Open-pit mining on the iron range has been in a stage of transition for several years from the standpoint of mechanization. The most radical change in open-pit mining methods was started in open-pit haulage in 1937 with the departure from the then standard system of locomotive and car transportation and the advent of the heavy duty truck as a replacement. The initial use of trucks was followed shortly by the first installation of a conveyor belt for open-pit ore haulage. The growth of the combination of trucks for gathering units delivering to a conveyor system for transportation out of the pit, has been rapid and this transition appears to have reached a peak in 1949 with locomotives and cars now being used in only a few of the largest open pits. One point which must be considered, if we assume that the maximum equipment change- over point has been reached, is that the largest pits have probably passed their peak of production. Future ore replacement must come from smaller pits wherein the truck conveyor system has done an outstanding job.

The industrial importance of the sillimanite group of minerals depends upon the beneficial properties exhibited by porcelains and refractories in which substantial amounts of these minerals are utilized as raw materials. The presence of "sillimanite" (now known to be the closely related mineral, mullite) in conventional porcelains and refractories has been known since before the turn of the century. As early as 1906 German investigators observed a direct correlation between the "sillimanite" content of a porcelain and its electrical and mechanical properties. Acting upon this discovery, U. S. Bureau of Standards investigators during World War I developed improved pyrometer tubes and spark plug porcelains, by increasing substantially the amount of "sillimanite" at the expense of quartz. The success of these experiments, first reported in 1918, at once aroused a lively interest in the location of natural sources of sillimanite and its related minerals. As a result of diligent search, the large andalusite deposits in California were discovered in 1919. Within the next several years large deposits of kyanite and sillimanite in India and kyanite in the United States had been reported. The search for these minerals in quantity, by both private and governmental agencies, has continued unabated during the ensuing forty years. A number of domestic deposits of kyanite have been worked during the past 30 years. Of these, only the Virginian and South Carolinian deposits are currently in substantial production. The only commercial andalusite production in the United States has been in California and Nevada. A dumortierite deposit in Nevada, known since 1917 but ignored for want of a commercial use, began production in 1925. A topaz occurrence in South Carolina has yielded a small production since about 1940. Domestic production of andalusite, dumortierite and topaz had virtually ceased by 1950. There has never been any commercial development of domestic sillimanite deposits. Kyanite has been mined almost continuously in India since about 1922. The remoteness of the large deposits of Indian sillimanite had caused it to be neglected until 1949. In that year sillimanite production began, and it has continued to the present. South African andalusite has been marketed from the 1930's until the present time. From 1944 to 1955 Kenya, British East Africa, was an important producer of kyanite. Commercial deposits of kyanite in Ontario, Canada should soon be in production. The first production of kyanite in Europe began in Austria in 1953. No commercial deposits of mullite are known anywhere in the world. It is of interest to note that synthetic mullite, which as "sillimanite" first elicited interest in the A12O3-rich aluminosilicate refractories, has enjoyed a marked increase in production in recent years. This is a result of the gradual depletion of known deposits of high-quality kyanite and related minerals."' Among all the improvements which have been realized with the unanimous approbation of the people, the railroads occupy a preferred place, for upon them depends the expansion of commerce, of agriculture and of mining, the three great factors of the wealth of Mexico. In a country so extensive as the Mexican Republic, where the inhabitants are greatly scattered, and great distances separate the producer from the consumer, the only way to encourage home industry, and the development of commerce, agriculture and mining, is to construct railroads, which shorten distance, facilitate transportation and minimize its costs. IT SHOULD be clearly understood that my remarks on economic conditions in Russia are entirely personal, and not official as an officer of the Ameri-can Relief Administration. The American Relief Administration is concerned exclusively in relief operations. The American Relief Administration has played a large part in the conditions as they exist in Russia today and it does not seem to be out of order to give you the high lights of the work accomplished. SIXTY MILLION DOLLARS FOR RUSSIAN RELIEF The Riga Agreement, by which we were enabled to carry on our operations, was signed in Riga on Aug. 20 of last year. On Sept. 8, we opened our first relief station in Petrograd. On Sept. 18, our first food was handed out in Samara on the Volga River, in the center of the so-called famine district. Altogether over 775,000 tons of food have been sent from the Atlantic Coast into Russia and we have moved this entire quantity of food over a dilapidated and wornout system of railways; and we estimate that our loss will be less than one-half of one per cent. in shortages and thefts. We have had available for this Russian work approximately $60,000,000. The bulk of this money was derived from a Congressional grant of $20,000,000 for food stuffs, a further Congressional grant of Army medical surplus supplies of $4,000,000, a grant by the Soviet Government of $11,400,000. This Soviet grant is a rather interesting phase of our operations. In all of Mr. Hoover's relief work abroad he has demanded of the country receiving relief that the people them-selves do something concrete for their own good before he would undertake to collect large sums of money in America. Secondly, before he was willing to go before Congress and ask for funds from our government he desired that the Soviet Government show their good will.

