In 1968 the metal-mining industry of northern Idaho installed tailings ponds as a means of handling and treating mine wastes, metallurgical process wastes and domestic wastes. The installation of the ponds constituted a crash program to minimize pollution of the Coeur d'Alene River. The ponds provided an opportunity to investigate which combinations of wastes tailings ponds can be treated. The research data pertaining to tailings pond discharge lends insight into compliance with the recent EPA guideline for effluent quality.

Some of the advantages of the inductive method of electrical prospecting were emphasized in a paper by Dr. Max Mason. Since this emphasis was misunderstood by some to indicate a too exclusive interest in inductive methods, we are especially happy to help correct this impression by reporting on some of our work on surface potential methods. Earth Currents and Surface Potentials When two electrodes, A and B, are placed on the surface of the ground a distance d apart, and a 100-volt battery is connected across the elec- trodes, current flows from the positive electrode A to the negative electrode B. The current does not pass directly from A to B along the straight line joining these two points. In fact, a negligible amount of the total current chooses this direct path, and the flow actually takes place

In 1926 one of the authors published researches on the determination and description of the iron-tungsten and iron-molybdenum systems,' including the equilibrium diagrams. In 1929, further work was carried on, including the examination by X-rays, which is recorded here. Meas-urements were made of changes in lattice parameters in the solid solutions. Precipitation from the solid solution and the accompanying changes in hardness were studied as well as the formation of the intermetallic com-pound phases upon sintering a mixture of metal powders. Materials All the specimens were prepared from the same quality of metals and by the same methods as were described in the determination of the constitutional diagrams. The metal powders as mixed and pressed were sintered or fused in a hydrogen atmosphere and subsequently treated as indicated in the titles of the figures. The formation of the iron-rich solutlon in the solid was accomplished by sintering in hydrogen for a period of 20 to 30 hr. at a temperature 25' to 50' C. below the melting point of the eutectic. The tungsten-rich and molybdenum-rich solid solutions of iron were prepared by adding the iron as a solution of iron ammonium oxalate to the oxide of tungsten or molybdenum, followed by a hydrogen reduction. This method results in a homogeneous alloy after sintering the pressed metal powder for 20 to 30 hr. at a temperature slightly below that of the peritectic reaction in the system involved. For X-ray examination the specimens were variously prepared, depending on the nature of the sample and what it was desired to show. For example, the iron containing tungsten or molybdenum in solid solution was cut with a file, the chips were put through bolting cloth, and this powder of filings formed the specimens for comparative study. IN the course of study of the heat-treatment of low-alloy steels, the behavior of alloy carbides at subcritical temperatures was found to vary from that indicated by published investigations. In order to establish the ranges of formation of carbides in low-chromium steels, a series of steels containing up to 0.60 per cent carbon and 7.5 per cent chromium has been investigated with respect to the type of carbide formed after quenching and tempering at subcritical temperatures. The types of carbide formed as products of austenite transformation to pearlitic and pseudomartensitic structures have also been determined. There have been numerous investigations of the carbides in chromium steels and diagrams of the iron-chromium-carbon system.1 Westgren, Phragmén and Negresco2 identified the following carbides in chromium steels: [Cementite Fe3C (containing up to about 15 per cent Cr) Trigonal carbide Cr7C3 (containing up to about 55 per cent Fe) Cubic carbide Cr4C (or Cr23C3) (containing up to about 25 per cent Fe) Orthorhombic carbide . Cr3C2 (containing only a few per cent Fe)] The most complete information on the iron-chromium-carbon system was supplied by Tofaute, Sponheuer and Bennek3 and by Tofaute, Küttner and Büttinghaus.4 By means of dilatometric and microscopic studies, sections of the diagram were established. This diagram showed the presence of the special carbide Cr7Ca in steels containing about 2.5 per cent to 