In September 1980 the N.S.W. Environ- mental Planning and Assessment Act was gazetted. This legislation created a new arena of government involvement in the procedure for obtaining approval to open a new mine, or expand an existing mine in N.S.W. Since 1980 the legislation relating to environmental protection requirements, the procedure for obtaining Development Consent and the nature of relevant government policies have caused considerable confusion on the part of many potential developers. Implementation of the legislation has now become systematic and relatively predictable. However, certain aspects can be improved and require urgent government action.

Flooding with surface water is the preferred technique for the abatement of acidification from pyrite oxidation in the lakes of abandoned Lusatian lignite mines. However, water resources of the region are limited and in addition, interruption of water inflow during the summer and the termination of the flooding process after reaching the final water level can lead to a re-acidification of the lakes. The development of three mining lakes with a surface-water flooding history of six to 28 years was analysed û in two lakes on the basis of fortnightly to monthly hydrochemical monitoring data. During summer flooding interruption, the younger lakes showed a decrease in pH from neutral down to pH 4. The degree of the pH decrease depended on the intensity of the groundwater inflow from the overburden dumps and this affected the hypolimnion more than the epilimnion. The third lake was flooded 28 years ago and up to now, interruption of the surface water inflow resulted in re-acidification. These three examples were able to show the benefits and limits of the surface water flooding technique for the abatement of Lusatian mining lake acidification.

However, the Apache gas explosion on Varanus Island, 97 km off the west coast, has clearly demonstrated how the unexpected can suddenly impact on profitability and investor confidence for the mining industry. Risk management with contingency planning can provide the most cost-effective solution to help ensure mining projects are successful. For this discussion we will focus primarily on contingency planning, CP for mining projects à and how to plan for the unexpected. The Apache gas explosion will be our example æUnexpected EventÆ. Insurance may provide financial compensation but it will not protect your reputation as a reliable supplier or prevent damage to investor confidence and future mine projects. However, contingency planning can provide real protection for mining projects à to survive the unexpected.

The early period of South Australia's mining history was dominated by Cornishmen as large numbers of miners and their families migrated to escape closure of the Cornish copper mines. Records show that Carthew families migrated from Kent and Cornwall to South Australia. Those from Redruth, Cornwall, were miners and their family history provides an insight into the condi- tions under which early miners lived and worked. Carthews are one of the oldest surviving mining families in South Australia and their movement pattern has been typical of many other early Cor- nish mining families.

The discovery of copper and nickel sulphides in the Riwaka Complex in 1967 led to considerable exploration activity by a number of companies. Various exploration techniques used by these companies are summarised and discussed. Activity of these companies shows that mineralisation is mainly confined to the southern, ultramafic section of the Riwaka Complex where geological mapping recognised sixteen units within, or associated with the Riwaka Complex. Significant pyrrhotite, pentlandite chalcopyrite mineralisation is restricted to biotite feldspar pyroxenites and to clinopyroxenite units. Lesser and more erratically distributed pyrite chalcopyrite pyrrhotite mineralisation occurs in poikilitic pyroxene hornblendites, melanocratic gabbros, and in marginal diorite lenses. It is suggested that a linear belt of layered ultramafic and mafic rocks described in Fiordland by Williams (1974) may be a southern extension of the Riwaka Complex. The Riwaka Complex has been classified as belonging to the Picritic subtype, (Tholeiitic suite), of Naldrett and Cabri, (1976), and as such it is concluded that it exhibits substantial potential for the discovery of economic copper and nickel deposits. It is considered that the complex is a multiphase differentiated intrusion emplaced in a major tensional fracture zone that developed in a relatively stable tectonic environment, namely a succession of middle Paleozoic shallow water shelf sediments. Based on sparse available evidence it is suggested that the Riwaka Complex was intruded in the lower to middle Permian. It is further suggested that the tensional fracturing was initiated by the onset of subduction process which were responsible for the development of the Permian volcanic arcs and ophiolite belt in the north west Nelson area.

Resource estimation and selective mining of structurally complex, high nugget orebodies presents a major challenge to the Mine Geologist. At the Golden Pig BIF-hosted gold deposit in Western Australia, an estimation method has been developed that replaces an assay-based resource estimate with one based on mineralisation intensity. Subjective coding of the mineralisation intensity has a more robust connection to local grade than drillhole assays. Indicator variograms of the five mineralisation codes are well structured with anisotropy directions similar to observed structural controls. The proportion of each mineralisation code is estimated and a weighted average of the average grade of each code calculated for a block. Initial validation has shown that the model is a good predictor of the mineralisation intensity, and the application of appropriate local average grade for each mineralisation code gives a reliable block grade estimate.

