The production of copper by the Outokumpu direct blister process commenced in July 1988. The problems and incidents encountered in commissioning the main smelter equipment are outlined. Early difficulties were encountered in process control, hot metal handling, dust buildup in the off gas handling equipment, waste heat boiler tube failures, foam over of hot metal into the waste heat boiler and failure of ancilliary equipment.

A study was conducted to examine how pretreatment of carbon-bearing gold ores with chlorine enhances gold recovery by cyanidation. It is hypothesized that metal species (including iron and copper) dissolved during chlorination adsorb on the carbon surface hindering the adsorption of dissolved gold. To test the hypothesis, samples of several sulfide minerals were subjected to reaction with sparged chlorine gas to determine which, if any, dissolve faster than gold under these conditions. Then, a synthetic carbonaceous refractory gold ore containing pyrite, chalcocite, activated carbon, and gold was subjected to gas sparging. The results of these experiments showed that chalcocite and arsenopyrite dissolve so that metal (copper and iron) is put into solution slightly faster than gold under the same chlorination conditions. Also, it was observed from the experiments that gold adsorbs on activated carbon during chlorination, but is replaced by copper and iron as the chlorination process dissolves more of the chalcocite and pyrite. The study concluded by investigating ferric chloride addition prior to chlorination to hinder gold adsorption on activated carbon.

X-ray absorption spectroscopy (XAS) is a synchrotron-only technique used to determine chemical speciation, providing a powerful alternative to most traditional ‘wet chemistry’ and lab-based speciation methods. XAS is an element specific method that can be used to address a variety of systems, ranging from heterogeneous to homogeneous, polycrystalline to amorphous, and solid to liquid. The strength of XAS in identifying and managing chemical species in tailings and mine waste is demonstrated, with the presentation of highly relevant studies into lead, uranium, chromium and arsenic speciation. For the last decade Australia has been the leading exporter of both steam and coking coal. In the ten-year period 1989 - 1998 steam coal exports increased by 93 per cent and metallurgical coal exports increased by 50 per cent. However, profitability of the steam coal sector has been disappointing. The coking coal sector, especially the hard coking coal segment, has fared better but its profitability was more because of its ability to maintain relatively high prices rather than its inherent productivity. Until quite recently the Australian coking coal sector was widely expected to be able to maintain this comfortable state without undue effort for the three major æpartnersÆ; the companies, the State Government and the unions. But coking coal could now be heading down the path followed by steam coal that ends with long-term over-supply and, despite steady improvements in productivity, poor profitability. Steam coal entered the ænewÆ era of long-term over-supply some years ago. Over-supply was due to the rapid increase in production in Indonesia, often from new mines and Australia. AustraliaÆs production rise was underlain by the apparent belief that the best way to lower costs was to increase production. In the first couple of years costs didnÆt fall much but the additional tonnage was sold at lower and lower prices into the spot market. By mid-1998 the difference between the contract price set with Japanese utilities and spot sales was often in excess of $US12 per tonne. Japanese contract prices and tonnages have since fallen significantly. Steam coal has moved from being a product to being a commodity. Any profits are due more to the low Australian dollar rather than inherent mine productivity. Seaborne coking coal trade has been dominated by Australia, Canada and the USA, with the USA becoming less competitive. Unfortunately, when the Queensland capacity expansion was well down the pipeline, the Asian financial crisis occurred and the Japanese economy entered what appears to be a long-term recession. Contract prices fell 18 per cent, tonnages decreased and some mines have been reclassified as supplying lower priced coking coal. The paper analyses past and expected future trends in labour and mine productivity, rail freight and FOB export port cash and total costs of the Australian steam coal and coking coal sectors and discusses the market outlook for Australia. The future economic viability of the industry is analysed and discussed in the light of the rapidly changing global environment.

