Reaching the miner with safety education" is R the ultimate goal, the main objective, of every safety program in the mining industry. If we can get safety education to every worker, and it is properly learned, enforced and obeyed, we should eliminate at least 85% of all potential accidents. We should then have very few accidents as a result of unsafe behavior, which, in turn, would allow us to concentrate most of our future efforts on preventing the types of accidents which are caused by faulty or defective machinery, equipment, tools and materials. An uninformed or uninitiated person would think that it should be a rather simple process to reach the miner with a safety education. Theoretically he would be right because here we get involved in a matter of semantics. When we say "reaching the miner with safety education" we actually mean that this education must also be accepted and learned by the miner; we intend to mean that safety must be observed and followed at all times. But in order to realize our complete meaning of the phrase, we must find the solution for a number of problems and obstacles which are well known to management and safety personnel.

Introduction The Bulletin of the Institute for March, 1911, is chiefly devoted to papers upon the iron ores of northeastern Cuba. At that time information about the new developments in the peculiar brown hematites of the region was becoming widely circulated and interest was especially keen. For some years exploration had been conducted with pits and trenches and so great an area had been shown to contain ore in the Mayari, Moa, and Cubitas or San Felipe districts, that the reserves conveniently situated for the consumption of American furnaces were estimated as quite two billions of tons. INTRODUCTION THE Bureau of Mines is investigating the problem of slag viscosity, its variation with the temperature and with the composition of the slag, and its effect upon the distribution of the sulphur between molten iron and slag, as introductory to a series of contributions to the theory of the metallurgical processes. The method of measurement, viscosity, apparatus, furnace and other accessories mentioned in this paper have been described fully in a Bureau of Mines report.1 THE LITERATURE ON SLAG VISCOSITY The viscosity of blast-furnace slag had not been measured previous to the investigation described in this report. A number of investigators have determined the "fusibility," or softening temperature, of slags by means of the cone method or, other deformation method, but these methods supply only limited information regarding the temperature-viscosity relations.-of the slag in question. Any deformation method that may be employed indicates only the temperature at which the slag attains a more or less definite viscosity, the magnitude of the value obtained depending on the method used. For details of the various methods used by different investigators, see, the Bureau of Mines paper already referred to. An isolated measurement by Doelter on a single mixture at 1,300° C. represents the highest temperature reached in the various viscosity investigations previous to those described in this report, in which results have been referred to absolute units. Arbitrary deformation tests have of course been made at much higher temperatures.

We have already devoted two previous memoirs to this question. In the firstL we collated and discussed the existing literature on the subject; in the second: we described the crystalline forms obtained by the reduction, at different temperatures, of ferrous chloride by hydrogen or by zinc-vapor. The conclusion from these researches was that the three allo-tropic states of iron—a, stable below A2; , stable between A2 and A3; and , stable above A3—all crystallize in the cubic system. The differences observed were such as are customarily encountered in the crystallographic records of many minerals of which allotropic varieties or isomerides are not known, and did not conform to the ordinary definition of polymorphism. It is, however, improbable that allotropic transformations, which are placed beyond doubt by a series of positive facts, do not involve some changes in the intimate structure. As a matter of fact, the crystals we did obtain were too small to allow of a precise examination, and this might introduce an element of uncertainty in the firm establishment of our conclusions. Professor H. Le Chatelier mas even led to think from some of our results that r-iron could very well be a rhom-bohedron simulating a cube, and not a true cube, and it will be remembered that the crystalline form of bismuth was for a long time incorrectly regarded as cubic. The necessity, on the Pacific Coast and throughout the semiarid regions in particular, of the conservation of waters for agricultural, industrial and mining purposes has forced itself upon the minds of those directly or indirectly interested in these industries. To meet the requirements of the case, storage must be provided for the flood-waters so abundant during the rainy season in order to insure a constant and unfailing supply during the summer months. Such storage can only be obtained, in the greater number of instances, by the erection of reservoir-walls of great height. The feasibility of employing earth or timber in the construction of such high dams is questionable, especially when (as is often the case) they must be placed in torrential streams. The experience of recent years with masonry dams, throughout this and foreign countries, has demonstrated that such dams, when intelligently and correctly designed and properly constructed, will meet the requirements of larger storage by means of increased height. The failures of masonry dams have been few; only two of any consequence being on record, namely, that of the Puentes dam, in Spain, in 1802, and that of the Habra dam, in Algiers, in 1810.* On the other hand, the failures of wooden and earthern dams are innumerable. INTRODUCTION The principal applications of the flocculation process in the coal industry lie in the area of waste water treatment. Consequently, the concern is more with the behavior of the associated minerals, clays for example, than with the coal itself. At the same time, however, the presence of even small amounts of fine coal can significantly influence the performance of the flocculation operation. Coal preparation waste water treatment is a substantial problem involving over 200 billion gallons of water annually. There can be no doubt that these quantities will continue to increase as coal production increases and environmental considerations dictate the increased use of closed circuit systems and tighter control of effluent quality. Furthermore, we can expect to find a continued increase in the amount of fines generated in the coal mining and processing operations. Modern mining techniques tend to yield a finer raw coal with a higher ash content. The greater emphasis on fine coal cleaning for improved sulfur and ash removal and increased coal recovery will also lead to greater demands being placed upon the wastewater treatment system. The costs of "blackwater" treatment have been shown to vary widely from plant to plant (1). Part of this variation can be attributed to differences in the coal being mined and the plant flowsheet but there are no doubt significant contributions from the improper design and operation of treatment facilities.

