Selection of resistance factors within Load and Resistance Factor Design (LRFD) requires accurate assessment of uncertainty and bias in load and resistance. To date, many studies have focused predominantly on the assessment of uncertainty, while the potential for bias appears to be the dominant factor in design for consistent levels of reliability under a variety of situations. Bias comes from factors which have been ignored in design method development but significantly influence resistance when extrapolating from conditions typical of databases to those at a given site. Uncertainty and bias can be quantified as the coefficient of variation and mean (or median) of a data set, respectively, for statistical assessment of load and resistance factors. This paper first presents an overview of statistical assessment of resistance factors, and then discusses factors that influence uncertainty and bias when extrapolating to situations outside of conventional databases of driven pile axial capacity.

Strategy is about making choices. Mining companies choose to do certain things and not to do other things. Mining is a long-term business, and the choices made typically have large investments attached to them, long payback periods, and significant socio-economic consequences. In today’s uncertain world, it is important to make the right choices. The mining industry in South Africa finds itself in a difficult situation. Operating conditions are tough, the socio-political environment is complex, and financial performance is under pressure. The choices made by all the stakeholders in this industry in the short term will shape the future of the industry. This paper characterizes some of the big, difficult decisions faced by the mining industry in the South African context, and discusses how these decisions could be approached in a fact-based and robust way.

This volume summarizes mining and petroleum legislation in 22 jurisdictions of the Near East and South Asia. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes : First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; and third, analysis of laws applicable to natural gas, petroleum, and related materials. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of states or provinces, those areas are considered separately from the central government.

Marine disposal of mill tailings has been practiced worldwide for over a century. However, only recently have the environmental effects of marine disposal been systematically studied. Some early attempts at marine disposal of tailings resulted in adverse impacts to marine life. However, recent advances in tailings disposal methods have included the introduction of engineered submarine tailings discharge systems, advanced environmental assessment and monitoring methods, and oceanographic modeling systems. Successful submarine tailings disposal (STD) has occurred at several mines. The U.S. Bureau of Mines (BOM) has undertaken studies of the disposal of mining and milling wastes in the marine environment. The BOM Alaska Field Operations Center, Juneau, initiated a review of the technology, regulations, and economic aspects of STD. The review illuminated the need for organization of literature on the subject, therefore the Bureau compiled this extensive bibliography on marine disposal of mill tailings. The bibliography presented here contains 1483 references and is also available through diskette in the Word Perfects format. A review of the references indicates that literature on submarine disposal inadequately covers the subject. The majority of the references listed only peripherally relate to the subject. Published literature on the engineering and environmental aspects of STD is severely limited.

