The influence of partial decomposition to high temperature bainite on reaction kinetics at a lower temperature has been studied in two alloy steels. Reaction at the lower temperature is retarded by the prior treatment, and the extent of decomposition may be reduced. Interpretation of these results is based on a mechanism involving a limitation in the nucleation and growth of bainite plates. OF the major transformations in steel, the characteristics and general behavior of the bainite reaction are probably the least understood and appreciated. Limitations of space preclude a critical evaluation of the present status of the bainite transformation in this presentation; however, such a treatment will shortly appear elsewhere. Only the salient features pertinent to the present investigation will be introduced briefly here. Although the reaction curve for the formation of bainite is similar to that for a nucleation and growth process, other kinetic features are more in keeping with the martensitic mode of transformation. A definite temperature exists above which austenite will not transform to bainite.1-5 his temperature, which has been designated B., is determined by the composition of the austenite. Unlike other nucleation and growth processes, the amount of austenite transformed to .bainite is a function of reaction temperature. The extent of decomposition increases from 0 at H. to 100 pct at some lower temperature.' , This lower temperature will be designated B1 and appears to be relatively insensitive to austenite composition.% 5 The similarity in the effect of reaction temperature on the bainite and martensite transformations serves to emphasize the close connection between these two decomposition processes. Austenite decomposition in the bainite range proceeds without partition of the alloying elements.8-11 Partition of carbon has been proposed" primarily on the basis that partial transformation to bainite lowers M, and increases the amount of austenite retained at room temperature. Carbon enrichment resuslting from such partition has been employed to explain the influence of reaction temperature on the extent of decomposition.'" It should be noted, however, that no enrichment has been detected experimentally in high carbon steels.1,14,15 Lattice-parameter measurements of retained austenite in steels containing 0.3 to 0.4 pct C have indicated carbon enrichment, 3,10-18 although the split indicative of a high carbon martensite has not been reported. Carbon enrichment, if it does occur, must be highly localized around the bainite plates. Therefore, carbon enrichment does not account for the influence of temperature on the progress of the bainite reaction."' Thermal history is known to influence the martensite transformation through stabilization.20,21 No similar phenomenon in the bainite transformation has been reported. Materials and Procedure Two triple-alloy steels were chosen for this investigation. Their compositions were as given in Table I. These steels were chosen because the pearlite reaction did not interfere with the bainite reaction. Steel K was received in the cast condition and forged from 2 in. square bars to 1/2 x1 3/4 in. plates. The 4340 was received as 11/4 in. hot-rolled rounds. Both steels were homogenized in vacuum for one week at 2300°F in order to minimize segregation. A quenching dilatometer similar to that described by Flinn, Cook, and Fellows" was employed for the kinetic measurements. Dimensional changes were detected by a differential transformer coupled with a high speed recorder. The dilatometer was mounted so that it could be transferred to any one of three furnaces: a nitrogen-atmosphere austenitiz-ing furnace and two salt-bath furnaces for isothermal transformation. Dilatometer specimens were 1/32 x 1/4x 1/2 in. with a gage length of 1.4 in. All specimens were nickel plated in order to minimize decarburization during austenitizing. The austenitiz-ing conditions consisted of 10 min at the temperatures given above. Austenitizing temperatures were controlled to 210°F and transformation temperatures to ±3ºF. The precision of the dimensional measurements was estimated to be ± 5 x105 in. per in. The object of the writer is to call attention to a rather unique aggregation of economic products distributed over a line of succeeding formations about 3 mi. long, to be seen within a few miles of La Salle, Ill. Fig. 1 is an ideal section of the stratification exposed and exploited along a distance of 3 1/5 mi. in a southwesterly direction from the quarry of the Utica Hydraulic Cement Co. located near the historic site of Kaskaskia village to the Oglesby shaft at Oglesby. No attempt has been made to cover the whole field, special mention only being made (with the exception of two places) of the operations found along the course or parallel to the direction assumed in the ideal section. I have used Fig. 2, after J. R. Bent and De Witt Kelly, to locate the relation of the La Salle anticline to the coal mines of this district and to show the operation of No. 1 and 3 mincs of the Illinois Zinc Co. Anticline and the Rock Formations Owing to the structural deformation between La Salle and Utica, the older rocks of the state are exposed to the surface along the northern embankment and the bottoms of the Illinois River valley near the latter place. At; the Illinois Zinc Co. works, Sec. 16, Tp. 33, R 1, a well for water mas sunk 1828 ft. and samples taken every 10 ft. of the ground penetrated; duplicates were sent to Mr. Cady of the Illinois Geological Survey. A general compilation or synopsis study of this section is here presented. As the well is over 1 mi. west of the Western limb of the anticline, the section affords some reliable data. These samples were studied and interpreted by H. M. DuBois as Lower Magnesian, and by G. H. Cady as the Lower Magnesian. The results are given in Fig. 3. The most interesting geological feature of this district is the La Salle anticline. In 1865, Leo les Quereux, looking at Split Rock, asked how it happened that the upper coal measures overlie strata of the Lower Silurian and what has become of the formations which are generally found intermediate—the Upper Silurian, the Devonian and sub-carboniferous, and the lower member of the coal measures?