The portable infrared mineral analyser (PIMA) was trialled to determine the extent and intensity of any hydrothermal alteration halo associated with gold mineralisation in the Hyde-Macraes Shear Zone (HMSZ) of the Otago Schist.   Twelve diamond drillholes through the HMSZ were analysed with the PIMA at a sample spacing of 1 m. The drillholes were selected on two traverses along the line of strike and down-dip of the mineralisation in and around Panel 2 of the Frasers underground development.   The study showed that the Hangingwall shear of the HMSZ has a more distinctive infrared signature in intersections with high grades. The Hangingwall shear in these drill holes is defined by a shift in the wavelength of the Al-OH absorption feature from ~2220 nm to <2210 nm. This shift is attributed to a change in the mineralogy from phengite to muscovite. Overprinting this trend in some of the drillholes is the presence of the 2210 nm Al-OH absorption feature, ascribed to kaolinite. Kaolinite also tends to be present in numerous other regions of the schist above the Hangingwall shear associated with steeply dipping faults and foliation parallel joints. In drill holes with low grades the Hangingwall shear does not exhibit any obvious infrared signature.   At the scale of study, the PIMA does not provide evidence for an alteration halo associated with hydrothermal mineralisation above the Hangingwall shear. Possible tectonic movement may have displaced any alteration halo that once existed, away from the zone of mineralisation. For this reason, PIMA apparently cannot be used for predicting the location of the Hangingwall shear during exploration drilling. However, the study did show that the PIMA could define the Hangingwall shear when the rocks were sufficiently altered and mineralised.

Water is important commodity in the mining industry. Water is used in the many stages of mining from the exploration stages and drilling, to mine development and operation and finally throughout mine rehabilitation and post mine activities. With the use of water throughout the life span of a mine, its management is an important component in the operation of any mine. Unfortunately the use of water within the operations can be one of the major sources of pollution generated from a mine. Such contamination can occur via numerous mechanisms including ground water flow, over land flow and accidents. Contamination may occur in any stage of mining operations, for example a leaking or failed tailings dam. With the above in mind, the paper presented will focus upon the use and management of water in the mining industry: ownership rights of water û common law as well as legislative rights; a review and analysis of the existing Queensland legislation and its mechanisms for the protection of water pollution from mining operations; and conclusions drawn from the paper relating to the Queensland legislation.

As a prelude to studying the sorption desorption and permeability behaviour of coal cores in a triaxial stressing rig using sorb- able gases, the air permeability of typical cores was measured. Lump coal samples were obtained from three gas-troubled collieries in Queensland and New South Wales. These were cored in the laboratory and a simple laboratory permeameter employed which accepted 38 x 40 mm cores in a thick rubber sheath. Air pressure of 500 kPa was applied outside the sheath to provide suitable sealing between the rubber and the coal. Differential driving pressures up to 100 kPa were employed and the air flow measured by displacement of water columns in inverted graduated cylinders. Flow measurements accurate to + 2% could thereby be achieved. Coal lumps were cored both parallel and perpen- dicular to the bedding plane, and were observed prior to measurement for any notable features, in particular for the presence of fissures. This paper reviews the present status of mining engineering education in Australia, outlines the main objectives of current programs, and looks at some of the difficulties that need to be overcome to maintain and improve current standards.A case is made for greater co-ordination and co-operation between the institutions themselves, and between industry and the professional bodies to ensure the highest standards are achieved in the most efficient way.

Australia is a leading producer of mineral sands and according to U.S. Bureau of Mines, produced 24, 53 and 64% of world's production of ilmenite, rutile and zircon respectively in 1983. The industry which is mainly export oriented earned in export income about $210 million in 1985. The dominant position which Australia occupies in world produc- tion of mineral sands is also maintained in many areas of research and development work on the processing and application of these minerals. Some of this research which is leading the world has been responsible for setting up industries to produce value-added and high-tech products such as synthetic rutile and partially stabilized zirconia (PSZ). The production of high purity zirconia is due to commence shortly while research in rare earths offers an exciting prospect for future Developments.

Nifty Copper Operations was established to treat a copper orebody situated in the East Pilbara area of North West WA, located approximately 70 km west of Telfer in the Great Sandy Desert. The plant was designed to treat the oxidised portion of the orebody with underground development following at a later date. Nifty was designed to produce 16 500 tpa of copper cathode. This will increase with treatment of the chalcopyrite ore (underground resource). Ore processing is similar to other operations of this type but has its unique challenges. Problems discussed are: fine clay minerals which hinder percolation; oxidation of organic by manganese in the electrolyte; crud formation by clays; third phase emulsions; and organic carryover into the electrowinning tankhouse. As the orebody utilisation progresses, some sulphide material will require leaching and further investigations into liquor chemistry.

