(Washington Meeting, May, 1965.) THE remarks of Dr. Rathbun in his address of welcome render it unnecessary that I dwell either upon the history or aims of the National Museum, and enable me to proceed at once with a brief descriptive outline of the Department for which I am responsible, and this with particular reference to that division devoted to applied geology. The amount of geological material brought together prior to 1876, under the various Congressional acts quoted, was, though valuable, comparatively small. It consisted mainly of the collections made by Professor J. D. Dana and his assistants during the Wilkes Exploring Expedition; by the various geologists accompanying the surveys of the Pacific railroads in 1854-55; the Surveys West of the 100th Meridian under the direction of the Engineering Corps of the Army; the United States geological surveys under direction of Dr. F. V. Hayden ; and the various Land Office surveys. Prior to 1873 there were no paid assistants to care for these collections. They were studied, if studied at all, by " collabrators," so-called, several of whom had offices and even sleeping apartments in the Smithsonian Institution. In the list of these collaborators are found such names as Conrad, Cope, Gabb, Leidy, Lesquereux, Meek, and Newberry. The building now occupied by the National Museum was designed primarily to make room for the great mass of material secured in 1876 at the close of the Centennial Exposition in Philadelphia. As completed in 1880, it afforded opportunity for expansion and incidental organization on much more practical basis than had previously existed. This found expression in the creation of numerous departments with salaried officials to take charge of the various collections. With the appointment of Dr. George W. LAST YEAR (1934) saw the completion of a ten-year program of reconstruction and modernization of the world's largest lead- smelting plant, that of the ' Broken Hill Associated Smelters Proprietary, at Port Pirie, South Australia, which has a capacity for smelting and refining 220,000 (short) tons of lead per year. It deals with the entire output of lead concentrates from the famous Broken Hill district in Australia, being owned .jointly by the three leading companies: North Broken Hill, Broken Hill South, and the Zinc Corporation. These companies, together with the Sulphide Corporation, are credited with a production of 198,000 tons of lead in 1934. When one says regarding any metallurgical plant that modernization is "completed" he should add "for the moment." Development in the art of metallurgy and in the equipment used never ceases; that which seems close to the last word today is likely to be obsolete in a few years even in a process so well standardized as smelting and refining lead. A comparison of freight rates on movements of limestone and silica rock in the Pacific Northwest shows a wide variance in mills per ton mile for like hauls, thereby favoring some localities over others.

The Iron and Steel Committee of the American Institute, of mining and Metallurgical Engineers held a joint session with the American Foundrymen's Association during the Annual Meeting of the Institute in February, 1928, for the purpose of discussing blast-furnace operations and the character of pig iron and castings. Dr. Richard Moldenke presided. H.. H. Sweetser, who was named on the program as the presiding officer of the session, was unable to be present, but sent a letter in which he said: " The meeting we had here last year and the meeting held in Chicago last June showed a desire on the part of blast-furnace men and users of pig iron to get the facts regarding the influence on castings made from pig iron produced in blast furnaces under varying conditions of temperature, mixture and local furnace operations. It has been my hope that at this Round Table we might he able to formulate a series of tests that, would give us the desired information. "Several independent blast-furnace investigations have. been, and still are being, carried on in different sections of the country. The furnaces investigated include a southern furnace, a middle-west furnace, a western furnace and a Chicago district furnace. The results so far show distinct characteristics for each of the four furnaces. It is possible that a furnace in the eastern part of the United States would be different from all the others. "It is hoped that a plan of action can be worked out at your meeting today whereby the IT. S. Bureau of Mines will be able, to carry on more extensive work in connection with the research departments of the different iron and steel companies and the big consumers of pig iron. "No one group can get all of the, information but if the different investigations can be coordinated it will he possible for us to (Iran. conclusions regarding the effects of varying conditions in blast-furnace practice on the pig iron produced and the castings made there from." AFTER several years study, the Universal Atlas Cement Co. decided to rebuild its plant at Leeds, Alabama. The entire old plant, which was to operate during the new construction, was then to be scrapped with the exception of two kilns. The quarry was to be mechanized, new and larger kilns installed, with the most modern type of equipment all through the plant. Raw grinding operations at all of the Universal Atlas plants were dry. However, the dust hazard of this operation and the growing emphasis on occupational diseases made wet grinding attractive. Coal at Leeds is cheap, so that a slightly higher coal practice was unimportant. Power was cheap, so that waste-heat boilers were not desirable. Since new kilns were to be installed, these could be made long enough to make filters unnecessary. Wet raw grinding could be either the old practice of open-circuit compartment mills or closed-circuit grinding in accordance with metallurgical practice. The latter saved power and steel wear and saved initial investment. This had been demonstrated in cement plants. Also, the elimination of tramp oversize was a most important advantage. Ease of chemical control was another factor. Blending in the thickener, with elimination of slurry mixers had been found practicable. Therefore, if wet raw grinding were used at all, the advantages were clearly in favor of closed-circuit grinding. Detailed layouts of the most modern possible closed-circuit dry-grinding plant and of a closed-circuit wet-grinding plant were prepared, and careful estimates were made of initial investment and operating costs. Full consideration of all the factors involved resulted in a decision to install wet closed-circuit grinding. The capacity of the new kilns was established at 4000 bbl. per day. Two new kilns were installed, each with a capacity of 80 bbl. per hour. Since 625 lb. of raw material is required to make a barrel of finished cement, the capacity of the grinding plant for the new kilns had to average only 1250 tons per day. Sufficient additional grinding capacity had to be provided for the two remaining old kilns, or their possible replacement by a third new kiln. The grinding rate, therefore, was set at 90 tons per

