It is widely accepted that mineral deposits are decreasing in metal grades. To remain profitable and meet market demand, mining companies are expanding their operations by increasing the tonnage treated. These expansions may include new concentrators with higher nameplate tonnages or upgrading the capacity of existing ‘brownfield’ operations. In many cases, the brownfield upgrade route is preferred as it is less capital intensive; however, brownfield upgrades are never straightforward and present many metallurgical and engineering challenges.For example, to increase feed throughput at a brownfield site, there will be a requirement to modify the mine development plan. This may result in the ore mineralogy varying beyond the current feed fluctuation range. To accommodate these ore variations, a combination of mineralogical analysis and small scale testwork can be used to develop a new process flow sheet to achieve the product recovery/concentrate grade requirements. In general, however, flow sheet development does not usually consider site specific layout constraints and equipment requirements. At sites where future expansions were never considered, taking this silo approach could lead to project delays and compromise the circuit design.Engaging an experienced technology partner ensures the nominated project team is involved throughout all stages and aspects of a given brownfield upgrade – from conceptual flow sheet development, through to detailed engineering, construction and commissioning. The recent Carmen Copper Corporation (Carmen Copper) circuit upgrade has been completed in technology partnership with Outotec. The circuit upgrade was extensive and included new equipment additions to the comminution, flotation and dewatering circuits. Carmen Copper’s intimate knowledge of the ore characteristics, in conjunction with a trusted, knowledgeable technology partner, facilitated a robust circuit design, and fast-tracked the project execution. Mining has been typified of late as a boom and bust, cyclical industry operating against a steady decline in the size and quality of mineral deposits. Decreasing deposit grades and increasing costs of traditional mining techniques, all in the face of another commodity downturn, are forcing mining companies more than ever before to seek out new and innovative ways to operate. New technologies are emerging to model, control and track resources through the mining value chain, to move material about mines more efficiently, and to identify and separate ore from gangue early in the extraction process.Discovering such technologies however is only the first challenge for mining companies. Actually implementing technological change successfully has proved to be an even bigger challenge. Like for many industries, fulfilling the promised benefits for the expense and timing envisioned, has not been easy when innovative technologies are introduced.Citing the author’s insights and experiences in a number of emerging technologies, this paper explores barriers to implementing technological change in the mining context. Key elements of a change management framework, first developed for implementing mine management systems, are described to give mining executives insight into how they and their organisations can succeed through technology-driven change.CITATION:McCarthy, B, 2016. The Australian coal industry has undergone sevenfold growth over the last 30 years and since 1985 has been the world's largest coal exporter. Three quarters of Australia's coal production is exported so its future is dependent on it remaining internationally competitive with other energy sources and other coal exporting countries. Coal is likely to increase its share of the energy market during the nine- ties as oil prices increase, new coal-fired capacity is commissioned and some form of nuclear energy is developed which is of acceptable safety standards to the community for use in the 21st century. Gas may take a part of coal's anticipated market share by the Year 2000. While coal exports will increase from China, Colombia, Indonesia and Venezuela and satisfy some of this additional coal demand Australia will also expand its export production, due to its existing advantages. The United States, Canada, South Africa, Poland and USSR seem unlikely to enjoy the same degrees of expansion and some, particularly Poland and USSR, will decline. Australia will always find it difficult to compete in the more distant markets due to levels of ocean freight, although its high quality coals will tend to partly offset such disadvantage.

TowerMill - Advantages in Wet Grinding Applications The TowerMill, which has now been in existence for no less than 50 years, is one alternative to the horizontal ball mill and offers several advantages. The TowerMill is widely used in (coal-fired) electric power plants for the grinding of raw material for the FGD (Flue Gas Desulphurisation) process involving very high throughputs, very fine product sizes and high availability. Some companies in the mining industry also looked at the use of such optimised grinding machines several years ago and found that many of the advantages offered in other industries are transferable to new applications. Much development work has been undertaken to improve the TowerMill for new applications and, as part of that work, tests have also been conducted to make direct comparisons of their performance with that of ball mills. Grinding tests were performed using the same raw materials and comparable machine sizes. Some of the results are discussed in this paper, along with a comparison of the advantages and disadvantages. The conclusion provides an outlook for some worthwhile future applications. The test results, which are described and analysed, show that the TowerMill offers significant advantages in relation to operating costs and operational safety. An example based on the wet grinding of limestone is presented.