12 per cent chromium in low-carbon steels and from about 5 to 20 per cent chromium in r per cent carbon alloys from A1 to room temperature. The present investigation has shown that a carbide inversion from Fe3C to Cr7Ca occurs in chromium steels containing more than about 1 per cent chromium after hardening and tempering at subcritical temperatures above about 500°C. The type of carbide observed to be more stable in quenched and tempered specimens was also found to be produced by direct austenite transformation in corresponding ranges of temperature and composition. EXPERIMENTAL PROCEDURE The steels used in these experiments were made in magnesia-lined crucibles in high-frequency furnaces and were poured into 2-in. ingots. The ingots were forged into 1-in. round bars, and all heat-treatments were conducted on specimens of this section .size. Sections of the bar stock 8 in. long were hardened in air, oil or water depending on the composition, after heating to a temperature sufficiently high to dissolve the carbides. The low-carbon and low-chromium steels were not entirely martensitic after quenching, and contained some ferrite and pseudomartensite. No pearlite was observed in the microstructures after auenchine. Airborne respirable dust levels on longwalls can be reduced if operators approach the dust control problem in a logical and fundamental manner. This can be accomplished through the proper application and continued use of effective dust control techniques. The Bureau of Mines is currently assessing the effectiveness of longwall dust control techniques in use today to provide mine operators with guidelines for selecting the most appropriate control technology. This paper presents a fundamental approach to the problem of shearer dust control. Three dust control techniques to be discussed are: deep cutting/increased pick penetration for reducing the amount of respirable dust generated; drum water sprays/improved water supply system to suppress the amount of airborne respirable dust; and improved external water spray system, the “shearer-clearer, "to push the dust close to the face. The techniques have been evaluated infield trials and have been shown to be both practical and effective in applications to control shearer generated dust.

The problem of determining the number of particles of a phase distributed randomly in unit volume c an opaque matrix from measurements made on random plane sections is closely investigated. A formalized derivation for the general case is presented. Applications of this formal result are made to specific types of aggregates dispersed in a matrix; circles, particles with flat circular ends, cylinders, and constant shape aggregates of ellipsoids of revolution. Quantitative measurements of the average geometric properties of these aggregates are developed. In 1953 R L. ullman' developed a technique for determining, from measurements made on random plane sections, the number per unit volume, Nv, of particles imbedded in an opaque matrix. Using meas urements previously developed for volume fraction, vV,' and surface area per unit volume, .SV,= he was able to determine average volume, average surface area, and average dimensions of particles, independent of size distribution, for spheres and circular disks,' as well as for uniformly sized cylinders of any axial ratio.4 The technique is mathematically rigorous for the cases studied. Recent studies of this problem have yielded rigorous solutions for the general case of cylinders, permitting evaluation of NV independent of size distribution and with all axial ratios intermixed. Generalization to shapes having flat, circular ends has been deduced. A solution has also been obtained for the ellipsoid of revolution, independent of size distribution, but requiring a constant axial ratio in the generating ellipses. In the following derivations, as in Fullman's work, it is assumed that the problem is purely a combination of geometry and probability theory,that is,eithe the particles to be measured are imbedded randomly in the matrix, or a sufficient number of random plane sections are taken to make the sample representative. A relationship exists between the number of par- ticles of a given size and shape that may be situated in unit volume (Ny) and the number of intersections a random plane can be expected to make with these particles (Na). It is the purpose of the following section to derive this relationship. The probability of Intersecting Convex Bodies. Consider a convex, closed surface, that is, one for which no two surface normals