This report, summarizing the results of two studies sponsored by the Bureau of Mines, presents information on the types of mobile machines used in surface coal mines in the United States, and the amount of noise to which miners are exposed. Data consist of a calculated value of the probability of noise overexposure caused by specific equipment. These data are extrapolated to estimate the number of overexposed operators. Bulldozers were identified as the major contributors to noise overexposure, and the report presents results of a Bureau-funded program on the feasibility of providing retrofit noise control on bulldozers.

Water recycle is an important part of the coal preparation process. This study was directed toward: (1) a survey of current practice and an evaluation of both the solid and liquid components of blackwater, (2) an experimental study of blackwater flocculation, and (3) a fundamental analysis of the flocculation process. The solids contained in the blackwater discharge to the fine refuse thickener of a coal preparation plant were found to contain, on average, 56% coal and 44% mineral matter. The mineral matter was largely illitic clay, while the water phase contained relatively large amounts of S04 and Ca++. Detailed studies were made of both natural and synthetic flocculants and the influence of polymer type and pH on the settling rate, turbidity of the supernatent liquid and sludge volume of the settled solids. More tundamental studies were made that clearly indicate the need for controlled mixing of polymer into the suspension to be flocculated, and the need to evaluate, more closely, the structure of the flocs formed during the process. Research recommendations are given.

The objective of this study is "to assess the impact of surface mining on soil compaction in the Midwest". The study revolves around a unique field sampling program targeted at four mine sites utilizing four distinct types of soil movement of midwestern prime land. Through the preparation of a final report for use as a guidebook, an assessment is made of the degree to which surface mining operations contribute to the soil compaction problem. The final report is formulated through the use of field study data as well as information gathered in an intense literature review. The final report centers on applying collected data to practical field applications. Soil sampling on the four mine sites centers on a comparison of natural and replaced soils for moist bulk density. This characterization evaluates changes in density and texture throughout the soil profile to a depth of 48 inches. Fertility of the topsoil is also assessed for natural and replaced soils. During field sampling and observations, a base of information has been gathered to compile a case study on each mine site. The report accesses the regulations in the prime farmland areas through the use of a matrix. The regulatory matrix allows easy access of mining personnel to State and Federal regulations.

The development and use of minerals and mineral fuels are essential to national security and to the maintenance of an expanding economy. As a Nation, we often met these needs but failed to recognize and assess the impact that mining and mineral processing activities have on other natural resources. Currently, the growing demand for energy and minerals is accompanied by an increasing awareness that the provision of these resources must not conflict with society's demand for a clean and habit-able environment. Although present mining and mineral processing activities incorporate, or have under development, technology capable of minimizing environ-mental impacts on land, air, and water, many older operations, particularly in the first half of this century, lacked the technological, social, and environmental insights that exist today. Consequently, a substantial backlog of damaging and potentially damaging conditions remains from such problems as mine subsidence, acid water generation, burning and nonburning waste banks, abandoned surface-mined lands, abandoned underground mine fires, and abandoned mine shafts and oil and gas wells.

Anglo American Platinum's Khomanani 2 shaft changed over from down-dip mining to breast mining in 2004. The changeover was made to ensure that production targets were met, as it was said that predevelopment for down-dip mining was not fast enough to sustain the required ore reserves; nevertheless, production performance did not increase as expected. In this study a trade-off was performed between down-dip mining and breast mining on the Merensky Reef at Khomanani 2 in order to find the most suitable method for mining the Merensky Reef. Data was gathered by means of a literature survey, underground observations, and interviews with personnel as well as data from various departments on the mine. The two mining methods were studied and then evaluated in terms of the following criteria: safety, mining rate, cost and other factors which were identified as the main drivers of the mine. A scaling system was used to rate the performance of the two mining methods. Analysis of the results shows that down-dip mining and breast mining have the same safety performance ratings. Breast mining has a better mining rate performance than down-dip mining. Breast mining was found to be costly in comparison with down-dip mining, which has a good cost performance rating. The overall ratings of the two mining methods are very similar, with down-dip mining achieving a rating of 76 and breast mining 75.5 out of an optimum 102. Khomanani 2 currently practices breast mining, and with such a slight difference in performance rating between the two methods, it will not be worth changing over to down-dip mining as production is likely to be adversely affected during the changeover. Down-dip mining does, however, have potential for improvement in its performance rating. Further studies focusing on the improvement of the mining rate performance for down-dip mining are needed to see if this potential can be realized. If significant improvement can be made in the performance rating for down-dip mining, a changeover to down-dip mining can be reconsidered.

