In 1984, work was started to determine the viability of heap leaching silver-containing waste dumps from Cerro Rico near Potosi - Bolivia, at an elevation of 4300 meters (14 100 ft.). The result today is an unusual heap leach utilizing fine crushing, grinding, and agglomeration to process 1000 tonnes per day of ore containing 200 g/tonne silver. The unique metallurgi- cal, economic, and political factors will be discussed which led to the decision to build a heap leach rather than a conventional agitation leach plant. Capital and operating costs will be given along with some of the uncommon process design and equipment problems encountered while developing the operation.

The flotability of monazite, zircon and rutile in the presence of sodium oleate, potassium octyl hydroxamate and a commercial hydroxamate was investigated through microflotation tests in a modified Hallimond tube. Zeta potential determinations in the absence/presence of collectors were performed in a microelectrophoretical cell. The microflotation testwork showed that, in general, the flotability characteristics of all three minerals are very similar. Commercial hydroxamate is, by far, a stronger collector than the pure potassium octyl hydroxamate. Electrokinetic studies indicated that the adsorption of collectors shifts the isoelectric point (IEP) of the minerals towards lower pH values. These collectors also are capable of changing the zeta potential values to more negative figures in the pH region above the isoelectric point. An increase of the conditioning temperature, generally, enhances the floatability of the three minerals. A depressant is required in order that selective flotation is feasible in the system monazite-zircon-ruffle. Sodium metasilicate is an efficient depressant for zircon and rutile and affects only slightly the flotability of Monazite.

Study of coal oxidation at low temperatures forms the basis of investigating the inherent properties of spontaneous combustion of coal. In general, the process of coal oxidation at low temperatures is very complex, involving many factors. Experiments examining the properties of oxidation and ignition of coal have been carried out. Based upon the results of these experiments, the catastrophe properties in the process of coal oxidation are analysed and the mechanism of catastrophe is proved for the ignition of coal. A folding catastrophe model is also established for the process of coal oxidation. Results obtained show that the process of coal oxidation to ignition is discontinuous, where the coal-environment system yields structure destabilisation. The system can jump from one stable attractor to another. The research results presented in this paper help to show the irregularities of coal oxidation at low temperatures and how to pursue effective control measures.

The objectives of grade control remain unchanged but new methods are being developed to attain them. Since the early-1990s, an improvement in the power of mine site computers has made the geostatistical tools of conditional simulation more accessible. Optimisation of the grade control process on mine sites now involves two stages: optimisation of the sampling regime and optimisation of the interpretation of ore and waste boundaries. Optimisation of the sampling regime first requires an understanding of the nature of the mineralisation and in particular the impact of particle size on the sampling precision. This relationship, termed the Fundamental Error of sampling, enables an optimum subsampling protocol to be defined for the sample preparation and assaying. However, the actual sample collection method, whether drilling or trenching, must be correctly selected and the sampling grid should be optimised. The relative costs and benefits of various alternative sampling methods and grids can be determined using the method discussed. The use of the grade control data can also be optimised. In the past ore and waste boundaries were often defined using a linear interpolation algorithm that smoothed the data (such as polygonal, sectional, inverse distance squared or even kriging methods). Frequently the relative impact of ore loss and dilution could not be estimated. Conditional simulation to generate equiprobable alternative maps (realisations) can now be adopted to address these issues. A transfer function is then used to evaluate the similarities and differences between the maps. The Ore Block Optimisation (OBO¬) process is a transfer function that produces a three-dimensional model of the optimal ore block outlines. This provides a clear guide for the mining geologist to refine and mine. The nature of the transfer function and the inputs and outputs are discussed. In the past, reconciliation has been the `acid test' for any grade control system. Any ore blocking method based on conditional simulation can make use of the exhaustive data set to ensure that reconciliation between prediction and production will improve significantly. The OBO¬ method provides a guide to the mining geologist to ensure that the best ore blocks are mined. Misclassification between ore and waste is reduced, ore loss and dilution are minimised (and are measurable) and ore is optimally assigned to stockpiles of various cut-off grades. These advantages significantly enhance mine profitability and control of the mined grade.

