The problem of heat treating high-speed steel becomes more and more important as the design of cutters becomes more and more complicated in increasing the efficiency of mechanical operatioqs. Hundreds of dollars are spent in the design and manufacture of milling cutters of special form for rapid production of duplicate or interchangeable parts, and then, as the heat treatment is faulty on the one hand, or scientifically executed on the other, the tool fails after a few operations, or its efficiency is greatly increased. The practical operation of giving these complicated tools the right temperature necessary to bring out the best cutting qualities, and at the same time bring-the tool out "clean," is a difficult one and calls for no small amount of skill. In order to be on the safe side the average tool hardener uses a temperature much too low to give the best results with the high-speed steel he uses. In the case of cutters which are finished to a given diameter before hardening, it is impossible to grind the tool after hardening, so that it is essential that the surface be protected from oxidizing or de-carbonizing. It is the aim of this paper to describe some experiments on hardening high-speed stee1, in which metallographic means were used to determine the correct hardening tempcratures. The accompanying table and plates show the results of hardening experiments on five different high-speed steels. I. DESCRIPTION. MONAZITE is one of the minerals which, for a long time, was considered rather rare in its occurrence, but, upon a commercial demand arising for it, prospectors and engineers soon located large deposits of it in the Carolinas and Brazil, and the supply has always been able to meet the demand. During 1908 further sources of supply of monazite have been discovered and developed in Idaho. North and South Carolina, however, are the only States that have thus far put any monazite on the market. Monazite is essentially an anhydrous phosphate of the rare-earth metals, cerium, lanthanum, and didymium (Ce, La, Di)PO;. There is nearly always present a varying but small percentage of thoria, ThO2, and silicic acid, SiO, which are very probably united in the form of a thorium silicate, ThSiO4 Some monazites contain but a fraction of a per cent. of thoria, while others have been recorded that showed the presence of from 18 to 32 per cent. ; but the majority contain from 3 to 9 per cent. of this oxide. It is the presence of the thorium oxide that gives the monazite its commercial value. The analysis occasionally shows also the presence of other constituents, as the yttrium and erbium oxides, zirconia, alumina, magnesia, lime, iron oxides, manganese oxide, and titanium oxide. Monazite is light-yellow, honey-yellow, reddish-, brownish-, or greenish-yellow in color, with a resinous to vitreous luster, and is translucent to subtransparent. It is brittle, with a conchoidal to uneven fracture, and is from 5 to 5.5 in hardness, and from 4.64 to 5.3 in specific gravity. Many of them are veterans of World War II and the question is raised in their minds as to whether or not to go back into military service. The occasional occurrence in metalliferous veins of rounded fragments of rock, matrix or ore, lying loose, embedded in clay, or enclosed in some kind of cement, may be attributed to four causes:— I. They have been washed in from the surface, or from an upper portion of the vein.. II. They are of concretionary origin. III. They have been produced by movements in the country-rock or in the walls of the vein. TV. They have been formed in situ, by the upward, downward or lateral flow of water in the vein itself. In this paper the word " conglomerate " is confined to a rock composed of rounded fragments or pebbles cemented together, as distinguished from a " breccia," in which the rock-fragments are angular. * I. Boulders and Pebbles which have been Washed in from the Surface, or from an Upper Portion of the Vein. In this type it is presupposed that the vein at one time communicated by a fissure or open space with the surface, or with the upper portion from whence the fragments have been washed. One well-authenticated occurrence was described long ago by Fournet. Owing, no doubt, to later dislocations in the lode, pebbles from an old alluvium and sands containing titaniferous iron, as well as fragments of wood, were found in a vein at Huelgoet, in France. THE occurrence of twins in large ferrite crystals, made by a new process, was reported in a recent note. This paper describes a typical case of such twinning and suggests, on the basis of the observed facts, why smooth slip-planes are rarely observed in this metal. METHOD OF PREPARATION The material In which the crystals here dealt with were grown was made from 1/8 -in. Armco iron welding rod containing C, 0.04; S, 0.037; P, 0.003; Si, 0.008, and Mn, 0.02 per cent. This rod was cold drawn into wire about 1 mm. dia. A piece of this wire was supported vertically and was locally heated in hydrogen at atmospheric pressure to about 1400° C. by an alternating current (60 cycles per sec.) of about 35 amp., passed through it between a pair of travelling contacts about 8 cm. apart. The rate of travel for the case in hand was 12 cm. per hr. After some 30 cm. of the length of the wire had been heated and cooled in this manner the whole wire was immersed for a few seconds in dilute nitric acid, not restrained by alcohol. Etching was continued until, as nearly as could be judged by eye, the original smooth cylindrical surface of the wire was no longer capable of specular reflection.

