California had a record year in production and drilling activity, but the results have not been sufficient to keep up with the enormous increase in demand due to war activity. During the year, 164 dry wildcats were drilled, 80 dry wells in proved areas, 31 gas wells, and 1158 successful oil-well completions for a total of 1433 wells, compared with a total of 765 in 1942. With new discoveries of only 20,000,000 and production of 283,000,000 bbl. for the year, total reserves of California oil have decreased more than 250,000,000 bbl. However, revised estimates of the reserves of old fields indicate an increase in the state's reserves of I00,000,000 barrels. The completion of 1158 wells has served only to maintain the maximum efficient daily rate of production at 800,000 barrels. There is evidence in many fields that oil is being withdrawn too rapidly to obtain the maximum recovery, and more rapidly than is conducive to good production practice. Statistics for 1943 as compared with I942 are shown in the table in the next column, Supply and Demand Steadily mounting needs of the military forces and increased industrial consumption raised total demand for all petroleum products on the Pacific Coast to 914,000 bbl. daily in 1943. That all-time record demand was 149,ooo bbl. daily higher than in 1942 and 214,000 bbl. daily above 1941 demand. Despite restrictions due to shortages of critical material, crude-oil production was boosted from 680,000 bbl. daily in 1942 to 779,000 bbl. daily in 1943, the highest level in 15 years. However, the new crude supply plus natural gasoline production and imports from other states totaled only 840,000 bbl. daily, leaving a deficiency between supply and demand of 74,000 bbl. daily. That shortage had to be made up by withdrawals from inventories, which had been steadily depleted during the previous four years. Aboveground reserves, which totaled 159,574,000 bbl. on Jan. I, 1939, were down to ~8.000,000, bbl. at the end of 1943. Significantly enough, the greater part of that decrease occurred during the last six months of I9437 when more than 23,000,000 bbl. was taken from inventories of both crude and products. The reconnaissance of the Goldfield mining-district, describecl in this paper, was made in May and June, 1905, and, though this time was too short for a complete report, the work accomplished may serve as a basis for more thorough future research. Dr. Berkey has examined the rocks collected by me, and I am using his classifications. As a result of further field-work, and Dr. Berkey's examination of the rocks, this paper is an elaboration and correction of my views expressed in the Gold-$elm Sun, May 12, 1905. The sketch-map, Fig. 1, illustrates the geology of the Goldfield mining-district. Goldfield is an eruptive complex, consisting of alaskite (hinary granite), hornblende-andesite, hornblende-dacite, rhyolite, pyroxene-andesite, pyroxene-dacite (sometimes containing a small quantity of olivine), quartz-felsite, olivine-pyroxene-ande-site, and basalt. Considering this list to be arranged in the order of eruption, the age-sequence of the rocks conforms to Richthofen's law, formulated in 1868. From his observations in Europe and America, propylite, andesite, trachyte, rhyolite and basalt, occurring together, succeed one another. In a general way, the medium and the more acidic rocks precede the most basic—a result supposed by some to hare arisen from their position beneath the. surface, and due to a rude stratification by gravity in the original cooling magma during the older history of the earth, or to the same differentiation occurring during a quiescent (molten ?) period preceding eruption, being aided by the ease with which acidic rocks, mixed with water vapors, become fusible. Probably Pittsburgh, through the advantages derived from its almost inexhaustible supply of natural gas, has made a more wide-spread success in this direction than any other city. From the gas-wells in the vicinity of that town an enormous supply of natural gas can readily be obtained at a pressure sufficient to force it many miles from its source and to distribute it to all consumers. THE copper industry in the Province of Katanga, in the Belgian Congo, which is now controlled and operated by the Union Minere du Haut Katanga, had its inception many years ago in the vision of a Scotsman, Robert Williams, now Sir Robert Williams, Baronet. He it was who personally negotiated the mineral concession with King Leopold of Belgium, sent in the prospecting parties who located most of the present mines of the company, later arranged for the Belgian participation from which the present company was formed, and has been its active mentor ever since. The idea back of his efforts was the establishment of an industry on the Congo-Zambezi divide, of sufficient importance to draw up to it the head of the Cape to Cairo Railroad, the dream of Sir Cecil Rhodes, and the consummation of which he had left as a legacy to Mr. Williams, his successor. The reports of the prospecting expeditions showed that copper in profitable quantity was there, but many difficulties lay in the way of the establishment of the infant industry. The isolated location of the mines, various tribal wars, the Boer War, and many other factors contributed to making progress very slow. However, in spite of these difficulties the railroad was finally built and a blast-furnace plant erected at Lubumbashi, near Elisabethville, the capital of the Province. Operations of this plant were started in 1911, treating high-grade oxidized ores and producing pig copper by a reducing smelting. Production has been continuous since that time and the company has grown so that at present it ranks as the largest individual copper producer in the industry. It is a fitting monument to the foresight, optimism and driving force of its founder, and the progressive policies of his Belgian colleagues. In January, 1914, the Union Miniere du Haut Katanga engaged as its consulting engineer, Archer E. Wheeler, metallurgical engineer, at that time general superintendent of the Great Falls plant of the Anaconda Copper Mining Co. Mr. Wheeler was commissioned by the Board of Directors to proceed into Katanga, and make all necessary investigations to enable him to report on a comprehensive development program, and to recommend a scheme of treatment particularly for their low grade

