As the Mount Morgan electrolytic chlorine plant is the first of its kind installed in Australia, and as the details of this method of producing chlorine have, up to the present time, been kept more or less secret all over the world, the author trusts that this paper may fill a gap in the technical literature of the subject.When an electric current is passed through a strong solution of sodium chloride the following reaction takes place -2 NaCl + 2 H 20 = 2 NaOH + C1 2 + H 2 Chlorine gas is liberated at the anode or entering pole of the current, while caustic soda and hydrogen are formed at the cathode or leaving pole of the current. If the two electrodes be simply immersed in a vessel containing salt and the current be turned on, there will be no result save slight smell of escaping chlorine gas. The passage of the current will have certainly split up the salt water according to the above equation, but as the products would be in juxtaposition they would immediately reunite, and the electrical energy would have been spent without any beneficial result having been obtained. The Phoenix mine is one of NewmontÆs open-pit operations located in Nevada. Mining started in 2005, with the mine producing gold, copper and silver. The mine life is about 20 years. The gold grade estimation uses the Newmont in-house indicator kriging approach to handle the high variability in drill hole composite grades and support mining selectivity. Each block contains up to 200 subblocks with different gold grades. A flotation mill is designed to process oxide and sulfide ores, recovering gold, copper, and silver. An additional copper leach process is currently under study to process low gold and high copper oxide material with low copper recovery in the mill. The metallurgical recoveries and processing costs are dependent on many variables including rock formation, metallurgical domain, cyanide soluble copper and sulfide contents. This paper describes the Newmont in-house indicator kriging procedures and the revenue based mine planning software system implemented at Phoenix mine to address the complexity resulting from multi-process, multi-metal and indicator kriging model.

Consistent slag blow end point detection remains one of the challenges in the Peirce-Smith converters at Mount Isa MinesÆ Copper Smelter. Under blowing results in foaming on copper blow and carry forward of oxide skims to the anode furnace. Over blowing results in high copper losses to the slag. Both present safety issues and contribute to lower copper production. The end points of the slag making phases are assessed by inspection of a bar sample. A bar sample is a thin accretion layer that adheres to a steel bar when it is inserted into the tuyere while the converter is blowing. This method is biased and subjective, so there is heavy reliance on operator experience. The Semtech Optical Process Control (OPC) system was installed in early 2002 for converter slag blow end point detection. Initial plant trials did not improve all aspects of converter operations, and uptake by operators was poor, so the system was not used. In early 2005, the Semtech OPC system was re-visited and another short trial was conducted to evaluate the permanent use of the system for slag and copper blow end point detection. During this trial, the Semtech OPC method was found to be superior to bar sampling for slag blow end point detection. The implementation and refurbishment of the Semtech OPC system has resulted in plant improvements and given a better insight into converter operation during blowing. Oxide skim generation carried forward to the anode furnace has been shown to decrease with increasing compliance with Semtech OPC. Some of the expected improvements to converter operation were not found to be significant. Semtech OPC is now well received and utilised by converter operators. Individual paper available only. The liquid products of low-temperature carbonisation of coal are of variable composition, very much influenced by the rank and type of coal, and process parameters. In general the tar contains a high proportion of phenols and a low proportion of bases. The neutral oil is more analogous to a thermally cracked petroleum oil than to a high temperature tar. Present practice and possible future trends in the production of chemicals and liquid fuels from low temperature tar are reviewed in the light of recent work on the detailed composition of the tar The phenols and aromatics will probably continue to be of most value, with the bases a useful source of spec- ialty products. However the high aliphatic content of the neutral oil (particularly 1-olefins and n-paraffins) is bound to receive more attention for chemicals as well as for liquid Fuels.

The article presents methods of testing and recording of water amount pumped out in surface mining. The authors describe necessary recommendations how to carry out measurements so that one can separate the surface run-off and groundwater inflow from the total inflow. They demonstrate methods of evaluation of these kinds of inflow in open pits when water amount testing is carried out every eight and 24 hours as well as simple methods when only monthly records of water are available. The authors also describe procedures for evaluating the water inflow when an open pit is dewatered gravitationally and measurements in discharge channels are irregularly carried out.

