EVERAL carbide-cobalt compositions were pre-^-5 pared for the purpose of determining the transverse rupture strength of various carbide-binder systems. The binder content was held at 10 and 37 volume pct Co, so as to be representative of low and high bjnder compositions. The carbides used, WC, Tic, TaC, CbC, VC and ZrC, were selected on the basis of availability, knowledge of their properties, and small solid solubilities in the binder metal at room temperature. The methods of preparation and carbon analysis of the carbides are summarized in Table I. The carbides with cobalt added were ball milled, pressed, and sintered. vacuum sintering was used throughout, except for the WC-Cs alloys, which were sintered in hydrogen. The sintering temperatures ranged from 2500" to 2750°F for the low binder alloys and from 2300" to 2550°F for the high binder alloys. Compositions and properties of the sintered com- pacts are presented in Table 11. For the transverse rupture strength, the average and range of the five best samples of each alloy are listed. Discrepancies between the actual and theoretical densities are attributed to carbon deficiencies in some samples. The theoretical densities were calculated by assuming mixtures of carbides of stoichiometric compositions and cobalt. Representative microstructures are shown in Figs. 1 to 6. Melbourne, capital of sedate Victoria, is oddly enough the home of a game known as "Australian Rules." Euphemistically described by devotees of the game as a cross between Rugby and Soccer, it appears to the novice to be more akin to organized mayhem. They don't even play it in some parts of Australia, but in Melbourne 60,000 to 80,000 whooping spectators throng the Cricket club of a Saturday afternoon to see a match. Actually, the game is fast and grueling but the victory laurels always go to the skillful team, the one that plays the ball rather than the man. Australians also play the ball in their ground rules affecting those interested in mineral exploration and mining. Prospecting Rights: Throughout the island continent, nearly all mineral rights are reserved to the Crown, administered by the individual states and, in the case of the territories by the Commonwealth government. The owner of the surface rights cannot sit on his minerals, and the term minerals even includes sand and gravel. Prospectors are protected by mining codes or ordinances of the various governments, which are quite similar from state to state.

HOW have recent events affected the general trend in world mineral production? What effect has the World War, with its resultant boom and depression, had on the long-term trend of output? Have all of the principal metals and fuels been similarly affected, or have some boomed or slumped much more than others? The trend of world production of coal, iron, the principal nonferrous metals, and petroleum is shown in the accompanying chart, covering the period from 1882 to 1931 inclusive-the last fifty years. The curves are plotted logarithmically to show the comparative trends. In the lower left-hand corner of the chart is a slope diagram to aid in visually evaluating. the average yearly rate of increase in production; from this one can easily see, for example, that the petroleum production curve indicates an average annual increase of around 8 per cent, and that up to the period of the World War the average annual increase in copper production was about 6 per cent.

Georgia, since 1829, has produced nearly $18,000,000 from her gold mines, but in late years the output has dwindled to insignificance. In view of present universal efforts to increase gold production, it seems pertinent to record some recent observations in that field, briefly review its past and weigh probabilities of reviving gold mining there. Little in this paper can be claimed as new or original, and it does not present results of a detailed or profound investigation of the whole region. The Allatoona gold mine was reopened in January, 1932, and explored at greater depth during the period from January to June of that year. A number of other abandoned mines were visited, but since the workings, in common with most such mines in Georgia, were flooded or caved, underground conditions could not be examined. For a wider knowledge of the subject, a search was made through available pertinent literature and statistics, a bibliography of which is appended hereto. To all the sources obligations are gratefully acknowledged. Production The discovery of gold in Georgia, in 1829, led to an influx of 6000 to 7000 miners and a production of over $200,000 in the following year. A branch of the United States Mint, established at Dahlonega in 1838, accounted for $6,115,569 up to the time of the Civil War. The output fluctuated greatly from year to year, with an all-time peak of $582,782 in 1843. In only one other year, 1845, was the half million mark exceeded. After the war mining began again, but 1883 is the last year for which an output of $200,000 is reported. Placers, always the main source of production, were yielding less and less, and in spite of increased quartz-mining activities the downward trend continued. The last year in which there was a production of $100,000 was 1902. In 1914, $16,270 came from 26 placers and 11 deep mines, with the latter reporting 1750 tons of $3 average value. In 1925, one placer and four lode mines that mined 8100 tons assaying $1.19 per ton produced $9500. One placer and one quartz mine, operating in 1930, reported a total output of $4194. Table 1 pictures the waning output.