Prospecting in arid terrain can produce substantial environmental impacts, comparable to or greater in magnitude than the impacts associated with actual mining or petroleum production. Impacts are likely to be particularly severe where prospecting involves intensive geophysical exploration, especially in areas which have escaped degradation by other land uses such as pastoralism. With appropriate environmental planning and management, however, the environmental impacts of prospecting in arid terrain can be greatly reduced and mitigated, at low cost. In many countries, prospecting licences, exploration leases and associated tenements now carry a range of conditions relating to environmental protection. The assessment, avoidance and mitigation of environmental impacts is therefore an important component of and-zone exploration. My aim here is to give an overview of some of the main aspects of an environmental planning and management (EPM) programme for prospecting in arid terrain (PAT). Detailed operational prescriptions for environmental protection procedures are necessarily specific to particular areas and types of prospecting: see. e.g., Buckley (1982a, 1984, 1985a, 1986a), Klepacki et al. (1985) and Stone (1986). The intention here is to provide a checklist rather than a recipe book: as an aid in incorporating environmental aspects into the overall planning and management of an exploration programme, and in liaison with company environmental staff, consultants and regulatory bodies. I also hope to show that whilst some of the techniques used in particular environmental disciplines certainly require specialist expertise, the overall design of an EPM programme is not in the least esoteric, but simply an exercise in straightforward common sense. Perhaps this paper could be subtitled: "Demystifying environmental Planning".

The basic principles of mineral valuation were recognised and propounded at the beginning of this century and have remained virtually unchanged since then. Valuation is seen as a two part process commencing with a technical examination of the mineral property followed by a manipulation of the results of the technical examination in order to determine the monetary value of the project. A thorough and competent technical examination was seen then and remains now as the essential but not sufficient foundation for reliable valuation. All authors stressed the need to maintain the integrity of the data base and to ensure adequate coverage of all relevant aspects. The monetary valuation process through most of the first half of this century was mainly based on the Hoskold two rate method, derived from the formulae for valuing annuities but modified to provide explicitly for recovery of capital. Though the basic principles of valuation have not changed significantly, the means of implementing the components of the technical examination, the styles of deposits being evaluated and the mechanisms of monetary valuation have changed dramatically. This paper is intended to help design engineers, operating staff and plant managers understand the principles of metallurgical gas handling systems design. It also explains operating, safety and energy savings issues that the designer should take into consideration in the design of process off-gas systems for sulfide smelters. Primary smelting reactors, converters, and other off-gas sources impose challenging duty requirements on the various components of the gas handling systems. This paper reviews the design of common system components including the hood for gas capture at the system inlet, gas conditioning, gas cleaning, ductwork, dampers, hot gas fans, and the appropriate use of instrumentation and controls. The engineer must also be aware of how ductwork system effects and heat losses influence system performance. Also, the analysis of a recently-designed gas handling system will be reviewed, which includes high-strength SO2 gas from a smelting reactor, asymmetrically located Peirce-Smith converters, and a gas mixing chamber to mix the gases before they are sent to two acid plants of different sizes.

The financing of smaller resource projects has proven to be a difficult problem for promoters and financiers alike as very often such projects have not met the requirements of available financing methods and promoters have equally found it difficult to establish credibility, management and technical ability with potential financing sources. Solutions to the dilemma in which many of these projects find themselves are not readily apparent but will need to be found if the full potential of Australia's resources is to be realised. INTRODUCTION The growth of so called project financing in its present form is normally considered to be a phenomenon of very recent times, however, paradoxically there are references to what could be called financing in the old testament. To confuse the issue further financing small resource projects may not, and very often are not undertaken on a project financing basis. Qualitative measurement of respirable dust in metal mines is limited and an example of this is demonstrated at Northparkes Mine, where operational experience was sought for measuring dust standards and identifying exposure limits. However, relying on operational experience has limited value due to variation in observations from person to person and is based on visible dust (which is larger in size than respirable dust). However, with sophisticated dust measuring equipment, like the real-time aerosol monitor, dust concentrations can be accurately measured and recorded concisely. Research conducted as part of a collaborative agreement on behalf of Northparkes to launch an occupational dust monitoring program was implemented on the mine site. To form the basis of this research, it was hypothesised that no proper dust measuring testing at the mine site had been adequately identified. In addition, existing occupational hygiene monitoring programs did not adequately quantify employee exposures to these hazards. This project will outline the results of an occupational dust monitoring program, hence greatly improving the capacity to quantify the health risks posed to employees.