The President declared the Meeting open at 4.08 p.m. OBITUARIES The President: Ladies and gentlemen, before we start the business of the meeting, it is my sad duty to announce the deaths of the following members of the Institute since our last meeting: Dr O. A. E. Jackson, Honorary Life Fellow and Past President; C. Airth, T. L. Blunt, A. E. Frazer, C. L. Lamb, and K. Richardson, Life Fellows; and J. T. Beaumont, Fellow. As you know, there were a number of other deaths during the year, which were reported at previous General Meetings of the Institute. As a mark of respect to the memory of the deceased, and in sympathy with the bereaved, I ask you to rise and observe a few moments' silence. "IntroductionA STUDY of the trace elements in the ash •of coals from nine seams in the Sydney coalfield, Nova Scotia, was undertaken at the suggestion of Dr. W. A. Bell, Geological Survey of Canada, as a part of a larger study of these and other Nova Scotia coals being made by the Geological Survey and the Nova Scotia Department of Mines under the direction of Dr. P. A. Hacquebard.The main purpose of this investigation has been to •determine if a knowledge of the trace element distribution might be of assistance in the recognition of individual seams, the distinction of which is not always easy or positive in folded and faulted strata by ordinary stratigraphic and structural means.The study has been so conducted as to afford information on the variation of trace elements in individual petrographic intervals or divisions in each of the seams examined, intervals determined by Dr. Hacquebard on the basis of their banded ingredients, vitrain, clarain, durain, fusain, etc, as observed under the microscope in polished sections. The results, as well, indicate the trace element composition of the coals of the area as a whole, and quantitative data for fifteen elements are given, along with concentrations of thirteen other elements, stated in terms of intensity ratios. Data on distribution of germanium, though considered here along with other elements, are dealt with elsewhere*."

NUMEROUS determinations1-7 of the tex-ture of cold-rolled polycrystalline iron, steel, and ferritic alloys have been made with good agreement among the various observers as to the principal features of the texture common to all, but there has been no adequate explanation of the texture in terms of the behavior of individual grains. This study presents an explanation of the texture based on the observed rotation of single crystals when deformed in a manner similar to a grain in the aggregate, a method we have found useful in leading to a better understanding of compression and tension textures;8,9,10 in particular, the aim has been to determine experimentally the end orientations of rolled single crystals of iron. These are discussed in connection with the point of view of Wever1 and of Boas and Schmid2 that the rolling texture is a simple compression texture (compression normal to the rolling plane) superimposed on a simple tension texture (tension in the roll-ing direction), and the point of view of Kurdjumow and Sachs3 that three ideal end orientations exist.

Introduction For many years the necessity of mechanization of all the underground services in the collieries of the Dominion Steel and Coal Corporation in the Sydney, Pictou, and Cumberland coalfields has been foremost in the minds of those concerned with the engineering and operating policies of the Corporation, and a gradual policy of the mechanization of these services has been undertaken over the years, until nearly all the underground services, except the actual loading of the coal at the face, have been mechanized. Early in 1928, experiments in mechanical loading were conducted which finally culminated in the installation of mechanical loading units in our No. 20 colliery in 1938. This attempt at mechanization of the final underground services proved unsuccessful because the workmen were not ready to accept complete mechanization, and the fruition of many years of study was delayed until the year 1947. During the ensuing years, the engineers and operators of the Corporation had studied the possibility of adapting to conditions prevailing in Nova Scotia mines the many types of loading equipment in use in the United States and Europe. The varied physical conditions which exist in the fields operated by the Corporation rendered it extremely difficult to apply the equipment and technique successfully employed in the United States, and more recently in Europe, and special techniques have had to be devised to meet the need of each individual colliery. Prevailing physical conditions in the Nova Scotia fields find no parallel for mechanization with those of any other part of the American continent.

