International tenders for contract mining opportunities require the Contractor to make an assessment of risk for an operation with a life span of up to twenty-five years usually based on data made available by the Client. This paper seeks to address how the Contractor assesses the data and quantifies the risks associated with the project. The areas of risk are common to most projects, but in the--Lontractor's case, risk assessment is carried out on the Client's data base and within a compressed time frame of usually less than six months. Incorporation of that risk assessment into the contract documentation is also discussed. Practical examples are given in a number of areas.

Recent well-publicised problems with the start-up of new mining projects have continued to feed the perception that the mining business in general and Ore Reserves in particular are a poor risk. New mines commonly experience difficulties when the true variability of ore characteristics becomes apparent during commissioning. At this critical stage, the impact of lower metal recovery, reduced throughput or increased consumption of reagents and energy can have a catastrophic effect on economic returns, as illustrated by the premature closure of some operations. There appear to be several common reasons contributing to the poor performance of mining projects, of which three are examined here: lack of early risk assessment before feasibility studies are started, inadequate sampling for metallurgical test work and variability of the run-of-mine (ROM) ore. An underlying feature of these issues is the lack of effective interaction between geologists, mining engineers and metallurgists/ process engineers. Geologists need to be more aware of ore processing issues and the range of characteristics that need to be considered as part of the resource estimate. Metallurgists need a greater understanding of the variability of the run of mine ore in terms of all the characteristics that influence the design and operation of the plant. Mining engineers need to determine the short-term variability of the ore in the mine schedule, so that there is confidence that the quality of the run-of-mine ore will be within the design specifications of the plant. A substantial overlap between these disciplines and sharing of areas of responsibility is necessary if these and other technical problems are to be better understood, production estimates are to be improved and commercial risks are to be reduced. Although the JORC Code (1999) provides guidelines for reporting all the issues that are material to an Ore Reserve estimate, some issues are rarely fully addressed in Ore Reserve reports. In particular there is no formal requirement for a metallurgist to assure his or herself of the appropriateness of the Ore Reserve classification. Consequently the level of uncertainty related to recovered grade and ore processing characteristics may be understated. It is suggested that to meet the concerns of bodies funding new mineral developments a stronger multi-disciplinary approach to the analysis of mineral deposits and reporting of Ore Reserves is required. The culmination of this approach would be the formal requirement for a geologist, mining engineer and a metallurgist to co-sign Ore Reserve reports.

For gas content analysis in recent years, it has been standard procedure to report results on a 'dry ash free' (daf) basis, under the assumption that gas only adsorbs onto coaly material. In order to test the relationship between ash and sas content, samples of various rock types were taken from two drillholes in the Newcastle Coalfield. The results of this study confirmed the correlation between gas content and ash, providing an accurate means of relating gas contents for all carbonaceous rock types.

A Master of Applied Science degree course in Mining Geomechanics commenced in 1983 at The University of New South Wales, taught by extern- al (correspondence) studies. The course is aimed at graduates employed in the mining indust- ry, and especially people involved in geomechan- ics projects on a routine basis in remote locations. This kind of course is unique in Australia and is one of only two correspondence programmes available at this University. The author designed the course and nursed it through the early years, and was Director until 1986. The paper describes the teaching and assess- ment methods and also discusses aspects of admin- istration and coordination of such a course. It is concluded that an important need of the mining industry is being catered for and it appears that similar correspondence course for- mats would also be useful in other areas of the minerals industry.

The sampling of a run-of-mine (ROM) ore with the objective of controlling the fundamental variance associated with the sampling step is a poorly understood subject. Finding the effective sampling constant by repetitive sampling to establish the variance between nominally identical subsamples of a given mass of the ore is a laborious, time-consuming and very expensive exercise. In this paper, the run-of-mine ore is modelled using three components: ore, waste, and relatively fine material which shows significant liberation of the mineral phase(s) carrying the target analyte. The expression for the sampling constant of the mixture is developed from first principles. The form of the equation provides insight into the factors that are important in controlling the magnitude of the sampling constant and hence the fundamental uncertainty associated with a given mass of sample. The controlling factors are shown to be the size distribution of the ore/waste mixture, the proportion of waste mixed with the ore and the extent of liberation and the size distribution of the liberated material in the finer fractions.