A meteoric rise in selling price has revived gold exploration activity throughout the world. In the United States the effort is, in large measure, channeled toward discovery of disseminated gold deposits such as the Carlin-type, i.e., with size and grade characteristics similar to Newmont's Carlin mine in Nevada. The subtle surface indications characteristic of Carlin-type gold mineralization have been examined by a number of geologists, and the more obvious prospects have been tested by surface sampling and drilling. It is likely that most of these readily recognizable deposits have already been found and, as a consequence, prospectors are now entering a new, second stage of exploration for Carlin-type and related disseminated gold deposits.

Tkermodynamic functions for dilute solutions of uranium in liquid cadmium were obtained from galvanic cell measurements. Deviations from Henvy's law were observed at concentvations down to 2 x 10-3 atom fraction. Unusually large negative values of the pavtial molal relative enthalpy and excess entvopy of uranium, suggestive of the occu,vvenctwe of partial ovdering of cadmium around uranium in these solutions, were found. The negative relative partial molal enthalpy of uranium at the liquidus accounts for the observed retrogvade solubility of metallic uranium between 473" and about 630°C. The standard free enevgy of formation of UCd,, from a-uranium and liquid cadmium is given by F,° THE constitutional diagram of the U-Cd system,' Fig. 1, is unusual in several respects. The near equality of the Goldschmidt atomic radii2 (Cd, 1.52A U, 1.56A) might be expected to give rise to extensive mutual solubility of the elements except for the restrictions imposed by differences in valence and electronegativity.3 The latter factors must be strongly influential because mutual solubilities in the terminal solid phases are probably negligible, and the solubility of uranium in liquid cadmium in the readily accessible range is only about 1 at. pct. Interestingly, the solubility of uranium in liquid cadmium actually decveases slightly with increasing temperature from 473" to about 630°C. Such a retrograde solubility in a liquid phase is a rare phenomenon in metallic systems; no other authenticated examples were found among the nearly 700 binary phase diagrams compiled by Hansen and Anderko.2 These observations suggested the existence of some unusual interaction between uranium and cadmium. Greater insight into the nature of this interaction was sought by measurement of the thermodynamic properties of the system. EXPERIMENTAL PROCEDURE The emf of cells denoted by the scheme was measured. Each cell consisted of two uranium and two alloy electrodes immersed in a molten lithium chloride-potassium chloride eutectic mixture containing uranium trichloride. The physical arrangement is shown in Fig. 2. The potential between any pair of electrodes could be measured with a Leeds and Northrup Type K-3 potentiometer. The measurements were made at points marked in Fig. 1. It should be noted that points on the phase boundaries represent the concentrations of uranium in the saturated liquid phases of heterogeneous alloys. Uranium Electrodes. Uranium, which is not a particularly soft metal, is capable of retaining residual stresses, and its potential may depend upon its physical condition. The deposit of rock salt along the shores of Lake Huron, in Canada, has been brought before the public during the last six months, in consequence of the developments made by the diamond drill at Goderich. It is likely to be of more than common interest in the future, since now actual operations have been commenced to exploit the deposit and work it by regular mining. The methods of mining rock salt being but little known in this country, it may be of interest to make a few general remarks in regard to them before entering, upon the description of this new mining enterprise. According to the conditions under which salt is .found in nature, various methods have been resorted to, in course of time, to make it available for the human race. They consist in: A. Natural or solar evaporation. B. Artificial evaporation, either exclusively or in connection with the former. C. Mining the rock salt in its natural state, and converting it to a marketable product, if need be, by simply pulverizing it. Without going into the details of the various methods of making salt available in an economical point of view, dependent on its degree of pority, or on various local influences, we cannot refrain from alluding to the general principles which influence the mining and manufacturing of salt in countries where they have been carried on for hundreds of years. ECONOMICAL CONDITIONS FOR SUCCESS. Salt being one of the articles of prime necessity, and one universally distributed throughout nature, it must always be sold at a comparatively low price. It would even be quoted in the market at prices far below those now ruling, if it were not for the high duties generally imposed upon it, for purposes of state revenues. But looking closer into the subject, it will be found that this duty is probably one of the least oppressive, although in some countries it exceeds sixfold the cost of profitable production. HUDSON MAXIM, Brooklyn, N. Y.-Immediately after the creation of the Naval Consulting Board, Admiral Strauss, Chief of the Bureau of Ordnance of the Navy, told members of the Board that the most important problem for the scientists to solve was erosion in large guns. The Navy, for years, had been working on the problem with marked suceess, but there was much yet remaining to be accomplished. As Chairman of the Committee on Ordnance and Explosives of the Naval Consulting Board, I communicated with several experts in the manufacture of steel, principal among whom was Prof. Howe. He generously agreed to help in every way possible, and the work that he has done and the time that he has spent upon it can he appreciated only by reading his paper. Prof. Howe asked for some rings. from a, certain 14-in. gun which Admiral Strauss had mentioned in particular, and in which, he had informed us, at each shot the bore of the gun, was enlarged about 0.001 in.,' and that after a relatively small number of rounds it was considerably eroded. It has puzzled scientists for a long time to account for the peculiar erosive effect produced by the powder gases in a gun, arid: what Prof. Howe has done in his paper is worthy of Sherlock Holmes. He is a veritable Sherlock Holmes of science.

