In 1990, the Queensland mining industry had come to the conclusion that new safety and health legislation based on risk identification and control was required if the mining industry was to be effectively and efficiently regulated. In particular stakeholders in the coal mining industry had arrived at this opinion after the industry had suffered a number of major underground explosions over the 14-year period between 1972 and 1986. Also by 1990, a general consensus had emerged across both the coal and metalliferous mining sectors that mining industry was over regulated and, more to the point this over regulation did not encourage industry to identify and address the underlying causes that had led to a cycle of major mining accidents in the state. The prevailing opinion was that the prescriptive legislation left the ownership of risk management with the regulator and not with the mine operator. This paper discusses the background to the development of the Queensland Coal Mining Safety and Health Act 1999 and the Mining and Quarrying Safety and Health Act 1999 and the progress made in improving safety and health since the statutes came into force on the 16 March 2001. The paper discusses the issues that had to be addressed during the development of the legislation including the interaction with other legislation based on based on risk management principles that either overly or interface with the mining legislation. The effect the underground explosion at Moura No 2 in 1994 had on the final content of the new legislation is also considered. Health is often the neglected twin of safety and health legislation and the paper previews the health surveillance system being proposed in Queensland to ensure that health of mine and quarry workers is afforded the same priority as their safety. By increasing the structured management of occupational health problems in our mines there is an opportunity to make significant improvements in mine safety In conclusion the paper reviews the results to date since the introduction of the new mining safety and health legislation in Queensland on the 16 March 2001. The Northern Mariana archipelago in the W.Pacific forms a classic intra-oceanic island arc system far from the influences of continental crust. As such it offers an ideal location in which to study many of the problems of subduction-related volcanism. Radiogenic (Sr, Pb, Nd and Hf) and stable (0, S and H) isotope systems have been applied to the question of the possible involvement of components from the subducting slab in arc magmagenesis. The results contrast with earlier studies based upon limited sample suites and suggest that fluids, derived from the slab and enriched in mobile elements, substantially modify the composition of the mantle wedge and contribute to the characteristic geochemistry of arc magmas. Trace element data, including the occurrence of negative Ce-anomalies in the lavas seem consistent with this conclusion. Major and trace element variations within the arc lavas can be modelled in terms of crystal fractionation of a gabbroic mineral assemblage and mixing calculations indicate that this has the approximate composition of PLAG:CPX:MAG:OLIV = 60:25:10:5. This observation is compatible with the widespread occurrence of gabbroic nodules in lavas throughout the arc. Consideration of Rare Earth Element and phenocryst data leads to the conclusion that many of the more basic lavas may be the products of cumulus enrichment. The results of this study constitute a model for magmatic processes occurring in simple island arc systems, and may be generally applicable to other, more complex settings. The recognition of a return flux of material with 'continental' affinity to the mantle, via sediments on the subducting slab, also places strong constraints on geochemical models of crust-mantle evolution.

There are two main areas of application of geology in quarrying: (i) In regional planning for industrial mineral requirements.(ii) In direct quarry management. The regional planning requirement has recently become more evident because of greatly increased land demand conflicts around cities. The direct quarry involvement is a reflection of both the economy and the greatly increased sophistication of the quarry industry. Here, professional planning and development expertise by a geologist is required, to ensure continued supply of raw materials at the best price to the consumer with sufficient profit to the producer. Today, geological insurance safeguards capital investment in plant and assures economical development plans.

At present the source of virgin iron for steel produced in New Zealand is titanomagne- tite extracted from titaniferous beachsands. Some of these beachsand deposits contain extractable quantities of ilmenite as well as titanomagnetite and both minerals represent challenging sources of vanadium and titanium products in addition to iron. This study looks at some theoretical aspects of smelting these ores directly with coal rather than with electric power, and takes into consideration the properties of the raw materials, the thermodynamics of possible process routes and the background of the economics involved.

The issue of flyrock is critical to the operation of all mineral extraction sites that use blasting. This paper takes a risk-based approach to identifying, analysing and managing the flyrock hazard. The basic cause of flyrock generation is a mismatch between the energy available and the work to be done. It should be noted that the energy available depends on the charge confinement. This mismatch can be caused by an abrupt decrease in rock resistance (geological weaknesses), overcharging, inadequate delays between holes and rows, inappropriate blast design and inaccurate drilling. The mismatch can come about from two sides; either too much energy (charge) for a fixed burden (work to be done), or insufficient burden (work to be done) for a fixed charge. The main mechanisms of flyrock generation are rifling, cratering, face bursting and secondary blasting. Each source mechanism has different characteristics in terms of vulnerable locations and each requires different control measures. However, all controls require a high level of quality control and assurance. A range of different approaches for managing flyrock risk and determining blast clearance zone dimensions are presented. A prescriptive consequence-based approach is discussed. A conventional risk matrix based approach is outlined with some innovation regarding controls rating and uncertainty ratings. A published semi-empirical approach is discussed. Two examples of quantitative flyrock risk analysis are presented; one involves bench blasting based on a published paper and the second is a cratering example developed by the author based on consulting projects. Finally, a stochastic approach based on published work is presented which simulates cratering superimposed on face bursting mechanisms. Also, a stochastic analysis undertaken by the author of the cratering example is presented. Effective blast emission management is required for two reasons; firstly to reduce and/or eliminate safety risks and secondly to manage public perception of blasting risks such as flyrock. The conclusion of the current research is that the wild flyrock risk can be estimated using existing techniques. Furthermore, both qualitative and quantitative risk management methods as discussed in this paper can be used for flyrock management for a given blasting situation. A combination of both is considered to be best practice.

