GENTLEMEN, I have to thank you very much for the honour you have conferred upon me by electing me President of the Institute for this year. On behalf of resident members, I have to offer the visitors a very cordial welcome to Mount Morgan, and to tell them that all arrangements have been made to enable them to inspect the mine and works at their own convenience, and to supply them with any particulars they may need.It is very pleasing indeed to see such a large gathering, especially on account of the long journeys many have undertaken in order to be present. The first congress in Queensland, about eleven years ago, was attended by a comparatively small number of members, and a rather long time has been allowed to pass in consequence. The large attendance at this meeting encourages the holding of meetings in Queensland more frequently. Owing to the long distances, and the number of mining centres in Australia and New Zealand, we cannot expect to meet oftener than once in six or seven years in...

Block caving is the lowest cost underground mining method but it has relatively high risks and a high up-front capital and development cost. It has application to large, often lower-grade orebodies where high production rates can provide good returns on the investment. However, it has a range of technical risks that are peculiar to block caving and the usual financial, political and environmental risks that may be exacerbated by the long lead-in times associated with the development of a block cave operation. With initial development costs that may be $100 M to $1000 M when the building of a treatment plant is also required, it is obviously important to minimise and manage the risks. In a greenfield project, commitment to a substantial proportion of the capital expenditure may be required to gain access to the deposit, and the decision to proceed at this stage would be based very largely on interpretations of drill hole data. In established mines the data may be supplemented by geological mapping and past experience, etc. The quality of this data is critical and yet it is frequently degraded through poor techniques and avoidable omissions. The final decision to proceed would be assessed on projected commodity prices, mining capital and operating costs, dilution and run of mine ore grades. The latter will vary over the life of the project and these can be estimated with drawdown or draw control modelling techniques. In this modelling, there are further risks in the assumed modelling parameters or that the modelling technique may not be applicable or appropriate. The paper addresses the most critical technical and operational risk areas and provides some practical precautions that can be taken to reduce these and improve the reliability of the geological and geotechnical models.

The lignite deposits of Southland and Central Otago are a potentially significant energy resource for New Zealand. Current estimates put the technically mineable lignite reserves at 5.3 billion tonnes, which is more than ten times the energy content of the Maui gas field. Thus, the strategic importance of the lignite as a basis for maintaining current levels of self-sufficiency in transport fuels, or as a possible feedstock for electricity generation, deserves full investigation. The full extent of the lignite deposits was only recently established as the result of a scout drilling programme undertaken between 1976 and 1979 by the Mines Division of the Ministry of Energy, and from companion studies conducted by the New Zealand Geological Survey. These discoveries of large quantities of lignite coupled, at the time, with rising oil prices, raised the prospect of their development for production of transport fuels.

Vertical crater retreat mining is being used at Zinc Corporation, Limited and New Broken Hill Consolidated, Limited for pillar recovery between previously mined and filled stopes. In order to increase productivity in the older lead lode areas of the mine, particularly in the lower grade sections around the keel of the orebody, score form of longhole stoping was considered necessary.Due to poor ground conditions in the country rock surrounding the ore and the requirement to provide sane wall support during mining, primary VCR mining has been utilised in these areas.At Zinc Corporation, several stopes have thus far been mined by a hybrid longhole stripping - VCR method.

The Malvern Hills coal project is now in an advanced stage of development with the stripping of overburden from above former underground workings in which a 3 m seam of subbituminous C coal with very low ash and sulphur was previously mined. The main seam dips at 45¦ to the south-east, along with other adjacent potentially recoverable thinner seams, and the strike extent of past coal mining in the Malvern Hills approaches 10 km with most extraction by underground methods. Overburden and interburden is predominantly weak mudstone, with only very minor sandstone, whilst a 1 - 2 m thick veneer of Last Glaciation loess covers the area. The coal product from the present mine site will supply the local industrial market, with production planned to peak at about 20 000 tpa. Settling pond design has been based on several different approaches, including an estimate of likely inflows from the contributing catchment of about 5 ha under predicted storms having a ten year recurrence interval. A pond of about 1000 m2 in area has been constructed with its invert in mudstone bedrock, and soil slopes have been lined with lime-stabilised clayey loess silt incorporating a gravel armour layer. The pond outflow takes place via a 2 m high 1.8 m diameter concrete dewatering tower, with a skimmer arrangement to lower the pond by approximately 500 mm between storm events. The overflow water discharges to the main stream above a natural wetland, which will act as a secondary polishing pond, and this is to be enhanced in conjunction with the neighbouring forestry company. Discharge consents specify turbidity and pH as the controlling criteria, and both will be monitored at the settling pond discharge point as well as at the entry to the main stream. Investigations to date indicate that the pH of water exiting from previous underground workings is in the range 6.8 to 7.2, and that acidic drainage will not be an issue with this mine site. No dispersive clays have been identified in assessing the overburden and batter materials, although erosion during storm events is expected and all drains will ultimately be routed through the main settling pond to ensure adequate control of runoff-generated sediment. Reestablishment of vegetation on cut and fill batters remains a priority, and ongoing monitoring will ensure satisfactory long-term performance of the pond system.