TWO years ago the American Institute of Mining and Metallurgical Engineers made a memorable contribution toward a better understanding of the problems that have for many years confronted the coal industry. Specific suggestions toward betterment were then advanced, certain of which were taken up, amplified and endorsed by men who were conscien-tiously interested in the work of lifting this great industry out of the morass it has lain in for years. Two certain suggestions then made-provision for seasonal variations in railroad freight rates that would tend to encourage the purchase and movement of coal during the low summer production period, and provi-sion for the collection by the United States Government of all the facts surrounding the industry-were intro-duced in the form of legislation in the United States Senate by a member of that body, a man whose personal character, antecedents and business training put him above and beyond all suspicion of demagoguery; however, as the result of the insistent, vindictive opposition of the industry itself, these two bills, con-structive in their nature, were buried under an ava-lanche of misrepresentation. Today, with all mines that employ union labor at a stand still, the work of stabilizing the industry is yet before us. As aptly stated by Herbert Hoover, in March, 1920, when he was president of the Institute; An engineering organization is particularly the body to under-take this work. It is an economic problem, an engineering pro-blem within the ken of our experience; it is a problem that requires not only constructive thought but quantitative thought and wise social thought. The engineers of the United States occupy a position midway between capital and labor. They enter upon problems of this kind without prejudice either way, and they have that faculty of mind for quantitative thought, as distinguished from qualitative thought, that takes such problems as this out of the region of politics into the region of matter-of-fact solution.

Today numerous ores contain valuable minerals in finely disseminated form; and although the recovery of these fine mineral particles is generally exceedingly difficult, diminishing raw material resources necessitates the recovery of such mineral values. In many systems, the efficiency of recovering fine particles is still extremely low and often fine particles must be discarded as slimes. However, in recent years, various advances have taken place in the recovery of mineral particles in the very fine size range. In this paper, the background and performance of a number of processes for fine particle processing and separation are reviewed and discussed, particularly from the point of view of how fine particle recovery might be improved.

