The Project Specification and Technical Requirements documents associated with several recent large road tunnel projects within Australia have specified the application of AS/IEC 61508 – FunctionalSafety of Electrical/Electronic/Programmable Electronic Safety Related Systems at very high performance levels for the various control and fire life safety systems associated with such facilities.This paper seeks to explore the implications of referencing this standard within the road tunnel services context in terms of practicality, complexity and cost, whilst providing some examples of how a high safety integrity level (SIL) level can theoretically be achieved given current hardware availability.

This paper presents three case studies from three surface coalmines. The first case study is from a coalmine where a dragline operates in 60 m wide and 1 km long strips. Typical overburden height ranges from 30 m to 50 m. The base case blast was modelled using an advanced blasting model (Distinct Motion Code – DMC) to establish the baseline using the blasting parameters in use before optimisation. DMC was used to model the alternative blasting scenarios to obtain the following key objectives:the post-blast muck pile profile was required to have an optimum height of ~28 moptimise cast percentageachieve a well-fragmented muck pile for the draglinethe muck pile profile should be appropriate for the dragline entry into the strip.Achieving these objectives would optimise the dragline performance through reducing rehandle and improving advance along the strip. DMC modelling resulted in the following outcomes:the required muck pile profile could be achievedthe cast percentage increased from 21.1 to 25.1 – a four per cent increaserehandle volumes were reduced.Establishing a good quality assurance / quality control (QA/QC) process was essential to delivering a blast that could achieve these outcomes. The blast was fired successfully and the dragline completed the strip approximately two weeks ahead of the time taken for the previous strip.The second case study is from a coalmine where D11 dozers are used to move the blasted material to the spoil. An optimum profile was required for the dozers for this low-cost mining operation. To achieve this, an electronic blasting system (uni tronicTM 600) was introduced to optimise the muck pile profiles being delivered. The new muck pile profiles showed improved cast percentage from 10.6 per cent to 17.8 per cent. The changes in the muck pile centre of mass displacement improved dozer efficiency as a result of pushing material shorter distances to its final position. Dozer productivity (bcm/h) statistically did not change but coal was being exposed at a faster rate.The third case study summarises the results from a site where dozers are used to minimise the total mining cost. Traditionally, excavators had been used on-site with conventional blast designs. After firing the first cast shot, the blasted material was found reasonably well-fragmented. Although dozing productivity hasn’t been quantified on-site, operators were providing positive feedback (easier push) due to the reasonably good muck pile profile suiting to the dozers. Mesothermal gold deposits of southernAlaska and Westland, New Zealand have both formed at the seaward edge of major collisional zones in the Pacific basin. In Alaska, production of large fluid volumes correlates in time with the addition of heat into the lower parts of the accreted terranes in the late stages of collisional orogeny. This heat was critical for driving both the metamorphic reactions that released the large volumes of fluid that carried the gold, and the contemporaneous widespread anatexis and magmatism. In Alaska's Chugach terrane, this heat as produced by subduction of a spreading ridge beneath the North America continental margin in the Eocene. The resulting products were the S-type granites and gold-bearing veins. The similar widespread S-type plutonism and gold veining in Westland's Buller terrane suggest that a similar tectonic event could have triggered ore formation along the southeastern edge of Gondwanaland. Based on the Alaskan model, a Devonian or Early Carboniferous age is favoured for high volume metamorphogenic fluid generation and gold vein formation in Westland.