The uranium mineralization in the White's East area of The Embayment is hosted by Lower Proterozoic schists of the Masson Formation which have undergone polyphase de- formation and upper greenschist metamorphism. Significant mineralization is also present in apatite rocks. The ore zones occur near an unconformity with overlying Middle Proterozoic sandstone and breccia conglomerate. Kink breccias and fracture systems related to post Middle Proterozoic reverse faults are the con- trols for mineralizing fluid migration. Pitchblende is the main uranium mineral and it occurs as fine disseminated grains, fibrous webs, clusters composed of botryoidal aggregates and locally as veins. Two genera- tions of uranium mineralization are present. The first generation (pitchblende I) occurs as fine grained inclusions within chlorite II, and the second (pitchblende II) as hydraulic fracture networks and massive veins intimately associated with sericite-hematite-chlorite III. Two hydrothermal alteration phases have affected both Lower Proterozoic and Middle Proterozoic sequences. The most extensive alteration mineral is chlorite, of which a number of varieties has been identified. Mg-rich chlorites are generally associated with the first phase alteration assemblages and are commonly replaced by hematite, seri- cite and Mg-Fe chlorites in massive pitch- blende zones. Other alteration minerals in- clude tourmaline, apatite, talc, quartz, magnesite, graphite, pyrite and rutile.

According to the temporal and spatial distribution of regional metallogenesis, the Pacific Rim can be divided into four global metallogenetic systems. The Asia-Australia W-Sn metallogenetic belt is the typical representative of intracontinen- tal metallogenetic systems. This belt resulted from Mesozoic and partly pre-Mesozoic tectonic magmatism, mainly re- lated to S-type granite of crustal source, that was generated by collisional orogeny combined with oceanic subduction in intracontinental and continental margin settings. Based on the concept of metallogenetic series, there is a group of min- eralised ore types showing a definite spatial and temporal distribution from endogenetic to exogenetic. These metalloge- netic series are widely distributed in the Asia-Australia W-Sn metallogenetic belt, and are well developed in Southeast China. Five metallogenetic series and two petro-minerogenesis evolution models have been established according to their tectonic settings, various types of granitoids and metallogenetic evolution.

The latent conditions clause in various general conditions of contract have traditionally proved to be a source of significant disputes in tunnelling contracts, even when extensive geotechnical investigations have been carried out at the tunnel site and a report of these investigations provided with the tender documents, informing the contractor of the nature and extent of subsurface conditions likely to be met with during execution of the works. This paper discusses the contractual aspects of the new latent conditions clause in the recent Australian Standard AS 2124-1986, General Conditions of Contract, in relation to tunnelling contracts. A comparison of this new clause is made with other latent conditions clauses in general conditions of contract in use in Australia and other commonwealth countries. It is seen that the new latent conditions clause in the recent Australian Standard 2124-1986 has, by providing for a reasonable apportionment of risks, attempted to minimize contractual disputes relating to latent conditions in tunnelling contracts and to provide a satisfactory basis for quick and efficient settlement of such disputes should they arise during execution of these contracts.

The Rio Capim kaolin district, located in the north-east of Parß State, Brazil, constitutes one of the worldÆs largest high-whiteness kaolin reserves for the paper coating industry. It contains, at the base of the main ore, a soft kaolin that gradually changes at the top into a ferruginous duricrust followed by a flint kaolin. The flint kaolin is completely discarded during the exploitation of the soft kaolin. With the view of a more complete beneficiation, aiming at a sustainable development of the minerals industry, the use of this residual flint kaolin has been considered for the manufacturing of zeolites. Zeolites were synthesised from the flint kaolin through a reaction between metakaolinite with soda at 80¦C, for durations of 24 to 144 hours. The transformation into metakaolinite was carried out at 800¦C and was not affected by the titanium oxides. For a synthesis time of only 24 hours, a zeolite 4A very close to its theoretical definition was obtained, whereas for synthesis times longer than 96 hours, a slight formation of hydro-sodalite was also observed. The synthesised zeolites were tested as cationic adsorbents on 0.5 molar solutions of Cu, Pb, Cd and Zn. The adsorption was measured for contact durations of one and three days. It was noted that the exchange kinetics were slow and that the retention was significantly greater after three days than after one day. The retention was greater than 50 per cent of the theoretical exchange capacity for Pb, Cd and Zn, which was different to Cu, where the retention exceeded its theoretical exchange capacity.