The fluorspar deposits at Okorusu, Namibia are closely related to an alkaline igneous ring complex of late Cretaceous age (125¦7 Ma). The fluorite ores consist of relatively fine-grained purple replacement fluorite and subsequent coarser-grained purple and green vug-filling fluorite crystals. Homogenisation temperature measurements for 38 primary fluid inclusions shows that main stage purple to green fluorite crystals were deposited over a temperature range from 166¦C to 144¦C, and minor late yellow fluorite was deposited at lower temperatures from 132¦C to 128¦C. Homogenisation and freezing temperatures measured for 18 primary fluid inclusions shows that the fluorite-depositing fluids were less saline than Mississippi Valley-Type (MVT) ore fluids and overlap the lower temperature range of fluids that deposited epithermal ore deposits. Mining in three open pits (A, B and C) at Okorusu has gradually provided exposures which reveal that the fluorite orebodies have been emplaced primarily by the preferential replacement of carbonatites. Evidence for the replacement of carbonatite includes: replacement remnants of carbonatite within the fluorite ores; goethite pseudomorphs after the carbonatite minerals, pyroxene, pyrrhotite and magnetite, which are disseminated in the fluorite ores; andpartial replacement by fluorite of a large sill-like carbonatite body in the A pit. Electron microprobe analyses of minerals in unreplaced portions of the carbonatites show that their mineralogy consists of titaniferous magnetite, diopside pyroxene, apatite, biotite and calcite. Magnetite contains 6.97 per cent to 10.46 per cent TiO2, averages 8.44 per cent TiO2, and has an average V2O3 content of 0.35 per cent. At high magnifications under the scanning electron microscope (SEM), the magnetite shows abundant fine ulv÷spinel exsolution lamellae arranged in a cloth texture. Apatite contains moderately high fluorine contents that range from 3.21 to 5.0 per cent and average 4.2 per cent, and apatite crystals range in total rare earth oxides from 1.7 per cent to 2.61 per cent. Pyroxenes in the carbonatites are iron-rich diopside, and they contrast to pyroxenes in the fenites that are aegirine-augite. All of the microprobe analyses for mica crystals in the carbonatites give biotite compositions. Microscopic examination of fluorite concentrates from Okorusu provides mineralogical information important to the resolution of beneficiation problems. Fluorite ores that are related to carbonatites are typically accompanied by phosphorus benefication problems. The cause for the presence of phosphate in some of the Okorusu fluorite concentrates is a function of the presence of binary locked fluorite-apatite particles. The fluorite ores have also replaced marble locally in the A pit, especially along the A band in the B pit, and dominantly in the orebody proposed for the new C pit. Those ores are characterised by fine grain sizes, faint remnant bedding, lack of carbonatite mineral pseudomorphs and local presence of remnants of unreplaced marble. Concentrates derived from those fluorite ores are devoid of phosphorus, but commonly have elevated silica contents due the presence of free quartz. Carbonatite and marble were preferentially replaced by fluorite because the calcite was readily soluble in the presence of the fluorite-depositing fluids and the dissolution of calcite provided calcium for the formation of fluorite.

"Anglo American Thermal Coal conducted a high level study of all of its underground collieriesto determine if there were electrical power saving opportunities at the main fan stations.A systems approach to electrical power savings was used to identify potential savings in the various components of a primary ventilation system. Furthermore, only technological interventions were considered to obtain electrical power savings. From generic technological driven electrical power saving strategies four energy savings strategies were identifi ed, namely potential overall reduction in ventilation volume, improved underground air utilisation, optimisation of fan-set effi ciency and potential fan drift design optimisation. The study indicated the colliery (say Colliery D, Shaft A) that showed most potential in the four technology driven energy savings strategies. A detail study was undertaken at Colliery D, Shaft A to increase the confi dence level and the study confi rmed that up to 45 per cent of the main fan absorbed power can be saved (475 kW) with an estimated capital payback period of 18 months. The study clearly showed that an integrated approach to optimise the entire mine ventilation system has great potential for power saving, and that a clear, well -defi ned methodology will be applicable to similar underground collieries. This paper discusses the background to the study and the process followed to implement the energy savings initiative at Colliery D, Shaft A."