GEOGRAPHICAL DISTRIBUTION THE most important known deposits in Australia of what are commonly referred to as the beach-sand minerals are along the most easterly part of the Australian coast, between Southport, 17 miles north of the Queensland-New South Wales border, and Ballina, 50 miles south of the border, and most of the production has come from this area (Fig 1). Smaller deposits are known to occur farther to the south at intervals for several hundred miles, and beaches have been worked at Yamba, 96 miles south and Woolgoolga, 150 miles south of the border and at Swansea, 60 miles north of Sydney. Important deposits have been shown to exist on north Stradbroke Island and others have been located farther to the north, as far as Tin Can Bay at the south end of Frazer Island. (Fig 2). Table I gives the list of operators with the location of their deposits and workings, their approximate maximum monthly capacity expressed in tons of heavy mineral produced by their concentrating plants before separation into individual mineral concentrates, their methods of mining and concentrating the minerals, and the products obtained. This table applies as of June 1948, but all the operators are remodeling or improving their plants and plant practices will be modified accordingly. In addition, active boring campaigns have been carried out by Alluvial Gold, Ltd., of Sydney, in the Cudgen-Cudgera area, and by Zinc Corporation. Ltd., of Melbourne, on Stradbroke Island, and in other places. PHYSIOGRAPHY Submergence of the order of 100 to 200 ft at the close of the Pleistocene period left the pre-existing hills as promontories and the valleys as deep inlets. Wave action has built bay-bars and sandspits in a northerly direction from the headlands, and lakes and marshes have formed between these bars and the initial post-submergence coast line. These lakes and swamps have been or are being filled in by river-borne sediments or wind-blown sand. Beasley1 has presented evidence that suggests a recent emergence of the coast line of about 10 ft. The evidence for this belief is the presence of a black sand seam 1/3 mile inland and 17 ft above sea level (Fig 3), and although it is not entirely certain that this seam is of beach formation and owes nothing to windblown concentration, other evidence supports the suggestion of recent emergence. Such emergence would undoubtedly aid the formation of bars and sandspits and the easterly progress of the beach front, leaving a series of parallel dunes (Fig 4). This belt of north-south coastal dunes ranges up to 1/2 mile in width and as many as 15 lines of dune have been counted (Fig 3). The foredune is generally the highest, up to 25 ft high, and there is in many places a flat platform in front of the dune known as the berm. The control of zinc flotation at Outokumpu Oy's Pyhasalmi and Vihanti mines is described. At Pyhäsalmi the zinc flotation circuit is partially open. Zinc and other metal assays of pulp flows are measured and direct assay control of concentrates in various flotation steps is adopted. Assay control is carried out by adjusting flotation air and pulp levels. Optimization with copper sulphate ensures high Zn- recovery and minimum copper sulphate consumption. A froth depth monitor is used to measure froth quality. At Vihanti the zinc flotation takes place in closed circuit. The most important control loop is the Zn-assay control of rougher concentrate by adjusting flotation air. The quality of froth is measured indirectly and thus copper sulphate consumption is altered. The circulating load is controlled also by flotation air in the three cleaning steps. The comparison of the control strategies shows that a more sophisticated control is adopted at Pyhäsalmi because the selective flotation of this massive sulphide ore is considered to be difficult. The control strategy includes numerous tests performed by the computer and control algorithms developed for the case. The control targets of the two zinc flotations described are also different: At Pyhäsalmi Zn-assay control of final concentrate including copper sulphate optimizing, at Vihanti the control of circulating load and Zn-assay of rougher concentrate.

Major trends in exploration geochemistry during the past year included an increased level of geochemical exploration by both government and private industry: greater sophistication in sampling, analytical and interpretive techniques: and increased activity on the part of universities and state geological surveys. The evolution of applied geochemistry in North America from a useful prospecting tool to an invaluable exploration method is largely due to efforts of the mining industry, the USGS and the Geological Survey of Canada. In the U.S., there has been a distinct reluctance on the part of universities to conduct research or to offer courses dealing principally with applied geochemistry. Most university geochemists have not been responsive to industry needs because government sponsorship of geochemical research in universities has been overwhelmingly in favor of theoretical, rather than applied research: and, because of the mistaken notion that exploration geochemistry is not sufficiently academic. A critical shortage of specialists in this field has resulted. Specialists in Exploration Geochemistry Needed Based on the response to a brief questionnaire sent to universities in the U.S. and Canada, there is some evidence suggesting a reversal in this trend. Graduate courses devoted to exploration geochemistry are currently being offered in geology departments at the following universities: University of British Columbia, Colorado School of Mines, University of Idaho, McGill University, University of New Mexico, Pennsylvania State University and the University of Utah. Other departments report that applied geochemistry is included in general geochemistry courses. A survey of recent publications suggests increased research interest in exploration geochemistry by university geologists.