In the yew 1879, Congress, acting tinder the advice of tile National Acdemy of Sciences, discontinued the temporary surveys or explorations under Hayden, powell, and Wheeler, and established as a permanent organization the United States Geological Survey, making it a Bureau of the Interior Department. A great step was thus taken toward obtaining the greatest practical results from the expenditure of the public money for geological purposes. The recommendations of the National Academy also contemplated the consolidation of all the various organizations for the mensuration and mapping of the country—-such as the Coast, Engineer, and Land Office Surveys—under one single head; which, also, should assume the duty of providing the mays necessary as a basis fir the work of the Geological Survey. But this useful measure did not meet the approval of Congress, and the various mensuration surveys were left in statu quo. With the final establishment of a permanent Geological Survey of the United States, it became necessary to adopt a plan of work which would enable it in time to take the prominent rank among the older surveys of other civilized nations of the world, which is justified by the great, wealth and mineral resources of the country it is destintd to study. The somewhat vague wording of the organic law under which it was created, directing an examination of the geological structure, mineral resources, and products of the public domain, left the details of the policy to he pursued very largely a matter of discretion with its director. That adopted by Mr. Clarence King, the first director, as foreshadowed in his Annual Report to the Secretary of the Interior for 1880, was one whose distinguishing feature was the prominence that should be given to economical geology, or the practical application of geological investigations to the development of the mineral resources of the country. In earlier Government Surveys, which were topographical reconnoissances in a practically unknown region, geology occupied a secondary and unimportant position. With the Fortieth Parallel Survey, inaugurated in 1867, and its successors, the Hayden, Powell, and Wheeler Surveys, geology became an essential object of the work, but owing to the want of already existing maps topography

H EAVY-MEDIA separation continues to be the favored process for concentrating the coarser fractions by elimination of undesirable tailing and middling fractions. The first vessel used for heavy-media separation was the closed-top cone. Further developments then led to the Akins spiral separator which fulfilled the requirements for improving metallurgica1 separation as well as gaining mechanical advantages. During the last season there has been a substantial influx of separator designs for further improvements of metallurgical separation based on the heavy- media method as well as attempting to garner further mechanical advantages with reduction in power consumption to boot. The newest of these designs was the Hardinge counter-current separator which was introduced into the field last spring in two plants. (San Francisco Meeting, September, 1915) DURING the year 1878-79, Anton Eilers, who was then interested in the lead smelting and refining business near Salt Lake City, Utah, made a somewhat radical departure from the regular practice at that time, which was to use but little lime in the slag, with a high percentage of iron. Lime was not only a cheaper flux than iron, but it enabled the metallurgist to make a more siliceous slag, an economical advantage in smelting where the smelting companies had to purchase either iron or lime to neutralize the excess silica, and penalize the ore shippers accordingly. The larger amount of both lime and silica in the slag also made it of lighter specific gravity, and a better separation of the metals and mattes was secured. This change in the formation of slags for lead smelting was brought about by Anton Eilers, prior to the Leadville mining excitement of 1879. We must also give Mr. Eilers credit for the general introduction of the hollow water-cooled cast-iron jacket for the blast furnace. Again referring to the use of more lime and less iron in the formation of slags,. there is no doubt but that it prevents the formation of a great many so-called "sows" in the lead crucible, such as were made in the early history of lead smelting in the Rocky Mountains; these sows consisted of lead, iron, arsenic, sulphur, copper, and other metals, including gold and silver, mixed with unconsumed fuel, and often, after vain attempts to cut them up or melt them to a suitable size for handling, were buried in the slag clumps to get them out of-sight. Another advantage derived from the adoption of high-lime slags. when smelting ore containing arsenic is the production of less speiss (a by-product heavier than matte, resulting from careless operation of the furnace, the lead being driven out of the crucible and sows built up). This speiss, while usually not as rich in precious metals as matte made at the same time, is too valuable to be thrown away; but it is difficult to treat, and it was thrown away or piled on the slag clumps in the pioneer clays of lead smelting in this country.

