A 22-ft diam, 7-ft long, wet autogenous grinding mill was installed in the new Cretaceous plant of the Jones & Laughlin Steel Corp. to prepare crude iron ore for concentration in spirals and flotation cells. The paper describes the flowsheet and gives a description of the operating and metallurgical results that have been obtained. These results include capacity, horsepower, operating problems and a comparison of pilot plant results with those obtained in commercial operation. The Cretaceous plant at the Hill Annex mine of the Jones & Laughlin Steel Corp. was designed with a wet autogenous mill for grinding low grade iron ore so that it could be concentrated by spirals and flotation cells. The plant, on the west end of the Minnesota's Mesabi Range, went into operation in June 1961, and preliminary operating and metallurgical information describing the performance of this mill can now be given. The crude is lean ore from the Cretaceous iron foundation. This formation is a beach deposit of Cretaceous age that overlies the Precambrian direct shipping and concentrating ores. This rock in nature is not extremely hard but is quite resilient, resisting blasting in mining and size reduction in milling. It contains hematite as water-rounded particles and other fragments of the underlying iron formation and adjacent rocks cemented together by a high alumina-silica ferruginous matrix. It is interspersed with hard dense hematite agglomerates and also contains granite pebbles and boulders that were not cleaned off during removal of the surface. It is well known that for equal weights of material, thin sections of the lighter structural alloys are more resistant to buckling under a compressive stress than thin sections of more dense material. Therefore, structural parts having the same resistance to buckling stresses are generally lightest when they are made of magnesium alloys. Consequently, there is considerable interest in the development of strong alloys having densities equal to or lower than that of magnesium and strength-weight ratios equivalent to those of the strongest aluminum alloys. The development of commercial magnesium-base alloys has been very successful, and their importance among materials in the structural field has been amply demonstrated. However, an even wider structural application of magnesium alloys might be effected if improvements could be made in the cold rollability and cold-forming characteristics. Such improvements, along with production of less directionality in properties. could be effected if the hexagonal close-packed lattice of present alloys could be replaced with a cubic lattice. In 1942, a project, having as its objective the improvement of some of the characteristics of commercial magnesium-base alloys, was initiated at Battelle Memorial Institute under the sponsorship of the Mathieson Chemical Corporation. At that time, one of the authors,* then Chief Metallurgist for the Mathieson Chemical Corporation, postulated that the addition of lithium to magnesium in sufficient quantities to change the crystal structure of the resultant alloy from a hexagonal to a body-centered cubic lattice should produce a magnesium-rich alloy which would have the desired improvements in cold-working characteristics with less directionality in properties. To test this view, a series of alloys was made and was found to have many of the attributes that were predicted. The view that magnesium-lithium alloys were of structural interest was also held by others. In 1943 and 1945, Dean and Andersonl,² obtained patents on magnesium-base alloys containing from about 1 to 10 pct lithium, from about 2 to about 10 pct manganese, and the balance substantially all magnesium; and on magnesium-base alloys containing from about 1 pct to about 10 pct lithium, from about 2 to about 10 pct manganese, from about 0.5 to 2 pct silver, and the balance substantially all magnesium. They noted that an alloy containing 83 pct magnesium, 10 pct manganese, 5 pct lithium, and 2 pct silver could be cold rolled by any of the usual methods and that this alloy was considerably harder and stronger than most other magnesium-base alloys heretofore available. In 1945, Hume-Rothery, et al.,3 predicted that magnesium-lithium base alloys should be soft and ductile and that such compositions, to which was added a third element for the purpose of producing a precipitation-hardening type of alloy, should be ductile, strong, and lighter than magnesium itself. Hume-Rothery investigated the binary magnesium-lithium and ternary magnesium-lithium-silver equilibrium relations and criticized the existing equilibrium diagrams. The binary magnesium-lithium equilibrium diagram has also been investigated by Grube, Von Zeppelin, and Bumm, Henry and Cordiano, Sal'dau and Shamrai, Hof-mann,' and Shamrai.8 The work of most investigators agreed with that of Grube, whose constitution diagram is shown in Fig 1. From the standpoint of development of structural alloys, the room-temperature equilibrium relations are of great interest. An examination of Fig 1 reveals that, from 0 to 5.7 pct lithium, the existing phase is alpha, which is a solution of lithium in hexagonal magnesium. The boundary between the alpha, and alpha plus beta regions, occurs at a Mg/Li of 16.5, corresponding to 5.7 pct lithium by weight. Between 5.7 pct and 10.3 pct lithium, there exists a mixture of the alpha phase (lithium dissolved in hexagonal magnesium) and the beta phase (magnesium dissolved in body-centered-cubic lithium). The boundary of the alpha plus beta and beta regions occurs at a Mg/Li of 8.7, corresponding to a lithium composition of 10.3 pct. Much of the work described here was directed toward obtaining an alloy made up of a large proportion, or entirely, of the body-centered-cubic beta structure. In his early work, Loonam found that specimens of lithium-bearing alloys were very malleable. Ingots of alloys prepared at that time were extruded to 3/8-in. diam bars, and the mechanical properties and the effects of heat treatment were then determined. These data are given in Table 1. The outstanding ductility of the alloys, combined with their moderately high strength, evoked considerable interest.

