This paper describes the development of a Computer Aided Design and Drafting based mine planning system in the State Electricity Com- mission of Victoria. The system combines a commercially available CADD system with a commercially available mining/geological package. The methodology used in the establishment of the combined system, the fea- tures of the system and the current status of development are discussed.

The Professional Standards Act responds to the growing problem of professional liability by introducing a mechanism whereby professional associations can have schemes approved. Those schemes include a cap on liability; a requirement for compulsory insurance; the development of risk management strategies; and the establishment of a complaints and disciplinary system. The Act is also designed to support and develop the concept of self-regulation by the members of occupational associations who provide services to the community by providing them with those tools. It implicitly accepts that self-regulation is preferable to statutory regulation and that self-regulation serves the interest of the community and of the providers of services. The Act arose from a review of professional liability commenced in 1988. The Attorney General's Department produced an Issues Paper, released in September 1989, which outlined in detail the extent of the problem. This was widely circulated and an extensive number of comment were received.

The West Australian Government hold an annual ‘Mines Safety Roadshow’ around the State’s regions and the capital city, Perth. Each year presenters provide an update on legislation and safetyrelated themes. A recurring theme is the mining industry fatality rate. Professor Michael Quinlan’s ‘Ten Pathways to Death and Disaster’ (Quinlan, 2014) has been referenced regularly to assist in structuring workshops and conversations concerning fatality prevention in the mining industry. The ‘Ten Pathways’ are the outcome of an analysis of fatal injuries in the mining industry, which identified a series of common themes to the fatalities: Pathway 1: Design, engineering, technical and maintenance flaws. Pathway 2: Prior warnings or causes for alarm ignored. Pathway 3: Failures in risk assessment. Pathway 4: Failures in management systems and hazard management plans. Pathway 5: Failures in auditing. Pathway 6: Economic pressures compromising safety. Pathway 7: Failures in regulatory oversight and inspection. Pathway 8: Worker and others expressing concern prior to the incident. Pathway 9: Poor management – worker communication and trust. Pathway 10: Emergency and rescue resources and procedures. To determine a fatality risk profile we asked participants at the Mines Safety Roadshows to indicate their perception of their employer’s performance in each of the Ten Pathways. We administered the questionnaire at the Mines Safety Roadshows in 2017, 2018, 2019 and 2023. In this paper, we report on the results of the questionnaires, and suggest how organisations can improve their fatality risk score.

Newcrest’s Cadia concentrator operated from 1998 to 2012 with a traditional SABC grinding circuit treating Cadia open pit ore. The Cadia comminution circuit was well characterised through surveys and data that are available in the public domain, and became a benchmark standard for the industry and practitioners modelling large SAG mill based circuits. In 2012, the HPGR-based crushing circuit was introduced in front of the SAG mill to increase throughput when treating the Cadia East ore that was derived from an underground block cave. This ore was expected to be more competent and have a coarser run-of-mine size distribution.Numerous previous papers have described the design and commissioning of the Cadia HPGR-based circuit.This paper describes the improvement in comminution energy consumption resulting from the introduction of the HPGR, including identifying the impact of process complexity and an increase in ancillary energy consumption for conveyors, screening, and crushing.CITATION:Lane, G S, Seppelt, J and Wang, E, 2018. This study demonstrates the application of HyLogging™ technologies for mineralogical characterisation of different iron ore types throughout the Hamersley Province (Western Australia), including a channel iron deposit (Murchison Metals Ltd) and bedded iron deposits in the Brockman and Marra Mamba Iron Formations (BHP Billiton Ltd).Drill core from these deposits was analysed using CSIRO’s hyperspectral drill core logging systems (HyLogging systems), which are commercially available at the AMDEL and AMMTEC laboratories in Perth (Western Australia), through a leasing agreement. These HyLogging systems provide high resolution photographs at 0.1 mm pixel resolution as well as visible and infrared spectroscopic refl ectance data at 1 cm spatial resolution. The minerals identified include haematite, goethite and its subtypes (ie vitreous and ochreous goethite), AlOH-clays (kaolinite, Al-smectite and white mica), carbonates, gibbsite, chlorite, amphibole and hydrated silica as well as water content. The abundance and composition of these minerals was established from the spectral data and was validated against XRF analyses.The full potential of HyLogging systems in the iron ore industry is only starting to be unveiled, but some major benefits have already been demonstrated:• HyLogging systems can delineate different ore zones by mapping the vitreous and ochreous goethites. This has a potentially large impact in mine planning and operations, as hard, vitreous goethite and soft, powdery, ochreous goethite have different processing characteristics that can affect plant throughput if not carefully managed.• HyLogging mineralogy can also be used to support stratigraphic interpretations of the host, for example in subdividing the Dales Gorge 1 - 4 submembers of the Brockman Iron Formation.• HyLogging can have a potentially signifi cant impact on waste rock characterisation, as many of the waste materials can be identifi ed and quantifi ed with hyperspectral data (eg clay-type,• hydration state).• HyLogging can provide accurate three-dimensional (3D) mineralogy to iron ore companies that will empower them to improve future exploration and resource planning.• Application of high resolution photography to further improve ore deposit domaining is also to be considered.

