IN view of the gradually decreasing known reserves of high-grade manganese ore and the rapidly increasing consumption of iron-manganese alloys in the steel industry, it is well to turn our attention to the development of low-grade manganiferous ore deposits and to the utilization of these ores in steel manufacture. The dependence of this country on imported manganese ore and ferromanganese has been forcibly brought to the attention of steel makers during the last few years by the cessation of manganese-ore imports from Russia, the restriction of manganese-ore imports from India and of ferromanganese imports from Europe. Should the importation of manganese ore from Brazil cease, the steel industry of this country would face a serious situation. The present practice of steel making requires ferromanganese in large quantities and ferro-manganese of the grade used at present can be produced only from high-grade manganese ores such as the United States appears to possess only in insignificant amounts. There are in the United States, however, large reserves of manganiferous iron ore which could probably be used extensively in the steel industry if certain changes in the practice of steel manufacture were made. Thus high-grade manganese ore could be conserved. Among the most important deposits of manganiferous iron ore in this country are those of the Cuyuna iron-ore district of Minnesota. It is probable that in case of restriction of foreign supplies, the users of manganese in the United States would have to rely to a large extent on the Cuyuna district to make up the shortage.

ALL, strangers visiting this district are struck with the peculiar manner in which the pig-iron is graded. There are eleven regular grades, besides which, when gray forge is ordered, one-half of Nos. 1 and 2 Mill are shipped. Occasionally there is another grade Known as Silver Mill, which is made so seldom that I cannot describe it, and have no sample to exhibit. Most of you have found it difficult to grade properly and uniformly under the simpler system which obtains elsewhere, and can consequently readily imagine the increased difficulty with us. Each furnace employs an " expert," and even with this precaution, the system is not conducive, at all times, to amicable relations between buyers and sellers. I am told that it was adopted at the time Southern irons were seeking a market; but it still remains, although the time has come when our iron is sought for and has obtained for itself a place in the markets of the country. The grades are as follows:

Vesta No. 4 and 5 mines supply most of the high volatile coal required for Jones & Laughlin's by-product coke plants. Until 1944 all coal produced in these mines was loaded by hand. Pressure to mechanize at Vesta was brought on by the manpower shortage in World War II, and in 1943 a decision was made to change to mechanical loading. It was the opinion of those concerned that by use of selective mining the coal would be clean enough to be processed by the existing preparation plants. At that time coal cleaning at Jones & Laughlin consisted of hand picking the larger sizes at the mine tipples and wet washing at plants located at the Pittsburgh and Aliquippa Works. A typical section of the Pittsburgh seam as it occurs at Vesta is shown in Fig. 1. The 14 to 16 in. of drawslate immediately over the coal is too soft to be used for roof and must be taken down, leaving the rooster coal just above for roof. In selective mining an attempt is made to mine the coal under the drawslate first and then load out the drawslate separately as refuse. In full seam mining slate and coal are shot down at the same time and loaded out.

FERGUS County, Mont., shown in Fig. 1, is known for its once famous gold mines near the old towns of Gilt Edge, Maiden, and Kendall. But at Heath, a small farming community near the foot-hills of the Snowy Mountains, thousands of tons of gypsum have been mined since 1916. The value of the gold taken from the mines of Fergus County runs into millions of dollars; the value of the products made from the gypsum of the Heath mine is also in the millions. The gypsum mine will continue to produce for many years, while the gold mines are closed today.

The total value of world offshore mineral production in 1970 is estimated around $180 million-less than 1% of the total onshore value for that year (Table 1). As such, offshore mining is still a relatively small industry. Commercial operations center around production from unconsolidated surficial deposits lying in shallow waters of the continental margins. While minerals recovered include sand and gravel, iron, tin, limestone, and aragonite, other possible mineral targets have been identified For consolidated deposits, only two offshore operations are known to exist. They are Alaska Barite Co.'s Castle Island mine (see p. 46) and Freeport Minerals Co.'s Grand Isle mine in Louisiana. At Grand Isle, sulfur is recovered from an offshore platform utilizing the Frasch process. Also, Freeport recently announced reactivation of its offshore Caminada sulfur mine at an estimated capital cost of $23 million.