Liberal use has been made in this paper of a recent publication on Russian, Italian, Belgian, and French experiments prepared jointly by the Centre d'Etudes et Recherches des Charbonnages de France (Cerchar) and the Institut National de l'Industrie Charbonnière of Belgium (Inichar).1 The writer is particularly indebted to Dr. E. T. Wilkins, of the Fuel Re¬search Station, London, and to Mr. James L. Elder, of the Alabama Under¬ground Gasification Experiment at Gorgas, Alabama, for their unfailing patience and effective support. Not only did these experienced and capable men edit and revise this discussion, but much of its content is a direct con¬tribution quoted in full from their memoranda. Without the assistance of all these colleagues, this presentation would not have been possible. It has been a privilege to serve and work with them and to acknowledge repeatedly their loyal cooperation. The recovery of the energy inherent in coal beds throughout the world has been done through the years by methods that today may be justly regarded as primitive. While the techniques of coal mining through the application of machines and the enhancement of information and skills have advanced to an extraordinary extent, particularly during the past 20 years, the underlying means is essentially the same as when man first began to mine coal. Despite this progress in the manner of coal mining, it continues today as a hazardous, toilsome, grimy task. Coal mining per se has advanced at a greater and more rapid stride in the past 25 years than the mining of any: other mineral, but the basic method is fundamentally the same as it was the first day a miner took a pick into his hands many centuries ago. I. INTRODUCTION. THE mineral gypsum, CaSO, + 2 H2O, has been used for many years as a sulphurizing and basic flux in several smelting¬operations. Thus, in smelting oxide nickel-ore in the blast furnace, it is commonly added to the charge to furnish the sulphur necessary for collecting the metal in a matte, and a base for slagging the siliceous gangue. In the concentration of lead-copper matte in the reverberatory furnace it has been used for years at Freiberg, Saxony1 for a similar purpose, and for producing at the same time a copper-matte with less than 0.15 per cent. Fe. The latest use gypsum has been put to is in the blast-roasting process of Carmichael-Bradford.2 The term "blast-roasting," given by A. S. Dwight3 to the Dwight-Lloyd method of roasting and agglomerating ,I is a happy generic term which covers the ground better than the " lime-roasting" of Ingalls' or the " pot-roasting " of Austin,6 in that it leaves the operation independent of the character of the flux and the form of apparatus, and retains the characteristic feature of this class of processes-namely, that of using forced draft. In the Carmichael-Bradford process the dehydrated material, mixed with galena-concentrate, acts as a diluent and a flux. The process differs in this from the Huntington-Heberlein7 and the Savelsberg8 processes, in both of which limestone is used.

