The West Fork project is located in Reynolds County, Missouri, in the mineralized zone referred to as the Viburnum Trend. The West Fork orebody has a calculated ore re- serve of 13 600 000 tonne (15 000 000 st) con- taining 5.5 per cent lead, 1.2 per cent zinc, and recoverable values of copper and silver. A total of 64 600 tonne (71 200 st) of lead concentrate and 11 300 tonne (12 500 st) of zinc concentrate will be produced annually. The mill was designed to operate at an average capacity of 3450 tonne/day (3800 st/day), based on a 95 per cent availability factor. The mill will operate 24 hours a day, 5 days a week, with maintenance performed, as needed, on weekends. The mine will operate on an identical schedule; but the underground, pri- mary crushing will operate on a six hour/shift, three shift/day schedule. The 1.07m x 1.22m (42in x 48in) jaw crusher will produce a minus 20cm (8 in) material at an average rate of 191 tonne/h (211 st/h). The jaw crusher has almost twice the throughput capacity required, but the decision to install that size of crusher was based on the need to handle over sized rock in the ore.The coarse crushed ore will discharge into a 180 tonne (200 st) skip pocket, which will allow up to a one hour surge capacity prior to hoisting. Hoisted ore will discharge into a 900 tonne (1000 st) storage bin located adjacent to the headframe. The skip pocket and coarse ore silo comprise the total ore storage capacity. The concept of having no intermediate fine ore storage between the secondary crushing and grinding sections was borrowed from the Brushy Creek Mill of St. Joe Minerals, which operates adjacent to the West Fork property. Integration of the secondary crushing and grinding circuits has worked ' successfully for years at the Brushy Creek Mill. The most obvious advantage to eliminating the intermediate fine ore storage is'capital expen- diture savings. The capital expenditure savings include the cost of silos, feeders, and the cost of additional conveyor length and eleva- tion. Savings in operating costs will also be gained, particularly in reduced maintenance costs. Other factors which influenced the decision to eliminate fine ore storage were the simplicity of the secondary crushing sec- tion and the limited area available for con struction of the facility

Time window analysis that limits the explosive mass fired within a specified time window (commonly eight milliseconds) has been used for many years in blast design by explosives engineers. Despite several warnings in the past that this technique has limited practical or scientific basis and, in many cases, does not effectively control vibration, almost every textbook and blasting manual refers to time window charge mass limits as a primary vibration control technique. It has become entrenched in some blast vibration management plans, despite being inappropriate for the particular situation. With the flexible initiation timing available with electronic detonation almost a practical reality, and the 8 ms constraints in-built into the signal tube initiation system thereby lifted, it is timely to review the significance of the 8 ms time window in controlling blast vibration. This paper re-visits the original research that led to the development of the 8 ms criteria and the non-supportive conclusion of the original researcher. Because airblast was not measured, the 8 ms time window was never intended to be applicable for airblast control. Examples of blast designs are given in this paper that comply with the 8 ms time window limit that result in substantially increased air and ground vibration, together with examples of blast design that does not satisfy time window considerations, which results in reduced air and ground vibration. Techniques that identify wavefront reinforcement, due to the combined effect of drilling pattern and delay sequence, can assist explosives engineers to avoid high blast vibration situations that result from the inappropriate application of time window techniques and other adverse delay combinations.

Caving is the lowest cost underground mining method, provided that drawpoint spacing, drawpoint size and ore handling facilities are designed to suit the caved material and that the drawpoint horizon can be maintained for the draw life. In the near future several open pit mines that produce in excess of 50 000 tons per day will have to examine the feasibility of converting to low cost, large scale underground operations. Several other large scale, low grade underground operations will experience major changes in their mining environments as large dropdowns are implemented. These changes demand a more realistic approach to mine planning than has occurred in the past, where existing operations have been projected to increased depths with little consideration of the change in mining environment that will occur. As economics force the consideration of underground mining of large, competent orebodies by low cost methods, the role of cave mining will have to be defined. In the past caving has generally been considered for rock masses that cave and fragment readily. The ability to define cavability and fragmentation, the availability of large, robust LHDs, a better understanding of draw control requirements, improved drilling equipment for secondary blasting and reliable cost data have shown that competent orebodies with coarse fragmentation can be exploited by cave mining at a much lower cost than with drill and blast Methods.