In the course of an extensive investigation of the comparative properties of several types of copper, data were obtained on the cold working and subsequent recovery and recrystallization of the copper. In this paper, relations between the degree of cold work and the course of re-crystallization are developed. In particular, it is shown that the course of recrystallization over long periods of time and at low temperatures can be predicted with reasonable accuracy from short-time high-temperature recrystallization data. Materials Used in The Investigation Three types of copper were used in this investigation; these were tough pitch, OFHC, and OFHC copper with 15 oz per ton of silver added identified herein as Lots C, D, and F, respectively. The material was supplied by the American Metal Co. Ltd., and processed by the Rome Cable Co. The analyses of the three types of copper are given in Table I. Originally, it started as wire bars 4 X 4 X 54 in. These bars were heated to 871° C in air and hot rolled to % in. rod. This rod was cold drawn to 0.204 in. rod (70 pct reduction) in three passes and annealed at 427°C for 4 hr. A portion of the 3/8 in. rod was saved for more detailed cold-drawing experiments. Starting with the annealed 0.204 in. rod, hard-drawn wires were produced by cold drawing to 0.081 in. wire in 7 passes (84.4 pct reduction in area). Half-hard wires were made by cold drawing the 0.204 in. rod to 0.102 in. wire, (75 pet reduction) in 6 passes and annealing at 427'C for 4 hr. This annealed wire was then drawn to 0.081 in. wire, (37.1 pet reduction) in 2 passes. Square rod was made by hot rolling wire bars to Re in. rod in 8 passes. This rod was then cold drawn to 0.445 in.-diam rod and annealed for 346 hr at 538°C. It was then cold drawn to 0.325 in. rod and again annealed at 538°Cf or 3 1/2 hr Hard square rods were then made by cold rolling this material to 0.257 X 0.257 in. rod, a reduction in area of 20.5 pct. Half-hard square rods were made by cold rolling to 0.268 x 0.268 in. square, annealing for 3 1/4 hr at 538°C and cold rolling to 0.257 x 0.257 in., a reduction of 8.5 pct. Soft wire or rod was made from all types of copper by annealing the hard-drawn material at 343°C for 3 hr in steam. The grain size of the annealed 0.081 in. wire varied slightly among the three lots: from o.o15+.oz5 mm in the silver-bearing OFHC to 0.035-0.045 mm in the OFHC copper. The annealed 0.257 in. wires were more uniform in grain size, averaging about 0.035-0.045 mm. Representative structures are shown in Fig I. Effect of Cold Drawing and Tensile Strain on Strength of Copper Conventional tensile tests were performed on the three types of copper in the various degrees of hardness described above. The nucleation rate of the a (pay) to 0 (white) tin transformation was measured as a function of temperature and a tin particle size using an X-ray diffraction technique. The powder specimens of a tin were essentially monodisperse and the small dinzension of the particles of these specimens was varied from 13 to 75 p. Several types of nucleation sites of differing potency were fbund to be operative in the nucleation process, but it could not be determined whether these sites were on the free surface of the tin particles or within the volume. Assuming that they were on the free surface, the average density of the most potent sites was calculated to be 2.5 to 5.3 x 10' sites per sq cnz through the application of a Poisson distribztion finction to the isothermal data. Analysis of the temperature dependence' of the rate constmts at a given fraction transformed suggests that the active sites are regions of higher free energy and not catalytic interfaces. Appreciable induction periods were observed at the lower temperatures of transformation. Experimental studies1 of solid-solid phase transformations have led to the belief that the new phase nucleates at structural imperfections. The purpose of the present work was to learn more about the mechanism of nucleation in solids and the nature of the singularities at which nucleation occurs. In this investigation nucleation rates in the isothermal transformation of gray to white tin were measured by an X-ray diffraction technique using essentially monodisperse powders of gray tin. This particular phase transformation was chosen for study because it presented fewer experimental difficulties than most others. The experimental temperature-control