Largest and most important of the milling plants under construction during the year is the Morenci plant of the Phelps Dodge Corp., in Arizona, where plans are being rushed for production in 1942. Grate mills will be used for fine-grinding, and in the pilot plant, classifiers of the spiral type have the preference for the closed- circuit work. The flotation units will be chiefly of the pneumatic type, with some mechanical units as auxiliaries. The Fagergren, Pan American, and Agitair machines were left in the competition as the year closed. If the absence of European markets for finished products has dislocated the mining industry, fortunately the lack of raw materials required in the beneficiation of ores has not been serious. except possibly as to the inability to import flint grinding pebbles. Some of the less important gold mines still use pebbles for grinding as is also the practice in the comminution of nonmetallics used in various industries. THE value of any particular ore, coke, or limestone, for iron-making, depends upon its effect, first, upon the quality or value of the resultant product; and second, upon the cost of smelting. The factors under the first head are the percentages of phosphorus, manganese, and other elements, which remain in the pig-iron ; while those under the second head are the percentages of iron, carbon, or lime, the slag-forming constituents, which must be fluxed, and any other ingredients which give rise to variations in cost of fuel and flux. The first of these criteria of value is perhaps not capable of being reduced to a general formula embracing all cases, since it must vary to a great extent with market-fluctuations. For example, Bessemer pig is worth sometimes more and sometimes less than foundry-pig ; and the premium paid for high manganese varies within wide limits. The second, or smelting-value, however, can be expressed numerically with a fair degree of accuracy; and it is with this phase of valuation that the present paper is concerned. The utility of a means of comparing numerically the relative smelting-values of different ores, cokes, and limestones, is self-evident, although it may not have importance in Northern practice, where materials are largely standardized. On the other hand, there are, especially in the South, many furnace-managers who must use a great variety of materials of widely varying grade; and it is with special reference to this district, and in connection with the efficiency-methods which I have elsewhere proposed,1 that the methods herein described were devised.

AN analysis of the bituminous coal situation by an authority who traces the production, mining, safety, markets and labor trends in comparison with other fuels. BEFORE 1918 the production of coal experienced a steady growth, with slight recessions in ouput in only twelve years (1837, 1841, 1852, 1855, 1861, 1874, 1876, 1889, 1894, 1905, 1909, 1914), and in each of these cases the loss was recovered in the following year and the increase continued. In each decade the output was doubled. Prices, while not high, allowed some profit. In 1918 during World War I, an output of 580 million tons was reached and with the exception of 1923 this total was not again reached until 1942, in World War 11. Losses of output in this period were much greater than ever before; in 1932 the total was 270 million tons less than in 1918 or 1923, and the loss after 1923 was not recovered until 1942. The greatest output was 631 million tons in 1947.

IT is now generally admitted by experts that at least so far as rapid progress is concerned the Alpine system of tunnel-driving is superior to any other. This is perhaps natural in view of the record of experience in driving tunnels through the Alps. These great mountain-chains cannot be treated in the ordinary way by shaft-sinking and driving headings, thus multiplying the points of attack. The work must be done from the ends only, hence speed in driving is of the utmost importance; and, as necessity is the mother of invention, the concentration of effort to make progress has resulted in an organization and in mechanical appliances that have produced results so much in excess of the usual practice, even in America, that a discussion of the subject in detail should be of much value to the engineer and contractor. The first Alpine tunnel was the Mont Cenis, length 7.5 miles, driven with a progress that averaged about 7.75 ft. per day. Next came the Saint Gothard, 9.5 miles long, 18 ft. per day; Arlberg, 6.5 miles long, 27.25 ft. per day; Simplon, 12.25 miles long, 36 ft. per day. The figures represent progress when driving from two headings, so that by dividing them in two we get the daily single-heading progress. The latest of the Alpine tunnels is the Loetschberg, now being driven. In this work the world's record has been beaten by a single day's record in one heading of 36 ft. and by an average daily record in. one heading of 29.5 feet. The Alpine range forms a natural barrier between a large section of northern and southern Europe. FLUORSPAR, a little known non-metallic mineral, referred to technically as fluorite, chemically as calcium fluoride, is a compound of calcium and fluorine in the ratio of one molecule of calcium to two of fluorine. By weight it is composed of 51.3 per cent of calcium and 48.7 per cent of fluorine. Its specific gravity is 3.2. It is brittle, has a hardness of four and can be easily scratched with a knife. It weighs about 200 Ib. per cubic foot and has a melting point of 1650" F. The color of fluorspar ranges from pure white and opaque white, according to its purity, to various hues of yellow, green, pink, lavender, blue and brown, to bluish black. Although the lumps have color, when ground the fluorspar becomes pure white. The reason for this is because the mineral usually carries no fixed pigment, the color being produced by the re- fraction of light rays within the crystal structure and small quantities of organic matter which readily oxidizes. It crystallizes in the isometric system with perfect octahedral cleavages.

