H. C. WEED*—Referring to the use of "dummy fuse" for checking the shots in chute blasting operations, I believe that an even better practice is to blast the chutes with no delay electric blasting caps. Permanent wires can be strung through the grizzly lines and the lead wires from the shots attached to these lines. Using this method, no time is lost in spitting the individual fuses. The possibility of a fused charge becoming dislodged by previous shots and falling into the chute below is eliminated and there is no chance of a man walking back into his own blast. A small hand twist blasting machine or a radio "B" battery can be used to fire the shots if the lines are fired individually. If so desired the entire area can be blasted at once by a switch at the manway or in the drift below. providing a sufficient source of electricity is available. In case a switch is used, proper precaution for locking the switch must be provided. R. H. WIGHTMAN (author's reply) —We do use electric blasting when the number of shots is large; but we have found it more satisfactory to use fuse and caps for individual shots on the grizzly.

Construction of the Ranger uranium project, located 230 kms east of Darwin in the Northern Territory, Australia, commenced in January 1979. Energy Resources of Australia Ltd (ERA) was incorporated in February 1980 to acquire all the rights in the project. The total cost to ERA of these rights was A$407 million, made up of A$125 million in cash to the Federal Government and the issue of 125 million A$1.00 shares at par, plus a payment of A$16 million in cash to each of Peko-Wallsend Ltd. (Peko) and EZ Industries Ltd. (EZ). ERA's cash requirements to complete the project were estimated in October 1980 to be A$553 million. Project loans, secured by first ranking debenture stock, were arranged for a total of US$390 million, while second-ranking debenture loans totalling A$60 million were [ ] obtained from the vendors, Peko and EZ. Overseas participants (power utilities who had agreed to purchase uranium yellowcake under contract) arranged to take up 25% of the equity capital for A$102.5 million; Peko and EZ were allotted 30.5% each as satisfaction of vendors' consideration; and 14% representing A$57.5 million was issued to Australian residents in an underwritten public flotation in November, 1980. The loan and equity financing arrangements required the successful resolution of many complex and interlocking factors, including technical and economic feasibility, agreement with Aboriginal interests, compliance with Government policies, and securing of sales contracts.

Since 1880 the occurrence of gold-ore has been known in the Lake of the Woods district. In 1879 the writer examined a so-called silver-location in the lake. More recent developments have extended, south and east, to the Rainy lake and along the Seine river, which flows from the northeast into the Rainy lake. The gold occurs in quartz-veins in the Huronian series. These Huronian rocks occur in belts in the Laurentian; the latter being the predominant formation in the eastern part of Ontario.

I HAVE previously demonstrated to you as well as I knew how in what way ores are treated and then how the separated metals are brought to their pure and ultimate limit of perfection by means of smelting and other artificial fires; all except gold, which remained incorporated in the silver. Because the method used for the others does not serve for this, and if indeed it did serve it would be a great labor and could not be done without a great loss of the thing, it is therefore necessary to proceed with the practice of another art if you wish finally to extract gold from the bonds of the intrinsic substance of silver, for it exists bound and scattered in this like the soul in the body of living creatures. In this, unlike the other works where you make direct use of the vigor of the fire, you use a substance that is like water, drawn by the force of fire from a very powerful composition of two materials. This is a very marvelous thing to consider as a liquor because of its powerful effects. It is made by artificial distillations and it has an acid property and the power of corroding and reducing into itself silver and any other metal placed in it, with the exception of gold. Nothing is apparent in it except a pure water. It is indeed a very ingenious thing for which we must be greatly indebted to that philosopher, alchemist, or whoever else was its discoverer. The silver that contains gold is put in this water, and from its former quiet state you will see it change as if forced to combat and breathlessly devour and consume that silver in itself and change it into water. This happens in a very short time and with very little help from the heat of the fire. All the gold that was united in the silver you will see like sand at the bottom, and when the water is taken off by decantation it will freely give you all the gold without any loss. Nor is it so ill-mannered as to fail to restore the silver to its place if you wish; and though it seems to have consumed and spoiled it as it was before, it returns it to you without loss. This is the first of a series of theoretical papers on the iron-carbon system. A simple critical analysis of the ordinary constitution diagram of the iron-carbon system yields valuable information regarding the nature of the equilibria in the liquid and solid states. It is shown, for example, that the solute in the melt is Fe3C, but in solid Fe (austenite) the solute is carbon. The thermodynamic laws of the depression in the freezing point of solid solutions have been developed and discussed. Using the usual method of plotting the logarithm value of the concentration of the solvent (in this case, the ratio of concentrations of the solvent in the liquid and solid phases) against 1/T, curves are obtained. A rigorous thermodynamic analysis of these curves has been shown to yield considerable information regarding the internal equilibria of the system, with which the phase rule does not deal altogether. In this way, it is shown again that the solute in the melt is Fe3C, but in the solid rFe the solute is carbon. Various heats of reaction (fusion and transition) and other thermal data have been derived: and discussed with a view to correlating the conflicting experimental data obtained by different investigators of the system.