point in the same direction, situated at some arbitrary position and orientation in a cube of material that is one unit long at each edge. It is not necessary to assume that this surface is symmetrical. Let planes be constructed in the cube parallel to the top face and at random distances from it. Those planes which lie between the two planes which are just tangent to the top and bottom of the surface will intersect it. The probability that a plane will intersect the body may be defined as the limit of the fraction of planes that lie between the two tangent planes as the total number of planes constructed becomes infinite. This fraction, in the limit, is equal to the distance between the two tangent planes, DV, divided by the total length over which planes are constructed, which has been taken as unity. If the body is now rotated to a new orientation, applying the same argument, the probability of intersection is again numerically equal to the distance between tangent planes. Let DV ($, 0) be defined as the distance between tangent planes of a convex body as a function of orientation, Fig. 1. The probability, Pr, of intersecting the body with a randomly oriented and randomly positioned plane, is then equal to the average value of DV (0, $) over all possible orientations. It may be easily shown that for a system of spherical coordinates the probability of finding an orientation between Q and Q + de, $ and $ + d$ is (1/4n) sin $ dB d$, so that This relationship may be applied to each body in an aggregate of convex bodies. The D'Arcy Exploration Company Ltd. has been granted prospecting licenses in Great Britain to explore four different types of prospect. In the south of England (Dorset, Hampshire and Sussex) the objective lies in Jurassic and Lower Cretaceous beds. In an area of approximately 4470 sq. miles, covering parts of Nottinghamshire, Lincolnshire and Yorkshire, the search is directed to testing Carboniferous rocks. In northeastern Yorkshire a single license covers structures in which the Permian limestone will be explored. In Scotland, southeast of Edinburgh, the company holds another single license where Lower Carboniferous horizons are the objective. Southern England Among the more important "indications" that led D'Arcy Explora-tion Company Ltd. to undertake a testing program in southern England was the discovery of sands in the Wealden (Lower Cretaceous) series of Dorset, impregnated with oil residues. Traces of oil and bitumen were also found in limestones of the Portland and Purbeck beds of the same area. In addition, traces of petroleum had been recorded from Upper and Lower Jurassic beds in borings, more especially those drilled in the course of coal exploration in Kent and Sussex, and an outcropping oil sand was known to occur in Wealden beds near Pevensey in Sussex. Besides these tangible proofs that at least some oil has been generated in this area, _the Jurassic beds, as developed at outcrop in Dorset and elsewhere, include considerable thicknesses of strata that may well be considered as possible source rocks of petroleum. A regional view suggested that these possible source rocks extended, without great thinning, beneath at least the southerly parts of the Weald of Sussex, the South Downs and still farther south beneath the English Channel. It appeared, and still appears, a reasonable conclusion that, where suitable structural conditions occur in this tract of country, an oil accumulation of commercial value may be found. Of the several possible anticlinal structures, those at Portsdown (Hampshire) and between Henfield and Steyning (Sussex) were selected as sites for the first test wells. THE patent literature of alloys for the last two decades or so indicates that the number of liatents referring to smaller and smaller percentages of essential alloying constituents is on the increase, whereas the number of patents relating to considerable percentages of alloying additions becomes smaller. The claims regarding physical properties indicate consistently higher and more rigid values and show the possibility of modifying the physical properties by only slight changes in the percentage of minor constituents or by applying different methods - of treatment. Alloys of the same base have been made suitable for a number of different applications by intelligently and rigid- ly controlling their composition, melting, casting, working, and heat-treatments. Other trends indicated in the development of modern alloys are higher corrosion resistance, higher fatigue limits, and "stability" in volume.