This paper describes the development and implementation of an optimisation tool developed as part of the Mass Mining Technology (MMT) Project. The tool, known as the SLC Schedule Optimiser, is capable of optimising the schedule of development and production activity for a sublevel cave, given a fixed draw strategy, for the life of the mine.This paper starts by describing the development and production scheduling problem for a sublevel cave, the geotechnical constraint that a schedule of activities must adhere to, and outlines the pre-existing manual planning procedures used to produce schedules.Following this, the paper then outlines the optimisation tool developed, describes the changes to the planning process it has enabled and finally quantifies the improvement to operations this tool has brought using Glencore’s Ernest Henry Mining Operations as a case study.CITATION:White, J, Perryman, A, Campbell, A D, Hollis, B and Chitombo, G, 2016. The rapid industrialisation in China has consumed large amounts of various industrial raw materials, which has left behind large quantities of industrial solid wastes produced from the processes of mining, mineral processing and smelting. The storage of huge quantities of industrial solid wastes is an obvious risk to the environment and human well-being. As the first step to fully appreciate the scale of this risk, it is necessary to carry out research for developing a pollution source environmental risk assessment system (PSERAS), especially for the typical staple industrial solid waste (TSISW). This paper aims to discuss the frame of the PSERAS for TSISW for large scale production. This system consists of two aspects: predicted factors and accidental ones, which involve physical, chemical and biological risk assessments, on-site and during transportation process. Two analysis methods, the analytic hierarchy process (AHP) and fuzzy logic assessment (FLA) were used to handle the complexity of environment and non-quantitative data. The risk assessment system for such a complex objective is difficult and the assessment of relative factors is problematic through the usual quantitative analysis. With the proposed PSERAS, it is possible to define the risk class of pollution sources. Furthermore, the risk assessment results will be helpful to the decision-maker, especially when facing unknown risks in the environmental management of industrial solid wastes. This paper describes the development of an approach to sustainable development for application at the feasibility study stage for a proposed bauxite mine near the community of Aurukun, south of Weipa on the western coast of Cape York Peninsula, Queensland, Australia. The general environment for development was complex in all dimensions. In particular, the socio-demographic profile of the Aurukun community (population 1200) characterised it as being amongst the most disadvantaged communities in Australia. The traditional owners of the area, the Wik and Wik-Way people, were at the forefront in the efforts of Indigenous people in Australia to secure land rights over the past 30 years, and they had previous experience negotiating an Indigenous Land Use Agreement (the Western Cape Communities Coexistence Agreement) with Rio Tinto Alcan, the operators of the Weipa bauxite mine. Through this they had shown a well-founded sense of entitlement with respect to the development of resources on their traditional land. The Queensland State Government had recently cancelled an existing mining lease over the bauxite resource as the holder of the tenement had not fulfilled the terms of a development agreement that had been in place for 30 years. The Government was anxious to avoid any future æbankingÆ of the resource, and had decided to offer tenure to the resource on an international competitive basis, subject to the requirements of the Commonwealth Native Title Act 1993. This would require a negotiation process with traditional owners and potentially involve companies with whom the traditional owners had no existing relationship (typically developed during the projectÆs exploration phase) and who possibly had no project development experience in Australia. As well, the State Government envisaged an approach to development that drew on the significant work that industry and other stakeholders had undertaken over the previous ten to 15 years, commencing with the mining, minerals and sustainable development (MMSD) process. This work was aimed at rectifying acknowledged deficiencies with industry recognition of stakeholder interests, in particular with respect to environmental management and socioeconomic development. The approach adopted aimed to define the strategic community interests and sustainable development outcomes to which the development of the resource would be expected to contribute, and to embody these within an easily usable management structure that could be applied to each stage of project development from feasibility study through to mine closure. The logical framework (AusAID, 2006; ICMM, 2005) was the management tool utilised to order the identified interests and desired outcomes. The structure included components aligned with the key areas of development interest expressed by the community, and the initial baseline sustainable development plan (SDP) developed established component objectives, outcomes, indicative outputs and activities for the feasibility stage of the project. This established an objective framework to guide potential bidders when developing their response to the State GovernmentÆs Request for Proposal. The paper will describe the evolution of the competitive process and the parallel process for development of the SDP. While the institutional environment was politically and socially complex, the use of simple visual representations of the environment and the analysis and ordering of issues, objectives and criteria through methods such as stakeholder analysis and the logical framework approach, enable the development of a dialogue on the contribution that the development of a mining project can make to sustainable community development, and for the development of an agreed program of community support to capture the contribution. The use of the logical framework was found to have good functionality for plan development. Achieving plan outcomes though, is highly dependent on the skill of key project personnel in facilitation, team building, conflict resolution and leadership, as well as their ability to influence the behaviour of key stakeholders with the capacity and authority to require the integration of local economic development criteria in to key project development decisions.

Open pit blasting at Ernest Henry Mining has the potential to cause damage to nearby underground workings. This paper is a case study of the blast vibration management project that was conducted to ensure open pit blasting did not adversely affect the stability of upper production levels or cause damage to the underground primary fan units. The two upper levels of the underground mine surround the lower portion of the open pit mine. The remaining underground mine workings are directly below the open pit mine. This paper details the process developed to prevent open pit blasting causing excess vibration in the underground mine. Measurement of test blasts combined with historic blast monitoring data was used to determine site specific blast vibration parameters. Threshold vibration levels for blast-induced damage to underground drives and the fan chambers were developed from benchmarking and non-linear numerical modelling. A Monte Carlo simulation model was used to predict vibration levels in critical underground areas. Blasts predicted to exceed maximum vibration levels could then be redesigned to avoid damage.A scale distance law for determining peak particle velocity (PPV) from the distance and charge weight of blasts was developed. Underground observations were used to develop a site-specific relationship between PPV and ground support/rock mass damage. A Monte Carlo superposition prediction model was developed and compared to measured data to refine input parameters. Standards for redesigning open pit blasts in order to reduce blast vibrations whilst minimising impacts on productivity are described. Non-linear numerical modelling was used to establish the dynamic capacity of the fan chambers, and set a PPV of 250 mm/s as a threshold for damage. The numerical model captured the full dynamic behaviour of the fan chambers and installed support, including transient stresses, strains and induced damage, when subjected to a simulated open pit blast.This case study also outlines a procedure for monitoring and predicting blast vibrations at other mine sites where open pit blasting has the potential to impact on a nearby underground mine.

