Electricity will play a major part in providing energy services in the 21st century. Ecologically Sustainable Development (ESD), that is accommodating the needs of the present without compromising the needs of future generations, will provide a focus for optimising the use of electrical energy. Environmental externalities may redefine the cost structure of electricity. Strong corporate environmental management will ensure that current environmental objectives are met and that future ones, identified by the ESD process and environmental externalities accounting, can be developed and implemented by receptive business managers. This paper addresses the current environmental issues of electricity production. It outlines a management strategy for the SECV becoming a community leader in protecting the environment. ESD is discussed in terms of using non-renewable resources wisely, extending their availability and putting in place mechanisms which ensure their ultimate substitution by renewable resources and conservation. The paper explores options for dealing with costing environmental externalities, particularly in relation to greenhouse emissions.

The present-day metallurgical community is quite familiar with the use of jarosites [MFe3(S04)2(0H)6 where M = K, Na, NH4, Ag, 1/2Pb, etc.] as a means of controlling iron, alkalis and sulphate in hydrometallurgical circuits. This modern precipitation technology has found an increasingly widespread application in the zinc industry111 and is gradually also being extended into the hydrometallurgical processing of copper and cobalt121 . The chief advantage of jarosite precipitation is that the iron precipitate settles and filters well, and gives low losses of divalent metals in the washed residue. Although this jarosite precipitation technology was developed only within the past twenty years, man's involvement with jarosites extends back to antiquity, and jarosites have played an important role as a source of silver in several ancient metallurgical centres. In the early days of this century, argentojarosite was an important local source of silver at the Tintic Standard mine, Dividend, Utah, where over 200 000 oz of silver were recovered from highgrade natural jarosite over a three-month period 131 . At the Matagente mine in Peru, pockets of argentiferous plumbojarosite up to 40 m thick were mined and processed by the Indians prior to the arrival of the Spaniards14-51 . In Cyprus there are vast jarosite deposits associated with the ancient mining sitesl51 , but exploitation of these jarosites has been insignificant because of their low silver values. The most extensive mining of silver-bearing jarosite, and certainly the oldest documented instance of such jarosite exploitation, was in the vast pre-Roman workings at Rio Tinto, Spain. This mine, the greatest single miningmetallurgical site currently known from the ancient world and also the oldest site of more or less continuous metal production, has witnessed many metallurgical firsts. Aside from the initial processing of jarositic ores for their silver values, the development of large-scale hydrometallurgy also seems to have occurred at Rio Tinto. As early as 1737, copper was recovered by cementation on scrap iron from the mine waters at Rio Tintol51 . Large-scale heap leaching of calcined ore commenced with the British operations in 1876 and, by 1900, raw pyrite was heap leached to recover associated copper values161 .

An economic and technical evaluation of a proposed process to recover alumina by leaching calcined kaolinitic clay with sulfurous acid is presented in this Bureau of Mines report. After the insoluble portion of the clay has been removed by leaching, monobasic aluminum sulfite is precipitated from the pregnant leach solution by partial hydrothermal decomposition. Further heating completes the decomposition to an impure alumina hydrate. This intermediate is purified in a modified Bayer process, which includes dissolving the alumina hydrate in a caustic solution at high temperature and pressure, then decreasing the temperature and pressure to precipitate alumina trihydrate. Calcining the trihydrate produces the alumina product. A cost estimate was prepared for a plant producing 1,000 tons of alumina per day, 350 d/yr. The estimated operating cost is approximately $475 per ton of alumina. This is substantially higher than a comparable estimated operating cost for the Bayer process of $250 per ton of alumina. The proposed process does not appear economically attractive, even as a method to modify a current Bayer processing plant to use a kaolinitic clay feed. High capital costs and high energy requirements make the process prohibitively expensive.

A review of this period shows some truly remarkable accomplishments in both system development and applications. In addition, work now under way promises results which will continue the rate of progress of the past. This paper will review the history and status of the field of computer control and point out the major breakthroughs which have occurred. It will analyze the present trends and extrapolate them to predict the early future developments in the field.

These proceedings consist of an introduction, nine descriptive papers, and a summary. The first paper is an overview of the respirable dust research program, the second paper describes the Mining Enforcement and Safety Administration's proposed changes in the respirable dust enforcement program, and the third paper describes respirable dust measurement. The remaining papers, by Bureau and contractor personnel, describes methods of reducing the amount of respirable dust to which coal miners are exposed. Of the six methods of reducing exposure to respirable dust described, two are methods of preventing or reducing the amount of respirable dust raised during mining operations, two are methods of collecting or removing dust after it has been released into the mine atmosphere, 2nd two describe methods that are combinations of prevention and collecting .