problems were minimal because the two phases coexist in equilibrium at 13.3"C, and measurable transformation rates occur at temperatures only slightly above room temperature. The growth rate of the P phase into the a2 is sufficiently fast to make the measured transformation rate equivalent to the nucleation rate, provided that the particle size of the samples is small enough; for the experimental temperatures used in this study, the particle diameter must be less than 100 p. EXPERIMENTAL TECHNIQUE The P tin used in this study was obtained from Capper Pass and Son Ltd., North Ferriby, Yorkshire, England, and was of 99.999 pct purity. It was transformedS to the a phase and ground into a fine powder in an agate mortar. This powder was separated by a Roller air classifier into seven fractions whose dimensions, as determined by microscopic measurement of many thousands of particles, are given in Table I and whose distribution of size within each fraction is given in Figs. 1 and 2. This paper gives the results of an investigation of the beha vior of the argentiferous cobalt-nickel arsenides of Temiskam-ing, Ontario, in roasting, made in the metallurgical laboratories of the School of Mines of Columbia University in the City of New York. The ore was kindly given by the owners of the La Rose and Trethewey properties at Cobalt, Ontario, and Mr E. J. Hall, Tutor in Assaying in Columbia University, has helped us much. I. Object of the Investigation. The object of the investigation was to learn: 1. The temperature at which the arsenic is most rapidly expelled ; 2. The thoroughness with which it is expelled by prolonged roasting at this temperature; 3. The effect of adding charcoal (a) near the end of the roast and (b) at. the beginning of the roast. II. Nature of the ORe. The important ores mined in the Temiskaming deposits are: native silver—with small amounts of dyscrasite (Ag,Sb), ar-gentite (Ag,S), pyrargyrite (Ag,SbS,)—smaltite (CoAs,), chlo-anthite (NiAs,) and niccolite (NiAs). Mispickel (FeAsS) and cobaltite (CoAsS) also occur in smaller quantities. The average composition of the ore shipped from this district for the first six months of 1905 was: silver, from 4.1 to 4.8 per cent.; cobalt, from 6.9 to 8.2 per cent.; nickel, from 3 to 4.7 per cent.; and arsenic, from 30.9 to 34.6 per cent. Creep tests were performed at 500°F on polished specimens of A1-3 pct Cu at stresses of 2000, 4000, and 6000 psi. The effects of the size and distnbution of the second phase were studied in connection with the mechanisms of deformation, especially grain boundary sliding. Although the amount of grain boundary sliding varied considerably for the different heat treatments, yestriction of grain boundary sliding is not due primarily to precipitate on the grain boundary. NUMEROUS prior investigations of grain boundary sliding, notably those of McLean, 1 Rachinger, 2 Rhines, Bond, and Kissel, 3 and Brunner and Grant,4 have established the importance of this phenomenon in the deformation of pure aluminum and its solid-solution alloys at elevated temperatures. An extension of this kind of study to the case of a simple two-phase structure is an important step towards understanding the deformation behavior of more complex alloys. A two-phase A1-3 pct Cu alloy was selected for this study. The creep behavior of alloys in this system has been studied by Sully and Hardy,5 by Underwood, Marsh, and Manning,' and by Pelloux, Chaudhuri, and Grant.7 In these studies, the prior heat treatments were such that some precipitation took place during the tests in most cases. Pelloux, Chaudhuri, and Grant7 studied the creep of A1-2 and 3 pct Cu alloys in the overaged condition. Their results indicated that the structure most effective in promoting high-temperature strength consisted of a fine, closely spaced grain precipitate and large, widely spaced particles on the grain boundary. The present work consists of quantitative meas- urements of grain boundary sliding during creep of an A1-3 pct CU alloy with four different precipitate distributions. The aims were to quantitatively define the role of the second phase on grain boundary sliding, and to obtain information regarding the mechanism of grain boundary sliding. MATERIALS AND PROCEDURE A high-purity A1-3 pct Cu alloy, kindly supplied by Alcoa, was used in this investigation. The composition of the alloy in weight percent was as shown in Table I. This composition