We describe a new software product designed for the net present value optimization of multi-open-pit blended ore operations in which it is desired and/or necessary to dump some or all of the waste rock produced in the course of operations back into the voids created in the process of ore extraction. The software product simultaneously decides over the entire life-of-mine which material to mine in which year, once mined what to do with it, and where to put that material which it has decided to waste, all subject to annual blend and capacity constraints.

This report presents a description of the Prototype Demonstration Vehicle developed under U.S. Bureau of Mines Contract No. JO 366003, "Improving Man Transit Safety". This vehicle was constructed to assess the feasibility of a set of equipment related guidelines which were drafted in Phase I of the same contract. State-of-the-Art improvements were embodied in such areas as collision survivability, occupant comfort, and multiple mode (on and off rail) operation. The electric battery-powered vehicle carries a twelve man section crew at speeds up to 12 mph. The description of the demonstration vehicle is presented in Volume I. Safety Guidelines are presented in Volume II.

The earliest known records related to mining document in dramatic terms the fact that mining methods have undergone significant change over the centuries. Wooden wedges, hammers and chisels, “fne setting”, to name a few, were the frst tools used to extract ore .or quarry rock for civilization. These inefficient tools and unsafe practices have been replaced today with some of the highest technology known to man. At the heart of most mining operations is the blasting program which utilizes one of the most efficient tools ever invented.. . explosives. Ever since they were invented, miners have been searching for more efficient products and methods with which to harness this “tool” and make it safer, reliable, and more eficient to use.

A survey of electromagnetic noise reports was performed and a summary of the results are given. Industrial concerns were surveyed for techniques to minimize the effects of electromagnetic noise and are presented. The common types of communication links used in mines today are presented. A mathematical development was presented which determines the probability of bit errors versus distance for various types of communication links designed for in mine use. The probability of undetected errors for the protocols of the communication links is given together with burst error detection.

"On January 9, 2014, a large chemical spill occurred on the bank of the Elk River near Charleston, WV. Within hours, the potable water supply for more than 300,000 people was contaminated, and the incident captured national headlines for weeks. Although the primary chemical, crude 4-methylcyclohexanemethanol, or MCHM, is deemed nonhazardous, the impacts of the spill are significant – with all stakeholders, including the public, members of industry, and relevant government agencies experiencing losses. This case highlights the need for a more proactive approach to environmental management, shifting from crisis control and remediation to crisis prevention and risk management. INTRODUCTION On the morning of January 9, 2014, approximately 10,000 gallons of crude 4-methylcyclohexanemethanol (MCHM) leaked from a 48,000-gallon storage tank sitting on the bank of the Elk River near Charleston, West Virginia (WVDEP, 2014; CSB, 2014). MCHM is a chemical commonly used in preparation of fine coal, and is deemed nonhazardous in terms of transportation and storage regulations and also toxicity (CDC, 2014a). Freedom Industries, Inc., a producer and vendor of specialty chemical products, had acquired the storage facility where the spill occurred from Etowah River Terminal, LLC just a few weeks prior in December 2013 (WVDEP, 2014; Freedom, 2005). The direct cause of the spill was ultimately determined to be two small holes in the base of the 76-year-old tank, which were created due to corrosion damage (Bauerlein & McWhirter, 2014). The spill site was located just over a mile upstream from the intake of a municipal water treatment facility operated by West Virginia American Water (WVAW), which serves a population of 300,000 across nine counties in central West Virginia (CDC, 2014a). In a matter of hours, the leaked MCHM made its way through the treatment facility and into the water of nearby homes and businesses, where its strong smell was noticed almost immediately. On the evening of the spill, WVAW concluded that its conventional treatment processes, which include carbon filters to remove a variety of contaminants from water, were not capable of fully removing the MCHM and a “Do Not Use” order was issued for all customers (WVAW, 2014a). With little information readily available regarding the potential human health effects of MCHM, the US Centers for Disease Control and Prevention (CDC) quickly issued an advisory ruling that set a maximum screening level of 1 ppm for safe drinking water (CDC, 2014a). Based on this recommendation, the “Do Not Use” order remained in effect for a total of eight days, until January 17, when the WVAW distribution water was confirmed to have MCHM concentrations below this level (WVAW, 2014a). However, due to the pungent odor of the chemical, its presence was still recognizable in the WVAW facility and in consumers’ tap water after the order was lifted (Manuel, 2014). Recent studies have shown that the chemical can be detected in water at concentrations as low as 0.55 ppb by individuals experienced in odor identification (Rosen et al., 2014); and even individuals with no such training can detect pure MCHM at just 7 ppb (WVTAP, 2014). The fact that this chemical can be sensed at such low levels – indeed far below those considered safe – undoubtedly added to growing public concern. In response to numerous complaints and demands, WVAW continued flushing the treatment facility and pipes until February 25 when MCHM levels were measured below 2 ppb (WVAWb, 2014), and eventually replaced the affected filter media (WVAWc, 2014)."

