As the search for new sources of energy and minerals leads to more remote areas of the country - and the world - the need to plan for adequate housing and community facilities for the construction and operations workforces and their families takes on an importance equal to the mining and processing facilities themselves. A corollary to the need for planning is the increasingly crucial need for development companies to devise effective strategies for dealing with the local communities impacted by these projects. Experience has amply demonstrated the high price to be paid for failure to learn this lesson, a price measured in lost productivity, confrontation with local communities, labor turnover, mental health and other social and eocnomic problems. In Sweetwater, Wyoming, a new industrial activity caused the population to double from 18,000 to 36,000 between 1970 and 1974. During that period industrial productivity fell 25 to 40 percent, cost overruns on the principal new industrial facility exceeded 33 percent, annual employee turnover rates climbed above 100 percent, the local mental health clinic workload increased nine times and complaints to the local law enforcement agency increased 60 percent.

New GSP Trade Status Approved.--President Carter, by Executive Order effective March 30, has approved Generalized System of Preference treatment for imports of nonferrous metal products and other imports from Ecuador, Indonesia, Zimbabwe, Uganda, and Venezuela. As of May 2, Afghanistan and Ethiopia will be taken off GSP status. Under the Generalized System of Preferences, certain imports from developing countries are provided duty-free treatment. A country can lose its GSP status if its shipments of the product exceed $41.9 million or more than 50% of total U.S. imports during the preceding year. However, the President can waive the 50% rule in cases where total U.S. imports of an item in 1979 were less than $1 million. Certain nonferrous imports from Mexico, Peru, Chile, and Zambia are already covered by GSP. Hearings April 10 on International Tin Agreement.--The Fifth International Tin Agreement of which the United States is a signatory, which entered into force on July 1, 1976, will expire on June 30, 1981. A negotiating conference for a Sixth International Tin Agreement will be held under auspices of the United Nations at Geneva from April 14 to May 16, 1980.

Despite the current downturn, coal remains an important commodity in the Australian economy. Increasing coal resource development has resulted in increasing competition for land use in coal mining regions across the country with communities and other stakeholders becoming more adept at articulating their concerns regarding this competition in a range of traditional and social forms of media. In this environment, obtaining and maintaining a social licence to operate (SLO) is problematic and has been identified as the fourth greatest risk facing the international mining industry.This research presents the findings from a longitudinal study on how Australian newspapers frame the views of coal mining stakeholders across each stage of the coal mining life cycle. News stories from national, state and regional newspapers in 2000, 2006 and 2013 were analysed.Over the study period, there have been significant changes in the coal mining themes being covered by Australian newspapers, the number of stories being published, the number of newspapers covering coal mining stories, and the diversity of stakeholders being quoted. How do the dominant themes in media communication change over time? How do these changes impact mining across the life-of-mine?The research confirmed that Australian journalists use framing, priming, labels and bias to conceptualise and understand the events that they report, and that this behaviour has a profound effect on public opinion.CITATION:Worden, S, Kirsch, A and Kirsch, P A, ?2014. The Bureau of Mines is operated to assist in promoting economic development through increased efficiency in the mining, preparation, treatment, and utilization of mineral substances; to aid in conserving mineral resources through preventing waste; and to help the mining industry improve health conditions and increase safety. Accomplishment of those ends is sought through investigation of scientific, technologic, and economic problems of the, mineral industries and dissemination of resulting information. Building materials of mineral origin constitute an important product of mining, and the Bureau makes studies of these in the various fields mentioned. The following commodities come within this classification: Asbestos, anhydrite, asphalt, cement, clay and clay products, diatomite, dolomite, glass and mineral wool, granite, greenstone, gypsum, lightweight building materials, lime, limestone, magnesite, marble, sand, sand and gravel, sandstone, sand-lime brick, slate, soapstone, and trap rock.