Fleet management systems have been adopted by many open pit mines throughout the world and the resulting improvement in truck cycle times has been one of the most significant contributors to mine efficiency. Ongoing enhancements to fleet management systems such as interfaces for vital signs monitoring have given incremental efficiency gains. Each incremental improvement is another step towards a grand vision of a totally automated mine. A relatively new fleet management system is being integrated with two other technologies to provide a highly reliable platform for a networked information system which monitors mine machinery and production. The paper reviews the integration project, the features of the new mine site information network platform and the contribution to productivity and safety. The new fleet management system has a predictive truck dispatch algorithm. It also has a distributed database that replicates rapidly so that each machine in the fleet has an identical database, thereby making each machine aware of other machinesÆ locations on the site. High precision systems for navigating and monitoring machinery such as drills, dozers, draglines and shovels provide individual machine operators with cockpit style real-time information to increase their operational efficiency. The integration of the new fleet management systems capabilities with the high precision systems that provide production information, machine vital signs data and operator information means that the mine operations and maintenance managers have real-time access to the whole mine siteÆs production data. Such a mine monitoring and reporting system is dependent on reliable wireless communications and reliable positions. Positions in fleet management and high precision systems for open pit mines are usually provided by global positioning system (GPS). Other global navigation satellite systems (GNSS) such as Glonass, and in the future Galileo, will provide additional satellite cover; however, some parts of open pit mines do not have enough sky visibility for reliable GNSS positioning and so a new centimetre level wireless positioning system called Locata is being integrated with the fleet and high precision systems to augment and backup the GNSS positions. The final integrated system will provide the highest levels of reliable position-based information to all stakeholders in a mineÆs operation, ensuring gains in productivity and safety.

The Australian mining industry is at an interesting stage in its development. Of the large number of mining companies in Australia, some are still solely domestic in their focus. others have made their first tentative forays offshore, and others are global players of significance in the world industry. It is not long ago that the entire industry was almost exclusively domestic in its focus. Very few companies before the early 1980s had ventured offshore, and those that did so were considered quite risque. The initial moves were made mainly by large companies who could afford to lose the funds expended in getting started in a range of offshore locations.

THERE is available a considerable amount of literature concerning the practice, and, to a smaller extent, the theory of ventilation as it applies to coal mines. Publications considering the subject of ventilation of metal mines from a practical viewpoint are much less numerous, whilst the treatment of the theoretical aspect of the question (except in so far as is common to coal mining) appears to have been almost neglected. This may be due to one of two causes (a) That in many metal mines (especially those which have not attained a great depth), on account of the greater number of connections with the surface, as compared with coal mines, natural ventilation has sufficed.(b) That in metal mines where the foregoing is not the case the solution of the ventilation problem from theoretical considerations has been regarded as involving so many complications that any attempt at the determination of a set of concrete ventilation figures applying to and throughout the mine would be futile. Whilst it is freely admitted that the difficulties inherent in the application of theory to the ventilation of metal mines are numerous, it must also be admitted that few attempts have been made to overcome them. The ultimate aim, of course, would be the collection of sufficient data to enable the probable behaviour of the air-currents throughout the whole of the workings of any mine to be accurately predicted under any particular set of circumstances. Esso Australia Ltd. operates a large natural gas producing system in the Gippsland Basin, supplying gas to the Gas and Fuel Corporation of Victoria, the State Electricity Commission of Victoria and several industrial customers. Gas reaches the Longford processing plants from three offshore platforms via a network of large diameter pipelines, which must be protected against the formation of ice-like hydrates. When gas production commenced in 1969, methanol was used to inhibit hydrate formation in the offshore pipelines. However, later investigations showed that the methanol was causing excessive degradation of molecular sieve in the onshore gas-processing plants. (Molecular sieve is used to remove water and H2S from the gas prior to further processing to remove heavy hydrocarbons.)