Of all the blast monitor& instrumentation systems and techniques av&able today, highspeed photography and videography remain as the most valuable, stand alone, diagnostic techniques to evaluate full scale blasts in the mining and explosives industries. Highspeed image data, coupled with information from other instrumentation systems, such as continuous VOD records, seismographs, laser surveying systems, refraction seismographs, etc. can eIiminate many assumptions about what actually took place in a blast. Thus, diagnostic confidence in evaluating both good and bad blasts is increased, and optimum blast designs are achieved considerably faster when compared to the trial and error approach or relying on just the experience factor.

This paper is the second report of the results of the United States Bureau of Mines twenty-third semiannual survey of motor fuel marketed in the United States. The first paper, reporting data relating to gravity, vapor pressure, and distillation range of the samples, was published as Report of Investigations 31293. A third and concluding paper giving the results of other tests will be published as soon as these tests have been completed. The present paper deals with the data of the twenty-third semiannual survey presented in accordance with the revised specifications for United States Government motor gasoline. The sample numbers used are identical with those used in Report of Investigations 3129, with additional data included for copper strip corrosion (method 530.22),4 and sulphur content by the lamp method. Three hundred and twelve samples were collected and analyzed in this survey. Two hundred and seven samples were competitive-price gasolines and one hundred and five samples were premium-price motor fuels.

In 1984, the U.S. Bureau of Mines conducted a mineral survey of the Pahute Peak Wilderness Study Area (WSA) (NV-020-621), which covers 57,529 acres in Humboldt County, NV. About 90 percent of the WSA is underlain by Tertiary volcanic and shallow intrusive rocks. Of the remainder, metasedimentary rocks of unknown age are in contact with Cretaceous intrusive rocks in the northwest corner of the WSA. The entire WSA is within an upthrown fault block of the Basin and Range physiographic province. Portions of the WSA, especially south of Pahute Peak (Big Mountain), may be part of an eroded caldera structure. No mines or evidence of major exploration were identified within the WSA. Workings in Copper Canyon, claim blocks along the northwest boundary, and zones of anomalous character as defined by the Bureau of Land Management were examined. No mineral resources were identified, but sample results indicate three significantly mineralized sites, one with indications for zinc skarns in Copppr Canyon, another favorable for precious metals 2 miles south of Copper Canyon, and another area near the northwest boundary with geologic conditions characteristic of molybdenum deposits. Further investigation of these sites is warranted. Petrified wood is present in small amounts near the west central range front.

"Measurement of the size and elemental characteristics was performed on airborne coal mine dust samples collected by multi-stage cascade impactors as well as channel samples of the geologic materials. Size distributions were obtained using precise weighing techniques on the impactor substrates. Elemental analysis on the samples was performed by the proton-induced x-ray emission (PIXE) method, a rapid and non-destructive method of multi-element analysis.The various analyses were performed on 9 major and 21 trace elements. The results indicate the importance of intake air and shuttle car movements as sources of dust. The association of coal dust characteristics with channel samples was investigated using the coefficient of proportional similarity as a statistical measure. Results show a strong relationship between major elements and the geologic material being cut but a similar relationship between trace elements and geologic materials is not consistent.1. INTRODUCTIONThe most significant occupational disease in the coal industry is known ·as coal workers' pneumoconiosis (CW'P). While CW'P has existed for centuries, its mechanism of occurrence and association with coal dust has been well understood for only a few decades. In the 1930s, the significance of this disease led state and government officials in the USA to perform extensive epidemiological and environmental studies in the major coalfields. Study of these results plus later studies in the coal producing countries of Europe eventually led to the dust regulations that appear in the Federal Coal Mine Health and Safety Act of 1969.The impacts of the 1969 act were a productivity decline and increased production cost. Many analysts attributed this in large part to difficulties in complying with the new dust standards (Brezovic 1981). However, compliance was met in most continuous miner sections rather quickly. The remaining problem area is that of longwall mining where the procedures and layout of the minin~ system make it difficult to meet the standards."