Definite transition behavior was found in unalloyed titanium at 0.13 pct 0 equivalent. The addition of 0.5 Sn, 1.0 Al, 0.5 Al, and 1.0 Sn lowers the tvansition temperature of titanium at oxygen equivalents exceeding 0.22, 0.29, 0.40, and 0.51, respectively. Metallographic evidence indicates that progressive amounts of oxygen restrict deformation at low temperatures resulting eventually in brittle fracture. The presence of tin or aluminum is thought to alter the atomic distribution of oxygen within the titanium lattice in such a manner as to facilitate some degree of slip and twinning. 1 ITANIUM-like iron and zinc experiences a transition from ductile to brittle fracture with decreasing temperature. The presence of sufficient quantities of the interstitial elements, carbon, oxygen, and nitrogen in solid solution, has been shown to progressively lower the room-temperature impact resistance of titanium with increasing interstitial content.1"1 Ogden,et al,2 reported finding no transition from ductile to brittle fracture with decreasing temperature in iodide titanium. However, a definite transition was found to occur at 0.36 pct 0 equivalent in an alloy containing 0.47 pct carbon in solid solution. The oxygen equivalent in this case was obtained by assuming the effects of carbon, oxygen, and nitrogen in combination on the impact properties of titanium to be additive on the same basis as their separate effects on tensile strength, namely: Oe = 2/3 (pct C) + pet 0 + 2 (pet N) They concluded that the tendency toward transition behavior is dependent on the total interstitial content in solid solution and not on any one particular interstitial element. Rennhack,4 however, recently found transition behavior in iodide titanium at an oxygen equivalent of 0.17 pct. Ogden, etal3, reported that the strengthening effects of carbon, oxygen, and nitrogen in titanium decrease with the addition of tin. They showed that tin additions increase the tolerance of titanium for the interstitials, that is, 10 pct Sn permitted individual additions of up to 0.4 wt pct of the interstitial elements without any significant loss in ductility. Aluminum tends to decrease ductility and impact strength of titanium for a given interstitial ~ontent.3 Van Thyne and Kessler5 found that the solid solubility of carbon in titanium doubled in the presence of 10 pct Al. The precise effects of tin and aluminum in the nrespncp of rorvfen nn the impact properties of titanium had previously not been determined. The high oxygen tolerance of titanium containing tin may provide a suitable means for improving the impact properties of titanium containing the interstitial elements, particularly oxygen. Unlike tin, however, aluminum has a high affinity for oxygen and will reduce rutile titanium dioxide (TiO2)by a thermit-type reaction.6 Thus, the atomic distribution of oxygen in titanium might be different in the presence of aluminum. The present work was undertaken to: 1) Determine the effect of oxygen on the transition behavior of unalloyed iodide titanium. 2) Determine the effect of small amounts of tin and aluminum on the transition behavior of iodide titanium in the presence of oxygen and other interstitial~. EXPERIMENTAL Three different lots of iodide titanium were employed to prepare the alloys studied in the present work. Their chemical composition is presented in Table I. The compositions of the tin and aluminum used for alloying are shown in Table 11. Oxygen additions were made using calcined rutile titanium dioxide (TiO2)of 99.7 pct purity. Effect on slime dispersion. c. Effect on sulfides. SUMMARY OF THE ORIGINS OF PRESENT-DAY FLOTATION PRACTICE The first practicable, foolproof method of froth flotation was described in U. S. patent 835120, issued in 1906 to Sulman, Picard and Ballot, and in the equivalent patents in other countries. A number of less simple methods of producing the same result had been described previously in patent publications and otherwise.1 The reagents specified in all of these early patents were "oils" and, in addition, some inorganic substance, usually an acid. The quantities of reagents recommended and added were enormous when' compared with those used today.

