WHEN the Ironton blast furnace of the Columbia Steel , Co. was first put into operation the iron ore was mined frol11 the deposit near Iron Springs, Utah. This is principally a hematite with 12 to 20 per cent of magnetite finely disseminated throughout the ore. It varies from a fairly soft broken rock structure to that which is hard and compact. In the broken form it will weigh about 150 lb. per cu. ft., and in place the density is approximately 250 lb. per cu. ft. The first ore received for the blast furnace was crushed so as to pass through approximately a 4-in. square opening screen. A typical screen test of this ore is shown in Table 1.

INTRODUCTION This paper deals with the development of the sublevel open stoping (SLOS) method in lead orebodies at the Isa Mine of Mount Isa Mines Limited, during the last ten years. Open stoping in different forms has been used at the Isa Mine for many years. Prior to the period under review, stopes were small, pillars were not always recovered, and scrapers extracted the ore. By the end of the sixties, the use of load-haul-dump units was becoming more widespread. Wagner ST5's were the mucking units for the lead cut and fill stopes. Some of the open stopes in 5 orebody above 13 level had 100 kW slushers, but the more southerly stopes were the sites for the introduction of diesel front-end loaders for extraction. In the early seventies, new methods were used in the block of six stopes in 2 and 5 orebodies between 8 level and 13 level and a trial stoping project was undertaken in 7 orebody between 11 level and 13 level to determine possible stope dimensions for the extraction of the Racecourse orebodies below 13 level. By the mid-19701s, stoping was well underway in 5, 7 and 8 orebodies between 13 level and 15 level, using the 'triplet' system, incorporating cemented hydraulic fill to allow greater pillar recovery. As the eighties were entered, development of the Racecourse orebodies below 15 level commenced, as did preparations for 1 orebody in the upper levels of the north end of the mine. In both cases, the pillar recovery method has been changed to reduce the amount of cemented fill required for pillar recovery. GEOLOGY Most of the lead orebodies at Isa Mine lie chiefly to the north of the central shaft complex. They are bedded sulphide deposits in a host rock called Urquhart Shale, which dips at roughly 650 to the west. The main minerals are galena and sphalerite, with the silver mineral, freibergite, being contained in the galena. To the hangingwall of the sequence are the Black Star orebodies (1, 2 and 5) which are relatively wide, pyritic and with low to above average grade lead. The Racecourse orebodies (6 to 16) lie to the footwall, and have a large variation in width, low to high grade lead, and gradation in the lead to zinc ratio from north to south. Stope outlines are often determined by economic or engineering considerations rather than geological. The published extraction reserves are 56 million tonnes of primary ore, containing 150 grams of silver per tonne, 6.4% lead and 6.5% zinc. Traditionally, it has been regarded as lead ore, although the dominant revenue earner varies from time to time. In the Black Star orebodies, the ore and hangingwalls are more competent and open stoping has long been used. The major Racecourse orebodies which have been open stoped are 7 and 8 orebodies. This has been where the orebodies are wider (to the south) and where hangingwall conditions allow. This latter aspect has been greatly influenced by the presence of 'silica dolomite1. This tough, relatively homogeneous, non-bedded rock is, in fact, the host rock for the copper mineralisation at Mount Isa, and provides a competent hangingwall for some of the lead stopes. While the shale's bedding and jointing has a major influence on the ground conditions, there is a major fault system which causes local problems. The principal virgin stress direction is perpendicular to the bedding, but the local stress situation is complicated because of shielding by filled stopes in the hangingwall copper orebodies and because of the interaction between orebodies being extracted to the footwall. Most development on strike is mined with a 'shanty-back’, with the back being as close to normal to the bedding as possible. This is near parallel to most jointing and the principal stress direction. Figure 1 is a plan view of 14 level north, which provides a representative horizontal section through the orebodies. A typical cross section is shown in Figure 2. The narrow, parallel footwall orebodies can be seen to differ from the wider hangingwall orebodies.