Experiments were performed to determine the effects of mechanical vibrations on ordering in CuAu. The effects of 5, 10, and 15 kc vibrations were investigated over a range of ordering temperatures of 280° to 360°C. A decrease in the rate of ordering was observed at all frequencies and ordering temperatures. THE effects of mechanical vibrations on certain solid-state reactions have been noted by several investigators. In 1930, Mahoux' reported a substantial increase in the case depth of a steel sample nitrided under the influence of mechanical vibrations over that of an unvibrated sample. Similarly, an accelerating effect of vibrations on the diffusion of chromium in steel was noted. Guillet, in the same year, confirmed the results of Mahoux. More recently Schenck and schmidtmann3 studied the effects of low-frequency, alternating loads on the diffusion of carbon in steel. The results of their experiments, conducted at 500 cycles per min and large strain, (0.2 pct), indicated an acceleration of the process. These workers also reported an increase in case depth of a sample vibrated at 430 kc during a carburizing treatment. Effects of high-frequency vibrations on solid-state reactions have also been investigated by Gudzoff and Gavze6 and Fairbanks and Dewez.7 The former reported an acceleration of the age-hardening process in aluminum alloys. The latter noted changes in the structure and mechanical properties of steel annealed under the influence of vibrations. On the other hand, Altenburg4 and Ehringer5 have given some theoretical reasons and experimental evidence as to the improbability of any effect of vibrations on diffusion. Comprehensive surveys of the effects of vibrations on metallurgical reactions are given by Hiedemann' and Bergmann.9 None of the above investigations led to a physical description of the effects of mechanical vibrations on solid-state reactions. In the present study an attempt was made to gain an understanding of the influence of vibrations on nucleation and diffusion. The order-disorder transformation was chosen for investigation since its mechanism has been extensively discussed in the literature. Moreover, the progress of the transformation may be easily followed by observation of electrical resistance changes. EXPERIMENTAL PROCEDURE The specimens used for the experimental observation of ordering rates were prepared from 50 at. pct Cu-Au alloy wire.* Each specimen consisted of a 0.02-in. diam wire approximately 10 in. long to which two copper potential leads were silver soldered, 2 1/2 in. apart, near one end of the wire. First-order kinetics adequately describe the recovery of a single floatable species. The conditions under which cell behazior can be simulated by a single-phase model are discussed; deviations from the multiphase model are accountable. The rate coefficient depends upon operating conditions besides particle size and mineralogy and the physicochemical properties of the pulp constituents. The model for a real flotation system combines the first -order, single-phase model with a distribution of noninteracting species. Methods for determining the distributions are discussed. Applications of the procedure to flotation studies are outlined. The mathematical description of flotation as a rate process can be traced to Garcia1 who reported cases in which the fraction of solid remaining in a cell in semi-batch operation, F (for Notation used throughout, see Table l), decays exponentially with experimental time T. F = e-k>r. (1 The differential equation leading to Eq. 1 is dF ----= -k,F (2) dT which is recognized as the algebraic analog of the chemical kinetics first-order reaction equation.' This has led to suggested mechanisms for flotation and mathematical relationships other than first order: with very little foundation other than analogy. The flotation rate coefficient kl can be accounted for as the product of several probabilities concerning bub-ble-particle attachment and detachment, aggregate entry from pulp into froth and return from froth to pulp, and removal from froth as concentrate. These factors clearly contribute to the magnitude of the overall flotation rate, and there are others also, but describing flotation merely as the overall probability of consecutive gross events hardly appears a significant advance in understanding. More recently, it has been described in terms of a stochastic process, which promises to provide a more satisfactory approach? The present paper will be more concerned with a phenomeno-logical description of the flotation process than with an account of the internal mechanics of the process. This is not a statement of priorities, or a judgement of the relative importance of these options but rather an assessment of what is presently possible. Previous investigators'" have developed methods for interpreting semi-batch flotation data in terms of species distribution. These methods have been used in an attempt to explain flotation behavior in response to changes in operating conditions." While it is true that taxes, especially income taxes, whether they be federal, state, or local, are not usually thought of as a "cost" of doing business, it is equally true that these tax costs do reduce the distributable profits just as much as the cost of power, supplies, or labor. Therefore, the consideration given to taxes is often as important as that given to other costs. Hopefully you will recognize that, within certain limits, taxes can be controlled to an economic advantage. The tax laws as now imposed are quite complex. Many of these laws and the regulations thereunder involve many factual determinations, technical considerations, and specialized valuations that can best be made by people trained in the specific area concerned. A substantial amount of a tax liability turns on the proper consideration given to issues involving facts and principles which are peculiarly engineering in nature. The importance of these "engineering" issues in tax administration has been significantly increased in recent years by our rapidly advancing technology, automation, stepped-up mineral and oil exploitation, new industries such as electronics and nuclear power, and the extension of percentage depletion to all minerals. These specialized requirements incorporated in the law are so technical that full consideration can not be given by people with a non-engineering background.
