Currently all engineering schools face a common problem, an ever expanding technological base which must be presented to students within a fixed time period. Traditionally the programmes of study taken by engineering students destined for employment within the mineral industry include formal instruction in aspects of management to an extent greater than that presented in other engineering disciplines. Providing an adequate coverage of an expanding technological base within a fixed time span can lead to a reduction in the time available for 'non-technical' subjects, such as 'management'. This situation calls for periodic review of course contents and allocations of time. Following consultation with an Advisory Committee representing the mineral industry, mining research establishments, and kindred teaching institutions, the University of Melbourne has revised its mining programme. This programme is offered as an example of how aspects of management such as communications, economics, labor

The Johnny Mercer lyrics 'You've got to accentuate the positive, Eliminate the negative, Latch on to the affirmative à' would best sum up the traditional approach to community relations in the mining industry. This '90s 'Public Relations spin' approach, usually backed up by scientific data, technical reports and graphs outlining risk probability and the impact potential on people and communities, is being challenged. Challenged by communities who have greater access to information, demand greater levels of transparency and corporate responsibility of large corporate operations and possess greater awareness of the communities they live in.   The growth of the environmental movement, of anti-globalisation, anti corporatism, apprehension of a large corporate's ability to deal with community issues, and a lack of faith in the abilities of regulators to regulate corporate activities, means our industry faces challenges on multiple fronts. It must now be able to address these from a personal/community perspective if it is to remain relevant within communities.   One of the keys to this is linking the internal activities and responsibilities to the externals concerns and demands for higher levels of operation and care.   This presentation draws on Corporate Public Affairs trends, functions and approaches and the application to External Affairs activities within Newmont Waihi Gold's operations in Waihi and regional exploration activities throughout the Hauraki Goldfields.   The approach presented works on the philosophy that communities don't necessarily have to like what we do, but should be able to identify and recognise the way in which we involve them in decision making, communicate our intentions and respond to issues.

The mining industry seeks to engage with and respond to stakeholders through open consultation processes during the various phases of a mining project (Department of Industry, Tourism and Resources, 2006). Two Australian Coal Association Research Program (ACARP) funded projects conducted in the Bowen Basin coalfields in Central Queensland investigated the use of a stakeholder panel for the evaluation of mine site rehabilitation. The panel members were drawn from the local and regional area, and represented neighbouring landholders, traditional owners, AgForce, local government, conservation groups and non-governmental organisations (NGOs) such as Greening Australia and the Fitzroy Basin Association. The approach of utilising stakeholders to establish rehabilitation criteria was proposed as an alternative to the established practice of assessing rehabilitated areas against a suite of quantitative completion criteria; eg >70 per cent vegetative ground cover or <5 t/ha/a soil loss. The basis of this approach recognises the reality that the definition of completion criteria has proved problematic over the last 40 years with no broad consensus reached on the suite, let alone the metrics; eg the exact cover level that will benchmark acceptance of the mine site rehabilitation.CITATION:Merritt, J L, 2016. The Hilton and George Fisher deposits occur 22 and 24 km north of Mount Isa, NW Qld, Australia respectively. Both deposits occur as deformed Proterozoic, sediment hosted, stratiform orebodies hosting Pb-Zn-Ag (Hilton) and Zn-Pb-Ag (George Fisher) mineralisation. The two deposits are separated by approximately 2 km of strongly faulted barren shales, mudstones and siltstones along strike. Despite this, correlations between the Hilton and George Fisher deposits have previously been assumed on the basis of textural, lithological and geochemical similarities, but previously lacked specific details to prove exact stratigraphic matches.Feasibility drilling allowed broad correlations based on the position of siltstone pillars separating individual orebodies. However the position of continuous potassium-rich, siliceous and cross-fractured tuffaceous marker beds (TMBs) often used as stratigraphic markers within the Hilton Mine were initially unrecognised within the George Fisher stratigraphy where they are erratically silicified and often not cross-fractured resulting in correlations being difficult to prove. As a more detailed knowledge of TMB locations at George Fisher was gained it was possible to look for corresponding TMBs within the Hilton orebodies. Recent underground stope definition drilling at the two locations enabled specific TMBs, stratigraphic units and even individual sedimentary beds to be matched between the two locations, despite the large separation between mines.The correlation between the two deposits has implications for future exploration drilling north of George Fisher. If a specific stratigraphic horizon can be determined within one hole, positioning of further drillholes can be more accurately planned. The significance of having stratigraphic matches between Hilton and George Fisher also has implications for correlations with other Isa Valley deposits. Convincing preliminary TM and stratigraphic correlations have already been made between George Fisher and the Isa Lead Mine 24 km to the south.