The current state-of-the-art design of mine pillars can be grouped into empirical and numerical design techniques. Numerical design techniques are based on sophisticated computational techniques which analyze the stresses and strains through the interstices of a pillar. Empirical techniques are less exact, but have been widely used, particularly for coal mine pillar design, because of their ease of computation. Over the years numerous empirical equations have been proposed to calculate the ultimate strength of coal mine pillars. This paper presents a review of the various equations which are most frequently utilized and examines the fundamental assumptions, limitations and applicability of the design formulae. The review intends to provide the practicing mining engineer with an understanding of the assumptions and mathematical basis of each equation to aid in the selection of the criteria most applicable to his specific design problems. Recommendations are made of the empirical equations that are presently most acceptable for design.

The following notes are taken from results obtained on a standard 25-ft. Hancock jig1 tested during regular operation in the Bonne Terre mill of the St. Joseph Lead Co. The object of the tests was to determine the conditions for most effective work, and the nature of products that could be made. The material treated was sized between 9-mm. and 2-mm. round-hole screens, and was constant throughout the experiments. Three products were made, concentrates from the first three hutches, middlings from the fourth and fifth, and tailing from the sixth. The middlings were crushed in one pair of Allis-Chalmers Style B, 30 by 14-in. rolls, and elevated with the original ore to the 2-mm. screens, oversize of which formed the jig feed. While this arrangement was very simple, it gave rise to undesirable crowding of the circuit. Table 1 shows tonnage and assay values of the jig feed and products at the beginning of the experiments, and brings out the excessively large amount of middlings, comprising 63.3 per cent. of the total material fed to the jig. The rolls, being heavily overloaded, did very little crushing, a screen analysis of the product showing that only 27 per cent., or 128 tons, was crushed fine enough to pass to the tables. The remaining 347 tons returned to the jig with 400 tons of original ore. At .times, this overcrowding became much worse, and the tonnage in circuit grew to enormous proportions. This paper will discuss a US Bureau of Mines project designed to assess and predict the impacts which surface coal mining will have on the regional shallow groundwater system in the Powder River Basin. The primary objective will be met through the accomplishment of the following: (1) The design and establishment of a regional network for monitoring shallow groundwater systems in the basin; (2) monitoring the direction and rate of flow, water quality, and aquifer characteristics of the shallow groundwater systems; and (3) development of a regional groundwater simulation model, with appurtenant subroutines to determine local effects.

[The conclusions arrived at by authors in paper read before the Petroleum Division and the California Sections of the Americam Institute of Mining and MetallurgicaI Engineers and the Standardization Division of the American Petroleum Tnstitute, at a joint session held at Los Angeles, Cal., Jan. 21, 1926, are presented below.] From the theoretical discussion and experimental evidence presented in this paper, the following conclusions may be drawn: 1. The efficiency of the oil-well plunger pump is dependent to an important degree upon the submergence provided. 2. Ample submergence must be secured in order to provide sufficient static pressure to force the oil through the restrictions interposed in the oil path at the standing valve and at the plunger nut surrounding the garbutt rod. These restrictions should be no smaller than is structurally necessary, in order to reduce resistance to oil flow to a minimum. 3. A part of the static pressure developed below the standing valve by submerging the pump is dissipated in overcoming the inertia and in providing upward acceleration for oil left between the pump valves at the conclusion of the down-stroke of the plunger, and of oil below the standing valve in the gas anchor above the oil inlet. This loss in effective static pressure can be reduced to a minimum by dispensing with the garbutt rod and placing the working valve at the lower end of the plunger. The valves should be as near together at the conclusion of the down-stroke of the plunger as is consistent with security in avoiding striking of the lower end of the plunger on the standing-valve crown. Gas anchors should be short, and oil inlets should be as near the standing valve as is consistent with proper gas exclusion. 4. Because of the presence of gas in solution in the oil, which tends to escape from solution under the reduced pressure conditions above the standing valve, the effective length of stroke of the plunger is reduced, and the suction effect of the rising plunger is largely nullified. The influx of oil through the standing valve is therefore chiefly dependent on static pressure developed by submergence.

