THE great event in American affairs was the sudden death of President Harding, on Aug. 2, in San Francisco. A few hours later Vice-Presi¬ dent Coolidge took the oath of office while in his father's farmhouse in Vermont and forthwith proceeded to Washington as the 30th president of the United States. The French and Belgian governments' replied to the British refusing the proposed discussion of the German offer and declaring that they would pursue their policy in the Ruhr until the German government abandoned its resistance and surrendered unconditionally. The economic collapse of Germany .appears to be nigh. Chancellor Cuno and his cabinet resigned the govern-ment of Germany on August 12, and Gustav Strese-mann, head of the People's party, accepted the task of forming a four-party coalition government. Coinci-dentally, there were food riots throughout Germany, and many persons were killed and wounded. The , National Assembly of the Turks at Angora ratified the Lausanne treaty, in the latter part of August, whereupon the retirement of the military forces of the Allies from Constantinople and the Straits began. Thus, Turkey was fully reinstated as a European power. The Greek government also ratified the Lausanne treaty and commenced to put its army on a peace basis. The number of unemployed persons in Great Britain is again increasing, which is causing much concern. The flood of crude oil and gasoline, which is severely taxing storage capacity, had its natural economic effect. Some small refiners were constrained to liqui-date in distress. The Governor of North Dakota, having acquired a supply of such cheap gasoline, insti-tuted a drastic cut in price, deliberately egging on the big refiners to do likewise. The Standard Oil Co. of Indiana accepted the challenge with enthusiasm, say-ing that it had always been its policy to sell as cheaply as any competitor. There was a humor in this situation which paved the way for the Standard to extinguish its small competitors and do by invitation of the State exactly what the muck-rakers had always charged as its greatest crime. The gasoline war spread to other states and reductions in price were made even on the seaboards. All of this was purely economic.

Two separate but closely related projects now under construction on the St. Lawrence River- the Seaway and the St. Lawrence Power Project- are providing the impetus for what may become one of the most significant economic expansions in the Northeast. By 1959, or even earlier, electric power will be flowing from the largest single hydroelectric installation east of the Rockies. Simultaneously there will come into existence a great new commercial waterway which will provide cheap transportation from the farm and industrial heartlands of the U. S. and Canada to the markets and resources of the world. When the Seaway is completed, vessels with five to ten times the capacity of those now using the Canadian canal system will be able to move from the Atlantic Ocean to Lake Superior.

Structural steels containing chromium have become widely used in the last 20 years. In the earlier part of this period the major applications were in chromium-molybdenum aircraft tubing and similar special high-strength steels. During the past 10 years there has been a notable expansion in the use of chromium-bearing steel for structural purposes when welding was utilized for fabrication. The chromium-bearing steels introduced by Saklatwallal (chromium-copper), Kinzel2 (chromium-manganese-silicon), and Schultz3 (chromium-copper) are being extensively used at the present time. General Effects of Chromium Chromium is so widely known for its carbide-forming tendency that its capacity to stabilize oxygen, nitrogen, and phosphorus is often overlooked. In low-carbon steels of the structural type these so-called secondary characteristics become more prominent. For this reason also, chromium in structural steel is definitely a toughening agent. As the carbon content is increased, the more widely known hardening effect becomes more evident. In low-carbon steels chromium increases the notched-bar impact strength substantially. This property persists at subzero temperatures and is utilized for low-temperature service in chromium-copper steel.4 Chromium also reduces any tendency to strain-aging embrittlement. In addition to improving the toughness of steels with the usual impurities, chromium has the specific property of counteracting the brittleness induced by high phosphorus.5,6 In steels low in carbon and alloys, chromium has an almost negligible effect on tensile strength, and a hardening influence is noticeable only in the stronger steels. The ductility of welds adjacent to the base plate is also improved by chromium, both in the range of foolproof welding steels having strengths of less than 80,000 lb. per sq. in. as well as in the higher strength steels.

