Both here and in Australia, the unique commercial and tax features of joint venture are finding favour in forestry, fishing, technology and infrastructure projects. For New Zealand mining companies, joint ventures provide a means of access to foreign know how and investment funds, while retaining their corporate independence and their hard-earned tax losses.   This paper discusses some of the practical income tax and GST considerations where a joint venture structure is contemplated. The first part of the paper considers income tax, and in particular how joint ventures enable companies to access and carry forward tax losses. It explains why a joint venture may be advantageous relative to a jointly owned company.   The second part of the paper concerns GST and the focus is on two aspects: 1.   Joint ventures may be registered for GST. In some instances they have no choice and are required to do so. Where a joint venture is registered in respect of a taxable activity, the members are not permitted to register in respect of the same activity. This may be problem where the member has incurred its own expenses and the member wishes to register in its own right to claim back the GST on those expenses. This paper explores the issue and possible solutions. 2.   It is not uncommon to see joint ventures claiming GST on the costs of production, and the production being sold (and GST is being charged) by the members. In this paper we consider whether these arrangements have a tax risk, and what can be done to make them technically sound.

A process was developed to produce electrolytic manganese dioxide, suitable for use in high quality dry cells, from Risdon anode mud. ImpurItIes present In the anode mud were removed prior to the electrolysis which was performed from a manganese sulphate bath using the following conditions.Temp. 95°CH2S04 50-55 g/l.Mn2+ 55-60 g/l.Anode c.d. 10·0 A/sq. ft.Operation under these conditions yielded current efficiency and power consumption figures of 95 per cent and 0·8 kWh/lb respectively. The product conformed to battery manufacturers' specifications as regards physical and chemical properties and performed satisfactorily in a battery testing programme.

The seams of black coal occurring in Victoria are so disturbed by faulting, wash-outs, thinning, etc., that it is necessary, for the prevention of costly errors in development, that close boring be undertaken so that the correct positions of the shafts, tunnels, main and auxiliary roadways can be set out in order that the area can be economically worked. The State Coal Mine has two boring plants continuously at work, which have given good service for the last twenty-five years.The information supplied herein is merely our experience in boring at the State Coal Mine over an extended period. The type of plant in use is that known as the Victoria Drilling Plant, equipped with an 11 h.p. portable oil engine, using power kerosene as fuel. It was purchased in 1914, complete with mechanism for cable drilling, capable of boring to a depth of 1500 ft. with a guarantee of 1000 ft., with Calyx cutters, boring rods and all necessary equipment for the sum of £1473. The chief mechanical features of the plant are as follows:-The derrick is in the shape of a tripod (see Fig. 1), two of the legs being of steel channel built together to form a frame which, when lowered on to two sets of road wheels, forms a carriage for the transport of a portion of the boring equipment. The third leg is made of oregon in the form of a double bow, with bolts and distance pieces between the wooden sides. The top of this is hinged on to the steel frame, and the bottom is fitted into a cast iron block, having two small wheels to facilitate erection. In recent years the production of steel from directly reduced iron ore pellets has expanded rapidly. However, continued growth will depend on an adequate supply of suitable raw materials for the various commercial gaseous and solid reductant processes now in operation. Although at present Australia does not produce pellets primarily for direct reduction, there is an increasing awareness of Australia's potential role as a supplier of high grade ores for export and/or domestic use. The properties and quality requirements of iron ore pellets made specifically for direct reduction (DR) are reviewed and the laboratory techniques and test methods used at the CSIRO Division of Process Technology for the evaluation of potential DR feedstocks are described. At the present time most of the evaluation tests for DR pellets are extensions of those designed for existing blast furnace (BF) burdens. In the case of some physical parameters such as cold compression strength, abrasion index and cold strength after reduction this extension is quite satisfactory. In the measurement of parameters such as reducibility, swelling and sticking tendency, however, it is necessary to develop meaningful standardized tests so that ores and pellets can be ranked for DR performance. To do this, data from the laboratory tests and from operating plants must be correlated.