THE northern anthracite fields, although facing the same economic problems as the southern fields, are confronted with the additional problem of fast dwindling reserves of anthracite which can be conventionally and economically won. The mining of coal which remains in thin beds and the recovery of pillars from areas heretofore considered unrecoverable, either by reason of cost or surface restriction, pose problems of increasing importance to the economic life of the northern field operations. Successful approaches have been made to this problem and other work is being performed that holds promise. There exists in the northern anthracite field millions of tons of solid coal, the recovery of which has not been too successful due to the following inherent operating faults: inability to concentrate producing areas, the great quantities of rock to be cut and handled, lack of consideration of proper sequence and speed of second mining, and the continued use of the mine car as the basis of payment. A mining system that has successfully solved these major problems has been in operation in the Scranton area since 1944. Over 1% million tons have been produced from veins varying from 3 to 4% ft thick by this method, which is known as the multiple panel-triangular system-conveyor mining.

JUST four years ago, in March, 1930, Gilbert LaBine discovered the rich deposit of pitchblende and silver ore on the east shore of Great Bear Lake, 30 -miles south of the Arctic Circle, which brought a new mining district into being. His original discovery is now the property of Eldorado Gold Mines, Ltd., but other groups have been active. Vigorous prospecting has outlined a mineralized zone that extends at least 100 miles from north to south. In this area silver discoveries have been relatively common; pitchblende, as might be expected, has been harder to find, though a deposit has been located this spring nearly 100 miles south of Eldorado that may be of great importance.

Seventy-one delegates, representing 74 organizations with a membership in excess of 105,000, attended a conference of technical societies, in Chicago, Apr. 23-25. It was called by Engineering Council, and unanimously adopted a resolution urging Congress to establish a Department of Public Works. This would include the services and bureaus having to do chiefly, with matters of engineering and architecture. Among the bureaus, services, and activities, which logically belong to a Department of Public Works, are the following: Bureau of Public Roads; the United States Reclamation Service; the Alaskan Engineering Commission; the Construction Division of U. S. Army; a Bureau of River, Harbor and Canal work, including such functions as are now exercised by the Mississippi River Commission and the California Debris Commission; a Bureau of Architecture; a Bureau of Surveys, including the Coast and Geodetic Survey; a Bureau of Mines; the Geological Survey; the Forest Service, at least until the same is divorced from the supervision of water powers and road building; and the Bureau of Standards. Later, the following resolutions were unanimously adopted: RESOLVED, That this conference be known as the Engineers, Architects, and Constructors Conference on National Public Works; that it continue in existence until dissolved by its own action and that its officers and committees be empowered to further the organization and development of a National Department of Public Works. RESOLVED, That for the purpose of furthering the passage of a bill for the creation of a National Department of Public Works there be set tip by this Conference an Executive Committee, a Committee on Text of Bill, and a Campaign Committee. The Executive Committee shall have the power to create a Finance Committee and other committees and to add to its own membership or to that of its committees.