IN the geophysical exploration program of the Cleveland-Cliffs Iron Co. on the Marquette Range of Northern Michigan, the vertical intensity magnetometer has been used to obtain magnetic anomaly maps of large areas. A network of magnetic base stations has been established and the relative vertical intensity at each station measured carefully with respect to a prime base. In the search for the relatively nonmagnetic soft red hematite ore, the magnetic exploration is indirect, involving the study of dikes, faults, contacts, and other structural features. It was found that the, magnetometer, adjusted to a scale value of approximately 40 y per scale division, was satisfactory for this type of exploration, although many magnetic anomalies were encountered that required the use of auxiliary magnets.

For something over two years past a new development of the open-hearth process has been in operation at the works of the Prager Eisenindustrie-Gesellschuft at Eladno, in Bohemia. It was devised and perfected by Mr. Ernst Bertrand, general superintendent,, and Mr. Otto Thiel, steel-works superintendent. The results which the inventors wished to obtain were to increase the product per furnace, to reduce the amount of refractories and additions used, to enable a poorer and more varied quality of stock to be employed, to improve the quality of the material produced and to render the control of the operations and product more certain. In all of these objects they have been successful, and have thereby considerably reduced the cost of manufacture and increased the value of the finished material. The Plant. The plant at Kladno consists of one 12-ton and one 20-ton furnace. Through an incident of construction the smaller furnace stands some distance behind and to one side of the larger furnace, and at a height of about 10 feet above it. The furnaces are in the same building as the Bessemer converters, and the metal is handled in the same casting-house by means of a locomobile ladle-crane. The relative position of the furnaces suggested the experiments by which the process was developed, and also enabled it to be thoroughly tested. Much valuable and practical work has been done in this plant, although it is not as convenient and suitable as one especially designed for the process would be. INTRODUCTION The stabilization of slopes is not a design problem. A slope is designed before it is made. For a slope to be stabilized it must already exist. The basic problem has existed for a long time. It started with cuts in soil and rock made in the 18th century during the construction of the canals which were developed at that time, and continued into the 19th century with the development of the railways, and in the 20th century with motor roads and lately open pit mining. It is not difficult to stabilize a slope, but certain questions must be asked and answered. These are: i) How much stability is required? ii) For how long is it required? iii) How important is the cost? These three questions indicate the basic problem of Civil Engineering, which is that the solution to any problem is a compromise between safety, cost and time. Stabilization of slopes is no exception. If the slope exists why is stabilization a problem? There are many possible reasons, for instance, a neighbouring and similar slope may have failed, or it may be necessary to change the conditions of the slope, steepen it, increase its height, put weight at the top, or construct a building at the foot in which case added security is required, or guarantee its stability for a longer time. MECHANISM OF FAILURE In order to pick the correct method of stabilization the mechanism of failure must be understood and the immediate cause of failure known. Often to remove the cause is the best remedy. The mechanism of failure has been studied over a period of many years in landslide problems. Pit slope failures are very similar to some types of landslides. (1) (2) (3) (4) In one sense there are many causes of landslides. Terzaghi lists 19. This means that there cannot be a standard solution to a stabilization problem. In another sense, it can be said that there is only one cause, which is gravity. For the past several years the policy of a large section of our mining industry in relation to our present bureaucratic form of government has become increasingly amusing, if not a little disgusting. In the past, mining men have always featured themselves the self-announced champions of free enterprise, and, generally, this conviction, was substantiated by their deeds. In recent years, however, a large group of the industry, while still expounding, from the front porch, the principles of free enterprise and a sound economy based upon the law of supply and demand, have gone around to the back door with palm extended, to join labor, farmers, bureaucrats, and other pressure groups to get their share of the take. The procurement of subsidies, bonuses, increased metal prices, and government assistance in a multitude of forms seems to have obscured from their thinking the welfare of the country as a whole and the sounder economic principles of a balanced budget and lower taxes. At the recent Colorado Mining Association convention in Denver, I. was alarmed to see just how far this specialinterest type of thinking has progressed within the mining industry. Government assistance to mining. was generally considered inadequate, and a flat bonus for any new mineral discovery was proposed. It was disquieting, too, to learn how far the federal alphabet agencies have entered into the mining industry and of the thousands of highly paid technical. men on the federal payroll required to man these numerous overlapping agencies and bureaus. Now all this is very fine, and some aspects of the federal give-away program can be very appealing to the unsuspecting in the mining industry as they have been to those in other groups. Some of these expensive programs may bring about a few dividends or even several new mines. But to this whole line of pump-priming reasoning there is one big disastrous fallacy.