is such that A12Cu exists as a second phase at temperatures below 850°F. A homogeneous grain size of 0.6 to 0.8 mm was obtained by annealing the machined test bars for 5 min at 1000°F, furnace cooling to 930°F, and homogenizing for 5 hr. Following the recrystalli-zation and homogenizing anneal, four different heat treatments shown in Fig. 1 were utilized. The F7 and F5 treatments utilize a furnace cool to the aging temperature while Q7 and Q5 have a water quench from the homogenization temperature before aging. Figs. 2 to 5, and Table 11, show the size and shape of precipitate dispersions obtained with the above heat treatments. The heat treatments produce variations in the dispersion both in the grains and along the grain boundaries. Precipitate particles along the grain boundaries are rounded and large (about 1.5 p diameter) in the F5 and F7 structures (Figs. 3 and 5). The grain boundary precipitate was somewhat smaller (0.9 p diameter) in the Q7 structure and no grain boundary precipitate was detected in the Q5 structure using light microscopy. The pre-

The stored and expended energies of an Au-Ag alloy deformed in torsion were investigated as functions of strain, strain rate, and temperature. At room temperature, the stored energy, measured by tin solution calorimetry, increased linearly up to an intermediate strain, above which it was nearly constant; at 78 °K the relation was linear up to fracture. Approximate values of the energy stored at 4 OK indicate a rapid increase below 78 OK. The energy stored by specimens deformed successively at 4o and 78oK changed slowly with increasing second strain from the curve for energy stored at 4 OK (measured after annealing at 78oK) to that for deformation at 78°K. The ratios of the stored to the expended energy at room temperature and 78 oK were unusually large. The additional amount of energy stored at the lower temperature is attributed mainly to an increase in the number and energy of dislocations. The stored energy as a function of strain rate at 4oK (measured after annealing at 78oK) increased to a sharp maximum over a narrow range of strain rates, whereas the expended energy changed only slightly. These effects are explained by the generation of point defects resulting from the enforced nonconservative movement of jogs in fast moving screw dislocations. The effect of straining successively at two strain rates at 4oK was also investigated. Stress-strain curves for 4o, 78oK, and room temperature and the results of micro examination of specimens deformed at these temperatures are also reported. THIS investigation is a continuation of a research program primarily concerned with the effects of variables on the energy relations involved in the deformation of metals. The variables investigated in earlier work have included strain, strain rate, temperature of deformation (room temperature and 78oK), and the type of deformation process. Most of this work has been carried out with Au-Ag alloys. In the investigation reported here, the deformation process was torsion, which had not been used previously in the program. The stored and expended energies involved in the deformation process were measured as functions of strain, strain rate and the temperature of deformation in the range 4" to 373" K. The microhardness and microstructure of deformed specimens were also investigated. The relation between stored energy and strain differs for different deformation processes.1,2 In general, the stored energy increases with strain and may attain a nearly constant value at large strains. This value and the rate at which it is reached, however, depend on the process of deformation. This dependence has been attributed, at least in part, to differences in the effective strain rate and rise in temperature of the specimen during deformation. The effects of the temperature of deformation on both the stored energy and the energy expended in the working process have been the subject of only a few investigations.3-6 Values of these quantities at low temperatures are of special interest as they yield information on point defects which, for many metals, is not obtainable at higher temperatures. The effect of the strain rate on the stored and expended energies has received little attention The strain rate has usually been measured only in relative terms, and hence the interpretation of its effect on the stored energy has been mainly comparative.

