The paper reviews the efforts made to utilize powder metallurgy to solve problems encountered when using alloys at high temperatures. The following subjects are discussed: comparison of wrought and sintered super alloys, sintered aluminum powder, porous materials for transpiration cooling, molybdenum, and cermets. TODAY, powder-metallurgy techniques are be-JL coming increasingly important, producing materials which at the present time cannot be made by any other method. Among these materials are high melting-point metals such as tantalum and tungsten, porous metals for filters and lubricant-containing bearings, electrical contacts and electrodes (i.e., tungsten-copper), cutting tools of the cemented carbides, and magnet alloys. In addition, the powder-metallurgy industry has grown because, through the application of its methods, shaped parts, such as gears, can be produced at tremendous rates with a low scrap loss in comparison with manufacture by casting or forging and machining. In the past few years, by utilizing powder metallurgy, several approaches to the problem of high temperature materials have been investigated. In this paper the authors will review some of the studies on application of materials having properties above 1350°F. Since their experience lies in the aeronautical field, possible uses of powder-metallurgy techniques in the production of aircraft en- gines will be emphasized. A large portion of the work is classified, but such a restriction has not eliminated any field from discussion, although limiting the amount of detail it is possible to present. The development of high temperature alloys from powders and porous metals for cooling will be discussed as well as research done on molybdenum and molybdenum alloys, cermets, and intermetallics. Some studies on the utilization of cermets will be considered along with special problems that have been revealed through these investigations. Special interest in certain factors of sintered aluminum powder (SAP) makes it desirable to discuss this material although its use temperature is below the 1350°F limitation set for this paper. High Temperature Alloys from Powders In general, components made from powders for room-temperature application have been investigated with the primary purpose of taking advantage of the high production rates and economies made possible by powder metallurgy. From the standpoint of properties, the ojective of the powder metallurgist has been to obtain a product comparable to the cast or wrought product that is to be replaced. Comparisons of the properties of alloys made by powder-metallurgy methods with those of similar compositions made by casting and forging are reported in the literature.12 In many cases equivalent

Since 1921, when Hull1 discovered that cobalt can exist in the face-centered cubic and hexagonal close-packed modifications, the transitions that occur in cobalt have been extensively studied. It is generally agreed that on heating the hexagonal lattice changes to the cubic structure at ternperatures ranging from 400° to 500°C although considerable doubt exists as to the exact temperature. Data concerning the temperature of the transformation on cooling are much less concordant and their interpretation has not been satisfactory. The study is further complicated by the fact that many investigators have reported the existence of a high temperature allo-tropic change in the range 850 to 1020°C, at which the cubic lattice reverts to the hexagonal modification. The transition on cooling, which has been reported as Occurring at various temperatures from approximately 400 to 100°C, is of particular interest. Troiano and Greninger2 have recently suggested and considered the possibility Of allotropic transformations occurring in pure metals by a shear-type, diffusionless (martensite) transformation. The case of cobalt was specifically discussed and certain observations of previous investigators evaluated in terms Of this type of Of Table 1 briefly outlines the methods and results Of previous investigators Of the transformation temperatures of cobalt. Materials and Methods The major portion of this investigatioll was performed with cobalt sheet containing a total of 0.2 pet impurities with carbon present to the extent of o,I pct. After melting in an induction furnace under an atmosphere of hydrogen, the carbon con. tent analyzed 0.03 pct. Some observations were repeated with hydrogen reduced cobalt compresses analyzing 99.9 pet pure. No significant variations in results were observed employing the as-received sheet, the remelted stock, or the cobalt compresses. Filings for X ray diffraction analysis were sealed in evacuated glass ampoules. Pyrex glass tubing was used for temperatures below (600°C and for higher temperatures clear fused quartz was satisfactory. After appropriate heat treatment at various ternperatures, the specimen ampoules were furnace cooled, air cooled or quenched by crushing under distilled water. This allowed a range of cooling velocities from less than one degree C per set to greater than 1,0oo°C per sec. It has been pointed