This paper aims to highlight the global exploration opportunities that exist in connection with Ural-Alaskan (UA)-type intrusions. The key economic importance of UA intrusions is the existence of metallic platinum (mainly iron-platinum alloys) associated generally with chromite mineralisation and located within a dunite core, especially its coarse-grained part. Being very dense and resistant to erosion, platinum can form rich placers as the intrusion erodes. Big multimillion ounce placer platinum deposits of this type have historically been successfully mined for many years (eg Russia, Colombia and Alaska).However, large-scale exploration and mining of platinum placers currently occurs only in the Russian Far East. Outside of Russia, there is now little or no understanding of this type of deposit and its economic importance. Using successful operations in Russia as examples, it is demonstrated that there are many opportunities for similar discoveries all around the world, especially around the Pacific Rim, where such intrusions tend to be concentrated. Examples of highly prospective areas in eastern Australia and New Zealand are given. The Vickery Coal Mine commenced open cut mining operations in May 1991. All overburden and interburden is drilled and blasted for excavation by dragline or hydraulic excavator. The mode of operation adopted from the feasibility studies requires that throw blasting of the overburden be used to assist dragline productivity.This paper reviews the development of the drilling and blasting practices with particular emphasis on the throw blasting of the overburden and optimisation of costs. This review includes analysis of the pre-production drilling and blasting feasibility studies by comparison with actual results.

Therefore the challenge to find new solutions is usually met by several suppliers under various factors of influence affecting specifications. Time and timing are particularly important, but all new developments ultimately have to successfully perform on site.Consideration of all aspects of planning, manufacturing, user liaison and ultimate satisfactory commissioning hinges on the necessities of assessing of all the expectations in the mining application and the requirements of the concept and layout team. Geosynclines have been well studied for many years, but very little has been written about the concepts of sedimentary basins in spite of the vast amount of data available. They have been regarded, perhaps, as well- understood intuitively, and therefore not worthy of study. Many of the fundamental concepts of geology were developed during the 19th Century with the construction of coal mines, canals and railways. It was a happy chance that led railway engineers in the early days to think that trains could not climb any but the smallest gradient, so, in Britain at -least, numerous railway cuttings and tunnels were made. These exposed to view and study, in a better form than Nature usually provides, a great deal of interesting geology. Because of the lack of literature about the concepts of sedimentary basins, it is not possible to be sure what the early geologists thought. It seems that sedimentary basins were regarded as recording a history of subsidence during the early stages, when a transgressive sequence accumulated; and a history of uplift during the later stages, when a regressive sequence accumulated. It seemed axiomatic that the age of folding and faulting was younger than the rocks folded or Faulted.

It is self-evident that the availability of well qualified and experienced people to manage mining operations is vital to the success of an individual mine and to the ability to develop new mines either in Australia or overseas. For larger operations the term "mine manager" is here used to denote a range of positions within an individual company. Thus "mine managers" may be people managing individual mines at one geographic location with overall management provided by other "mine managers" in the roles such as mine super- intendents, production managers, general managers, etc. Smaller operations may have only a single level of management nominated as "mine manager".

The word `environment' may have many different meanings but, for the purposes of this paper, I have assumed the definition included in the Environmental Protection Act 1986 (Western Australia). This Act defines `environment' as `... living things, their physical, biological and social surroundings, and interactions between all of these'. The Act further defines the `social surroundings of man' as `... his aesthetic, cultural, economic and social surroundings to the extent that those surroundings directly affect or are affected by his physical or biological surroundings'. This gives a very broad meaning to the idea of environment and environmental issues, and it is therefore understandable that the influence that environmental issues have on mining activity can vary so much from state to state, and even within states, and why the degree of influence can change so much with time.

This paper presents a quantitative assessment model for the assessment of environmental load in gold production, which is based on environmental ecology, Life Cycle Assessment (LCA) and artificial neural network. In LCA evaluation indexes include resource consumption, energy consumption, gas waste, liquid waste, solid waste and so on. Each item represents an aspect in gold production while their combination reflects the relationship between gold production and environment. In this paper an utility function of evolution index on environmental load is given by linear or non-linear transformation, which changes evaluation indexes with different dimension into an equivalent value in range of [-1, 1]. This paper also provides a new approach to make decision on the weight for quantitative assessment with the help of a three-layered artificial neural network. The proposed approach in this paper has been successfully used to a real synthetic assessment for the environmental load in gold production, which include seven kinds of different operational technologies in China. The applications prove that the new approach is successful and reliable. It provides a new tool for the assessment of environmental load of the gold production.