WE found it necessary, in December, 1874, to repair the upper part of the lining in No. 5 furnace at Glendon, and, as we succeeded in doing it with comparatively little trouble, a description of the plan followed may be of service to those having a similar operation to perform. On two opposite sides, as shown by the sketch, the lining was completely gone for a height of about four feet, below which it increased gradually in thickness, being nine inches thick about three feet lower down. On a plane at right angles to the section drawn, the brick were nowhere entirely gone, but were in some places not more than two or three inches thick, being still sufficient to sustain the upper part, where the brick, being above the level of the stock, were not at all worn. The furnace was blown down, so that when we cast and closed the tuyeres, about 7 A.M., on December 8th, the top of the stock was about twenty-four feet below the filling-plates. The walls were quite hot, and a good deal of gas was given off for several hours after the tuyeres were closed. The hopper and bell were thrown into the furnace, and were covered by filling several charges of cold stock over them, which at once greatly cooled off the top of the furnace. A wrought-iron pipe, thirty inches in diameter, in five sections, each six feet long, was then put down, and made to stand upright, as nearly as possible in the centre of the furnace. Around this we filled a double charge of coal, taking care to heap it up next the pipe, and let it get thinner as it got to the walls. This was covered with about two feet of fine ore, leaving the lowest joint in the pipe entirely uncovered. We were now ready to put in our scaffold to get at the

The National Waste Terminal Storage (NWTS) Program was established in 1976. The objective of this program is to develop the technology and provide the facilities for the safe, environmentally acceptable isolation of civilian- and defense-related, high-level and transuranic nuclear wastes, including spent fuel elements, for which the federal government is responsible. The principal emphasis of this program is on disposal in mined geologic repositories. Technology development in support of the NWST program includes the formulation and management of a strong basic science and engineering program to generate an appropriate data base to aid in understanding of the key geological processes and major engineering structures involved. The current status, problems, and future plans of the technology program will be summarized.

Trinidad, British West Indies, is an island near the north coast of South America, situated between latitudes 10" and 11" N., and opposite the numerous outlets of the Orinoco River Delta. It is separated from Venezuela by the Gulf of Paria (salt water) and straits over 5 mi. (8 km.) wide. The area of the island is approximately 1750 sq. mi. (453,-250 hectares) and the population is approximately 400,000. The climate is tropical with an annual rainfall of from 45 to 60 in. (114 to 152 cm.). The oil fields consist of several units, or fields, located in the southern half of the island. Approximately 90 per cent. of the total production has been yielded by fields situated within 7 mi. (11.3 km.) of the famous asphalt lake and on the southwest peninsula. The most important producing fields, or units, are the following, which are shown on the accompanying map: Brighton, or Pitch Lake Field, operated by the Trinidad Lake Petroleum Co., Ltd., is situated beside the famous Pitch Lake; it even encroaches on the lake. Vessigny Field, operated by the Trinidad Lake Petroleum Co., Ltd., is situated 2 mi. (3.2 km.) south of Pitch Lake. Lot One Field, operated by the Petroleum Development Co., Ltd., the United British Oilfields of Trinidad, Ltd., and Stollmeyer, Ltd., is situated 3 mi. south of Pitch Lake upon Lot One of Morne 1'Enfer Forest Reserve and adjoining properties. Parry Lands Field, operated by the United British Oilfields of Trinidad, Ltd., and the Petroleum Development Co., Ltd., is situated 31/2 mi. south of Pitch Lake on Lot Three of Morne 1'Enfer Forest Reserve and adjoining properties. Point Fortin Field, operated by the United British Oilfields of Trinidad, Ltd., is situated at Point Fortin, 6 mi. southwest of Pitch Lake. Fyzabad Field, operated by Trinidad Leaseholds, Ltd., is situated several miles southwest of Fyzabad Village and 6 mi. south-southeast of Pitch Lake. Barracpore Field, operated by Trinidad Leaseholds, Ltd., is situated several miles south of San Fernando and 15 mi. (24.14 km.) east of Pitch Lake.

