After the explosion in the Black Heath pit, that company sent to England for some experienced miners to reopen the mine. The results of their work in this vicinity are mentioned in an advertisement for pit hands by the Mid-Lothian Co., as follows: "PIT HANDS WANTED.-In consequence of reports having been circulated of the insecurity of hirelings in the Mid-Lothian Mines, the Company deem it proper to make known, that the mines have recently been opened, and that not the slightest explosion from gas has occurred; the workings were laid out and are now progressing, ° under a plan furnished by Messieurs Foster & Hall, .two distinguished English Colliers, sent over from England to reclaim the Pits of the Black Heath Company after the recent explosion of gas-and the present under ground operations are now conducted under the management of one of the English foremen left here by these gentlemen, and supervised by Mr. Wm. Hall, who has under his superintendence the Black Heath Company's Works at present. The skill and capacity of those gentlemen, is fully evinced in their skilful reclamation of the Black Heath Mines, and their present successful working of said Pits; and their confidence in the safety of the hands in the Mid-Lothian Mines, will be seen, by reference to the annexed extract from the Plan left by Messrs. Foster & Hall for laying out and working the Mid-Lothian Mines, and from the Certificate of Mr. William Hall, as to the manner in which that plan is carried into effect. This publication has been deemed proper, as the Company are now in want of some ten or fifteen additional able-bodied, active Pit-hands, on hire by the year, for which they will give the most liberal hire. The Company have not hitherto spared any labor or expense, deemed necessary to secure the absolute safety and comfort of the hands in their mines; nor is it designed in future to omit any thing that can add to the security of their own hands, or the hired laborers of other persons-indeed they can, with great propriety, say, as far as they have progressed, that no mines in this country exhibit stronger, if as strong, evidence of general safety. The Company will receive on hire, no hands who do not voluntarily enter their service -and they request of those having hands to hire out, to remember that they will want upon hire, successively, at intervals of every ninety days, some additional four or five hirelings during the year, or to purchase, progressively, that number of healthy, able-bodied young men. "Owners of slaves at a distance from the Coal Mines, would do well to give some attention to the subject. There is no place in this country where slave labor commands as much, where their general health is better, and where the treatment and contentment of the slaves are surpassed. It is true that within the last few years several disastrous accidents have occurred, but from the scientific and practical skill attracted to the mines, these accidents will be of rare occurrence, it is to be hoped. AT THE beginning of a Henry M. Howe lecture it seems fitting to refer to Howe's great contributions to steel metallurgy, and particularly to the literature thereof. Most of my predecessors in this role have been able, from their association with him, to give direct testimony as to his great services; but although connected with him for years in a business way, I am less familiar with what might be called his academic side, except as .it is embodied in his utterances, written and oral. Howe was adept in his genial way in extracting information in any line which, at the time, was of interest to him. In a technical lecture one expects as a rule new knowledge-something about recent advances relating to the subject. On this occasion, however, I will ask you to go back with me to the primary department of steel lore, as the title of my lecture shows, to review the more fundamental features in that field for the purpose of seeking some gaps which we can fill and so give the subject renewed interest. In thus going back one must inevitably repeat many familiar facts, but that seems to be necessary in order to reach a clear understanding of the unrecorded matters. The full interpretation of a steel analysis is at present unattainable, though much progress toward that end has been made. The ultimate analysis, giving the percentages of the five commonly determined elements, does indeed usually give a fair idea of what the steel is, and is ordinarily enough, with knowledge of its history and physical condition, to enable it to be assigned to some purpose or use for which it is reasonably suitable. But discrepancies arise. Every maker and every user of steel knows, from at least occasional examples in his own experience, that the ultimate analysis is insufficient by itself to enable one to tell positively, from its interpretation, either the mechanical properties of the steel or its adaptability to the purpose for which it was made. Further, if, while having the specified composition, it is abnormal or unsatisfactory, why it is so. Good, bad and indifferent steels may have substantially the same ultimate analysis.

