The producers of mineral sands on the East Coast of Australia might be regarded as having a simple task of selling Rutile and Zircon. Such is not the case. Differing quality and grain size requirements plus the dramatic increase in the percentage of mineral sold in a processed form have meant a large increase in the number of different end products handled. The resulting sales control problems are compounded by the need to be able to deliver against a large number of separate contracts which may relate to spot or long term sales in small quantities or in bulk shipments. Methods of helping management control this situation have been devised and incorporated into a suite of computer programs. Experience with the approach has been very satisfactory. The effect of changes to shipping schedules, commitment to new or changed orders, or proposed changes to production can be evaluated as and when necessary with little bother. There have been significant changes in the Australian mineral sands industry in recent years due to changing supply and demand conditions, new product opportunities and opportunities for rationalisation of operations. Earnings within the industry have typically been volatile and this has been reflected in the share prices of listed mineral sands companies. Apart from the effects of variations in the state of the economy on the industry, share prices have also reflected the extent to which a company's earnings volatility is due to capital structure, the relative proportion of fixed costs to total costs and the nature of th'- sales mechanism. At the time of writing, the high prevailing share prices for industry participants and the current outlook for the industry would suggest that the time is opportune for raising equity capital. The immediate outlook for the industry and its various product segments appears favourable but beyond this the usual uncertainties remain. The new tax environment will cause most companies in the industry to have to rethink their dividend and capital structure policies. Most shareholders will now be concerned to maximize dividend receipts and minimise exposure to capital gains tax. Companies in the industry that have relied fairly strongly on earnings retention to help finance growth in the past will- need to look to increased equity raisings in the Future.

The introduction of on-stream analysis in flotation circuits has raised the possibility of automatic control of flotation performance by digital computers. The development of control strategies for an industrial zinc cir- cuit is discussed with reference to identifi- cation of the major disturbances, investigation into the performance of the circuit, the design of the control algorithms, the testing of their performance and their implementation in a production environment.

The role and policies of the Aboriginal Sacred Sites Protection Authority are described in conjunction with the provisions of the N.T Aboriginal Sacred Sites Act 1978. Comment is made on the application of the legislation and these policies to development proposals in the Northern Territory. A brief review of criticisms by both developers and Land Councils is provided together with responses to these Criticisms.

The methods used by the Anglo American Corporation for analysis of long-term metal markets and prices are described. The principal factors affecting the relationships between production costs and metal prices are analysed. These are firstly the type of market, - speculative or consumer commodity, free market or subject to price control; and secondly the rate of growth of demand for the metal. It is shown that virtually all metals will have relatively low rates of demand growth for the foreseeable future, due to market saturation, increased economisation, substitution and product obsolescence. Metal prices have a clear dependance on production costs, however forecasting future costs is by no means simple; amongst other things, account must be taken of changing exchange rates, inflation rates, and the potential for operating more efficiently. The paper concludes by giving brief assessments of the long-term future for aluminium, copper, zinc, nickel and tin.

The kinetics of reduction of PbO-silicate melts in CO-N gas mixtures at 900¦C have been studied. Rea~tion rates were measured by moni- toring the CO2 content of the product gas. A wide range of gas and melt compositions and gas flowrates have been investigated. The overall reaction rates in heterogen- eous systems are typically characterised by a steady increase as the gas flowrate is in- creased. At low flowrates the processes are limited by gas film mass transfer. At high flowrates it is expected that the rates will tend to maximum values determined by either the rate limiting chemical reaction or diffusion in the condensed phase. In the present series of experiments it has been found that for any given gas composition the overall reduction rate goes through a maximum with increasing gas flow. The maxima, which occur at relatively low gas flows, are more than an order of magni- tude greater than those observed at high gas flowrates. The results of these and other experiments are presented and analysed. Possible rate limiting mechanisms in the reaction system and their implications regarding commercial reactors are discussed.

The development of paraprofessional courses in metallurgy and related disciplines, by the Department of Technical and Further Education in New South Wales, is outlined in this paper. The changing nature of metall- urgical educational requirements is summarised, and various attendance patterns discussed. The potential advantages of the sandwich system of College attendance, to the more distant sectors of the mineral processing and metallurgical industry is outlined. Some of the likely future trends in technician education are presented. These include the need to respond to the changing expectations of technician employers, as shown by industrial surveys, the role of experiential learning, the need to integrate courses so that students can build on prev- iously completed courses, the possibility that future technicians will require a multi- disciplinary background and the provision of easier access to technical college facilities by potential students and industries.