The paper outlines the successful application of some of the on-belt technologies available from Scantech International Pty Ltd and how these have provided benefits in a number of mining and mineral processing operations. Effective process control requires real time analysis so quality can be fed back to the previous process and fed forward to a subsequent process. A range of on-belt analysers that allows for full stream, continuous, non-contact analysis of conveyed materials is available to achieve this. Real time results can provide timely information for effective process control. Benefits of on-belt analysis systems become more evident once the true variability of material quality and moisture content in conveyed flows is measured. To obtain economies of scale in mineral processing operations large material flows are achieved using conveyors. The cost and effort to sample representatively increases as conveyor flows increase. One sample may represent a few tonnes or up to 10 000 tonnes of material. The turnaround time between sampling and availability of sample analysis data does not allow real time process control. Tonnage flow rate, moisture content and elemental or mineralogical composition are required to perform effective process control of most conveyed streams. Tonnages can be effectively measured using belt weighers. The analyses derived from small samples supplied by conveyor-based sampling systems contain high variability. On-belt, continuous analysers see all the material and, through short term compositing of analyses, supply less variable results. Real time analysis helps operators develop a better understanding of material variability. Analysers can be effectively utilised to improve the consistency of product quality through bulk sorting and blending control. Many existing users of the technologies have gained competitive advantages through their ability to supply a more consistent quality product to the market.

A data science based dilution study was conducted to identify the causes of dilution at South32’s Cannington Mine (Cannington), a large open stoping operation. In terms of industry benchmarks for unplanned dilution, Cannington is already performing very well, and so opportunities for improvement are more difficult to identify. The study is based upon back analysis of nearly 150 case studies from the mines reconciliation database, and has quantified the relative effect and significance levels for the following dilution parameters; time until paste filling, faulting and cable bolt reinforcement. Specifically, significant contributions were associated with faults and stope open duration. Quantifying the effect of faults on stability graph accuracy enabled a site specific adjustment to improve the predictive ability of the Cannington stability graph (unstable stope specificity improved from 63 per cent to 74 per cent). Despite Cannington’s already high levels of stope performance compared to industry benchmarks, data science methods have identified a complex interaction between identified dilution factors (ie stope open duration, presence of faults and cablebolting). Specifically, a third order Factorial ANOVA (Analysis of Variance) provided evidence that stope open duration reduces the effectiveness of cable bolts in faulted ground (average dilution = 2.1 m, p-value = 0.13). These results are consistent with site observations of a relationship between the stope open duration and the extent of failure when unravelling on a fault, even when cables are present.CITATION:Maher, K, Stewart, P C and Robotham, S, 2016. The occurrence of lollingite (FeAs2 ) in the Broken Hill lode is recorded by an analysis of lollingite published in the Annual Report of the Department of Mines, New South Wales, for the year 1934 (p. 69). The analysed specimen came from the North Broken Hill mine, and material from the same occurrence (Specimeh No. 1), as well as two specimens (Nos. 3 and 4) from the Zinc Corporation mine, have been forwarded· to us by Mr. M. Mawby of the Zinc Corporation Mine. This material has been supplemented by another specimen (No. 2) from the Zinc Corporation mine, passed over to us by Dr. I. Wark.The original analysis of lollingite is quoted in Table I, and shows that the Broken Hill lollingite contains appreciable amounts of cobalt and nickel, and, indicates that the iron is to a considerable extent replaced by cobalt and nickel, so that its formula should be written (FeCoNi) As2This is supported by a microscopical examination of a polished surface of the lollingite, in which no individual arsenides of cobalt and nickel can be detected.Coarse grained galena, sphalerite, chalcopyrite, and pyrite are attached to our specimen of lollingite from the North mine, and are separated by a sharp junction from a mass of lollingite associated with some arsenopyrite and garnet. The massive lollingite can be distinguished from arsenopyrite in the hand specimen by a much brighter, silvery lustre, against which arsenopyrite appears a dull silver grey; but the passage from lollingite to arsenopyrite appears transitional.