During the course of the war the supply of tin in this country has steadily decreased and a continued effort has been made since the beginning of the emergency to use alloys that are either tin free or contain appreciably lower quantities of it. Even with the use of emergency materials, the tin supply has become particularly acute, and it is estimated that after recovery of the far eastern mines probably one to two years will be required before our normal annual supply is attained. One of the major tin-consuming fields is the bronze industry. Recommendations were made several years ago by the War Production Board toward the use of bronzes of lower tin content and manganese bronze and yellow brass for the customarily used tin-bronze alloys. The substitution of 88-5-5-2 copper-nickel-tin-zinc for composition G received considerable attention before the war, and consequently this alloy and modifications of it have been adopted for some current structural and pressure castings requiring high mechanical properties. Another of the commonly used bronzes is the 10 per cent tin 10 per cent lead copper alloy for heavy-duty bearings. It has been known for some time that about 2.5 per cent nickel could be substituted for an equal amount of tin with retention of equivalent casting and tensile properties; however, it was desirable that a still greater conservation of tin be made. Consequently the present paper deals with the development of an alloy of low tin content that could be used for bearings. Selection or Composition While the final criterion of the suitability of an alloy for a bearing must of course be determined by practical applications where all the ramifications of service conditions are encountered, certain short cuts in the initial selection of compositions are necessary to avoid an extensive and time-consuming investigation. The present program has been to match certain metallurgical properties of the 80-10-10 bronze that have been shown by previous investigations to be related to good bearing qualities. Such properties as microstruc-ture, hardness, compressive yield strength, ductility, and castability have been considered, and certain simple wear tests have been made. Of the readily assessed characteristics desired in a good bearing alloy, one can be certain that a uniform distribution of lead is required in a leaded bronze. It has generally been found that segregation of lead is one of the chief difficulties with this type of material. Tin has a powerful effect on lead distribution, and with 10 per cent present produces a random distribution of chunky particles, such as are shown in Fig' 1. REFINERY SECURITY "Highgrading, " a polite word for stealing gold and silver, has been a way of life since the metals in native form have been mined or produced. Unfortunately, in the past, highgraders were not always severely prosecuted or even looked upon unfavorably in their communities. Recent high metal prices with attendent world wide publicity, however, has made highgrading or thievery again a serious problem in mines and plants. When a small button of gold the size of the end of ones little finger has a value equal to about one week's wages, the safe-guarding of gold production by enforcing tight security measures becomes a prime responsibility of management. The higher the gold price, coupled with unrestricted owner- ship, the greater the temptation to “get-your-cut”, and diligence by management must become an integral part of plant security. Primary security begins by knowing the expected gold production and the sampling of a gold ore mill feed for this determination has proved not reliable. However, solution flows can be accurately sampled and measured thereby closely predicting the gold recovered each day as precipitate. The progressive record of total ounces of gold contained in the precipitation press, referred to in cyanidation plants as I1solution calll1 predicts the accumulated production. The "callH is an important adjunct to security and extreme caution must be used so that the pregnant solution meter and sample are confined in a security area. It should be recognized that this key sample may be the target for Ifdoctoring" by trusted insiders (assay office employees) as a preliminary step for stealing precipitates and/or metal. Security measures similar to the following were adopted after one operation experienced a sizeable theft of gold precipitate and metal by trusted employees. The refinery area where precipitates are handled and melted to bullion and all other gold products are kept should be completely enclosed with a tight security fence preferably of solid construction. Access to this enclosure should be through one of two electrically controlled gates, one for personnel and another for occasional truck entrance. Admittance should be restricted to essential personnel who are required to sign a register in and out with the date and time. I£ there is a "back gate" to the restricted fenced area, it should remain locked except in an emergency and then opened only by a supervisor. Television monitoring cameras viewing the gate entrance and other sensitive areas connected to a viewing screen located in the general office afford visual observation at all times.