Can mining promote sustainable development? What is sustainable development? Is sustainable development good for corporate sustainability? Does it work in practice? If so, is it good for business? This paper does not seek to provide definitive answers to these issues. Rather, it is presented in the interests of sharing information and contributing to the pool of collective experience. The discussion will draw on the experience of Placer Dome in Papua New Guinea (PNG). Sustainable development means development that is maintained at a steady level without exhausting natural resources or causing ecological disturbance. The term æsustainable developmentÆ is often linked to the concept of ecological equilibrium, development that is self-replenishing. While its essential meaning remains the same, in practice, and for todayÆs complex and industrial world, different people will interpret sustainable development in different ways. Given the dynamics of development and the competing social, political and economic interests, sustainable development must be seen from a much broader perspective. This is the point that this paper will attempt to make. Mining, an activity that uses non-renewable resources, can promote sustainable development. The 1987 Brundtland Report (also known as the Report of the World Commission on Environment and Development), defines sustainable development in a broader manner - as development that meets the needs of the present world without compromising the ability of future generations to meet their own needs (Elkington, 1997). This definition calls for inter-generational equity in the development and use of resources by many organisations, including multinational corporations. Corporate sustainability, on the other hand, is about developing strategies that guide a corporation to stay alive and, more importantly, to stay ahead of its competitors. It is basically about survival in a competitive social and commercial environment. In a corporate world, profitability is survival. In this context, corporate profitability, the main ingredient of corporate sustainability, is important for sustainable development. Without profits, corporations will find it difficult to practice sustainable development or indeed any development. Sustainable development can integrate mining activities with the rest of the community, add value and, in the long-term, profits to the bottom-line. Ultimately, sustainability will force corporations to adopt strategies based on a longer time scale to survive. In the mining sector, corporate sustainability depends on a close relationship with all stakeholders, particularly landowners for whom sustainable development is critically important. Increasingly, there is an acceptance of the view that success is not achieved simply through competition in price, cost and technology but, more importantly, through creating social infrastructure which support community ethics, norms and values essential for trust and partnership. Needless to say, mining companies that engage in appropriate community-based development in support of inter-generational justice recognise the true value of sustainability. This is sometimes called the æhuman sustainability approachÆ which underlines the critical significance of trust in relationships with stakeholders and continuous improvement of corporate capabilities directed towards the future (Dunphy and Griffiths, 1998). In the long-term, such development will enhance corporate public image and acceptability. In practice, both concepts can be built on the principles of economic viability, environmental quality and social justice -what, in todayÆs parlance, is increasingly becoming known as the ætriple-bottom-lineÆ approach to business (Elkington, 1997). Underpinning this approach is a process of continuing dialogue and co-operation between governments, non-government organisations (NGOs) and business.

In order to shorten the time taken to com- plete shield tunnel excavation work, reduce labor costs and to improve safety, an automatic assembly robot system for the segments used has been developed. It was developed in the three years from 1982 until 1984. An experimental assembly system for concrete segments (outer diameter:.3.55m) has been thoroughly tested to confirm that these segments can be fed and assembled automatically (Fig. 1, 2). This report outlines the robot which will be put into practical use in the near future. The robot senses the position of already assem- bled segments by means of position sensors, controls the position and the attitude of the segment to be assembled to allow bolt hole positioning, and completes the automatic assembly of a se;nent by automatically tighten- ing bolts. The six segments which make up one ring can be automatically assembled in about 25 minutes.