The Birmingham district first produced steel from Alabama hematite ores in 1899. Since then, the district generally produced more than 6.0 million gross tons of ore a year to the late 1950's. Production has declined since then to an annual rate of about 1.5 million gross tons. Reserves calculated for the district are sufficient to last many years. Mining in the district is now confined to Woodward Iron Company's Vance and Pyne mines. The rocks exposed consist of about 15,000 feet of consolidated Paleozoic sediments with a thin veneer of unconsolidated Cretaceous sediments in the Vance area. The district is characterized by a distinctively parallel and subparallel, slightly arcuate series of faults and joint systems. In view of available information, it seems reasonable to conclude that the Birmingham red ores are of sedimentary origin, modified to a small extent by diagenetic replacement after original deposition.

The Atlantic City district encompasses several districts and has been previously called by different names, e.g., Atlantic gold district, Atlantic City-South Pass mining district, and Sweetwater mining district. The district is located in a terrane of folded and faulted early Precambrian metamorphic rocks which lies near the south end of the Wind River Range in Fremont County, Wyoming, Historically it is a gold district of little production, but today is an iron district of considerable importance. Gold was discovered in placer deposits about 1842 and in quartz-arsenopyrite veins about 1867, after which there occurred a mining boom lasting a few years. Minor, intermittent gold production from placers and lodes has continued to date, but the total production has probably not exceeded a few millions of dollars. Past lode mining was generally shallow ( in the oxidized zone), the deepest about 3 60 feet. The deeper, less oxidized and sulfide ores on the same lodes have not been explored. They appear to hold the only hope for future gold mining. Sedimentary iron-formation, similar to the Lake Superior taconite, occurs in the northern part of the district. Locally, where the ironformation is thickened by folds and faults, sufficient tonnages are present to be minable, as at Iron Mountain, where the U.S. Steel Corporation produces about 1.3 million tons of iron-ore pellets annually. Exploration of the iron deposits began in 1954, and the first ironore pellets were shipped to Provo, Utah in August 1962. Indicated reserves of iron-formation (about 30 per cent Fe) are reported to be about 300 million tons.

After the solution of an iron ore, or metallic iron, in an acid, for the determination of phosphorus, it is necessary to evaporate the solution to dryness and to heat the residue to effect the complete separation of silica. Authorities differ as to the temperature required, some recormmentling not over 100' C., others as high as dull redness. For the purpose of securing some indications as to the degree of heat which may be safely or advantageously employed, I selected a gray pig-iron, a piece of Bessemer steel rail, and a sample of Ludington ore having the following composition; the phosphorus in the pig and steel being determined by Giutl's ferric chloride method:

AT Tahawus, N. Y., National Lead Co. operates the MacIntyre development. Here the world's largest titanium mine produces 5200 long tons of ore per day and pours 8000 long tons of waste rock over its dumps. Concentrated ilmenite is sent by rail to National Lead Co. pigment plants, and a second product, magnetite, is sold to steel producers in raw form or is agglomerated and shipped as sinter. Several earlier attempts had been made to produce iron from the deposits, which have been known since 1826. These attempts failed, chiefly because of titanium impurity. In 1941 the present owners reestablished the operation for production of war-scarce ilmenite, and the impurity became the main product. The Ore: The MacIntyre ore zone is about 2400 ft long and 800 ft wide in horizontal measurements. Ore outcrops were found on the northwest side of Sanford Hill, 450 ft above Sanford Lake and 2500 ft southeast. The zone dips at about 45" toward the lake and plunges to the southwest. The ore minerals, ilmenite and magnetite, are unevenly distributed in bands roughly parallel to the long axis of the ore zone and are interspersed with bands and horses of waste. Hanging wall ores are fine grained and grade from rich ore to waste rock or gabbro. Footwall ores are coarse grained and are almost entirely ilmenite and magnetite. The foot-wall waste rock, anorthosite, is the common country rock. Several faults cut the ore zone. These faults have no great displacement but do contribute to the great physical variations in ore rock and surrounding waste. The Mine: The MacIntyre mine is an open pit operation, with benches at 35-ft intervals. The lowest bench is now 54 ft below lake level. Loading equipment consists of three electric-powered shovels (a P & H model 1400 with 4-yd dipper and two Bucyrus-Erie models 85-B with 2%-yd dippers) and one diesel-powered shovel (a Northwest model 80D with 2%-yd dipper). Ore and waste are transported to a 48x60-in. jaw crusher in ten 22-ton Euclid trucks with 300-hp diesel engines. Ordinarily the two Bucyrus-Erie 2 % -yd shovels load ore into a fleet of three or four trucks. This combination works two 8-hr shifts per day, moving 5200 long tons of ore to the crusher and removing a small portion of the waste rock. The P & H model 1400 shovel, with a fleet of four trucks, loads waste on three shifts per day. The mine operates on a 5-day week, with a small maintenance crew working Saturday. Oversize rock is broken by a dropball handled by an Osgood model 825 rubber-mounted crane.' Ore and waste are broken by drilling and blasting 9-in. diam vertical holes behind the benches. Bucyrus-Erie 42-T churn drills are used to drill the holes, which are extended 4 ft below the bench level on which the broken rock will fall. Drilling and Blasting History: In its early years the mine was equipped with Bucyrus-Erie 29-T churn drills, which drilled 6-in. holes. To keep up with production requirements the hole diameter was soon increased to 9 in., and by 1950 the three 42-T drills now in use had been acquired. Early blasting experiments with different kinds and grades of explosive led to adoption of 90 pct straight gelatin dynamite as standard. It was recognized that this explosive was expensive, and from the start of operations until 1950 extensive experiments were made using blasting agents of the ammonium nitrate family. Results were recorded as uniformly poor, with great build-up of oversize rock. The expense of these experiments, and the discouraging results, caused the abandonment of any expectation of breaking MacIntyre rock with anything but 90 pct straight gelatin dynamite. Further standardization led to 9-in. well drillhole spacings set at 16 ft in ore and 18 ft in waste, exceptions being permitted only for unusual conditions. The hole burdens were theoretically about 22 ft. Due to the extreme back-slope of bench faces, caused by blasting with heavy charges of dynamite, actual burdens were commonly well over 30 ft. Lack of precise control resulted in many holes having a burden as light as 15 ft. General practice was to stem 6 or 7 ft of hole with magnetite concentrate, the amount of stemming being left to the discretion of the pit foreman. The German Kaiser is employing the keenest engineering talent of his own and allied empires in his attempt to defeat the world. American employers are paying engineers such attractive salaries that voluntary enlistments of high class technical men in the United-States Army, are below requirements. This deficiency is also probably due in part to the lack of proper information concerning the engineering branch of the service. Few civilians know that it is possible for them to perform in the Engineering Corps almost exactly the same kind of work as that in which they are now engaged. The best results in any organization are obtained only when the energy of every man in it is concentrated along the line for which he is best suited by natural ability, education, and training. It. is more important to have the right man in the right place in our Army, where lives of men are at stake, than it is in any business enterprise. The First Replace meat Regiment of Engineers was organized at Washington Barracks, D. C., on Dec. 14, 1917, with the express idea of accomplishing this. end. Its specific, purpose is to keep all engineering units of the Army at full enlistment strength during the period of this war. This regiment has not only the responsibility of finding men to fill depleted ranks, but it must also fit them to step into the work of trained, efficient and disciplined soldiers. The preliminary work of the recruit is first a thorough training in military drill, for the engineer soldier must be prepared to lay down his shovel and take up his rifle at any time. Infantry drills gradually give way to engineer work and more specific technical training. The. engineer soldiers must know how to tie knots and lashings, to build spar and truss bridges, to construct revetments, dig trenches, place wire entanglements, construct machine-gun emplacements, build pontoon bridges, and to construct roads: They must, also know the methods of demolition, sapping, and mining. Specialized training in lithography, zincography, surveying, mapping, photography, carpentry, blacksmithing, electricity, and machinery, are also given to those qualified for further training in any of these branches. Engineers are called upon to perform such a wide range of work that practically every man with any technical training or mechanical ability can find a place in this organization. Every male citizen in the United States who is physically fit, and between the ages of 18 and 21, and 31 and 40, is eligible to join the regiment by voluntary enlistment.