The Western Australian Mining and Petroleum Research Institute (WAMPRI) was established in 1981 by the Western Australian Government as a funding and co-ordinating Institute to foster research into the mining and petroleum industry within this State. To June 1984, the Institute has sponsored 34 projects with a total notional value of $2.5 million and an actual cash commitment of $1.5 million. Strong support for WAMPRI has come from Industry with 60 companies contributing half the money needed for the research grants.The 34 WAMPRI projects funded so far cover all aspects of the mining and petroleum geosciences.Several WAMPRI projects are concerned with gold including processing technology and the development of exploration models and techniques, they are providing successful results.Although well supported by Industry there is a surprising lack of applications being submitted to the Institute in the area of mining engineering, where it is felt there is much scope for research projects.

The relative importance of magmatic and metamorphic fluids in Archaean gold mineralisation has long been a subject of debate. Computer simulations can be used to explore the interaction between competing fluid flow drivers, thus providing insight into their role in mineralisation. This approach has been applied to Archaean gold mineralisation in the Yilgarn craton, Western Australia. A simple model representing regional metamorphism in a granite-greenstone terrane indicates that fluid produced during a regional metamorphic event in the Yilgarn was unlikely to have been involved in mineralisation, because it would have escaped from the crust long before the main gold event. Another model illustrates the competition between magmatic fluid production, convection, and deformation. The model shows that the timing of deformation relative to fluid production is important in determining the fate of magmatic and metamorphic fluids, and hence their potential to play a role in mineralisation. Many hydrometallurgical and chemical processes produce large amounts of acid waste. This is illustrated by the copper S/X-E/W process used at the Mount Gordon mine in North Queensland, which produces a tank house bleed in the form of a concentrated sulphuric acid stream. The bleed stream is necessary to remove impurities such as iron that decrease the efficiency of the electrowinning process. However, this bleed stream comes at a high financial cost due to large quantities of make up sulphuric acid required as well as the need to neutralise the bleed stream prior to disposal. The present work describes the approach taken to develop a solvent extraction process for the selective recovery of sulphuric acid from copper tank house bleed liquor. The proposed extraction system was investigated using a branched long chain aliphatic tertiary amine tris(2-ethylhexyl)amine (TEHA) as the extractant, Shellsol 2046 as the diluent and octanol as a modifier. Computer simulations were used to determine the optimum operating conditions for the recovery process. It was found that the process was able to selectively recover up to 90 per cent of the sulphuric acid from the copper electrolyte. This is recovered as a pure aqueous acid stream at a concentration of up to 130 g/L that can be recycled back into the tank house circuit or other areas of the process. The raffinate acid concentration was reduced from 180 g/L to as low as 18 g/L, significantly reducing waste disposal and the environmental impact of the copper process. The equilibrium data and simulation results were also compared with an alternative extractant, CYANEXR 923. Finally the efficiency of the TEHA extraction system was investigated on a pilot-scale in a pulsed perforated plate column. This information was used in order to scale the process for an industrial application. The same methodology applied in this case study could be used to provide innovative and cost-effective solutions to waste streams encountered in other hydrometallurgical or chemical processes.