CSA Mine, named after the nationalities of the mines first owners being Cornish, Scottish, Australian, is one of Australia’s deepest and highest-grade copper mines. A combination of the modified Avoca method and shrinking was a standard practice where production rings were fired against and bogged to waste fill. This method resulted in dilution and involved rehandling of waste material to refill the bogged stopes in the Western region and the QTS Central. The introduction of pre-charging blastholes using a wireless initiating system (WebGen™) has enabled CSA to design and fire stopes in reverse. This involves the use of a pre-charged Temporary Rib Pillar (TRP) against the waste fill material in a previously mined stope. The temporary pillar reduces dilution and improves conventional bogging as material is blasted towards the drawpoint rather than towards the waste fill material. Additional drill, prep and blast re-work is reduced or completely removed as rings can be charged prior to, in conjunction with, or after, charging of the slot. This is a safer practice as the charge crew spend no time working adjacent to a brow or open void. A TRP trial was conducted in the western orebody at CSA. The risk of exposure to a brow or open void while charging underground, and the bogger rehandling of waste material was successfully eliminated. Once reverse stoping was established in modified avoca stopes at CSA, two TRPs were implemented in challenging ground conditions in the QTS Central region. The TRPs were utilised in a retreating four-way intersection to extract a central diminishing pillar to close the level out. The ore recovered in this stope provided 5 per cent of CSA’s copper for the year. Without pre-charging with a wireless initiating system, two 5 m pillars totalling 6936 t of ore at 7 per cent either side of the stope would not have been recovered. CSA has implemented the practice of reverse stoping in modified avoca stopes using TRP for ten stopes since the successful trial. The development of additional blasting techniques enabled by precharging with wireless initiating systems is currently underway in the QTS North orebody at CSA Mine.

I HAVE to thank the members of the Institute most cordially for the honour conferred upon me in selecting me President, which position my poor services have prevented my filling adequately. I have, therefore only been able to stumble through my year of office under the guiding direction of our esteemed Secretary. I fully appreciate the honour done to me; and, now that it is over, I can look back with pride and pleasure at having occupied the chair; but I am told that it remains for me to fill one of the requirements of our Institute and present you with what has been dignified by the name of a presidential address. My relief in complying with this is in the knowledge of its freedom from the usual discussion which appertains to papers presented by our worthy members. It has been usual in the past for the subject chosen to be specially connected with the work immediately engaging the attention of your president, and on this occasion I would like to break away from this time-honoured custom and engage your attention for a brief space on what is equally dear to us all namely, Ideals of the Profession. In doing so, the retort of Whistler to an art student gives me, I must admit, much misgiving, for, on being asked how he developed his artistic talents, replied that he painted what he saw, which produced the immediate reply, "Ah, but the tragedy will come when you see what...

Blasting operations in open cut mines results in airblast, ground vibration and rock movement with the potential for wild flyrock. In some mines there is a trend towards blasting closer to established infrastructure as extraction boundaries alter with increased resource prices and changed economic circumstances. Mine infrastructure in close proximity to blasting has the potential to be damaged by ground vibration and wild flyrock especially. To provide guidance for the determination of appropriate buffer distances and blast specifications, this paper describes methodologies that may be used to determine the potential for damage to infrastructure by predicting:dynamic blast;near field ground vibration levels;dynamic blast strains induced in infrastructure by consideration of ground vibration,ground strain and response amplification;potential for damage by comparing induced strains with allowable working strainsfrom structure design codes and serviceability requirements; andflyrock throw distances based on models developed from flyrock investigations.This report demonstrates the use of strain prediction methodologies developed during Australian Coal Association Research Programme (ACARP) Project C14057 for infrastructure such as conveyor belts, transmission poles and towers, buildings and bridges.

Fire safety requirements inside tunnels have become more demanding as tunnel designers consider the impact of potentially larger fires. Tunnel ventilation equipment is required to clear hot gases in the event of a fire. This is vital to maintain smoke free escape routes for people trapped in the tunnel and to facilitate safe access for emergency services. As the fire becomes larger, the temperature of clearing hot gases increases. Traditionally, engineers have taken into consideration gas temperatures of 250°C when designing tunnels. Because of larger fires, engineers must now design equipment to clear hot gas up to 400°C.Increasing the temperature of hot gases to 400°C requires tunnel ventilation equipment that goes beyond historic limits. As temperature rises, material strength reduces, consequently mechanically constraining fan aerodynamic performance. Developing tunnel ventilation equipment suitable for clearing hot gases at 400°C requires a fan technology that is more typical of industrial turbomachinery. The standards EN 12101-3:2002 and ISO 21927-3:2006 defi ne the necessary design criteria and testing methodologies to verify that a range of tunnel ventilation equipment is capable of extracting hot gases.This paper describes the process by which the authors certified in accordance with EN 12101-3 and International Organization for Standardization (ISO) 21927-3 a range of powered ventilators suitable for clearing smoke and hot gases at 400°C for two hours. Proving the high temperature capability of the new range provided a challenge as a consequence of the large physical sizes and high motor powers involved. Additionally, the need to install vertically, as well as horizontally, imposed high thrust loads on motor bearings, further complicating both mechanical design and testing. The paper presents the methods by which the authors overcame these challenges.