One of the main steps during the decision-making process of long-term mine planning is the definition of the optimal sequence of extraction, which usually is synonymous with maximising the discounted cash flow of the project subjected to several constraints arising from aspects of technical, physical, and economic limits.Open pit mine production scheduling (OPMPS) comprises several intricacies related to its size and uncertainty of input parameters. Due to its complexity and prohibitive size, traditional mine planning usually relies on heuristic or metaheuristic methodologies which are able to provide good solutions in a reasonable amount of time. However, most of the uncertainty that surrounds the mining complex is ignored leading to non-realistic results.In this paper, a new heuristic approach is explored in order to solve a stochastic version of the OPMPS problem accounting for geological uncertainty in terms of metal content, multiple processing streams, and stockpiling option. The methodology involves generating an initial solution by solving a series of subproblems and this initial solution is improved using a network flow based algorithm.The algorithm was applied to a relatively large gold deposit with more than 119 thousands blocks. Contemporary approaches to safety management appear to be failing short of meeting its mark in improving mine safety. This is evidenced by the high workers compensation, high incidence rates and fatalities. Evidence from high-risk and complex organisations points towards safety culture as being important in improving site safety. In more recent years resilience engineering has been touted as a new and innovative way of managing safety. This paper reviews and synthesises previous literature on safety culture and resilience engineering. It then highlights methods that can be used to measure safety culture and resilience engineering, and explores similarities and differences between complex organisations and gold mining to identify opportunities for more innovative approaches to improving safety in gold mining operations through safety culture and resilience engineering.

This study considers realistic data for a planned open pit iron ore mine, but is applicable to any open pit situation. By interpolating drill hole data, grades are generated for a rectangular block model. Each blockÆs grade designation vector has components for each analyte (chemical element or compound) influencing ore value. Interpolation by means of geostatistical kriging leads to each block being assigned its expected value, and thus underestimates the overall grade variability. Alternatively, interpolation by means of conditional simulation is a method that implements random sampling from an infinite population of solutions. Each conditional simulation has appropriate overall grade variability, but estimating any blockÆs mean and variance requires sampling from multiple conditional simulations. For a block model, an ore/waste selection criterion maximises the expected tonnage at a target grade. This criterion is a linear composite of the grade components, with positive coefficients for the beneficial analyte (iron) and negative coefficients for the deleterious analytes (such as silica, alumina and phosphorus).Although conditional simulation gives the same expected grade as kriging for each block, the expected maximum tonnage of ore selectable at a target grade may differ from that obtainable from the kriged solution. We apply the linear composite selection criterion to each of 25 conditional simulations, as well as to the kriged block model. The resulting distribution of product tonnage is confirmed to have an expected tonnage that is over 20 per cent greater than that of the kriged model. The method also enables a selection probability to be computed for each block, and thus a probabilistic pit boundary distribution to be identified and used in mine planning. Proposed extensions will consider risk-based scheduling of the multiple selection solutions through minimisation of a derived æstress factorÆ and treating the mining process as an iterative system with actual or artificial ædepletionsÆ modelled in line with the mine plan, using the updated state (with new information) to re-evaluate the mine plan for subsequent periods.CITATION:Everett, J E and Grobler, F, 2013. The recent re-emergence of an Integral Pressure Stripping system which operates with both cell and column in closed circuit at elevated temperature and pressure, requires no cyanide in the eluate solution and has greatly reduced carbon reactivation requirements in seen as a progressive step in this area. Several of these re-configured IPS systems have been placed in service in Australia and overseas in the last three years, with the first of the new generation units constructed and commissioned by Como Engineers Pty. Ltd. at Mt. Fisher in the East Murchison of W.A. in September 1987. This plant was relocated to a new ore body at Darlot W.A. in February 1989. Use is made of a data base of raw plant performance figures from both Mr. Fisher and Darlot and its performance compared with other operating plants. Initial commissioning difficulties of the Mt. Fisher prototype and dis- cussed together with the modifications and operational procedures required to overcome these problems. Stripping times of less than 6 hours at 145 degrees have been achieved with barren carbon values less than l O ppm from loaded carbon values above 3000 ppm and with cell pass efficiencies reaching 90 per cent.