Strand guide rolls in continuous casters are crucial components for guaranteeing an optimum process for the production of high-quality steel grades. The properties of these rolls greatly influence the quality of the slab produced. The most commonly used designs so far have been the axle roll and the solid roll. A quite new roll concept is the STEC-Roll®. It combines the advantages of the axle roll with those of the solid roll. This paper explains the development of this roll type and shows the current design. The characteristics of the STEC-Roll® are presented in greater detail and are underlined by a number of simulation results. Beside the design itself, the benefits for casting and maintenance are explained, including for example the easy assembly and dismantling or the use of the roll for dry casting. A brief examination is made of the TCO for the STEC-Roll® and an estimation is provided of the exchangeability of this roll. To conclude, an overview on the current applications is presented.

BCR National Laboratory (formerly Bituminous Coal Research, Inc.), under a USBM con­tract (originally with the Department of Energy), monitored the installation and operation of a computer-based belt-monitoring and control system at the Barnes & Tucker Coal Co. Mine No. 20, Ebensburg, PA. The system installed was the National Coal Board's Mine Operating System (MINOS) coal transport monitoring and control system. The program objec­tive was to document (1) the installation requirements for a conveyor control system, (2) the operating experience with the system, and (3) the impact of monitoring and control on mine operation. Analysis of the system operation indicates that monitoring and control did improve belt availability significantly, and reduced downtime associated with belt delays. Economic analysis showed the increased belt availability would potentially result in significant production increase, and, therefore, excellent payback on the initial investment. The system performed satisfactorily, was well accepted by the work force, and did not increase the maintenance workload.

"Water evaluation and management during mining exploration and operational activities is crucial to minimise direct and indirect operational costs and also in delivering mining companies the less tangible, but equally critical æsocial license to operateÆ.Mining is often carried out in remote areas, where the mine will be the most significant and visible user and potential contaminator of water resources. However, wherever it is located, a mineÆs use of water must be managed in the context of two key aspects: the natural parameters of the resource; its abundance, its temporal variability and its chemical and physical qualities other users of the resource; other industry, potable water supplies and ecological requirements of local habitats.It is vital, therefore, that this commodity be assessed to an appropriate degree to help establish the viability and sustainability of the mining project and identify those other stakeholders who may be affected by the mining companyÆs activities.This paper outlines the background to catchment-scale model and presents a cost-effective method for establishing a robust water baseline and creating a water management tool to be used throughout whole mine life cycle. Numerical surface and groundwater modelling has long been established as a tool for reactive management, following collation of yearsÆ worth of data. Now, using freely available remote sensing data and desk study information, analytical modelling techniques can be used cost effectively to provide mining companies with a tool for assessing and managing their water consumption requirements at the outset of a new project venture.The paper includes a selection of case studies to show how the use of analytical modelling can be used as an evaluation and management tool to help not only assess general watershed parameters and water availability but also how it can be used as a tool to provide decision makers with the information to complete æwhat if?Æ scenario assessments. This report is principally concerned with the engineering and economic feasibility of area surface coal mining systems other than draglines. This analysis evaluates shovel/ trucks, shovel/crusher/conveyors, and shovel/rail excavation and haulage systems for an assortment of geologic environments and production rates in the Powder River Basin (PRB). Shovel/trucks, front-end loaders trucks, and shovel/crusher/conveyors were studied in a multi-seam, dipping geologic area of the Four Corners Region. The Texas lignite engineering and economic research involved bucket-wheel excavators (BWE), BWE/backhoes, and scraper/backhoe combinations for overburden and coal excavation. The PRB truck/shovel study utilized the most recent computer simulation available in both the design and cost analyses. Detailed engineering analysis, followed by in-depth operating costs (operating and depreciation), result in a complete evaluation of each mining system. Cost comparisons of the different mining systems under similar geologic and production constraints are presented in the report to illustrate the estimated capital investment and production costs per ton of coal and bank cubic yard of overburden.

