A mining operation can be identified as demonstrating prudent management when a number of vital characteristics are evident.All risks and opportunities that are critical to the on-going success of the operation have been identified and are being effectively managed. All significant tasks and events are plan driven. All levels of management visibly support the policies of the operation through their attitude, behaviour and actions as well as words. Supporting evidence for required activity and the outcomes is readily available. Improvement mechanisms are working to advance the key business processes. Everyone is working towards satisfying the needs of the stakeholders of the operation. When these characteristics are integrated with the satisfaction of all legislative requirements, all industry codes and optionally all relevant international management system standards then an operation is fulfilling all the requirements of a Due Diligence Process. The majority of mining operations do not show all of these characteristics and therefore unnecessarily suffer from missed profit opportunity and constant cost pressure, less than acceptable safety and health and environmental performance and consequent poor relations with employees, unions and regulators. In these operations the characteristics to be observed are quite different.Serious incidents are occurring with no sign of a rate decrease. The operation lurches from one panic ituation to another. Management are absent in their leadership, but very active in developing rules and enforcement methodologies. The operation has no history. Re-inventing the wheel with employees who come and go at an alarming rate seems to be forever occurring. All efforts are directed at controlling the business outputs with a strong emphasis on blame. Everyone is trying to look busy to avoid the ever-present cost reduction threats. To change to more prudent management utilising a Due Diligence Process is not theoretically difficult. However it does take clear direction, focussed efforts, supporting actions with appropriate tools and perhaps most importantly an internal desire and drive to become such an operation. A Due Diligence Process is about doing the important things that have to be done, providing the understanding of why they are important, demonstrating proof of activity and effectiveness, and leading the way through effective management.

The Kelsey Centrifugal Jig incorpo- rates the principles of operation of a conventional mineral jig, at the same time utilising high centrifugal forces to extend concentration to very fine heavy minerals. The main operating variables which are adjusted to control processing of different types of material are centrifugal force, ragging material and size distribution. Pilot plant trials have been under- taken to examine concentration of a mineral sand in which the heavy mineral particles occur mainly in the minus 0.075 plus 0.032 mm size range. Stage recoveries of greater than 90% were achieved at concentration factors of up to 2, although lower recoveries were obtained with higher concentration factors. A final concentrate containing 65% heavy minerals was obtained.

Thrusting is well documented in the Finisterre/Sarawaget moun- tains, the Kainantu-Waf district and in the Highlands between the Kubor Anticline and the Ramu Valley, Papua New Guinea. The thrusts trend NW and involve rocks ranging in age from Permo-Triassic to Plio-Pleistocene. Evidence from the Finisterre/ Sarawaget mountains demonstrates that a major phase of thrust- ing commenced in Pliocene times and continues today. Palaeostress analyses is a sensitive technique for assessing the kinematic history of faulting. The picture gained from the Finisterre/Sarawaget mountains, the Kainantu district and be- tween Kundiawa and Keglsugl is simple, involving a north to northeast ol. Local complexities between the upper Chimbu Valley and Brahmin indicate extension on a NW-N trend. The simplicity of this anlaysis, which accords with seismic and geo- detic strain data, shows that the major faulting in Papuan Orogen is no different from that in the Papuan Fold Belt; that the Papuan Orogen and the Papuan Fold Belt together form a young thrust- fold complex; and that such structures as the Kubor Anticline may be fault-bend folds. Recognition of the obduction of the Finisterre/Sarawaget reef/ volcanic complex over the Australian plate, the gas seeps in the Ramu Valley and foothills of the Finisterre/Sarawaget Mountains, oil seeps in the Goroka and Kundiawa regions, and our interpre- tation of the PNG Orogen as part of the Papuan Fold Belt indi- cates unexpected probability that the PNG Highlands are pro- spective for hydrocarbons.