SOME nonmetallic minerals and their products, such as portland cement, common brick and hollow tile, sand, gravel, crushed rock, vitrified salt-glaze clay pipe, and the like, are a necessity in every community. They are mineral in nature but the establishment of plants for their production is usually a local and elementary problem. Yet it is probable that an economic study of the problem in every locality will show that such nonmetallic mineral commodities are not always obtained in the most economical way, or in the best quality. Other nonmetallic minerals are of such value that they may be shipped for long distances and sold in sufficient quantities to establish prosperous commercial ventures. Among these are phosphates, barium compounds, borates, nitrogen compounds, magnesium compounds, sulfur, asbestos, and potash. Success in marketing such products depends on quality, production cost, transportation, and similar conditions.

OTHERS here are far better qualified than I to discuss some of the specific proposals for government regulation of the oil industry. I shall make no attempt to carry oil to Oklahoma. The question of public control, however, is inherent in other branches of the mineral industry in varying degrees, and my comments will be directed mainly toward some of the trends affecting the mineral industry as a whole, as a background for your more specific consideration of oil legislation. A proud American tradition has been the insistence on freedom of competition, on equality of economic opportunity, on a policy of laissez faire. Nowhere has this principle been given wider application than in the mineral industry. The mineral field has been open to all comers, and the job of mineral exploitation has naturally attracted daring and independent spirits. The laws governing conditions of discovery and development, as well as the anti- trust laws, have been devised to foster the spirit of private initiative. The result has been the building of a mineral industry on a scale never before approximated anywhere in the world. The impetus thus gained, the methods, the technique, the financial resources, have been projected be- yond our boundaries and have made the American mineral industry the purveyor to the world for many essential commodities and first in the exploitation of the world's minerals. Our habits of individual self-reliance and success are deeply ingrained, and there is hardly an individual in the entire mineral field who does not instinctively recoil fro111 the extension of collective control, whether public or private.

In times of depression, mining engineers and metallurgists have plenty of time to come to the Annual Meeting but money is scarce; at the height of industrial activity they have plenty of money but no time. "The current period of transition seemed to provide ideal conditions for' both the preparation of papers and attendance at their presentation. The weather made even the Californians present envious though the weather man gets no credit, for rain and snow was what he willed. Among the elevator men, the miners have the reputation of being the toughest crowd to handle, though the best natured, withal, of all the engineering groups that meet in the Engineering Societies Building. In the course of the examination, at the BureLu of Standards, of fusible tin boiler plugs for the Steamboat Inspection Service, it became evident that an investigation should be undcrtaken to determine the precautions necessary in the manufacture of acceptable plugs. The results of the tests of these plugs show that their manufacture has improved, though at present not all of the plugs tested are, satisfactory. Table 1 gives the result of tests of some 1500 plugs from about 100 makers. Records of the tests show that several of the makers were able to produce satisfactory plugs with every pouring. The Steamboat Inspection Service has the following specifications for fusible plugs: "Fusible plugs for use in boilers of steam vessels under the jurisdiction of the Steamboat Inspection Service shall be made of bronze casing with the bore tapering continuously and openly from end to end, and filled from end to end with tin not less than 99.7 per cent. pure and to contain not more than 0.1 per cent. of lead and not more than 0.1 per cent. of zinc. The small end of the bore may be countersunk not more than 1/32 in. in depth and width, but no recess, thread, or cavity other than this countersink shall be allowed." THE National Coal Association held its annual meeting at Cleveland on Nov. 14-16, 1928, having changed the time from the spring to the autumn to avoid conflict with the great number of meetings ordinarily held in the spring. Institute members were \\yell to the fore in its activities, the president, E. C. Mahan (who was reelected for another term!, C. E. Bockus, treasurer, and the secretary, H. L. Gancly, being A. I. M. E. members, as are many of the directors. At the first session, our past president, S. A. Taylor, presented a 1;aper which is reprinted in part herewith. At the Thurs- day session W. D. Brennan presided, Walter Barllum led the discussion on membership, and Otis Mouser led the discussion on taxation. In the afternoon, J. P. Williams, Jr., led the discussion on research. Rembrandt Peale presided at the annual dinner in the evening. At the concluding session on Friday resolutions were adopted, among them one in which the Association "reaffirms its attitude toward proposed Federal legislation affecting the bituminous coal industry by saying that it opposes legislation which would seek to single out this industry for regulatory action. This particularly applies to such bills as S4490."