Studies were undertaken to investigate the effects of manganese content on the machinability and other Properties of a free machining martensitic stainless steel (AISI Type 416). Machinability was found to be significantly improved in steels of high manganese content, and a direct relationship was obtained between machinability and steel Mn:S ratio. As the manganese content of the steel increases, the sulfide Phase present changes from CrS to (FeMn)Cr2S4 to (MnFeCr)S, and finally to MnS. The average sulfide inclusion hardness decreases through the same range of increasing manganese content. The mechanism for machinability improvement is discussed in terms of a soft ductile sulfide affecting deformation in the secondary shear zone. Type 416 containing relatively high manganese for improved machinability shows good general properties. The effects of increasing manganese content on mechanical properties, cold formability, and corrosion resistance are described. THE addition of sulfur is commonly used to improve the machinability of stainless steels. However, little attention has been paid in the past to the composition and characteristics of the sulfur-containing phase or phases present in these resulfurized steels. Recent information on the properties of sulfide phases, and their role in metal cutting, suggests that variations in these phases could have critical effects on machin-ability, as well as important effects on formability and other properties such as corrosion resistance. Manganese, chromium, and iron are strong sulfide forming elements present in stainless steels! of these, manganese has the greatest sulfide forming tendency and iron the least.1"1 The manganese content of resul-furized 13 pct Cr steels, often about 0.5 pct, can be insufficient or only barely sufficient to combine with the sulfur that is present; thus, the precise level of manganese can strongly influence the nature of the sulfide phase. Sulfide phases which may be present in stainless steels have been reported to include CrS, a spinel-type sulfide, chromium-rich manganese sul-fide, and manganese Sulfide.5,6 Detailed phase relationships for the Fel3Cr-Mn-S system have been reported by the present investigators,7 and a portion of this work will be referred to subsequently in this paper. Recent work by Kiessling6 and Chao et a1.8 has shown that sulfide phases can display wide variations in hardness, and may undergo considerable plastic deformation under isostatic loading.9-12 Early theories of metal cutting attributed the influence of sulfur to a lubricating effect. It is now apparent that the influence of the nonmetallic inclusions and their properties on crack initiation, deformation in the shear zones, and boundary films must also be considered in relation to the machining process. This paper presents the results of studies conducted to relate machinability to the various sulfide phases which occur in stainless steels. This work has led to the development of alloys with improved machinability, and has generated information on the effects of inclusions on metal cutting processes. Effects of sulfide inclusions and steel composition on other important metallurgical properties are also discussed. MATERIALS For drill machinability and inclusion studies, 10 lb laboratory heats were melted in an air induction furnace. These heats were made with sulfur contents be tween 0.10 and 0.50 pct and manganese contents be tween 0.05 and 3.0 pct. Residual elements were added to the heats in amounts typical for commercial steels. The typical compositional range covered by the heats is shown below: C Mn P S Si Ni Cr Mo Cu N 0.10 0.05 0.007 (M0 0.40 0.40 13.0 0.20 0.10 0.03 3.0 0750 The laboratory ingots were forged in the temperature range of 1800" to 2100°F to 3/4-in. sq bars, and all bars tempered to a hardness aim of 200 Bhn prior to testing. Because of differences in composition and tempering response, the tempered bars showed some variation in hardness (175 to 275 Bhn) as well as variations in delta ferrite content (0 to 50 pct). Composition, hardness, and delta ferrite content were considered in the analysis of the machinability data. Additional tests involving tool-life evaluation and determination of other properties were conducted on materials from commercially melted and processed 15-ton electric furnace heats. TESTS AND PROCEDURES Machinability of the laboratory heats was evaluated in a drill test. In this test, 1/4-in. diam holes, 0.4 in. deep, were drilled alternately in a test bar and in a standard bar for a total of four holes in each. This sequence was repeated three times using a freshly sharpened drill each time. The average time required to drill a hole in the test bar was compared to that for the standard bar. DEWATERING fine coal has been a serious problem to many operators who desired to wet-wash finer sizes and maintain high recovery. Centrifugal driers have become popular for this purpose for sizes between 3/8 in. and 14 mesh. Below 14 mesh the perforated screen centrifuges lose a large per- cent in the effluent solid bowl types that do retain -14 mesh coal, produce excessive degradation, tend to retain the highest ash fraction in any size fraction, and are subject to abrasion, which results in higher maintenance. In 1949 Truax-Traer Coal Co. planned a cyclone installation at their Ceredo preparation plant to recover coal down to 150 mesh with approximately a 14-mesh top size. Since available centrifugal equipment was not considered satisfactory, an investigation of rotary vacuum filters was begun in cooperation with the Peterson Filters and