I. Historical. Barite has been mined for many years in various parts of Virginia, probably the earliest mining-operations being in Prince William county, within 600 ft. of the Fauquier county line, about 4 miles south of east from Catlett, a station on the Southern Railway. It is claimed that the mineral was mined here as early as 1845. Mining-operations in Campbell and Pittsylvania counties in the Piedmont region, and near Marion in Smyth county, in the southwest Virginia Valley region, were begun about 30 years ago. The mining and milling of barite on a commercial scale in Tazewell and Russell counties are more recent, and commenced about 15 years ago. II. Geographical and Geological Distribution. Barite occurs in many counties in the State, as shown in Fig. 1, but the industry has been confined to only a few of them. Its occurrence is noted in two of the three major divisions of the State—namely, the Piedmont region east of the Blue Ridge, and the Paleozoic area west of the Blue Ridge. In the Piedmont region the mineral has been mined in the following counties: Bedford, Campbell, Louisa, Prince William, and Pittsylvania. In the region west of the Blue Ridge, composed of Paleozoic sediments, barite has been mined in Montgomery, Russell, Smyth, and Tazewell counties. Of the counties mentioned, Bedford, Campbell, and Pittsylvania of the Piedmont region, and Russell, Smyth, and Tazewell of the Valley region, have been the principal producers. In 1906, operations were confined to five counties—Bedford, Louisa, Pittsylvania, Russell, and Tazewell—but in the first two counties named there was no production, the work being solely development.

SOUND management organization is as essential to a mining operation as sound mining practices, exploration methods, concentration processes, or marketing methods. In fact, if a mining company is well organized, with the right people in the right management positions, it can be reasonably assured of the adequacy of its operating practices. Management problems in mining are unique, but certain principles of organization are universal. These principles should be used as ground rules in mining as they are in other industries.

(Butte Meeting, August, 1913.) THE manifold inconveniences resulting from the absence of a uniform standard of mass for determining the weight of precious stones have long been obvious. This lack has been keenly felt in commercial transactions, and those who have devoted time and research to the study of historic diamonds and precious stones have had frequent occasion to deplore the absence of such a standard in the past. In a paper read in Chicago in 1893, before the International Congress of Weights and Measures, held in connection with the World's Columbian Exposition, the writer suggested dividing the carat into 100 parts, and constituting a standard international carat of 200 mg. ; that is, 5 diamond carats or 20 pearl grains to a French gram, making 5,000 carats or 20,000 pearl grains to a kilogram. He also called attention to the fact that while this would depreciate the present diamond carat or pearl grain only about 2.5 per cent., it would abolish the troublesome discrepancies between the various carat-weights now in use, and could be easily explained and understood everywhere.1 The subject of the various diamond carats, their incongruity, and the resulting confusion as to the correct weights of historic gems when definite records of them are searched for, has been fully treated by me in an extensive study of this subject in The Book of the Pearl.2 To the earnest and unremitting efforts of C. E. Guillaume, Director of the Bureau Internationale des Poids et Mesures at Sèvres, is largely clue the eventual success of this eminently desirable reform, which lie has constantly urged both by articles on the subject and by addresses delivered in Paris before the International Committee for Weights and Measures.3

THE principal function of the Bell limestone mine, of the American Lime & Stone Co., at Bellefonte, Pa., is to supply raw material to the company's modern rotary kiln plant at Bellefonte. Because mining costs are naturally higher than many open quarries with more favorably lying strata, it cannot compete, except to a limited extent, in the markets for road material and fluxing stone. In the broad sense, mining does have an advantage over the average open quarry when the end products are designed for and controlled by process and final inspection for the exacting demands of the industrial and chemical markets. Approximately 80 per cent of the output of the Bell mine is sold in the industrial and chemical markets. And as higher standards are set each year for construction and agricultural work, the remainder of the mine output goes to these two classes. Mining produces more fines than open quarries, and these fines are difficult to market; on the other hand, owing to absence of contaminating clay and impure rock, a greater percentage of the output of a mine is marketable. Because of the great production of fines, rotary kilns for lime burning are necessary when the stone must be mined. In 1921 the American Lime & Stone Co. operated 19 quarries and 72 lime shaft kilns spread over an area of 40 miles between Bellefonte and Altoona, Pa. At that time the line-production capacity of the 72 kilns amounted to approximately 700 tons per day. After 15 years the company operates three rotary kilns and six shaft kilns, with a combined output of approximately 500 tons of lime per day, concentrated in its single Bellefonte plant (Fig. 1). Its only stone-producing plants are now the limestone mine at Bellefonte and a construction-stone open quarry at Union Furnace, near Tyrone, Pennsylvania.