Production control in the petroleum industry may be discussed under three general heads: engineering, legal, and economic. Though the problems that fall under the respective heads of engineering, law, and economics are separate, they are dependent and interrelated. The present study will deal with the economic phases of production control and only incidentally with the legal phases as they affect the economics of the problem. No one of these forms of control is more important than the others. The engineers have performed their service well, and although there are many problems of engineering control yet to be solved, they are not pressing. Legal control is a problem for the legislatures and the courts to solve. The petroleum industry is such a comparatively young industry and the legal problems are of such recent origin that the courts have not yet been called on to settle all the issues and the legislatures still have before them bills concerned with the regulation of the industry. Economic control of production in the petroleum industry is a highly desirable goal but it has not yet been completely achieved. Since the first commercial well was drilled in 1859, there have been recurring periods of overproduction. (Over- production will be used here to describe a condition wherein so much crude oil is available that a satisfactory and reasonable price is not received for the product.) Data on the solubility of hydrogen in iron-silicon alloys are of practical interest, as hydrogen causes gas unsoundness and embrittlement in iron and steel and is also a factor in the metallurgy of cast iron. Zapffe and Simsl have recently demonstrated that in deoxidized iron and steel castings gassiness and bleeding are primarily functions of the hydrogen content of the liquid metal. These authors also suggested convincingly that ordinary melting and casting practice provides several sources of hydrogen for absorption by the metal. Norbury and Morgan2 and Boyles3 have shown that dissolved hydrogen affects the graphitization of cast iron. Schneble and Chipman4 included in a study of the effects of superheating on the properties of cast iron an investigation of the part played by hydrogen. Schwartz, Guiler and Barnett5 investigated the significance of hydrogen in the metallurgy of malleable cast iron. A complete interpretation of investigations of this kind calls for equilibrium values of the solubility of hydrogen in the liquid and solid phases. From the theoretical standpoint, the solubility of gases, especially hydrogen, may reveal some aspects of the nature of liquid metallic solutions. This was implied in the early work of Sieverts6 on the effect of alloying additions on the solubility of hydrogen in copper. Recent work by Bever and Floe7 has shown that in liquid copper-tin alloys the solubility of hydrogen changes abruptly at the composition of the intermetallic compound Cu3Sn. It is of considerable interest to determine whether liquid alloys of iron also have compositions at which the solubility of hydrogen exhibits a discontinuous or otherwise unique behavior. Among the various alloys of iron the iron-silicon system is important because of the presence of silicon in various structural alloy steels, transformer sheets, cast irons and special acid-resisting castings. The various grades of ferrosilicon, finally, cover almost the entire remainder of the composition range. Published information on the solubility of hydrogen in iron-silicon alloys is meager. The first values for pure liquid iron were reported in 1910-191 1 sieverts and Krumbhaar8 and by sieverts.9 They found that 100 grams of iron absorbs 28 c.c. of hydrogen at 1550°C and One atmosphere pressure, and 31 C.C. at 1650°C. A current study of the growth kinetics of k (hcp) plates in a Cu-Si (fcc)' has generated a requirement for data 02 the chemical interdiffusion coefficient in a (termed D,) as a function of temperature at the composition of the a/a + k pJase boundary. Rhines and Mehl 2 have determined D, as a function of composition at lower silicon contents by making Matano analyses of concentration-penetration curves. However, the accelerating increase in B, which they demonstrated as the phase boundary composition is approached at constant temperature and the rapidly diminishing accuracy of this analysis as the limiting compositions of a diffusion couple are approached (the silicon-rich component of their couples contained appreciably less silicon than is permitted by the solubility limit) indicate that the required information cannot be safely obtained by extrapolation of their data. Although the quite different method employed in this study is not exact, it will be shown that the approximations made are not serious ones, particularly from the viewpoint of the prgcipal application anticipated for these data. D, was determined from the migration kinetics of the a :k boundaries formed in sandwich-type diffusion couples produced by welding a block of high-purity copper to opposite sides of a cube (* in. on edge) of homogenized high-purity Cu-5.82 wt pct Si alloy. The alloy is pure k in the temperature range employed. The surfaces of the couple components which were normal to the diffusion direction were machined accurately flat and parallel, lightly polished, and carefully cleaned. Welding was then accomplished by means of the vacuum-encapsulated pressure jig technique previously employed.3 Welding was always conducted at the intended diffusion temperature; thus the welding anneal also served as the first diffusion anneal. Subsequent diffusion anneals were performed in evacuated Vycor capsules. Following the welding anneal, one of the surfaces parallel to the diffusion direction was machined, ground, and polished flat; additional material was removed from this surface after each diffusion anneal in order to avoid any effects of composition changes. After etching,4 the average distance between a : k boundaries was measured by means of a traveling microscope with an accuracy (per measurement) of better than 1 p. Satisfactory results were obtained at four temperatures in the range 775° to 655°C; attempts to obtain data at two lower temperatures were unsuccessful, evidently as the result of the interference of surface contamination during the welding process.