IT is a great honor to be asked by. the Board of Directors of this Institute to deliver the Henry Marion Howe lecture. The invitation carries with it a great responsibility, which I accept with considerable hesitation and with a feeling of unworthiness to perform the duties expected of me in this hour devoted to the memory of the life, character, and work of the late Professor Howe. Many of you recall the scholarly address delivered here a year ago by Prof. Albert Sauveur, and the beautiful tribute he paid-to his friend and colleague of many years in the great work of changing the art of iron making into the science of iron. My association with Professor Howe, was of brief duration-only one year-and the relation was that of pupil to teacher. My feeling toward him in later years was always that of a humble disciple at the feet of a master. He attained his third academic degree in the year that I was born. I recall the pride I felt when, after entering the, steel industry, I received from him, from time to time, letters asking for information or, perchance, asking my opinion, and he was always most punctilious in acknowledging the source of such bits of information in his writings. It was also my good fortune to sit at the feet of another great teacher-Sir William Roberts-Austen, at the Royal School of Mines. I mention him because his name was used by Osmond in coining the word "austenite," which is the subject of this address, and Osmond's suggestion was heartily approved by Howe. These three international metallurgists were the best of friends and delighted to honor the achievements of one another. There are other reasons for mentioning Roberts-Austen at this time. It was an introduction from Howe that opened to me the door of his -laboratory as well as of his heart. It was while at Roberts-Austen's laboratory that I .worked side by side with William Campbell

This is the first in a series of progress reports on the longwall subsidence research program at the Bureau of Mines Denver Research Center. As part of this program, the Bureau and the Utah Power and Light Co. are cooperating on a study conducted at the Deer Creek Mine, which is directed toward developing the capability to estimate the surface subsidence resulting from longwall mining in a geologic, topographic, and mining environment common to coalfields in the Western United States. A monitoring network has been established at the Deer Creek Mine to measure subsidence over four adjacent longwall panels. To date, two panels have been mined. Subsidence began as the first panel was mined and continued for 1 year following completion of the panel, during which time the adjacent panel was mined" A maximum of 2.7 feet of subsidence occurred over the two longwall panels mined at a depth of 1,500 feet. Because of the length of time that subsidence continued after mining, the final subsidence profiles and angle of draw have not yet been determined.

The paper investigates the historical information relating to spontaneous heatings which have occurred within the area from 1955 to date. From this information the seams most liable are identified and the location within the workings is enumerated, together with the possible reason for the occurrence of the heatings. Details are given of the precautions taken during development, working and withdrawal. Sampling procedures are outlined and the interpretation of the results is discussed. Reference is made to the various types of material and techniques employed in both preventing and combating heatings and examples are given of their relative cost and the operational experience obtained. Special observations are made on the changes in mining techniques and their influence on spontaneous combustion.