A model for transport processes in liquid mixtures is discussed which supposes that the elementary act involves a position exchange between two species and that the exchange is so confined by the solvent cage as to occur nearly isosterically. The rate-determining step, thus, is likened to a bi-molecular reaction and is so treated, using absolute rate theory. The cage model has been applied to diffusion, thermal diffusion, sedimentation and viscosity, but only the first and last of these phenomena are emphasized in the present paper. The model leads to semi-empirical relationships between the absolute value for a digusion coefficient and the activation energy for diffusion, between mutual and self-diffusion coefficients and for the variation of the viscosity of a binary mixture with composition. These are discussed in relation to experimental data for various systems, including hydrocarbon mixtures. It is shown that the proposed viscosity equation and seven other commonly used ones all may be regarded as special cases of a single general relationship; a brief critical analysis is made of the basis of selection of one or the other for data fitting or interpolation. INTRODUCTION AND GENERAL THEORY The present paper covers a brief discussion of a cage model for transport processes in liquid mixtures and how this model may be useful in treating the diffusional behavior and the viscosity of such systems. Since diffusion requires the more detailed treatment, it will be taken up first, and the model then applied to viscosity. There are two types of diffusion coefficients that may be measured experimentally, apart from thermal diffusion quantities. The first is the mutual or binary diffusion coefficient, D which may be defined in terms of Fick's first law. This states that the permeation, or flux P, is proportional to the concentration gradient. In the usual experiment, P is measured relative to a frame of reference fixed with respect to the medium (e.g., the diaphragm in a diffusion cell); as a consequence, the same value of D is obtained regardless of whether P and C refer to Component 1 or to Component 2; i.e., there is only one independent mutual diffusion coefficient for a binary system. In addition to D there will be various self-diffusion coefficients. defined in terms of the gradient in labelled species i and its permeation in an otherwise uniform medium. The thermodynamic approach to mutual diffusion supposes that the actual driving force is the gradient of the chemical potential, i.e., that In the case of a dilute solution of solute, Eqs. 1 and 3 lead to the Einstein equation, If the solution is ideal and the friction coefficient is taken to be then the familiar Stokes- Einstein equation results. Mutual and self-diffusion coefficients can not be related on general thermodynamic grounds; it is necessary to invoke some additional assumptions, i.e., a model; several such have been proposed. Hartley and Crank' supposed the existence of separate, intrinsic diffusion coefficients (Dl and D2) for each component, essentially corresponding to the two self-diffusion coefficients. The two flows can not be independent, however, but must be coupled through the usual restriction that there be no net volume flow. For an ideal solution. one then obtains' Glasstone, et al' treated diffusion in terms of absolute rate theory, but their approach otherwise resembled the previously mentioned one in that each species was considered to move with respect to the general medium in a manner determined by its individual jump distance and specific rate constant. For other than dilute solutions, a coupling of flows leading to an equation such as Eq. 6 would again be present. However, as required by Eq. 6, one does expect that the self-diffusion coefficient for the solute and the mutual-diffusion coefficient for the system become identical at infinite dilution. Lamm4 recognized that there should be three distinctive interactions in a two-component system-1-1, 1-2 and 2-2 — and, therefore, proposed three rather than two fundamental friction coefficients. Mutual diffusion resulted from 1-2 interactions only, and self-diffusion resulted from 1-2 plus either 1-1 or 2-2 interactions. Again, a collective coupling between all motions was imposed to meet the condition of no net volume flow. Laity' has shown how to convert the Onsager equations to a form very similar to Lamm's. The Mining Section of The National Safety Council recently sent out a questionnaire to operators, regarding the class of rope used, specifications required or obtained, factors of safety observed, methods of fastening ropes, lubrication, inspection, and points observed when rope is to be discarded. The answers received from this questionnaire, largely from metal mines, give interesting information, from which recommendations for safety practice on hoisting ropes are drawn. Depth of Mine The depth in the majority of cases noted is from 1000 ft. to 1500 ft. (304 to 457 m.) and records come from a number hoisting from depths of 2000 to 3000 ft. Hoisting is generally done in balance, with a few companies using counterweights. Seldom, more than two shifts are occupied in hoisting. A number of large operators limit the shift for engineers to 6 hr. A few of the larger operators have separate hoists for men and supplies, with a higher class rope for men. The range of loads varies from 7 to 17 tons and greater in a few cases, with a balanced weight of 4 to 7 tons. Size or Drums and Sheaves The size of drums and size of sheaves are generally in accordance with recommendations of rope manufacturers. Only one-half of the operators use grooved drums; one, The Sulphide Corpn., New South Wales, uses wood-lagged drums. Very few operators have drums capable of holding all the rope in a single wrap. Cone drums or cone and cylinder drums, in the mines heard from, are very rare. A few mines of shallow depth use a small drum and large-sized sheave. While this may be allowed, and in some cases is all right, the size of drum and sheave should be fully equal to that recommended by the rope manufacturers and should be at least 60 to 100 times the diameter of the