THERE are strong indications that chromium steel will one day hold the balance of power among all types of steel. Today, it is going to the forefront in military and civilian use. Stainless steel has received a tremendous impetus because of military demands. Chromium plays a primary, and possibly the most significant roll in the manufacture of stainless and other high temperature alloys. By any standard, chromium ranks among the most strategic of metals. Jet planes would still be on the drawing boards instead of flying in MIG Alley. Many of its more recent applications are the closely guarded secrets of the Pentagon and Government laboratories. Chromium has forged far ahead of the days when it merely decorated an automobile or made the American kitchen sparkle. The United States consumed one half of all chromium ores produced in the world during the past 50 years and 55 pct of those produced in the past decade. During those same periods, some 85 pct of world production of crude ores came from mines in the eastern hemisphere. Cuba is the only substantial supplier in the western hemisphere and most of the Cuban ore is suitable for use only in refractories. In presenting the strategic aspects of the chromium situation it will be helpful to give certain technical data as background without going beyond the detail needed for the survey. Use Pattern Ores containing chromium are consumed by the metallurgical, refractory, and chemical industries. In the United States, postwar consumption by these industries has been in the approximate proportions .of 47:37:16, respectively. The old Telegraph mine lies on both sides of Bear gulch, a short branch of Upper Bingham canon, and nearly in the center of the group of mines called the Bingham Mines, about twenty-seven miles southwest of Salt Lake City. It is considered, by local miners as the most important mine of the district. The geological formation consists of Weber quartzites, with subordinate conformable limestones and shales, alternating with porphyritic rocks. These widen towards and connect with the massive backbone of the Oquirrh mountains, while the quartzite develops itself on the slope broken through by Bingham canon. The porphyry not only runs between the strata, but also cuts across them, isolating large portions near the mountain mass, and again on a smaller scale it penetrates some joints in the quartzite. It is a crystalline felspathic rock, containing variable proportions of quartz, mica, hornblende, chlorite, and iron pyrites as accessories. In places, it takes a less distinct or almost uniform fine-grained structure. It has a gray or greenish, and, when much altered, also a reddish or even white color. The quartzite is a fine-grained or almost compact grayish-white or bluish or reddish quartz-rock, containing in places fine scales of mica and grains of iron pyrites as accessories. The raised, folded, or broken masses show well-defined bedding-joints, and their general dip is 35 to 50 degrees towards north or northwest. In the porphyry occur metalliferous veins with a prevailing N.E.S.W. strike. These are in general narrow veins; their principal contents are not dissimilar from those of the other deposits; but there is considerably less oxidation near the surface and the ore is mostly richer in silver and gold. In the quartzite the ore-deposits generally occur on the joints of bedding. The more important deposits occur either in clearlydefined contact-veins or, more often, in somewhat vaguely-defined mineralized zones, that could be called contact-zones. These comprise several masses of more or less altered or decomposed rocks and the newly-distributed products of their mechanical and chemical decomposition, such as breccia and clay in seams or in more irregular bodies..