COAL constitutes such a gigantic item in modern industry, either for direct heating, production of coke for smelting, or for the generation of power, that its quality and price play a very significant part in economic industrial progress. Australia is still a very young country industrially, and is groaning under many disabilities compared with competitors overseas, not the least of which is the quality of coal. Linked with the word "quality" should be that of "utility," for high-ash content prevents efficient utilization of the fuel.The marketing of good quality coal is a very important matter indeed, and if industry in Australia is to progress in the way that it should, this matter must receive keen attention.New South Wales, above all the other Australian States, has been blessed by nature with vast coal-fields, from which fuel is shipped to every State, and provides the base for power for most of our railroads and industries.Experts frequently refer to the fact that in some districts only partial extraction of thick seam coal is being made, without a care or thought for the future. Ranking next in importance to this is the fact that much of the coal is being carelessly marketed.Very few collieries in Australia are equipped with coal-washing plants for dealing more particularly with small coal grading which most industries require, and to which coal producers as a whole pay the least attention. The subject of government involvement in industry is, to say the least, a touchy one. For many it conjures up thoughts of socialisation or nationalisation. For others it is a desirable objective and is seen as a means of social reform by giving government a greater say in the control and distribution of human, financial and natural resources for the betterment of the community. Whatever your point of view, it is difficult to deny that government involvement exists to lesser or greater degrees in all industries. The mining industry is no exception and the degree of government involvement is probably greater than it is in other industries. I think it is important to remember when talking about government involvement in industry to recognise that there are different types of involvement and that all governments have a right, if they so desire, to become involved in whatever way they choose. The decision of a government to increase its direct or indirect involvement must, of course, be taken in the national interest. Governments, if we are still old fashioned enough to believe in ministerial and electoral responsibility, must make up their own minds about whether their actions are in the national interest and they must be prepared to accept the consequences of that action, good or bad. Pulverised coal firing was pioneered in the cement industry prior to the turn of the century. Ash from the coal is absorbed into the mix in the kiln and replaces secondary materials. With high purity limestone coal with high ash content can be used. Fuel cost is a major part of the total manufacturing cost. Cement plants are thus quick to respond to fuel price changes and will use low grade fuels if there is a price advantage. Combustion conditions in a cement kiln differ markedly from a boiler. Flame length is determined by air/fuel mixing but because of fixed secondary air conditions this depends on primary air momentum. Volatile content has some effect on flame length but this can be offset by coal fineness. Much of the heat for cement production is for limestone calcination which is a low grade energy requirement. By allowing long residence time in separate direct fired vessels which then feed the high temperature kiln the energy of materials such as oil shale, tyres and lump lignite can be utilised.

Anglo Platinum is the worldÆs largest producer of platinum group metals, and also produces large quantities of nickel, copper and cobalt at its Refining complex in Rustenburg, South Africa. In 1995 Anglo Platinum embarked on a smelter modernisation project, primarily to reduce site emissions to below the guideline limit of 20 tonnes per day SO2, but also to increase the converting capacity in line with future projected production profiles. To achieve these requirements the existing Pierce Smith converters were replaced with a single large Ausmelt converter and a new acid plant. This was the first time that an Ausmelt furnace had been used for converting, but it had the advantages of being a very robust furnace and was fully enclosed, giving good gas capture. It was thus considered the most appropriate technology from both a process and an environmental perspective. It also enabled the smelting and converting furnaces to be decoupled. The plant was commissioned from late 2001 and the first tap was in June 2002. Despite being a new technology, ramp-up has been similar to other large scale pyrometallurgical operations. Numerous process improvements have been made since start-up, most notably a change from two-stage batch to fully continuous, resulting in the plant now operating above design in terms of throughput. Optimisation of freeboard accretion control was also a major component of the ramp-up activity. This paper discusses the commissioning and ramp-up issues of the new Ausmelt converting furnace, concentrating on the design and process changes, and summarises current operating performance against the original design objectives.