The development, manufacture, and sale of small coal stokers suitable for domestic use has provided a new industry in the United States at a time when badly needed. Sales of domestic stokers have doubled each year for the past 4 rears, until in 1936 probably more than 90,000 such units were put into use. According to reports of the Bureau of the Census 79,543 residential stokers were sold in the first 10 months of 1937 by 109 manufacturers. This rapid expansion has made itself felt in the coal-mining industry. The smaller sizes of coal, either in a sized or slack condition, are in greater demand; as a result, preparation practices at the mines have had to be revised so that, in many instances, lump coal is being crushed to meet the demand for stoker coal. This situation in turn has necessarily resulted in a realignment of price schedules for the different sizes. One of the first underfeed stokers small enough for domestic use was developed at Seattle, Wash., in 1912; in 1916, a small overfeed stoker was developed at Seattle. These two types are generally considered to represent the beginning of the present domestic stoker industry in the United States. A careful inquiry as to the number of domestic stokers now installed in the Seattle area, made by C. R. Pate, who was detailed to this duty by the Works Progress Administration, indicated that probably 7,000 domestic stokers are being used in this area for residential heating. Most of these stokers axe of the overfeed type, although in the past 2 years the underfeed type has made rapid gains.

Antitrust Investigation Dropped. - The Department of Justice announced that it was dropping its 5-year investigation of the aluminum industry. The investigation was over whether the aluminum companies were acting as if they were a shared monopoly. Deep Seabed Mining. - The Department of Commerce's National Oceanic and Atmospheric Administration (NOAA) has established an Office of Ocean Minerals and Energy which will be responsible for implementing the Deep Seabed Nard Minerals and Energy Act and the Ocean Thermal Energy Conversion Act. It will establish licensing and regulatory programs.

The Bureau of Mines conducted a mineral investigation of the 177,000-acre Secesh study area; most of the area had been proposed as wilderness. Bureau personnel mapped and sampled several hundred mine and prospect workings; 1,715 rock, soil, and placer samples were taken during the investigation. The study area is centered about 25 mi east-northeast of McCall, Idaho, in the Payette National Forest. Five mining districts extend into or are adjacent to the study area. There have been more than 3,000 mining claims located inside the study area, 884 are current. In excess of $17 million (historical value) in placer and lode gold has reportedly been produced from the Warren district alone. The study area contains gold, silver, copper, lead, zinc, tungsten, and antimony. At least six properties that would be in the proposed wilderness contain gold resources; more than 18 million tons averaging 0.038 oz/ton gold have been identified. Additional resources may be located at 4 other localities. The 4th of July mine is currently producing gold/silver/lead ore. Similar resources may be located on at least 3 other properties. Placer samples from the study area contained up to 0.34 oz gold/yd3 ($120/yd3). The samples are representative of relatively small occurrences and do not constitute resources; small quantities of gold may be recovered by recreational placer miners.

The concept of disposing of liquid industrial wastes by deep-well injection is not a new one. Brines associated with crude oil long have been disposed of in this manner, with the additional benefit of aiding secondary oil recovery. More recently, with the expansion of nuclear energy, the lethal, highly radioactive wastes which are by-products of the fission process have created severe disposal problems. During the past ten years, a variety of industries have resorted to subsurface disposal, some of the details of which are given elsewhere (1,2). The list reveals wide variations in injection rate, pumping pressure, cost, and waste disposition. Included are successful installations in Western Pennsylvania.

Fine ventilation was discussed. much more 15 to 20 years ago than it is now, yet today there are tendencies in connection with ,-line ventilation (in fact, numerous ventilation systems have been installed in recent years) indicating that the lessons learned by bitter experience in the past either have been forgotten or lave not been brought to the attention of the present generation. Possibly, the mining min of today considers that conditions have changed so much that experiences of the past cannot be repeated today. At any rate, it seems desirable to restate some of the principles of mine ventilation that were understood more or less in the past and to call attention to some danger in connection with present-day trends or practices.