Victoria has an extensive brown coal resource, 202,000 Mt, of which 43,300 Mt is regarded as readily recoverable. This brown coal is located principally in the Latrobe Valley as thick seams and is being extracted at low cost primarily to support base-load electrical power generation. The high moisture content of the coal is partially off-set in many applications by the high reactivity of the coal and the generally low levels of potential pollutants such as ash, sulphur and nitrogen in the coal. Large scale development of this brown coal resource began in the 1920's. In addition to electricity generation, it is used for briquette production, carbonisation of briquettes to char and was gasified for town gas supply to Melbourne (1956 - 1969). The BCLV coal to oil pilot plant at Morwell is a major new initiative in the use of Victorian brown coal. Many other new developments are in place and emerging in the utilization of low rank coals. Examples of these developments are, the large-scale gasification of lignites in the USA, and value-added products such as bulk chars, solid fuels, activated carbons and coal-water mixtures. The Government of Victoria has created the Coal Corporation of Victoria to promote current sales of briquettes and to encourage further new industrial developments based on the State's brown coal resources, in particular the Loy Yang coalfield. The Coal Corporation also has a vigorous product and process oriented research and development Programme.

Osborne Mine commenced hydraulic filling of three stopes in April 1999. Two of these stopes experienced barricade failures in July 1999 and January 2000. As a result, a review of hydraulic filling was commissioned in April 2000. The design of a trial of revised specifications and practices is in the final stages, prior to the trial commencing in mid-2002.

The purpose of this paper is to outline the basic policy problems for good community relations programmes in the resource extraction industries of Papua New Guinea. The main focus of the paper will be on defining and analysing those problems which lie on the landowner side and which are still not widely understood within the resource extraction industries despite several decades of turbulent experience. Many of the companies operating in the resource extraction industries of mining and petroleum and gas have in recent decades adopted, by choice or necessity, 'good corporate citizen' policies. Some of these companies now pursue ethical business, environmental and community relations policies. Some have adequately funded and well-trained staff in their community relations departments. Although different industry sites scattered over Papua New Guinea show significant differences in their experience of social conflict, I argue here that a good deal of this variation has less to do with the differences between the companies' public relations policies and their effectiveness and more to do with the conflict causing features of indigenous society. Experience suggests that even a company well-equipped with good intentions, good policies and good staff may experience serious difficulties in maintaining good community relations in Papua New Guinea. Many of these difficulties, I argue, can be traced to causes that lie, essentially, within the structure of Papua New Guinean communities and in the customs and social relations of Papua New Guinean peoples. Accordingly the attention of this paper is focussed on the conflict causing aspects of Papua New Guinean society. It is true, to the point of being a cliche, that Papua New Guinean societies are oriented very strongly towards achieving consensus and social harmony. In this regard Papua New Guinean communities differ significantly from, say, Australian communities. My purpose here is not to denigrate this aspect of Papua New Guinean societies but, rather, to point out that the drive for consensus is driven by the desire to avoid its opposite, dissensus. This paper sets out to define the dissensual aspects of Papua New Guinean societies and my special interest is in those conflict producing aspects of Papua New Guinean societies that are most resistant to the mechanisms that are designed to create social harmony. A survey of the recent history of industry and community relations in Papua New Guinea indicates that there are three main factors present on the landowner side which are liable, separately or through their interaction, to cause difficulties. These factors are respectively generational challenge, social boundaries and custom variability and I shall discuss each of these in turn.

The adsorption mechanisms of various thiol collectors can be subdivided into four classes: chemisorption, EC-mechanism, catalytic oxidation and metathetical substitution. The chemisorption mechanism occurs at potentials below the thermodynamic potentials for the metal-thiol compound formation and is reversible. The EC-mechanism occurs when the mineral is sufficiently oxidised to liberate metal ions to form metal-xanthates; therefore, it is observed with more easily oxidisable minerals and/or with collectors having large pK values. Thionocarbamates adsorb on sulphide minerals via the EC-mechanism due to their large pK values. Although the adsorption occurs at very low potentials as compared to xanthates, it is irreversible with large overpotentials. On the other hand, the adsorption of modified thiophosphates and thiophosphinates occurs near the thermodynamic potentials because of the low pK values. The metathetical substitution is believed to occur only when a mineral is highly oxidised. These classifications are useful for studying the effects of electrochemical potentials and the molecular structure on the collector adsorption Mechanisms.

As previously advised, two of the raw materials for Wilsons Portland Cement are cement rock and limestone, both of which are quarried by the company. We now wish to give you a brief outline of these operations. The major material, cement rock, is obtained for our Portland Quarry at Tikorangi Hill, which is one mile west of the Works and a familiar landmark to travellers on state Highway 1. The geological structure of this deposit is involved, having intensive and irregular earth movements interpreted as large scale slumps where older rocks overlay younger rocks - numerous folds, faults and overthrusts are clearly visible.