In a discussion of a paper on The Basic Process as Applied to Copper Smelting, by Percy C. Gilchrist, read before the Society of Chemical Industry, London, Jan. 5, 1891,' Prof. W. C. Roberts-Austen asked Mr. Gilchrist whether he thought that the substitution of a basic lining for acid lining in the Manhks process would afford anything like the service which it had been shown to render in the metallurgy of iron. Claude Vautin stated that he had experimented for over two years. with basic linings for Bessemer converters for copper mattes at Cobar, but had given up the attempt on the score of cost. Mr. Gilchrist in his reply stated that he did not believe in applying any system of Bessemerizing to copper. About the time of the presentation of the paper mentioned,Hermann Keller, Superintendent of the Parrot smelter, in Butte, was experimenting on a large scale with converters lined with magnesite brick. He gave up the idea on account of the cost of linings and because no particular advantage was observed. My belief is that his tuyeres and converters were too small. A short time afterward similar experiments were tried at the Great Falls plant of the Boston & Montana Co., and at the Old Works of the Anaconda Copper Mining Co. in Anaconda. These were abandoned on the score of cost and the lack of advantages. The same cause of failure, in my opinion, holds here. The Anaconda Copper Mining Co., however, adopted the magnesite brick lining for its tilting casting machines. Fig. 1 is a view of the first tilting furnace casting copper. It was made from an old Brueckner roasting cylinder. Fig. 2 shows an elevation and vertical and horizontal longitudinal sections of the second tilting furnace, built in 1897.

The discovery of oil in 1901 on the Spindletop dome, Texas, inaugurated a new industry on the Gulf Coast, an industry which has gran with the discovery of successive fields, until today it engages the services of thousands of workers and employs enormous capital. New fields are being discovered from time to time and doubtless some still remain to be found, though of late years discoveries have become more infrequent. Nowadays several hundred dry holes are drilled each year in a fruitless and blind effort to discover new fields, for as yet geologic science has developed no effectual method of locating the coastal oil deposits in advance of drilling. Moreover despite the occasional discovery of new fields, the total production of the Gulf Coast is today no greater than it was in 1906, for the added production of the new fields has been offset by the rapid decline and more or less complete exhaustion of some of the older ones. Careful geologic work within the fields has in some cases increased the production temporarily, but has developed no really new supplies. The Gulf Coast oil industry seems to have passed its period of greatest expansion and to be declining at a fairly steady rate, and this condition is naturally viewed with alarm by the more farsighted operators. In my opinion, the time has come for the adoption of radical and aggressive methods of prospecting; and a fraction of the money wasted yearly in drilling shallow wells in hopeless locations might well be devoted to this purpose. Many facts lead me to believe that all the salt-dome oil has had a common origin; that it has migrated up from considerable depth along lines of structural weakness; and that a deep well, properly located, stands an excellent chance of discovering the parent reservoir and thus of developing new and probably great supplies. This paper is presented as a discussion—necessarily hypothetical and based largely on personal opinion—of the possibility of encountering deep-seated oil deposits beneath the salt domes. Salt-dome Structure All of the oil produced in the coastal region of Texas and Louisiana is probably associated with salt domes, though in Goose Creek, Edgerly, and one or two other fields no salt has yet been actually penetrated. Several years ago the writer was connected with the Mint and Assay Service of the Federal Government as Assistant Assayer at the Salt Lake Assay Office. At that time cyanide bars formed approximately half of the bullion purchased by that office. Disagreement in valuat,ion between the producer and the office was not infrequent and to a lesser extent between the Assay Office and the Mint, this latter issue being soon obviated, however, by adopting uniform methods of sampling the bars. A nice problem seemed to offer itself for research and the writer began a series of experiments which were soon terminated, however, by his going into other work, and which he regrets have not since been completed. The results attained may suggest lines of approach to this problem and are, therefore, offered in this article. Frederic P. Dewey, Assayer of the Mint Scrvice, U. 5. Treasury, has had abundant opportunity to study this phase of metallurgy, and has published several articles relative thereto.1 In the last article cited Dewey quotes analyses of cyanide bullion similar in content to that with which the writer