Paper written on project work carried out in partial fulfilment of B.Sc. (Eng.) (Mining) degree As a partial fulfilment for the degree of B.Sc. (Eng) (mining) at the University of the Witwatersrand, a dissertation was to be completed in the mining industry. This was done at Finsch mine, with the purpose of determining the best solution to the required secondary breaking problem. In order to complete the study of the secondary blasting method available for use in the new block 4, cave mining method at Finsch mine the following problem statement was identified and solved ?The methods currently in use, for the secondary breaking of oversize rocks at their source in the current production levels, are to be investigated, and their applicability to the new block 4mining project determined?. To effectively achieve this problem statement above; time was spent researching and investigating, in depth, the methods that are currently in use at both Finsch and Koffiefontein mines; so as to gain practical knowledge of these. The methods were identified and independently evaluated, taking into consideration factors such as costs of the equipment, time to break oversize rocks, advantages, disadvantages, safety and labour requirements, etc. This in turn then allowed for a direct comparison between the methods and the decision as to the best to apply to the new block 4 production level. The methods that were investigated included: ?Concussion blasting, where concussion bombs and lay-on charges are used to break hang-ups and boulders. ?Drill and blast methods, where holes are drilled in large rocks and charged manually with explosives. ?Emulsion secondary blasting, which is a new project in use at Koffiefontein mine from African Explosives Limited. ?The Ro-BustTM breaking system, a hydro-fracturing breaking system. Once all the methods had been evaluated and compared it was found that the Ro-BustTM Breaking system was the most applicable for the breaking of boulders, with, the Emulsion Blasting System being used for hang-ups. THE BUREAU OF MINES is investigating methods for upgrading tar produced by the low-temperature carbonization of bituminous coal. This survey was undertaken to compile information needed for identifying the ether constituents of low-temperature tar. Physical properties are listed for 1,024 aromatic ethers. The compounds include cyclic and noncyclic, polyfunctional and monofunctional ethers with oxygen joined directly to either one or two aromatic rings. Alkyl groups up through butyl are included. The compounds are divided into 37 groups ranging in complexity from alkoxybenzenes to dibenzopyrans. Compounds containing aromatic ether groups are important constituents of the neutral oxygen components of low-temperature tar. For example, at Morgantown, W. Va., the Bureau of Mines has identified and determined the amounts of benzofuran, 2-, 3-, 5-, 6-, and 7 -methylbenzofuran, diphenyl ether, dibenzofuran, 2,3-dimethyldibenzofuran, and two other dimethyl-dibenzofurans in the neutral oil from a low-temperature bituminous coal tar (103, 104).3

Predicting ground motion from complicated mining explosions is important for mines developing blasting programs in regions where vibrations must be kept below certain levels. Additionally, predicting ground motion from explosions in complex 3D media is important for source size estimation for nuclear treaty monitoring. Both problems have been addressed under the development of a new series of programs including: 1) Generalized Fourier Methods to generate synthetic seismograms (Green’s functions) in 3D media for a moment tensor source implementation and 2) MineSeis3D, a program that simulates seismograms for delay-fired mining explosions with a linear relationship between signals from small size individual shots. To test the programs, three-component seismic recordings of three production shots at an iron mine in northern Minnesota were compared to synthetic waveforms in 3D media. Comparison of the observed and synthetic waveforms shows promising results. The shape and arrival times of the normalized synthetic and observed waveforms are similar for most of the stations. The synthetic and observed waveform amplitude fit is best for the vertical components in the mean 3D model but not as promising for the transversal components. The observed effect of spall on the waveform spectra was weak in the case of fragmentation delay-fired mining explosions. Commercial applications of the code could provide data needed for designing explosions that do not exceed ground vibration requirements posed by the United States Department of Interior, Office of Surface Mining.