As we strive for a sustainable and resilient future, repurposing assets has become a top priority. In Australia alone, we have a significant number of mineral projects in the pipeline, extensive existing operations, and over 50 000 legacy sites. Collectively, this presents a unique opportunity to be a world leader in mine rehabilitation. Complex stakeholder landscapes, inflexible policies, aged regulatory frameworks, technical uncertainties and increasing liabilities are all barriers hindering effective transition of legacy assets. The impetus for change is further catalysed by shifting consumer preferences, workforces in flux and regional Australians questioning what the transition means for their local community. We need innovative approaches to take a leading role in the industry and support global efforts more broadly. Co-designing an ambitious, shared vision spanning projects, operations and legacy assets with all key parties is a fundamental step to unlock and realise maximum societal, environmental, economic and reputational value. Serious play and gamification can further enhance this visioning process.

The mining industry uses many types of mineral and metallurgical plants to produce saleable product from ore mined. Plant design history has left current operations with a mixture of manual operation and various forms of automated process controls. Consequently, we typically see high-variability in the continuous operations together with a shortfall in the attainment of full capacity or higher utilisation of consumables.At a level of best practice, ‘operational performance excellence’ focuses on process control, using automation and control systems to deliver process optimisation. This more sophisticated delivery is a great deal more difficult than the first stage of equipment selection/installation. It includes the appropriate selection of the right instrumentation and control system, key process knowledge, individuals with a solid control engineering background/experience and the essential backing/support of the operations management team together leading to higher-value delivery. Robust solutions can be realised, considerably minimising process variation, thus leading to process optimisation. This approach results in an easier, efficient and safer process while providing considerable returns for the plant owners.How variable are your processes, and do you maintain optimised process performance with dedicated resources, modern instrumentation, ‘best practice’ control systems and performance monitoring tools? In this paper, these questions and their possible answers are discussed.I say we can do much more and be ‘more efficient’ in our efforts to remain competitive. Since the early 1900s the geotechnical community has investigated every significant failure of a tailings dam, improved our knowledge of the behaviour of the tailings storage facilities, developed analysis methods, compiled lessons learned, and committed to zero failures. The rate of occurrence of tailings dam failures has reduced since the 1980s, however, failures continue to occur and continue to surprise us. At BHP, we have decided to take an approach to the tailings management that is similar to the approach to safety. We are looking at ways to eliminate, substitute, separate or engineer around the hazard (tailings dam failure). As such, our ultimate long term goal would be to eliminate the need for new tailings facilities. Unfortunately, we have not developed yet technologies for extracting many of the common metals and minerals without producing tailings. Our shorter term goal is to substitute the current conventional slurry tailings facilities with less risky dryer facilities. We are working with vendors and research organizations to develop technologies that can be efficiently applied on a large scale. At the same time, we are committed to using the best available engineering to reduce the risks associated with our existing and new conventional tailings facilities. The best engineering can be achieved by people with the appropriate education, experience, attention to detail, discipline and authority. We have implemented a system of governance to make sure, we have the best engineering applied to all our facilities, considering the specific conditions at each site.This paper presents the current tailings governance process at BHP, and the initiatives that were undertook towards achieving a zero failure goal. Societal expectations about how the industry operates and treats its people will be a key driver in the development of the Australian mining industry over the next 20 - 30 years (Moffat, Mason and Littleboy, 2009). Understanding these expectations will be critical in maintaining what much of the minerals industry calls its 'social licence to operate', or its public acceptance or approval. Yet what constitutes this social licence is poorly articulated, with little published research exploring the concept at a local operational level or at the national level in Australia or internationally. This research aimed to explore the societal expectations of the mining industry in Australia and test a participatory methodology to articulate them. Three workshops were conducted with a sample of 24 members of the 'Australian voting public' to explore community objectives for the onshore exploration and mining industry, and the underlying expectations for how the industry should operate in the future. Qualitative analysis of this data revealed three overarching objectives for the onshore mining industry held by participants. They thought that the industry should: advance Australia's national interests (including social well-being); minimise environmental impact, and; act in a socially responsible manner. Within each of these three key themes, or objectives, a number of tensions were evident in the views of participants regarding the trade-offs they are willing to make to secure economic benefit from mining, as well as the basic conditions for socially acceptable mining. These data provide an insight into the conditions for a national social licence in Australia for the mining industry, and the means for its realisation.