Jasper County lies just north of the geographical center of Georgia, bounded on the west and north by the Ocmulgee River. The county seat, Monticello, is approximately 65 miles east-southeast of Atlanta and 40 miles north of Macon. It is served by the Macon-Athens branch of the Central of Georgia Railway Co. and by five paved highways converging from adjoining county seats. Farming and lumbering are the principal local occupations. About half the county is covered with pine and mixed hardwoods; a large part of the forested land is owned by the Soil Conservation Service of the Department of Agriculture in its Piedmont Land Utilization Project. The topography is one of gently rolling field and forest with occasional hills rising 100 ft or: more above the creek beds. Though annual rainfall is in the neighborhood of 60 in., most of it falls in torrential downpours of short duration which tend rapidly to erode the red soil and convert the country roads to greasy tracks of red mud.

AS good health is the most important asset in life, the development of healthful conditions should be the one common meeting ground of agreement between management and labor. Health should not be a subject to be pulled apart, shoved around, or bargained about. Differences of opinion may exist in the procedure and techniques employed in approaching the goal of maintaining the health of workmen, and in the method of increasing the ultimate profit of the employer by improved working and living conditions. Such matters are doubtless appropriate subjects for discussions between the interested parties, but techniques are only tools. If an employer fails to remedy a hazard or a menace which contributes to poor working condlions, this constitutes a legitimate grievance. It should not be necessary, however, nor is it desirable that fundamentals of health maintenance become matters of collective bargaining, any more than should the principles of management and engineering. I have been especially concerned during the last few months with the propaganda in collective bargaining negotiations throughout the country for including in union contracts a given number of days of sick leave with pay. THE basic problem in the generation of water gas from carbonaceous fuels and steam is the supply of the heat of reaction, and in general the source of this heat is the combustion of a further quantity of carbon with oxygen. Existing and proposed processes for complete gasification differ in the methods employed for transferring this heat to the fuel, and involve one or other of the following alternatives: 1. Use of a steam-oxygen mixture as the gasifying medium, so that the combustion and gasification reactions are combined. 2. Alternate passage of air and steam through a fixed bed, as in conventional water-gas production. 3. Cyclic passage of fluidized fuel through combustion and gasification zones. 4. Intense preheating of steam and of a portion of the gas made, and recirculation of this mixture through the fuel bed. 5. Supply of heat to the fuel bed through an externally heated wall. Except for the conventional water-gas process using large coke or low- volatile coal, only processes in the first group, operating with steam and oxygen, have proved practicable with fuels other than brown coals and lignites. A possible exception, which has not so far reached a commercial scale, is the moving-burden process developed by Imperial Chemical Indus- tries, Ltd. The cost of industrial oxygen is so high that its use can probably be justified only if it is attended by substantial savings in other directions; for instance, the use of cheap fuel. In the United Kingdom, no very cheap solid fuels are available, and it is unlikely that an oxygen-gasification process could compete economically with conventional production of blue water gas from coke. Hence particular interest attaches to all possibilities of making water gas without using oxygen, if any possible saving in fuel or other costs is involved. The cheapest and most abundant coals in the United Kingdom are the low-rank noncaking bituminous coals in small and ungraded sizes, typically those from the East Midlands coal field, and-fines of high ash content produced in coal-cleaning operations. The new, internationally-owned Savage River Mines iron ore mining, concentrating and pelletizing project, built and operated by Pickands Mather & Co. International, was dedicated March 6 at Port Latta, Tasmania, Australia. Construction of the $79 million project began in 1965 and involved an open pit mine and concentrating plant plus a complete town for about 350 employees at Savage River; a 53-mile pipeline to transport the concentrates; a pelletizing plant and shipping facilities at Port Latta, which is on Bass Strait separating Tasmania from the Australian mainland. The project has a rated capacity of 2.25 million Ltpy of high-grade magnetite pellets, which will be sold to five Japanese steel companies under 20-year contracts. The open pit mine is located in the central portion of the Savage River deposits. Mining equipment, capable of moving 10 million tpy of ore and overburden, consists of four 6-cu yd electric shovels and 12 50-ton trucks. The concentrating plant, with a design capacity of 5 million tpy of ore, will use magnetic separators to upgrade the ore, which averages 38% iron, to a concentrate averaging 67% iron.