The new law on Environmental Protection and Management (Republic of Indonesia Law 32 of 2009) was passed by the Indonesian parliament in September 2009. This law aims to protect Indonesia's rapidly degrading environment by providing tougher provisions for both polluters and law enforcers. In doing so, the law introduces a number of new constraints and potential business risks that will affect all companies in Indonesia, particularly mining companies. Some of the newly introduced concepts follow.   Mining companies will now require an environmental license, issued by the Minister of Environment or local counterparts. This license is a prerequisite for all other business and operational permits. The Minister can revoke the environmental license at any time in case of an environmental incident or dispute. Mining companies may be exposed to additional environmental taxes and bonds besides already existing reclamation and mine closure bonds.   There is an increased risk of environmental lawsuits, due to more stringent controls on one side and greater protection for NGOs on the other side who make claims, false or true, against the company. Company executives and managers can be sued and they will be held accountable if environmental degradation has indeed occurred due to the company's activities.   Companies may face increased liabilities due to a change in the definition of contamination. The new definition is more stringent (and on occasion may prove too stringent to be practical); it also provides little room for flexibility in its application.   As implementing regulations are prepared over the coming two to three years, mining companies will need to adjust to the new law. A proactive approach is needed to minimise risk. Recommended actions include: upgrading existing environmental impact assessments to a higher standard; conducting baseline studies and thoroughly documenting environmental conditions on a regular basis; closely tracking regulatory changes, especially the forthcoming implementing regulations on the new environmental law; and regularly engaging key government and community stakeholders on environmental issues.

The Halmahera Contract of Work is a sixth generation contract held 82.5 per cent by Newcrest Mining Limited and 17.5 per cent by PT Aneka Tambang and takes in the Gosowong Project area. In 1991 Newcrest Mining Limited established a small exploration office in Jakarta and proceeded to seek exploration opportunities. The Halmahera area was identified as a substantial prospective ground position in a relatively unexplored area. In late-1991 Newcrest Mining Limited and PT Aneka Tambang agreed to explore in Halmahera. Initial field work commenced in July 1992. A vigorous ground reconnaissance programme led to the discovery of the Gosowong deposit a little over 12 months later in September 1993. In April 1997 the Contract of Work was approved covering much of the island of Halmahera. Between September 1997 and November 1998 activities were directed principally towards obtaining the necessary permits required to commence construction activities. Some particularly ambitious targets were set for achieving this outcome. An aggressive construction programme commenced in late-1998. Construction took place during a period of unseasonally high rainfall, which in itself presented additional challenges to the construction team. A key milestone for the project was achieved on 1 July 1999 when wet commissioning of the process plant commenced. Construction of the Gosowong Mine was achieved on time and within budget. A period of some six years elapsed from the initial discovery of the Gosowong deposit to the time of the first gold pour. Much of the permitting, construction and commissioning activity took place between September 1997 and July 1999. This coincided with a period of significant social, economic and political upheaval in Indonesia. During the construction period a high level of importance was placed on the structured recruitment and training of local people, as well as fostering appropriate community and local business development programmes in the communities nearby the project. Emphasis was also placed on environmental management with detailed long-term planning and progressive rehabilitation commencing during the construction phase. The permitting and subsequent development of the Gosowong Project has demonstrated that even during the difficult times, with commitment, it is possible for mining and exploration companies to conduct business in Indonesia.

