The Nuclear Waste Policy Act of 1982 provides a set of rules for proceeding with the identification and selection of sites for a mined geologic repository as well as for interim storage facilities for high level waste in the event storage facilities are needed. The following paper summarizes the sequence of procedures in site selection, and presents the interaction of governmental agencies, the states, the public, and affected Indian tribes in this process. Several agencies have published regulations assocated with the selection of high level waste sites. These regulations set down a diverse collection of requirements designed to ensure public safety. This paper identifies the organizations working to satisfy these requirements, and outlines the role of the geotechnical community in performing data collection activities to support these same requirements.

The paper "Design of Surface and Near-Surface Construction in Rock" by Deere, Hendron, Jr., Patton, and Cording discloses a principal difference between civil and mining engineering as applied to openings in rock. Generally, the civil engineer considers an opening as an asset, where a mining engineer finds that most of his openings are a liability. The openings, or rock surfaces, treated in the paper by Deere and coauthors are designed for lasting stability and the foundations for dams, the diversion tunnels, abutments, and surface excavations are expected to be stable for long periods or provide continuous access and other useful purposes. Except for those openings used for the transportation of men, materials, ore, and for ventilation, the mining engineer finds that his underground openings serve no useful purpose once the mineralized rock has been removed. Usually, these openings create problems such as reduced ventilation efficiency, added requirements for scaling, sealing, and other tasks necessary to maintain or isolate the openings. The surface openings and mine plants present another liability to the mining engineer. After the product has been removed from the earth, the abandoned pits or strips, tailing ponds, dumps, and buildings sometimes become hazardous, unsightly, or occupy surface areas that could be used for other purposes. As a general rule, the various disciplines involved in rock mechanics have different objectives and uses for openings; however, the basic concepts regarding the design or control of openings in rock are similar for each discipline. The review by Deere and his coauthors contains examples of the duplications in this technology, and, in particular, the common approaches used by civil and mining engineers. According to the June 27 issue of Business Week, Rep. Kearns (R., Pa.) introduced a bill in Congress along lines suggested by the National Society of Professional Engineers, to amend the Taft-Hartley Act to permit scientific, technical, and professional groups to discuss wages, hours, and working conditions with management-with the protection and support of the federal law. The article reports that the bill is opposed by a loosely knit group of professional and technical unions, the Engineers & Scientists of America. This group wants Taft-Hartley amended to make it an unfair labor practice for employers to discuss collective bargaining matters with professional organizations.

W. G. MITCHELL,* New York, N. Y.-I quite agree with Mr. Wilson1 in the statement that the Bonanza copper orebodies of the Jerome District are definitely pre-Cambrian. You might go much further than that. It is an interesting fact and, I think, well substantiated that the chalcocite enrichment is pre-Cambrian, and in that particular the deposits are unique, so far as I know, among copper-ore deposits. It is certainly true, under my scheme of classification, at least, and I think it has been supported by the work of Mr. Reber of the United Verde Extension, that chalcocitization was entirely accomplished prior to the laying down of the Cambrian sediments. The statement of Mr. Wilson that no Yavapai schist, as defined by Jagger and Palache, has been found in the Jerome District and that the schist in Jerome is composed entirely of ancient intrusive and extrusive volcanic rocks and bedded tuffs is one with which I am not entirely in accord. I believe that it is true that the schists at Jerome are largely composed of bedded volcanic material, I am also certain that there is a considerable proportion of plastic material in those schists. I have seen a good many slides, and it is quite common to find quartzites and limestones in the schists. At a short distance from Jerome, at the Arizona Binghamton, there are limestone strata in the schists several feet in thickness, and unmistakably a part of the original sediments as laid down. Another statement of Mr. Wilson is supported by my own observations. In the United Verde mine included fragments of sulfide ore are found in later anthracite dikes, which cut the orebodies but do not invade the chalcocite sediments. This is not only true, but those fragments of sulfide ore that are of small size, from the size of a walnut to fragments 2 and 3 ft. in diameter, are of the original unenriched pyritic material. I have never found high-grade ore, either chalcopyrite or chalcocite, in any of those dikes.