Engineering Co. to determine the suitability of the Peterson Top Feed Reservoir (TFR) filter. This investigation, which is described below, has resulted in a highly satisfactory installation of two 6x10-in. Peterson TFR filters that have been in operation over a year. After some preliminary laboratory batch vacuum filter tests, a pilot plant double-drum Peterson TFR filter was installed at Ceredo to prove the feasibility of vacuum filtration and determine optimum conditions. The full scale units were then installed on the basis of the pilot plant results. This was followed by an extensive research program on vacuum filtration in the laboratory at Northwestern University to investigate basic design and operating variables and their influence on final moisture con- tent of the filter cake. A method of scale-up from laboratory batch tests to the full-size unit was also proposed and proved. Because of the importance of dewatering fine coal today, it was felt that the results of the three steps should be made available for the use of others facing this problem. The work at Northwestern is given in a theoretical section following the discussion of the pilot plant and full- scale operation. Fig. 1 is a flow diagram of the cyclone and filter installation. INTRODUCTION The International Finance Corporation (IFC) is affiliated with the International Bank for Reconstruction and Development (World Bank) but operates with a separate staff and funding. It supplements the activities of the Bank by providing, to private business, equity and loans without government guarantees in whatever form and combination most suited to the project. IFC frequently complements the Bank's activities by utilizing, for example, the Bank's public sector infrastructure activities to support IFC's private sector projects. In the case of local financial institutions especially, IFC collaborates with the Bank by providing technical and financial assistance. IFC is the world's largest multilateral organization which finances private sector business in developing countries. IFC's fundamental purpose is to promote the economic development of its developing member countries through the support of the private sector. Of the 124 member countries of IFC, more than 100 are developing countries. Since it began operations in 1956, IFC has been associated with more than 2,000 companies and financial institutions in supporting over 700 business ventures in more than 80 countries. The total capital costs of these projects exceeds $26,000 million. In the 1984 fiscal year, IFC approved 62 projects in 37 countries with a total project cost of $2,473 million. IFC will make investments only if sufficient capital cannot be obtained on reasonable terms from other sources. IFC often serves as the catalyst for a project by encouraging other investors--from inside and outside the host country--to make their own equity investments along with the local sponsor for a particular project. IFC'S SPECIAL ROLE The significance of IFC's role extends beyond just its financing and technical assistance: IFC's capability to raise investor confidence in a project and to help all the participants to arrive at mutually satisfactory investment arrangements is its distinctive character. Direct Investments IFC invests in all types of projects both large and small. Heavy industrial ventures not only supply essential materials and equipment for other domestic enterprises, but also earn foreign exchange through exports. In recent years, increased emphasis has been placed on agriculture and agribusiness products, aquaculture, food and food processing, and other renewable and nonrenewable resources such as metals and energy. [ ] An overall objective of IFC is to assist entrepreneurs and others in the private sector raise the needed capital for business ventures. IFC does not compete with, nor seek to replace private initiative and capital. Rather, IFC helps to raise funds in order to undertake projects that would otherwise be held back by the lack of adequate funding. IFC can do this in several ways: IFC can invest in equity and make loans for its own account. A discussion of the probable future use of coal for power development involves the study of several basic factors, such as future demand for power, the quantity and availability of fuels in direct competition with coal, the price of coal, and a closely related factor—the efficiency and cost of fuel utilization. Predictions based on purely statistical analyses of past coal consumption have definite limitations. For example, statistics showing the relation between coal utilization and total energy consumption from all sources between the years 1890 to 1930 indicate that during that period the energy consumption per person in the United States increased five times, while the coal consumption per person increased only twice1, and there has been an actual decrease in per capita coal consumption since 1920. Figures such as these, compiled by authentic agencies, emphasize the need for caution in attempting estimates as to the future use of coal, and, incidentally, would seem to offer little basis for optimism in the coal industry. They also suggest the value of analyzing broadly the part played in the past by the related factors of power consumption, competitive fuels, coal prices and the efficiency of utilization. Proper weight must also be given in such a study to the present status and limitations of power-plant developments, arid to the question of what the coal industry itself can do to further its own interests arid influence the consumption of its product.