MANY of the difficult operating problems of the preparation of coal for market, of sampling coal shipments and in the utilization of coal are caused by segregation in the coal mass. Segregation may be of two kinds: i.e., "size segregation," in which parti- cles of the same size in a mass of coal containing a range of sizes collect to-gether and "density segregation," in which particles of the same density or specific gravity in a mass of particles of varying density gather together. MECHANICS OF SEGREGATION Size segregation cannot take place with closely sized coal. As the size range increases, the tendency for size segregation increases. Similarly, cleaned coal with particles of approxi- mately the same specific gravity have very little tendency for density segrega- tion. The wider the density range of particles and the more particles of different density, the greater the chances are for density segregation. FOR several years this Institute has recorded in its TRANSACTIONS the various discoveries of potash? in America, and the successive stages in the development of an independent domestic potash industry. This paper is intended primarily to continue the record through the year 1935. In retrospect it is not inappropriate to note that public interest aroused in 1910 resulted in the production of some 1090 tons of pure potash in 1915, as a small beginning in the domestic inorganic potash industry, and that the infant industry thus begun reaches its majority this year, following a record production in 1935 of about 600,000 tons of potash salts and exports to no less than 22 foreign countries, including six countries in Europe. This production, with an estimated 200,000 tons of pure potash, may be compared with a production in 1934 of 430,157 tons with an equivalent of 144,342 tons of pure potash.

INTRODUCTION Coal is a solid combustible mineral substance resulting from the alteration of vegetable matter largely in the absence of air. It occurs in nature with varying percentages of mineral matter associated with and incorporated into the coalified material. If the amount of this inorganic mineral matter is sufficiently small, and if selective mining can be practiced so as to avoid the incorporation of ash- bearing material from adjacent strata and/or parting seams, the coal can be used as-mined. Otherwise, it must be given a preparation treatment. In 1980 the bulk of the approximately 525 coal preparation plants were located in the eastern half of the U.S., largely in the Appalachian and to a lesser extent in the midwest coal fields (1). Only 17 of these preparation plants were located in the west; these were in Colorado, New Mexico, Utah, Washington and Wyoming. In the past, however, a great many more preparation plants were operated in these and other western states. The upsurge in both the domestic and world- wide demand for quality coking and steam coal will certainly lead to an increase in the number of preparation plants in the west. In fact, there has been a massive development of coal mines and their associated preparation plants across our northern border in Alberta and British Columbia, largely to serve the export coking and steam coal market. Most of the tremendous increase in newly-mined coal in the western U.S. has come from thick seams of inherently low-sulfur, low- ash coal, easy to mine selectively without significant contamination with ash-forming minerals and requiring no preparation. In 1954, the first year the award was conferred, Fred Searles, Jr., remarked, "The earlier years are the easiest." In this, the second year, it was easy to choose the outstanding mining engineer. Our conferee this year has been destined to mine. He comes from pioneer stock, and though a son of the American Revolution he is most proud that all four of his grandparents came to the Jordan River Valley of Utah the "first summer," which all Utahns will recognize as 1847. At the time of discovery of high-grade ore in Bingham, his grandfather, Archibald Gardner, had a crew of men getting out saw timber in the area. The first claim staked in Bingham Canyon was named the Jordan, and Bishop Gardner was the colocator of the claim as well as the man to record it.