The two mining districts of Pachuca and Real del Monte, well known for their antiquity and the extraordinary richness of their veins, are situated, 3 miles apart, only 62 miles north of the City of Mexico—the first being on the western, and the second on the eastern slope of the Pachuca range of mountains which bounds the great valley of Mexico. Close to the celebrated mining region of Pachuca is located the city of the same name, capital of the State of Hidalgo, at 2460 meters above sea-level and 20° 07' 35" North latitude, with 35,000 inhabitants, the majority of whom work in the mines; the remainder being Government employees, merchants, and a small number engaged in less important industries. The city extends along both sides of the canada which carries the waters of the river called "Avenidas de Pachuca," the banks of which are united by four bridges at regular intervals. The attention of the traveler approaching the city is first attracted by the appearance of the mountains, barren of vegetation, bounding the city with rocky cliffs and steep declivities, the grades of which serve as foundations to the irregular and varied groups of houses. Above these are the dumps, and, close by them, the mouths of the shafts, covered with conical tile roofs. The smoke of the chimneys, the noise of the mills and the appearance of some of the constructions reveal at first glance the industrial character of the place. At the left of the entrance to the canada, the mountain of San Cristobal, celebrated for the famous vein of Xacal, one of the richest and earliest exploited in the district, rises 450 meters above the city.

THE Cornucopia gold quartz veins form a parallel vein system traversing meta-morphic and granodioritic rocks. Field and petrographic evidence suggests that metasomatism has played an important role both in the emplacement of the grano-diorite and in the formation of the veins. Structurally the veins appear to be related to the major tectonic features of the Wallowa Mountains and to be narrow shear zones rather than filled fissures. Petrographic studies indicate a complex history of formation starting from initial alteration along fractures or joints followed by recurrent fracturing and a quartz-forming stage,-and closing with continued shearing and microbrecciation, which permitted the upward percolation of the later ore-forming solutions. The precipitation of ore minerals from these solutions formed ore shoots. Postmineral effects include the injection of Tertiary basaltic dikes, a slight amount of cross faulting, and some movement along the planes of the veins as well as oxidation. INTRODUCTION Cornucopia is in the southeastern part of the rugged Wallowa Moun-tains of northeastern Oregon. It was founded over 50 years ago following the discovery of its system of gold quartz veins. The major veins are roughly parallel and dip into the western side of Pine Valley, which drains the southern slope of the range. Previous operations had cut the upper portion of four major veins with two tunnels over 1000 ft. apart, when the present operating company drove a third tunnel, called the Coulter, at the level of the valley over 1000 ft. lower to intersect the most easterly major vein at over 6200 ft. from the portal.