Discussion of the paper of Mr. Granger, presented at the New Haven meeting, February, 1909, and published in Bulletin No. 25, January, 1909, pp. 1 to 37. LEWIS M. HAUPT, Philadelphia, Pa. (communication to the 'Secretary*) :-This subject is of great interest to me, and I am noting progress and conditions as a test of my own judgment in advocating what I believed to be the nearer, cheaper and better route at Nicaraugua. I have as yet learned nothing to change my views, or modify the convictions which led me to retire from the Commission; but that is not the issue to-day. Our government is committed to the Panama route, and is bound to " make good." There are many points presented by Mr. Granger which seem to me worthy of very serious consideration. But when all is said there remains the risk of seismic convulsions, to which either form of canal is subject; and I fail to see that the risk would be reduced by making the cut deeper, with greater surcharge of lateral pressure upon the side walls. A severe earthquake in the rainy season would doubtless close either type of canal. One of the arguments in favor of the Panama route most insisted on, was that Nature had provided good natural harbors at its termini. Recalling this, it has interested me to note that the cost of creating the necessary harbors is estimated at $27,000,000. Mr. Granger refers to this, and quotes the Board's report to the effect that, on the Atlantic side, it will require 5 miles of jetties to " make an excellent harbor out of a wretched one." The vulnerable part of Mr. Granger's paper seems to me to lie in the admission that the plant required is still in the embryonic stage, and that at least one machine should be built and tested " to demonstrate that the theoretical strains and forces work out in practice exactly as expected." "INTRODUCTION This report is the first of several dealing with the application of flotation methods for beneficiating the calcareous and siliceous red iron ores and ferruginous sandstones of the Birmingham district. The flotation study was part of a general investigation of the concentratability of various iron ores of Alabama and other Southeastern States undertaken by the Southern Experiment Station of the Bureau of Mines, United States Department of the Interior, in cooperation with the University of Alabama, Tuscaloosa, Ala.Batch testing and pilot-plant flotation testing of the calcareous red ores of the Birmingham district have been in progress for several years, and although some phases of the study are not yet completed, enough data are available to indicate that many of the ores will yield marketable-grade concentrates with good recovery.The first flotation tests on the calcareous red ores employing conventional methods either the iron oxides or the siliceous gangue materials failed to give the desired results. The inferior separations obtained or prohibitive reagent requirements made the methods unattractive. Other more effective flotation methods were sought. A laboratory study of various reagents was undertaken. It resulted in the development of two attractive methods embracing anionic flotation of the activated siliceous gangue from the retarded iron oxides. The methods were similar in that fatty acid or soap-collecting agents were employed in strongly alkaline pulps to float the naturally activated quartz from the iron-ore pulps. The methods differed, however, in the addition agent employed to retard the hematite or hematite and calcite. By proper choice and quantity of the addition agent, the calcite could be floated with the quartz or retarded with the hematite as desired. Ability to recover or reject the calcite gives added flexibility to the separation. Although the methods have their limitations and cannot be considered ""cure-alls,"" they have given encouraging results on a number of calcareous red ores that heretofore proved difficult to concentrate by conventional flotation procedures."

The Bureau of Mines laboratory tested the response of a commercially available real-time aerosol monitor (GCA RAM-1) to various dusts. Monitor measurements were recorded, averaged, and compared with simultaneous gravimtric measurements of each test dust. Tests usually lasted several hours. The test dusts of various particle size distributions used included coal, limestone, and a commercially available test dust. For each particular dust, the monitor response was linear and correlated well with mass concentration over the range of about 0.5 to 10 mg/m3. The monitor can estimate a 2.0-/m3 respirable coal dust concentration within as little as 26 pct with 95 pct confidence. The monitor must, however, be calibrated with the dust to be measured because the instrument response is affected by the type of dust particle. The average monitor response to same mass concentration of coal dust was approximately twice the average monitor response to the same mass concentration of limestone dust.

The Bureau of Mines studied alumina extraction from uncalcined, kao-linitic clay at temperatures from 1000 to 2500 C using 20-or 27-wt-pct-HCI concentrations and with an acid-to-clay ratio of from 0.8 to 1.4 times stoichiometric. Autogenous digestion pressures ranged from atmospheric pressure to about 900 psia. Extraction of 96 pct of the alumina was obtained by HCI leaching at temperatures and leaching times that varied from 1000 C for 120 h to 2000 C for 15 min. Hydrochloric acid stoichiometry of the reaction A1203'2Si02'2H20 + 6HCI + 2AICl3 + 2Si02 + 5H20 was studied at different temperatures and leaching times in a 750-mL tetrafluoroethylene-polymer-lined autoclave. A combination of high temperature and 20 wt pct excess HCI promoted rapid and almost quantitative extraction of alumina (99 pct in some tests). Additional Bureau data obtained with 35-mL tantalum bombs and leach-ing tests with added fluoride are also provided. At high temperatures, the addition of fluoride did not result in a significant improvement over HCI alone and was deleterious to the filtering properties of the digest residue.