AN elaborate discussion under this heading formed a chapter in one of the reports made by Professor Raymond as Commissioner of Mining Statistics.* In a subsequent report- was printed a paper, by Mr. William Main, Jr., of Columbia, South Carolina, containing a theoretical investigation into the effect of the velocity of impact on the effective ditty of stamps. A visit to the Lake Superior copper region last summer suggested an inquiry into the relative efficiency and economy of the enormous steam stamps of the copper-mills, as compared with the results obtained with the cant and tappet stamps commonly used in the West. The atmospheric stamp used at the Phoenix Mill promised to add interest to the inquiry, as giving an example of unusually high speed, this stamp making 160 drops per minute. In introducing his subject Dr. Raymond makes the following remarks, which are quite apropos of the present investigation : "In considering the economical application of stamping machinery, we meet, at- the beginning, with serious difficulties in obtaining accurate data for comparison. The weight and fall of stamps vary as the shoes and dies wear out; and this may lead to a change of speed also. Moreover, defects in engines, boilers, or machinery for the transmission of power, may occasion serious losses, which cannot fairly be charged to the arrangements of the stamps proper. Again, the capacity of stamp-mills is directly dependent, in some degree, upon the nature and extent of discharge, fineness of screens, and other peculiarities of the battery. Finally the hardness and tenacity of the rock crushed varies so much that comparisons between different localities cannot be implicitly trusted. The attention of the members of the Institute of Mining Engineers is asked to a description of the minerals of Southwestern Pennsylvania, as representing the minerals of an enormous area, stretching continuotisly, with local variations, along the western slopes, and at the base of the Alleghany Mountains, through Western Pennsylvania, West Virginia, and Kentucky, and destined to play no mean part in the future of the iron trade of the country. The particular locality is at and near Donbar, in Fayette County, where the most careful examinations and extensive developments have been made. The deep gorges cut by the Youghiogheny and Monongahela Rivers, in their passage through the mountains and lower lands, give admirable facilities for observing the measures lying between the sandstones of No. 11 and the upper coal measures. Apart from its varied mineral and agricultural resources this section of country has great historic interest attaching to it. It was down the Monongahela that Braddock led his ill-fated army to its defeat under the wails of Port Duquesne, and it was up the Youghiogheny River and Dunbar Creek that the shattered remnants hastily fled to gain the camp of Colonel Dunbar, the second in command, who was entrenched upon a high knob, at the head of the creek which bears his name, and which is still known and visited as Dunbar's Camp. Numerous streams, runs, and localities preserve the names of the guides and pioneers who accompanied, in early colonial times, young George Washington, who was pushing his surveys into the trackless and hostile wilderness, and many of them taking up large tracts of

THE Province of British Columbia covers 382,000 sq. mi., about 250,000 sq. mi. of which have not been prospected. In fact, the coast country and the islands are so heavily timbered and the surface covered with so thick a mantle of soil, muskeg, and, over broad areas, glacial drift, that prospecting, and even trail breaking are extremely difficult. It is only along the coast or stream channels, or above the timber line, or where snow or rock slides have scoured the surface that rock outcrops can be found. Glaciers nestle in many of the cirques and fill the valleys in the higher ranges. Great ice sheets and perpetual snow persist in certain localities, thus reducing the exposed areas worth prospecting. Almost the entire country has been subjected to intense glaciation, so that the conspicuous oxidized outcrops of orebodies typical of the south-western United States and Mexico do not exist and surface bodies of enriched or oxidized ore are rare. With few exceptions, the mines1 of the Province are working primary ore. Developments have proved that some of these orebodies are large and important, although usually comparatively low in grade. Besides the few mines that have produced most of the minerals, there are many small mines, but their total output is unimportant. Considering the number of mines and prospects and the widespread mineralization, it is strange that no really great mines, comparable in size and richness with those in the western United States have been found.