worked, and which show some of the variations met with. In the discussion of these papers,2 comparison has been made in terms of copper bullion, but to the writer this seems of questionable value. Copper bullion may resemble silver bullion, but its similarity to gold bullion with little or no silver content is another thing. The freezing-point diagram of Roozeboom, reproduced on page 881 of the discussion cited, is for the gold-silver series as stated. THE Lepanto Consolidated Mining Company is the largest copper producer in the Philippines, and the only one that makes a concentrate valuable principally for its copper; also, it has the only productive copper mine situated at considerable distance from the sea, and is the only one in the islands operating its own smelter. The Lepanto mine is in the Municipal District of Mankayan, sub-province of Benguet, near the heart of the Mountain Province of Northern Luzon. It is 165 km. from its shipping point at San Fernando, Province of La Union, on the shore of the China Sea. Elevations at the property range from 3200 to 4500 ft. The climate is very mild; temperatures are seldom below 50° or above 80°F. Annual rainfall approaches 170 in. and is mainly confined to a rainy season lasting from May to October. The months from December to April, inclusive, are usually extremely dry. This climatic pecularity entails the problems of landslides on the roads during the rainy season and water shortage during the dry season. The Mountain Trail, an improved rock-surfaced toll road maintained by the Commonwealth Government, gives access to the property. The 105 km. over this road may be traveled in about 4 ½ hr. during the dry season. Very few sections of the road are straight for more than 100 meters, and about one third of it is a one-way road controlled by gates. All freight for the property is delivered by the Manila Railroad Company to Bauang, La Union, 45 km. west of Baguio and at sea level, where it is picked up by freight trucks and hauled via Baguio to Lepanto. Granulated matte is hauled in bulk from Lepanto in four-ton lots on freight trucks to the storage bins at San Fernando. Freight rates from Bauang to the property amount to P8.00 per ton, and from the property to San Fernando the rate is P16.00 per ton. The company pays the road toll, P1.00 per truck, each way. THE CAMP The company maintains a modern camp, well separated from the mine and reduction plant. Comfortable and sanitary living quarters, water, and light, as well as free medical service are provided all employees. A hospital staffed by a doctor and two nurses takes care of all medical treatment. Considering recreational facilities of great importance, the company has provided two tennis courts, two basketball courts, and badminton courts for employees. Bowling alleys and a motion picture theater are operated by the company, the profits being expended for other recreational purposes. Amid the violent economic changes of recent years that have affected Canadian gold-mining operations so deeply, the discovery and early developments of Kirkland Lake might easily be overlooked. There was more than one "false dawn" for the district before developments finally established the fact of a superb mineralized zone extending through the present operating properties. Never far from the railway, Kirkland Lake has had the benefit of direct rail service for many years. The pioneer discovery on which the first mill and cyanide plant was erected was the "Tough-Oakes," this property being on what is now the eastern end of the producing area; some time later, the "Lake Shore" was discovered at the present center of the district, and a small plant was built upon it also. Both of these early treatment plants were of pre-war design. Progress in gold metallurgy has caused a gradual change in cyanide practice since the early days at Kirkland Lake, which may be observed in the various plants now operating there. From the beginning, it was recognized that Kirkland Lake ores were more responsive to cyanidation than to alternative recovery methods, and that their mineralization contained gold in very finely divided form. Although sulfides and tellurides are present, the quantity is small, being in the order of 1 or 2 per cent by weight, so that gravity concentration is undesirable, since gold is not confined to the sulfides. Some complication is offered by the presence of tellurides, which have caused lengthy controversy over their importance in recovery methods, but which are now generally regarded as less harmful in the light of increasingly high recoveries being obtained. Nevertheless, finely divided gold intimately associated with sulfides in the presence of tellurides; and occurring in the hard Kirkland Lake porphyry ore, substantially free from natural slime-forming constituents, indicates fine grinding. This has been the universal practice although the degree of grinding has varied a little among the different mills and is considerably finer now than formerly. The natural condition as outlined caused the establishment of