The installation of the Flotation Capacity Project flow sheet in the copper concentrator at Mount Isa Mines Limited has recently been completed. The project involved increasing the flotation capacity with Wemco tank cells and Jameson cells as well as changing the copper cleaner circuit layout. The engineering design and construction for the brownfield expansion had significant involvement from operational, maintenance and technical personnel adopting the same approach as the highly successful George Fisher project in the Lead/Zinc Concentrator at MIM. The involvement of people familiar with the concentrator allowed for smooth integration of the changes into an operating concentrator with minimal downtime. Detailed circuit analysis over many years identified opportunities for improvements in the flotation circuit for both grade and recovery. This paper describes the program of work that led to the Copper Concentrator Flotation Capacity Project, and the implementation of the circuit expansion and flow sheet changes that resulted in an overall improvement in the circuit recovery.

Separation of leach residue suspended solids from pregnant liquor solution is an important step in hydrometallurgy flowsheets. Alternative flowsheet options are counter-current decantation (CCD) thickeners or counter current washing (CCW) horizontal belt vacuum filters. Extensive sedimentation and vacuum filtration simulations have been completed by FLSmidth on leach discharge slurries to indentify equipment capacity and performance. These data were used to compare Capex and Opex for CCD versus CCW alternatives. In addition, Capex and Opex for large horizontal belt vacuum filters with filtration areas greater than 250m2 are compared to current state of the art sizes of 150m2. This paper presents this information and discusses various advantages and disadvantages.

Iron Road Limited (IRD) is currently developing the Central Eyre Iron Project (CEIP) at Warramboo on the Eyre Peninsula, South Australia. The project consists of a 30 year open pit mine, magnetite processing facilities, standard-gauge railway and deep water, Cape class capable port. Major South Australian government approvals have been received and funding arrangements confirmed.The 4.5 Bt Mineral Resource (3.7 Bt Ore Reserve), the largest in Australia and among the largest globally, is to be mined to produce 24 Mt/a high-grade, 67 per cent Fe, magnetite concentrate. This in-demand, premium product has a P80 of ~100 µm, suitable for both direct sinter feed and an additive in pelletising.The extensively drilled, homogeneous orebody is unique in both geology and mineralogy; only averaging 15 per cent Fe yet coarse-grained with almost negligible phosphorus and sulfur content. This has allowed significant opportunities to tailor the mining method to the orebody, utilising both optimised blasting as first stage comminution, as well as in-pit crushing and conveying (IPCC) to reduce the heavy haulage diesel fleet and optimise the pit shell.Approximately 1 Mt/d of total material, ore and waste, is required to be moved from the pit daily, introducing materials handling challenges, overcome by a flexible IPCC set-up, multiple overland conveyors and an exacting mine plan. Non-conventional waste and tailings storage is utilised to allow for significant water savings, progressive rehabilitation and minimisation of land impact.The processing facilities utilise both the magnetic and density properties of the magnetite to beneficiate the ore. The coarse-grained nature of the ore is exploited to minimise comminution yet still liberate a high quality product. Utilisation of modular construction methods allows risk reduction during construction and reduced pumping requirements during operation.This paper highlights the uniqueness of the CEIP, with focus on the mineralisation of the orebody, and the beneficial impacts this has on both the proposed mining method and processing. The Murray Basin is being heralded as the next major mineral sands province in Australia. Already exploration programs have delineated extensive commercial deposits and several companies are progressing with plans to produce zircon, rutile and ilmenite in the Basin. As these deposits are developed consideration will need to be given to several key issues of the Murray Darling Basin; the availability of fresh water and management of salinity in the area being two of them. In this paper ideas being developed in CSIRO that link the processing of mineral sands with the salinity problem in the Basin are presented. The proposal presented here is to process saline water to produce industrial minerals with large volume applications and to produce value-added products from the mineral sands in the Basin using reagents produced from the saline waters. Processes to produce titania pigment and zirconia consume chlorine, caustic soda, soda ash and hydrochloric acid, all derivatives of salt (sodium chloride). There may be a good economic incentive if these processing plants were located in the close vicinity of each other.