The anomalous behavior of hydrogen in iron is examined and a new model is proposed It is postulated that hydrogen single and di-interstitials are in equilibrium with each other. When the binding enthalpy of the di-interstitial, B, is assumed to be about 10 kcal per mole, the predicted temperature dependence of the solubility agrees reasonably well with the reported data. Effective diffusiuity is calculated assuming the di-interstitials to be immobile. Since the number of mobile single interstitials is greatly reduced at lower temperatures, the effective diffusivity is decreased. A good agreement in the temperature dependence of diffusivity between theory and experiment is provided with B - 10 kcal per mole. The predicted diffusivity is also a function of total concentration of hydrogen and this appears to be Partly responsible for the large scatter in the reported data. HYDROGEN is known to form an interstitial solid solution with iron.''' At elevated temperatures, it has been well-established that hydrogen enters iron in the dissociated form and occupies the interstices, and that diffusion of hydrogen in iron is via the interstitial mechanism. The concentration, c, permeability, P, and diffusivity, D, of hydrogen in iron have been separately determined and are consistent with each other under the steady-state condition for temperatures above approximately 400°C; that is, the relationship P = c-D holds. At lower temperatures, however, anomalous behavior of hydrogen in iron has been observed by many investigators. The results of experimental studies4-'' of the diffusion of hydrogen in iron are summarized in Fig. 1, in which the values of D are plotted against the reciprocal temperature. Although there is an increasing divergence in observed values of D with decreasing temperature, the values of D at temperatures below approximately 200°C are definitely small as compared with the extrapolation from high-temperature data. The lines shown bracket the region containing the most probable data. The observed values of c6," are plotted against the reciprocal temperature in Fig. 2, where the dashed lines represent Geller and sun's'' most probable isobars at 1 and 100 atm. At high external hydrogen pressure and low temperatures, the values of c observed are higher than those expected from high temperature data. It is generally accepted that certain trapping mechanism is responsible for the anomalies, but the nature of the trapping mechanism has not been clarified. Various types of hydrogen traps were suggested in the literature, such as "rifts" in the lattice dislocations, voids, microcracks, and so forth. However, no quantitative account of the observed behavior has been given in terms of these trapping mechanisms. Formation of methane in hydrogen-charged steel was found by ~odgurski." This appears to explain the existence of the so-called "residual" hydrogen,4 but not the observed anomalies of hydrogen in iron. McNabb and Foster' proposed a mathematical analysis in terms of a trapping mechanism. However, the physical significance of the traps was not clarified. The necessity of evaluating five parameters in their theory made comparison with experiment difficult. In the present paper, a model is proposed in which the anomalous behavior of hydrogen is attributed to the formation of hydrogen di-interstitials at lower temperatures. In this model, it is postulated that single and di-interstitials are in equilibrium with each other. (The hydrogen di-interstitial is to be distinguished from a hydrogen molecule which may exist in voids.) It can then be shown that most of the anomalies can be explained by assuming that the di-interstitials are virtually immobile and that the binding enthalpy of the di-interstitial, B, is approximately 10 kcal per mole. Predictions of the theory agree with the available experimental data reasonably well. GOLD was discovered in Alder Gulch, Virginia. City, Mont., on May 26, 1863. In a short time some 6000 people flocked to the new discovery, and on the banks of Alder Gulch six settlements sprang into existence, the principal one, Virginia City, alone surviving. This town today has a population of 800, and is the county seat of Madison County. It is estimated that between forty and fifty million dollars in gold was produced up to 1904. Virginia City is situated at the mouth of Alder Creek where that stream leaves the narrow canyon that cuts the steep foothills flanking Old Baldy Mountain, elevation 9572 ft., 12 mi. south. Virginia City itself is 5700 ft. above sea level.

Emphasis on publications related to coal mining subsidence and damages is appropriate at present in view of the energy crisis and increased coal production and public alertness. I have worked in Harrisburg with the state government Public Utilities Commission on energy-fuel matters and issues (Parate, 1978-80). I have participated in the communication on subsidence/ damage reviews and status with the Bureau of Mines Liasion Office (Kebblish, 1978-79). I have done research (Parate, 1965) and published papers (Parate, 1972; Parate, 1967) in Britain on coal mining subsidence and damages around Sheffield-Nottinghamshire coal fields. I have a few comments on the recent paper titled, "Pennsylvania Subsidence Control Guidelines," by C.J. Bise. 1) What is the basis of the empirical formula or guideline, LD _ (0.27 x D) ± 4.6, defining the support area? 2) The particular structure may not be damaged due to vertical uniform displacement caused by mining beneath unless the displacement is differential (King, 1964). 3) The author mentions the limited subsidence research in the US, and quite rightly so. But he fails to quote any work reference by continental investigators except the British or review work by the US. What are the reasons? 4) The author has not mentioned the importance and role of angle of draw for Pennsylvania, Kentucky, or Illinois coal fields. Is there any current research investigation on the relationship between subsidence research investigation, damage, and transference of strains to structures? There have been a number of newspaper reports on subsidence damage in Wilkesbarre and other areas in Pennsylvania. Is the author aware of such instances and traditional attitudes to such issues? Many times government agencies--due to lack of funds, technical expertise, and public policies--are unable or do not find it interesting to keep updates on these issues, as per the author's knowledge and experience with state governments. 5) What is the net effect and role of the D.E.R. Insurance Office on the monitoring, reducing, or controlling subsidence damage, particularly in Pennsylvania?

