Issues around water û its quality, use, availability and environmental value û can be a major point of tension between mineral projects and local communities. Failure to manage these issues appropriately can jeopardise the obtaining of regulatory approvals for new projects and place at risk the æsocial licence to operateÆ of existing operations. Conversely, there may also be significant opportunities for companies to engage constructively with communities over water issues and to make a positive contribution to the sustainable development of these communities. Using case studies, this paper will explore the various types of social risks and opportunities associated with water and mineral resource development and identify key learnings relating to the management of these issues.

Australia has a high level of research and development capabilities in government, industry and tertiary institutions. In the- remote sensing fields, we have developed a range of applications in geology, agriculture, infrastructure and environmental monitoring which are very cost effective and applicable to projects in the Asian and Pacific region. Support by the Department of Science through the Scientific Industries Steering Committee has enabled rapid penetration of this technological capability into projects with significant economic and financial benefits. It has also led to the opportunity for development of new sensors and processing systems, through collaborative projects with regional countries, which. will have applications in cloud covered, rainforest, and coastal tropical regions for geological and resource applications.

Environmental impact and rehabilitation on completion are primary considerations in obtaining approval for mine projects from government authorities.This paper focuses on the planning and commencement of rehabilitation during the mining of an open cut mine (Hedges Gold Mine) in an environmentally sensitive area in the southwest of Western Australia.

Roller seed screens were installed at The Broken Hill Proprietary Company Limited (B.H.P.) Whyalla pellet plant to replace vibrating screens on the green ball circuits. The installation of roller screens was justified by improving the sizing of the green balls. This improved sizing increased the yield of fired pellets produced from green balls thus decreasing the fuel consumption. The fired pellet sizing was improved also. This paper discusses the configuration of the roller screens installed at Whyalla, quality of green balls produced, advantages of roller screens compared with vibrating screens and future development of roller Screens.

The effect of various types of solid carbonaceOlls reductants on the rate of fuming of zinc from lead blast furnace slag was investigated at I250°C.The results of the laboratory experiments indicated that the rate of removal of zinc from slag depended primarily on the volatile matter contents of the reduclants. The effects of fixed carbon, moisture and ash contents were less significant.

This paper compares and evaluates the impact of income tax and value-added tax on the decision to explore for minerals or to develop a mine in four countries: Australia, Papua New Guinea, Argentina and Indonesia. Three aspects are considered in depth:- domestic tax rules applicable to mining projects;- taxation of foreign mining investment and foreign providers of expertise;- taxation of project finance (other than equity) from foreign sources.Specific tax issues discussed include tax deductibility of various costs, treatment of tax losses, special tax incentives, comparative treatment of various corporate structures, non-resident withholding taxes, and tax costs of various forms of project finance. The paper also illustrates the comparative impact of income tax on rates of return by means of a simulation of a mining project in each of the four countries. The simulation demonstrates why the highest rate of return may be obtained in Argentina and the lowest in Australia.Relevant features of the income tax systems in each country (at 15 February 1990) are summarized and compared in several tables annexed to the naner.

From December 1994 to November 1997 Odin MiningÆs Estero Hondo alluvial gold mine in western Ecuador washed almost 3.2 million bank cubic metres of gravel to produce just over 2600 kilograms of pure gold at a recovered grade of about 0.8 grams per bank cubic metre. The operation was a simple open pit. Draglines stripped the overburden, backhoes mined the gravel, and trucks transported the ore to a stationary, gravity-based wash plant for processing. At start-up the planned throughput was 55 000 bank cubic metres/month, but a year later this had been increased to 100 000 bank cubic metres/month. From April 1993 to July 1997 a total of 440 churn drill holes and 15 pits were sunk to test the property. The methods used to prepare the resource and reserve estimates from the raw field data are described, and seven sets of completed estimates are used to track the evolution of the projectÆs resource/reserve base through the exploration, feasibility and production stages.