Commonwealth of Australia (2016) defines rehabilitation as comprising “the design and construction of landforms as well as the establishment of sustainable ecosystems or alternative vegetation, depending upon the desired post-operational land use”. For open cut coal mines in Queensland and New South Wales, the question of how to apply this intent to pits at mine closure is repeated for hundreds of individual pits. In EISs, closure plans and public discussion, assorted treatments are proposed to rehabilitate pits. While some aspects of final voids have been intensively studied, there is little guidance on how to choose a final void treatment option that delivers the optimal outcome against rehabilitation goals. For example, in the Bowen Basin and Hunter Valley commonly proposed rehabilitation actions include reducing the angles of pit walls; however, with few voids successfully rehabilitated to date there is limited understanding of what different wall slopes will achieve.CITATION:Henderson, S and Hocking, A, 2018. This paper presents a new risk assessment tool for coal mine excavated slopes. This new empirical-statistical Slope Stability Assessment Methodology (SSAM) is intended for use by geotechnical engineers at both the design review and operational stages of a mine’s life to categorise the risk of an excavated coal mine slope. A likelihood of failure is determined using a new slope stability classification system for excavated coal mine slopes developed using a database of 119 intact and failed case studies sourced from open cut coal mines in Australia. Consequence of failure is based on slope height and stand-off distance at the toe of the excavated slope. Results are presented in a new risk matrix, with slope risk being divided into low, medium and high categories. The SSAM is put forward as a new risk assessment tool to assess the potential for, and consequence of, excavated coal mine slope failure. Unlike existing classification systems, assumptions about the likely failure mode or mechanism are not required. Instead, the SSAM applies an approach which compares the conditions present within the excavated slope face, with the known past performance of slopes with similar geotechnical and geometrical conditions, to estimate the slope’s propensity for failure. The SSAM is novel in that it considers the depositional history of strata in an excavated slope and how this sequence affects slope stability. It is further novel in that it does not require explicit measurements of intact rock, rock mass and/or defect strength to rapidly calculate a slope’s likelihood of failure and overall risk. Ratings can be determined entirely from visual observations of the excavated slope face. The new SSAM is designed to be used in conjunction with existing slope stability assessment tools. When attempting to understand potential regional or community socio-economic changes that resource-extraction industries may produce, it is important to analyse the channels that promote these changes. In this study, we propose a conceptual framework to better understand how socio-economic effects are likely to emerge in regions impacted by mining. The framework considers three levels of hierarchical effects (Measham, Fleming and Schandl, 2016).In the first level, the resource-extraction industry causes four direct initial impacts on nearby communities: labour demand shock (mining employment generation), income generation (compensation to landowners and higher wages), environmental consequences and land tenure/Aboriginal issues and an increase in local tax revenues.The second level is shaped by the subsequent population increase (given by immigration of permanent or temporary residents) produced by the new levels of employment and income that resource windfalls can generate in resource-extraction regions. These increases in employment, income and population become the source for a rise in the demand for local (and non-local) goods and services.Finally, the third level is given by boomtown-like and other socio-economic effects generated from the initial effects.CITATION:Measham, T G and Fleming, D A, 2016. The Northern Baikal Ni-Cu province is located in Buryatia, south-east Siberia, and geologically is part of the Baikal-Muya volcano-plutonic belt. It is known for numerous PGE-Ni-Cu-bearing mafic-ultramafic intrusions of Neoproterozoic age formed in various geodynamic settings. All these deposits can be regarded as a single Ni-Cu ore cluster located near the Kholodninskoe Pb-Zn deposit, which is ready for mining. In addition, there are less studied, small dyke-like bodies with sulfide mineralisation that formed in a rift setting and may be enriched in Ni, Cu and PGE. Individually, the known bodies are of poor commercial value by their resources, but their close spatial association (<30 km) may make these PGE-Ni-Cu deposits economic in the future. This extended abstract seeks to provide a geological framework of the North Baikal Ni-Cu-PGE province, specifically at the north-eastern Synnyr rift hosting numerous small subvolcanic bodies with Ni-Cu sulfide mineralisation. Organisations’ incident classification processes are plagued by the overclassification of events, often leading to excessive workloads and suboptimal outcomes. This presentation addresses the pressing need to rethink how incidents are classified to maximise organisational learning and minimise systemic risk. A major issue in the current incident classification landscape is the tendency to classify events at high levels, overwhelming organisations with investigations they cannot efficiently handle. This results in inadequate risk reduction and learning opportunities. The link between injury classification and investigation methods further compounds these problems, creating unnecessary administrative clutter. Challenging the misconception that every event, no matter how minor, requires a comprehensive investigation, this presentation advocates for a shift in perspective. The key recommendation is to decouple injury classification and risk matrices from the decision-making process regarding what and how to investigate. Instead, the emphasis should be placed on identifying opportunities for organisational learning and risk reduction. Organisations can streamline their incident management processes by adopting a more pragmatic approach that aligns incident classification with the organisation’s investigation capacity. This transformation focuses on achieving meaningful outcomes, enhancing safety and improving performance. This presentation provides an innovative process for organisations to revamp their incident classification practices, enabling them to harness the full potential of incident data for learning and risk mitigation. It highlights the importance of aligning incident classification with the opportunity for organisational learning, ultimately leading to more effective incident management and enhanced safety outcomes.