For decades strip mining with discon tinuously operating 'draglines and shovels has been the most economical operation method in the shallow hard coal opencast mines of Aust- ralia, North-America and some other countries. Continuously operating equipment such as bucket chain excavators and bucket wheel excavators in combination with conveyor belt systems, conveyor bridges and stackers had been deve- loped in Germany; during the last 25 years this type of equipment has been further developed in order to allow a high degree of rationaliza= tion as to opencast mines in unconsolidated overburden in Germany, in many European couh- tries, in India and in Victoria. The differing compactness of the layers to be mined, the increasing mining depth, the adverse over- burden to coal ratio and geotechnical con- ditions account for the combined use of con- tinuously and discontinuously operating equip- ment and systems. In mining, grade control generally focuses on blasthole sampling and the estimation of ore control block models with little or no attention given to how the materials are being excavated from the ground. In the process of loading trucks, the underlying variability of the individual bucket load will determine the variability of truck payload. Hence, accurate material movement demands a good knowledge of the excavation process and the buckets’ interaction with the environment. However, equipment frequently goes into off-nominal states due to unexpected delays, disturbances or faults. The large amount of such disturbances causes information loss that reduces the statistical power and biases estimates, leading to increased uncertainty in the production. A reliable method that inferences the missing knowledge about the interaction between the machine and the environment from the available data sources, is vital to accurately model the material movement. In this study, a twostep method was implemented that performed unsupervised clustering and then predicted the missing information. The first method is Density-based spatial clustering of applications with noise (DBSCAN) based spatial clustering which divides the diggers’ and buckets’ positional data into connected loading segments. Clear patterns of segmented bucket dig positions were observed. The second model utilised Gaussian process regression which was trained with the clustered data and the model was then used to infer the mean locations of the test clusters. Bucket dig locations were then simulated at the inferred mean locations for different durations and compared against the known bucket dig locations. This method was tested at an open pit mine in the Pilbara region of Western Australia. The experimental results demonstrate the advantage of the proposed method in inferencing the missing information of bucket-environment interactions and therefore enables miners to continuously track the material movement.

As remaining gold deposits tend to become more refractory, some form of oxidative pre-treatment involving hydro or pyrometallurgy is necessary to maintain high metal recoveries. These pre-treatments include pressure oxidation, bio-leaching or roasting. In the past, the primary criterion for selection of oxidative pre-treatment relied mainly on the extent of gold recovery and relative economics. In this study, a different approach has been adopted, ie the quantitative determination of environmental performance of the oxidative pre-treatment processes bio-leaching, roasting and pressure oxidation to assess which had the least impact on the environment. By establishing the environmental performance of processes, waste minimisation can be addressed early in process selection. Using mass balances, the environmental theme method was applied to determine the performance, on the basis of gold treated, of the oxidative pre-treatment processes of selected plants. No clear trend was observed in the overall impacts of each of seven plants, with all but one of the environmental evaluation indices being of the same order of magnitude; this was probably due to masking effects arising from the large variations in feed composition, tonnage, and gold levels. Within each type of pre-oxidation plant however, certain trends were detectable. For instance, irrespective of plant size, ore composition or mineralogy, for the bio-leaching and pressure oxidation units, the general order of environmental impact from greatest to least was sequentially toxicity, acidification potential, depletion of resources, solid waste generation and greenhouse enhancement. For the roasters the acidification potential was the most significant. Determination of the environmental performance of the oxidative pre-treatment of a hypothetical ore in a plant of fixed tonnage was undertaken to remove the possible masking effects of variables associated with feeds of different mineralogy, gold tenor and tonnage. The bio-leaching process gave a marginally better performance than pressure oxidation, the roasting process the worst, although there was not a great difference between them. The decreasing order of contribution to the environmental index was acidification potential, toxicity, resource depletion, solid waste generation and greenhouse enhancement for bio-leaching and pressure oxidation; whereas it was acidification potential, solid waste generation, toxicity, resource depletion and greenhouse enhancement for roasting. Since the major contributor to the environmental index was the acidification potential, the environmental performance of treatment processes for the acidic effluents was calculated. After neutralisation of the net acid resulting from bio-oxidation and pressure oxidation, and the application of various scrubbing and product formation processes for the sulphur dioxide from the roasting process, it was shown that pressure oxidation gave a marginally better performance than bio-leaching, ahead of roasting. This study demonstrated the potential for the development of a predictive tool which could be used in determining the environmental performance, and thus the selection, optimisation, and improvement of pre-oxidation processes for least impact on the environment. These would allow operation of these processes within defined environmental performance limits and decisions regarding the desirability of processing various parts of a heterogeneous orebody to be made on environmental grounds.