THE opening of sheet-ground mines in which the ore beds are only from 7 to 9 ft. thick led the Commerce Mining and Royalty Co. to con-sider mechanical loading, in order to avoid the high cost of hand shovel-ing in such mines. Scraper loaders were chosen because the capital investment would be comparatively low; because they are small enough to be used in low working faces, and because they can be mounted on a mobile carrier.

An experimental investigation was performed to evaluate the role of stress waves in the pre-splitting operation. 3D birefringent Plexiglas models and the dynamic photoelastic technique were used to visualize the stress waves generated by the detonation. Simultaneous as well as sequential detonation of the explosive charges were investigated. The development of fractures and stress waves were recorded using a high speed multiple spark gap camera of the Cranz-Shardin type. The experimental data was analyzed and displayed-on a Lagrangian diagram to present an overall picture of the entire dynamic event. It was repeatedly observed in the tests that the time required for the completion of the pre-splitting operation as practiced in the field is of the same order as that for the transit time for the stress waves between the blastholes thereby revealing the highly elasto-dynamic nature of the event.

M. Balicki—As one who some years ago spent much time searching for an alloy with high thermoelectric power that would be suitable for heat energy-electric energy converter based on the principle of a thermoelectric pile, I would like to make a few comments touching upon that aspect of this excellent paper. The specifications which one of the authors has formulated so aptly do not appear to me as complete, and I would like to add to them the following two demands: (1) Melting point not less than 500°C and (2) elongation on 2 in. at least 5 pct. Condition 1 would insure good thermodynamic efficiency of the pile by permitting a reasonably high temperature of the hot junction and at the same time making it suitable for such application as salvage of vast amounts of energy which is lost in the form of sensible heat of waste gas leaving industrial and other furnaces. Condition 2 is also a very important one; particularly, because of the fact that all elements and alloys which exhibit attractive thermoelectric properties seem to be as a rule very brittle. The design, erection, and maintenance of a pile incorporating a brittle material in one of the most crucial parts of the converter would be a very difficult and costly affair indeed. To illustrate this point I may mention great difficulties I encountered when trying to make thermocouples of silicon. Casting of 1/4-in. rods in iron or graphite mould yielded only broken pieces which had to be welded into a bar. Such a bar had to be handled very carefully during the determinations. Raising the molten silicon by vacuum into a silica tube and solidifying it there solved the problem of stability as well as that of electrical insulation of a bar. On tests this bar (98.5 pct Si) showed dE/dT = — 275.5 microvolts per degree C vs. copper. Thermocouples made of this grade of silicon and pure nickel developed 0.39 v when temperature of the hot junction was approximately 1000°C. The possibility Dr. Gonser has mentioned of trying to impart to metals good thermoelectric properties by alloying them with silicon, has been considered. The preliminary survey which I have made was, however, disappointing. Perhaps, it will be advisable to record the results obtained (table VI), as this might save repetition of search in fields already covered.