The use of water covers is a globally-applied method for minimising acid rock drainage (ARD) and metal leaching. Although the subaqueous disposal of potentially acid-generating materials has been shown to effectively limit ARD, under certain scenarios, metal remobilisation can occur at circum-neutral pH. The following paper presents data from four case studies in which metal mobility from submerged mine waste resulted in degradation to water quality in the overlying water cover. Subcentimetre resolution profiling of dissolved constituents across the tailings-water interface (dialysis arrays), in conjunction with mineralogical information, were used to elucidate the controls governing metal mobility. The data illustrate four pathways of metal remobilisation, including: the release of zinc via the oxidative remineralisation of metal-rich organics at the tailings-water interface; enhanced remobilisation of arsenic as a result of anthropogenic eutrophication; the release of copper resulting from the pH-driven dissolution of treatment sludges; and the release of radium from uranium mill tailings due to the dissolution of radiobarite [(Ra,Ba)SO4] by sulfate-reducing bacteria. The results highlight the conclusion that the chemical stability of submerged tailings reflects both: the solid-phase characteristics of the tailings material; and the physical, chemical and biological characteristics of the depositional environment. In particular, the data illustrate that rigorous characterisation of both the waste solids and receiving environment must be performed in order to assess their compatibility. The results have relevance to the management of tailings repositories including constructed impoundments, pit lakes and natural lakes.

fhis paper describes investigations into drainage of gas from the solid to control outbursts. Initial studies conducted on drainage of shear zones showed that, given enough time, these can be successfully drained. Once drained, they can be intersected and driven through without any activity of outbursts. The results of programme of investigations to determine parameters for drainage from the solid show that gas flow rates from the Bulli Seam on the average are about 2 litres/min/metre length of borehole. But when shear zones are intersected, the flow rates could be as high as 8 litres/min/ metre length of hole. Shear zones can be picked up from pressure measurements 50 - 60 m away and this could give sufficient time to drill through these zones and drain them in advance. Systematic drainage of Bulli Seam at West Cliff Colliery could eliminate or reduce frequency of outbursts considerably. At present drainage holes are being drilled systematically in the seam, with drainage installations on the surface. Gas purity of 80% methane is being delivered at the surface plant.

The continuous casting of zinc alloys has been of fundamental importance for many years in the production of a number of products, including sheet for architectural applications, battery cans for dry cells and wire for metallising. The intrinsic benefits of continuous casting, including efficiency and high tonnage capability, uniformity of metallurgical structure and properties, and absence of voids and other defects, have contributed to the success of these products. Less well known, but of growing importance, is the more recent application of continuous casting technology to the production of zinc alloy bar stock products, including bearing stock, machining bar stock, forging stock and cathodic protection anodes. A wide range of zinc alloys are now continuously cast in a variety of cross sectional shapes and sizes to suit the diverse characteristics of these products. Of particular significance are the introduction of hollow zinc-aluminum bearing stock, and the availability of zinc alloy machining bar stock for hydraulic applications and for producing prototypes of zinc alloy pressure die castings. In addition to the traditional benefits, continuous casting provides special properties which are important in the application of these bar stock products. The list of successful applications of continuously cast zinc alloy bar stock is growing rapidly, and the market potential for resultant new zinc applications appears to be significant.

Since the introduction of froth flotation for industrial practice, the process has long been developed and improved by making cultivated guesses or by using trial and error methods to a varying degree. Fresh possibilities have emerged after development of new surface sensitive analysing methods and in situ electrochemical methods. Having had the possibility to combine different findings between science and everyday plant practice, Outokumpu has been able to develop a catch-all procedure to manage a flotation process taking into account the specific requirements set by different minerals in a slurry. A number of these procedures are available and offered globally to clients as part of a Plant Audit service. The Outokumpu Plant Process Audit (Process ef-X) concept comprises of mineralogical determinations from process samples and plant data analysis together with electrochemical process measurements using mineral electrodes. Automatic control loop analysis can also be included. The objective is to combine the results for a basis of flotation process improvement. Since this methodology has earlier been an in-house practice, it follows that the results are also reflected in the development and design of the OutokumpuÆs processing equipment. An increasing number of ores have a very intimate fine-grained texture and it may be physically impossible to combine high grade with acceptable recovery by a flotation process alone. For such cases, combinations of different hydrometallurgical û mineral separation û pyrometallurgical processes are available. Mineral specific information and chemical expertise of flotation technology can be utilised in development of other processes, as well.