FIRST indications that mineral industries expansion is beginning to show results are contained in the report by Defense Mobilizer Charles E. Wilson, The Battle for Production. The report, submitted to the President early this year, says that the United States has reached a $2 billion-per-month rate in military deliveries-three times that of 1950. Plant expansion in 1951 totalled $11.1 billion, the report states. Certificates of accelerated amortization have been approved to cover $11.4 billion in proposed plant construction. In reference to plant expansion significant to the mineral industry, the report states: •Steel industry goal is 120 million ingot tons by 1954, compared with present 108 -million ingot ton capacity. •Taconite beneficiation should result in 15 million tons by 1955. •An existing annual aluminum output rate of 860,000 tons. •An estimated 500,000 tons of sulphur by late 1953 •Manganese production up 50,000 tons as- the result of new projects in 1952. •Montana tungsten project coming into production in 1952. •Present zinc production expansion projects to add an estimated 150,000 tons to the 1951 production figure in 1953. Information gathered from official sources, other than Mr. Wilson's report, indicates an increase in the annual capacity of other segments of the industry by 1955, as shown in Table I. [ ]

THE gravity magnitudes obtained by means of observations with the Eötvös balance in the field are necessarily resultant or total effects due to all abnormalities of mass distribution, including even the effects due to the ellipticity and rotational motion of the whole earth. Since the object of the survey is to isolate the effects which arise solely from some particular subterranean feature, and to deduce therefrom the configuration and extent of this feature, the first step is to eliminate from the observed effects all those due to "disturbing" (i, e., unwanted) features, whether above or below the surface of the ground. The disturbing features have different characteristics, according to their situation relative to the center of the balance and to the horizontal plane through the foot of the balance, or station point; this diversity was recognized by Eötvös, who divided the total effects into so-called Normal, Terrain, Topographical, Cartographical and Subterranean effects. This classification has been adhered to by most subsequent investigators, but the writer prefers to employ the term "three-dimensional," which really indicates the essential character of the class of effect known as "Subterranean," at any, rate from the standpoint of the computer of effects. Before disturbing effects can be eliminated, the features must be measured up or surveyed, whether by topographical, mining, or boring methods, and then the effects of each feature calculated and subtracted from the total observed effects. After this the problem of interpreting the residual effects will itself necessitate the computation of the assumed feature, or even a series of trial features.