Stanley C. Bullock, Captain, Royal Engineers, has been awarded the Military Cross. Charles L. Cantley was commissioned Lieutenant in the Fifth Royal Highlanders of Canada and went to France with the first Canadian contingent early in 1915, being Quartermaster of the Battalion. He went through the second battle of Ypres, Festubert, St. Eloi and the other engagements in which the Canadians were engaged up .to July, 1915, at which time he was promoted to the rank of Major. He was later ordered home by General Sir Sam Hughes, then Canadian Minister of War, and his services were loaned to the Nova Scotia Steel & Coal Co., suppliers of shell steel and forgers of shells in Canada. He continued with this company as chief officer in charge of munitions until the latter part of 1917, when he sailed for England with his old regiment. John D. Cooner was wounded on Apr. 9, 1918, by shrapnel, and is now in a hospital in Paris. He is getting along nicely. T. C. Gorman was killed in action in France on Mar. 18, 1918.

AS the term "hardness" is used with many different meanings, it should be understood that it here means resistance to deformation by compression. It was determined by measuring the pressure, in pounds per square inch, necessary to reduce by 20 per cent., the length of cylinders 1 in. (25 mm.) in diameter by 2.6 in. (66 mm.) long. The tests were made at Columbia University on an Olsen 400,000-lb. machine, the load being applied at a constant rate of speed 0.0319 in. per min. The results were obtained by Messrs. Rigg and Williams, and some of them were given in a paper read at the Sixteenth Annual Meeting of the American Society for Testing Materials, in June, 1913. The remainder of the results were obtained in subsequent experiments by the same authors. In all cases, the results given are the averages of three or more closely concordant tests. All of the spelters tested were of standard commercial grades and all were of compositions making them good deliveries. The accompanying table gives the results arranged in the order of increasing hardness:

Early in 1917, it became evident, owing to existing and pending market conditions, that a substitute for crude petroleum must be found for firing the smelter furnaces. After a review of the plants then existing, it was deemed advisable to depart from their practice and to adopt the following described system of distributing pulverized coal to the furnaces. The principal advantages of the proposed system, which influenced this decision, were: (I) Equal safety; no pulverized coal is stored at the furnaces; (2) greater ease of operation, furnace fires being controlled by regulating valves in burner branches, as in gas firing; (3) better organization; all machinery, including pulverized coal feed, is under one roof, and the organization is separate from the furnace department; (4) greater cleanliness; all machinery is under vacuum; (5) greater flexibility of application, the coal and air mixture can be piped where needcd. The design of the plant is the result of the combined efforts of the local engineering staff and of the machinery manufacturers. Many new features were embodied in this design to insure greater safety, cleanliness, and efficiency of handling. After 14 months of continuous operation, the plant has proved entirely satisfactory. The building is of structural steel, covered with corrugated steel, with many windows and is painted light gray inside and out. The building floor is of concrete with ample drains to the sewer, and the building is equipped with fire and service water piping. Fig. 1 shows the east side of the building and the incline conveyor from the raw-coal bins. The plant is operated entirely by electric power. All alternating current is 550 volts, 3-phase, 60 cycles. THE catenary system of line construction possesses so many desirable characteristics from the operating standpoint that it has wide application for all types of electric traction. Many steam roads are electrifying sections of their lines, and in most cases are operating both steam and electric locomotives over the same