In blasting, a few or many cracks are driven from the borehole into the rock. But what causes the cracks? The most common theory of breakage consists of two stages; first the shock wave causes radial cracks to form around the hole then the gases penetrate into the cracks, and widen them and make them longer. Another theory presented by Brinkmann suggests that the back damage is primarily controlled by shock and that the gas penetration is the mechanism controlling breakout of the burden. He did his experimental work using blasthole liners. Recent research at SveBeFo has examined this matter further. In a quarry a number of benching holes have been blasted simultaneously. In some of these holes tubular Swellex bolts were inflated and decoupled charges put inside the tubes without stemming. Other holes were identically charged but without the lining. Finally some holes were also stemmed. After blasting the cracks in the remaining rock were studied. There was no difference in crack lengths between holes charged normally (no stemming) and holes where the charges were inside the bolts. On the other hand when stemming was used, the crack lengths increased for some explosives but remained the same for an emulsion explosive. In another set up blasted granite blocks were charged in the same way as above. Then we could also measure the bore hole pressure. The pressure gauge consists of a small carbon resistor inside a steel cylinder. It is called LHM (Location-fixed Hydrodynamic Measuring Cup) and is placed at the bottom of the hole. A smaller exit hole from the bottom is drilled for the cables. The paper presents the technique and the results obtained from both the quarry blasting and the blasting of the blocks.

The Hishikari gold deposit, discovered by the Metal Mining Agency of Japan, has become a giant class epithermal gold deposit with the highest grade of gold yet recorded in the world through detailed exploration and development by the Sumitomo Metal Mining Co., Ltd. The exploration strategy involved a regional approach combining geological and gravity surveys over a 900 km2 area which had historically produced over 120 t of gold. These surveys were carried out to grasp the common geologic features of epithermal gold deposits in the survey area. A genetic model for epithermal gold deposits in the area under regional survey was also considered based on detailed research of the Kushikino epithermal gold deposit which was in operation at that time. This model was applied to the targeted areas, and important relationships between mineralization, host lithology, intensive propylitic alteration and gravity highs became apparent. The Hishikari block was selected in this way and bonanza gold was discovered during drilling. Since the development of the Hishikari mine, information useful for further exploration for the same type of deposit has been accumulated.

Following the Paris Agreement adopted in 2015 and the SDGs, reduction of CO2 emissions has been taken up as an issue worldwide, and the steel industry, which has a particularly large emission, is required to significantly reduce it. Most of the CO2 generated in the steel industry is generated from the ironmaking process, due to the use of coke and its raw material coal in the ironmaking process. JFE Steel Corporation has been considering the use of hydrocarbon-based gaseous fuels and liquid fuels as a partial alternative to coke breeze used in the sintering process since 2006, immediately after the Kyoto Protocol came into effect in 2005. In a laboratory study, a pot test was used to investigate the effect of the type of fuel, its amount and its injection method on the heat pattern in sinter bed. As a result, the authors developed a technology, in which a predetermined amount of gas fuel or liquid fuel was injected from the surface of sintering bed to extend the holding time of 1200°C or higher at which liquid phase sintering occurs in the layer, to improve the sinter strength while reducing the amount of coke breeze. The authors succeeded in putting this technology to practical use using hydrocarbon-based gas fuel in 2009 and achieved a maximum annual reduction of 60 000 tons of CO2 per sintering machine. In this report, the authors introduce the results of laboratory studies on the use of various energy sources, the practical application of the technology for injecting hydrocarbon-based gaseous fuel into the sintering machine, and the operational results.