The mineral resources of Hamersley Iron are structurally complex with fluctuations in mineral chemistry. Besides orebody charact- eristics, mineral recovery is also affected by stringent product quality demands from the competititve steel industry. Under such conditions, a geological ore reserve estimate has little meaning because it is unqualified and presupposes the defini- tion of ore. A system was developed in Hamersley - the Mine Planning Technique - to optimise recovery from available resources. This incremental planning method reduces a geological reserve statement into a simple, logical sequence of events. While there are limitations in the method used, the benefits are enormous. Among its' numerous applications, the schedule - the end product of the technique - plays an important role at Management level in decision making and policy formulation on all aspects of resource exploitation.

The history of potential large scale development at Stawell in northwestern Victoria dates back to 1914, when Great Boulder Mines Limited, of Kalgoorlie, Western Australia, took up options on some of the major mines in the Stawell Goldfield. Despite this and other attempts by various groups over the next thirty years, mining activity on the field gradually dwindled to the retreatment of old mill tailings.A static price for gold and indifferent drilling results prevented a major effort towards reopening the field until the late 1970's. A renewed exploration effort led to the discovery of sufficient reserves to justify installation of a carbon-in-leach gold treatment plant.

While the new Minister of Economic Development sends his apologies at being unable to speak at this Conference, I am delighted to present on his behalf. The Ministry of Economic Development is not only responsible for managing the Crown mineral estate, but also for developing initiatives and policies to promote regional economic development and for managing the GovernmentÆs broader economic development strategy. IÆd like to talk to you today about the critical links that need to exist between these three areas.   I am going to start with a question for all of you. What do these towns have in common? +        Waiuku, +        Thames, +        New Plymouth, +        Nelson, +        Greymouth, +        Arrowtown, +        Reefton, +        Palmerston, and +        Dunedin.   The answer is minerals. These towns were nearly all founded on the back of minerals and mining. In the case of Greymouth it was gold that brought the people to the mouth of the Grey River and it is coal that sustains the town.   In 1870 the town of Shortland had 20 000 people, 90 hotels and was twice the size of Auckland. We now know Shortland as Thames, and of course Auckland is considerably larger. One wonders whether the good folk of Shortland suffered from ætraffic jamsÆ with 90 pubs to navigate between. Gold mining in the Aorere River near Collingwood led early entrepreneurs to develop the land surrounding Nelson as a food basket to sustain the mining population. Nelson is still thriving on this legacy today. The town of Palmerston was founded in 1862 as a stopping point for gold miners heading into central Otago. The gold rush made Dunedin New ZealandÆs first highly industrialised city. Reefton on the West Coast was the first town in New Zealand to have electric lights and in the recent past we were wondering whoÆd be left to turn them off. New Plymouth, and Waiuku are still known as energy and mining centres.   By contrast once thriving towns like Capleston, Canvastown and Blackball are just names on a map now, and at the extreme you have places like Waiuta which has been reclaimed by the West Coast forest. Queenstown was built off the back of the gold rush, but by 1900 with the gold gone, only 190 people lived there yet Queenstown has managed to rebuild itself thanks to some other stunning natural assets. These examples help illustrate three key points that I am sure will each be extensively linked with our minerals and mining industries. First, NZÆs development and that of its regions has been, and continues to be, inextricably linked with our minerals and mining industries.   Second, things change. Sectors, regions and countries must continually adapt and improve if the are to avoid the fate of the Waiutas of this world. And third, the development challenges faced by NZ and its mining industry in the 21st century are vastly more complex than in the past. Governments and industry alike must balance and respond to a range of domestic and international environmental, cultural, economic and other interests and considerations. If you thought of your industry as æjust digging holes in the groundÆ then you may as well simply stick your head in one!

The intention of this paper is to give a review of the present status of lignite mining in the so-called Gulf States in the United States of America, namely Texas, Arkansas, Mis- sissippi and Louisiana. The situation in these states is similar to the situation in Australia in that "Strip Mining - 45 m and Beyond" repre- sents the main technical problem to be over- come in the near future. The solution lies in the application of the bucket wheel excavator.

Field investigation of surface subsidence events associated with both active and abandoned underground coal mines in the United States has established criteria that enable the prediction and classification of mine-related subsidence. The key was establishing the role of geology in all types of subsidence and the recognition of beam subsidence in specific geologic settings. The classification is based on overburden thickness, variations in stratigraphy, topography and mine plan. Types of subsidence are Pit, Room, Sag, and Beam. Pit subsidence is associated with three geologic settings: shale overburden, seasonally wet unconsolidated overburden, and perched water table in unconsolidated overburden. Room subsidence occurs where the roof across the width of the room fails to the surface and a shallow depression develops.