In the first, bubbles begin to be evolved more or less rapidly from the lead, and in the second, which occurs at a higher temperature than the first, hydrogen and sulphur dioxide are evolved, free sulphur is liberated, and leadsulphate is formed. The second action may be violent and usually continues till the lead is all consumed.Attempts have been made to apply these reactions, by means of a standard procedure, as a "Flash test" for the acid resisting qualities of chemical sheet lead. The critical role of representative sampling is featured and illustrated by selected examples from the geosciences and beyond. The underwater test is now being used routinely to characterise explosives and initiators. However, several outstanding issues regarding the role of confinement and the usefulness of the test results in predicting expected blasting performance require further elucidation. This paper reviews the underlying principles governing the test, and highlights its relative advantages and disadvantages in product development and applications. It deals with topics of energy release, energy partitioning, confinement and efficiency, supported by illustrative examples from tests with various products and geometries. The results are analysed in terms of both the detonation parameters measured and their extension to predicting blasting performance in the field. It is emphasised, that just as with other performance tests, the results and conclusions are only valid under the particular test conditions employed, and over-generalisation of these results can lead to erroneous conclusions.

Congratulations on your considerable enterprise in securing the opportunity to have this international conference here in Brisbane - and congratulations on your success in attracting such a distinguished audience from so many nations, with such a broad selection of papers. It is a notable achievement that in the year in which Australia is celebrating two hundred years since settlers first came fran Britain, The Australasian Institute of Mining and Metallurgy is responsible for some ten major conferences, of which at least four are specifically international, or have a very strong international involvement.

In 1965, Peter Flawn author of the famous text-book on Mineral Resources (1966) published a paper in Economic Geology with the delightful title `Who took the `Economic' out of Economic Geology?'. He opened this most interesting article with the following paragraph:If one were called upon to cite an example of a fish out-of-water he could hardly pick a better one than a recent graduate of geology of an America university who is suddenly faced with the responsibility of evaluating or appraising a mineral property. And I venture to say that the 'ftsh' with a doctorate - even in economic geology - is not much better equipped than one holding a lesser degree. The new graduate with a major in economic geology probably knows the significance of the various sulphur isotopes, he surely knows a great deal about the chemistry of the ore forming fluids and he recites with ease the arguments which prove deposits are epigenetic rather than syngenetic. However he is a rare bird indeed if he knows anything about the economics of the mineral industry. The truth is that geologists who are engaged in evaluation work are largely self taught. I ask my more distinguished and experienced colleagues - `Has it always been this way? Who took the `economic' out of economic geology?

THE object of this note is to set forth some particulars of the effect of light on cinnabar occurring in a deposit of this mineral at Puhipubi, in the North Auckland peninsula of New Zealand. This deposit is contained within a gently-inclined sheet of siliceous sinter forminga hillock called Mount Mitchell, and is particularly notable in that it is an instance of the simultaneous deposition of cinnabar and silica on a large scale. The mercury-bearing material varies in character from semi-porous sinter to dense translucent cbalcedony, of which the former is stained to various shades of pink, the latter to brilliant reds and vermilion. On exposure to daylight-and particularly to sunlight - these colours change to corresponding shades of translucent bluish-grey. As a direct result of this change the Mount Mitchell deposit remained unknown until some ten years ago, for, while prospectors early discovered cinnabar in the adjacent city and in a neighbouring stream bed, none of them recognized this mineral in the bluish chalcedony strewing portions of the surface of the Mount. The writer has carried out a series of experiments designed to indicate the cause and nature of this change, and to form a basis for the elaboration of more delicate experiments which would yield positive information. Circumstances, however, have so far combined to prevent the continuation of the research, and, as there seems little prospect of the writer being able to do more work on the subject, it seems well to publish the data so far obtained. Prior to describing this colour change, the writer would point out the desirability of restricting the meaning of the term cinnabar to the naturally occurring red sulphide of mercury; this would eliminate the ambiguities which arise from its indiscriminate application, in chemical literature, to both natural and artificial sulphides. Further the term cinnabarite having long since fallen into disuse, there appears to be no good reason for retaining the companionterm "metacinnabarite" when reduction to "metacinnabar" would preserve the meaning in a less clumsy word.

