Response surface methodology is a well-known and powerful technique for determining optimum conditions in flotation systems. One disadvantage is the onerous task of the numerical calculations and curve plotting. This paper describes a system in which the investigator simply selects the range of several flotation variables after which the design of the experiment, data analysis, generation of response surface equations, and response surface plots are automatically carried out using a digital computer and a computer-driven curve plotter. Several typical response surfaces of important variables in phosphate flotation are presented as examples.

The Pueblo Viejo Mine, a 7, 250 mtpd (8,000 stpd) gold-silver cyanidation plant built by Rosario Dominicana S. A., was described in Volume I of this monograph. At the time of writing that volume, Pueblo Viejo had not yet gone on-stream and operating data or costs could not be presented. Since that time this information has been obtained and several interesting modifications and an expansion have been made to the plant. Because Pueblo Viejo is the largest open-pit gold mine in the world and one of the world's leading gold-silver operations with production of approximately 31 kg (1,000 oz) gold and 125 to 155 kg (4,000 to 5, 000 oz) silver per day, the authors have updated the previous data and flow sheet. The Dominican Government, which held a 4670 interest in Rosario Dominicana S. A., completed purchase of the mine to gain full control in 1979. Rosario Resources will continue to manage the mine, at least until the end of 1980. Gold was produced at Pueblo Viejo almost 500 years ago with initial production in the year 1505. Rosario Resources became interested in the property in 1969 and found surface oxidation had rendered the upper portion of the ore body amenable to direct cyanide treatment. The treatment of the underlying gold-bearing sulfide zone is still undergoing metallurgical studies. The ore is considered to be a laterite; and because there appeared to be few boulders in the ore zone, only a 400 m (16 in. ) square grizzly was initially installed ahead of the mills when the plant went on-stream in late 1974 at a design capacity of 7,250 mtpd (8,000 stpd). Operation also proved the ore to be harder than was originally anticipated. During 1967 a 1. 25 m by 1. 5 m (48 in. by 60 in. ) jaw crusher was installed to -feed the 1, 000 mt (1, 100 st) mill bin. Minus 200 mm (8 in.) crushed ore is fed directly to two 5.5 m by 1. 8 m (18 ft by 6 ft) semi-autogenous mills re-powered with 750 km (1,000 hp) motors and 50 mm (2 in.) grates. Each mill product is screened at 13 mm (1 /2 in.) by a vibrating screen. Screen oversize from each mill is combined on a single return belt equipped with a magnetic head pulley for grinding ball removal. The non-magnetic oversize is then split into two fractions for return to the primary mills. Originally, a minus 6 mm (1/4 in ) product was made on each screen and fed to a 300 kw (400 hp) 2.6 m by 3. 7 m (8-1/2 ft by 12 ft) regrind mill. It is almost exactly seven years since the last previous meeting of the Institute in this city. In a paper on " Pittsburgh, its Resources and Sorroundings," read at that meeting, I showed that Allegheny County had produced in 1878, " one-twelfth of all the pig-iron,.... two-ninths of all the rolled iron (except rails), over one-eighth of all the Bessemer and open-hearth steel, two-thirds of all the crucible blister and puddled steel, one-fourth of all the glass, one-eighth of all the coal, and one-sixth of all the pig-lead produced in the United States;" and the object of this paper is to show that, great as the record then was, it has been greatly surpassed since.* Population. In my former paper I expressed the opinion that the census of 1880 would show the population of Allegheny County to be in excess of 300,000. The census report made it 355,869. Raymond Weir Smyth, born Nov. 3, 1888, was the son of Herbert Weir Smyth, professor of Greek Literature at Harvard University. He graduated (A. B.) from Harvard in 1909 and later pursued advanced studies there in chemistry and in metallurgy. He held the position of metallurgist for the American Steel and Wire Co. at Worcester, Mass., and also for the Steel and Tube Co. at Youngstomn, Ohio. For a time he was inspector of munitions for the British Government and stationed at the Railway Steel and Spring Co. at Latrobe, Pa. For a short time, in 1917, he was Inspector of Ordnance for the U. S. Government, and the following year, having entered the U. S. Naval Reserve Force, he was ordered in a similar capacity to the Midvale Steel Co. In September, he removed to the Navy Yard, League Island, Philadelphia, to train for the obligatory minimum of six months' sea duty. There he contracted influenza, which was followed by pneumonia, from which he died, September 27, at the Navy Yard Hospital. THE high copper price during the war stimulated the capacity to produce far beyond a possible normal consumption. The curves in Fig. 1 show this. The line YZ indicates, what the world production and consumption of primary copper nor-mally would have been, had not the 3 war upset the rhythm of industry. Granting that the maximum world production of 3,150,000,000 lb. in 1917 was obtained by crowding both the equipment and the grade of ore mined, yet in many instances addi-tional capital was invested, upon which the producer will be driven to earn at least a reasonable interest. During the period of deflation, or C liquidation, which we have entered, the consumption of copper will nat-urally be below the normal. Fig. 1 shows the actual consumption ex-pressed-in per cent. of normal : 1919, 96 per cent.; 1920, 94 per cent.; 1921, 70 per cent. The copper industry, consequently, faces: (1) Potential over-production capacity; I (2) Diminished consumption. To deny the existence of these factors would be illogical. To minimize the menace of this potential producing capacity might lead to regret. All past attempts at artificial control have not proved very successful. Obviously the remedy is to increase, if possible, the consumption of copper to a point where these factors cease to be dangerous. In ultimate analysis, this means: Produce an article so cheap and so good that no one can afford to use substitutes. The problem can be solved by: (1) Re-ducing price; (2) Improving product offered.