The passive interception and in situ treatment of groundwater using permeable reactive barriers (PRBs) has, within the past decade, become an accepted remedial approach to the control of plumes containing dissolved organic and inorganic contaminants. Since the first applications of the technology in the early-1990s, there have been several field-scale PRBs that have provided excellent treatment of dissolved metals in groundwater. Additional commercial applications and demonstration projects continue to be developed. Three field-scale applications and supporting laboratory columns have shown that several thousands of milligrams per litre of sulfate, more than 1000 mg/L iron, and several tens of milligrams per litre of other metals can be removed from groundwater by PRBs that promote sulfate reduction. The reactive materials, which incorporate various forms of organic carbon, promote microbially mediated sulfate reduction, the generation of hydrogen sulfide, and the subsequent precipitation of sparingly soluble iron and other metal sulfide minerals. Effective performance has been achieved by PRBs installed at a mine-tailings impoundment in 1995 (Sudbury, Ontario) and at an industrial facility (Vancouver, British Columbia). These PRBs have removed iron and other metals from groundwater. Similar materials were also used to create reactive layers within test cells directly in a tailings impoundment in 1999 (Timmins, Ontario) with the objective of removing iron and sulfate from the pore water before it migrates from the tailings impoundment. Zero-valent iron (ZVI) has been shown to provide excellent removal of chromium (VI) in a PRB, which was installed at the US Coast Guard facility in Elizabeth City in 1996, by reduction and precipitation reactions. Laboratory tests have also shown that ZVI reduces As(V) to As(III), which is subsequently removed from solution by co-precipitation with iron oxyhydroxides. In groundwater containing sulfate, ZVI and mixtures containing organic carbon can promote sulfate reduction and the subsequent precipitation of sparingly soluble arsenic and other metal sulfides. A trial PRB system was installed in 2001 and was shown to attenuate arsenic and other electroactive metals in groundwater at an industrial facility in northwestern Ontario. Basic oxygen furnace (BOF) slag, a waste material generated by the steel industry, has shown excellent potential for the removal of phosphate, elements such as arsenic and water-borne pathogens from groundwater in field and laboratory tests.

For nearly 100 years, the flotation plant metallurgist has often wondered what is happening æbeneath the frothÆ. To assist in unravelling this mystery, new technology has been developed as part of the Australian Mineral Industries Research Association (AMIRA) P9 project, to measure gas dispersion characteristics (such as gas hold-up, superficial gas velocity and bubble size) in industrial flotation cells. These measurements have been conducted in a large number of cells of different types and sizes by researchers from the Julius Kruttschnitt Mineral Research Centre (JKMRC) and JKTech. A large database has been developed and the contents of this database are described in this paper. Typical cell characterisation measurements show a wide spread in values, even in the same cell types and sizes performing similar duties. In conventional flotation cells, the typical gas hold-up values range from 3 - 20 per cent, bubble sizes range between 1 and 2 mm, and superficial gas velocity ranges from 1 to 2.5 cm/s. The ranges of cell characterisation measurements given in this paper will enable plant personnel to compare their operation to other similar types of operations from around Australia and the rest of the world, giving opportunities for further improvement to flotation plant operations.

The techniques used in evaluating gold placers and in recovering gold therefrom are briefly reviewed and critically assessed, relative to the estimated and actual recoveries from many operations. The discrepancies between these quantities can be significant and sometimes disturbing. The coefficient of variation for the annual percentage recoveries, relative to the estimates, is in excess of 10 and commonly above 20 . The difficult- ies in evaluating placers are recogni- sed both in the gathering of meaning- ful sample data and in the derivation of estimates. There are deficiencies, perhaps insurmountable at reasonable cost, in the techniques used to derive an estimate and in the gold saving devices usually employed. There is a subconscious trend to use recovery as a check on the estimate. The industry could have extracted more information during the evaluation and working of deposits in order to fully characterise them and in order to quantify metallurgical efficiency. There is a place for other prospecting techniques, particularly geophysical, in placer evaluation and a need for more appropriate and sophisticated

"The Coal Seam Gas (CSG) industry has seen a rapid increase in activity over a 30-year periodfrom the early 1990s within Australia. Despite public concerns over environmental issues, theCSG industry has increased in Queensland to the point where more than 90 per cent of naturalgas consumed in Queensland is CSG. The New South Wales (NSW) CSG industry has been slowerto respond for many reasons. Ninety-five per cent of natural gas consumed in NSW comes frominterstate. However, CSG activity in New South Wales is increasing notwithstanding publicconcerns. The CSG potential of three Petroleum Exploration Licenses (PELs) are being assessedwithin the Southern Sydney Basin that provides a unique opportunity to develop resourcesstrategically around many abandoned coal mines. The question has been asked - what do theseabandoned coal mines mean to the project? Are they good or bad? Are they friend or foe? Thispaper att empts to answer these questions and in doing so describes the coal mine ventilation andgas management philosophies and practices used to assess gas production potential. The coalmining philosophies not only have the potential to assist in the construction of a highly successfulCSG project, but they also potentially add signifi cant pre production value by re defi ning how theresources and reserves are assessed and therefore valued. The behaviour of abandoned coal minesand the goaves within the PELs are not well understood by the petroleum industry. However, in the Illawarra region there is an abundance of coal mining knowledge and expertise that if properly focused can greatly increase the chances of project success."

