So FAR as the elementary composition of petroleum is -known, it may be briefly stated. Petroleum consists principally of a few series of hydrocarbons, with admixtures of sulfur, nitrogen, and oxygen derivatives in comparatively minute proportions, which may be regarded as impurities to be removed in the preparation Of commercial products. But as each series is represented by many homologs, in the aggregate, crude petroleum is an extremely complex mixture of hydrocarbons and their derivatives. In part, these hydrocarbons individually conform in structure to the system of synthetic hydrocarbons whose structure is well defined and -represented by the typical series CnH2n+2, CnH2n, the series CnH2n-2, CnH2n-4, the members of which have not been sufficiently studied to establish their structure, and the series CnH2n-6 composed of the aromatic group, benzene and its homologs. Hydrocarbons of greater density contained in the portions of petroleum that cannot be distilled without decomposition doubtless have less hydrogen than is represented by these formulas. Since to every hydrocarbon there is a definite temperature, even in vacuum, at which its constituent carbon and hydrogen atoms fall apart, and since for the heavier bodies this temperature is not much above 360° C. in vacuum, it is evident that some other method than distillation must be devised for their separation if anything further is to be learned concerning their individual constitution. CLASSIFICATION OF PETROLEUMS There is such a wide variation in the composition of petroleum from different fields, it would seem possible to make a classification on this basis were it not that no single variety is entirely free from hydrocarbons contained in others. It is not my purpose to write a lengthy article or to attempt the solution of the problem I am presenting, but to call attention to what I believe an important issue, hoping that it may arouse in some one, or in some company, a sense of responsibility. I am referring particularly to modern up-to-date milling plants discharging tailings which under existing conditions cannot be further treated or from which a recovery cannot be made at a profit, but where a quantitative and qualitative analysis shows that a portion of these tailings might profitably be treated at some future time when our metallurgical knowledge has advanced, when we have cheaper power, chemicals, labor or other advantageous conditions. Early Methods In our early milling methods very little attention was given to the care of tailings. It was thought that if the mill could be located by a stream or a river where the final disposal of the tailings could be forever lost sight of, it was highly desirable. We can now see and estimate what was lost in these rich tailings, not recoverable from the streams and the great rivers. Fortunately for many, the depositing of tailings in these streams and rivers was objected to by the farmers and finally prohibited by the State Legislatures. In looking back over our past milling methods, it seems that the first endeavor was to make the maximum amount of money for a particular period, or year, regardless of the future, the depletion of the mine, or the conservation of the total mineral content. The Ce-Cu phase diagram was investigated by differential thermal analysis and rnetallography. Two congruent melting compounds, CeCu2 (817°C) and CeCua (938°C), and three incongruent cornpounds, CeCu (516°C), CeCu, (796°C), and CeCu, CERIUM and copper have been suggested as possible diluents in a liquid-plutonium fueled reactor. As part of the determination of the Ce-Cu-Pu ternary phase diagram, a review Of the Ce-Cu system (798°C), are present in this system. Eutectics exist at 28 at. pct Cu (424°C), 74 at. pct Cu (756°C), and 91 at. pct Cu (876°C). The purity of the cerium used has an important effect on the results obtained by differential thermal analysis. was considered necessary. Previous work by Hanaman was conducted with relatively impure metal: 96.7 pct Ce with 2.5 pct other rare earths and 0.5 pct Fe as major impurities. The metal had a melting point of 715°C as compared to the melting point for pure cerium of 804°C as reported by Spedding and Daane.2 Results presented in this work were obtained primarily by differential thermal analysis (DTA) and metallographic examination of slow-cooled or quenched samples.