Economically significant gold-silver mineralization occurs in Miocene andesitic flows and tuffs at Golden Cross, eight kilometres northwest of Waihi, New Zealand. The highest grade mineralization occurs in a steeply dipping elongate zone of strong quartz veining and brecciation underlying, but contiguous with, a gently dipping tabular quartz vein stockwork containing potentially open-pittable lower grade gold-silver mineralisation. The stockwork zone is enveloped by argillic alteration and overlain by unaltered Pliocene andesites and recent tephra. Evaluation of the prospect involved underground and surface geologic mapping, rock and soil geochemistry, IP-resistivity, magnetic and gravity surveys as well as 1844 metres of reverse circulation drilling and over 30 000 metres of core drilling. The paper outlines the exploration history of the area and describes the results of the various exploration techniques used at Golden Cross.

A research project incorporating a number of mine site exercises to reduce the effects of fire incidents and possible consequent health and safety hazards has been undertaken focused on the application of mine fire simulation software packages for contaminate tracing and fire modelling in coal and metalliferous mines. This paper examines aspects of introduction of inert gases to underground workings to aid recovery of a mine following a fire. Broad conclusions from work undertaken at individual Australian coal mines are discussed as examples. The effort is built around the introduction of the fire simulation computer program æVentgraphÆ to the Australian mining industry and the consequent modelling of fire scenarios in selected different mine layouts. Case studies have been developed to examine usage of inertisation units and particularly application of the GAG jet engine unit. One example has focused on selection of the best surface portal location for placement of the GAG for most efficient suppression of a fire. A second has examined a situation with significant seam gas being emitted on the face. This has shown that under certain face dip angles stopping the mine surface fan to reduce dilution of GAG exhaust gases will cause reversal of face air and consequent mine explosion as gas laden air is drawn across a fire. A third examines inertisation and dilution issues in mains headings. mains headings present a complex ventilation network with often numerous parallel headings, hundreds of cut-throughs and a variety of ventilation control devices. In such a complex system (with additional interference from a fire), maintaining control of the movement of inert gas is more difficult than elsewhere in the mine. TheSouthern Alps in the South Island of New Zealand are currently rising rapidly as a consequence of continental collision along the Pacific-Australian plate boundary. Rapid uplift has resulted in a major thermal anomaly in the shallow crust beneath the alps. Alpine topography and associated intense precipitation, coupled with the thermal anomaly are responsible for vigorous combined topographic/convective circulation of water through the shallow crust.   Uplift is greatest in a wedge-shaped region between the Alpine Fault and an associated second-order backthrust system, the Main Divide Fault Zone, approximately 20 km to the east. The Main Divide Fault Zone is segmented into NNE and NE striking faults, which are regionally sub-parallel to the Alpine Fault, but dip northwest in the opposite direction. Reverse oblique-slip on the Main Divide Fault is in an easterly direction, with a greater component of strike-slip movement on the NE trending faults. Elevated topography in the Mt Cook region is related to thrusting of a relatively homoclinal sequence of semi-schistose rocks on top of lower-grade greywacke, which controls the position of the Main Divide. Tectonically induced fluid flow resulted in only minor alteration and hydrothermal mineralisation of fault-rocks in Alpine and Main Divide Faults, and localised deposition of quartz and/or carbonate in the immediate hangingwall.   The wedge between the Alpine and Main Divide Faults is segmented by third-order structures north of the Mount Cook region. A series of right-lateral (-085/700S) and left-lateral (-150/600SW) faults, which are synthetic and antithetic to the Alpine Fault, respectively, developed as a conjugate set during uplift. Fluid-flow in the Southern Alps is controlled by these third-order fault/fracture systems. Cu-Au mineralisation, hydrothermal veins, and surface hot spring activity are localised by third-order fault/fractures and appears to be enhanced where conjugates intersect.