Although the liquid-solid cyclone is a relatively recent innovation in the field of coal preparation, various authors have already indicated three distinct applications to operations encountered in the modern tipple. Driessen's articles and work at the Dutch State Mines exhibited its possibilities in the beneficiation of fine coal with apparently high efficiencies down to the 200-mesh fraction. 1 2 3 4 Other publications point out its use as a recoverer, thickener, and preliminary dewatering agent of fine coal which in too many cases is being wasted due largely to former high operating cost limitations 5 6. Finally, certain authors have emphasized the practicability of applying the cyclone to the elimination of coarse and fine solids from water slurries in the tipple in order to produce a water suitable for recycle purposes containing only minute particles far below the 200-mesh size.6 This would result in a closed water system for many cases, with its accompanying economic and operating advantages to locations where water quantity and quality problems are severe; better operation of washing equipment using a consistent water devoid of injurious fine particles; lowered maintenance costs due to the lesser abrasion resulting when the fine abraiding particles are removed; and the greater ease of disposing of refuse streams of reduced volume containing greater percentages of solids.

WITH the expiration on April 30, 1941, of the agreement between the anthracite operators and the United Mine Workers of America, a new agreement was entered into, providing for a general wage increase of 7 1/2 per cent effective May 1, to be brought to a total of 10 per cent on Oct. 1. Contract rates were increased from the rates established under the agreement of September 1923, and hourly rates were raised above the agreement of May 1936 as modified from the eight-to seven-hour day in May 1937. The new rates are to be in force for the duration of the agreement, ending April 30, 1943.

The effect of transition elements which form binary solid solution upon the recrystallization temperature of zirconium has been investigated. All additions raised the recrystallization temperature. A correlation is obtained between the logarithm of the rate of change of recrystallization temperature with atomic percent solute and the free atom ground state electron configuration of the solute element. ThE work of Abrahamson, et al., on dilute binary solid-solution alloys indicated a correlation between the free-atom ground state electron configuration of the solute and either the brittle-ductile transition or recrystallization temperature. These studies were carried out on bcc base materials. The implication is that the outer s and d electrons of the solute are the prime determinant of the absolute rate of change of recrystallization or transition temperature. Furthermore, the limit of linearity has been shown to be a function of solute electron configuration for recrystallization in iron and vanadium. To date no Complete systematic recrystallization study of dilute binary zirconium base alloys has been made. It is the purpose of this study to note whether the change in solvent structure from bcc to hcp will influence the correlation. It was also desired to learn more of the role of the electron configuration of the solvent on recrystallization temperature. PROCEDURE All alloys were made using 99.87 pct Zr with 0.01 Cr, 0.04 Fe, 0.006 Hf, 0.003 Mg, 0.003 Mn, 0.003 N, and 0.080 0 (132 BHN). The solute elements were 99.9 pct pure. According to the published binary phase diagrams6 and metallographic examinations at X750, all alloys used were solid solutions. The alloys were arc melted and remelted six times in the form of cubic 200-g buttons under an argon atmosphere. They were then hot pressed at 950°C to 0.450 in., upset pressed to 0.350 in., and annealed at 800°C for 1 hr. The specimens were then Blanchard ground to 0.250 in., removing 0.050 in. from each side. The grain size of the material at this stage was found to be 8000 100 grains per sq mm. The specimens were then cold rolled to 0.130 in. and cold pressed to 0.125 in., yielding 50 1 pct cold work. All alloys were then chemically analyzed for the principal addition. The interstitial contents remained at the values of the starting material when checked on random alloy specimens. The rolled sheet was cut into 6.75 by 0.25-in. lengths and heat treated in a gradient furnace for 1 hr. The gradient was 250o to 900°C over the 6-in. length, recorded continuously by six thermocouples resting on each specimen. Control was 3oC, accomplished at the hot end. The recrystallization temperature was determined metallographically using polarized light. The criterion chosen was the point on the specimen showing the first recrystallized grain at a constant magnification, X200. Specimens were repeated, and the agreement was found to be 3°C. Many industries such as the cement industry handle large quantities of limestone and clay slurries. However, at present very little is known about the flow properties, such as friction loss due to flow of slurries in pipelines. This lack of knowledge has made it often very difficult to calculate the total dynamic head of a proposed slurry handling system, and therefore has often made the selection of correct size slurry handling equipment difficult. Because of lack of knowledge about slurry flow a study of slurry flow theory has been made at the Portland Cement Association's Research and Development Laboratory with the idea of developing a method whereby friction losses due to slurry flow may be predicted for any size pipeline. The flow equations developed have been checked by pilot plant size equipment. DERIVATION OF FLOW EQUATIONS It has been known for some time that limestone and clay slurries handled in cement plants do not flow in the same manner as a Newtonian fluid such as water. When a Newtonian fluid flows the shear stress at any flow velocity is proportional to the rate of shear. This phenomenon can be illustrated by a line (Figure 1). The viscosity of the fluid is the slope of the curve. Thus, the flow properties of the material may be characterized by a single materials constant: viscosity. When a non-Newtonian fluid with the type of characteristics exhibited by limestone and clay slurr-ries flow, a similar curve can be constructed (Figure 2). This graph is a shear diagram of a Bingham plastic non-Newtonian fluid. It should be noted that with the Bingham(1) plastic type of flow viscosity, the slope of the curve, is still an important materials constant. In addition, however, there is another materials constant, namely the yield stress of the material. One way to visualize this constant is to consider it as the amount of energy that must be put into a Bingham plastic material to start it flowing.