THE origin of so-called annealing or recrystalli-zation twins in face-centered-cubic metals continues to be a matter for speculation, and in the present report an attempt is made to explain their origin and to account for at least a majority of the observations concerning their behavior. The fact that annealing twins are prominent only The speelmen was deformed 8 pet in compression and then indented over the lower left-hand corner in a Rockwell in-denter, and then annealed to cause partial recrystallization. Note intense twinning in heavily deformed part and slight twinning in less deformed part. The upper right-hand corner is unrecrystalized. Area reduced approximately 25 pot for reproduction. after recrystallization suggests that deformation may be necessary for their formation. In 1926, Mathewson1 reported the observation by Phillips that annealing twins are frequently parallel to strain markings which delineate octahedral planes in the deformed (and partially recrystallized) matrix, and suggested that strain markings are mechanical twins which grow into annealing twins during recrystallization. Later work by Burke and Barrett' has shown that strain markings are traces of planes upon which slip has occurred, and that there is no evidence for the formation of mechanical twins of microscopically resolvable width in face-centered-cubic metals. Mathewson3 has pointed out, however, that slip may produce twin faults, and later modifications of this hypothesis have assumed that twin faults rather than true mechanical twins serve as the nuclei for annealing twins. Carpenter and Tamura5 suggested, also in 1926, that annealing twins might form by accidents of growth. CRUSHING has always been a major operation in the chemical and metallurgical industries, yet little is known about the theory of crushing, and today, the design of crushers is still based almost entirely on empirical knowledge and accumulated practical experience. In view of the increasing national need for the economic working of poorer grades of ores, the lack of a fundamental under- standing of this unit operation hardly presents a satisfactory situation. Basic investigations of crushing have been concerned mainly with three phases of the problem, 1-the mechanism of the fracture process itself, 2- the particle size distribution of the crushed product, and 3-the relationship between the energy input and the amount of new surface produced. Probably adequate information on these phases will be required for a comprehensive understanding of the process of crushing. A bibliography covering these phases will be given as well as a review of the work done in recent years at the University of Minnesota on the relationship between the energy input for crushing and the amount of new surface produced.

At the Seventh International Congress of Applied Chemistry I presented a paper,' The Assay and Valuation of Gold-Bullion, in which are briefly mentioned a few illustrations of different methods of sampling gold-bullion, particularly cyanide-bars. Since then I have carried on an extensive investigation upon the sampling of gold-bullion in relation to its effects upon the assay-results, in connection with the statement of accounts between the smaller assay-offices of the United States which purchase gold-bullion and the mints where the purchases are re-deposited. Under the name of gold-bullion are included metals of widely different composition. We may have practically pure metal, 999.75 fine or even more in gold; alloys of .gold and silver with only trifling amounts of base metal; alloys of gold and copper with trifling amounts of other metals; ternary alloys of gold, silver, and copper, or gold, silver, and lead; and most complex alloys of from five to eight or more constituents of ordinary occurrence, besides some of the rarer metals occasi'onally. In any one or all of these classes we may have one or more of the metalloids, which may add to our difficulties. Of course, with metal 999.75 fine in gold there is only slight opportunity for different samples to differ in fineness, but on such fine metal we expect the assays to agree very closely, and the sampling must be done with the utmost care. When possible, dip- or granulation-samples of the molten metal should be taken; but when it is necessary to sample bars, the chief point to guard against is surface-dirt.