Plans to bring the Geco Mines property in Manitouwadge, Ont., into production began in 1954. At that time over 12 million tons of copper-zinc ore were indicated in a zone 2700 ft long. A concentrating plant was built to handle 3300 tpd of ore and a production shaft was sunk about 1500 ft. MINE LAYOUT Vertical attitude, width, rake, and competent country rock of a 4-million ton orebody west of the main diabase dike suggested a system of blasthole stopes, undercut with scram drifts connected by a transfer raise system to a crusher on the 1250-ft level and this system was employed. A 42-in. conveyor on this level transfers the ore about 1200 ft to a loading pocket at the No. 1 shaft. The system has a number of advantages: 1) Cost of tramming is eliminated. 2) Rate of extraction from any stope is controlled only by the scraping capacity of the scram. 3) Rate of extraction from the stoping area can be very rapid. Fast extraction makes it possible to cut mining costs for the following reasons: The number of stopes actively producing is kept to an economical minimum; the operating area is concentrated-manpower can be used more effectively; and active life of the stoping block is short, making ground support problems simpler and less costly.

Among the technical problems in AEC's Project Plowshare is the necessity of determining the precise effects of nuclear blasts in all kinds of ground formations. This calls for extensive in-situ sampling with full core recovery. In the exploration drilling that often precedes a new test detonation, the AEC and its contractors have applied both novel and established sampling techniques in many new ways, giving improved core recovery and reduced costs in all subsurface sampling and testing. Unique among these new techniques is one that achieved full recovery and virtually undisturbed samples from near-surface layers of unconsolidated boulder-strewn alluvium. This approach involves a combination of oilfield and mining core drilling equipment. Oilfield heavy drill collars, rotary stabilizers and thick, vibration-reducing oil emulsion drilling mud were used in combination with the precise hydraulic feed control, fast (over 300 rpm) bit rotation, light drilling weight, hard rock core barrels and multi-step diamond bits that are common in mining industry diamond drilling.

ROUGHLY one-half the value of mineral products at mines or quarries must be spent for wages. In view of the steady increase in hourly wages that continued for several decades prior to the onslaught of the recent depression, it is perhaps surprising to discover that labor's share of the gross proceeds of the mining and quarrying industries of the United States declined to 46.8 per cent in 1929, compared with 52.2 per cent in 1919 and 53.2 per cent in 1909. The actual percentages vary in different branches of the industry and in different localities but the downward trend is unmistakable. For the period 1909 to 1919 it was quite marked in every industry and from 1919 to 1929 it was apparent in all but six: namely, gold and silver lode mining, placer gold mining, crude gypsum production, marble quarrying, asbestos production, and fluorspar Tninino mining

The coal industry of the United States in 1967 had reasons to be both exuberant and concerned about its present and future role in the economy of the country. Continuing a momentum that began in the early 1960's, the industry has moved ahead in providing competitive customized products to strengthen its long-term domestic and foreign commitments, and has maintained with steady progress its position as a major supplier of energy. On the other hand, the industry must overcome air- water pollution and conservation-reclamation problems that have been identified by 1967 legislation. Throughout the year, the industry was characterized as "progressive," "healthy" and "dynamic." To have been termed a "growth industry" in 1967, is an accolade the coal industry can accept with pride. Culminating its efforts throughout the decade, the industry has emerged with a competitive image that is representative of its future strength.