Some important mineral fields are referred to in discussing the formation of placer deposits in Australia. Testing methods include boring hand, with percussion rigs; with auger and pit digging drills; and l by vibro drilling. Sampling errors are minimized by the use of correct techniques and equipment for boring, sampling, and sample dressing, A hypothetical set of data is used to demonstrate the final process of evaluation, and some relevant taxation provisions are discussed.

Optimisation of capital in the development process is critical to the profitability of any new mining venture. The process of optimisation should apply to all aspects, that is the financing, management, revenue, reporting and, of course, the development of the project. On the 1 June 1978, the Town and Country Planning Act 1953 was replaced by the revised and more comprehensive Town and Country Planning Act 1977. The new act brings in some substantial changes to the law affecting regional and district planning, and for the first time makes provision for maritime planning. The importance of the Town and Country Planning Act 1977 to the Mineral industry is primarily in the relationship between Regional Planning Schemes and District Schemes as the needs and resources identified in a Regional Planning Scheme will override the underlying District Schemes. The mineral extraction industry must be recognised as a regional responsibility which draws on the resources of a region to satisfy the demand of the communities within that region rather than a purely local operation within one District.

One of primary causes of poor blast performance is the improper relief of explosive energy. Under or over-confined blasts modify the explosiveÆs path of least resistance, which changes where and when the explosive energy is applied resulting in less than optimum blast performance. During the research for this paper the overbreak characteristics of five full-scale blasts were quantified using high speed cinematography and borehole cameras. The effectiveness of various overbreak control methods was also evaluated to guide design refinement. The results of this research along with general recommendations for reducing excessive damage are included with this paper.

The first production stage in any mining operation is the breaking of whole rock into fragments small enough for loading and subseq- uent handling. This primary fragmentation is most frequently accomplished with blasting. The maximum fragment size and the fragment size distribution have an influence on the subsequent loading, handling and crushing costs. It is assumed that total rock fragmen- tation in practice is a result of an interact- ing array of radial cracks from various blastholes. The representation for the basic pattern of radial cracks emitted from a particular blasthole is first described. A model is then developed simulating the interaction between blastholes at various burdens and spacings, and in simultaneous and delayed modes. The resultant picture is analysed and a fragment size distribution calculated. Methods of incorporating the existing faults in the rock are also discussed. Finally application of this model to various facets of mining are considered.

The Fiji islands are the world's most ac- cessible Cenozoic remnant arc. They provide occasional subaerial exposures of an arc frag- ment some 750 km long and 80 km wide, or about the size of the NE Japan volcanic arc. The fragment is one part of the former Vitiaz Arc which once connected Fiji to Vanuatu and Tonga. The Fijian portion has the most completely stu- died Tertiary section which contains a history of arc volcanism from the late Eocene to late Miocene (the Early and Mature Arc stages), a rich diversity of subsequent magmatic responses to the most recent episode of arc rifting (Ear- ly Rifting stage), and an example of transition from arc to intraplate volcanism as this rift- ing proceeded (Late Rifting stage). The arc fragment is surrounded by younger backarc ba- sins. The chemical composition of magmas in both the arc and backarc changed with time, but in opposite directions. In the arc, magmas be- came enriched in sialic components from the Early Arc to Early Rifting stages, whereas in the basins the magmas became more similar to mid-ocean ridge basalts (MORBs) with time. In southwest Fiji, the oldest backarc basin has subducted obliquely beneath the remnant arc du- ring the last 3 Ma, resulting in chemically ex- otic calcalkaline volcanism. During the last decade over 150 radiome- tric age measurements and 650 rock analyses, many with trace element and isotopic measure- ments, have been obtained for samples from Fi- ji, Tonga, and the surrounding seafloor (Figs. 1 and 2). These data are summarized, drawing from the publications of Colley and Hindle (1984), Gill et al. (1984), Hawkins and Melchi- or (1985), Kroencke (1984), Malahoff et al. (1984), Scholl et al. (1985) and Whelan et al. (1985), from the specific research papers refe- renced therein, and from the half dozen or so manuscripts currently in preparation by these people and others.