Continuous experimentation utilizing a 3- by 36 - foot rotary kiln was conducted to demonstrate the feasibility of simultaneous induration and reduction of magnetic taconite concentrate . Lignite , or lignite - anthracite mixtures , and green magnetite pellets (64.2 percent Fe , dry basis ) were heated in a rotary kiln to about 2,100 ° F. After separation from excess reductant , the product pellets were found to be highly reduced and acceptably hard . A total of 140 tons of prereduced pellets with an average Fe content of 79.0 percent was produced at Minneapolis and smelted in the Bureau's experimental blast furnace at Bruceton , Pa . Two additional supplies of prereduced pellets were obtained from The Steel Company of Canada , Ltd. , Hamilton , Ontario , which contained 83.8 and 91.3 percent Fe , respectively . Smelting of prereduced pellets was compared with that of unreduced pellets obtained from The Hilton Mines , Shawville , Quebec , and from the Erie Mining Co. , Hoyt Lakes , Minn . Blast furnace tests established that a substantial decrease in coke rates and higher production result from the use of prereduced pellets .

"Biological leaching can be used to enhance the recovery of gold and silver from refractory ores, concentrates and tailings. The method liberates precious metals associated with sulphide minerals such as pyrite and arsenopyrite making them amenable to cyanidation. The chemistry and features of biological preoxidation leaching is discussed. A summary of the results obtained on various ores, concentrates and tailings is presented.INTRODUCTIONRefractory precious metal ores in which gold and silver are finely disseminated in sulphide minerals such as pyrite and arsenopyrite are becoming more important to the mining industry. This is due both to a depletion of simpler, free-milling ores and to a significant increase in the price of gold in recent years. Whereas many ores can be directly cyanided with gold solubilizations over 90% obtained, the refractory ores respond poorly to direct cyanidation and require decomposition of the precious metal-bearing sulphide minerals to increase recoveries.Decomposition of sulphides by oxidation prior to cyanidation can be carried out by several means. The oldest method is roasting which removes unwanted ore constituents by high temperature oxidation and volatilization. In Canada, for example, roasting is used at Giant Yellowknife (Connell and Cross, 1981). Another method gaining increasing acceptance is pressure hydrometallurgy which uses aqueous oxidation conducted at high temperature and pressure. Homestake Mining Company have recently completed construction of a plant incorporating pressure oxidation at their Mclaughlin property in California (Guinivire, 1984)."

This Bureau of Mines report discusses the electric-arc reduction of zirconium and hafnium oxides with carbon yielding a metal-metallic carbide mixture. The carbon to oxide ratio in the feed determines the metal to carbide ratio in the product. A sample of this product was produced -or testing as a feed for the deBoer iodide-dissociation process. A new technique for producing pure carbides is described, which uses the intense heat of the arc to volatilize the carbide. Recent changes in the field of ore and bulk commodity handling has forced a reevaluation of previously conceived notions. When vessels were small, and sources of raw material were reasonably close to areas of need, the role of the shipping terminal was of secondary importance. Now terminals must be built to take advantage of the economic benefits of the supercarriers. The shipping rates of the 80's will not be determined by the 60,000 DWT or even 150,000 ton capacity bulk carrier, but rather by the supercarriers in the 250,000 DWT class or larger. When the Suez Canal was closed, the shipping industry took a hard look at the economics of the large bulk carrier. Naval architects overcame the problems and successfully designed large supertankers, which today are plying the seas in excess of 350,000 DWT. Orders have been placed for tankers of 480,000 DWT. The shippers of dry bulk materials are now coming to similar conclusions about the economics of supercarriers. As of today, over 40 orders have been placed for vessels in the 250,000 DWT class, representing an investment of over 11/2 billion dollars, and many more are being considered. These vessels are being designed as combination ore/oil (0/0) or ore/bulk/oil (OBO's) carriers. The oil industry has seen the need for terminals which can accommodate these supertankers. The dry bulk shippers, and particularly ore shippers, must now act.

The purpose of this study was to evaluate the various techniques far mine roadway dust control. This evaluation included (a) the types of dust suppressants available, (b) the interaction of these products with the properties of the roadway surface, and (c) the costs and performance measures of the predominantly used dust suppressants. Over 30 products were identified having a wide range of effectiveness depending largely on the properties of the road base, subsurface, and wearing surface. The effectiveness of a dust suppressant was also found to depend on the application and maintenance procedures employed. As a result of this investigation five dust suppressants were identified s being predominant in the surface mining industry: Coherex, wetting agents, lignin sulfonate, water, and calcium chloride: An approximate cost-effectiveness analysis, limited by the lack of quantitative field performance data, showed that the five suppressants ranked in the order given above, with water being one of the least cost effective. This report also presents an analysis of applicable federal and state regulations.