Statistical frequency distributions may be used to characterize the overall variation of grade in orebodies. Special types of distribution (e.g. lognormal, log-type A) are necessary to describe skewness inthe case of rare metals. Also needed (but for the most part hitherto neglected) is the serial correlation function which describes the tendency for grades near together in an orebody to be closer together than grades at points relatively far apart.The sampling problem for orebodies is interpreted in statistical terms. Different methods are reviewed, and the effect of serial correlation discussed.A discussion is given, based on experiments and observations made by the author, of biases arising in the minei:l material by such methods as chip sampling and grab sampling due to such causes as nonrepresentative selection by the sampler.INTRODUCTIONMiners have always recognized the large element of chance in their operations. Chance is the raw material of statistical theory and, provided there is some recognizable pattern or underlying regularity in a set of data arising from the operation of chance events, statisticians are able to formulate mathematical models to study them. Mining engineers, geologists, and statisticians have gone a long way between them towards finding general statistical rules which describe the distribution of minerals and metals in orebodies, and even the distribution of orebodies over the earth's surface.These rules do not have the force of physical laws, though they obviously derive from them and have been used to throw light on them. The approach to valuations at the Normandy Poseidon Group is a measured and methodical process that utilises skills sourced from a number of different disciplines. Whilst being subject to a strict set of guidelines, it is also sufficiently flexible to be able to cope with the considerable variety across the resources industry. The group uses Discounted Cash-Flow (DCF) techniques extensively in order to develop a base valuation. Other external factors (eg the market) are, however, also taken into account when forming a view on value. Other methods of valuation are used in tandem or as alternatives depending on the task. DCF techniques are an important tool but would never be used in isolation. Considerable care must be given to developing the DCF analysis as its components (eg discount rate) are prone to misuse. Whilst the valuation process is quite detailed and scientific, it is really only as good as the inputs or assumptions (technical, financial, etc) that are used. The methodology used remains consistent whether the group is undertaking the corporate planning process or making an acquisition.

It must be stressed that the following comments are offered only to assist mineral industry professionals in understanding the issues involved in personal liability. The information and views expressed herein are not intended to be a comprehensive guide or definitive statement of the law and they should not be regarded as a substitute for specific advice for individual situations. Readers should consult their own legal and other professional advisers before applying the content of this paper to their own particular circumstances. It is hardly news that work in the mining industry is governed by a complex regulatory and legal system which is constantly changing, but few realise just how directly they can be affected and become personally liable for any breaches. These may result in civil or criminal proceedings and personal assets are at risk. Owners, company directors, managers and now employees are at risk, together with consultants, contractors and suppliers of equipment or consumables, as well as government inspectors. They are liable for their personal decisions to act (or failure to act) in managing operations or carrying out directions, as well as for the actions of others under their control. This paper identifies the areas where such individuals in the open pit mining industry in Australia face the risk of personal liability and measures which can be used to minimise the risk or which can be used to make out a defence to legal action which could arise. There have always been a myriad of Commonwealth, State and Local Government laws and regulations with which to comply, and now international protocols are being used as a basis to impose greater obligations on all people. Once, the `corporate veil' gave some protection to the individual, but today there is negligible protection from the full force of the law. Not only are there various types of law enforcement officers, but public interest groups, shareholders, customers, suppliers, creditors etc may litigate. This paper is not intended to be an exhaustive discussion of the provisions of all the legislation or case law where individuals can be held) personally liable. These areas would include environmental, pollution and heritage law (including Aboriginal sacred sites); occupational health and safety (including workers' compensation) law; trade practices and fair trading law; contract law; corporations law (including the requirements of the Australian Stock Exchange [ASX] and Australian Securities Commission [ASC]); industrial relations law; anti-discrimination and sexual harassment law; taxation (including superannuation trustee) law; and the Common Law. The focus is on the following areas of regulation, which are outside the usual experience of those in the open pit mining industry (the Mining Acts and Regulations are specifically not dealt with here): ò Environment Law; ò Trade Practices Law; ò Occupational Health and Safety Law; and ò Corporations Law.