No symposium on die casting could be complete without consideration of the methods of formula and impurity control. No consideration of control would be complete without discussion of that new tool of the analytical chemist and inspector, the quartz spectrograph. Just as there is an increased appreciation of the possible applications of the die-casting process and of die castings, so too is there, slowly but surely, of the spectrograph. At present the role of the instrument might well be compared with that of brass or magnesium die castings. Neither is as widely understood or known as they will be. Product specifications are increasing and are getting more explicit and often more rigid. The designer, metallurgist and production engineer or superintendent will be forced to depend more and more on the chemical laboratory. Sampling, as well as analyses, testing and inspection problems will grow. The chemical laboratory must meet its increased responsibility and use of the spectrograph will become more common. Advantages of increased precision, greater speed, lessened labor and often lower costs cannot be ignored. It will be the purpose of this paper in part to outline the respective fields of chemical and spectrographic analyses and to indicate where one may overlap the other and in part to indicate certain possible sources of contamination of zinc-base die-cast alloys in particular. (communication to the Secretary *).-It has long been known that sulphur and oxygen react upon crude oils, removing hydrogen and thereby creating unsaturated hydrocarbons which unite with each other, producing heavier forms. Dr. Rogers now finds that the percentage of sulphur in the oils of several fields in California is roughly proportional to the specific gravity of the oil. This additional proof is most welcome. It is rather surprising, , in that the impression had prevailed that practically all the reacting sulphur escaped from the oil as hydrogen sulphide, and did not remain in combination with the oil. It would be interesting to know what part of the sulphur-plotted by Dr. Rogers is in solution as free sulphur and hydrogen sulphide, and what part is, in more complex compounds, such as thiophanes, etc.

The amenability of a given vanadium ore to any given treatment depends largely on the mineralogic combinations of vanadium in the ore. Quantitative data on vanadium mineralogy provide not only an objective basis for selection of proper treatment, but also may eliminate many time-consuming amenability studies whose results are empirical, at best. Vanadium is distributed through the interstices of mineralized sandstone ores in the form of oxidized vanadates, reduced oxides, and silicates. Oxidized vanadates, e.g., carnotite, tyuyamunite, etc., are most readily beneficiated by simple acid leaching. Reduced oxides are more slowly solubilized, but relatively amenable to most acid treatments. The layered silicates, roscoelite, mixed layered mica-montmorillonite, and chlorite, are least amenable to most acid extractions, and constitute an assemblage of vanadium- bearing clays that are common to many sedimentary deposits. Vanadium is combined principally as layered silicates in the clay fractions of many sandstone ores. Mineralogic studies in this paper are largely confined to clay minerals, and to their amenability characteristics in low pH liquors.

From the time of its emergence as an independent state until the late 1950's, the Republic of Ireland suffered from chronic unemployment, the lowest living standard in Northern Europe, and-most serious of all-an aggravated emigration problem which drained off most of its talented young people. In 1958, however, there was a drastic legislative reaction to these problems, and this in turn ignited the current mining boom in Ireland. Paving the Way to Prosperity In order to reverse the tide of emigration, the Irish government now realized, challenging domestic employment opportunities had to be increased and living standards had to be raised. It was also apparent that future industrial and economic growth in Ireland had to be based on producing goods for export. The home market could not sustain large-scale expansion, and consequently Ireland's chronic balance-of-payments deficit could best be minimized by producing export goods. These considerations, together with the limited amount of accumulated wealth in Ireland, combined to set the objectives of the country's First Program for Economic Expansion in 1958. The general objectives of this program were (1) to stimulate all segments of the economy, (2) to develop foreign trade and (3) to attract foreign capital.