The purposes of composition are various; one purpose, for instance, is to make a record for the writer's own use, as in a diary. That does not involve responsibility to others. There is also the writing meant to influence opinion-to be persuasive, and pleasing. With such writing we need not concern ourselves at this stage of our study. The prime purpose of technical writing is to be informative-to convey information; therefore it must" be clear beyond the chance of misunderstanding. Such clearness is impossible if meaningless or ill chosen, words are sprinkled through the text. Discard the trivial phrases that are constantly at your elbow. Brush aside a host of vapid superlatives. Metternich exclaimed:' "The superla¬tive is the mark of fools". It is a false emphasis, like the underlining in a school-girl's letter. For example, the little word `very' can be deleted nine times out of ten; it is an impediment to terse and perspicuous writing, as 'the multitudinous hand-baggage of the British tourist is to his travel. 'Very' supposes comparison. A mine with a 1000-ft. shaft is very deep to the scribe who writes from the Joplin district', in Missouri, but it seems a shallow hole to a man living at Calumet, Michigan. A vein that is 10 feet across may be considered very wide at Cripple Creek, Colorado, but it is only a `stringer' to the miner at the Homestake, in South Dakota. Ore assaying $20 in gold is very rich at Juneau, Alaska, where .10,000 tons of $1 ore is crushed daily, but it is relatively low-grade to the pocket-miner at Alleghany, in California. It is all a matter of comparison; unless the reader knows your standards of depth, width, or richness, your `very' has no significance. "Where erosion was very rapid or oxidation very shallow"

Based on laboratory tests conducted with the use of fresh core samples as well as a considerable amount of field data obtained from numerous water floods in northeastern Oklahoma, it appears that for any given oil saturation there is a critical maximum velocity above which the oil-recovery efficiency falls off very rapidly. In effect, when a water flood is operated above this critical velocity, the injected water-oil ratio rises extremely fast, thus shortening the economic life of the flood and reducing the ultimate oil recovery. This critical velocity apparently varies considerably with the percentage of oil saturation of the sand, so that in effect the higher the oil saturation at the beginning of a flood the higher the velocity that can be used successfully. In reviewing several of the earlier floods in the Mid-Continent area, it is concluded that most of the failures were due to two things: (I) too low an oil saturation, such as 30 per cent, and (2) too high water-injection rates, Although considerably more field data are necessary to establish definite limits, it would seem that the proper field injection rate for a 330 by 330 or 440 by 440-ft. spacing varies from approximately I bbl. per foot of sand per day where the oil saturation is as low as 30 per cent up to 5 bbl per foot of sand per day when the oil saturation is as high as 45 to 50 per cent, Introduction With secondary recovery by water-flooding receiving more and more attention throughout the industry, a greater working knowledge of multiphase flow under field conditions becomes more and more necessary A great deal of research has been carried on in highly idealized laboratory conditions, from which certain trends have been indicated, but with few exceptions no direct application to field use has been reported. widely varying conclusions have been drawn from the mass of idealized laboratory experiments and often this divergence apparently was due to the neglect of connate or interstitial water. Since interstitial water is such an important factor in water-flooding operations, it then follows that any laboratory flooding experiment must necessarily take it into account; and since it is difficult to set up laboratory models to allow for interstitial water, the next best procedure is to use fresh core samples for such tests. Even this procedure has its difficulties, inasmuch as it is possible to run only one flooding test on each sample, as each sample differs somewhat in character from all other samples. However, this disadvantage can be overcome to a large degree by the use of an extremely large number of samples. The next question that arises is: "IS it possible to get uncontaminated core samples having a true oil and water saturation like that existing in the reservoir?" If the sand under consideration is still in the primary stage of production, with a normal or relatively high amount of gas still in solution in the oil, probably