Although most N.S.W. coal mines contain large amounts of combustible materials such as coal and timber, the introduction of mechanisation has extended the range of combustible materials now found underground. The role of combustible material in a fire is not clearly understood and as a result the assessment of these materials for flammability by small and large scale tests is doubtful. Extensive research has been carried out on the toxic and irritating gases evolved during the combustion of plastics. However, most autopsies report death due to carbon monoxide inhalation because the combined toxicity of smoke and fire gases is unknown.

Having worked as a consultant for most of his 40-year working life, mostly as a mineral property valuer, the author has seen many poor valuations. Most were valuations of exploration tenements where the selection of the rather subjective, but necessary, geological inputs raised the main concerns. Those valuations involving iron ore prospects raise particular problems due to the special characteristics of such deposits. Iron ore is more like an industrial mineral rather than precious or base metals and Reserves are determined not by a traditional cut-off grade but by customer specifications. This is intended to be an overview/keynote paper on the current state of the growing (yet consolidating) Australian Iron Ore industry. It has now moved beyond Western AustraliaÆs æPilbara Big TwoÆ of Rio/BHPB (with the emergence of the irrepressible FMG and Hancock Prospecting) to include the YilgarnÆs æMidwest ManyÆ (including US re-entrant Cleveland Cliffs through Portman) and projects in other States. Ore types have moved from haematite Brockman to martite-goethite Marra Mamba (including the RobeÆs mesas and below water table Yandicoogina CIDs) and magnetite ore types. There are DSOs and secondary process feed. Mineral valuers have to reflect today upon these and many other determinants of value when choosing the most appropriate methodologies to adopt when technically assessing and valuing exploration tenements containing iron ore. Set against a frame work of the JORC Code (2004) and VALMIN Code (2005), the general valuation issues involved in using the cost methods (eg multiple of exploration expenditure), market methods (eg comparable sales, rules-of-thumb and joint venture terms) and income methods (eg synthetic discounted cash flow (DCF)/net present value (NPV) modelling) are discussed. Relevant factors when valuing iron ore properties are discussed, eg ore type, lump/fines ratio, stripping ratio, water table, impurities and grade, particularly the JORC confidence category of the identified mineralisation. Remoteness and access to existing rail infrastructure is a key consideration.

Natural leaching of minerals has been recorded for some two millenia but surprisingly only in recent years has enough been known of the process for any serious design to be made. Copper has been recovered from natural mine waters since about the 17th century but again little progress was made in de- sign procedures until recently. Natural or dump leaching was started as a recovery process late in the 19th century and in the years up to the classic study of Taylor and Whelan in 1943 a series of impirical optimis- ations made it a valuable process for treating low grade or waste material. The biological nature of Sulphide leaching was proven by Colmer and Hinkle in 1947 and since then a large mass of data has accumulated on the microbiology, biochemistry, and response of ores to this form of attack. In spite of this knowledge and the vast amount of pract- ical experience available there are few recorded attempts to present methods of calculation or design procedures that can be used for setting up a leaching process. A framework is given here on which such procedures can be based and indications given of the inherent advantages and limitations of the process,

The Cooperative Research Centres (CRC) Program was established and is supported by the Australian Government at a total cost of $140 million per year. Six of these centres have been established to help Australia's mineral industry: three in exploration, one in mining and mineral processing and two in extractive metallurgy. Since the CRC Program has now been in operation for five years, it is a good time to ask whether the minerals industry is being served adequately by these centres. In this paper, the performance of one CRC, namely the A J Parker Cooperative Research Centre for Hydrometallurgy, will be discussed in terms of the objectives of the CRC Program. As will be shown, the Parker Centre has made considerable progress since its establishment in 1992.

Ore reserves at the Kambalda Nickel Operations of Western Mining Corporation are estimated using the polygonal method for calculating areas of influence of drillholes. All raw assay and survey data are stored on one disk pack on the Company's CYBER 73 computer located in Perth, about 600 km from Kambalda. The initial step involving the computer is to search all assay data and calculate all potential ore-grade intersections. As the orebodies are thin, structurally complex and many are in close stratigraphic proximity, the selection of intersections which have the best grade over at least a minimum mining width involves complex logic. The orientation of an ore surface at each drill intersection point and a zone code are added to each intersection by the geologist from geological plans prepared for each ore surface. The orientation data together with downhole surveys enables the calculation of inter- section true widths and the zone code links each recalculated intersection to the appropriate ore surface.

At Cordeaux the modernisation of mine plans and equipment and the introduction of high production longwalls have created a record achieving producer of both steelmaking and export coals.Further changes achieved have been in employee related attitudes and performance, enhanced by business strategies and total quality control and particularly benefiting from innovative employee input With this present example of co-operative effort Cordeaux Colliery will continue to improve through management of total quality. resources, development rates and customer satisfaction.