THE investigation discussed in this paper concerns phase equilibria in the alumina-silica-water system. Studies in this system are part of a re¬search project sponsored by the Geophysics Branch of the Office of Naval Research2 directed toward increasing knowledge of the stability relations of metamorphic mineral assemblages. Inasmuch as metamorphic rocks consist largely of aluminosilicate struc¬tures, many of them hydrated, the system alumina-silica-water is a logical starting point for the systematic laboratory study of metamorphic mineral systems. Although logical, this is not, however, an easy approach to the problem because of the very great difficulty of obtaining transformations among structures in response to changes in temperature, pressure, and con¬centration. Commonly equilibrium among the phases in this system is exceed¬ingly difficult to attain. New laboratory techniques are required to produce certain structural rearrangements, such as inversion of diaspore to boehmite or the transformation of alumina-silica mixtures to andalusite or kyanite. Phase equilibrium data for the alumina-silica-water system are consequently only partly complete, and only a summary progress report is presented here. Crystalline phases in the alumina-silica-water system are numerous and many are common minerals. The oxide components exist as: quartz, tridymite, cristobalite, corundum, water, and ice. Binary compounds occurring naturally are: sillimanite, andalusite, kyanite, and mullite in the alumina-silica system and gibbsite, boehmite, and diaspore in the alumina-water system. The most abundant among the ternary compounds is the composition A12O3.2SiO2.¬2H2O, existing in the four structural modifications, kaolinite, nacrite, dickite, and halloysite. The hydrated form of halloysite, A12O3.2SiO2.4H2O, is here called endellite. Pyrophyllite, A12O3.4SiO2.H2O, is the third ternary compound of natural occurrence. In addition to these minerals, two other ternary crystalline phases have been encountered in this study. The first is a structure resembling montmorillonite and corresponding perhaps to the pure aluminian end member of the beidellite series. The other has a composition approximating A12O3.2SiO2.H2O but its composition and structure are still in doubt. The successful completion, January 10,1901, by Capt. A. F. Lucas, of a well, near Beaumont, Texas, whereby an enormous flow, estimated at '75,000 barrels a day, was obtained, opened a new oil-field in the United States, kindled a frenzy of exploitation and speculation, revolutionized the fuel industry of a large region, and brought gain to thousands of people. Even to-day, it is impossible to cast up the present results or to prognosticate the future influence of this event. It has caused the revival of attention in other localities where oil had been suspected, and exploration for oil throughout the Texas region. It has attracted notice to the mineral resources of the Texas region, and created an interest in the geological conditions of that great State. This State, which has increased in population and wealth, as recorded by every succeeding census, with leaps and bounds such as are exhibited by no other part of the Union, now stands fifth in population and first in productive wealth per capita. Its fields, pastures, forests and mines teem with raw material. The whole economic evolution of the State has gravitated toward a focal point where these products were available for the coming of the kiln, the machine and the factory. The only drawback to the prosperity of the State was the lack of an economic fuel, inferior coal costing an average of $5.00 per ton at the time of the Beaumont discovery. This

RECORDS of crude oil in India date back for nearly 100 years, and modest attempts were made to develop the oilfields of Assam about 75 years ago. We have no record of production until 1892 when the fields near Digboi, Assam, yielded about 700 bbl. Since that time, the production of the Digboi fields has increased slowly, but steadily, and new fields have been opened at Badarpur, in Assam, and Khaur, in the Punjab, until the production in India in 1918 was about 293,700 bbl. and the possible production at the present time is approximately 300,000 bbl. per year. In the meantime, the English oil companies in India have been slowly adding to their holdings until they have taken up practically all of the promising territory that is readily accessible, and only about one-tenth of their properties has been touched by the drill. All the producing oilfields of India, and as far as we know all the prospective fields, are confined to areas underlain by rocks of Tertiary age. These rocks consist of more than 20,000 ft. of dark sandstones and shales, with the Nummulitic (Eocene) limestone at the base. In parts of Assam, the lower measures contain economic deposits of bituminous coal. In the Punjab, the upper part contains thick beds of conglomerate. Visible organic remains are rare; except in the limestone and the coal measures. In general, the hardness of the measures increases from top to bottom, but there is an alternation of relatively hard and soft beds throughout the whole series. The rocks are everywhere folded and, in some instances, severely faulted. The crests of eroded anticlines usually stand up as ranges of hills in which the individual ridges are underlain by the relatively' hard beds. Thus structural features are suggested and often clearly defined on the topographic maps.

Finances. : Income continues to increase the total for the year 1935, being $141,754 compared with $134,967 in 1934, and $121,689 in 1933, which was the lowest reached during the depression. The principal increases were $2000 in Current Dues; $2400 in Dues from New Members; $2000 for Advertising in the monthly magazine MINING AND METAL¬LURGY; and $1600 in Sales of Authors' Reprints and TRANSACTIONS volumes. Income from Dues in Arrears was $1000 less as a consequence of the fact that arrearages had been largely reduced during 1934, so that there were fewer from which to draw.