out by Stead1 that grains of considerable coarseness may be developed in steels containing from 3 to 5 per cent. of silicon, and in a previous paper2 the present author has shown that under the proper conditions of annealing single grains having an area of 50 sq. cm. may be obtained. It is the purpose of this paper to discuss in more detail the conditions promoting the growth of these grains, in the hope that the experiments described may throw some additional light upon the general problem of grain growth in metals. These silicon steels lend themselves particularly' well to such experiments because of the ease with which the change in structure may be followed and because of the fact that the effect of the carbon present is largely obliterated by the high percentage of silicon. This forms a solid solution with the iron, which acts very much like a pure metal. This alloy has been found to have but one critical point, viz., Ar2. This point, determined by Roberts-Austen for Hadfield's 4 per cent. Si alloy, was found to lie at 703" C. Vigouroux3, in working with pure Fe-Si alloys, finds this point to rise from 750" C. for 0.5 per cent. Si to 860" for 6 per cent. alloy, with a flat region in the curve from 3 to 4 per cent. Si. No accurate determination of this point has been undertaken by the present author, but it has been roughly determined to lie between 730" and 750:. In the preliminary experiments, some of which have been described in a previous paper, it was found that practically all of these steels, when annealed to 1,200" C. or higher, showed grains of comparatively large size. These grains varied in size, however, from about 4 sq. mm. to 50 sq. cm. (see Figs. 1 and 2) under the same conditions of anneal, and it was for the purpose of determining the cause of this difference in size that the experiments herein described were undertaken. The federal taxes on incomes and excess profits are of course heavy. In 1917, the value of the mineral production of the United States was a little in excess of $5,000,000,000. The total of federal taxes for that year, for the mineral producing companies, as computed by themselves, amounts, according to tentative compilations, to about $207,000,000, and the total for the comprehensive group of mineral and metal industries to about $766,000,000, which figures represent respectively 9.5 per cent. and 35.1 per cent. of the total tax paid by all corporations. Because of greater complexities in applying the revenue laws to mineral properties than to most other industries, opportunity is afforded for wide differences of view. The taxes indicated above, therefore, are not final and may conceivably be very materially increased. For 1918, the taxes are expected to be still greater, but no compilations are yet available. Taxes at a high rate are to continue indefinitely. The subject is clearly of gravest import to the mining industry in particular. The Commissioner of Internal Revenue, who is charged by law with the administration and collection of the taxes, is determined that these functions shall be performed in a just and businesslike way. Fairness and finality are to be the chief objectives. In view of the peculiar conditions that attach to the tax program as applied to mines and other wasting industries, like oil, gas, and timber, the Commissioner has resorted to professional advice and assistance by manning a Sub-division of Natural Resources with competent engineers, brought in from the several industries, into whose hands he has placed for solution the technical questions involved. These engineers have a two-fold duty: (1) to devote to the solution of these problems their own knowledge and experience; (2) through their acquaintance with their respective industries, and with the men engaged in those industries, to focus upon these problems, by conferences and otherwise, the best opinion of the country. The method of demonstrating the structure existing in a metal or alloy at high temperatures, by etching a polished sample after it has been heated to the desired temperature, is quite familiar to metallog-raphists. The usual procedure1 2 is to heat the specimen, previously polished for microscopic examination, to the desired temperature, in a neutral atmosphere (hydrogen or nitrogen), then admit the etching gas (chlorine, hydrochloric acid or similar gas) for a few seconds, and finally, after flushing out the etching gas with the neutral one, cool the specimen in the neutral atmosphere. The pattern produced by etching at a definite temperature is usually taken as a record of the microstructure prevailing at that temperature. It has frequently been pointed out that changes in composition of the surface metal occur during the preliminary heating in the neutral atmosphere, so that the appearance produced by the etching at high temperature may not exactly represent the condition of the interior of the specimen. To overcome this uncertainty, the heating has sometimes been done in vacuo,3 the etching gas being admitted when the desired temperature was reached, then pumped out and the specimen cooled in vacuo.