Pyritic smelting, so-called, as practiced in the Black Hills is pyritic smelting only in the sense that Dr. John Percy uses the expression in his " Metallurgy of Silver," where he describes a process for smelting dry silver-ores in connection with iron pyrites, to form a regulus. The ores treated by this process in the Black Hills are very siliceous, averaging about 74 per cent. of silica, from 10 to 20 of iron oxide, 4 or 5 of alumina, and from 2 to 4 of lime. In 1889, while Dean of the South Dakota School of Mines, I took up the question of their smelting. There were neither copper- nor lead-ores in the Hills; hence pyrite and pyrrhotite, of which there are large deposits, were employed to form a regulus. This mixture of pyrite and pyrrhotite, besides being absolutely barren of gold and silver, carried an average of 30 per cent. of silica. The only basic material available as a flux for the great excess of silica in the ores and in the pyrite was a dolomitic limestone. Moreover, the local coke gave 24 per cent. of ash, 60 per cent. of which was silica—as unpromising a set of conditions as can well be imagined. We had before us the examples of Mr. W. Lawrence Austin, of this Institute, who had experimented at Toston, Montana,"

Four solvent extraction systems were studied to determine their efficiency jor extraction and separation of tantalum and columbium. Aqueous feed solutions of varying HF-HCl concentrations and metal content were contacted with equal volumes of cyclohexanone, 3-methyl-2-butanone, and 2-pentanone and solutions of varying HF-H2S04 concentrations were contacted with equal volumes of 2-pentanone. One multistage continuous test was made in a polyethylene pulse column using cy clohexanone as the organic phase. In each system studied, columbium and tantalum purities in excess of 95 pct with respect to each other were obtained in single-stage tests at low acidities in the feed solution. Separation factors ranging from 1700 to 2400 were obtained when rising HF-HCl mixtures in the aqueous phase. Best results were obtained when a solution of HF-H2S04 was used as the aqueous phase and 2-pentanone as the organic phase. A separation factor in excess of 6000 was obtained in one stage with aqueous solution concentrations of 2 _N HF and 2N H2S0,. When acid concentrations were increaszd to 52 HF and 10 _N H2S0,, 99.9 pct of the tantalum and 98.2 pct of the columbium initially present in the feed solution were transferred to the organic phase. The separation of columnbium and tantalum obtainable by means of the solvent extraction systems presented in this paper was found to corn -pare favorably with other systems, including the HF-H2SO4-methyl isobutyl ketone system currently used by most producers for the extraction and separation of these metals. TANTALUM and columbium are always found together in minerals of commercial significance, although the proportion of the two metals in ores varies within broad limits. Columbium is estimated to be 13 times more abundant than tantalum. Five methods generally employed for the separat:ion of these metals are: 1) fractional crystallization (the Marignac process),2 2) solvent separation, 3) fractional distillation of their chlorides, 4) ion exchange, and 5) selective reduction. Of these methods, the one currently used by industry to the greatest extent is that of solvent separation. One of the early technical developments in solvent separation of tantalum from columbium was reported by the Bureau of Mines: the HF-HC1-methyl isobutyl ketone system; data were presented for both laboratory and pilot-plant experimentation.3 Of twenty-eight organic solvents tested for their ability to extract tantalum from an HF-HC1 solution of columbium and tantalum, 3-pentanone (diethyl ke-tone), cyclohexanone, 2-pentanone, and 3-methyl-2-butanone were chosen for further study. Data on the HF-HC1-diethyl ketone system has been published4 and data describing the use of cy clohexanone, 2-pentanone, and 3-methyl-2-butanone as the organic phase are included in this report. RAW MATERIAL The source of tantalum and columbium oxides for this study was ('Geomines" tin slag from the Manono Smelter, Cie Geomines, Gelges, S.A., Congo. In order to extract the valuable Ta-Cb content, the slags were carbided, chlorinated, and the sublimate from chlo-rination was hydrolized and washed free of chloride with water. The washed material was air-dried and stored in a stoppered container. Throughout the paper, "feed material" refers to this mixture of hydrated oxides which was employed because of its high solubility in aqueous solutions. Typical analysis of the hydrated oxides is shown in Table I. I) HF-HC1-CYCLOHEXANONE SYSTEM Batch Separation. Effect of Acid Concentration. To determine the effect of varying the acid concentration upon the transfer of tantalum and columbium, a series of tests was made in which approximately 2.5 g of feed material was added to 25 ml solutions of 2, 4, 6, 8, and 10 N HF and 0 through 5 N HC1. Tantalum pentoxide concentration of the solu%ons was approximately 21 g per liter and columbium pentoxide was 14 g per liter. These starting solutions were shaken with equal volumes of cyclohexanone in 100 ml polyethylene bottles for 30 min. The phases were carefully separated in 125 ml glass separatory funnels. The time of contact of the solutions with the separatory funnels was kept at a minimum to reduce silica contamination. The measured phases were separated into 400 ml polyethylene beakers and the metal contents of each were precipitated by addition of an excess of ammonium hydroxide. Precipitate from each phase was filtered on ashless filter paper, ignited at 800" to 1000°C for 45 min, weighed, and analyzed by X-ray fluorescence.5 Data tabulated in Table