Silicomanganese (SiMn), containing approximately 16–30 per cent Si, is produced in submerged arc furnaces using various Mn sources and quartz as the primary raw materials, along with fluxes and reductants. In the high-temperature zone known as the coke bed, a silica-rich slag is formed. SiMn is produced through the reduction of SiO2 from the slag. Dissolution of quartz into slags with different compositions, the primary slag formed from the Mn sources and flux before any MnO reduction occurred, representing conditions at the top of the coke bed, and dissolution of quartz into a partially reduced slag to simulate conditions inside the coke bed has been investigated. Experimental investigations were carried out to study the dissolution of quartz particles of varying sizes, 5 mm and 25 mm in synthetic slags with different compositions at temperatures between 1400°C and 1600°C, with varying holding times. Observed results are compared with liquidus compositions and equilibrium phases for original and formed slags. Particle size has been shown to be of little importance for the dissolution. Quartz dissolved more easily in slag at top of the coke bed than slag in the coke bed. Complete dissolution was observed after 30 mins at 1600°C in all cases, but not after 0 mins.

Alteration and mineralisation at the Island Copper deposit is related to the intrusion of Early Jurassic quartz feldspar porphyry dykes into surrounding comagmatic Bonanza volcanic rocks. The pyrophyilite alteration zone forms an upward flaring cone, largely hosted within a breccia body that cross-cuts the Co, Mo, and Au-rich ore shell. This alteration zone contains pyrophyllite, dumortierite and diaspore and resembles alteration occurring in some high-sulfidation deposits, but which is barren. Fluid-mineral equilibria and fluid inclusion studies indicate formation at approximately 300 ¦C from fluids dominated by steam and gases. These fluids appear highly acidic, but sulfur poor, leading to extreme base leaching within the breccia body and surrounding rocks.

Spectral data is digitally recorded across 256 channels depending on energy levels of the photoelectric effect. Data processing is being developed with the objective of calibrating channel amplitudes to mineral type which will lead to a direct log of selected mineral grade as a continuous trace with depth.

Over the decades, Redpath has undertaken a multitude of tunnelling and underground excavation projects for civil and mining clients both domestically and internationally. These projects have been undertaken through varying strata conditions with differing excavation methods in remote locations and in central business districts.With the recent turbulent nature of the global financial environment, project drivers have been challenged with the emphasis being placed on methods to gain early access to orebodies, rapid development techniques, lower capital costs and reduced labour requirements to name a few.A number of mining companies seeking to achieve these objectives have commenced the journey to better understand the operational constraints, challenges and opportunities that may be available with the use of alternative excavation methods.The development of safe and effective alternative excavation methods that comply with both domestic and international mining legislation and regulatory requirements is a challenge the industry needs to embrace. Given the current cost pressures being faced by the Australian mining industry, some alternative excavation methods offer the potential for longer term sustainability and rapid development of resources.More recently work has been undertaken on a project that challenged the norm and implemented an alternative excavation method with the use of an excavator with a rotating drum cutter head.This paper will review this recent project and provide technical and operational insight into some of the challenges faced in implementing an alternative excavation method in the metalliferous industry.CITATION:Donnelly, C, Ramage, G and Burke, R, 2014. Pumped co-disposal of coal processing waste was promoted in the 1990-2000s as a low-cost highperformance alternative to tailings dams. In particular it would avoid high up-front capital for rejects trucks and dam embankments, and would produce a combined waste deposit with better geotechnical properties than either coarse rejects or tailings. Overall, the promise was not delivered; in particular, upon discharge the waste segregated by size, and operators responded by moving the coarser waste to contain the finer waste. In consequence, not only did design analysis lag behind construction, but some of the initial expectations persisted with the result that analyses did not fully represent what was occurring on the ground. After more than twenty years inspecting, designing and tending Co-Disposal Areas (CDAs), it is apparent that they are essentially upstream constructed tailings dams with some more favourable aspects but also a few unique quirks. Although waste management technology has moved on somewhat, the high cost of changing CHPP waste circuits means that most mines with pumped codisposal will continue to discharge mixed waste slurry into CDAs. It is therefore worthwhile to share some lessons in the hope of promoting sounder design, operation and rehabilitation. These include: • Discharged waste does not form a homogeneous wholly competent deposit but instead comprises materials ranging from sandy gravel to silty clay with the distribution determined by movement of the discharge and decant structures; • CDAs circulate and contain a lot of water; • As a result of the first two points, some areas of the CDA comprise saturated fine waste that is no different from tailings and, like tailings, often behaves in an undrained manner; • Seepage is inevitable and desirable because strength improves as water is removed. However, stability is strongly impacted by pore pressures and in design these need to be rationally rather than optimistically considered; • As CDAs are built to about 40m or higher, strength-deformation characteristics of the foundation become more important; • Even if geomechanically stable, CDAs will need covers to prevent salts and acids from reaching the surface; and • Erosional stability of the cover material(s) will probably dictate maximum slopes for rehabilitation.