For many years sulphur and its congeners selenium and tellurium have been regarded as very harmful elements in copper and copper-rich alloys. Like many similar prejudices, this has been found to be partly wrong. All three of these elements actually have no great effect on the working properties of copper and its alloys, and are desirable additions in that they considerably enhance the machinability of alloys in which they are present. Because of their possible commercial importance, a study of the machinability and other properties of the pure binary alloys was made, as described in this paper, and the effect of selenium on a large number of copper alloys was determined. The current opinion regarding the deleterious effects of elements in this group undoubtedly arose because of occasional failures of tough-pitch copper containing unusually high tellurium, and because of the well-known fact that sulphur causes spewing and unsoundness in tough-pitch copper. Siebe,1 also Deretchey and Margolina,2 studied the effect of sulphur on copper and showed that in the absence of oxygen it was present in the form of copper sulphide, which was less harmful to the properties than an equivalent amount of copper oxide. No data have been published on selenium and tellurium, although the statement is often made, following Eggleston,3 that tellurium makes copper hot-short. Copper specifications call for only traces of these elements. Skowronski and Mosher4 give data on the effect of selenium and tellurium on the conductivity of tough-pitch copper. In private communication Mr. Skowronski says that the samples were hot-forged from small castings and drawn to 0.081 in. diameter, but it should not be inferred from this that these elements are harmless to the working properties of wirebars and commercial shapes. Six new oil fields were discovered in the East and East Central Texas district during 1942. The Coke and Quitman fields, in Wood County, at this time appear to be the two most important oil discoveries for the year. The. four other oil fields discovered were Concord, in Anderson County; Kildare, in Cass County; Weiland (ClubLake), in Hunt County; and Larissa, in Cherokee County. The Rodessa lime in the Chapel Hill field, Smith County, provided the only new oil zone in older fields. The Hawkins field, Wood County, was the most active in drilling operations, 125 new wells being completed during the year. The Chapel Hill field tied the Coke field for second place with 30 completions each. The third most active field was Kildare, with 10 completions. Like the other oil-producing districts of the country, wartime restrictions reduced the number of oil and gas-well completions to 265 in 1942, compared with 964 completions in 1941. This represents a drop of 72 per cent and only a little more than one half enough to replace the 437 producing wells abandoned in the district during the year. Tn addition, the number of producing wells temporarily shut down nearly tripled, far two principal reasons: (I) the rule of the Petroleum Administration for War preventing operators from equipping more than, one well on each 10 surface acres with pumping or artificial-lift equipment, and (2) the Railroad Commission's issuance of various orders permitting the transfer of allowable for wells having high water-oil ratios and high gas-oil ratios to other wells capable of producing the same with less waste of reservoir energy. No changes were made in prices of crude oil in the district during 1942. Production and Probation The district produced 158,928,281 bbl. of oil and distillate during 1942, compared with 163,566,695 bbl. during 1941, which represents a decrease of 3 per cent. The East Texas field produced 120,680,595 bbl. of oil, compared with 130,377,793 during 1941; a reduction of 9,697,198 bbl., or 7.4 per cent. The production of this field represents 75.9 per cent of the district total, compared with the 79.7 per cent that it furnished in 1941. The district had an estimated basic daily oil allowable of 623,242 bbl. on Dec. 31, 1942. Approximately 31.8 per cent of the production in Texas during 1942 was supplied by this district, compared with 33 per cent during 1941- Changes in the annual production of newer and flush fields in this district are attributable either to a difference in the number of wells producing during the year or to changes in basic allowable and number of shutdown days due to shifting market dconditions brought on by the war. All regularly prorated fields in the district were shut down 123 days. Major exceptions were the East Texas field, closed128 days; Hawkiis, shut down 106 days; and Cayuga, Sulphur Bluff, Talco, and Rodessa, which

(written discussion?).-My experience has been that, where possible, it is preferable for each foreman to employ his own men, rather than to have them handled through an employment bureau. The fact that each foreman comes into direct contact with the man before he is put to work gives him an opportunity to choose, at certain times, the kind and class of men that he wishes. Where possible, after a man is employed he is sent to a central office where a complete history of each individual is kept on a card. If a man has previously been in the employ of the Company, his history can be obtained from this card, and if for any reason he is not wanted he can be refused work at the time he reports to, the central office. In connection with Workman's Compensation costs, we in Wyoming feel that although the rates of compensation paid may in some cases be rather low our law works satisfactorily. As the State and the number of employees are small, compensation cases are handled through Judges of the various District Courts. In the State Treasurer's Department, a few clerks were added to look after the handling and issuing of warrants and compiling of statistics. Most of the large employers have an arrangement by which a joint claim and assent, specifying the amount of compensation due, is made tip by the employer and signed by the workman. This is forwarded, to the Judges so that personal investigation of individual cases is not necessary. In this manner, compensation is promptly received and' overhead expenses of operation of the law is kept at the minimum. The law requires each employer to pay into the State Treasury, for the benefit of the industrial fund, a sum equal to 1.5 per cent. of the money earned by each employee, engaged during each calendar month of such employment. Each employer contributes monthly, unless the sum heretofore contributed, after deducting all payments made on account of injuries to his employees, shall equal a full 1.5 per cent. of his annual pay roll, computed by multiplying his current monthly pay roll by twelve, and shall likewise be not less than ($5000). It has been found during the years that this law has been in effect, that a number of the larger employers have been exempt from payment for from five to eight months per year, so that in some cases, even in coal nines, industrial insurance has cost less than 0.75 per cent.