This is the second of a series of theoretical papers on the iron-carbon system. The solidus lines obtained as a result of the different methods of investigation fall naturally into three classes; namely, (1) a straight solidus originally suggested by Roozeboom and supported in the main by the work of Carpenter and Keeling, Andrew and Binnie, et al., using the thermal analysis method; (2) a slightly curved solidus obtained by Honda and his associates, using the magnetic and resistance methods: and (3) Gutowsky's solidus obtained by the Heycock and Neville method of quenching at successively higher temperatures. Although the thermodynamic method as shown in the first paper indicates that the straight solidus line is correct, no explanation has ever been advanced to account adequately for the disagreement in the shape and position of the solidus lines obtained. The nature of the solute in austenit.e is theoretically discussed. On the basis of such discussions, the data obtained by Honda and Endo on the change of magnetic susceptibility of steels with respect to temperature were critically subjected to a graphical analysis, which is shown to yield a rational explanation of the curved solidus lines.

lHE general constitution of a number of metal-lead telluride and metal-tin telluride systems has recently been studied in an effort designed to furnish background information for the study of degradation mechanisms on junctions between thermoelectric power generation materials and metals.1"4 This paper reports further results of that effort. It was found that cobalt-lead telluride constitutes a stable pseudobinary section through the ternary Co-Pb-Te system. Materials used in the study were lead and tellurium of semiconductor-grade purity (American Smelting and Refining Corp., 99.999+ pet). Cobalt (Johnson Matthey & Co., 99.999 pet purity) was used in the form of slices cut from rods of 5 mm diam. Twenty- gram charges of the alloys were melted in evacuated quartz ampoules. Thermal analysis, as described previously,2'3 and metallographic and X-ray diffraction methods (Debye-Scherrer photographs) were used as investigative tools. Substantial difficulties were encountered in polishing, as reported previously for the lead telluride-iron system.3 A number of different etches were used, including dilute aqua regia, Murakami solution, an etch containing copper nitrate,3 and HC1-HNO3-acetic acid-water mixtures. The depression of dithiophosphate by phosphate was investigated by correlating radiotagging measurements of competition in sorption with measurements of flotation. Competition in sorption was as complex as the sorption of the individual ions, thus strengthening the conclusion that more than one process was involved in the interaction of the ions with galena. The depression of flotation was chiefly a result of reducing the amount of dithiophosphate sorbed.

One aspect of ocean mining that is frequently overlooked in discussions is the problem of establishing some form of legal control over the seas. Much of the discussion centers on mining in territorial waters, which are controlled by the various countries according to the Geneva Convention on the Continental Shelf, and perhaps by political subdivisions of countries such as the individual states of the U.S. But as technology improves and the mining of deeper waters becomes feasible, the problem of rights outside the continental shelf and territorial waters becomes a significant factor for anyone expending the time and capital for development. Several schemes are possible for regulating ocean mining but as yet none have been instituted, except what might be termed the "wait and see" approach. Even some of the coastal states in the U.S. have no regulations governing mining in the territorial waters under their jurisdiction. Until some regulation is formulated, there may well be little development in ocean mining due to the high risk of capital involved, both with respect to companies wishing to invest their own funds and financial institutions funding a venture to develop offshore mineral deposits.

Oil.—During the year 1938, there were 434 oil wells drilled in the Texas Panhandle, increasing the daily initial production by 192,706 bbl. —that is, 229 fewer oil wells drilled than in the previous year, with a decrease in total daily initial production of 129,626 bbl. The total daily potential of the field on Dec. 1, 1938, as determined by the Texas Railroad Commission, was 1,250,645 bbl., an increase of 210,663 bbl. over the previous year. On Dec. 1, 1938, the daily allowable of 82,466 bbl. was assigned to the field to be produced from 3931 wells. The total amount of oil produced for the year was 23,227,170 bbl. The total proven productive area includes 148,298 acres. This is 30,248 acres more than for last year, and represents a more accurate calculation of the areas and not new discoveries. Gas.—There were 103 gas wells drilled during 1938, having a combined open flow of 3,166,300,000 cu. ft.; that is, 65 less than the number of wells drilled in 1937, with a decrease in the open flow of 3,144,488 cu. ft. per day. Pipe-line Gas.—The pipe-line companies withdrew 230,307,854,000 cu. ft. of gas (a daily average of 630,980,000 cu. ft.). The total withdrawals by pipe line decreased 5,624,481,000 ft. from that of 1937. Natural Gaso1ine.—Throughout the greater part of the year, 46 gasoline-extraction plants processed 1,376,186,000 cu. ft. per day, a total of 502,308,010,000 cu. ft. for the year. This gas yielded about 275,875,000 gal. of natural gasoline. The total daily capacity of all the plants is 2,519,500,000 cu. ft. During the latter part of 1938, one of these plants was shut down, leaving 45 plants operating at the close of the year. Carbon Black.—Thirty carbon-black plants operated during 1938, burning 266,881,000,000 cu. ft., or a daily amount of 731,180,000 cu. ft. This produced approximately 400,000,000 lb. of carbon black. During the year one plant was dismantled and two plants were shut down.