MOST papers on xanthate have dealt with principles rather than practice. On the assumption that many millmen are interested in knowing where and in what manner the xanthates are being used in mills other than their own, this paper will summarize the results of a recent survey of North American plants. A brief background story and a description of the xanthates will be followed with the results of that survey; then a few observations will be made on storage, feeding, and ore testing. The first xanthate was made in 1822 by Zeise of the University of Copenhagen. With commendable scientific detachment (or perhaps a bad cold) Zeise ignored a more pervading quality of the substance and named it for its color, after the Greek word "xanthos," meaning yellow. During the first 80 years of its recorded existence xanthate found use only in.small quantity as an insecticide; after the turn of the century there was some further demand for it in the vulcanization of rubber. It was not until 1922, by coincidence the centennial of Zeise's discovery, that C. H. Keller of San Francisco, seeking sulphidizing agents, recalled xanthate in connection with his experience years earlier when he had seen this material used in Europe to combat grape phylloxera. His successful tests with the new flotation reagent culminated in the basic xanthate patent (U. S. 1,554,216) in 1925. In the minds of many metallurgists the introduction of xanthate as a flotation reagent is identified with the beginnings of alkaline circuits, the first use of chemical collectors, and the beginning of selective flotation. Actually, these preceded xanthatc by a number of years. The alkaline circuit in lead-zinc flotation was introduced by Lyster as early as 1912. In 1922 Sheridann and Griswold made their momentous discovery (Timber Butte) that alkali cyanides and zinc sulphate effectively inhibited the flotation of pyrite and sphalerite in pulps made alkaline with sodium carbonate or bicarbonate. The use of lime to retard pyrite in copper flotation began within two years after Ralston directed attention to its possibilities in 1917. These were the beginnings of modern selective flotation, which was practiced successfully on copper-iron ores at Nacozari in 1922, and at Inspiration, Cananea, and others only shortly afterward. In the lead-zinc mills, selective flotation was of even greater economic importance at that time. The Sunnyside plant of U. S. Smelting, Refining, and Mining Co. used the process earlier than 1920, and Consolidated, Timber Butte, and others soon followed. As a chemical collector xanthate was relatively a latecomer, for the Corliss patent of 1917 covered the first of these, alpha-naphthylamine, and the Perkins patent of 1918 the second, thiocarbanilid. IT was said by many who discussed Professor Posepny's admirable paper on the " Genesis of Ore-Deposits," read at the Chicago meeting of the Institute, in 1893, that its most valuable feature was the clear distinction which it drew between the influence upon ore-deposits of the "vadose " circulation of waters descending directly from the surface, and that of the deep underground circulation of waters generally coming from the depths, and assumed by the author to be ascending through more or less open spaces under the influence of heat. A little later the effect of the oxidizing action of the vadose circulation upon ore-deposits was ably and exhaustively treated by Prof. R. A. F. Penrose, in a paper on " The Superficial Alteration of Ore-Deposits "f-the only one, so far as I know, which has been exclusively devoted to this important subject. My own first detailed study of ore-deposits was made at Leadville, in 1880, at a time when almost the only minerals visible in those deposits were in oxidized forms. That this form was the result of the alteration of earlier sulphides by surface-waters had to be proved at the time by induction or analogy, the general correctness of which was, however, abundantly confirmed by subsequent developments. Thus I was early impressed with the importance of distinguishing, in the study of an ore-deposit, the alteration-products, resulting from the action of oxidizing waters descending from the present surface, from the earlier-formed sulphides; and, assuming that the latter were primary or original, I called the former secondary. There are key words common to Government and the minerals industry, the use of which immediately spark interest, argument and confusion. Among these is productivity, a term ranking for widespread misunderstanding with mineral self-sufficiency and mineral conservation. Each interpretation of these words tends to emphasize a single aspect and either minimize or ignore the complex dynamic system of things that influence the Nations mineral productiveness. This paper1, abstracted from a monograph on lead now being prepared for publication by the Bureau of Mines, not only sheds light on the trend of productivity in the lead-zinc mining industry but it presents the basis for forming a common general notion of what the term productivity implies.

T he Radon mine is in the north end of the Big Indian mining district in San Juan County, Utah. Hecla Mining Co. operated the mine from early 1955 to early 1964 through an operating agreement with Federal Resources, Inc. Development consisted of a 3-compartment, 690-ft shaft, 4 main levels driven on the ore horizon and a haulage level below the ore. Evaluation of physical and economic factors showed that this flat-dipping ore occurrence could be mined by a low-cost coal mining method. The value of the deposit was high and unusual pre¬miums were possible by clean mining. Complete extraction without loss of ore pillars, minimum ore dilution and high production per man were obtained by longwall mining.