The Cripple Creek district is a lessee district-I do not think there is one urine operating in Cripple Creek to-day that does not have the leasing system. We have as many men leasing on our property as we have mining and every man who is working for wages is looking for a lease-every man has mined for him-self, he has been his own boss on a lease, either on our own property or on some of the other properties, and it makes a different class of employees.

THE observations here following are the result of an examination made as to the feasibility of extending the South Mountain Railroad from Pine Grove to Waynesborough, and of the commercial value of the ore through which such extension would be made to pass. The road at present built and in operation has a junction with the Cumberland Valley Railroad, half a mile east of Carlisle, and extends southward to Pine Grove, a distance of 172 miles. The extension proposed will add to it near 27 miles, making its total length 442, more than 23 of which will run through, or in close proximity to, beds of ore. EXPERIMENTAL work on the concentration and agglomeration of low-grade iron ores was started many years ago at the Mines Experiment Station of the University of Minnesota by E. W. Davis and his staff. From these laboratory results and the work of 0. G. Lellep, consultant for the Allis-Chalmers Manufacturing Co., there were indications that the use of a downdraft continuous- grate furnace, patterned from a conventional-type sintering machine, would be practical. Consequently, a pilot plant was designed and constructed by the joint efforts of Allis-Chalmers Manufacturing Co. and Arthur G. McKee & Co. at Carrollville, Wis. Several years of work resulted in plans to build a large-scale pilot plant for commercial application. Such a pilot plant, built at Babbitt, Minn., by the Reserve Mining Co., was designed to produce 1000 tpd. Sufficient metallurgical and operating data were accumulated to permit the successful application to the design of a commercial plant of any desired capacity. Based upon this data, a pelletizing plant having a 3 ¾ million ton per year capacity was erected by the Reserve Mining Co. at Silver Bay, Minn. and started operation in October, 1955. Provisions were made in the design to permit future expansion to a capacity of 10 million tons per year.

PREPARED BY THE PETROLEUM DEPARTMENT OF THE BOARD OF TRADE, LONDON THERE is very little to add to the report printed last year by the Institute as no developments of importance have taken place during the year. The following is a brief note on the various countries: GREAT BRITAIN The United Kingdom is a very small producer of petroleum, practically the whole output being derived from the oil-shale deposits of the Lothians of Scotland. The crude oil produced by distillation of shale in 1922 amounted to 180,000 tons, and the estimated production for 1923 is 207,000 tons. Because of the recent- decline in the market value of petroleum products, the production of oil, from shale can no longer be regarded as remunerative, and the future outlook for the industry is serious unless prices recover. As regards naturally occurring petroleum, the drilling operations undertaken by the Government have now been closed down. Out of the eleven borings undertaken only one, that at Hardstoft in Derbyshire, proved to be a producing well; its output was 125 tons in 1922 and 136 tons in 1923.

WITH few exceptions, unit operations in the Pennsylvania slate industry in 1950 did not differ appreciably from production methods described by Behre1 and Bowles 2-4 several decades ago. Many traditionally picturesque but relatively inefficient hand operations continued to contribute to high operating costs in an industry in which the margin of profit, for various reasons, was admittedly low. As part of a general program in which the Pennsylvania State College has been assisting the slate industry to solve some of its problems, time and method studies were used in an effort to determine the bottlenecks of production flow. The results are as applicable to other stone industries as they are to slate.

Percussion drilling with tungsten carbide insert button bits ranks among the most significant advances in both underground and surface drilling in medium and hard rock formations. Getting top performance and life from these upfront components is not particularly difficult if one pays attention to the basics in operation and maintenance. For some reason, a few of the essential operating and maintenance steps for getting the most from these tools seem to have gotten turned around; instead of operating at the near optimum levels, some miners, in following myths or misunderstandings about them, are shortchanging their optimal utilization. Let's examine the two most harmful ones.

In Silver Plume, Colo., there is a bachelor miner who offers individualized tours of his mine, The Silver Cloud. It is an interesting tour because he drove the mine himself and the view from the shack up there is spectacular. Beside that, he will probably invite you into his kitchen to sit around the old cook stove and drink coffee. When Andy first started his tour business he put a sign on the main street to advertise the fact. The sign read in part: "Women not welcome, but they will be tolerated at $3.00 a head”- the usual fee is $2.50. The sign lasted about 48 hours. Andy had to take it down because "all the ladies in town got mad at me. Now I take them all for $2.50 right across the board," he says. The mining industry is not only reticent about hiring women but traditionally does not even permit women to enter some mines. It would appear, what with the recent action on an equal-rights-for- women amendment in Congress, that we may be wise to examine the prospect.