This paper describes how water is being planned, managed and used in Queensland as both a precious natural resource, vital for healthy ecosystems, and as a valuable tradeable commodity, necessary to secure economic prosperity. Queensland has been progressively implementing a planned package of water industry improvements agreed by the Council of Australia Governments in 1994. The Water Act 2000 provides the legislative basis for implementing the COAG water reform framework in Queensland and sets out statutory water planning processes. A Water Resource Plan (WRP) is a strategic document that specifies water sharing and environmental flow outcomes across a whole catchment over a period of up to ten years. A Resource Operations Plan (ROP) sets out the details of implementing a WRP, including environmental flow rules, establishment of tradeable water allocations that are separate from land, rules for water trading, rules for operating water infrastructure, arrangements for the release of any unallocated water identified in the WRP, and requirements for monitoring and reporting. Water Resource Planning and Resource Operations Planning are progressing in priority catchments and aquifers across the State. Ways to obtain a water entitlement now depend on whether a WRP and/or a ROP exist in a particular catchment. Water trading provides for the buying and selling of water entitlements on a permanent basis where permitted under a ROP. Details of tradeable water allocations are securely registered on the Water Allocations Register, which is similar to a land titles register. Leasing and temporary transfers of water entitlements are also possible. Water brokers are emerging to facilitate water trading which aims to improve water use efficiency and move water to higher value uses. Queensland is leading the way in the implementation of the COAG water reform framework and the pursuit of sustainable water resource management. The StateÆs progress in this regard is increasing certainty for water users, while ensuring that considerations of equity amongst existing and future users and amongst various uses, as well as considerations of ecological sustainability and the wider community, are all taken into account. The mining sector stands to benefit substantially from these new approaches to planning, managing and using this precious resource.

The appropriate design of liners continues to be an issue on many mills worldwide. Loss of milling capacity especially at liner change, uneven wear lives along the mill, substantial scrap on worn liners, excess mill down-time, undesirably short and unreliable wear lives are all common issues. This paper presents a designed approach to liner optimisation that follows a logical path of initial design and step-wise improvements based on liner wear monitoring. The target is to have a good liner design from start-up, then tune the profiles, heights and thicknesses based on wear monitoring. This is conducted as a team of liner specialist, site personnel and liner supplier. The application to the Pustynnoye SAG mill of JSC Altynalmas in Kazakhstan is presented. In order to utilise the powerful thermodynamic databases for process simulations, a concept called Effective Equilibrium Reaction Zone (EERZ) was introduced to couple thermodynamic database calculations and reaction kinetics. Using the EERZ concept, many process simulation models for steelmaking processes have been developed within the FactSage steelmaking consortium. After validation of the simulation results by comparing with plant data, the simulation models have been applied to improve plant operations. Several success stories of the improvement of real steelmaking operations are shared. A new user-friendly FactProSim software developed for building process simulations is introduced.

A study has been made of the geochemistry of the Ronneburg mine district as input to the overall management strategy for the rehabilitation of the mine site. The study drew on the geological data and information store developed over the 40 years of mineral exploration and mining at Ronneburg, and on chemical data from the literature which described the chemical processes of weathering, oxidation, dissolution and precipitation of minerals. The geochemical processes were divided into three groups based on their rate of reaction. Fast processes were assumed to proceed to equilibrium and were modelled using equilibrium chemistry equations; slow processes were assumed to be proceeding at a quasi-steady state rate and were modelled using chemical rate equations; very slow processes were assumed to have no role in describing the geochemistry for rehabilitation purposes.

"There is a tendency to treat mine roadways with fan installations as leak proof systems. Morecomplex ventilation arrangements are being installed in coal mines out of necessity or designand these can introduce additional hazards. This paper explores the leakage paths that can existaround fans and in particular the hazards these leakage paths may generate around undergroundfan installations. The behaviour or these leakage paths in the event of a fan failure has also beenexplored. Early detection of spontaneous combustion is essential, so understanding the leakage behaviour around fans especially boosters or main fans installed underground will assist in sett ing up monitoring locations in the correct places. If this behaviour is not fully understood then monitoring may be placed incorrectly, or trends may not be picked up until it is too late."

Computers are playing an increasing role in the management of technical data in mines. Companies are re-assessing the role of their data processing departments as users demand computer resources in non-accounting areas. Data of all kinds is now being seen as a, company resource, and the role of computing professionals is to help to manage the data flow, not merely to manage computers. The concept of distributed data bases puts the responsibility for data entry, editing and updating with the user. This challenges conservative views of centralized control of computing, suggesting, instead, centralized co-ordination. A survey of the possible applications of computers in technical areas points up the special requirements of handling raw, processed and consolidated technical data. Technical data bases have become flexible as mini- computer hardware and software have rapidly developed. Management has the ultimate responsibility for efficiently administering corporate data bases, and it must ensure suitable policies are developed for this purpose, with enough flexibility to cope with the impact of fast changing technology.