THE following article is based on observation of college graduates entering the steel industry in technical work made during the past 25 years, the first five of which were spent as a college instructor in two engineering schools, and the last 20 in the employ of a large steel company that has hired hundreds of engineering graduates for steel-mill operations. The college graduates encountered during this period have come from many, colleges representing schools in Eastern States, Midwestern Universities, many Southern colleges, and many smaller colleges and normal training schools mostly in western Pennsylvania and Ohio. The college training of these students for engineering work naturally has varied widely and the educational qualifications of the entrants have been in many ways different. It was found at an early date that graduates of standard engineering colleges were much more adaptable than graduates in science from nontechnical schools. The engineering students seemed to be more suited to actual work in steel' plants and in general were better able to grasp a knowledge of the operations they observed. However, although the graduates of engineering schools have had somewhat better training -in physics, mathematics, and engineering, it has been a general and continual observation that most of the students employed have had inadequate training in the fundamental sciences. Since this discussion relates entirely to metallurgical engineers, it should be emphasized that students taking metallurgical engineering courses in college seem to be poorly trained in organic chemistry, physics, physical chemistry, thermodynamics, and any higher form of mathematics than simple calculus. It has been noted frequently that young engineers faced with problems in a mill that involve some mathematics generally flounder badly, and that they have little conception of physical chemistry. Another common deficiency lies in the young graduate's lack of knowledge of where to look for the more detailed literature on any subject. He reverts instinctively to some college textbook whose coverage is usually very elementary. It is recommended that such textbooks contain a bibliography of the source literature, and that students be taught to use theoriginal data. Many of the students had had previous courses in college dealing with metallurgical work such as steel melting, metallography, etc., but it was found that their grasp of these subjects was extremely sketchy. It was soon realized that an ordinary engineering graduate could be taught more about steel melting and manufacturing processes in a, few weeks in a. plant than he could learn in a college course on such subjects. A similar statement may be made regarding the ability of students to conduct laboratory work. Their lack of technique and skill in handling equipment and setting up experiments was soon apparent. I have been induced to present this paper to the Institute because I have been unable to find any publication containing a disctission of this subject. In some of our technical schools and colleges the student is required to construct or copy (generally the latter) a number of profile sections as part of his routine work; but little attention is given to the methods of projecting observed dips and exposures upon the section line, and still less to the method of constructing the under (or above) ground curves. As a result of this lack of instruction every engineer or geologist is compelled to invent for himself a system, or copy the style of others. Geological profile sections have frequently been used to determine underground structure from data obtained at the surface, but the experience of engineers in the anthracite coal-fields has shown that they are to be relied upon only in exceptional instances. The possibility of indicating underground curvatures from dipangles observed at the surface has been found to be limited to a mere approximation of the larger flexures, As a means of predicting the depth and shape of minor rolls, they have been found most unsatisfactory. Discussion of Papers. Meetings of the Institute offer opportunity for social acquaintance and exchange of ideas, for the presentation of papers, and for discussions thereon ; also incidentally for viewing under especially favorable conditions mining operations and industrial establishments, and for hospitals-ties which demonstrate the brotherhood due to kindred interests. Placing sociability prominent is not to be assumed as relegating other features of meetings to subordinate positions; but during about 40 years of membership in the Institute, the value of acquaintances formed (often ripening into close friendship), and the interchange of data, have frequently demonstrated that the social feature of meetings is of great and lasting value to the membership. Of' a roll embracing 4,011 members, resident in all parts of our country, and scattered in various portions of the world, only a small fraction are able to attend meetings, even if the localities selected are alternately widely separated. Hence, the return which most -members receive for their annual assessment of dues is limited to the publications issued, and the credit of being recognized as a member of a great and worthy organization. Tile greater the value of tile contents of our publication, the fuller the return which goes to members. While the Institute disavows responsibility for views or statements made in papers which appear in its Transactions, the fact that these contributions, after passing proper censorship, are accepted by the Institute and spread before the world may properly be received by the writers as endorsements of their (the writers') ability to present a specific technical or industrial proposition worthy of being carefully read. But the mere presentation and publication of contributed papers falls short of fulfilling one important feature of our meetings. If the purpose is confined to having the writers' views, discoveries, theories, or methods published, this can be obtained through the technical or trade journals and magazines.

INTRODUCTION One of the most important decisions involved in the design of an open pit mine is the selection of a slope angle. Despite this fact, engineering procedures have developed slowly in this field. Only recently have the instruments and know-how become available to undertake a design based on sound engineering principles. The effect of blasting on open pit slope stability is one aspect in which the state of the art has not developed fully. These effects include: a) the effects of the ground motion associated with blast waves on slope stability, and b) the fracturing of rock in the vicinity of slopes caused by blast waves. Natural rock jointing plays an important role in both of these. SUMMARY OF BLASTING EFFECTS In recent years there has been a trend to larger sizes of blast holes in open pits to the extent that today 9% in. and 12% in. diam. holes are the most common. The reasons for this have been economic. Larger machines are more efficient and produce at a lower overall cost per ton. As the size of blast holes have increased, so have the other factors associated with blasting. Bench heights have increased, the tons/ft. of hole yield has risen significantly and the explosive load per hole has increased. Quite naturally the rupture radius for a single blast hole has increased along with the vibration level produced per blast hole. Open pit blasting operations can result in two types of unwanted damage: 1. Damage to structures, such as buildings, dams and slopes by ground vibrations initiated by the blast. 2. Fracturing of ground beyond the planned excavation limits. Let us first consider item one. Vibration effects are determined by the type of blast which is fired and the type of medium through which the blast wave is being transmitted. They are strongly influenced by the weight of charge per hole, the number of holes per delay, the distance from the shot point, the mode of initiation, the point of interest relative to the blast, etc.