The ease of ignition and violence of explosion of Utah coal dusts, together with the large volumes of methane given off in some of the mines of the State, made it imperative to abandon obsolete equipment and obviously hazardous practices for up-to-date equipment and safer methods of mining if reasonable progress wore to be attained in fire and explosion prevention. Although much can still be done to improve safety conditions in Utah coal mines, considerable progress has been made in the past 10 years. The fundamentals of such progress include increased use of permissible electrical equipment in gassy mines, closed lights, rock-dusting, more liberal use of water at the face, butter ventilation, permissible explosives fired electrically both within and without the mine, partial inhibition of blasting while the shift is in the mine, 100-percent first-aid training, increased supervision and inspection, and mass safety meetings.

EDWARD COOPER, was born in New York City, October 26, 1824. His father, Peter Cooper, to say nothing of manifold reasons for fame as an inventor and philanthropist, deserves to be remembered as a pioneer in the establishment of public schools; and it is not surprising that he sent his son to one of the democratic institutions in which he was himself so ardently interested. From the public school Edward Cooper went to Columbia. College, where he made the acquaintance of Abram S. Hewitt, who was first his tutor, afterwards his traveling companion, brother-in-law, business partner and life-long friend.* For twenty years I was the consulting engineer of the firm of Cooper & Hewitt, and also connected with the work of the Cooper Union, in which they were both deeply interested and faithfully active. On the basis of the intimate knowledge thus gained, I venture an estimate of Edward Cooper's character and career which, if not fully comprehensive, may facilitate a juster estimate than would be reached by the strident of those data which the modesty of the man permitted to be placed upon public record. Edward Cooper's mind was one of the most active, accurate and subtle with which I have ever come into contact: He had inherited from his father a sunny, benevolent temperament, and' the irresistible impulse to attack all new problems which challenged his attention. His thorough education had 'indeed made him wiser than his father, both in philanthropy and in technical inventions. He could condemn and reject a proposition which Peter Cooper would have embraced, in a splendid, though ignorant, faith that nothing was impossible to an. American, and that the word ? impossible " was simply a label,

"INTRODUCTION The Denver region coal field, covering an area of approximately 7,640 square miles, extends from the Wyoming State line to the middle of El Paso County, Colo. The coal in this region is subbituminous in rank. Much of it is used as domestic fuel. During the last decade the production of coal in this field has remained fairly constant at an average of 2,600,000 tons per year. This production has come from 50 to 60 mines, 88 to 90 percent of the production being from the section of the field north of Denver.According to the Standard Specifications for Classification of Coal by Bank of the American Society for Testing Materials 4/ the coals in this region are classified in the Subbituminous B and C group. On the as—mined basis, they contain about 22 percent moisture and average 9,600 B.t.u. per pound. They are noncoking and slack to a variable extent when exposed to the weather. This is characteristic of subbituminous coals."