In 2010 a store and release cover (the cover) was constructed on the south waste rock dump (SWRD) at Century mine. This also included aerial seeding of province native trees and shrub seeds. The purpose of the cover is to reduce percolation into the potentially acid-forming (PAF) waste rock by maintaining a compacted reduced permeability layer (RPL) at near-saturated conditions. This is achieved by overlaying the RPL with a 1.5 to 2 m thickness of soil-mulch. The soil-mulch has a hummocky final surface that captures rainfall, so it does not runoff, allowing it in part to infiltrate, with excess water removed by evaporation and transpiration. The RPL is the trafficked surface of the SWRD.The unsaturated behaviour of the cover is being monitored by instrumentation including volumetric water content and matric suction sensors and a weather station capable of estimating evapotranspiration. The instrumentation allows for direct measurement of infiltration into the cover, storage of rainfall, percolation through the base of the cover and in situ soil water characteristic curves (SWCC).The key functions used to describe the unsaturated behaviour of the cover materials is the SWCC and the unsaturated hydraulic conductivity function. The SWCC is a plot of soil water versus soil suction. It provides the loci of moisture states of a soil from the saturated to the dry state.The paper presents the results of five years of monitoring. It shows that total infiltration into the top of the SWRD was about 1.6 – 3.7% of cumulative rainfall over five years, with most of the infiltration going into storage within the cover. Runoff from the top of the dump is not allowed therefore, the remaining 95% of the total rainfall was lost to evaporation or as lateral flow when infiltration reached the RPL. The paper presents some simple analyses of the wetting by rainfall infiltration of the cover, leading to breakthrough at the base. "An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Fozichong deposit – located in the south-western segment of the giant Qinhang metallogenic belt, South China – is a large-sized lead-zinc polymetallic deposit. This deposit contains two main ore districts, termed as the Guyi ore district in the north and the Hesan ore district in the south respectively. We present an integrated data set on sulfide minerals, fluid inclusions and stable isotope (H-O-S-Pb) geochemistry to better understand the features and genesis of the Fozichong deposit.Field and paragenetic relationships indicate three mineralisation stages forming the early (Po+Sp+Gn+Ccp+Py+Di+Ep+Qtz), middle (Sp+Gn+Ccp+Py+Ep+Chl+Qtz) and late (Gn+Sp+Py+Qtz+Cal) sulfide assemblages respectively. Mineral chemistry – particularly S/Fe and Co/Ni ratios in pyrite, Zn/Fe, Zn/Mn and Zn/Cd ratios in sphalerite and Pb/Ag ratios in galena – indicates a magmatic association for the sulfide minerals.Quartz and calcite coexisting with the sulfide minerals of various stages host abundant fluid inclusions. Quartz in the early stage contains two- or three-phase CO2-H2O and liquid-rich aqueous inclusions, which have homogenisation temperatures of 162~365°C and salinities of 2.9~17.8 wt per cent NaClequiv, whereas quartz and calcite from the middle and late stages are dominated by two-phase, liquid-rich aqueous inclusions that have slightly lower homogenisation temperatures (153°C~320°C) and much lower salinities (1.0~6.0 wt per cent NaClequiv). Hydrogen isotopes (dD = -59‰~-41‰), analysed using fluid inclusion waters from quartz and calculated oxygen isotopes (d18OH2O = -5.47‰~4.00‰) for the equilibrated ore fluids, indicate that the ore-forming fluids may have been sourced from magma and mixed with groundwater in the late stages. Sulfide minerals have d34S values of 2.3‰~4.3‰, consistent with a magmatic-derived source for sulfur. Lead isotopes (206Pb/204Pb = 18.592~18.794, 207Pb/204Pb = 15.648~15.864, 208Pb/204Pb = 38.909~39.580) confirm that lead and, by inference, zinc were mainly derived from magmatic rocks, with subordinate contributions from sedimentary rocks.Various lines of evidence support that the formation of the Fozichong deposit has close genetic association with the granite porphyry intruded in the late Yanshanian period (106 Ma), and it can be classified as a magmatic hydrothermal type lead-zinc deposit. The process of desilverising by fractional crystallisation with reflux was investigated through laboratory batch tests and continuous laboratory bench scale tests at CSIRO Clayton, to a 300 kg/hr pilot plant at Port Pine. The pilot plant built at BHAS comprised a vertical cylindrical refining column with internal diameter 250 mm and height 3.2 m, attached at the top to an off-set cylindrical stirred crystalliser tank. Crystals were made in the crystalliser by intermittent immersion of steel cold fingers, which were water cooled between immersions. Gas heat was used for melting the crystals at the base of the column and for side compensation heating. A computerised in strumentation system was employed for data logging and for controlling some critical plant operations. A mechanical device was first employed to promote counter-current plug flow of crystals down the column against the rising stream of reflux liquid, but this was found to be unsatisfactory owing to excess noise, frequent mechanical failure, and excessive accumulation of dross. Plug flow was finally promoted by pulsing the column. Low silver levels, less than 1 gitonne, were achieved with both methods of crystal transport under total reflux conditions. The pulsed column gave results for silver and bismuth which agreed with the theoretical predictions of a computer model, but there was some selective drossing of antimony. In the mechanically agitated column, excessive drossing promoted selective removal of most of the antimony and some of the bismuth, and the results after extended operation were well removed from the theoretical predictions. Plant failures and operating problems prevented the achievement of satisfactory product quality with the necessary reliability under production conditions. Other priorities necessitated the termination of the project before the process could be optimised.