Flash flotation is a process that is included in many new mineral processing plants as part of the grinding circuit. Some of the valuable minerals can often be liberated at coarse sizes and will remain in the recirculating loads of the mill until they are reground small enough to report to the cyclone overflow. In addition, minerals of high density report to the cyclone underflow despite being fine in size. This can lead to overgrinding and makes the recovery of valuable fines by flotation difficult. Flash flotation is used to remove the readily floated coarse particles as early as possible and can therefore prevent overgrinding. It thus has the added potential to improve materials handling of the concentrates in such processes as filtration. The merits of including flash flotation within an integrated comminution-conventional flotation circuit is not easy to determine experimentally. Simple batch flotation tests are unable to provide any measure of the possible or probable improvements that are likely to occur from this circuit configuration. As a consequence expensive pilot plant programs are resorted to, to provide the information that will justify the inclusion of flash flotation into a comminution-flotation circuit. Those who have been involved in such pilot plant programs will know of the difficulty in stabilising the circuit as well as selecting the appropriate operating parameters (eg amount of concentrate to be removed in both the flash flotation and conventional flotation circuits). The interactive nature of this circuit (grinding, classification and flotation) is the root cause of these difficulties. Computer simulation, based on information derived from laboratory batch test work or plant and laboratory data, offers an alternative means by which an initial assessment of the merits of a flash flotation circuit can be determined. It can also provide the basis and focus for pilot plant testwork. Recently MacKinnon, Yan and Dunne (2003) developed a model that allows the performance of a flash flotation to be obtained within a closed circuit grinding operation. This paper provides details of an extension of this model to incorporate the interaction of flash flotation on the downstream conventional flotation circuit and allows æwhat ifÆ scenarios to be explored. Details of the laboratory batch test work methodology and the pertinent data derived from these tests that are used in the models and simulation are provided.

Recent research publications in extractive metallurgy were analysed for their stated and self-evident objectives. Over 100 different objectives (not specific to a metal or unit operation) were identified. These were divided into groups of economic, environmental, professional and fundamental significance. Comparisons were made of the objectives adopted in universities, industry and national research organisations. The most common primary and secondary objectives (by a large margin) were "to develop a new process (different chemistry)" and "to determine the effects of variables on a process" respectively. It was concluded that, overall, recent research has been dominated by commercial objectives. Objectives related to thermodynamics and kinetics have been the most common of the fundamental sort. Those related to professional methods in general, sensors and process dynamics, among others, have been largely neglected.

The detonation pressure of ANFO can be significantly reduced by the addition of low density materials such as polystyrene, bagasse, sawdust or perlite. Laboratory and field test results have shown that homogene- ous mixtures of these low density explosives can be produced in a bowl truck and loaded into a blast hole without segregation. The detonation pressure of the mixture can be tailored to suit the material to be blasted by varying the quantity of low density additive incorporated into the mix- ture. Results obtained in the field indicate that these low density explo- sives can lead to significant cost savings without compromising fragmentation or production.

A decade of expansion and high production targets have led to changes in the number and structure of the Mount Isa Mines Limited work- force. Falls in labour turnover and absenteeism are correlated with two demographic variables, improved selection and placement procedures and home purchase facilities. The causes of the loss of heavy mineral from mineral sands wet concentrators were identified through detailed surveys of two such concentrators. It was found that tray and spiral sluices preferentially lost elongated panicles, but panicle size had little effect on loss. Recovery was shown to increase with panicle density. The major influences on the recovery efficiency of individual concentrating devices (stans) were feed rate and feed grade, recovery increasing with decreased feed rate and with increased grade. Uneven distribution of total solids and heavy mineral to individual stans contributed to losses through the corresponding effects in feed tonnage and grade. Computer simulation demonstrated that significant recovery improvements could be obtained by appropriate adjustment of splitters to optimise the characteristics of internal plant flows.

In a previous paper in these Proceedings(l) it was shown from a study of the bore'logs and analyses then available, that the brown coal seams of the Latrobe Valley areas show progressive changes in composition with increase of stratigraphic depth, equivalent to a rise in rank: These changes appear as:(i) An increase in ultimate carbon and hydrogen, calculated on a dry, ash-free basis, and(ii) An increase in calorific value, calculated on the, same basis, each of the order of 1% per 100 ft. of depth, and(iii) A decrease in moisture content of the order of 0.5% to 1.0% per 100 ft. of depth. The decrease in moisture content was found to be less regular than the other changes. In some bores the moisture content remained more or less constant throughout a single seam, or fluctuated slightly, decreasing stepwise on passage to the seam below.It was noted that individual analyses within a bore showed irregular fluctuations, tending to mask the general trend in composition change. This was particularly so for the moisture content, which had been determined for 10 ft. lengths of core, whereas the other components were determined for 50 ft. lengths of core. Averaging of the moisture contents over 50 ft. lengths reduced the masking effects of these irregularities. The suggestion was made that these irregularities arose from variations in the relative proportions of pollen, resin, wood (lignite) and woody attritus composing the core. Metal smelting is seeing a continual increase in intensity and throughput in recent years. This is done with increasing demand for cost/capital efficiency, higher recovery, and managed environmental impact, among other things. With the development of more intense smelting processes, the issues of refractory wear, mixing and separation of reacting phases and the nature of the reactions between them become more prominent. Understanding of interfacial phenomena is in growing need, in addition to knowledge of the bulk properties of equilibrium and transportation. The GKW CRC has a suite of projects aimed at developing various techniques and expertise to provide information of interfaces in metallurgical systems. This article illustrates some recent development in this area, particularly in studies of melt/refractory contacts, the determination of surface and interfacial tension of metal/slag/matte melts, modelling slag-metal mixing and studies of kinetics of the smelting reactions.