SALT-WATER disposal in the East Texas field by means of injection into the Woodbine sand is a relatively new procedure. The purpose of this paper is to present what has been accomplished to date in this field, with-out detailed discussion of other means of disposal, such as surface impound-ing for evaporation or release into surface streams. Subsurface disposal of salt water is still in an experimental stage in the East Texas field, and, though water can be injected into the Woodbine sand, the economic problem is not as yet solved. As past experience has been that fields producing from the Woodbine formation produce large quantities of salt water, it was assumed early in development of East Texas that it would be necessary to dispose of a tremendous quantity of salt water in the later periods of production. There has been a gradual increase in the amount of salt water pro-duced in the field, until at present it is about 200,000 bbl. per day from approximately 4400 wells. It is only natural to expect an increase in the number of wells producing water, as well as the amount of water produced in the future, and it has been estimated that if present practices con-tinue the production of salt water may ultimately be as much as 700,-000 bbl. per day. The Woodbine sand is found in the East Texas field at an average depth of 3650 ft. The oil-bearing portion of the sand lies between the depths of 3050 ft. below sea level, on the east edge of the field, and 3320 ft. below sea level on the west, which depth was the estimated original average oil-water contact. The Woodbine sand under the field has the form of a broad tilted wedge pinching out on the eastern side of the field and dipping gently into the East Texas Basin toward the west. The Woodbine sand in the East Texas field has an average porosity of approximately 25 per cent and is highly permeable, the average being about 1300 millidarcys.

WHEN the Age of Machinery was suddenly thrust upon civilization about the beginning of the 19th century, an unprecedented demand for mineral resources sprang up. This demand brought about the rapid development of the known ore deposits and the discovery of such other deposits as could be encountered by energetic and canny prospectors. Thus in the countries now reasonably accessible nearly all orebodies have been located except those which are totally concealed even from the eyes and "senses" of experienced and expert prospectors. The high rate of exhaustion of known ore deposits and the necessity of looking farther and farther ahead for raw materials as a matter of insurance on the stupendous capital outlays involved in mining, development, and conversion operations, have resulted in exceptional activity in three different fields of effort. The first is purely geographic. Prospectors are now penetrating the few hitherto inaccessible regions in the hope of stumbling upon exposed ore deposits or locating visible indications of their presence. The second is chemical. Industrial chemists and metallurgists are seeking to facilitate the exploitation of lower grade ores or to find methods of recovering valuable metals from common substances. In the third field of effort lie the activities of the economic geologist and the mining engineer, who endeavor to locate concealed ore deposits which would remain hidden from the prospector no matter how expert or conscientious he might be. Obviously the task which such a man must face is both exacting and indefinite, and the tools which he has heretofore been permitted to bring to it are, for the most part, abstract-a knowledge of certain fundamental principles and processes involved in the origin, occurrence, structure, and distribution of deposits of natural resources and of the rocks which form the environments of those deposits; and a process. of reasoning by analogy supplemented by the use of the diamond drill, or such artificial exposure as -the test pit, trench, shaft, or tunnel.

THE primary interest in the subject of this chapter lies in the fact that various heats of steel made to the same chemical specification do not always have the same properties. We are referring here, of course, to properties inherent in the just solidified ingot and are not considering variations in properties caused by variations in subsequent mechanical or thermal treatment. The expression "made to the same chemical specification" is used because some of the variations in properties are due to variations in chemical analysis within the specified ranges of those elements commonly specified and determined. In plain carbon steels these elements are ordinarily not more than five: carbon, manganese, silicon, phosphorus, and sulphur. In alloy steels the special alloying elements also are specified and. determined. It might be thought that variations in properties due to such variations in ordinary chemical composition are to be expected, well understood, and hence not in need of discussion in this chapter. It will be considered here, however, that this phase of the subject is not always wholly clear. Furthermore, it certainly seems profitable to seek the explanation of anomalous properties in the ordinary chemical composition of the steel before looking into less well understood variables of open-hearth practice. It is sometimes surprising to learn that some puzzling variation in properties is caused merely by a variation in the ordinary analysis of the steel. This surprise is apt to be due not to general lack of knowledge of the effects of the composition of steel upon its properties but rather to the fact that we do not happen to have been previously much concerned with the particular property under consideration. For example, if we are accustomed to using S.A.E. 1035 bars for applications which depend chiefly on the stiffness, strength, and toughness of the steel in the as-rolled condition, we might quite logically develop the conclusion that variations in carbon content from 0.30 to 0.40 per cent are not significant. JULY was a month of great turmoil, both economic and political, in many parts of the world. Instead of conditions improving, they seem to have been getting worse. In Ireland, civil war is still in progress. Germany was in the throes of a political upheaval. The meaning of the assassination of Rathenau became clear. It evinced the development of a class struggle between the bourgeois and socialistic parties which may rock the country to its foundation and will increase the difficulties of arranging things with the French and solving the reparations problem. In Poland, a similar contest is developing. Austria is already so completely contaminated by the socialist element that it is unable to get outside assistance and is thus falling into a state of despair but little short of what prevails in Russia. The conference at the Hague came to an abortive end for the reason that it was impossible to discuss affairs with the Russians in any reasonable way. The Germans declared their inability to meet the reparation payment that fell clue on July 15 and the Commissioners for the Allies granted them an abate-ment of a portion thereof and are listening attentively to the supplication of the Germans for a moratorium of one or two years. In the United States, July was a month of widespread labor troubles, accompanied by a great deal of disorder and violence, which led to detachments of the National Guard being called out in several states. The railway shopmen, about 400,000 in number, struck on July 1. The road maintenance men decided not to strike, but many thousands of them quit work without the sanc-tion of their union. There were more strikes in the textile industry in New England and in similar industries all over the country. Early in July, it was estimated that about 1,250,000 men were out on strike. The coal strike continued. Early in the month the President summoned operators and miners to Washing-ton and submitted a plan for the compromising of disputes. After a week's consideration the miners re-fused flatly to agree to anything. The majority of the operators consented to accept the proposed arbitration, but a minority refused. Following this abortive at-tempt the President dismissed the conference with the injunction "to return to your mine properties and resume operation." Production has not increased.