About 11 o'clock on the night of September 3, Lieutenant Bowles, with Lieutenant Joseph B. Keckler, 355th Infantry, in command of a reconnoitering patrol of our troops, encountered the enemy. In the ensuing engagement your son received a rifle bullet through his heart. His death was instantaneous and painless. His remains were intcrred with full military honors on the 4th of September." He was promoted to First Lieutenant, but his commission did not reach him before his death. He was president of the Missouri Mining Association, Missouri School of Mines, for the year 1916-17.

"WELFARE…Welfare endeavor in connection with both the metal and the coal mines of Utah has shown gratifying progress during recent years and both the operators and their employees are deserving of much credit for the efforts put forth to better living, working, educational and receational conditions in most of the mining camps of the state.In the older metal mining camps of Utah, where the towns are incorporated and independent of the mining properties operating in the vicinity, less opportunity is pre¬sented for the companies to exercise efforts looking towards improved welfare conditions than is the case of camps located on company ground and under the full control of operators.Even in such camps, however, as illustrated in Bingham, the companies can do much to better welfare conditions. In this camp the Utah Copper Company has spent $800,000 since 1 920 in the erection of modern brick cottages, apartment houses and the Gemmell Memorial Club. The cottages and apartments have every convenience to be found in up-to-date city homes. The Gemmell Memorial Club, erected and equipped at a cost of $1 75,000, was provided by the company for the benefit of the Utah Copper Company employees living in the canyon and has been made the recreational center for the camp."

Production of magnesium metal in the United States during the past decade has increased from less than 600,000 lb. in 1928 to more than 4,800,000 lb. in 1938.1 The growing industry has stimulated interest in methods of production and in sources of raw material. All of the present domestic production is from brines. However, the availability of large tonnages of magnesite in the state of Washington, together with the possibility of cheap power, have created interest in the utilization of magnesite for the production of magnesium metal as well as for other purposes. Magnesite, the carbonate of magnesium (MgCO3), usually is associated with limestone (CaC03) and dolomite (MgCO3. CaC03). It occurs in crystalline and microcrystalline (sometimes termed amorphous) forms.2 The more common crystalline mineral is found in various shades of white, gray, yellow and brown, the colors being due to impurities, chiefly iron. Magnesite has a hardness of 3.5 to 4.5 and a specific gravity of 3.0 to 3.1. It forms rhombohedra1 crystals in the hexagonal system, having a vitreous, pearly luster. The quarries and mines of the Northwest Magnesite Co. near Chewelah, Wash., are large producers of magnesite for refractories. The deposits are extensive, some veins being hundreds of feet wide. The boundaries of the veins are indefinite, and the magnesite is interfingered with dolomite. Calcite, talc, serpentine, quartz and shale are disseminated through the deposits. The quality of the ore cannot be determined by appearance or by simple tests; chemical analysis is required. These features make it difficult to determine the boundaries or total quantity of workable ore.3 Only the higher-grade ores are mined, and a considerable proportion of the magnesite content is discarded by hand-sorting and log-washing methods. After calcining, the sorted product meets the specifications for usual refractory material, as it contains approximately 81 per cent MgO, 7 per cent SiO2, 6 per cent CaO and 6 per cent Fe203 + A1203. A sample of the reject material had the following analysis after calcining: 65.4 per cent MgO, 6.3 CaO, 21.1 SiO2 and 6.5 R2O3. The percentage reported as R2O3 includes compounds whose chlorides are acid-soluble but give precipitates in ammoniacal solution that are ignited and weighed. The more common constituents are Fe2O3, A1203 and TiO2. The sorted magnesite product is not the best grade. even for refractory purposes, and leaves much to be desired for a reduction process. The rejected material contains a large proportion of magnesite. It is apparent that an effective concentration method would yield a higher recovery and a better product. The need for mechanized drilling to decrease mining costs has resulted in the development of the jumbo from column-and-bar drill carriages to hydraulically controlled jib jumbos. Resultant savings from use of improved jumbos have been high enough usually to retire the machinery investment within a year. The jib jumbo unit has been applied successfully to development and preparation programs and flat-bedded stopes, and an even wider field is forecast for its use.