The Melbourne City Link Project is a privately funded road infrastructure project linking three significant existing freeways in the vicinity of the Central Business District. The State Government, through the Melbourne City Link Authority, has contracted Transurban to build, own and operate City Link for a concession period of 34 years before the road network is transferred to the State. Transurban has a contract with Transfield Obayashi Joint Venture (TOJV) to design and construct the works. The project is divided into the southern and western sections and the tunnel works comprised the significant component of the Southern Link. Outside of the cut and cover tunnels at the portals, the driven tunnels component was constructed by TOJV direct labour. TOJV subcontracted all design work to a joint venture of Hyder Consulting and CMPS&F (Hyder/CMP). The geology in the tunnel corridor and generally below the city of Melbourne is highly variable and constantly changing. The tunnels were driven, for the most part, in siltstone and sandstone of the Silurian age, but also intersected overlying basalts and clays. The Silurian bedrock is a fractured aquifer that is connected to overlying alluvial aquifers. Consequently, the construction of the tunnels was a complex engineering task. This paper details the operational relationships and procedures developed to deliver a design that was aligned to the construction constraints and delivered an end product that met all technical, quality, cost and program goals.

The majority of surface tailings storage facilities continue to employ sub-aerial tailings slurry deposition. Surface TSFs are typically sized and operated in a way to minimise the initial capital cost of the facility, driven largely by the net present value approach to accounting. This generally leads to too small a storage, too fast a rate of rise of the tailings, and difficulties in managing supernatant water. In turn, this results in wet and soft tailings deposits of high moisture content and low density, and the need for frequent and costly tailings dam raises. Further, such tailings deposits often do not facilitate closure and rehabilitation of the facility. Globally, there are on average over two failures annually of such tailings dams, resulting in loss of life, damage to infrastructure and environmental impact downstream, and the loss of company shareholder value and reputation. Recent high profile tailings dam failures are threatening the mining industry’s financial and social licence to operate.Among the physical processes that tailings undergo on sub-aerial deposition are beaching, hydraulic sorting down the beach according to particle size and specific gravity, settling, consolidation, and desiccation on exposure to the sun and wind. Beaching and hydraulic sorting have proved difficult to test at laboratory scale and difficult to model, and are best assessed in the field. Settling, consolidation and desiccation may be assessed at laboratory scale, but to date there has been an absence of tests to form the basis for the design and management of tailings deposition, and ultimate closure and rehabilitation. The paper describes recent advances in tailings testing methods, including a purpose-built slurry consolidometer that tests the settling and consolidation of tailings from a slurry consistency, simulating increasing tailings depth to about 50 m; and a purpose-built instrumented column that tests the settling, self-weight consolidation and desiccation of a surface layer of tailings, also from a slurry consistency. Selected test results from these two apparatus are presented in the paper, together with brief descriptions of how they may be used to better design tailings slurry deposition. The particular underground operation relating to this paper is a gold producer and has an orebody predominately consisting of rhyolite and marcasites pyrite. The ore has been identified as being reactive to nitrates.Operations currently utilise two twin boom Tamrock™ Super-Drill Jumbos for development mining. Capital (waste) headings have a nominal size of 7 m wide × 6 m high, while ore headings are designed at 5 m wide × 5 m high, with the lower reaches of the mine narrowing down to a 4.5 m × 5 m design. Production drilling is currently undertaken with an Atlas-Copco L6 Solo. Due to the reactivity of the ore, inhibited emulsion phase bulk explosives are used for all blasting activities, with electronic detonators utilised in the production sequence.Sublevel shrinkage stoping is utilised when the orebody is stronger than the host rock. After blasting the ore, and during extraction, the surrounding host rock cannot maintain integrity and it ‘collapses’ on top of the ore. Gravity forces this collapsing rock to follow the blasted ore through the drawpoints.The highest risk involved with sublevel shrinkage stoping is the necessity for charge crews to work upon ‘rills’ at the drawpoints, which are occasionally unstable, to charge the next blast ring to be fired. To overcome this issue a loading technique called ‘precharging’ is used whereby two to three rings are charged, but only the first ring is fired. This technique can minimise risks by taking the charge crew away from the rill and brow.As this mine contains hot and reactive ground, strict guidelines from the Australian Explosives Industry and Safety Group Inc (AEISG) are adhered to. Time and time again history shows us that mine closures are sustainability failures. Mine operators do not know how to turn the mine closure into an asset and communities around the mine do not know how to plan or what to implement to be sustainable when the mine needs to close. If we want to achieve sustainability when we close a mine, we generally need to consider what economic activity we will have to create leading up to the mine closure to ensure that the communities remaining in the area are not worse off after mining than before. There is not one silver bullet solution to mine closure, as all mines are affected by different environmental and socio-economic conditions. That is one of the reasons why mine closure is so difficult.Effective stakeholder engagement is the nucleus around which sustainability is built. Achieving sustainability as part of mine closure means not only a self-sufficient community, but also could lead to transformation of that asset.A key issue is that neighbouring communities become completely reliant on the mine. The mine has influenced the economic, environmental and social aspects of the community and with no alternative economic sources. The community and municipality will struggle with capacity to maintain infrastructure, services and jobs. This not only impacts the mine workers and their families but also other businesses and people in the town that make a living by servicing the needs of the workers and their families. Social problems associated with a mining operations and closures need to be considered. The misuse of alcohol, domestic violence, breakdown in law and order, economic and health issues all have a severe influence. Families often need to relocate from the mining town to find work. The extractive industry has been faced with a situation where there has been no systematic and formalised training and education structure available. Previous structures which were available, e.g. the quarrying diploma and the mining papers as a part of an engineering degree, have suffered the same fate as the Dodo. They are now extinct.   In providing for a training strategy, the past strategies need to be examined and reasons behind their demise examined. This paper examines the reasons for past failures in education and training in the extractives industry, the factors that need to be taken into account in creating an education and training culture, the strategies required, the Government regulations and trans-Tasman agreements, and the quality management which must surround the entire training programme.