Acid and Metalliferous Drainage (AMD) is one of the key risks facing the mining industry worldwide. If not properly managed and/or not identified in a timely manner, AMD has the potential to decrease environmental values for generations to come. Ore extraction generates vast volumes of mineral waste (waste rock and tailings) which are stored in perpetuity at the mine site. Some of these materials are not inert and when in contact with air and water can react, generating poor quality water and compromising operational and closure environmental objectives. Understanding the geochemical behaviour of waste rock and tailings is therefore key to identifying risks and opportunities which support effective mineral waste management strategies across the mining value chain and progress toward an environmentally sustainable future that minimises closure liabilities. To ensure AMD risk is recognised and managed uniformly across its portfolio, BHP developed a Global AMD Management Standard for implementation across all operations, including closed sites. The AMD Management Standard provides a management framework to support the consistent, simple and sustainable global management of AMD risks. This ensures mines are planned and operated to be environmentally smart and modern, geochemical risk management is not an afterthought but a key driver, and environmental sustainability is actively pursued to reduce closure liabilities. The AMD Management Framework, on which the Standard is based, was adapted from industry leading practice guidance, ensuring it applies to multiple regions. The framework also comprises sequential requirements throughout the mining life-cycle. It is an iterative framework with an adaptive management approach that is designed to incorporate new data, information and management opportunities into AMD risk assessments and mine plan revisions.

In the climate planning of mines and tunnelling with anticipated poor climatic conditions, and especially in case of longer working shifts, the main question is whether it can be reliably prevented that certain climatic limits laid down be exceeded. Working at high temperature and/or humidity can lead to reduced human working energy û a very important economic aspect û and to a risky lack of concentration on the part of the miners or to heat collapse and extremely dangerous heat stroke. With the Deutsche Montan Technologie GmbH (DMT) climate prediction programs, both the dry and the extremely significant humid heat transfer can be calculated. This is due to the high planning reliability involved. With the help of these climate prediction programs it is already possible to determine the anticipated climatic values for the operation phase as early as the planning stage of new ore or coal fields or of tunnel construction projects and to design the optimum air cooling system for every underground project with due regard to technical and economic aspects.

"In some lode-style gold deposits the geological (lithological) uncertainty may have similar economic significance as the grade uncertainty. In the absence of precise knowledge of the deposit geology, geological models of these types of deposits that are used to constrain spatially the estimated (or simulated) grade values may influence significantly the contained metal. Methods for assessing geological uncertainty quantitatively are rarely considered due to their perceived inability to consider exhaustive geological interpretations, and resulting models that often appear geologically unrealistic. Furthermore, should the lodes have been subjected to folding, or where the mineralisation continuity does not follow a planar orientation along strike or down dip, standard methods of variography and interpolation using linear vectors in space often do not provide a good representation of continuity. An alternative approach is to relate spatial samples from adjacent drill holes using an unfolding plane.The paper demonstrates conditional simulation of the geometry and gold grades of a folded lode-style deposit where:simulation of lode geometry considers explicitly the geologistÆs interpretation, andsimulation of gold grade values that consider explicitly the folded nature of the lodes.The results are contrasted to the traditional approach of linear vectors in real space for a single lode interpretation.CITATION:Richmond, A, 2012. With the advent of the resources boom in the late-1960s most of the larger scale resources projects in Australasia were commissioned on an æowner miningÆ basis, where the mine owners owned and operated the primary mining equipment. Then, in the 1980s with the arrival of the gold mining boom in Western Australia and elsewhere, a change occurred û most of the mining activities were carried out on a contract mining basis. Over recent years, however, there has been a marked trend amongst larger Australasian open pit mining operations back towards owner-controlled and operated mining operations. The reasons for this are many and are addressed in the paper, but centre on the concept of the owner being prepared to assume more of the mining risk in exchange for the advantage of not having to pay a contractorÆs profit margin. Where mining contracts are entered into, the older æschedule of ratesÆ format is being replaced with less adversarial and more entrepreneurial contract alternatives involving operating cost and risk sharing in a spirit of æfair dealingÆ. Leasing and maintenance issues have also been influenced in recent years by the advent of more flexible contract arrangements with equipment suppliers. Group purchasing has also had some influence for project operators. For many mine owners, the optimal risk management profile involves a practical offsetting of the assumption of mining risk on the one hand, against the removal of litigation risk and potentially reduced operating costs on the other. Potential pitfalls may arise where equipment size and type requirements vary with time or where manpower management, mining flexibility, job skills or safety exposure factors are relevant. These issues are commented on in the context of some well known examples, and an update is provided on contract mining versus owner operation in large-scale Australasian open pit mining generally.