Previous laboratory and field experimentation has demonstrated the effect of several variables on drilling rate.1-5 These results have been incorporated into optimization theories6-" for the purpose of reducing drilling cost. Minimum-cost drilling theories rely on a combination of historical data and empirical prediction techniques for selecting optimum bit weight and rotary speed. Past solutions have required extensive use of computing equipment because of both the complexity of the mathematical formulations and the large number of parameters involved. Field attempts to apply these computed results have frequently failed because of the uncertainty of input data requirements. Humble has developed an on-site computer system to control bit weight and rotary speed and thereby implement the concepts of minimum-cost drilling. This system can (1) perform short interval drilling rate tests for formation evaluation, (2) use the results of these tests as input information to solve minimum-cost drilling formulas, and (3) control bit weight and rotary speed in accordance with these computed solutions. The purpose of this paper is to describe the computer control system and present results of initial field testing. Theoretical Considerations Minimum-cost drilling (MCD) requires a quantitative evaluation of the variables involved. Several forms of a basic mathematical model have been sug-gested.'?,' "he relationships reported here form the basis for the solution programmed in this work. Four equations are used, expressing drilling rate, bit bearing wear, bit tooth wear, and cost. A solution for minimum-cost drilling assuming constant bit weight and rotary speed over the entire bit life has been programmed for use in computing MCD schedules. This solution is subject to certain limiting assumptions such as those discussed by Graham et a1.I2: 1. Drilling cost is the summation of bit cost, rotating cost, connection cost and hoisting cost. 2. Diamond bits are excluded. 3. Bit life is limited by either bearing failure or tooth wear, or by a combination of operational factors that make it cheaper to pull an incompletely consumed bit. 4. Circulating hydraulics are adequate and do not limit drilling rate. 5. Bit weight considerations exclude hole deviation. 6. Drilling rate is a function of only bit weight, rotary speed, and degree of tooth dullness; that is, the effects of pressure, lithology, fluid properties hydraulics and drill string dynamics are ignored. BELT-CONVEYOR 'history in this country dates back to the end of the eighteenth century. Up to 1896 they were crude in design and application. The second era, dating from 1896 to about 1920, saw special study given to belt construction and idler design. The latter part of this era saw the beginning of the present-day antifriction idler. The third era followed World War I, when industry began to expand rapidly. Mines and quarries, steel mills, and power-generating plants became larger and greater quantities of ore, stone, and coal were being handled. It became vital that belts handle larger capacities, that they be longer, and that they be dependable for 24 hours per day. In this third era a radical change in belt conveyor design and application occurred. The design has became more scientific. Studies have been made to find out what factors influenced the power required for a belt conveyor and it was found that the sag of the belt between idlers and the flattening of the load between idlers had considerable effect on power requirements. So definite initial tension was put into the belt at the loading end and idler spacing was reduced at the foot end to limit this sag. Belt manufacturers made tougher and stronger belts.

INTRODUCTION After a mining company has discovered a mineral deposit, the problem is then how to mine and process that deposit the best way. The principal problem facing managers or engineers who must decide on mine plant size, equipment selection, and long-range scheduling is how one can optimize a property not only in terms of efficiency but also as to project duration. Mine opti¬mization is dependent upon the interaction of con¬tributing parameters which leads to maximizing the net present value (NPV) Realistic mine planning is the key, to the analysis. The process is to be used when evaluating undeveloped properties or when a complete revamping of existing facilities is scheduled The proc¬ess is not intended for detailed mine design but rather for property evaluation and feasibility studies. The derivation of the various input parameters will only be discussed to the point where a meaningful correlation can be made with the overall analysis. The interrelationship of the parameters will be the central point because most company guidelines and financial analysts have their own standards when deriving the various inputs. Assume that the data is totally acceptable and pro¬vides at least the following categories of information and guidelines- (1) mineral and waste inventory; (2) geologic, hydrologic, and geotechnical criteria; (3) topographic layout including property boundaries; (4) metallurgical flowsheet, recovery and design criteria; (5) access, water, power, and environmental base-line study; and (6) financial constraints (minimum rate of return, payback period, etc).

THE use of small substations for the supplying of 275-volt energy to the locomotive and cutting machines in coal mines is a well-established practice. A few years ago, when labor costs were lower, these substations were located as near to the load as possible, and an operator was provided for each station. This practice has now become so expensive that substations are being located with reference to other mining machinery, such as hoists or pumps, so that one operator can look after both. Some-times the substation is operated by one whose duties make him traverse quite a large area. In such cases the interruption of alternating-current supply may produce a long interruption in the direct current, as the station cannot resume service until this man reaches it. Such interruptions interfere seriously with production and may easily counterbalance the supposed saving gained by such operating methods. The grouping of substations for convenience in operating may also result in excessive copper loss and consequently poor trolley voltage, with its attendant evils of low locomotive speeds and increased locomotive motor maintenance. The speed of the coal-cutting machines will also be reduced. By relieving the substation of its, burden of the operating labor cost, the most economical location, from an electrical standpoint, may be chosen. The matter of machine insurance should also be considered. If an attendant is caring for several kinds of equipment, he cannot watch the machine continually for signs of trouble; therefore, continued overload, phase failure, low alternating-current voltage, bearing trouble, etc. may result. Some partly automatic equipments have been installed; these have protection against low voltage, reverse current, and bearing trouble and are provided with automatic reclosing circuit breakers. This is a step in the right direction but it does not go far enough to give first-class machine insurance.