CERTAIN local conditions were known to govern in large measure the successful adaptation of liquid-oxygen explosives to the large-scale blasting at Chuquicamata. The wide variation in hardness of the rock at this mine makes necessary the use of several types of explosives. A locally manufactured, relatively cheap black powder is used in blasting the softer waste and capping material, where a thorough displacement breaks the ground sufficiently. Before the introduction of L. 0. X., an ammonia dynamite of about 65 per cent. strength was being used exclusively in the harder underlying orebody, where a strong disruptive as well as a displacement effect is required for breaking the ore. The L. 0. X., as developed for quarry work in the United States, has a practically pure carbon cartridge material, and the explosive has an extremely high rate of detonation, which should therefore cause it to usefully develop its full disruptive effect in hard ground. The individual blasts at Chuquicamata are large, black-powder shots which dislodge masses of rock averaging 250,000 tons each, and dynamite shots which dislodge masses averaging 80,000 tons each. It was desirable, therefore, to attempt to displace with L. 0. X. the faster, higher-cost ammonia dynamite used in the smaller blasts. It was not considered practical to attempt to displace the low-cost black powder with L. 0. X., as estimated costs showed no probable saving if this were accomplished. Since it was desirable to continue shooting relatively large blasts for effective operation, it was recognized that larger storage facilities than had been in use would be needed for the liquid oxygen. Because of the difficulty of transporting and discharging large storage containers of efficient design, the better plan appeared to be storage and discharge of the liquid at the place of manufacture, and transportation of the filled soaking boxes to the blast.

I. INTRODUCTION THE following article concerns the geological occurrence of the iron-ore deposits on the south coast of Cuba. The article is based on a detailed field study, made in the hope that some information would I gained which might be of value in the search for further orebodies, Or in the economic development of the ore already found. LOCATION The iron-ore deposits of the Firmeza district lie near the coast, in the southeastern part of Cuba, in the Province of Oriente. The orebodies of this district form part of a belt of deposits that extends from Sigua, 25 miles east of Santiago, to Sevilla, 5 miles east of Santiago, and lies on the seaward slope of the Sierra Maestra range of mountains.

Estimates of the "plasticity" of a metal are commonly deduced from three types of test—tensile, torsion and impact. The several results have been more or less at variance, though this disparity has attracted little notice, largely perhaps because they have been expressed in different terms. The discrepancy between the results of the three tests becomes obvious when each is made at a series of low temperatures, for the temperature range within which the "plasticity" of iron largely disappears proves to be very different in the three types of test. The rather abrupt disappearance of "plasticity" of iron within a narrow temperature range cannot be due to any physicochemical change (such as a precipitation) taking place in the material at that time, because the original plasticity is immediately regained when the temperature of the material is brought above the sensitive range. Accordingly this difference in behavior shows that the "plasticity" of a metal depends upon the mode of action of the stresses which produce the deformation, and therefore upon the method of test. Analysis of the stresses leads to the conclusion that the observed plasticity of a metal is determined by the relation between its resistance to rupture by separation and its resistance to shear (slip), on the one hand, and between the effective normal and shearing stresses on the other; and that the relation between the two resistances does not in general remain constant with change of temperature, and may somehow be altered to some extent by the previous treatment of the specimen. This suggests the view that the results of none of the usual mechanical tests are directly comparable even for a single metal tested at a series of temperatures, or for a series of metals at one temperature, because the proportion of the total resistance of the metal to the test contributed by the