Porphyry type mineralization of Lower Cretaceous age in eastern Queensland has been recognized only from the easternmost part of the northern New England Orogen (Day, Murray and Whitaker, 1978), within the northern Yarrol Province (Horton,1982). Recent work about the Mt. Suthers (Pb, Zn, Ag, Cu, Au), Lug-e-nor (Cu, Pb, Zn, Ag, Au, Mo), and German Tully (Cu, Au, Bi) prospects suggest that there has been a phase of porphyry type mineralization within the Gympie Province, of Lower Cretaceous age, overprinting earlier Permo-Triassic phases. About the Mt. Suthers Prospect surface samples of shallow, medium to heavy textured soils derived from marine sedimentary rocks of Permian age, and extrusive and intrusive igneous rocks of intermediate composition and Triassic age, were analysed for Cu, Zn, Pb, Co, Cr, Ni, Fe, V, Mn and Ag. Whereas strong iithological control determined the distribu- tion of Cu (diorite) and of Cr, Ni, Fe and V ,sedimentary rocks), the distribution of Pb, Zn, Ag and of Cu, were determined by mineralization of faults by a cavity fill hydrothermal process. Gold is associated with the Pb, Zn, Ag mineralization. Co and Mn showed distributions independent of lithology and structure. The fault controlled style of mineraliz- ation at Mt. Suthers is repeated at other localities to the south; Calgoa, Marodian, and German Gully. Relative dating of structural features and isotopic dating of nornblende porphyrites (134-135 m.y.) near and related to those mineralized at German c;ully suggest a previously unrecognized phase of porphyry copper style mineralization in south-east Queensland of Lower Cretaceous age (Fig. 1).

It is quite well known, although not so well documented, that radio noise is generated during rock fracture. Radio noise has also been observed during severe earthquakes. The source has been thought to be the fracturing of the rock, although the mechanism has never been unequivocably proven. A study of these radio emissions may provide insight into rock dynamics prior to seismic events, and after blasting. A programme of electric-field recordings has been undertaken at Brisbane quarries during multi-hole blasting. Preliminary analysis has shown that three types of signal may be distinguished. They are hole detonation, rock fall and post blast relaxation signals. It is thought that information about the blast, and the fracture of the rock, may be ascertained from these Signals.

Dust derived from mining and handling of ore has been identified as a major concern for the mining industry in Australia and may be critical to the future viability of some resource industries (CSIRO, 1999). Operational techniques to derive accurate measurements of anthropogenic dust on vegetation and infrastructure are necessary for the long-term management and monitoring of the environment surrounding mining operations. Airborne hyperspectral VNIR-SWIR systems can potentially provide these monitoring data. This paper outlines a method developed for deriving quantitative measurements of dust quantity on mangroves using remotely-sensed airborne hyperspectral data. The results show that it is possible to detect and quantitatively map iron oxide dust distribution using properly calibrated airborne visible to short wave infrared (VNIR-SWIR) data.

Solid Energy New Zealand operates the Stockton Opencast Coal Mine, a unique deposit consisting of high quality hard coking and thermal coals. Stockton's uniqueness includes high variability of the shipment specifications, strict quality constraints, minimal stockpiling capacity in the coal transport chain and the variability of coal quality both vertically within the seam and laterally across the deposit. The process of resource proving and modelling results in a high level of understanding of the deposit to allow detailed planning to be undertaken. The use of computer aided mine planning tools is an important component of the mine planning at Stockton. Detailed planning is implemented in the field through selective mining practices and monitoring to minimise dilution and maximise recovery of the coal resource. The quality variability in the coal, the æjust in timeÆ approach of the coal transport chain and markedly varying quality specifications from shipment to shipment requires a large coal inventory and the mine to be driven by quality constraints rather than material movement capacities.

Over the last few years several important developments have taken place in the Electro- lyte Purification Plant at Copper Refineries Pty. Ltd. A fully automated system for the continuous removal of arsenic has been develop- ed. A submerged combustion process for the removal of nickel has been developed to a stage where patent coverage has been obtained in most of the copper producing countries. A plant has recently been commissioned for the production of Tetra Cupric Arsenate, which it is hoped will find a ready market in the timber preservation industry.

A major factor in the economic development of New South Wales has been the ready availability of coal for the major industrial and urban centres of Sydney, Newcastle and Wollongong. Historically, the presence of high quality coal near these areas has acted as a catalyst to urban and industrial growth. This easy access to low cost coal resources over the past 200 years has given rise to a commonly held belief that New South Wales contains vast coal resources sufficient to meet any foreseeable demand. However, a recent study undertaken by the Coal Resources Development Committee has found that New South Wales is likely to face a serious shortage of economically mineable coal in the future. Forecasts predict that demand for New South Wales coal will increase by about 40 per cent, and then remain at about that level for at least a further ten years. To meet such demands, the coal industry will require access to economic high quality coal resources.