The aim of the present study was an application of coal optical property measurements for analysis of paleostress field existing in fault zones of the Upper Silesian Coal Basin (USCB) during the coalification of organic matter. Measurements of vitrinite reflectance were carried out on coal samples taken near a hanging stope of the Klodnicki fault. Other samples had been taken in vicinity of the Krzyzowicki fault. The Klodnicki fault is one of the main tectonic discontinuities in the northern part of the USCB. It is postulated that its origin is related to the deep-rooted latitudinal discontinuity in crystalline basement of the basin. The Krzyzowicki fault is located in the western part of the USCB where fold tectonic style dominates. Vitrinite, one of the basic components of hard coal is generally considered as optically anisotropic material. Anisotropy of physical properties is induced mainly by stress, which arranges vitrinite structure. Vitrinite anisotropy can be described by an ellipsoidal model called reflectance indicating surface (RIS) which is a geometrical representation of the optical anisotropy tensor. The investigation of the RIS for vitrinite was carried out on coal samples. The apparent maximum and minimum reflectance values measured for a single vitrinite particle were plotted against corresponding bireflectance to construct the reflectance crossplot. Interpretation of this plot yielded the magnitudes of the RIS three principal axes. The data obtained point to differences in optical anisotropy of coal under the study. The coal samples taken from block tectonic zone near the Klodnicki fault had mean reflectance value of less than 0.80 per cent. Their anisotropy coefficients were about 0.1. Optical properties of coal changed from the biaxial positive in the western segment of the fault to the biaxial negative in its eastern part. It suggests that past tectonic stress was greater in the western part of the zone than in the eastern one. Coal originated from a fold tectonic zone at the vicinity of the Krzyzowicki fault has mean reflectance value much greater than from previous region (ÿ1.20 per cent). Its optical anisotropy coefficient is equal to about 0.07. It suggests that paleostress field was more isotropic. The presented study shows the usefulness of coal reflectance measurements in the analysis of paleostress field existing during coalification process.

Control of silicon in produced through the submerged-arc furnace can result in reduced power and coke consumption in addition to improving the quality of the hot metal. A thermo-chemical analysis of the production of ferro-chromium was carried out to devise strategies to control the recovery of silicon during the manufacture of ferro-chromium. The presence of three thermochemical zones in the furnace with respect to the reduction of silica was recognised from this analysis. Any strategy for the control of silicon recovery has to take cognizance of these thermochemical zones. The effect of various strategies on the silicon level in the hot metal have been evaluated. Possible strategies, such as the reduction of coke level in the charge; the replacement of quartz; pre-reduction of the ore and the control of the temperature profile are discussed in this paper.

The promotion of good standards of reporting of the valuation of mineral assets in- public documents has been of concern to professional mining industry bodies, the securities industry, and. Government regulatory bodies for some time. This concern led to the National Companies and Securities Commission Release 149 (1990b) which laid down standards for Expert Reports on mining and petroleum securities, and other assets. The formation of the Australian Securities Commission provided an opportunity for a timely revision of Release 149 and the Mineral Valuation Committee was established by The Australasian Institute of Mining and Metallurgy in 1991 to review the existing code, and to develop an appropriate new Code and Guidelines.

A new national-scale geochemical survey is under way inAustralia with the aim to provide energy and mineral explorers with state-of-the-art precompetitive data and information about the continentÆs potential resources. This low-density geochemical survey will provide a national geochemical data layer using consistent sampling medium and sampling, preparation and analytical methods. Large-scale geochemical patterns thus revealed are expected to point to new areas of exploration potential. The project is funded under the Onshore Energy Security Program. It is hoped that this new national geoscience dataset will help make Australia a more attractive destination for energy and mineral exploration investments. Magmatism is of first order significance in the extension process. Continental extension is terminated when sea-floor spreading commences, but sea-floor spreading will not commence if magmas do not begin to arrive in sufficient volumes. In the oceanic lithosphere, the rate of magma supply may determine whether sea-floor spreading takes place, or lithospheric extension as the result of normal fault arrays. In continental crust thickened as the result of previous compressional orogeny, the availability of magma may determine a completely different process. The author has examined metamorphic core complexes in a number of tectonic environments, in the North American Cordillera, in the Aegean Sea, Greece, and in the Solomon Sea, Papua and New Guinea. What these terrains have in common is a major collisional orogeny predating a major extensional event. The "roll back" of the lithospheric flexure associated with subduction can be seen as the "driving force" for extension in two of these cases. Metamorphic core complexes in these environments are characterized by domal exposures of crustal scale ductile shear zones, underneath which massive plutonic complexes have been formed. Emplacement of these plutons is associated with anatexis of the surrounding rocks. Migmatite complexes are well developed in the Aegean and Solomon Sea core complexes, and in some core complexes in the Basin and Range. Chains of core complexes can be explained as the result of basaltic and andesitic magmas derived from a linear belt of relatively hot rising asthenosphere, in a zone of attempted continental "break up". It is argued that core complexes are the results of magmas derived from relatively short lived mantle "hot spots" impingeing on extending continental crust which has been overthickened during previous compressional orogeny.