it is not possible to get a nonflushed core. This paper proposes two units (believed to be new) for designating, respectively, capacity and efficiency for primary and intermediate crushers. Capacity Operators know that the tonnage of rock that can be put through a particular crusher in a given time depends primarily upon the crusher setting (open setting for jaw and primary gyratory types; closed setting for cones and rolls), and secondarily on the lithological character of the feed, its maximum size, the amount of fines that it carries, its moisture content, and the method of feeding. The proposed capacity formula states a relationship between all of these factors in one empirical equation, as follows: Tr = TR80K'K" [I] in which Tr, called "reduction tons per hour" is the new capacity unit; T = tons of feed per hour requiring crushing; R80 = "80-per cent reduction ratio"; and K, K', and K" are constants that approximate quantitatively lithological character, moisture content and method of feeding, respectively. T is the hourly weight of material in the feed that is coarser than the coarsest discharge of the crusher. (For marked departures from the normal specific-gravity range—2.5 to 2.7—T should be adjusted to corresponding volumes.) In the crushers under consideration, discharge from the crushing zone is limited by the minimum dimension of a particle. Passage of the particle through a square-mesh screen is limited by its intermediate dimension. INTRODUCTION IT is the purpose of this paper to set forth the relation and functions of the various organizations and institutions engaged in the promotion of safety iii the iron mines of the Lake Superior region; also to indicate the value of this work. Ten to 15 years ago there was practically no organized safety work; the accident rate was high, excessively so in some districts, and dangerous practices and conditions existed in many of the mines. During recent years, however, a gradual change for the better has been made. The chief causes of this change have been (a) public opinion, which has set the stamp of disapproval on the disregard for human life; (b) certain State laws which have made the operators responsible in dollars and cents for injuries to workmen; and (c) the humanitarian attitude of many of the operators, who have always decried the great loss of life in the mines. Today the Lake Superior region as a whole stands second to no other metal-mining district in the United States in its efforts to promote the welfare and safety of the miner. Dangerous practices in and about the mines are fast disappearing. The operators are ready and eager to adopt any expedient, rule, or device that holds forth a reasonable promise of reducing the hazards of the miner. Today the value of a mine captain or shift boss is reckoned, not alone on his ability to "get the ore," but also on his capacity for reducing accidents. While the progress made has been remarkable, there still remains much to be done, for the accident records of the Lake Superior iron mines, while lower than those of the chief metal-mining regions of the United States, still compare unfavorably with those of the metal mines of practically all foreign countries.

SINCE oil journals commenced to feature the progress of Iraq pipe-line developments and since newspapers undertook to follow the discussions between a certain large oil company and an Asiatic nation, I have repeatedly been asked questions that are only answerable by setting forth the essential geographic and historical facts of concessions in that part of the world. In so doing effort will be made to correct erroneous statements made in various quarters: and mistakes herein are being kept as low in number as possible. Perhaps the best-known concession in the Middle East is the one of the Iraq Petroleum Co., covering the greater part of the portion of the kingdom of that name- lying east of the Tigris River. West of the stream is the concession of the British Oil Development Co., which takes in all presumed petroliferous areas in western Iraq. No other important oil concessions exist in that country, except for the lands of the Khanikin Oil Co., which operates in "Transferred Territories" on the border of Persia. East of and continuous with the Iraq fields are those of Persia where the Anglo-Persian Oil Co. holds the well-known D'Arcy concession comprising three-quarters of the country, omitting the five northern provinces. This is the only valid existing concession in Persia, so far as known, except certain old firmans that permit development at Semnan in central Persia and possibly also certain regional grants to a French banking syndicate in eastern Mazanderan Province.