The Australian minerals sector has a shortage of skilled professionals to satisfy an industry that is experiencing renewed vitality. Graduate numbers are low throughout Australia and the world, while economic rationalisation is seeing many educational institutions downsize, or even close, their minerals-related programs. In addition to requiring more entry-level graduates, minerals producers are looking to update the skills of their current workforce to keep up with the industryÆs continuing technological revolution. To address the issue the Minerals Council of Australia (MCA) endorsed collaboration between several Australian minerals producers and a team of universities to generate the Mineral Tertiary Education Council, or MTEC. MTEC recently initiated a venture to increase the availability of professionals with relevant skills to the minerals industry. Primarily aimed at delivering postgraduate programs, the initiative will allow graduates from other disciplines to æconvertÆ to the minerals sector as well as provide professional development training to an existing work force. This venture represents a novel approach in that courses will be delivered by more than one institution and will employ innovative teaching materials with flexible and remote delivery formats. The programs will cater specially for professional development in the minerals sector, which generally requires high flexibility due to the nature of work conditions and locations.

I would like to build on the keynote address given by Peter Stoker to the Fourth International Mining Geology Conference (2000) entitled æThe Role of the Mine GeologistÆ. He concluded that à the important aspects of the professional contribution of a mine geoscientist to a mine operation include: The geoscientists prime task is to maximise the profitable extraction of the ore deposit on which they are working û that is to add value. They must maintain and develop their own expertise. By ensuring a truly professional approach to all they do, they will provide the best service to the community, to their company or client, their shareholders and their family or close associates. In that process they will also assist in protecting themselves in this increasing litigious world. I intend to build on these points and, in particular to expand on what it really means to take a truly professional approach to mine geology. Mine geology is different from other forms of geological practice. As a mine geologist you are the advocate for the orebody. After all the orebody is the one thing that is unchangeable.

Cyanide-extractable gold is far more meaningful in the definition of ore, and control of extraction, than fire- assayable or aqua regia digestible gold. The use of cyanide- extractable gold addresses the significant problems of over- as well as under-assaying by fire and aqua regia digests. The problems of conventional control or diagnostic cyanidation extractions: lengthy extraction, and masking by pregrobbing in cyanidation extractions for assay purposes; are surmounted with a novel activator - Leach WELL. Full extraction of liberated gold, insignificantly affected by preg-robbers, can now be achieved within 30 minutes. This can assist in reducing common gold losses presently often hidden by inappropriate mine call factors, and/or high grade cut values. This paper includes a discussion of fundamental mechanisms of cyanidation, preg- and assay-robbing, which underlie the phenomena Involved.

The relative effects of the two basic mechanisms contributing to rock breakage during blasting, shock and gas penetration, are neither well understood nor well characterized, and need further clarification. Blasthole liner (BHL) tests separate the two effects, and by enabling direct measurement of borehole expansion give insight into the shock/gas energy partitioning in rock confinement. The hydrodynamic code DYNA2D is used to simulate the shock effect of the detonation of emulsion in a stainless steel lined hole, and the predicted expansion is compared with experiment. Workers in the past have neglected near-blasthole phenomena and have calibrated models based on stress measurements remote from the blasthole. Extrapolation back to the blasthole has inherent limitations, and indeed, one of the deficiencies of these models is that they have not been able to predict correct borehole expansions, as observed in BHL experiments. DYNA2D has been enhanced by the ICI group with a detonation model which resolves the explosive reaction zone. As a preliminary step towards the ultimate goal of devising a practical damage model, simulations are used to predict the maximum expansion that would take place if the rock were to remain undamaged. Various material parameters are investigated and it is shown that calculated liner expansions are appreciably lower than measured values for high rock yield strengths, while greater than values for low yield strengths.

In order to understand the technique, basic theoretical principles of radiation emission and in- strumentation theory are reviewed. Methods of surveying, reduction of data and interpretation are outlined. Other applications of the technique (e.g. in airborne geological mapping), as well as its specific use in uranium exploration, are discussed. By means of case history-type examples the successful applicant of gamma-ray spectrometry, as a tool in Australian mineral search, is demonstrated.