fine grinding at an early stage in the development of Kirkland Lake, during the period of valuation of gold at, $20.67 per ounce. After an interval of fourteen years, saddened for all of us by the death of David Thomas, the father of the anthracite iron-trade, first president of the Institute, and by the untimely loss of his successor, Alexander L. Holley, whose memory we are about to honor by loving services, the members of the American Institute of Mining Engineers have conferred upon me for the second time the office of president, under circumstances similar to those which led to the choice in 1876. Then the whole world was represented at the great exposition of industry which was held in Philadelphia to celebrate the one hundredth anniversary of our declaration of political independence. In 1890 it is our privilege to receive as guests the members of the British Iron and Steel Institute, who, with singular and graceful felicity, have appointed a meeting in the United States in the year when we pass from the second to the first place in the international column of the production of iron, and thus celebrate our industrial independence. For the honor of being chosen to extend to our distinguished guests the right hand of fellowship and a hearty welcome I return to my associates the grateful acknowledgment of one whose chief claim to your favor is to be found in his love for the professional occupation in which we are all engaged, and in his efforts, public and private, to promote its advancement into new fields of usefulness. In order to indicate the full significance of the visit of our foreign guests at this time, it will be proper to explain briefly the origin, aims and work of the Iron and Steel Institute. It unquestionably owes its birth to the International Expositions held in London in 1851 and 1862, and in Paris in 1867. These expositions served to break down the jealousies of nationality and to diffuse a better knowledge of industrial processes. Trade-secrets, which had been carefully guarded, became common property; manufacturers who had previously regarded themselves as rivals formed bonds of union and ties of friendship, as the results of an intercourse which

WHILE papers on cleaning coal and mining coal were presented at the iron and steel and mining methods sessions, respectively, the first general session on coal was held on Wednesday afternoon. Howard Eavenson of Pittsburgh, Pa., as chairman of the session,* reported progress by the Committee on the Valuation of Coal for Blast-Furnace Coke. A paper on blasting coal effectively and safely in Southern Illinois, by J. E. Tiffany and S. S. Lubelsky, was abstracted and commented on by Dan Harrington, of the U. S. Bureau of Mines. W. J. German commented on some conditions mentioned in the paper as unsafe or bad practices, and added to these some further ex-amples; he made a strong plea for holes to be: drilled parallel to the bedding as the easiest way to determine the proper length or depth to agree, with the depth of kerf cut. Mr. Barron called attention to proper cutting and-drilling and rate of detonation of the explosive used, as effective aids in blasting coal. Another speaker mentioned an odd case where compressed black powder or "pellet powder," had decreased accidents at a non-gaseous mine where permissible explosives had been formerly used; the permissible cracked or shattered the roof, with a resulting high accident rate from falls of roof, and pellet black powder overcame this trouble. Eugene McAuliffe of the Union Pacific Coal Co. told of difficulties in changing from black powder to permissible in Wyoming mines. J. B. Dilworth read a paper on valuation of coal prop-erties, expressing a preference for the method of capi-talizing the earning power of a property. Eli T. Con-ner of Scranton, Pa., with much experience in valuation work, stated that the method was undoubtedly good, but many times failed because of inability to forecast accurately future earnings, and further contended that total valuation -and royalty rates could generally be fixed fairly when based on similar neighboring proper-ties' rates when these had recently been established by a free bargaining. S. A. Taylor of Pittsburgh, Pa., stated that a leasehold value could be fairly established by figuring based on 10 to 20 per cent of the profit resulting from operation. The chairman read a written discussion from Henry Louis of England, called atten-tion to differences in valuation resulting from whether gross or net profit or earnings were used as a basis for capitalizing. John A. Garcia of Allen & Garcia gave a most inter-esting account of coal mining and general conditions in Russia as noted in his recent extensive visit there, which appears elsewhere in this issue. Although agree-ing with most thinking Americans that government operation is incompatible with progress, he showed that mining conditions were far from impossible in present-day Russia. Charles E. Stuart gave motion pictures of parts of the trip, with, his own comments supple-menting those of Mr. Garcia.