Pennsylvania has been a leader in the pageant of industrial America because of her natural mineral re- sources, geographical location, and the ingenuity and industry of her citizens. Brick and other clay products were manufactured in Philadelphia in William Penn's time. Ores of iron, zinc, lead, and copper were mined and smelted in eastern Pennsylvania long before the Revolution. Coal was mined on a commercial basis in the anthracite region as early as 1820 and in the bituminous fields in 1830. The first canals and railroads were constructed to transport minerals and mineral products. Oil was struck at Titusville in 1859. A significant event occurred in 1855-the establishment of the Farmers' High School-Pennsylvania's first attempt to provide higher education for its youth. The Farmers' High School included instruction in geology, mineralogy, and assaying. In 1859 the laws of Pennsylvania transferred to the School the state geological and mineralogical collections formerly located in Harrisburg. Well-informed people are familiar with the effects of the Land-Grant Act of 1862. With inspiring words it established state institutions of higher learning where "the leading object shall be, without excluding other scientific and classical studies . . . to teach such branches of learning as are related to agriculture and the mechanic arts . . . in order to promote the liberal and practical education of the industrial classes in the sev-

IN recent years various problems in connection with research work on the preparation and properties of zinc-base alloys have required reliable information concerning the constitution of the zinc-rich portion of the iron-zinc equilibrium diagram. On numerous occasions rather positive indications were obtained that, for example, the solubility of iron in zinc was incorrectly represented on the current equilibrium diagrams. A careful study of all the available literature relating to the iron-zinc system led to the conclusion that much of the early work was unsatisfactory as measured by present standards of experimental accuracy, and as a result it was decided to redetermine the location of the liquidus curve and of adjacent portions of the diagram. Part I of this paper comprises a description of the experimental methods and a summary of the results by means of which the zinc-rich end of the iron-zinc diagram has been revised in the following ways: 1. Measurements of the solubility of iron in liquid zinc by several different sampling methods, leading to a relocation of the liquidus curve. 2. Microscopic, conductivity, and X-ray studies of the solid solubility of iron in zinc, which, together with thermal analyses, have resulted in new values for the solid solubility and the eutectic temperature and composition. 3. Heating and cooling curves, obtained by a refined differential method, leading to new locations for the two peritectic horizontals. In Part II of the paper the attempt is made to review all of the pub-lished work having a bearing on the constitution of the iron-zinc system, and to correlate the present results, and some recently published data

The most important event in the history of mining in the United States was the discovery of gold in California, which led to the rapid development, not only of a new industry, but of a new empire. The settlement of the Pacific slope was making but slow progress under the inducements of a scanty commerce in furs and hides. The liberal grants offered by the government to agricultural pioneers in Oregon had attracted to the Willamette valley and other favored points in that territory a limited population; hot the government of the Mexicans in California was positively unfavorable to enterprise. It is true that gold was known to exist in the country. Rumors of it were current among the trappers, and placers had actually been worked in what is now Los Angeles County; but the padres of the neighboring mission of San Fernando had discouraged the business as demoralizing to their flocks; and the existence of the precious metal was not widely known; still less was its distribution northward suspected. The discovery of gold, January 19th) 1848, at Sutter's saw-mill, on the south fork of the American River, afterward famous as Coloma, in Eldorado County, was the beginning of the new epoch. This discovery was made by James Wilson Marshall, a partner in the mill, who observed in the debris washed down by the tail-race a glittering fragment of a mineral unknown to him. Most of the recent discussion of the mineral land law published in the Transactions is in the abstract—an exception being Mr. Goodale's paper, The Apex Law in the Drumlummon Controversyll which illustrates in concrete instances many of the practical disadvantages of what Dr. Raymond has called "The Law of the Apex." The present paper, it is hoped, may serve a similar purpose, emphasizing the necessity for a change in our mining laws, and bringing home to mining engineers some of the defects and dangers of our present code. There are many storm centers of "apex litigation" in the Rocky Mountains; and not the 1east. of them is the Wardner camp, where such litigation has been almost continuous since 1892, and the end is not yet. In their decisions, the courts have accepted the claims of the litigants that the "Wardner vein" is a broad zone varying from 250 to 500 ft. in width at the surface. This is the simplest theory which could have been advanced, and probably decreased, rather than augmented, the number of contests; in fact, every one of the claim owners seemed to feel that the greatest advantage would accrue to him if this theory were adhered to. The dominant structural feature of the Wardner vein is a persistent fault, striking N. 40' W., dipping about 40" to the southwest and called the "Wardner foot wall." Fig. 1 is a composite of two adjacent cross-sections of the vein and is a fair representation of the relative size and shape of the orebodies and their relation to the "Wardner foot wall." The country rock is a comparatively thin-bedded sericitic quartzite which has an average strike of N. 80" W. and dips at high angles to the north and south. The movement on the Wardner foot wall is apparently normal, and there has been more or less brecciation on either side of it; but as the moving mass was that above the foot wall, the brecciation has been more complete on