The Department of the Interior used to be a quiet, noncontroversial, almost boring agency. It, after all is the fifth oldest of the Departments, and as an old line Federal agency it has studiously performed its preservation and resource management functions in a caretaker mode--though some would say more "undertaker" than "caretaker"--locking up the body and soul of America piece-by-piece. Yes, quiet, serene. That is until Jim Watt showed up. And we have all seen that version of Mt. Vesuvius which resulted--only it was the environmentalists who blew their tops. Ronald Reagan chose Jim Watt as Secretary of this fine old agency to prove that one-third of our Nation's land and over a billion acres on the Outer Continental Shelf can work for this Nation. At the foundation of President Reagan's charge to Secretary Watt is a belief in the tenets of the free enterprise system, and in the individual freedoms upon which this country was founded. There are those who don't share this belief in democracy and free enterprise, and those who believe this 205 year experiment called the United States of America will fail. Nikita Krushchev said "we will bury you"--obviously he didn't agree with our system. An Italian sociologist, Franco Ferrorotti, said bureaucratic stagnation will kill capitalism. Certainly we have all felt the ravages of bloated bureaucracies. Perhaps one indicator in the United States is the Federal Register, that daily compilation of Government's largesse. In 1970, 20,000 pages of the Federal Register were published. A decade later, in 1980, that volume had quadrupled to 80,000 pages. The Federal bureaucracy can stagnate from excessive budgets as well. The Interior Department spent $60 million on administering Federal coal leasing in 1981. That's nearly two bits a ton for every ton of coal leased in 1981. You wouldn't stay in business very long if your administrative overhead on inventory was that outrageous. But the pessimism of our critics is apparent from more than red tape and bloated budgets. For decades America has been fasting--consuming too little of America's wealth of minerals, subsisting instead on a diet heavily reliant upon mid-east oil, with little emphasis or concern for inventorying and developing domestic energy and mineral resources. Economics--yes. But short-term, short-sighted economics. Excessively dependent upon foreign imports, of oil, cobalt, chrome and other strategic minerals, the U.S. measures its time before another embargo--or fallen Shah, or Soviet manipulation, or Saudi shift, or, as we witnessed in Egypt, assassination--an untimely loss to mankind and efforts to bring peace to the troubled mid-east. These disruptions, in addition to their tragic human tolls, impair the free world's security. Huge chunks of the United States have been locked away in dozens of single land use categories in the name of conservation, with only the foggiest idea of what resources might be denied the American people-and this at a time of unacceptable levels of energy and strategic mineral imports. More than half and perhaps two-thirds of all Government-owned lands are totally withdrawn from or severely restricted to development under the mining and leasing laws. We must continue to rid Government of the overly zealous restraints which have been keeping us from drawing upon that which can help restore our economy and national security. When we assumed responsibility, the United States was dependent on foreign sources for about 40 percent of its oil. In 1981, our oil import bill was approximately $83 billion--nearly 17 times what it was in 1972. Our reliance on foreign sources for essential minerals is even more disturbing. We must look to other countries--some unfriendly, some unstable--for 22 of 36 strategically critical minerals. Yet the energy resources on federal lands which are owned by the American people could meet our needs for centuries if properly managed. Eighty-five percent of the crude oil yet to be discovered in America is likely to come from public lands, as will 40 percent of the natural gas, 35 percent of the coal, 80 percent of the oil shale, nearly all of the tar sands, and substantial portions of uranium and geothermal energy. Our vast hardrock-mineral wealth includes untapped deposits of essential elements we now import, such as chromium, copper, platinum, and cobalt. The obvious question is, if these abundant resources can help to revitalize our economic strength and to preserve our national security, why aren't we using them to better advantage? To a large extent, the answer can be found in past decisions to restrict public access to the federal estate, thus deferring to us or our successors the tough decisions that flow from Congress' mandate to provide for environmentally responsible development of America's energy and mineral treasures. Here is the legacy this Administration inherited: In January 1981, 7 years after the onset of the Mideast oil embargo: ---Less than 15 percent of federal onshore lands were under lease for oil and gas development; ---No oil and gas leases had been issued in Alaska for 15 years;