In February 1974 a continuous synthetic polymer dosing plant was installed at Hamersley Iron Pty. Limited's Pellet Plant at Dampier. The polymer, supplied in a liquid sus- pension, is used to improve the drying characteristics of green pellets. 'Three years of test work were involved in the development of the use of polymers. Polymer is continuously dosed to the balling spray water system at a rate determined by the flow of spray water to the discs. Problems have been experienced with handling the polymer in 44 gallon drums, the increased viscosity of the spray water, disc overloads, increased bed strength and increased "stickiness" of pellet fines.

High temperatures and pressures are required to obtain acceptable stripping rates. Higher chemically induced stripping rates could reduce the need for higher temperatures which lead to cyanide losses. The higher rates could lead to lower carbon inventories and higher gold production. This paper reports laboratory and continuous test unit data which strongly suggest that the preceding can be achieved. New stripping agents demonstrate efficient stripping under conditions of cyanide depletion such as after carbon acid washing. Stripping times for gold and silver can be reduced by at least half compared to caustic cyanide through the use of these novel substances.

Its two years since we have presented at this conference and since that time we have made significant progress with our coal developments in New Zealand. In 2005 we held the Whareatea West exploration permit and had just completed the purchase of the Cascade mine. Today, in addition to Cascade and Whareatea we now have the Takitimu Mine, Eastern Coal Supplies, our coal blending and distribution facility in Timaru, prospecting permits at Ohai and Orepuki and an established customer base underpinned by the contract to supply FonterraÆs Clandeboye plant commencing in September 08. For this presentation I would like to take you through our purchase and development of the Takitimu mine.

Mathematical models of autogenous and semi-autogenous grinding mills have now reached a stage of development where they can be usefully applied to practical problems. In particular, the models are suitable for inclusion in simulations of grinding circuits to study the effects of cir- cuit changes, variations in ore type and changes in throughput. The paper describes a simulation study of the Elura grinding circuit where the empha- sis was on investigating methods of reducing product size from an autogenous mill-ball mill grinding circuit.

The studies of pulp electrochemical flotation separation of pyrite and arsenopyrite were made from the thermodynamics, mineral natural oxidation rate, property of mineral surface oxidised material and pulp electrochemical flotation tests. The results showed that although pyrite and arsenopyrite possessed similar thermodynamic stability, significant differences of two minerals were observed in natural oxidation rate, property of surface oxidised material and its influence to dixanthogen formation on the oxidised mineral surface. Based on the non-thermodynamic differences, the pulp electrochemical flotation technology was successfully used to separate arsenopyrite from pyrite in pilot test.

With the advent of COAG reforms in the late 1990s requiring full commercial return from æpublic infrastructureÆ, and the tightening regulatory compliance for any project that involves the development or modification of any natural resource, it has become increasingly difficult for the private sector to contemplate development and/or ownership of new large-scale water supply infrastructure. The hurdles that must be overcome often seem insurmountable even before a detailed understanding of the project challenges can be developed. Australia has prospered over the last 50 years in an environment where regional development, including mining, has been encouraged by high commodity prices, a well-trained and available labour force and abundant spare capacity in the necessary infrastructure, in particular rail, power and water. Unless future infrastructure is created in advance of, or closely following, demand, this prosperity may be in jeopardy. This paper presents a snapshot of todayÆs project development challenges, and with reference to some recent case histories, argues that owing to their unique background, culture and status, water utility government owned corporations (GOCs) are well-suited to fulfilling the demand for new water infrastructure.