Low-TEMPERATURE carbonization needs no introduction to the literature on coal. This paper will attempt no review of that literature; it tells the story of the commercial development of one of the processes for carbonizing coal at so-called low temperatures, dealing with the technology and economics of the process rather than with the design of equipment. The process used is that covered by the patents of C. B. Wisner, with improvements and changes made by the Pittsburgh Coal Carbonization Co. The important and novel feature of the process is the phenomenon of making the product in ball form (Fig. 1). Melting coal dust into smokeless solid fuel in an apparatus as simple as a revolving cylinder of ordinary mild steel has been proved to be practical. Furthermore, it has been found that the process has a wide application, for by applying a knowledge of why and how this balling action is accomplished, the apparatus can be designed and adapted to treat any coal that has a certain minimum agglutinating property. The operating plant is 20 miles west of Pittsburgh, adjacent to the Champion preparation plant of the Pittsburgh Coal Co. The coal used is cleaned minus 3/8 -in- or finer sizes. The products are low-tem-perature coke, tar and tar products. Present capacity is 7000 tons per month of low-temperature coke and 140,000 gal, of tar. There is no surplus gas for sale, and none of the light oils are stripped from the gas. The coke is marketed in two sizes, 1 to 2 in. and 1 to 6 in., through retail coal dealers for domestic con-sumption in hand-fired furnaces, and for fireplace fuel. The smaller size is bagged by dealers. Crude tar and many distillates and road tars are sold.

The grain shape of the carbide in nickel-bowled ad cobalt-bonded titanium carbides was studied by microgiaphic examination, and the influcence of sintering atmosphere, sintering substl-after, ami the amount of metal binder on the grain shape was determined. If was found that the Carbide grain cross sections in the nickel and cobalt cermets ranged from round to angular, depending on the sintering conditions. The spheroidization of the carbides in both cobalt-bonded and nickel-bonded titanium carbides may be attribicted to oxygen. In the course of studies on titanium-carbide base cermets, various investigators have reported on the shape of the carbide grains, and it was noticed that grain shapes were obtained which were either spheroids, or polygons with rounded or square edges. It was also noted that the shapes of the carbide grains changed with time or composition. skolnickl showed that the titanium-carbide grains. after infiltration in vacuum with nickel tended to spheroi- dize with time. The titanium-carbide skeleton was located on a beryllia plate during infiltration. Gur-land,' who studied the microstructure of titanium carbide-cobalt compacts, showed that the carbide grains are round after 1 hr at 1450oC in a hydrogen atmosphere and angular after 7 hr at the same temperature. Goetzel3 has found that the carbide grains in compacts with a high binder content. 40 to 60 pet. tend to be spheroidized. whereas Blumenthal and silverman4 pointed out that the higher binder contents could yield either round or rectangular grains with rounded edges. depending on the nature of the binder. An intelligent discussion of the oil situation and its needs, whether from the standpoint of the prospector, the operator, the engineer, or the public administrative officer, must be founded upon a knowledge of the law under which oil lands are obtained. A consideration of new legislation must be prefaced by an understanding of the present law and its results. This paper undertakes to present no new remedy for the ills of the present situation, no new solution of the problems the oil business is facing. It attempts merely to summarize the present law, its provisions, its origin, its development, and its effects. The discussion does not pretend to be exhaustive from a legal standpoint. It aims to avoid legal intricacies which tend to. confuse rather than clarify. It seeks but to present the essentials of the existing situation. The title to government lands known to contain valuable deposits of petroleum may be acquired only under the terms of the placer law as embodied in Section 2329 et seq. of the Revised Statutes. As a preliminary to considering the desirability of this situation it is profitable to examine into its origin. Origin of the Law Congress has left no room for doubt as to the legal applicability of the placer law to oil lands. The Act of Feb.11, 1897(29 Stat., 526), provides: "that any person authorized to enter lands under the mining laws of the United States may enter and obtain patent to land containing petroleum or other mineral oils, and chiefly valuable therefor, under the provisions of the laws relating to placer mineral claims.' . The immediate cause for the passage of this Act was stated in a brief report in the, House of Representatives (there was no debate in the Senate) to be a decision of the Department rendered Aug. 27, 1896 (Union Oil Co., 23 L. D., 223), directing the cancellation of an oil placer entry on the ground that land containing petroleum cannot be located and entered as a placer mine. THE ideal fuel for burning ceramic wares is the one that, among other characteristics, has little or no sulfur. For that reason wood was long considered the most desirable fuel but its high cost has practically eliminated its used except in regions where it is very abundant or other circumstances warrant its choice. The fuels commonly employed are natural and producer gas, oil, and coal. The last named is undoubtedly the most important, not only in this country but abroad. Occasionally anthracite is used but the larger part is bituminous. The quality of the coal used depends on the kind and the value of the products being manufactured. For some materials, such as common brick, hollow block, etc., the quality of the coal is of less importance than in the manufacture of polychrome terra cotta, pottery, porcelain, etc. It is obvious that in burning clays that contain notable amounts of pyrite, marcasite or gypsum, as is the case with many common clays, the sulfur content of the fuel is of much less importance. The permissible amount of sulfur in the coal used will depend on the kind of product being manufactured. THE technical and safety press have devoted much space in support of or in opposition to the use of booster and auxiliary fans in coal mines. The Mine Safety Board of the U. S. Bureau of Mines has given the matter consideration, and the Mine Ventilation Committee of the A. I. M. E. is now seeking a discussion of the merits and demerits of such fans to guide it in formulating recommendations. In this paper, I will set up some principles on which I believe most engineers will agree and from which we may work toward a decision, though as to what that decision shall be there may be a difference in opinion. Before stating the points on which I believe. there is accord, I will distinguish between booster and auxiliary fans.

