver prices.

There are two main challenges in analysis of spectral data: to output as accurate an interpretation of the sample mineral assemblage as possible and to then use the spectral data to map out trends (downhole, across section or traverse) that will assist the exploration geologist to target drilling and further exploration. This paper will discuss methods of extracting the maximum amount of information from spectral data and examples of plotting the information downhole, in section and plan view to assist in exploration and mining. The title of my address today is "Oil and Gas Valuations - A Simplistic View of Some Critical Issues". Alternatively I could have called this address "Pitfalls for investors' and corporates in accessing Independent Experts Reports" 'as in this brief 12 minute talk I will briefly comment on some common misconceptions with regard to the valuation of exploration areas and production interests, and comment on how the draft release guidelines address these issues.

The accurate estimation of ore reserves is the most crucial element in a financier's assessment of the risks associated with funding a mining project. It is crucial because any deficiencies in the estimation of a company's ore reserves will be later reflected in the cash flows derived from the production and sale of the commodity. Bankers must rely on the advice of members of your institute in assessing the quality and quantity of reserves. This information helps determine the cash flows which bankers use in their credit making decisions. It is against this background that this exposition has been prepared on "what bankers require in ore reserve statements" or put another way, "what does a bank require in ore reserve statements in order for it to provide the necessary credit Approvals".

A short study showing how first dry fill and later hydraulic sand fill has allowed mining to continue immediately adjacent to worked out areas in a mine 75 years old. This paper is a case study of filling in an old mine where for 30 years filling was not important until ground troubles were experienced after a series of parallel shrink stopes were pulled empty., Dry fill was distributed from the surface via a system of passes and conveyor belts. With the stabilization of the ground it then became possible to continue mining beside and above the old stopes using totally sealed and decanted hydraulic sand fill. A brief description of the dry fill is given and then more technical details of the hydraulic fill. The necessity for a well trained and experienced hydraulic fill crew is discussed along with the problems of filling small stopes in broken ground.

Immigration has influenced Australia's development more than any other factor. As well as being critical to our economic growth and development, it has made a major contrib- ution to our population growth, to the richness and diversity of our society and to our inter- national relations. Migration from the United Kingdom has been the mainstay of our settler intake for many years, but its relative importance has declined in recent decades. Non-British European migration formed an important part of our post-war intake and, in the past few years, migration from Asia has reached significant levels - particularly through our resettlement of Indo-Chinese refugees. In planning our future immigration, it is important to look beyond short term direct economic consequences. Australia has looked to its resources for progress, but Japan, Korea, Taiwan and Singapore have achieved dramatic economic progress without resources, based on the will and dynamism of their societies. Immigration can contribute greatly to the development of a dynamic, outward looking Australian society able to make the most of our great resource potential.

Those involved in managing risk today are asking various questions: why is it so frustrating to discuss æriskÆ with communities? why do consultative processes around æriskÆ get more and more complex? where is all this going to end? These questions will be addressed by examining how our understanding of risk has changed from one based on biophysical hazard to a broader view that includes social and cultural factors. There is evidence to suggest that we are living in a ærisk societyÆ, where the goal of æsafetyÆ has replaced that of equality in a class based society. The global mining industry operates within this complex and politicised environment. The very meaning of ædevelopmentÆ has broadened from the narrow economic vision to include the social and environmental factors which make up æSustainable DevelopmentÆ. Corporate accountability now extends beyond traditional shareholders to wide groups of stakeholders. The mining industry is developing responses which look beyond traditional technocratic methods. At the industry level these responses have included the recent Mining Minerals and Sustainable Development global and regional reports It has proven challenging and difficult to operationalise these new understandings at the company level and it is time to look at the bigger picture.

There is very little in Australian mining law that sets out the rights of mining tenement and exploration licence holders as against other parties who wish to carry out ground or aerial surveillance over those areas.There have already been several legal actions arising out of this lack, and more can be expected as the public places more rigorous constraints on corporate and individual behaviour. Field personnel, who are mainly fairly junior and less experienced, are entitled to some guidance from the minerals industry, guidance which up to now appears to have been either lacking or covering such a wide range of standards from corporation to corporation as to be virtually useless.Because each State writes its own laws there is no consistency, and the laws generally are lagging behind developments in the industry. In particular, the practice of granting mining tenements for sporadic exploration, a practice that is a leftover from much earlier mining law, has dotted the Australian continent with unattended and unmarked or poorly marked tenements that are difficult to find but confer on the holder prior rights to the minerals under them. Entry onto those areas in most jurisdictions is an offence and their existence compromises the efforts of regional explorers.This clearly unsatisfactory situation requires remedying, which is the purpose of these proposals. A more systematic approach to the granting of reconnaissance, regional and detailed exploration, mining, and retention rights will eliminate much of the problem. For the rest, a code of practice needs to be adopted as soon as possible.