track. This' means that the overhead catenary system is subjected to the severe corrosive action of locomotive smoke, and data concerning the resistance of various alloys to this form of corrosion are very desirable from every point of view. Reliable and specific information and data on the subject of corrosion due to steam and smoke from locomotives are extremely meager and, on this account, extensive service tests, together with accelerated tests, have been made on a number of commercial metals and alloys. The observations and data recorded in this paper are the result of a, preliminary test which was started in 1923 and which has been carried on to the present time. The recognition of the need for even more detailed and accurate data has resulted in the undertaking of another test which has been in progress for about a year. The result of this test will be published in due course. Some years ago The Ohio Brass Co. was asked by one of the large steam railroad companies to furnish data on construction details for a catenary system which it was considering for one of its divisions. The selection of, materials which would give the necessary physical characteristics as well as withstand the severe corrosive action of locomotive gases caused electrical railroad engineers considerable concern. At that time, there were available no specific or authentic data on these important questions: no systematic investigation of the problem appeared to have been made, even though its importance was generally recognized. Such observations as had been made were crude in that they had been limited largely to visual inspection which too frequently is most misleading. However, the scattered information which was collected gave important clues as to how best to start an investigation.

INTRODUCTION Underground coal mining has been practiced in the United States for over 200 years. Much early mining was not as efficient as today and unrecovered coal pillars, often of variable size and spacing, remain to support the overlying strata after mining has ceased. These conditions constitute a potential subsidence problem since the pillars will eventually fail. The possibility of subsidence above an abandoned mine must be anticipated except when total extraction has been achieved, permitting subsidence concurrent with mining, or when large coal pillars which have an adequate factor of safety for long-term support remain in the mine. Coal is found in 37 states and is mined under- ground in 22 states (HRB Singer, Inc. 1980). Underground mining produced 40 percent of the 7.5 x 10" kg. (830,000,000 tons) of U. S. coal mined in 1980 (Keystone, 1981). There are approximately 70,000 abandoned or inactive underground coal mines in the United States and approximately 2000 active underground coal mines (NAS/NAE, 1975). Underground coal mining in the United States will eventually extend beneath 162 x 109m2 (40 million acres). Thirty-two billion m2 (8 million acres) are already undermined (HRB Singer, 1977). Subsidence due to mining has affected more than 8 x 109m2 (2 million acres) in 30 states, 7.7 x 10 9m2 (1.9 million acres) from bituminous coal mining and the remainder primarily from anthracite mining (Johnson and Hiller, 1979). Subsidence from all other underground mines has affected only 6.9 x 10 7m2 (17,000 acres) (Johnson and Miller, 1979). Subsidence appears to be particularly widespread in two states, Pennsylvania and Illinois, although serious subsidence is found in localized areas of numerous other states (HRB- Singer, Inc. 1977). Host underground coal mining has occurred in the eastern United States, where the U. S. Bureau of Mines estimates 1.6 x 109m2 (398,600 acres) in urban areas in 18 states (out of a total 1.7 x 109m2 1418,400 acres]) are threatened by subsidence (Table 1) (Johnson and Miller, 1979). Pennsylvania and West Virginia contain 57 percent of the total threatened areas. The U.S. Bureau of Mines estimates the total cost to stabilize the estimated 1.7 x lo9m2 (418,400 acres) of subsidence prone urban land located above abandoned mines is over $12.5 billion (1978 costs).