A large-scale water-injection program for the Holt Bryant reservoir of the Delhi field has been established by means of the new automatic multi-pool analyzer. The objectives of this program were to increase reservoir pressure and eliminate a cross-dip gradient of 200 psi. Pressure increases during the first 15 months of operation have allowed for increased oil production rates of 2,600 BID or 25 per cent. To determine the required water injection it was necessary to predict natural water influx ram. Elimination of the pressure gradients required the water-injection program to account for the fluid migration and pressure interaction between segments of the reservoir. An integral part of the ana1ysis included the determination of in-place volumes of oil and gas. The operation of the automatic multi-pool analyzer in determining the water-injection program is described. New features of the analyzer inc1ude an automatic maferial balance analog and a leart-squares computer for determination of unknown reservoir properties. Operational procedures are sufficiently simple to allow direct use by reservoir engineers on a routine basis. The rapidity and accuracy with which problems may be solved permit repeated ana1yses as a check upon reservoir performance. INTRODUCTION This paper describes the use of a new analog com- puter in determining the optimum injection program for a complex reservoir. The Holt-Bryant (Fig. 1) is the major reservoir in the Delhi field of Louisiana. Production is from the Tuscaloosa at subsea depths of 2,970 to 3,286 ft. The sand dips to the south and southwest from three to five degrees. The reservoir is approximately 12 miles long and varies in width from 1/2 to 2 miles. Various calculations have placed the initial volume of oil in-place in the wide range of 275 to 355 million STB. Two small gas caps were initially present in the reservoir. The Holt-Bryant reservoir was discovered in Dec.. 1944, and was fully developed with 188 producing wells by 1948. TRIAL installations of rock bolts, of the slit-rod- and-wedge type, were under way at several units of Day Mines, Inc., when Korean hostilities interrupted the already slow deliveries of steel bars to the Coeur d'Alene district. Factory-made bolts had not yet been put on the local market, so the program was halted for lack of supplies. Interest was revived by a visitor's description of wooden roof bolts. These were said to have been used briefly with apparent success in a coal mine, until apprehension voiced by the U. S. Bureau of Mines caused the practice to be suspended

A NEW record-a quarter million students in the engineering schools of the United States and Canada-has resulted from the great demand for engineers following World War II. The figures released by the American Society for Engineering Education and which appeared in detail in the Journal of Engineering Education for January 1948, show that, on Nov. 1, 1947, 252,250 students were studying engineering in 149 engineering schools of both countries. There are 244,390 in the 143 schools canvassed in the United States, and 7860 in six schools in Canada. The Telluride mining district of southwestern Colorado is defined by the 37" 45' and 38" parallels of latitude and 107" 45' and 108" meridians of longitude. Telluride was never a boom camp, but has had a steady growth. In recent years, notwithstanding the business depression of 1920, the business has been the same as in normal years. The first prospector is said to have appeared in 1875, in which year locations on the Smuggler vein were made. Shipments were made in 1877 and 1878, and in 1879 milling the ores was attempted. While the district produced high-grade ores, it did not become important until 1890, when the Rio Grande Southern R. R. was completed from Ridgway to Telluride. The railroad has since been extended to Durango. In the fall of 1896, 400 stamps were in operation, and the annual production was $3,000,000.00, two-thirds of which was gold. The total production from 1875 to 1923 was: gold $58,274,527; silver 41,-830,920 oz., valued at $31,016,893; copper 15,258,866 lb., valued at $2,533,291; lead 166,056,484 Ib., valued at $8,324,910; zinc 18,141,182 Ib. valued at $1,323,787; or a total production of $101,473,408. All claims are held in fee. Most of them are 1500 by 300 ft. but claims located within the last few years are 1500 by 600 ft. General supplies are obtained at Telluride, Denver, and Salt Lake. The largest mines are within 6 miles of the town of Telluride. Denver is 422 miles and Salt Lake is 439 miles, by rail, from Telluride. One-half of the distance to Denver and one-sixth of the distance from Telluride to Salt Lake is by narrow-gage railroad. The labor is efficient. The best miners are Italians and Austrians, then Slavs, Greeks, and Mexicans follow in the order mentioned. There are no labor unions. There are no serious mine pumping problems, the drainage being through adits. The Tomboy and Smuggler companies pump water from their reservoirs, the former for milling and domestic purposes and the latter for milling, power, and domestic purposes. Upon nomination of the President, _the following Committee on Membership was appointed: Karl Eilers, Chairman, Arthur. S. Dwight, Lewis W. Francis, Louis D. Huntoon, Arthur L. Walker. The following resolution was then unanimously passed: WHEREAS, the integrity and life of this nation is dependent upon its ability to successfully defend itself against foreign aggression and attack, and WHEREAS, it is necessary that the nation he properly prepared to the end that our untrained patriotic volunteers he not uselessly slaughtered and our country disgraced and defeated, be it therefore RESOLVED: That the Board of Directors of the American Institute of Mining Engineers believe that compulsory universal military training should be at once instituted and that adequate, complete and immediate preparedness, should he provided. BE IT FURTHER RESOLVED: That, we believe that thorough and complete preparedness in the army, the navy and the industries of the country is vital; anything less is unsatisfactory and inefficient and may result in disaster to the nation.