Using a new type of laser surveying instrument named Particle Dynamics Analyser (PDA), the distributions of the radial and axial components of the mean velocity, the size and the concentration of solid particles at selected positions within a transparent hydrocyclone were directly measured out for the first time, from which profiles of the flow field of solid particles were obtained. And some new points were put forward such as the locus of zero vertical velocity (LZVV) of solid particles was not the same as that of liquid, and some particles in inner helical flow could also be separated. The results are of great significance to farther ascertain the separation principle of hydrocyclones and improve the separation efficiency.

The eastern Asia island-arc systems are regarded as specific marginal structures having the common features of geological development and deep structure. The notions on deep structure of island- arc systems are based on the data of studies of the mantle and low-crustal xenoliths. Analysis of location of deposits and ore occurrences of different ages within island arcs in comparison with, the processes of deep heat and mass transfer allows us to develop a-model of mobilization, migration and accumulation of ore substance in the "crust-mantle" system.

The effect of sodium pyrophosphate and several polyacrylate deflocculants (Freevis 502, 528, 529 and 532; and Maxfloc 1015) on the gold loading on Calgon GRC22 and Norit R035l5 carbons was tested and found to be insignificant in a pulp free enviroument. These deflocculants can therefore be used in plants processing viscous gold pulps without fear of fouling the carbon.

Significant improvements in the metallurgical performance at Pasminco Rosebery Mine have occurred over the last two years. Lead and silver recoveries have increased by more than ten per cent, lead concentrate grades are four per cent higher, zinc recoveries are up 1.5 per cent, and zinc concentrate grades have increased by two per cent. These impressive results have not occurred through the application of some new wonder reagent, but through the application of some fundamental metallurgical principals. The basic premise applied during this study was that to make an effective separation you must first achieve liberation. Therefore, the laboratory and plant studies examined the liberation characteristics within the lead circuit, and the impact of regrinding. The work demonstrated clearly that galena/sphalerite liberation was poor, and significantly impaired plant performance. Further, it was suggested that the application of lead regrinding of the lead scavenger concentrate and the lead first cleaner tailing would not only benefit lead metallurgy, but also improve sphalerite flotation. A similar approach was then applied to the zinc circuit. From these studies, solutions applying simple circuit changes utilising existing equipment were proposed and implemented. Further to the improvements in galena/sphalerite liberation, significant improvements in concentrate quality were achieved by reducing variation within the process. The implementation of changes in work practices negotiated in the Enterprise Agreement, employee contributions and specialist training also made a significant contribution to the unprecedented improvement in the lead and zinc flotation circuit performance. The results of these plant changes are discussed, along with the suggested scope for further improvement.

Ore reserve reporting practices in the United States may be broken into four general categories as follows: ò Reserve reports, often of an unofficial and preliminary nature, which are made through the news media. These are often based on exploratory drilling or sampling results. ò Reserve reports made for the purpose of raising public funds by issuing securities on the stock market, or as part of other filings to the United States Securities and Exchange Commission. ò Reserve reports to obtain private funds from banks, financial institutions, or other investors. ò Reserve reports for internal use and planning by companies operating or evaluating mineral properties. This paper discusses current practices for each of these types of ore reserves reports and reviews recent changes which have affected those practices.

A process control strategy has been developed for the lead circuit of the lead- zinc concentrator at The Zinc Corporation, Limited (ZC), Broken Hill, Australia. The general aims of the control system were to produce a final concentrate with a zinc content below a certain limit and, at the same time, obtain the highest lead recovery possible. As presently arranged the system involves control of the cleaner feed mass flaw by cleaner diverter tray manipulation and control of xanthate addition based on per cent lead in feed. Generally this approach works well but for abnormal conditions such as very high or law pH the system requires further improvement.

In the 25 years since Broken Hill's 75th Anniversary which was marked by an Australasian Institute and Mining and Metallurgy Conference in Broken hill, there have been some significant changes in the role of mines inspectors. This paper updates the information given by the then Chief Inspector of Mines, J.H. Burford, to that 1968 Conference, with an emphasis being placed on mines inspection, although it also reflects changes to mining legislation and regulatory bodies.