A fast amplifier technique has been developed for the measurement of the rate of propagation of martensite in an Fe-29.5 pct Ni alloy. The time of formation of one plate of martensite is 3x10 sec and the rate of propagation is 3300 ft per sec approximately. IT has been known for some time that the plate-like structural unit of martensite forms from austenite with great rapidity. Wiester1 and Hane-mann, Hofmann, and Wiester took motion-pictures of the transformation as it occurs in a 1.65 pct C steel; they demonstrated that a single plate formed fully in the time interval between successive frames, viz., 1/20 sec, thus setting an upper limit. Forster and Scheil,3 using an Fe-Ni alloy with 29 pct Ni, recorded the sonic characteristics of the process electrically, upon an oscillograph, setting the upper time limit at 0.002 sec. Forster and Scheil,~ measuring the change in electrical resistance in the same alloy upon a cardiograph, set a limit of 0.02 sec. Forster and Scheil5 later, employing the same alloy, improved their technique, reporting an upper limit of 7.10 sec. In studying signals of such short duration, it is an important question whether the frequency response of the electrical system used is high enough compared to frequency of the pulse measured, or, put differently, whether the system is able to reproduce without distortion the signal arising, in this case, from the formation of a single martensite plate. Forster and Scheil (referring only to their last paper) obtained signals of a frequency of 30 kilocycles (hereinafter kc); this was about the frequency response of the equipment used; thus, if the signal had a frequency higher than 30 kc, it would still appear as a signal of frequency 30 kc. All of these results thus provided upper limits only. Recent developments in electronics have made available equipment with very high frequency response, very high sweep-speeds, high gain, etc. The electrical characteristics of such equipment, used in the present study, are given in Table I. Such equipment offers obvious attraction in the study of the rate of propagation of a martensite structural unit—and perhaps of other structural alterations proceeding at a very high rate. This paper reports an attempt to develop a technique employing such equipment to measure the time of propagation of a martensite structural unit and the variation of this with temperature, with the mode of formation—athermal and isothermal—in both polycrystalline and single-crystal samples; and from such measurements to obtain the rate of propagation. As will be seen, the results obtained are useful theoretically. Materials All data presented here are for an Fe-Ni alloy of the following analysis: 29.5 pct Ni, 0.027 pct C, 0.135 pct Mn, 0.094 pct Si, balance Fe. There were several reasons for choosing this alloy: 1—it is substantially the one used by previous investigators; 2—it exhibits both the athermala and the isothermal' mode of formation of martensite, both studied in detail by Machlin and Cohen; 3—the subzero temperatures of transformation in this alloy are experimentally very convenient; 4—it exhibits the "burst phenomenon";" 5—the change in electrical resistance upon the formation of martensite, a decrease, is great, approximately 50 pct.' The polycrystalline specimens were in the form of wires of 0.025 in. diameter; the single crystals were 1x1/4x1/4 in. Experimental Methods Electrical Apparatus: Fig. 1 is a schematic drawing of the electrical circuit used. The principle used in these measurements is the same as that used by Forster and Scheil." A small direct current, about 1 to 2 amp, is passed through the sample. When a martensite plate forms, the resistance of the sample changes and a high frequency signal is generated. This signal is picked up by the probes attached to the sample, fed into the bank of amplifiers and thence to the vertical deflection plates of a cathode-ray oscilloscope. The signal itself triggers the oscilloscope trace which flashes across the tube face and is photographed by means of a 35 mm movie camera at the end of a light-tight hood. The camera has no shutter. The late Alexander Holley said, on returning from a careful study of the relative merits of the Bessemer and the open-hearth processes, as shown in the best European practice, that, in this country, the open-hearth process would live to attend the funeral of the Bessemer ; and he said this several years ago, when in this country the Bessemer plant and practice had been developed to far outstrip that abroad, and when, proportionately, it had reached an advancement much beyond the improvements in open-hearth plants and practice. At the same time, the prevailing idea in the metallurgical world, a few years ago, seemed to be in favor of the substitution of Bessemer for open-hearth steel for most of the higher qualities, and Bessemer enthusiasts loudly proclaimed, that as good steel for all purposes could be obtained by their favorite process as by the open-hearth. It was, in fact, confidently prophesied that very soon tool-steel and similar grades, which consumers had learned to specify, in ordering, to be made by the crucible process, would by common consent be made by the Bessemer, as best adapted to give the desired results. But these expectations have failed to materialize; not only do the crucible people keep on in the even tenor of their way and talk with pride of their comparatively large outputs of " hundreds " of tons per month, as usual, but the open-hearth people have kept fast hold of their original domain of nearly the entire amount of sheared plates, of locomotive tires, of large forgings, spring-steel, agricultural steel, steel castings and the like. Further, owing largely to one of the great advantages of the Bessemer process, which is also one of its inherent dangers, namely, its large output, it has also fallen into considerable disrepute for structural purposes. Not a few experienced engineers are now stipulating in their specifications that Bessemer steel will not be allowed to be used, especially for tension-members.