ISLAND Creek conditions are generally referred to as ideal; yet, as at all other properties, there are all known hazards of coal mining. The hardest of these hazards to combat is the human element. The basic thought in the minds of the management of these properties is to produce coal with the utmost safety, and it has impressed upon its supervisory force that it does not want a ton of coal unless it can be produced safely. This company has instituted a mine inspection department, which reports direct to the general manager, and all matters pertaining to safety come under the direction of this department. Through the medium of the inspection department, the management is kept in touch with the actual conditions existing in general at all mines. Inspections are made regularly and continuously; that is, at all times while the mines are in operation some sections of some mines are being examined. These inspections cover all active and inactive workings. Miners are con-tacted in their working places and other employees at their respective work. A thorough check is made to see that the state mining laws are complied with and that company safety rules are being observed. Night shifts receive the same attention as day shifts. All violations and dangerous practices are brought to the attention of the plant supervisory force with suggestions and recommendations; major hazards of emer-gency nature are taken up immediately with the management. Peri-odical inspections are also made of all tipples, preparation plants, dumping and hoisting equipment, to see that all machinery is properly guarded, and walkways and platforms properly fenced; conditions of equipment and mechanical defects are also reported. Reports of inspection are written in letter form and in such a manner as to give the management a picture-of the existing conditions at the time of inspection. Copies of inspection reports are forwarded; to the superintendents with the general manager's comments.

The one hundred and twentieth meeting of the Institute was held at Chicago, Sept. 22 to 26, inclusive, and was in every way success although the steel strike against the United States Steel Corpn. prevented many engineers from attending the steel session and made necessary the annulment of the trip to the steel works at Gary on Tuesday. All of the meetings were held at the Congress Hotel, with the excep-tion of the session on Non-ferrous Metallurgy which was held at the Coliseum where the Fifth National Exposition of Chemical Industries was in progress. This session was a joint one with the American Electro-chemical Society. The total attendance, as shown by the registration, was 850.

Hydrologic and economic criteria figure in many obvious ways in water resources development, but they are rarely linked quantitatively, and most of the applications are pertinent only to the case in point. In the preparation of a regional plan for the massive program of groundwater development in the Punjab, situations have arisen where the choice among two or more alternatives was made by analyzing the economic implications of critical hydrologic parameters. Two of these situations which are of more or less general interest are described herein. The first involves basic development policy, i.e., the question of whether groundwater development should be based on the demand of the economy, or the conservation concept of safe yield. The analysis demonstrated that mining of groundwater is clearly indicated for areas where alternative supplies are unavailable. The second problem involves integrating hydrologic data into an economic model to determine optimum well design. From an analysis of all pertinent factors, a simple nomograph was derived for determining well specifications on site during construction. The nomograph can be modified for use in any alluvial terrain. In the Northern Zone of the Indus Plains —the region known as the Punjab- Pakistan is proceeding with integrated development of water and land resources on a scale never before contemplated. The heart of the development plan is a massive program of groundwater development to supplement canal irrigation supplies and to provide drainage relief to the irrigated lands. By the close of 1966 about 2500 high-capacity wells were in operation and furnishing the water supply and drainage requirements for nearly two million irrigated acres. The development plan calls for the construction of a total of nearly 30,000 wells with an aggregate capacity of 120,000 cfs by 1980. This is part of an integrated program eventually affecting over 20 million acres of irrigated lands. [This development program is administered by the West Pakistan Water and Power Development Authority (WAPDA) for which the firm of Tipton and Kalm-bach, Inc. serves as regional planning consultant for the Northern Zone. The material presented herein is derived from planning studies which have been made in connection with the preparation of a regional development plan for the Northern zone.] Pakistan is proceeding with this large-scale development of land and water resources at a time when she is at the threshold of an almost calamitous population growth. Furthermore, she is attempting this development at a time when most of her usable land is already occupied and her food demands exceed current production. Here in the Northern Zone is one of the largest continuous areas of irrigated land in the world, easily irrigated, with a warm, dry climate and ample potential supplies of surface water and groundwater. Except for an abundance of land and labor, other primary resources are lacking or in very limited supply. The agriculture sector so dominates the economy that only by means of an effective development of the agricultural resources can other sectors grow and contribute to a viable economy. Because of inadequate irrigation, farming here has not effectively participated in the twentieth century revolution in agriculture, and only by means of massive development of potential supplies can Pakistan catch up. Capital for any kind of mass development must come from the outside. But the overriding restraint to development of the land and labor resources is the availability of water. ECONOMICS OF DEVELOPMENT The decision-making process in planning regional development becomes increasingly complex as the various sectors of the economy become more highly developed. Where, as in this case, one sector dominates the economy and its development can be considered the key to development of other sectors, the decision-making process is simplified and it is easier to identify alternatives and to trace the prob-