A desulfurised tailings cover was installed at the Detour Lake Mine in Ontario, Canada, to reduce oxygen penetration into the underlying sulfidic tailings. The cover ranges from one to 1.5 m in thickness and was intended to maintain high water saturation to reduce oxygen diffusion and consume oxygen by oxidation of the residual sulfide minerals. The tailings impoundment was instrumented to measure climatic parameters, water levels and water content profiles within the tailings and single-layer cover. One year of monitoring data was collected. Additional tailings samples were obtained for geotechnical and geochemical characterisation. The average grain size of the cover material was found to be coarser than the underlying tailings. Monitoring also indicated that air entry values of the cover material were lower than the tailings. Numerical modelling was conducted on the cover to predict water content profiles under varying climate conditions together with the depth of oxygen penetration and diffusive oxygen fluxes. Estimates of the diffusion coefficient and kinetic oxidation rates from field data compared well with values obtained by laboratory measurements. Numerical simulations indicate water saturations of less than 85 per cent can be expected under varying climate conditions. Predicted oxygen flux rates through the desulfurised cover over tailings with high acid potential indicate low flux rates reaching these tailings due to either consumption of oxygen by residual sulfur within the cover or saturation of the underlying tailings.

In understanding the consequence of existing law, and the likely implications of its reform, it is necessary to comprehend the logic of the situation that the law provides individual decision makers and how that situation would be adjusted by reform. In particular, the way in which natural resources, including minerals, are used and managed is influenced by the definition and structure of property rights that the law provides. Property rights are enforceable claims to use or to benefit from resources. An example is a mining licence that allows its holder to extract minerals in a specified area. Property rights establish the structure of incentives, opportunities and constraints within which resource use decisions are made, ie the logic of the situation, and hence influence the use and management of resources. The extent and type of mining in New Zealand, for example, reflects the rights that miners have to extract minerals, and their rights to benefit from mining as against their duties to compensate landowners and pay royalties. This paper describes the characteristics of minerals that are relevant to the definition of property rights, analyses the implications of alternative property right arrangements and describes the existing situation.

concentrations) and physical nature of receiving streams, which in turn affects the stream ecosystem. Benthic macroinvertebrates are used to illustrate these impacts, and to investigate natural recovery in affected streams. In Charming Creek, a severely impacted stream in the Buller District, the macroinvertebrate community recovers diversity and the proportion of sensitive species (EPT) in the community is more significant with increasing downstream distance from the source of AMD. This is most likely due to dilution of AMD contaminated water by tributaries to the Charming Creek mainstream. Other impacted systems with less dilution from tributaries did not display similar levels of recovery. The effectiveness of remediation products BauxsolÖ and Zeolite was investigated using laboratory trials. Both products mitigated the toxicity of AMD and enhanced the survival of mayflies exposed to AMD contaminated water. Such products may be of use in the New Zealand environment but are likely to be most effective in conjunction with other systems (eg wetlands). Mitigating the impacts of AMD on stream ecosystems needs to include systems to directly address water chemistry issues (low pH, high metal concentrations) as a component of a holistic approach to restoring environmental conditions.

Planning for the Macraes Extension project highlighted the need for additional tailings storage availability. The possible solution of developing new tailings impoundments in Northern Gully, in tum, led to concerns being expressed by the regUlatory authority over the assimilative capacity of Deepdell Creek. Philosophical differences over the appropriateness of applying a seepage model used to set standards in consents for the original project resulted in the company re-evaluating the whole monitoring system associated with tailings disposal and seepage control. Re-evaluation indicated problems arising from the existing in-stream water quality monitoring in respect of protection of the aquatic ecological system and verifiability of results. A new monitoring system was designed relocating the compliance monitoring point out of the stream and into the gully containing the tailings impoundments giving greater certainty of monitoring results to all parties and providing improved protection for the aquatic ecology of Deepdell Creek.