Unit cycles in mining have not changed for many years. Productivity increases over the past three decades have mainly been achieved by using larger and heavier machines. This investment in size has probably reached the point of diminishing returns and increased productivity in the future will have to be generated by other means. One way of achieving this is through automation of selected unit operations, eg dragline overburden removal, truck haulage, ground support installation and secondary breakage. Although, in the past few years, there has been significant progress in this direction, we are still a long way away from even partial automation - especially in hard rock mines. This paper addresses the technical obstacles facing mining automation; suggests ways by which these obstacles may be overcome and identifies the role of industry groups and research providers in this process.

During conventional eddy current separation, a repulsive force is applied to metallic particles by placing them in a rapidly changing magnetic field generated by a spinning magnetic rotor carrying an arrangement of alternate magnetic poles. This method works effectively for larger non-ferrous metallic objects, such as aluminium cans, but as the metallic particles become smaller, the bulk repulsive force on the particles is increasingly replaced by a rotational torque. Therefore, for small metallic particles it makes sense to use particle rotation, rather than particle repulsion, to effect a separation. Eddy current separators using particle rotation are similar in construction to present separators, but are designed to produce a rotating field of essentially constant angular velocity and field strength. Practical and economic particle rotation eddy current separations are possible down to particle sizes of about 200 ¦m, but separations, at probably uneconomic rates, can be carried out on particles as small as 50 ¦m.

Mineral exploration and development can have a significant impact on the environment and local communities, in some circumstances extending well beyond the mine site. Poor environmental performance and consequent social impacts by some companies have affected the reputation of the whole industry to the extent that the principal public concern about mining is its impact on the environment. This is consistent with public attitudes about other major natural resource sectors such as forestry and commercial fishing. Traditionally the community has relied on governments to set the benchmark for acceptable environmental and social performance through establishing and revising regulations governing the mining industry. This however assumes that regulations keep pace with community expectations. It also does not take into account those circumstances where governments can have conflicting roles as both watchdog and project partner. Government regulations and industry self-regulation are not in of themselves sufficient for the minerals sector to demonstrate that it has adequately addressed environmental and social issues associated with the sector. For the minerals sector to improve its reputation it must first improve its environmental and social performance. To do this requires the sector to operate to acceptable standards of environmental and social performance and for the sector to be able to credibly communicate this to its stakeholders such as investors, non-government organisations (NGOs), customers, staff, regulators and local communities. Independent third party certification of environmental and social performance (æcertificationÆ), already operational in forest and fisheries management, is proposed as a mechanism to enable the minerals sector to achieve this. World Wide Fund for Nature (WWF) and industry partners will be collaborating in a project to ascertain the applicability of æcertificationÆ to the minerals sector. A number of economic, social and environmental benefits are identified that could accrue should mining companies be able to differentiate themselves on the basis of environmental and social performance, an attribute evident in æcertificationÆ schemes. External audiences are seeking increasing levels of information and data on environmental and social performance of mining companies, be it local communities, investors, financial institutions or NGOs. Environmental and social reporting should be a key communications device that stakeholders can rely on as a reliable, credible source of information on environmental and social performance. WWFÆs contribution to the debate about environmental and social reporting has been to develop a process to assess the quality of environmental and social reports against reporting ingredients which WWF believe are important if a report is to be an accurate reflection of the reporting entitiesÆ environmental and social performance.

This paper describes the design and constructability issues investigated in the selection of a trenchless solution in comparison to trenched construction options as part of a scoping study for the augmentation of the existing Bulimba Creek Trunk Sewer in Brisbane. Initial work involved the planning of alignment options vis-a-vis ground geology, geotechnical conditions, location and depth of shafts considering potential construction technology, flotation and stability of the tunnel, availability of construction sites and the influence of construction works on neighbourhood properties and the immediate environment. Two design pipe sizes, DN1200 and DN1500, were considered, and factors including jacking forces, specification of product pipes, pipe joints, pipe jacking methods and the associated impacts of ground settlement were carried out. Of particular interest was research on suitable lubricating fluids with the potential to minimise jacking forces and maximise the length of pipeline between launch and reception shafts.

Spherical calcium dioleate particles (~10 ¦m in diameter) were used as AFM (atomic force microscope) probes to measure interaction forces of the collector colloid with calcite and fluorite surfaces. The attractive AFM force between the calcium dioleate sphere and the fluorite surface is strong and has longer range than DLVO (Derjaguin-Landau-Verwey-Overbeek) prediction. The repulsive AFM force between the calcium dioleate sphere and the fluorite surface does not agree with the DLVO prediction. Consideration of non-DLVO forces, including the attractive hydrophobic force and the repulsive hydration force, was necessary to explain the experimental results. The non-DLVO interactions considered were justified by the different interfacial water structures at fluorite- and calcite-water interfaces as revealed by the numerical computation experiments using molecular dynamics simulation.