THE province of Saskatchewan, situated in the center of the Great Plains region of Canada, has, like most prairie areas, an essentially agricultural economy. Most of its population of about 860,000 is located in the southern half of the province in the farming and ranching areas. To the north of the prairie is a broad forested belt supporting a considerable timbering industry, and the northern one third of the province is glaciated pre-Cambrian rock formation. This latter area is relatively barren of vegetation, but the presence within it of a considerable variety of radioactive, noble and base metals, and industrial minerals has been shown by prospecting in recent years.' Glacial Geology The Keewatin ice sheet, considered to have accumulated in the country to the west of Hudson Bay in Pleistocene time, covered at its maximum advancement almost all of Saskatchewan and extended south of the international boundary. Only in the Cypress Hills in the southwest and around Wood Mountain in the south central portion of the province did the preglacial formations escape the action for this glacial period. The bedrock of the plains and forest areas therefore is overlain by moraines and modified glacial drift, which vary in thickness from a few feet to 400 or 500 ft.' Glacial action in the pre-Cambrian area of the province was largely erosional, most of the more recent formations and some of the pre-Cambrian rock being transported out of the area to the south and west. It has been estimated that about 13 pct of this area is composed of lakes and rivers not too adaptable to rail or water transportation, so that until the use of aviation for exploration purposes became general, development of the area was slow. To the south, the heavy mantle of glacial drift has to some extent deterred the discovery of industrial minerals in the bedrock underlying the forest and prairie regions3 At the same time, this drift contains numerous deposits of those most elementary and necessary industrial minerals, sand and gravel. Sedimentary Basin The major feature of the sedimentary deposits underlying the plains regions is the basinal structure known as the Moose Jaw syncline, which runs from the southeast corner of the province in a northwesterly direction. To the west of this syncline the formations curve upward, then have been faulted and further upthrust to appear at the surface in the foothills of the Rockies in Alberta; to the east and north they curve upward into Manitoba and northern Saskatchewan, but the surface contacts are covered mostly with glacial drift.238 The axis of the syncline dips to the southeast, so that there is also an upward trend of the formations along the axis to the northwest. In illustration of the regional structure underlying the province, the pre-Cambrian basement has been logged in drillholes at the following depths in several locations: Ogema (south central), 9390 ft; Gronlid (northeast), 2599 ft; Vera (northwest), 4422 ft; Big River (north northwest), 2348 ft. Fig. 1 indicates the general surface geology of the province, ignoring such glacial overburden as may overlie many of the bedrock formations. Also indicated is the approximate location of the axis of the Moose Jaw syncline.' Industrial Minerals Clays: The province is fortunate in possessing a widespread distribution of clays of ceramic value, ranging from those used for heavy structural products to the high grade pottery and china clays. Shales suitable for brick and tile production are found in the Upper Cretaceous and Tertiary formations across the south of the province where the glacial drift is thin or nonexistent. Many deposits of glacial lake clays suitable for such wares are found scattered over the rest of the province south of the pre-Cambrian area. The Whitemud formation of the Upper Cretaceous is a narrow sedimentary band of secondary clays found intermittently at points across the south of the province where glacial action did not disturb or remove them.' In the southwest corner of the province, around Eastend in the Frenchman River valley, the refractory clays of this formation are contaminated somewhat with iron compounds or other alteration products of basaltic rocks. This eliminates the use of those clays in true whitewares, as they fire to creamy buff shades at the lower temperatures and to a blue-specked grey at cone 8 to 12, (2280°F to 2390°F), the range commonly used in firing whiteware. However, for use in the production of colored artware, caneware, stoneware or crockery, and sewerpipe, this type of clay makes an excellent body that requires little or no addition of flint, feldspar, or other fluxing materials such as are required in the higher class of ware.' It is not a grade of clay that can be shipped great distances to the manufacturing centers, but a market for considerable tonnages has developed at nearby Medicine Hat, where cheap natural gas is available for the firing of the ware. Farther east in the south central portion of the province, the clays of the Whitemud formation are generally more refractory and white burning. The formation is divided into three zones, consisting of white clays, brown shale, and white sandy clays.