Since its introduction in 1989, the Australasian Joint Ore Reserves Code (the JORC Code or the Code) has been one of the success stories of the informational interface between the mining industry and investors. This is due variously to the user-friendly nature of the Code itself, to its practical approach to this complex subject, and to the way in which its requirements have been implemented in practice. Recognition of its utility and effectiveness has influenced a significant number of mining countries to re-assess their reporting standards with the positive outcome being that for the first time, a set of standard international definitions for reporting of mineral resources and reserves is a realistic possibility.

Flotation is an important process used in the concentration of iron ores. One of the challenges for process engineers is the low metallurgical recovery associated mainly with the fines fraction. In this work, the use of synthetic flocculants in iron ore reverse cationic flotation was investigated. The flocculants utilised were polyacrylamides of high molecular weight and different ionic degrees. Bench scale flotation tests were performed to compare the flotation performance with and without addition of polyacrylamides. It was observed that cationic and non-ionic polyacrylamides cause a significant increase in the metallurgical recovery. The anionic flocculant did not improve the flotation performance. An adverse effect was a slight increase in the silica content of the concentrate. Flotation with polyacrylamides was influenced by the hydrodynamic conditions of the pulp, such as agitation and the weight percentage of solids in the flocculant conditioning and flotation stages.

It is-assumed that a pipeline system is economically justified as a means of transportation.. The terms "True Life" and "Economic Design Life" are defined. The most usual design alternatives to be considered from both physical and economic -viewpoints are listed and a summary is given of the main factors to be costed in assessing the relative economics of each alternative. A brief statement of the recor mended method af economic. assessment is given and an example is included. The paper aims to present a reasonably accurate, simple and practical method of considering the main economic factors which govern design.

High precision GPS systems for mining are accurate to within a few centimetres. Typical systems consist of one or more GPS antenna, GPS boards, sensors to detect the position of the blade or bucket of the machine radios to pick up correction signals, a computer to control the system and a display screen to give instructions and information to the operator. GPS systems offer two benefits û they give information to the operator to get his job done faster and more accurately and they can send information to management about how the job was done. On dozers, GPS systems allow the operator to accurately complete earthmoving jobs with no survey pegs. On hydraulic excavators the systems can be used to accurately locate the position of the bucket teeth for selective mining. On blasthole drills the systems can guide the operator to each hole and record accurate as-drilled plans. By reporting the position of the blade or bucket in three dimensions it is possible to continuously upgrade a mapfile of the excavation. From this file it is then possible to report productivity numbers in real time. High precision GPS works best with a minimum of five satellites visible. This may be difficult in a pit. Systems which also access the Russian GLONASSS satellites offer significantly better uptime. GPS systems will become indispensable for efficient mining operations in the future.

The production of stabilised backfill at mine sites commonly uses Portland cement as the binder. Calcined gypsum has cementing properties and is cheaper to produce than cement. This paper discusses the strength of fills stabilised with calcined gypsum. Laboratory tests were carried out on specimens prepared from tailings obtained from four different sites to allow for the wide variety of tailings found in practice. The results show that the gypsum-based fills can achieve a strength of 1 MPa using around two and a half to four times the corresponding amount of cement.

Mine geologists have access to an economic mineral deposit, production parameters and secure exploitation title. They are well placed to understand ore formation and should contribute to the effective exploration of company mine property. Application of their special skills has been curbed by pre-occupation with production duties and by company re-engineering, including staff reductions. Contributions to exploration have been diminished and personal development inhibited. Modified management is required. Participation in mineral system studies and in exploration research comprise part of the basis for the re-emergence of mine geologists on the exploration scene. Changes in investment strategies in the minerals industry may create new employment opportunities. With regard to estimation of resources and reserves, the competence of practitioners who are incapable of disclosing their methods in transparent terms is under question. Ethical standards are also under public scrutiny because of some notable malpractice. Independent auditing may hecome more intrusive. While understandable in a market context, it reflects poorly on the profession. More substantial effort in public communications can improve the credihility ofthe industry and equip practising mine ceolouists for snider responsihility.