Taxes have an impact on mineral resource availability in several ways. There is the obvious effect on the grades needed for mineral deposits to become economic orebodies. There are also indirect effects which can have equally significant impacts. The paper examines the appropriateness of different types of taxes in the mining industry. The effects of discriminatory taxes such as price-based royalties are described. There is a discussion on the feasibility of introducing a single resources tax to replace completely the various forms of taxes presently applied to the industry. The subtle impacts of taxes are described in a section covering the way in which apprehension over future possible changes to both the level and diversity of taxes is reflected in industry confidence. It is concluded that taxation can significantly limit the economic availability of mineral resources.

Argyle Diamond Mines Pty. Limited (ADM), manager and operator of the Argyle Diamond Mines Joint Venture (ADMJV) will recruit approximately 400 employees during 1985 to operate the new large-scale, open-cut diamond mine and treatment plant being developed at Argyle, in the East Kimberley Region of Western Australia. These employees will live in Perth or environs and will commute to work at Argyle via chartered jet aircraft. On site, they will be accommodated in self-contained single person's quarters, with central messing and recreational facilities. Rostering systems have not been finalised, but it is likely employees will rotate through a cycle of 14 days at site and seven-days on leave in Perth. ADM spent three years evaluating residen- tial options before deciding to commute its workforce from Perth. Another 70 senior staff will reside in Kununurra (the nearest established town, 250 km from Argyle) and commute to the mine daily by air.

Gravity Leaching of high-grade gravity gold concentrates, such as Knelson Concentrates, with the ACACIA Reactor represents a new generation of concentrate treatment methods. The ACACIA Reactor is a complete packaged plant for the maximising of gold recoveries from gravity gold concentrates. This paper will introduce the process technology and provide process results from the Porgera ACACIA Reactor installation. The advantages of the ACACIA Reactor are many, and justification for installation has been varied. The typical advantages of the process include: increased recovery of gold from the Knelson Concentrate; no return of high-grade table tails, often grading several thousand g/t, into the mill circuit; reduction in tails grades of slow leaching gold; reduction in the requirement for operating staff by the removal of the manual tabling process and replacing with a fully automated treatment system; improved security by removing the tabling step where operating staff come into direct contact with visible gold; improved health and safety, by the removal of the treatment steps for the table concentrate, which often include operators handling corrosive chemicals and the production of sulphur and arsenic compound fumes; and improved metallurgical accounting, by allowing daily head grade calculations. The ACACIA Reactor was developed by Anglogold for Union ReefÆs Gold Plant and has been in production for over two years, and has proven to be a low cost, high recovery, mechanically reliable method for the processing of gold concentrates. Such has been the success of the plant, there are now four full installations of the processing plant, including Anglogold Union ReefÆs, Anglogold Sunrise Dam, PACMIN Carosue Dam and Porgera Joint Venture.

This matches both the greater rigour of environmental standards and the growing uniformity and `internationalisation' of standards for environmental management. There is no difference in the application of Normandy's environmental policy anywhere in the world.Normandy Mining is developing an Environmental Management System (EMS) which will satisfy:ò the need for technical excellence and best practice;ò the need to demonstrate `due diligence' in any jurisdiction;ò the need for financial statements and for insurance to reflect real world requirements for management of risk and liability.

The growth of the mining industry around Australia over the last ten years has seen many open cut mines developed on shallow oxide reserves. Most of these have been gold operations, although there are some copper mines in the list, too. Many of these have exhausted their oxide reserves and have made the transition to underground mining to access their deeper sulphide ores. Other operations have reached or are approaching the point where the decision has to be made to go underground or cease mining. This paper discusses the issues involved in making the transition from surface to underground mining. The aim is not to discuss each of the issues exhaustively. This would take a conference in its own right. Nor is it intended to provide a primer on underground mining. Instead the aim is, firstly, to flag the issues which must be addressed when planning to make the transition from surface to underground mining and, secondly, to identify critical aspects of mine development.

Subsidence issues associated with historic mine workings have highlighted the need for enhanced geotechnical management of the Martha pit over the remaining life. In conjunction with a detailed analysis of pit slope issues a comprehensive geotechnical management plan has been developed at Martha and is being used as the basis for development of similar plans in other Newmont operations.   This paper covers the geotechnical issues facing the Martha operation and the development and application of the management plan.