The changes in layout and design over 48 years, from the first crushing and shiploading plant installed at Whyalla in 1915, up to the present plant being built at Koolan Island, Yampi Sound may be summarized as follows.1. Smaller motors and lower power consumption have resulted froma. oil lubrication, where practicable, in place of grease,b. a high pressure "oil-lift" device to reduce starting torque in crushers with white metal bearings, andc. roller bearings in place of white metal.2. Short centre drives with pivot-based motors permit controlled loads on bearings and a reduction in size of crusher houses and motor rooms.3. Dust proofing and pressurising of crusher houses and motor rooms reduces working temperatures and improves cleanliness.4. Variable speed pan feeders give improved plant control, with the use of one man only, and remove the need for large surge bins between crushing stages.5. The use of diesel quarry trucks to dump ore through a "drive over"tip results in faster truck cycles.6. Elevated cylindrical silos with air operated chutes, replace long horizontal storage bins with multiple manually operated side discharge chutes for loading rail cars, and give faster and more accurate truck loading. The silos are charged by belt conveyors with automatic distributors.7. Increased shipping bin capacity (40,000 tons at Whyalla and 6O,OOO tons being built at Koolan Island) caters for the bigger vessels now in use and envisaged for the future. Automatic travelling distributors deliver ore to the bins in layers to ensure, maximum mixing and a more uniform grade for blast furnaces.INTRODUCTIONThe Broken Hill Proprietary Company Ltd has six major crushing plants in Australia at its principal sources of raw material. These are at Iron Knob bench G, Iron Knob scree ore plant, Iron Baron, and Cockatoo Island, all of which are ironstone operations. The other two plants are at Rapid Bay, a limestone quarry, and at Ardrossan, which is the Company's only source of dolomite.

Continuing the systematic investigation of the influence of elements on the properties of lead(1). If the effects of additions of copper (up to 0.3%) on Port Pirie lead have now been determined in so far as creep rate is concerned.The results in the present paper contain also a survey of the influence of copper on the micro-structure of lead, a feature which has not appeared in the previous papers of this series. Further, it has now become known that creep is but little related to the more usually determined properties such as hardness and tensile strength. Since, however, these properties are of considerable importance in connection with the fabrication and use of this metal. Brinell hardness determinations have also been made and are here included.It is becoming more and more realised also that to be useful, creep data should refer to stresses of the order of those used in practice. This is due to the fact that as soon as deformation takes place, the properties of the metal are automatically changed. Lead does, of course, creep during industrial use, and probably (in lead chamber construction for example) extensions of the order of 5%...

Spectrum Resources commenced operations as a public listed mining company in August, 1983, with a variety of precious metal projects in New Zealand. At that time the outlook for most mineral commodities, with the notable exception of precious metals, was decidedly gloomy. Metal prices were depressed and demand forecasts were universally gloomy. Against this background the company reviewed the non-traditional metals sector to try and identify a 'new' metal with an above average demand growth and market value. Lithium, a commodity with exciting new applications in storage batteries and alloys, met both criteria. Annual world consumption of lithium is around 7000 tonnes; current prices are around $NZ40/lb for lithium metal and demand growth is projected at five to seven per cent per annum. Geothermal fluids at Wairakei and elsewhere contain anomalous amounts of lithium and in May, 1984, the Chemistry Division of DSIR was commissioned to carry out a literature survey on the possible recovery of lithium and other minerals from geothermal waters. The survey results were encouraging and the company subsequently negotiated exclusive access rights, for research purposes, to geothermal discharge fluids from the Wairakei and Kawerau geothermal fluids. Most of the subsequent investigations reported here were carried out by Chemistry Division, DSIR, under contract to the company with some assistance from the Industrial Processing Division, DSIR.