MODERN advances in practically all lines of industrial development have occurred in such rapid succession, and have been accepted so readily as accomplished facts, that a retrospect surprises us, by showing how comparatively few of the acknowledged factors of improved conditions may be considered as old. While these advances have not been confined to any country, they have been more pronounced in some than in others, and nowhere more so than in the United States, the population of which, having multiplied nearly three-fold between 1870 and 1910, demanded a proportionately greater increase in materials, supplies, and manufactured products. It therefore appears desirable to discuss mainly conditions in the United States, as concrete evidence of industrial progress throughout the world. Looking backward for but three generations, we may trace the introduction and development of canal- and steamboat-navigation; railroad-transportation; artificial illumination beyond that furnished by candles and lard-oil; quick communication by mail, and subsequently by telegraph or telephone; the manufacture of iron, beyond forms of small dimensions; the production and utilization of steel in large quantities; the economic use of mineral fuel, oil and gas, etc. The practical coincidence of the fortieth anniversary and the 100th technical meeting of the American Institute of Mining Engineers, offers temptation to recall and compare the conditions of mining and metallurgy in or about the years 1871 and 1911. A complete resume would cover phenomenal changes in mining-methods and equipment by which the output of individual exploitation has grown from scores to hundreds and even thousands of units in equal time-intervals. As fractures are propagated through rocks, energy is absorbed near the extending crack tip. Apparent surface energies for several rocks have been measured by cleavage under dynamic con-ditions. At nominal crack velocities from 0.5 to 500 in (min, measurements showed that fractures propagated in discrete jumps. Calculated surface energies and moduli were relatively insensitive to nominal rate of cleavage. in another set of experiments, rocks were cleaved under high confining stresses. The rocks were submerged in low leak-off fluids which formed a filter cake on the freshly cleaved surfaces (similar to the hydraulic lracturing process). Apparent surface energies were increased substantially as the surrounding fluid pressure was increased. Moduli in bending increased significantly upon application of the first 1,000 psi but were insensitive to stress level at greater pressures. INTRODUCTION For almost 20 years, hydraulic fracturing processes have been utilized effectively to stimulate oil and gas wells. During this period, some process improvements have resulted from studies of fracture orientation, mechanics of fracturing, areas generated, conductivities of cracks, etc. Yet many questions remain concerning the conditions and pressures needed during fracture propagation. In this paper we will report additional studies of the mechanics of fracture extension. It was shown previously3 that large rock samples could be cleaved under controlled conditions so as to measure the apparent surface energy (that amount of energy absorbed per unit area of new surface created). In this paper we consider the effects of two additional factors on surface energies, viz.: (1) effect of cleavage rate and (2) effect of confining stress level. THEORY Cleavage experiments were conducted on rock samples similar to that illustrated in Fig. 1. Blocks of rock several inches wide, 2- to 3-in. thick, and up to 3 ft in length were grooved longitudinally with shallow guide slots. A crack was initiated and allowed to extend along the web as the top of the rock specimen was pulled (or pushed) apart. Auxiliary equipment permits the measurement of (1) force applied at the top, (2) separation at the top and (3) crack length. (Further experimental details will be given in the next section.) The rock beams created by the crack are considered ton be cantilever beams. The deflection (or separation of the rock beams) at any point is calculated 4,5 by the beam Eq. 1.

With the curtailment of imports of European chalk during the World War of 1914-18, however, finely ground limestone, of domestic origin was used more extensively to satisfy the American demand.

"RÉSUMÉ La lixiviation acide d’un minerai oxydé cupro-cobaltifère en milieu non réducteur et en milieu réducteur en utilisant le Fe2+ et le métabisulfite de sodium (SMBS) a été étudiée et les résultats ont été comparés. Les tests de lixiviation ont été effectués à température ambiante, dans une pulpe à 30 % solide, avec une vitesse d’agitation de 600 tr/min, un potentiel redox de 350 mV pour les tests en milieu réducteur, et un pH de 1,8. Les tests de lixiviation avec usage du SMBS comme réducteur ont donné la meilleure cinétique de lixiviation du cuivre. Pour le cobalt, c’est l’usage du Fe2+ qui a donné la meilleure cinétique de lixiviation. L’augmentation de la dose du fer dans la solution au-delà de 5 g/L a influencé négativement les rendements de lixiviation du cuivre et du cobalt. ABSTRACT Acid leaching of a copper-cobaltiferous oxide ore in a non-reducing environment and in a reducing environment using Fe2+ and sodium metabisulfite (SMBS) was studied and the results compa¬red. The leaching tests were performed at room temperature, in a 30% solids pulp, with a shaking speed of 600 rpm, a redox potential of 350 mV for the tests performed in the reducing environment, and a pH of 1.8. The leaching tests using the SMBS as a reducing agent produced the best copper leaching kinetics. As for cobalt, the best leaching kinetics was achieved using Fe2+. An increase in the amount of iron in the solution above 5 g/L negatively influenced copper and cobalt leaching yields. INTRODUCTION La République Démocratique du Congo (RDC) est un pays reconnu dans le monde pour son sous-sol qui regorge d’énormes quantités de cuivre et de cobalt (USGS, 2014; Palisade Research, 2016). La technique qui semble être la plus recommandée pour extraire à la fois le cuivre et le cobalt des minerais oxydés cupro-cobaltifères est la lixivia-tion acide en milieu réducteur. Cette technique est appliquée par la majorité des sociétés minières qui exploitent ces minerais dans l’ex-province du Katanga en RDC, à savoir: Tenke Fungurume Mining, Mutanda Mining, Kamoto Cop¬per Company, Sicomines, Gécamines, Boss Mining, Chemaf, Ruashi Mining et Somika. L’usage d’un agent réducteur est indispensable pour l’obtention d’un bon rendement de lixiviation du cobalt. En effet, plusieurs chercheurs s’accordent sur le fait que le cobalt trivalent de l’hétérogénite (CoO·2Co2O3·6H2O) est insoluble à l’action de l’acide seul; il ne devient soluble qu’après réduction en cobalt bivalent (Mwema, Mpoyo, & Kafumbila, 2002; Mulaba-Bafubiandi, Ndalamo, & Mamba, 2007; Ferron, 2008; Seo, Choi, Kim, & Tran, 2013; Stuurnam, Ndlovu, & Sibanda, 2014)."