"The phased application of statistical process control (SPC) infers that processes are classifiable as pre-SPC (or phase zero), phase I and phase II processes, with different objectives being pursued in the different phases. Phase zero processes, defined as processes affected by assignable causes of variation, are characterised as follows: out-of-control with unknown autocorrelation structure having an unknown statistical distribution not performing consistently on target with minimum variability potentially incapable of conforming to the product specifications. The objectives of phase I SPC is to obtain estimates of the mean (µ), variance (s2), probability density function (f(X)) and the autocorrelation structure, as well as transforming the process into a phase II process (defined as a process conforming to specifications and performing on target with minimum variability). As in any other type of research or pragmatic improvement intervention, sampling is required is to achieve these objectives. The challenge of deciding a phase I sampling plan is multifarious since it has to cope with the aforementioned effects of assignable causes and provide for rigour estimates of the unknown parameters. Furthermore, deciding sampling plans in phase I invariably presents a classical catch-22 situation: appropriate sampling is required to determine the autocorrelation structure of a variable, but knowledge of the autocorrelation structure is required to formulate an appropriate sampling plan. This paper suggests, for random variables, guidelines to formulate sampling plans, and presents a methodology to estimate the inherent process parameters of process variables and an approach to identify assignable causes in phase I. CITATION:Breytenbach, W P, 2014. Inpit tailings disposal has been undertaken at a number of mining sites within Australia. This paper presents a brief history of the experience of inpit tailings disposal at the Marymia Gold Operation in Western Australia, including geotechnical aspects of the design. Regular monitoring of the inpit tailings disposal into the K1SE Pit at Marymia has allowed the operators of the mine to assess the performance of the tailings storage against its predicted performance during the design phase. Results of this monitoring indicated that the predicted performance was exceeded and the results have been incorporated into the design of another large inpit tailings disposal, the K1 Pit. Monitoring of tailings disposal to both the K1SE Pit and K1 Pit has allowed the mine operator to make substantial savings from inpit tailings storage when compared with above ground tailings storage facilities. The inpit method of tailings disposal at Marymia has proven to be acceptable from an environmental perspective by reducing the water resource requirements of the project, backfilling pits, which would otherwise collapse with time and eliminating the need for disturbing additional areas of mining leases, which usually accompanies construction of above ground tailings storage facilities.