Gold mineralisation at Bendigo is exclusively associated with quartz reefs, commonly found within or near anticlinal fold hinges. The gold is typically coarse grained (0.5 mm to 5 mm), free milling and displays a complex, nuggetty distribution within the veins. This ore is highly amenable to gravity recovery processes. As the Bendigo operation is not permitted to treat whole ore by a cyanide leach/CIL circuit, the flow sheet is more complex than conventional gold recovery circuits. Primary gold recovery is from a gravity circuit closing the grinding circuit to a bulk gravity concentrate and from a flotation circuit treating cyclone overflow to a bulk float concentrate. The plant capacity is relatively low by current gold industry standards at 600 000 tpa. Re-establishing gold production at Bendigo has presented several challenging, and sometimes competing, issues in process design and operation. The mine, process plant, associated services and infrastructure are at Kangaroo Flat, a low density, semi-rural zone in the southern urbanisation of the Bendigo metropolitan area. One of the main processing challenges during the design was the competing comminution requirement to avoid over-grinding, which would flatten or smear the characteristic nugget gold and hinder effective gravity gold recovery, whilst also providing sufficiently well liberated particles that would respond well to flotation. Important, non-metallurgical challenges were to minimise impacts on the local community from noise, dust, air emissions, visual impact, water egress and off-site traffic.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. Magmatic arcs are prime targets for porphyry- and epithermal-style mineral deposits, although settings within continental arcs and/or tectonically-thickened crust generally tend to be more prospective than intra-oceanic arcs in extensional settings. In this paper, we report new geochemical and geochronological data on igneous rocks of the Western Belt of the Vanuatu intra-oceanic arc. Dating of igneous hornblende (Ar-Ar) and zircon (U-Pb) from the igneous rocks place their formation in the late Eocene to Miocene. In most respects, these are typical arc igneous rocks. However, they contain inherited zircon grains with significant age populations at ca 2.8–2.5 Ga, 2.0–1.8 Ga, 1.75–1.5 Ga, 850–700 Ma, 530–430 Ma and 330–220 Ma. This inheritance signature is unlike anything recognised from the oceanic realm of the south-west Pacific, but, in general, does match the age of the major crustal blocks of the Australian continent. An exception is the significant proportion (~20 per cent) of zircons of Rodinia breakup age (~800 Ma), which previously has not been found in eastern Australia or the south-west Pacific.We propose that part of the Vanuatu arc basement comprises a ribbon of continental material rifted from northern Australia prior to, or during, the Cretaceous. The presence of ancient continental material within the Vanuatu island arc may help reconcile the relatively large thickness and low density of the crust of Vanuatu, and may enhance the prospects for significant porphyry and epithermal ore deposits in the region.CITATION:Spandler, C, Buys, J, Holm, R J and Richards, S W, 2015. Over a four-hour period of steady plant operation samples were taken at regular intervals frum points within the grinding and flotation circuits. Size fractions of each composite sample were analysed for lead and zinc values and a comparison made of the behaviour of the lead, zinc and gangue minerals, size by size throughout the whole circuit. Analysis of the breakage behaviour using dynamic mathematical models gave the rates of breakage of each size fraction of each main component. Simulated grinding experiments shaved that the main grinding circuit had some reserve capacity. In the lead flotation circuit all lead values between 150 mesh (Tyler) and 5 ¦m had excellent flotation characteristics, and a major proportion had a high rate of flotation which was practically the same for all sizes. Increase in overall lead recovery would require improvement of the flotation behaviour of ultra-fine lead minerals. These were slav floating and were responsible for approximately half the lead losses in the final zinc concentrate and one thiro of the lead losses in the final tails. All sizes of zinc values between 150 mesh and 7 ¦m floated well and the performance of the zinc flotation circuit was mainly limited by the relatively poor flotation of the very fine zinc values. Approximately 60 per cent of the zinc lost to the final tails lay within the -7 ¦m fraction. The overall flotation conditions were conducive to very good selective flotation of the major proportion of the values and limitations in metallurgical performance were mainly due to the properties of the ultra-fines.