One of the current challenges for iron ore producers is the ability to respond to changes in ROM stockpile specifications in a quick and cost-efficient manner. The decision-making process to respond to such changes is normally associated with grade-control and short-term mine planning activities, from where new operating instructions to the mine are provided. Mines are under increasing pressure from changes in the industry, such as a scarcity of skilled staff; a higher turnover of skilled employees and tighter product specifications. The quality of operational activities easily suffers as a result of these pressures. The technology that supports operational activities is often poorly implemented, which results in systems being unsustainable and poorly understood by the organisation. All successful technology implementations rely on the people, processes and technologies involved being well understood. Because of the complex nature of mining, the processes that underpin mine planning, scheduling and operational control are often not well defined. This results in activities undertaken by individual departments being poorly integrated. Datamine has developed a set of tools and methods for decomposing; capturing and documenting processes and ensuring those are embodied in implemented solutions. A case study of such a solution is the GEROS planning system, which has been successfully implemented at CVRDÆs Southern Iron Ore System, in Minas Gerais, Brazil.

The eastern part of the Yangtze craton (eastern China ) is marked by a number of medium to small size porphyry Cu-(Au-Mo) deposits. A detailed geochronological study and existing data suggest that these deposits were emplaced in the 144 - 136 Ma interval. They are spatially and temporally related to voluminous mafic and alkaline magmatic rocks ranging in composition from gabbros, syenites, A-type granites and their volcanic counterparts. This indicates that the porphyry Cu-(Au-Mo) deposits in the eastern Yangtze craton were generated in an intra-craton extensional tectonic setting, which is distinctly different from the compressive environment of oceanic or continental arcs of the Pacific Rim where numerous giant porphyry Cu deposits were formed. Because of the work of the pioneers of sampling theory, we know the principles, test work and equations to use to design sampling systems to meet targets for precision and accuracy. However, we do not see such æproperÆ systems deployed everywhere a sample is obtained around mineral processing plants. In many cases, we do not have solutions that satisfy all of the theoretical, economic and practical considerations. There are some well-known problems, such as high-volume streams with wide size distributions combined with a sparse valuable component that is heterogeneously distributed (such as gold ore SAG mill feeds). However, other difficult sampling issues are common, such as streams which vary widely over a day in flow rate and slurry density (many flotation concentrates), and loaded CIP carbon on transfer to elution. Inventory measurement issues abound, especially for leaching operations where daily inventory change is significant for metallurgical accounting. The result is that operators realise that although they issue reports daily, they do not know what is actually going on in their plant on a daily basis with sufficient confidence to quickly diagnose problems or confidently predict the benefits of potential enhancements. The industry needs practical and economic solutions that can be awarded the ætheoretically correct samplerÆ tick in order to better understand and optimise their processes.

Iron-reducing bacteria are able to couple the oxidation of an electron donor to the reduction of Fe(III) to Fe(II) under anaerobic conditions in the generation of cellular energy. Recent evidence suggests that these bacteria are phylogenetically diverse and widely distributed in nature. Our laboratory has isolated thermophilic, thermotolerant and mesophilic iron-reducing bacteria from numerous petroleum reservoirs with varying conditions, groundwaters of the Great Artesian Basin (GAB), and petroleum-contaminated soils. Some of these isolates have been identified as novel species and from genera such as Deferribacter, Bacillus, Alkaliphilus, Clostridium and Thermoanaerobacter. Further investigations have shown that these bacteria are metabolically diverse, not only capable of reducing different metal species but also able to use a range of organic compounds, including polycyclic aromatic hydrocarbons, for growth. Due to their abundance and metabolic capabilities, it is possible that iron-reducing bacteria may be important in microbially-enhanced oil recovery processes and in the bioremediation of contaminated soils and aquifers, particularly in anaerobic zones.

A resource rent taxation scheme is based on the concept of taxing the rent or surplus profit generated from primary industry activity. Rent has been defined as profits that remain after deduction of company income which corresponds to the minimum return necessary to attract private investment to a new project.Rent taxation schemes on the mining industry within the Australasian region have been examined and widely discussed during the decades of the 1970s and 1980s. Forms of resource rent taxation schemes have been imposed on Papua New Guinea mining, some sectors of Australian petroleum, the Roxby Downs venture and are being discussed for the New South Wales coal industry. While no introduced applications have been pure rent taxation schemes, the concept has generally come to encompass arrangements which tax rent at a partial rate which may or may not vary with the level of profitability or return.An examination is made of a number of the more recent schemes. Aspects which should be considered in implementation of new forms of this taxation are discussed. It is concluded that there is an increased acceptance for this form of taxation on the Australian mining industry.

The locality from where these specimens come is distant about 12 miles due south from the township of Bingara New South Wales, and is known locally as Carney's Reef, Barrack's Creek, Top Bingara. The formation traverses the western side of a serpentine spur from the main range, which runs through the country from the other side of Tamworth to Inverell, in the New England District. It has a due north and south trend, with an easterly underlay slightly out of the vertical. The formation has been opened up at different points for a distance of over two miles, and each place showing gold in the stone, and no place more than three to four chlins apart, the whole distance along the line of Reef being leased. The formation varies in thickness, the smallest being about 1 foot and the widest about 10 feet. The following is a list of properties, and description of work done on them at present. First south, and about one and a half miles from Hanion Brothers' old BalIarat claim due north, Court and patty hold a tenacre lease. The formation outcrops near the south boundary, and gold is obtainable in the stone. In the centre of the lease a costeen pit has cut the capping, which shows gold, and about two chains from the north boundary another one cuts the capping, also showing gold. The reef averages, where exposed on this property, 3 feet wide.

Technical and financial risk analysis are discussed under: ò mineral resources and ore reserves; ò mining and processing methods; ò project construction; ò financing; and ò costs and commodity pricing predictions.