INTRODUCTION Banks are being asked to assume more and more of the project risk in connection with project financings and, as a result, they are seeking to become more sophisticated in the way that they approach these kinds of financings. For example, a large number of banks that are active with the mining companies have established mining groups which typically will include mining engineers, economists, and bankers, in order to specialize their service to the mining industry. These banks have geared up these special service staffs so that they will be better equipped in their lending activities to analyze, measure and evaluate the project risk. The hope is that a team of these specialists will be able to predict the potential success or failure of these new "green fields" mining ventures that the banks are asked to finance. This paper shall focus on this subject and try to determine just how successful these specialists can hope to become as they analyze these various projects that are brought to them for financing. The approach that shall be taken in this paper shall be to examine how successful the mining companies themselves have been in the past with this same problem. These mining companies should be the most sophisticated in their approach to the analysis of the potential for success of a new mine because they have had the most experience in evaluating these projects. After all, who knows more about developing a mine than the companies that have developed similar mines in the past? For the purposes of this paper, the writer has selected a sample of 18 mines that have been developed over the years and measured the actual performance of each of these sample ventures against the original projections. All of these cases have involved the development of large projects where the sponsors or partners in the venture are substantial and sophisticated companies and where the feasibility studies have been prepared by engineering firms that are considered very professional in the industry or alternatively where the feasibility has been done by a comparable in-house staff. The sample cases have been chosen from a period which starts in 1965 and continues through 1981 with the cases distributed over that period as indicated below: [ ] Fourteen of the projects are open pit mines, three are underground mines and one mine starts on the surface and gradually goes underground. ENACTMENT' of Public Law 290 by the 78th Congress authorized the U. S. Department of the Interior, Bureau of Mines, to conduct an experimental program to develop the technology for obtaining oil from oil shale. In adopting and later extending this legislation, the Congress recognized the impending necessity of supplementing ground petroleum reserves with synthetic fuels. Under the provisions of this legislation, the Bureau of Mines, among other things, was charged with the responsibility of developing mining techniques, methods, and equipment for mining the oil shales of the Green River formation of Colorado, Utah, and Wyoming. The oil shales of western Colorado are apparently richer, more accessible, and more amenable to exploitation than elsewhere in the Rocky Mountain region. The site chosen for the Bureau's Experimental mine is about 10 miles west of Rifle in northwestern Colorado. It is within a 1000-sq-mile area from which, it has been estimated, 300 billion barrels of shale oil could be produced from a 500-ft measure near the top of the formation. One hundred billion barrels of this amount could be produced from the Mahogany ledge, a 60 to 100-ft section near the bottom of the 500-ft measure. This ledge is considered to have economic importance at present. The Green River formation was laid down as sediment in the bottom of vast, shallow inland lakes during Eocene time. The deposit is flat-lying, and there are no faults, fissures, or local rolls. Oil shale is actually a strong, tough magnesium marlstone, which will stand unsupported over relatively wide spans. These and other natural physical characteristics favor mechanized, low-cost mining, which is essential for establishment of an oil-shale industry. It was realized from the outset that an extensive research program would be necessary to develop mining methods, equipment, and techniques for a mechanized, low-cost operation. The program was designed to include research. into all the productive phases of mining, such as drilling, blasting, loading, transportation, and maintenance of the mine structure. The methods, equipment, and techniques developed as a result of this research have established a production of 116 tons per man-shift total labor at a direct cost of $0,292 per ton. Another important phase of the research program that has received little publicity because of its theoretical nature is study of the roofstone behavior and determination of mine structure stresses. This paper purposes to discuss this phase of the research program. Preliminary studies of the physical properties of the Green River oil-shale formation were made in the Barodyramics Laboratory at Columbia University during the latter part of 1945 and the early part of 1946.