This study estimates costs of producing bituminous coal and lignite by strip-mining methods in 12 hypothetical mines. Basic costs are developed by geographic area, rank of coal, and output capacity. Seam thickness and depth and type of overburden are considered typical for the area in which the hypothetical mine would be located. The cost analyses are based on the use of new equipment, the prevailing union wage scales, and the payment of all miscellaneous costs including royalties, contributions to the miners' welfare fund, and license and permit fees. All model mines are considered to have a life span of 20 years. Capital costs of bituminous strip mines with a capacity of 1 million tons per year range from $12.7 million in the Appalachian region to $16.0 million in the Interior province. The corresponding selling price, assuming a discounted cash flow return of 12 percent on investment, is $5.40 and $6.95 per ton, respectively. For bituminous coal strip mines producing 3 million tons annually, a capital investment of $24.9 million will render a selling price of, $3.46 per ton in the Interior province, whereas a similar mine in the Appalachian region requires a capital investment of $28.0 million to produce coal selling for $4.01 per ton. Subbituminous strip mines of 5 million tons of output per year range in capital costs from $28.7 million in the Southwest to $13.9 million in Wyoming and Montana. Coal produced in the Southwest would sell for $3.03 per ton, while coal from Wyoming and Montana would sell for $1.83 and $1.64 per ton, respectively. The capital costs for the strip mining of lignite range from $6.4 million for an output capacity of 1 million tons annually to $20.7 million for an annual capacity of 5 million tons. The corresponding selling prices of $3.01 and $2.12 per ton, respectively, Indicate the advantages of a large-capacity strip mine.

The Bureau of Mines investigated the complete ternary system K2 HfF6¬K2ZrF6-l.25 weight-percent HF at 40° C. In addition, solubility curves have been established at 25°, 30°, 500, 60°, and 70° C. These solubility data implemented a study of hafnium enrichment in feed solutions for liquid-liquid extraction processes.. Selected K2HfF6-K2 ZrF6-1.25 weight-percent HF mixtures were equilibrated in a constant temperature bath. Compositions of the equilibrated solutions and wet residues were established from combined hafnium and zirconium oxide and total fluorine analyses. All solubility curves were essentially parallel on triangular coordinates. At 40° C, the solid phase of the K2HfF6-K2ZrF6-1.25 percent HF system is a series of solid solution hydrates with K2HfF6-H20 and K2ZrF6.3H2O segments existing at the respective extremes. Since this system contains K2HfF6-H20 and K2ZrF6.3H20 segments, it is not ideal for simple separation of high-purity K2HfF6 from K2HfF6-K2ZrF6 mixtures by recrystallization. However, it would be useful for producing hafnium-enriched feed solutions from zircon concentrates for liquid-liquid extraction of hafnium from zirconium.

Mine wide, underground wireless communications are possible with the use of Ultra Low Frequency (ULF) technology. Due to the propagation through rock of ULF radio signals a relatively small antenna can provide communications coverage over a complete mining operation. Starting as a Personal Emergency Device (PED) for emergency messaging to miners under all circumstances, the ULF communications system has grown to include capabilities of remote control of underground equipment such as pumps and fans and centralised blasting initiation. This technology is now in use on 5 continents having lately made it onto the African mining scene. The paper and presentation will provide the audience with the benefit from international mining know-how in this technology as well as local African experiences. A recent commissioning exercise for example, is expected to pay for itself in electricity savings within a few months. These and other results from practical demonstrations and usage will be covered. This novel technology becomes an integral part of the daily operating infrastructure of a mine with immediate safety and business benefits. It is able to reduce capital expenditure and is designed for ease of routine operational use. The paper will conclude with insights into current R&D for further development of this technology.