I1 and illustrated in Fig. 1, show that maximum separation of tantalum from columbium for each HF concentration was obtained with no HCl present. Much has been said and written about uneconomic and evil marketing practices in the oil industry, including such factors as loaning of equipment, price cutting and secret prices, commercial discounts, abuses of credit cards and coupon books, and so forth. It is not my purpose here to add to the discussion of those problems, but rather to attempt a discussion of some of the more basic factors in the general distribution economies of the industry. The economics of distribution in the oil industry cannot be regarded apart from the general economics of the industry as a whole. The attempt to regard them as separate has led many people into the fallacy of believing that the responsibility for the apparent evils in the marketing end of the business lay entirely at the door of the marketing end. Such a view fails to take cognizance of many underlying factors; we can only expect to understand the distribution economics of the industry if we understand its general economics. We must realize also that the oil industry today is essentially the gasoline industry. The oil industry may be said to have begun about 60 years ago. At the outset it was concerned chiefly with the manufacture and sale of kerosene, lubricating oils and greases. Gasoline was then a most obnoxious by-product. The early oil-marketing company was engaged almost exclusively in refining and marketing—it did not concern itself with production but bore the relation to it merely of a purchaser. It may be said that the urge of marketing development in those days, therefore, came from the refining and marketing end of the business. The raw material had not yet begun to exert its enormous pressure, nor had the producer of crude oil acquired a direct interest in the sale of the ultimate finished products. Since then great changes have taken place. With the development of the automobile came a vast new demand for the raw material from which gasoline could be made. No longer could the refining and marketing companies be indifferent to the source of that raw material, particularly in view of the pessimistic outlook then presented as to the probable quantity of oil in existence. IN Bessemer-steel practice, air is blow, through a bath of iron, or projected strongly upon its surface to burn out silicon, manganese, and carbon. Toward the end of the blow, when the iron is not protected. from oxidation by these elements and the excess of air becomes great, there is oxidation of the iron. In open-hearth practice, the same difficulty is experienced with dissolved gas and oxides in the product, though not to as great or severe a degree as in the Bessemer process because the oxidizing conditions grow less severe as the end of the heat is approached, and if the bath is allowed to boil for a time it undoubtedly frees itself from a large part of the gas and oxides which have been absorbed in the earlier part of the process. Basic open-hearth steel is usually assumed to contain a larger proportion of oxides than acid open-hearth steel, but it may be said that all steel, Bessemer and open-hearth, contains more or less oxide of iron dissolved in the fluid metal at the end of the "blow" or "heat." That certain metals are solvents for their respective oxides has been shown, in the case of copper, by Heyn, and, in the case of iron, by Law. It is indicated that the solubility of iron oxide in iron increases with the purity and temperature of the metal. This confirms what is observed and known by operating men, and these observations may be summarized as follows: 1. Cast irons is rarely subject to oxidation, as is logical from its composition. 2. Normal steel, unless deoxidizers are added, contains blow holes. 3. Steel known to be oxidized is full of blow holes. 4. The addition of deoxidizers prevents, to a greater or less degree, the formation of blow holes in normal steel. THE constitution and structure of the hydrous forms of aluminum oxides and hydroxides have been studied in the laboratory of the Depart¬ment of Chemistry at Rice Institute for almost three decades. Progress reports have been made from time to time 13,17,18 summarizing and evaluating the existing state of knowledge concerning the complex inorganic system A12Oa-H2O. X-ray and electron diffraction analysis, together with dehydra¬tion isobars and isotherms, have been the most useful methods for increasing the understanding of the structure and interrelationships of the various forms of alumina and aluminum hydroxides. The purpose of this paper is to bring up to date the information now available, in the hope that a clearer understanding of the structures of these materials may prove useful in aiding mineralogists and geologists in studies of the genetic significance of the aluminum hydroxide minerals, and possibly of the closely related clay minerals. Early investigators found the system alumina-water to be confusing, since, prior to X-ray diffraction examination, it was not possible to clearly identify and characterize the various crystalline forms. One could not be certain as to whether or not different investigators were working with the same chemical individuals. In later studies, including some from the authors' laboratory, addi¬tional confusion resulted from difficulty in preparing pure samples of the various aluminum hydroxides and in obtaining relatively large crystals of dimensions above the colloidal range of particle size. Even at present, it is difficult to establish sets of interplanar spacings for the several forms of the aluminum hydroxides, as illustrated by the 29 different X-ray diffraction pat¬terns listed in a current publication.