Adolph Greiner, Seraing, Belgium:—I have nothing special to add to Professor Hubert's paper except to say that there are some little things that it would be well to have corrected when the paper comes to be published. In dealing with the thermal efficiency of the engine, you will find that the 29.84 per cent. was a very high one. Professor Hubert has forgotten those engines built under the Cockerill type, but he has referred to them in Appendix 11. At our works at Cockerill we have built 63 engines, giving 63,000 h.p., and the other companies who have received licenses have built 113 engines, making 103,000 h.p., and aggregating 176 engines and 166,000 h.p. Eight years ago I had the pleasure of giving to the Institute the results obtained up to that time. Since then a good many engines have been constructed. In 1898 I thought a blast-furnace producing 100 tons of pig iron would allow 3,000 h.p. Professor Witz and Professor Hubert show that with the same production of pig the new engines take 3,800 h.p. out of the gas. At present at Cockerill we make 700 to 800 tons of pig iron per day, and we hope to have 26,000 h.p. in a few years. At present we have only half of that in gas-engines, but we hope to have in five or six years all the gas out of these furnaces to the number of 25,000 or 26,000 h.p. Recent developments in energy conversion, mining and minerals processing, pollution control, and chemical equipment have placed in-creased demands on heat-resistant alloys. Higher corrosion rates from oxidation, hot corrosion, and sulfidation have increased consumption of materials that contain critical and strategic minerals and in many cases have limited productivity. The Bureau of Mines is conducting re-search on substitute materials having greater resistance to high-temperature corrosive atmospheres above 6000 C compared to austenitic stainless steels such as AISI 304, 316, and 310, with the goal of conserving critical metals such as Cr and Ni. The substitute materials are based on Fe-Cr-Ni-Al compositions. Aluminum additions to Fe-Cr-Ni alloys significantly improve high-temperature corrosion resistance, particularly sulfidation resistance. In the alloy, devised by Bureau researchers, aluminum additions are held in the form of a second-phase precipitate, 8NiAl. Minor additions of Ti, Mn, and Si improve workability.

The Bureau of Mines is investigating a method of dewatering flocculated fine-particle waste that involves treating the waste with a high molecular-weight polymer such as polyethylene oxide (PED) followed by dewatering on a static screen and/or in a trommel. Dilution of the polymer solution used for dewatering and use of the ion-exchanged form of the montmorillonite clay were found to be major factors determining the amount of polymer required to dewater clay-containing slurries. The amount of polymer, A, required to dewater ion-exchanged montmorillonite can be described by the equation, An = kC + b where n, k, and b are empirical constants and C is the concentration of the polymer solution used for dewatering. Clays that require large amounts of polymer for dewatering also dewater to a lower solids content. The concentration of the polymer solution is important because it affects the radius of the polymer coil in solution and hence its ease of transfer to a bridging configuration by shear. The constant, n, a function of the charge to hydrated radius of the exchange ion, relates to the strength of the bond between the polymer and the surface of the clay through a water bridge. The constant k is related to the hydrated radi-us for sodium or to the unhydrated radius for the other exchange ions.

Research to evaluate the lubricity effects achieved by spraying water on the cutting bit of a mining machine or spraying water on the coal during cutting has shown that neither practice affects cutting forces, as had been believed. However, when water was supplied to the cutting zone axially through the bit at 3,000 to 5,000 psi pressure, tangent'ial cutting forces were reduced an average of 30 pct at a I-in depth of cut while normal bit forces were reduced an average of 65 pct. Lower normal forces mean reduced bit wear, faster advance with greater depth of cut, and fewer coal fines.

In 1996, 92.5% or 233 Mt (257.4 million st) of coal produced in Wyoming came from the Wyodak coal zone in the eastern Powder River Coal Field. While the mined portions of the zone consist of one to three beds of coal with an aggregate thickness between 15 and 33.5 m (50 and 110 ft), the thickest expression is 61 m (200 ft). The delivered coal from this zone averages 0.33% sulfur, 5.12% ash, and 19.98 MJ/kg (8,590 Btu/lb). This coal zone occurs at or near the top of the Paleocene Fort Union Formation, which is overlain by the Eocene Wasatch Formation. There is also production from two coal beds in the lower portion of the Wasatch at the southern end of the basin. Production of coalbed methane derived from the Wyodak coal zone is currently an estimated 10.2 billion cu ft a year. This production is occurring just west and downdip from the coal mines and is increasing each year.

THREE case histories from professions other than engineering will serve to introduce ideas basic to this discussion. Case (1) Date, about 1900. A young man, B. D. from a three-year graduate course in a prominent divinity school, was for two years a successful pastor of a small church; then friction over theological matters arose with a fundamentalist deacon of the "Bible belt" type. He resigned, returned to his university for a four-year medical course, interned for two more, and thereafter was successful and apparently happy as a physician. We may assume that he was converted in early adolescence and vowed himself to service as a minister. Acceptance of his announced career by parents, friends, and teachers plus his own determination confirmed his choice until illiberal criticism threatened his usefulness and he awoke to the fact that his inner needs were not along the direction in which inertia and his conscience had constrained him.