Tunnel boring machines (TBMs) excavation is nowadays more and more considered a valuable alternative to conventional tunnelling. As a matter of fact, thanks to its advantages such as greater rate of advance and safer working conditions, the application of TBMs has increased significantly in recent years. Despite the possible excellent performance of TBMs in favourable ground conditions, the advance rates could be significantly slowed down or even obstructed in limiting geological situations. This obviously traduces in potentially longer tunnel construction times and higher costs and, therefore, in a preference for conventional method. One of the major geological hazards encountered during tunnel construction, is related to the presence of fault zones or heavily jointed and fractured rocks. The most common geotechnical problems resulting from tunnelling in these difficult conditions include the instability of the excavation face, instabilities of side-walls producing large overbreaks on the tunnel profile, excessive deformations in case of squeezing grounds, frequently changing stresses in terms of magnitude and direction, high water inflows, etc. The decisions aids for tunnelling (DAT) is a model and a computer code that can be used to evaluate the influence of the uncertainties related to both the geological/geotechnical conditions and the construction process on final tunnel construction time and costs. In this framework, the DAT is used for assessing the effects that challenging ground conditions may have on tunnelling operations in terms of costs and delays. This is done by simulating the tunnel construction considering several geological profiles. The aim of the study is comparing different excavation methods (ie drill and blast versus TBM) in changing ground conditions along the tunnel alignment ranging from good rock, to very poor and fractured formations. Seismicity associated with deep block cave mining operations in hard rock can give rise to dynamic loading of the mining openings. A description is given of the source and damage mechanisms associated with such seismic events, and the possible demands placed on the rock support by the resulting dynamic loading. In addition, production level drifts are often subjected to large static deformations during mining. Appropriate support, able to sustain large static deformations, and capable of absorbing the energy released during dynamic loading, is described. The performance of these support types has been determined by means of large-scale dynamic loading tests, and large deformation static laboratory tests. Finally, a support system which is considered to be appropriate for extraction drifts in block cave layouts subjected to dynamic loading is described.

In the Mesel sediment-hosted disseminated gold deposit, the spatial distribution of hydrothermal alteration is controlled by steeply dipping faults and shallowly dipping lithologies. Hydrothermal alteration of carbonate rock is characterised by decalcification, dolomitisation and silicification. Intense argillic alteration occurs in a laccolithic andesite intrusion adjacent to decalcified and silicified carbonate units. Sulphide minerals (pyrite, realgar, orpiment, stibnite and cinnabar) accompany hydrothermal alteration and precious metal mineralisation. The trace elements Ag, As, Sb and Hg are zoned spatially throughout the deposit. Mesel contains a mineable gold reserve of 7.8 million tonnes at 7.3 g/t Au. Gold mineralisation is preferentially localised in carbonate rocks adjacent to and beneath the andesite intrusion. The ore body consists of a central, near-vertical, high grade "feeder" system flanked by tabular, inward dipping, moderate grade "ouflow" zones. Mineralisation is controlled predominantly by two steeply dipping faults with high grade (>10 g/t) gold zones centred about structural intersections and fault splays. At the East Sullivan site, wood wastes covering the abandoned mine tailings impoundment prevent sulfide oxidation by creating an anoxic environment. The addition of coarse ligneous wastes and their high permeability favour infiltration, resulting in a water table rise that maintains most tailings under water saturation and thus provides an additional protection against sulfide oxidation. Moreover, high infiltration allows a more rapid flushing of acid prone groundwater generated prior to the cover placement, which could cause acid mine drainage over a long period of time. Finally, the pore-waters under the cover are characterised by a strong reducing potential, high alkalinity, and near neutral pHs. These conditions favour sulfate reduction and base metal precipitation as sulfides and as carbonates. Pore-water composition monitored from 1992 to 1998 showed a significant Fe2+ decrease, following cover placement. Thereafter, the restoration strategy capitalised on the alkaline and reductive properties of the waters underlying the wood-waste cover. An original treatment of acid effluents, based on the recirculation of water discharging around the impoundment through the organic cover, was implemented. In 2002, the recirculated water from May to October had a mean pumping rate of 240 m3/h, for a total volume of 800 000 m3. Data gathered near the dispersal zone from 2000 to 2002 show that despite the recirculation of acid water (pH ÿ3), the pH decreases by only one unit from 7 to 6, during the recirculation period, ie from May to November. However, alkalinity decreases from 800 to 100 mg/L-CaCO3. Despite this decrease, the alkalinity is back up to 800 mg/L-CaCO3 the following May, thanks to sulfate reduction. From 2000 to 2002, Fe2+ concentration in the pore waters near the dispersal zone is maintained below 2 mg/L. Evolution of surface water quality suggests that the contaminated groundwater flush is completed in the north and north-west area of the impoundment; the east sector is under recovery, while the south sector remains the most problematic. A wood-waste cover, besides limiting sulfide oxidation, can fill the role of alkaline reducing barrier for the treatment of these acidogenic waters, until a balance between acidity and alkalinity in the effluent is reached.