that side, and has extended farther from the plane of movement. CONSTRUCTION of a ground-water supply includes many operations, which do not end with completion of facilities. Evaluations must be made of the quality of water in various areas and the history of production. Following an analysis of geologic, hydrologic, and chemical data there must be an exploratory drilling program and a study of resulting information. When the well is completed a continuous survey of operating records and basic data is necessary, since designs for future wells are varied as more data becomes available for those already completed. As the following discussion must be limited to a single undertaking, the customary procedure will be outlined for development and construction of a ground-water supply in which more than three wells are involved. Parts of this procedure are applicable for all ground-water supplies. Three possible sites were selected for construction of a paper mill. The problem was that the industry daily required approximately 15 million gallons of water of the best quality available; however, if water of the best quality were not available in the desired amount, water of a poorer quality could be used up to half the required amount, about 7 million gallons. In the preliminary survey approximately 1500 to 2000 square miles were covered for each site. Collected data consisted of several hundred electric logs of oil and gas wells; reports by the U. S. Geological Survey on ground-water resources of localities in and near the area; unpublished records of several hundred water wells including chemical analyses of the water produced and drillers' logs of the wells; records of periodic water-level measurements made in observation wells by the USGS; topographic maps drawn up by USGS and by army engineers; and highway and county road maps. A preliminary report based on study and evaluation of these data was presented to the client, recommending the site with the most favorable and economical ground-water conditions. The study indicated that water of the quality and quantity desired could be developed. In this particular area there were indications that the aquifer could be separated into two zones con- taining water of different chemical character. This chemical character varied somewhat with area, but principally with depth, a factor which later proved an economic advantage in design of the well field. After studying the preliminary report, the client weighed other economic factors as well as ground-water advantages and selected a plant site. Authority was given to proceed with detailed study of the chosen area. Evaluation of preliminary data concerning the area indicated that it should be supplemented with additional information derived from actual exploratory drilling and testing. A flexible plan of exploratory drilling was devised so that data obtained as each test hole was drilled could be correlated with existing data and additional test holes could be located and drilled accordingly. Specific data to be obtained from each test hole were: samples of all formations penetrated; the driller's descriptive log of formations; electric logging surveys; one or more samples of water from selected water-bearing formations; temperature; and water levels and their recovery after periods of production. The area studied in such detail was approximately 400 square miles. Choice of location for the original test holes was based on the preliminary study. The pattern for these test holes was designed to require a minimum number of holes and to allow for interpolation of data between two, three, and four holes. Geologic, hydrologic, and chemical data gathered after completion of the first four test holes showed that the north section was the most desirable in the area, which was then reduced from the original 400 square miles to about 150 square miles for more detailed and intensive study. On the basis of findings from the current test a tentative well field was laid out and a drilling program devised. One test hole was located on the actual plant site and later developed into a small pilot production well equipped with a deep well turbine pump. Water from this well was used for general construction requirements. Another test hole drilled near the pilot production well and adjacent to the proposed route of the well-collection system was used during the pumping test of the pilot production well to determine the degree of interference. The principles and theory on which the U. S. mining law of 1872 was based are well understood, and have been discussed at great length by many writers. The papers by Dr. R. W. Raymond1 in the Transactions of the American Institute of Mining Engineers have covered the subject very fully, with explanations of practical results in many adjudicated cases. It is believed that the following instance of the application of the law in recent years will have some weight in a discussion of proposed changes in our mining laws. The litigation between the St. Louis Mining & Milling Co., and the Montana Mining Co., Ltd., a British corporation, over portions of the Drumlummon lode covered more than 20 years, and resulted in a judgment for damages in favor of the St. Louis Co. of such an amount that the Montana Co. declined to pay the judgment, and therefore lost the entire property. The Drumlummon lode claim in the Marysville district, Mont., was located in 1876 by Thomas Cruse. When he staked out his claim, he assumed that the discovery on the Drumlummon vein, and another showing of mineral about, 200 ft. distant, were on the same vein, and the center line of the claim was given a course of N. 579" E. Development of the Drumlummon vein soon showed that its strike was about N. 15" E., and that the other outcrop was on the North Star lode; so it was inevitable that the Drumlummon vein would cross one or both side lines of the location, and the Montana Co. found it advisable to acquire adjoining claims on both sides of the Drumlummon, in order to avoid possible litigation over apex rights. They bought the Marble Heart, but would not purchase the Hopeful (see Pigs. 1 and 2), at the terms proposed for the reason that exploration in the Cruse level had shown the vein to be barren in that region. The owners of the Hopeful were sinking an incline from that claim in 1889, and the Montana Co. enjoined them, contending