Change of Meeting from Birmingham to Chattanooga. In consequence of the disturbed conditions attending a long¬continued labor strike in Alabama, the meeting of the Institute was changed from Birmingham, Ala., to Chattanooga, Tenn., where it will. begin on Thursday evening, Oct. 1, 1908. Information. of this change bad been sent to the newspapers through the Associated Press, and by circular to all members, when news was received of the sudden and unexpected termination of the strike referred to. It was, unfortunately, too late to change once more the arrangements for the meeting. But it is hoped that the cordial invitation of the citizens of ,Birmingham may be renewed and accepted at a future time, not too remote. Office Facilities for Visiting Members. A separate room in the suite occupied by the American Institute of Mining Engineers on the ninth floor of the United Engineering Society Building, has been equipped with furniture and telephone extension for the temporary use of members of the Institute or of sister societies, or visitors suitably accredited. Members of the Institute visiting New York for a short time, who need office facilities during their stay, or members residing in the city. who need temporary office accommodation, can arrange to have set apart for their exclusive use a room, equipped with office furniture, telephone, etc.,. in the suite of the Institute. It is not the intention to give possession of the room to any individual for an indefinite time, but to offer to members of the Institute an opportunity to acquire a well-located, well-equipped business headquarters to carry on transactions which

IT would doubtless have been felt by many but a few years back that there was little left to be said on the subject of crucible tool-steel, and that something akin to finality had been arrived at in its manufacture and general treatment. Probably such feeling was justifiable when it is remembered that the making of steel in crucibles is by far the oldest method known, dating back from time immemorial, it being indeed impossible to accurately trace its origin and earliest development; but it seems certain that carbon-steel was made and used thousands of years ago for cutting-tools. Proof of this may be seen by the marvelous carvings and workings on the intensely hard stone-work of the ancients, for it would be difficult to conceive by what means, other than with steel tools, such work could have been executed; and it is wonderful to contemplate that steel cutting-tools should have been used so long ago, whilst the principle of manufacturing them-that is, by fusion of iron and charcoal in crucibles-was then in a measure on the sane lines as we work on at the present day. Archaeologists have discovered that the Chinese made steel in crucibles long before the Christian era. " Wootz " steel fabricated in India centuries ago was crucible steel, as was also the celebrated Damascus steel, produced at the forges of Toledo, and, curiously, this latter steel furnishes' yet another proof that "There is nothing new under the Sun," for it is recorded that Damascus steel contained certain percentages of tungsten, nickel, manganese, etc., some of the very elements, in fact, contained in the present modern high-speed steel, so that a latent high-speed steel may be said to have existed