Increasing urbanization and industrial activity require increased supplies of sand and gravel. This means expanded surface mining and despoiled land near population centers. Highly competitive land use demands justify serious consideration of premining planning for multiple land use and reclamation concurrent with mining, 1-5 Formulating solutions to environmentally and economically sound uses requires a comprehensive approach based on properties of the natural resource base--geology, soils, and water. A study of sand and gravel mining within Pleistocene-Holocene fluvial deposits in Colorado County, Texas (Fig. I) illustrates how physical limitations imposed by the resource base are determined.6,7 Data from drillers logs of water wells, test boreholes, field observations, and laboratory analyses are used to evaluate these physical controls.

The authors of T.P. 4179 have conducted a large number of experimental water floods, and the data are reported in a very clear manner. These data show significant variations of residual oil saturation with changes in wettability, interfacial tension, flooding rate, and oil-water viscosity ratio. Furthermore, some of the data obtained cover a range of variables not previously reported in the literature. It is our opinion that at least some of the observed variation in oil recovery can be obtained only in floods made under conditions identical with those used by the authors. There are other systems which may be said to have the same wettability, but which exhibit an entirely different qualitative dependence of oil recovery on the experimental variables. In this regard, we would like to direct attention to several items which we feel are not given sufficient consideration in the paper. The first of these items has to do with wetting equilibrium. A survey of the current literature will reveal that little is known, and even less is understood, about wetting equilibrium. This is particularly true of the relation between contact angle measurements made under static conditions, and the wettability existing under the dynamic conditions of floods carried out at relatively high rates. We feel that this is a very important consideration, particularly in the floods the authors performed under what they consider to be "water-wet" conditions. It is our opinion that wetting equilibrium did not exist in these floods, except possibly at the very lowest rates. This opinion is in part based on some flooding tests we have made which are very similar to some of those described by the authors. These floods were made in unconsolidated cores, 6 in. long and 13/4 in. in diameter, made up of carefully graded glass spheres of the approximate size of the sand grains used in the subject paper. The cores were mounted vertically, and distilled water was used to displace a refined oil equivalent to the authors Soltrol C. The glass spheres had previously been carefully cleaned so that they were strongly wet by the water. The floods were made with and without an interstitial water saturation. When interstitial water was present, the solid surfaces were mostly covered with water prior to injecting the flooding phase. Consequently, a condition very near wetting equilibrium existed throughout the flood. The data in Fig. A show that under these eircumstances, rate had no influence on residual oil at flood-out, over the range of rates studied. On the other hand, in the absence of interstitial water, the surfaces are all covered with oil before the displacement. To achieve wetting equilibrium the injected water must displace the oil from the surfaces themselves. This is not a fast process. Therefore, the effective dynamic wetting condition in floods of this type must depend upon the flooding rate. When the flood rate is very low, compared to the rate at which wetting equilibrium is attained, the residual oil saturation at flood-out is essentially the same as the residual obtained when interstitial water is present. This is shown in Fig. A, and occurs because the dynamic wetting conditions are the same in both cases. However, at moderately high flooding rates, the rate has an important bearing on the amount of oil recovered because in this case the attainment of surface equilibrium is the slow step. We believe that, in the absence of an interstitial water saturation, oil recovery varies with rate because of the reasonably slow approach to wetting equilibrium which occurs during the displacement. In fact, as the rate is increased, the oil recovery performance indicates the core is becoming progressively less water-wet. At the highest rate there is even considerable simultaneous production of oil and water after breakthrough. This does not occur at the lower flooding rates, nor is there appreciable simultaneous oil and water produc-