Occurrence data of Tastubian,Sterlitamakian, and Aktastinian (all of Sakmarian Stage of Early Permian) brachiopod genera are analysed by Q-mode cluster analysis, principal component analysis, and discriminant analysis based on presence or absence of genera. Five faunal provinces and their corresponding generic associations persisted throughout the Sakmarian Stage. The additional Sasian Province incorporating the Lhasa and Shan-Thai terranes became recognisable in Sterlitarakian and strengthened in òAktastinian, implying a Tastubian-Sterlitamakian rifting event, followed by subsequent northward drift and divergence from Gondwana, and convergence with Laurasia. The nature of Permian 'Tethys' is discussed on the basis of faunal migration and abrupt changes of faunal provinciality in Lhasa and Shan-Thai terranes.

The development of low displacement, moderate to high-angle reverse faults during the formation of the Argo gold deposit within a tholeiitic gabbro host-rock involved a four stage evolution of deformation and associated hydrothermal alteration. Fault zone evolution and Au mineralisation were associated with high fluid flux, fault-valve behaviour in a severely misoriented fault zone. The far-field maximum principal stress was approximately east-west and horizontal, and the far-field minimum principal stress was subvertical. The fault system developed at approximately 400¦C in a transitional brittle-ductile regime. Initial Stage 1 deformation involved ductile shear and the development of potassic (biotite-rich) alteration assemblages and associated reaction-weakening in shear zones; minor quartz extension veins were formed. Stage 2 is marked by the onset of predominantly brittle shear failure, the widespread development ofmatrix-supported breccias in fault zones and a change to sodic (albite-carbonate-quartz) alteration styles. Extension veins have limited development. Stage 3 is also dominated by brittle shear failure and characterised by a change to quartz-carbonate assemblages in fault-fill veins and breccias. However, large arrays of extension veins are also well-developed adjacent to faults. In Stage 4, widespread subhorizontal quartz-carbonate-biotite extension veins were developed, but shear failure was limited. This is an ABSTRACT only. The stratigraphic sequence west of Mount Isa contains the Judenan Beds, Eastern Creek Volcanics, and May Downs gneiss. It is an incomplete sequence as major north-south faults divide the area into four separatezones containing portions of these different units. The first three zones, which occur directly to the west of the Mount Isa Fault, consist of quartzites and quartz-mica schists which are uncorrelatable between zones but have been grouped together as the Judenan Beds. The most western zone contains an incomplete section of Eastern Creek Volcanics which rests conformably on a unit believed to be equivalent to the Mount Guide Quartzite; this is again underlain by the May Downs gneiss. A detailed description of the rock types is presented, but only a broad stratigraphic correlation is possible with the very much thicker sequence to the east of Mount Isa.The age of sedimentation is believed to be Lower Proterozoic and it may not occur in the type of geosynclinal basin envisaged by previous authors.This sequence is intruded by many small basic intrusions and also the Sybella Granite with its associated microgranite and pegmatites. The Sybella Granite consists of both a massive and a foliated phase; the latteris generally restricted to the margin of the main granite mass.Four regional metamorphic zones have been identified on the basis of their pelitic mineral assemblages; these are a chlorite, biotite, biotite-cordierite, and a sillimanite zone; separating each are prominent north-south faults.This metamorphism is a regional metamorphism which accompanies the first generation folding of the area and is not associated with the emplacement of the Sybella Granite. A very localized retrogressive metamorphism is also found in some areas of second generation folding.

Active EM subsurface imaging is a proprietary technique developed by Marschall Acoustics Instruments Pty Limited (MAI) to image subsurface features at depths useful for the mining industry. Similar in field operations to high resolution seismic surveying, the Active EM technique employs electromagnetic energy rather than elastic wave energy. Received backscattered energy in the Active EM technique is thus due to differences and contrasts in electromagnetic permeability and permittivity in the subsurface, analogous to LamTÆs constants in elastic wave imaging. Carrying the analogy to seismic imaging even further, the Active EM method employs high power transmissions of very wide-band coded signals of a controlled polarisation. Likewise, the array pattern and polarisation of the receiving transducers is also tightly controlled. Thus, in a certain mathematical sense, Active EM is the electromagnetic equivalent of high power high resolution vibroseis seismic surveying. An EXTENDED ABSTRACT is available for download.