The Bureau of Mines is involved in research directed toward the conserva¬tion of important raw materials and the utilization of solid waste. Two of the objectives are to conserve high-quality coking coals used for foundry coke and to utilize waste materials of marginal quality but of high calorific value. These objectives are consistent with Bureau goals. Pilot plant cupola trials were made to evaluate the adequacy of various alternative fuels, and to determine to what extent they could replace the foundry coke in cupola charges. Information was obtained on furnace performance, metal and slag chemistry, environmental questions, and the properties of castings. It was shown that anthracite or bituminous coals can partially replace charge coke up to the 40 pet level. Briquetted materials prepared from fuel fines, and waste prod¬ucts or byproducts of high calorific value, all tend to break down on heating in a cupola so that their use must be restricted to below 20 pet replacement. In cases where pitch-bonded coal fines or petroleum coke were used, carbon pickup by the iron was inadequate for gray iron specifications. Although emphasis during this work was placed on basic slag practice, some acid practice results are included.

TO my mind the National Bituminous Coal Act so far has proved one of the unhappiest experiences that has ever befallen the bituminous coal operators of the United States. Viewed in the light of its ugly consequences everyone should recognize this measure for what it is -a weird thing as unreal as a page from "Alice in Wonderland." Indeed it might be another stanza to the tale of the Walrus and the Carpenter, with the coal operators in the role of the unfortunate oysters who were taken on that memorable ramble. It is time that coal producers open their eyes, jerk themselves out of any lingering hypnotic optimism about the price-fixing provisions of this law, demand the repeal of these corroding clauses, and then set about remedying as best they can the disastrous effects of this retromingent scheme to regulate the coal business.

This summary appears in Minerals Year-book volumes I and III, which cover mineral production in the United States, its island possessions, the Canal Zone, and the Commonwealth of Puerto Rico, as well as the principal minerals imported into and exported from the United States. The several commodity and area chapters contain further details on production. A summary table comparing world and U.S. mineral production also is included. Mineral production may be measured at any of several stages of extraction and processing. The stage of measurement used in the chapter is normally what is termed "mine output." It usually refers to minerals in the form in which they are first extracted from the ground, but customarily includes for some minerals the product of auxiliary processing operations at or near mines.

This paper, describing the milling operations of the St. Joseph Lead Co. at Balmat, N. Y., is one of a series of similar papers being prepared by the United States Bureau of Mines on practice at various mills in the United States, Canada, and Mexico. The company also operates a mine end mill at Edwards, 12 miles northeast of Balmat. Mining practice in the district, as exemplified at the Edwards mine, is described in another information circular of the Bureau of Mines.3 The writer gratefully acknowledges the generous cooperation of the company officials which made this investigation possible, and wishes to thank R. J. Mechin, manager, P. W. Wolf, mill superintendent, and F. G. Kuehl, assistant mill superintendent, for their helpful assistance. Especial thanks are due J. S. Paper presented at the IAGOD international symposium on mineralization related to mafic and ultramafic rocks held in Orleans, France, 1-3 September 1993. Geological evidence from tropical laterites indicates clearly that platinum group metals are taken into solution and precipitated to form grains larger than those in the source rocks. Platinum and palladium move differentially in the surface environment, with Pt partitioning into soils and eluvial or alluvial deposits while Pd remains more mobile in natural waters. Natural organic acids, particularly humic acid, can interact with platinum-group elements and concentrate them even in areas where their content in rocks is very low. Experimental work has confirmed that Pt and Pd can be taken into solution by humic acid at room temperature and in geologically short time-spans. Solubility and deposition may be controlled by physicochemical conditions, reaction kinetics or an adsorption effect, or there may be two competing reactions, solubilisation assisted by organic matter and a kinetically slower metal precipitation