The Karara Mine concentrator commenced operation in November 2012 to produce high-grade magnetite concentrate. The circuit consists of three stages of comminution plus magnetic separation at each stage for early gangue rejection. High-Pressure Grinding Rolls (HPGRs) are used for fine crushing, followed by ball mills and TowerMills in secondary and fine grinding duties respectively. In recent times, the plant throughput rate has had to exceed design by 18% to maintain the targeted concentrate productivity. Meanwhile, the ore hardness has increased by 25% to 15 kWh/t, leading to changes in the circuit operation and design. These changes led to coarser and harder feed to the TowerMill circuit that affects the subsequent separation processes. Nippon Eirich (the TowerMill manufacturer) has partnered with Karara Mining Limited (Karara) to optimise the TowerMill circuit operation to achieve a circuit product with an 80% passing (P80) of 35 µm. Several activities, including a TowerMill circuit audit and performance evaluation, multi-component analysis, modelling and simulation, were carried out as part of the optimisation exercise. The circuit audit results revealed that the TowerMill circuit feed size F80 had increased and ranged from 67–75 µm. The circuit product P80 ranged between 42–55 µm. The average circuit specific energy was 3.4 kWh/t. Moreover, the differences in density between magnetite and gangue minerals had affected the hydrocyclone performance where the efficiency curve exhibits coarse end deflection indicating that low-density coarse material was bypassing to the overflow stream. A multi-component analysis was carried out to further investigate the coarse end deflection of the hydrocyclone efficiency curve. The analysis showed that the magnetite and gangue minerals had different cut sizes of 32 and 64 µm respectively. Furthermore, 33% of the magnetite (below 35 µm) was being recycled back to the mill due to the density effect. Based on these findings, several recommendations for process improvement were identified and implemented including:• converting to a bottom feeding configuration to improve the grinding efficiency in the mill• additional grinding power in the fine grinding duty to compensate for the increase in plant throughput and ore hardness• improved classification efficiency by converting to smaller size hydrocyclones. Simulation studies carried out to evaluate the impact of these implementations had indicated that a P80 close to 35 µm with a steeper size distribution could be achieved by using the bottom feed configuration with additional grinding power. The TowerMill circuit was converted to bottom feed configuration and the performance was evaluated. The operating work index, size specific energy and circulating load were 30% lower than the top feed configuration, indicating that the bottom feed configuration had a higher grinding efficiency. This paper discusses the outcome of the circuit audit, multicomponent analysis, circuit simulations, improvement strategies and quantification of the improvements.