THE test of the English Cupellation furnace should be so supported that the cupeller can change readily the elevation of the test, and at the same time watch the litharge channel. It is also important to raise or lower either side, independently of the other, in case of uneven wear of the side walls or of the breast. If the refined silver is poured from the test, it is much better to control the lowering of the test from the front than to raise the back by screws or a lever. In order to. enable the cupeller to manipulate the test with one hand, when the litharge is running, and to pour the refined silver from the test without aid, I have altered the common support to the .test, as shown in the accompanying drawing. The common method of supporting the test is by four screws, working in cross-bar nuts beneath the test. The points of the screws set into the test plate upon which the test rests. These screws are usually worked by pounding or pulling upon the heads, which may be either small pulleys or straight bars, as shown on the back screws in the drawing. This paper describes the development of a continuous float-and-sink process to produce coal low enough in ash content to be suitable for production of electrodes. The cleaned coal had a combined iron and silicon content of 0.239 pct. The efficiency of recovery was 84 pct. DURING World War I1 the demand for electrode carbon was greater than could be met by the supply of petroleum coke available for this use. It was believed that coke made from an extremely low-ash coal might be a suitable substitute for petroleum coke. Requirements for electrode carbon to be used for the production of aluminum are that the silicon plus iron content shall be not more than 0.14 pct of the coke. However, during the period when petroleum coke was in short supply, it appeared that relaxations of the specifications might be allowed to permit 0.4 pct iron plus silicon in the coke. For this work, the specifications were that the coal should contain less than 1 pct of ash, and the combined iron and silicon content of the coal should not exceed 0.28 pct. Heavy-liquid separations made on a number of coals showed that if certain size fractions of some coals Were separated at low specific gravities the resulting float products would meet the required specifications. The objective of this work was to develop a continuous, commercially feasible process for producing low-ash coal. After consideration of various processes, the method chosen was a float-and-sink separation using a solution of calcium chloride as the separating medium. Eagle Seam coal was used for the experiments. The —10 +35 mesh fraction was found to be the most promising feed for producing the low-ash content coal. A batch of 30 tons of — --in. coal was screened at 10 and 35 mesh; the yield of —10 +35 mesh was 20 pct of the feed. This fraction comprised the feed for the separation tests. In spite of the fact that this portion was screened a second time at 35 mesh, the coal still contained 16 pct that was finer than 35 mesh. Three-fourths of the undersize was in the —35 +48 mesh range. A representative portion of the —10 +35 mesh fraction was subjected to batch float-and-sink separations to determine the best gravity to be used in the continuous tests to obtain a high recovery of low-ash content coal. The heavy liquid used was a mixture of carbon tetrachloride and benzene which assured complete wetting of all of the particles. As usual in batch separations, adequate time was allowed for each separation so that even the near gravity particles had ample time to separate. The separations were made at increments of 0.01 sp gr from 1.25 to 1.28 and also at 1.32 and 1.59. Each specific-gravity increment was assayed for ash content. From these data it was concluded that 1.27 sp gr was best for the continuous separation of the coal. The products from the batch separation were composited into float 1.27 and sink 1.27 sp-gr fractions; these were assayed for ash, iron, and silicon. Table I shows the results of the batch separations. The composite float 1.27 fraction contained 66.04 pct of the total weight, and had an analysis of 0.79 pct ash, 0.073 pct iron, and 0.112 pct silicon, or 0.185 pct iron and silicon combined. These data are indicative of the results possible if a perfect separation is made at 1.27 sp gr under static conditions. Inasmuch as the method under investigation is a dynamic system these results could not be obtained. It remained to be determined, however, just how close to the theoretical results the actual continuous separation would be.

The processing of fine particles inevitably produces slimes. These present a dewatering problem, for which gravity thickening provides a partial or preliminary solution. The paper shows the effects of practical factors in carrying out laboratory sizing tests for thickeners. Several methods of determining thickener unit area have been compared for a lightly coagulated phosphate slurry and a highly flocculated kaolin slurry. Practical techniques of mixing and flocculant addition have significant effects on batch settling data. Pulp temperature and cylinder dimensions are very important. Errors in sizing thickeners for highly flocculated slurries by the standard methods are discussed. Such methods are suitable for less compressible slurries, however. Rules of thumb for flocculant selection are given.