DOCTOR Albert Sauveur, distinguished scientist and Honorary Member of this Institute, predicted in the first Howe Memorial Lecture that the privilege of delivering this annual address would be considered a highly significant honor. The intervening years have well borne out Sauveur's prophecy. I wish to assure the American Institute of Mining and Metallurgical Engineers that I also deeply appreciate this honor, recognizing at the same time the present and even more the future responsibilities with which it is accompanied. Several of the previous lecturers had the good fortune to attend the classes of Professor Howe and to work in his laboratories. I was similarly favored, although in my instance and to my great regret the period was all too short. However, Howe's book, published in 1903, "Iron, Steel and Other Alloys," afforded me abundant opportunity to continue these studies. How well I remember the inspiration I derived from this famous book by Howe, the metallurgical master, pioneer, and educator! Remembering that Professor Howe contributed numerous papers to The Metallographist, a magazine supported from a technical point of view by the world's pioneers in metallography, I was curious a few days ago to learn the nature of Howe's early contributions to this magazine. The first paper by Howe in the first year of The Metallographist (1898) dealt with the allotropic theory; the second also treated of allotropy, and I quote the first sentence of that paper: The allotropic theory of the hardening of steel may, like so many other important theories, have to be accepted or rejected not on direct proof or disproof, but on the accumulation of circumstantial evidence for or against it. Howe's ability to stimulate others by his deep understanding and clarity of expression was truly remarkable; but just as striking was his intuitive judgment concerning the implications of metallurgical data in the arts and sciences. It therefore seems fitting that this lecture comprise a broad treatment of the subject chosen, rather than a closely documented thesis on any one phase of the problem; that in it attention be focused

The Mississippi river was discovered by French explorers that came southwestward, by way of the Great Lakes, from eastern Canada. Vignan, Joliet, De Champlain, and others of the French pioneers in the first half of the seventeenth century, dreamed of a short cut to China by means of the great waterways they explored. In a geographical book published in London in 1726 by Daniel Coxe an account is given of "a new and curious discovery and relation betwixt the river Meschachebe [Mississippi] and the South Sea, which separates America from China, by means of several large rivers and lakes". Louis Joliet, a fur-trader, and Jacques Marquette, a Jesuit missionary, reached the Mississippi and paddled their canoes on its broad waters on June 17, 1673.* They descended the river as far as the entry of the Arkansas tributary, and then returned overland to Canada, being deterred from going farther south by reason of Indian hostility. Several years later Robert de La Salle, a French trader, starting from Quebec, went westward to Lake Michigan and thence to the Illinois river, which he and his comrades descended in their canoes to the junction with the Mississippi, and then followed it to the sea. They reached the Gulf of Mexico on April 9, 1682. Thus the great central waterway of North America was made known. These French-Canadian voyageurs, or boatmen, traded with the Indians for furs in the Upper Mississippi valley, and when in need of bullets they noticed the outcrops of lead ore, from which, probably in the last decade of the seventeenth

[NoTE.—-This paper was presented at the Pittsburgh meeting in a partially completed form, and I fully expected to obtain, before the period of its publication, both the data and the leisure required for its completion. The hygiene of collieries was to have been separately considered, and the sanitary conditions of various metallurgical industries connected with mining were to receive an extended discussion, while at the same time the points treated in the paper as prosented at Pittsburgh were to have more ample illustration from American and European sources. Delay in obtaining expected information, and the continuous pressure of professional work, have prevented hitherto the execution of this plan ; and I can now publish only a portion of what I had designed to contribute to the subject. In the meantime this portion, but slightly changed, has been included as a chapter on the Hygiene of Metal Mines in a work entitled Hygiene and Public Health,, edited by Dr. A. H. Buck, of New York. An excellent chapter on the Hygiene of Coal Mines, contributed to the same work by Mr. Henry C. Sheafer, of Pottsville, affords me an opportunity to supply one of the deficiencies above alluded to. Mr. Shearer's chapter contains much material in the way of explanations not required by professional readers; And be moreover devotes a considerable space to the explosive gases, falls of roof, and other causes of accidents to life or limb—a branch of the subject not belonging strictly to bygiene. I therefore make extracts only from his treatise.—R. W. R ] It is convenient to divide mines, with reference to this subject, into two classes, collieries and metal-mines. Subterranean quarries, rock-salt mines, etc., present no conditions requiring them to be separated from the latter class.