The risk from fire remains one of the most serious of underground mine disaster scenarios. The impacts of mine fires on the underground ventilation system and the production of toxic gases have been difficult to model and therefore assessments have relied largely on empirical data, historical precedent and subjective opinions. Underground fire modelling software has had limited availability and been technically challenging and time consuming to use especially for routine mine investigations. There has also been no well-accepted set of assumptions for fire modelling in mines, which has resulted in a lack of confidence in adopting its use more widely. This paper describes modelling of three critical fire scenarios in underground hard rock mines: a fire (LHD) in an underground diesel refuelling facility, a fire in an underground explosives magazine and a fire on an underground ore transport conveyor. Modelling was undertaken using VentsimÆs VentFIREÖ fire simulation module. It describes the basis of design, the key assumptions, the methodology used and provides examples of the outputs, conclusions and recommendations. It reviews the impacts of these fires on egress and entrapment strategies in the mine. Some general principles regarding improvements to ventilation circuit design based on this analysis are also recommended. The size by size batch flotation behaviour of copper activated sphalerite from synthetic mixtures with quartz was determined. In terms of recovery of sphalerite, the size fractions could be grouped into coarse, intermediate, and fine ranges. The behaviour of the coarse and fine ranges was significantly poorer than that of the intermediate range in both the extent and rate of flotation.Each size fraction had a fast and a slow floating component.The main effect of changing the copper sulphate addition was to alter the proportion of any size fraction which was fast floating. No correlation could be found, between the amount of copper on the spha:lerite andeither the flotation rate of the mineral or the amount of copper added to the system. It was found that fine particles did not appear to consume greatly disproportionate amounts of copper sulphate during conditioning. A modified conditioning procedure was found to lead to a higher rate of flotation and recovery of coarse sphalerite and to make poss1ble substantial savings of copper sulphate.

Apart from the basic concept of spraying thin liners, expectations of the product's performance vary, eg immediate active strata support is seen as a key to control the ground permanently. For many coal mines this is an important factor to reduce maintenance in their roadways and enable permanent production from the long wall. In opposition to a passive mesh system this technology offers immediate active support to the strata. But not only coal mines are interested in TSL technology, there are potential applications in hard rock mines, during shaft sinking, pillar support and as an anti-weathering sealant. This paper will explain the advantages and disadvantages of TSL concepts; it will give examples of successfully applied TSLs with a main focus on the non-reactive and flexible system MEYCO TSL 865 by BASF. Furthermore, it will indicate the limitations and discuss briefly the bearing capacity and reasonable lab testing of such systems.