* The purpose of these studies was to determine the maximum size of unsupported underground openings that would be commensurate with safety and still permit the use of large, efficient mining equipment. Also to be determined were the pillar support to extraction ratio and the shape, size, and spacing of supporting pillars. Selected samples of possible roofstones near the top of the Mahogany ledge, as well as representative samples of different rock types found within the ledge, were obtained from the Bureau's oil-shale mine for these studies. The maximum safe unsupported roof span calculated from this work was 200 ft. Using a safety factor of four, it was theoretically determined that openings 60 ft wide could be advanced under a roofstone at the top of the Mahogany ledge. To support the overburden, 60-ft-sq pillars would be left in a checkerboard pattern. From visual observations made of core samples through the selected roofstone at the oil-shale mine, it was determined that the roofstone was actually a plate 6 to 8 ft thick. Because the calculations were theoretical and allowance had to be made for unknown cracks and fractures in the formation, openings 50 ft wide and pillars 60 ft sq were originally contemplated in the Bureau's Experimental mine. This would be the minimum allowable width that would permit use of large underground mining equipment. For lower mining costs and greater efficiency larger openings were desirable. Marked improvement in the serviceability of sucker rods has been effected in the last two years, partly because of the insistent necessity for greater economy in the operating costs of crude oil production growing out of the general industrial depression and partly because many of the recently developed fields have imposed more severe operating conditions upon both surface and underground equipment. The latter is particularly true of Kansas, where practically all of the oil produced is associated with damaging amounts of hydrogen sulfide brine and where the method of establishing potential production demands equipment capable of being operated at maximum capacity without interruptions. The decline of flush production in the Oklahoma City field created new problems in deep-well pumping on a scale heretofore unequaled and the increased proportion of water it has been necessary to produce in the fields of the Greater Seminole area presented conditions that were acutely in need of betterment. The problem in the latter fields was complicated by the shift towards sulfide characteristics, which accompanied water encroachment, and it is probably true that nowhere, at the present time, are pumping conditions generally as severe as in this territory. The Mid-Continent district, therefore, has become the proving ground for the numerous materials that have been proposed for sucker-rod fabrication. The information that ultimately will be obtained from an unprecedented amount of field experimentation will pay ample dividends when the decline of East Texas increases the demand for the vast reserves of sour crude in West Texas. It is a rare occurrence in industry that the use of such a simple piece of equipment as a sucker rod presents so complicated a problem for solution. As proof of this, it is only necessary to consider the numerous types of sucker rods on the market at the present time and contrast this condition with that of less than four years ago, when it was the common aim of manufacturers to develop a single sucker rod for all conditions of

Many of the failures in vocational education are due to the fact that the educational methods were not designed to the capabilities, habits, and environments of those to be trained; rather they were based on the policy that education is education and lessons are lessons, whether for youngsters of fifteen or for men of forty. Vocational education among miners involves, first, a study of the men themselves, their habits, and the use of their leisure time; second, a study of the differences between the methods of teaching required for men and for children. Certain fundamental requirements of training methods for miners are reasonably universal and may be applied with success to any ordinary mining community. The rate of labor turnover is another consideration; it would be useless to design a four-year course for men who remain in one place only a few months. Length of Course The first consideration should be the length of the course. Few mining communities have a sufficiently stable population to make it possible successfully to carry on a course for over a year. While some men might complete a four-year course, the number is comparatively small compared with the number to whom a shorter course would be of service, and it is better to raise the standards of education even a little for a large number than to raise them to a high level for a few. It is perfectly possible to attain both objectives by arranging the courses in small units; all the units, when grouped together, should comprise a fairly complete course, yet any one unit should be complete in itself and of benefit to the workman. It should not take many of these units to make a miner or a timberman out of a mucker; but to do this the course should be short, because muckers seldom stay in one place long. By grouping a number of these units together it Would be possible for a miner to become a shift boss or a shift boss a foreman, and so on. As far as possible the units of the course should not be dependent on those preceding or following. The workman understands the completed job but he is not accustomed to carrying on several jobs at the same time and

THE session* on Non-ferrous Metallurgy held Monday morning was conducted in a most satisfactory manner with F. F. Colcord, vice-president, U. S. Smelting Co., in the chair. In spite of the early hour and the fact that members desired to register first, the meeting started quite promptly, with almost every chair in the room occupied. About 65 men were present and during the morning many more came but, not being able to find room, drifted away to other fields of activity. The first paper presented, "Lead Refining Practice of the Bunker Hill Smelter of the Bunker Hill & Sullivan Mining & Concentrating Co.," by Alfred F. Beasley (T. P. 303), was read in abstract by Edward H. Robie, and an animated discussion followed in which Messrs. Johnson (written discussion), Brewer and Jones and Professor Hayward participated. The discussion hinged principally on the liquation of the zinc crusts, but Professor Hayward called attention to the fact that the practice of keeping the gold and silver crusts separate was not new and the present scheme illustrated the axiom that processes based on fundamental principles should not be considered as extinct; one can never tell when it may be found advantageous to make use of them again.