Extensive infrastructure construction works were required for the development of the underground and open-cut coal mine at Ulan to a production capacity of 5 million tonnes of steaming coal per annum. The Ulan Mine development project was constructed in a two year period at a cost of $240 million. The infrastructure component included the construction of the mine site building works, civil works and 150km of railway, valued at $105 million. These works were successfully completed under a construction management agreement within two years. The separate elements of the project are described in detail in the paper.

Supplementary sampling of particulate mass concentration, the number concentration and the average particle diameter of nanoparticles using a TSI Dust-Trak DRX Aerosol Monitor, Naneos Partector 2 has been conducted. The aim of this study was to evaluate suitability of the instrument for long-term monitoring of diesel particulate matter (DPM) at conditions of polymetallic mines. Sampling was conducted in an area of the active ore heading, requiring the use of a diesel-powered face haul-age loader R1700 and a mine truck Caterpillar AD-45. The sampling was done for 126 minutes at a distance of 30 metres from the mine face. Results of this field work can be used to expand the sampling program to other mines. Expected outcomes of this study are to develop costeffective DPM control strategies, improve mine ventilation, and protect mineworkers’ health.

Ranger Uranium Mines Pty. Ltd. operates an open pit mine and ore treatment plant in the Northern Territory designed to produce 3 000 tonne/yr of U308 in yellowcake from 3 500 tonne/day of mill feed. The construction of this project was completed in 1981, 12 years after the discovery of the orebody. Wright-Davy, a Joint Venture of Wright Engineers and Davy McKee Pacific, were the Project Managers and Designers of the $270 million ore treatment plant and associated infrastructure. The project was designed in Sydney in -an office integrated with the Client, staffed by 35 key personnel drawn from Wright Engineers and Davy McKee, supplemented by personnel hired for the project. The peak Wright-Davy workforce in Sydney of 200 contained 113 design staff. The design principle of using the best practicable proven technology resulted in a plant which easily produces its design output using ore types outside the design criteria. The structuring of the project systems and industrial relations policies contributed to construction being completed within time and under budget. The plant was built without any major industrial dispute occurring and no dispute arose due to the uranium issue.

The first half of the presentation covers the principles involved in project finance and the second half moves to aspects more specific to the mining industry. We finance both large and small projects, with facilities varying from $2m to $100m.

The paper looks at those factors which led the Latrobe Valley Community Forum to .focus on shortcomings of the consultative process. that existed around the 1980 period, and the limitations on the ability of the community of the Latrobe Valley to have input to the factors affecting their quality of life. The wide application of computers in beneficiation plants has resulted in the creation of a number of complex automatic control systems at all stages of ore dressing processes. To create such systems it is necessary to solve complex problems of analysis and calculation. The application of computers to solve these problems demands development of simple and effective methods of investigation and simulation of ore dressing process dynamics because all the known methods are complicated in usage and cannot guarantee the desired accuracy and quality of process control. A new grapho-analytical method of investigation and calculation of ore dressing flow sheet dynamics, worked out by the authors of this paper, is based on proportion method development and is used to construct dynamic characteristics of the investigated processes. It is possible to use the given method for investigating benefication schemes with flotation machines having non-linear static characteristics and circulating loads. The suggested method of investigation of concentration flow sheet dynamics allows us to obtain dynamic characteristics of technological process parameters in both linear and non-linear systems. Moreover, the final result can be obtained without labour consuming analytical calculations by a simple graphical construction based on the static characteristics of the known equipment and processes.

Over the 20 years to 1990 the Australian mining industry, presently worth some $A60 billion, generated a negative real rate of return (McDonald, 1992); not surprisingly under-performing the returns from bonds and industrial equities. Over this same period more than $A70 billion was invested in expanding the Australian mineral industry.