The Ray Consolidated Copper Co.'s mining property is located on Mineral Creek, 6 miles north of Kelvin, at Ray, Pinal County, Ariz. (Fig. 1). The mining claims now owned by the company consist of 126 lode claims, comprising 2,144.9 acres, containing at the beginning of operations 82,904,368 tons of 2.19 per cent. copper ore. General Characteristics of the Orebody The main orebody is a disseminated deposit in schist and porphyry formed by secondary enrichment. Its existence was proved by churn drilling, and it is at present one of the largest proved copper deposits in the world. The orebody itself covers 205 acres with an average thickness of 121 ft., and occupies a definite belt which has a northwest direction. Its length is approximately 5,000 ft. The width varies, being about 2,000 ft. at the west end and 2,500 ft. at the east, narrowing down irregularly from both ends to a few feet in the center. The thickness of the body varies greatly along the line of lode, ranging from a few feet up to 470 ft. thick. The ore horizon is not constant, but varies, following in a broad sense the topography. The body in general dips slightly to the northeast, and is broken up by numerous small faults and fractures. The ore-bearing formations, consisting of mineralized schist and mineralized granite porphyry, stand fairly well and offer no difficulty in mining operations. The bulk of the ore is chalcocite disseminated in schist. In places cupriferous pyrite is closely associated with the chalcocite. The mineralized gr'anite-porphyry forhations are contiguous to the ore-bearing schist. • Overlying the orebody is an oxidized zone of leached iron-stained schist, averaging 252 ft. in thickness, termed "capping." I must tell you at the outset that I come to this conference deeply disturbed at the 'role of Government in international dealings in mineral and energy resources'. I am disturbed by- the confusion that now passes for policy. I am disturbed by the short- range view of critical problems taken by a majority of Governments. I am equally disturbed by the even shorter range of view taken by a growing army of industries. Many of them clamour for Governments to solve their problems in a specific way, with little regard for any other sector but their own-and with even less regard for the fact that every time a Government takes over some of their responsibilities they surrender some of their freedom. I would not say that longer range views don't exist. But I would say that they don't prevail at the present time. Instead, we are seeing the constant development of many policies for individual problems which don't tackle the fundamental causes. We must get back to basics without delay.

THE principles and theory on which the U. S. mining law of 1872 was based are well understood, and have been discussed at great length by many writers. The papers by Dr. R. W. Raymond1 in the Transactions of the American Institute of Mining Engineers have covered the subject very fully, with explanations of practical results in many adjudicated cases. It is believed that the following instance of the application of the law in recent years will have some weight in a discussion of proposed changes in our mining laws. The litigation between the St. Louis Mining & Milling Co., and the Montana Mining Co., Ltd., a British corporation, over portions of the Drumlummon lode covered more than 20 years, and resulted in a judgment for damages in favor of the St. Louis Co. of such an amount that the Montana Co. declined to pay the judgment, and therefore lost the entire property. The Drumlummon lode claim in the Marysville district, Mont., was located in 1876 by Thomas Cruse. When he staked out his claim, he assumed that the discovery on the Drumlummon vein, and another showing of mineral about 200 ft. distant, were on the same vein, and the center line of the claim was given a course of N. 57'2'E. Development of the Drumlummon vein soon showed that its strike was about N. 15 E., and that the other outcrop was on the North Star lode; so it was inevitable that the Drumlummon vein would cross one or both side lines of the location, and the Montana Co. found it advisable to acquire adjoining claims on both sides of the Drumlummon, in order to avoid possible litigation over apex rights. They bought the Marble Heart, but would not purchase the Hopeful (see Figs. 1 and 2), at the terms proposed for the reason that exploration in the Cruse level had shown the vein to be barren in that region. The owners of the Hopeful were sinking an incline from that claim in 1889, and the Montana Co. enjoined them, contending