Siendo la veta principal San Cristóbal, una de las estructuras que atraviesan el Anticlinal Chumpe en la provincia de Yauli, su explotación ha sido limitada a las rocas volcánicas y filitas en el flanco sur-oeste del anticlinal. Por tal motivo, el texto señala que el análisis de la distribución de los metales y minerales dentro de la veta, revela un zoneamiento horizontal bien definido, que es compatible con el origen de las soluciones hidrotermales en el centro del anticlinal. Asimismo, este estudio cuantitativo determina las características de las partes ricas de la veta, trazando líneas de contornos de los cuatro tipos de metal en secciones longitudinales, como los controles de la distribución de metal y relaciona las áreas ricas de la veta con su medio geológico. De otro lado, en San Cristóbal, la distribución del metal presenta una característica zonal donde la paragénesis y el zoneamiento están íntimamente relacionados. Concluyéndose que con la aplicación de los resultados de este estudio, se permitirá una mejor exploración y desarrollo de las áreas ricas de la Veta Principal San Cristóbal y se proporcionará una guía útil para la exploración y desarrollo de vetas paralelas en esta área.

The directory includes a sampling of computer usage in operating and manufacturing companies, consulting firms, computer companies, research organizations, universities, and various governmental agencies. References to computer applications throughout the industry are presented as well as comments on program availability. The work effort on the updated directory concentrated on programs that are available to the public and are well documented.

A numerical approach for modeling coupled Hydro-Mechanical fracture behavior in 2D is presented in this paper. This approach accounts for the strong dependence of the flow characteristics on fracture apertures and offers an anisotropic description of the flow propagation in the fracture. An interface finite element and a constitutive model are developed . In order to validate the applicability of the model to general geomechanic problems, 2D simulations were performed. Results show the good application of the mathematical model and the fundamental hydraulic role played by the fractures. In diesem Beitrag wird ein Stoffgesetz vorgeschlagen um hydromechanisches Kluftverhalten numerisch zu Modellieren. Dieser Vorgang nimmt die starke Abhängigkeit der Fliesseigenschaften von der Kluftöffnung mit in Anbetracht. Ein Interfaceelement und ein Stoffgesetz wurden entwickelt. Zum validieren der Anwendbarkeit dieses Modells wurden 2D Simulationen durchgeführt. Ergebnisse haben gezeigt dass das mathematische Model anwendbar ist und dass Klüfte eine fundamentale hydraulische Rolle spielen. Une approche numérique pour la modélisation du comportement couplé hydro-mécanique des fractures en 2D est présentée dans ce papier. Cette approche prend en compte la forte dépendance des caractéristiques du flux de fluide sur les ouvertures des fractures et présente une description anisotrope de la propagation du flux dans la fracture. Un élément fini d'interface et un modèle constitutif sont développés. Dans le but de valider l'applicabilité du modèle à des problèmes généraux de géomécanique, des simulations 2D ont été réalisées. Les résultats montrent la bonne application du modèle mathématique et le rôle hydraulique fondamental joué par les fractures.