THE great subject of interest in American affairs during February was the consideration of the proposed soldier bonus. This proposal was based upon the idea that, because most of the workers of the United States had enjoyed high wages during war, the soldiers were entitled to "adjusted compensa-tion" in order to equalize things. It overlooked the fact that the soldiers, themselves, had the opportunity to enjoy high wages in 1919 and 1920, when rates were highest. Apart from this, the whole project was founded on fallacies and involved what would be nothing less than economic crime. Although it looked as if the measure were destined to be railroaded through Congress, so great a storm of protest was pelted upon Congress that the present outlook is that the whole project will be abandoned. There was probably some increase in the physical volume of business during February. A rise in prices for agricultural products assisted the farmers mate-rially. These developments, however, are not to be construed as presaging any general upward movement. On the contrary, the current year is to be contem-plated as one of serious labor troubles, following inevit-able reductions of wages. These began in February in the form of an extensive strike in the cotton textile industry of New England, accompanied by some rioting in Rhode Island. The coal miners have had numerous conferences, without coming to any encouraging results, and the stage appears to be fully set for a general strike beginning Apr. 1. About the only question now is whether this will comprise both the bituminous and anthracite miners. If the latter refuse to go out, no serious shortage of coal is anticipated, the belief being that the existing stocks together with the output of the non-union mines will supply the demand, which is sub-normal even now. In the metal industries, lead and zinc were dull but stable. The weakening tendency in iron and steel that was manifest during January appeared to be checked, at least temporarily. Copper was charac-terized by a distinct weakness and a considerable decline in the market. This downward movement was inspired by the news during January that several of the important mining companies were taking steps to resume production. During February the demand for copper, both foreign and domestic, was poor.

The leaching process of the Inspiration Consolidated Copper Co. is based upon the solubility of oxidized copper in sulfuric acid and the solubility of sulfide copper, largely in the form of chalcocite, in ferric sulfate solution. This necessitates the carrying of a rather large amount of iron in solution. The ferric sulfate is regenerated from ferrous sulfate by the oxygen given off at the anode during electrolytic precipitation of the copper. In September, 1924, excavation was started at Inspiration, Arizona, for the construction of a plant to treat 7500 tons of ore per day. When the plant was begun, the fact developed that by a minor change in the height of the overflow on the leaching tanks, 9000 tons could be charged into each tank and treated satisfactorily. This determined the maximum capacity of the plant as 9000 tons per day. The first ore was charged in October, 1926, and there are now available the records of five complete years of operation; namely, 1927 to 1931, inclusive. The original estimate of copper content of the ore to be mined for this plant was 1.19 per cent, of which 0.77 per cent was as oxide and 0.42 per cent as sulfide. From the metallurgical results obtained at the 35-ton pilot plant, it was estimated that a 90.0 per cent extraction of the oxide copper and a 75.0 per cent extraction of the sulfide copper could be made.