THE o phases have a complex tetragonal structure with Lo/ao = 0.52 and 30 atoms per unit cell.1 A large number of such phases are now known to occur in various binary systems of the transition elements and they exhibit the following typical features: 2,3 The composition of binary o phases is variable, ranging from approximately A4B to ABI. With only a few exceptions, in the o phases the A-ele-ment comes from the V- or Cr- group of the periodic table, while the B-elements are from the Mn-, Fe-, Co-, or Ni- group. In the first long period the corresponding o phases of the V- and Cr-series have approximately the same compositions. However, as the B-element changes from Mn to Fe to Co to Ni, the mean composition shifts monotonously toward higher A-contents.2-4 For example, if the mean compositions of the various o phases with vanadium are compared with each other, the composition shift mentioned above becomes plainly visible: V 30Mn0 80 Vo.45Feo..,, Vo .,Coo. 45 and Vo.5Nio.3. Similiar composition shifts, although not the same composition values, were observed in u phases formed by second and by third long-period transition elements.3'4 This behavior, very characteristic of o phases, is in rather sharp contrast to the usually quite well-behaved stoichi-ometry of the Laves phases. In the latter, the AB2 stoichiometry predominates, with A the large atom and B the small atom.= The p phase occurs in the four binary systems of Mo or W with Fe or Co. On the basis of their crystal structure determination, Arnfelt and westgren6 ascribed to the p phase in the Co-W system the ideal composition W,Co7. Since all four binary pphases have nearly the same composition, it would seem quite plausible that some definite stoichiometry such as A6B7, might be characteristic of this phase, as AB2 is of the Laves phases. On the other hand, it has been noted,7 that the phases occur at average electron concentrations near to those at which the various cr phases are found. Also, it has been pointed out by Shoemaker and associates8 that structurally the a phases and the p phases are somewhat related to each other; both of these structures may be described in terms of suitable stackings of quasi-hexagonal layers'of atoms. By studying a suitably chosen ter- nary phase diagram, one might expect to be able to find out which one of the two conditions, the analogy with the o phase or the constant ratio between the number of large atoms and the number of small atoms in effect governs the behavior of the p phase. Several isothermal sections of ternary systems containing o phases have been investigated. In all cases where two binary o phases occur, these were found to be connected b a more or less straight ternary o phase field.7' '10 Such elongated o phase fields were also found in ternary systems in which only one of the limiting binaries is known to contain o phase. In this manner a latent o forming tendency could be detected and the virtual composition of a "binary o phase", which does not actually occur as such was approximately determined by extrapolation. The behavior of the phases, including their composition shift, is analogous to that of the classical electron compounds, as described by Hume-Rothery.11 In order to decide whether the p phase is essentially a "size compound" like the Laves phases, where a fixed stoichiometric ratio is quite generally maintained between the "large atoms" and the "small atoms", or whether the p phase is typically an "electron compound" in the same sense as ois, it was decided to investigate an isothermal section of the Mo-Mn-Co system. The Mo-Co system12 and the Mo-Mn system13 each are known to have a binary o phase. It could be therefore expected that a ternary o phase field will connect these two binary cr-phase fields. The p phase is known to occur in the Mo-Co system. If the p phase should turn out to form an elongated phase field extending deep into the ternary system, the following considerations mighto apply. The atomic radius of manganese (1.314for C.N.12) is between the va,lues for Mo (1.40Afor C.N.12) and for Co (1.26Afor C.N.12). If it is assumed that p is a "size compound", and that Mn is substituting for the smaller Co atoms in the p-structure in the ternary system, the y-phase field might be expected to extend parallel to the Mn-Co binary line. SEVEN years ago, Dr. S. L. Hoyt1 presented a masterful discussion of the hard metal carbides and cemented tungsten carbide. His lecture summarized most of the data then available in the field; many of the details relating to the production, properties and structure of cemented tungsten carbide had never been previously published, for, in fact, this information was only then being acquired. During the intervening years, the cemented carbides have assumed a place of real importance in the commercial field, with an ever widening variety of applications due to constant improvement in the control of production technique and the unremitting search for new compositions that might better the performance of the alloys in one or another type of service. The most recent summary of production methods, properties and guides for the successful application of the cemented carbides appears in the 1936 edition of the Metals Handbook. Of necessity, much detailed information relating to structures and physical properties is not included in such a summary, and it is with such details that the present discussion is concerned.