"Increased production of explosives in the United States in 1933 compared with 1932 is shown by statistics compiled by the Demographical Division, Health and Safety Branch, United States Bureau of Mines. The figures relate only to explosives used for industries purposes, such as mining, quarrying, and road building, and do not cover nonindustrial explosives, such as ammunition or fireworks. Industrial explosives include black blasting powder, permissible explosives, 5 and high explosives other than permissibles figures in the tables of this report were compiled from reports covering sales by the individual companies manufacture of explosives in the United States in 1933. Because of the close agreement among the several series of figures, the quantity of explosives sold is considered as reflecting production and consumption, and the three terms ""sales"", ""production"", and ""consumption"" are used interchangeably in the discussion unless otherwise stated.Of the principal industries that use high construction operations accounted for the largest percentage of increase in consumption during 1933; metal mining and quarrying also used more of this class of explosives than in the previous year. Coal mining is the chief consumer of permissible explosives; the figures for 1933 showed that bituminous-coal mining used a larger quantity than in 1932, and that anthracite mines also showed a small increase. Although a net increase of less than 1 percent in consumption was reported for black blasting powder, large increases in use of this class of explosives were reported for metal mining, miscellaneous types of work, and bituminous-coal mining. "Comminition process costs, which typically represent an important contribution to mining operating costs, can themselves be divided roughly between energy and liner /charge wear. As such, developing the ability of predicting mill wear will allow a more accurate estimation of wear costs and therefore their control. In this paper and based on the possibility of estimating energy dissipated in impact and abrasion by using a discrete element charge motion model for mill charge motion simulation, media wear will be investigated principally as a function of three wear mechanisms : impact, abrasion and corrosion. Experimental results will be used to identify a total media wear model. Model results will be compared with real mill data from three operating Australian mines. These preliminary results show for the cases tested that the overall average error, as compared with the observed cases, is 0 % with a standard deviation of 66.1 %. Results from the Bond abrasion index tests, for the same cases investigated, give an overall error of 73 % and a standard deviation of 192.5 %. Further work is in progress to improve test procedure, validity and confidence.INTRODUCTIONComminition process costs, which typically represent an important contribution to mining operating costs, can themselves be divided roughly between energy and line / charge wear. In Greenfield situations where the estimation of operating costs is critical in determining project feasibility, the level of confidence in such estimates becomes quite important. With regards to media wear, the Bond abrasion test currently serves as the standard media wear prediction device. However, as shown [l, 21 test results once compared with actual wear rates can vary greatly. Figure 1 shows test results as compared with 15 cases. Average error over this data is 73 % with a standard deviation of 192.5 %. As such, developing the ability of more accurately predicting mill wear will allow greater confidence in wear cost estimation and therefore their control."

Due to the constant need to improve SAG mill performance and efficiency, extensive research into all aspects of SAG mill optimization has been performed. This paper will review the current evolution of SAG mill shell liner design and their performance at the Copperton Concentrator. The effect of these liner design changes will be discussed with respect to: • Liner configurations • Mill operating performance, i.e., throughput, power draw, mill control • Mill mechanical performance, i.e., liner wear profiles, liner life, liner breakage, liner hardness • Foundry manufacturing considerations • Economic evaluation of throughput versus liner life This paper will discuss the results of Kennecott Utah Copper’s (KUC) and ME International’s (MEI) test work, providing an insight into the past, present and potential future opportunities of SAG mill liner design.

Although over 1,000 references are included, no attempt was made to insure a comprehensive survey. The literature and patent references are arranged alphabetically by author or patentee. When several publications have the same author they are listed in reverse order of age, with the newest first. An author index is included because secondary authors are not cross-indexed. In almost every instance, the entry is accompanied by a Chemical Abstracts reference for those interested in locating an abstract of the original paper.

India produces about 70 Mt/a (77million stpy) of coal ash (fly ash and bottom ash) from burning about 200 Mt/a (220 million stpy) of coal for electric power generation. The average ash content is 35%. In contrast, the United States produces about 70 Mt/a (77 million stpy) of coal ash from burning 800 Mt/a (880million stpy) of coal for power generation. Its average ash content is less than 10%. In 1998, GAI Consultants Inc.(GAI) embarked on a federally funded, multiyear project to assist the government of India in solving its growing coal-ash management problem.

The key aspects of process metallurgy that distinguish platinum group metal (PGM) concentrate smelting from that of other base metal sulphide concentrates are presented. These differences include considerably higher input chrome and magnesia contents that directly raise the slag liquidus temperature and have the potential to increase accumulations of refractory spinels. Most importantly, the higher processing temperature required for PGM smelting and the resulting very high matte superheat lead to considerably more onerous smelting conditions than those typical of other smelting operations. This has presented challenges to furnace design and integrity, especially when coupled with the progressive intensification of smelting, involving doubling, and then redoubling, of furnace power inputs over the past 20 years. These power increases have been enabled by increasingly more advanced furnace cooling and structural technologies. Key technologies include strong constant-force spring-loaded bindings acting in three dimensions to minimize infiltration of superheated matte into brick joints, and robust well-cooled tapholes for reliably tapping the superheated matte. The result has been substantially improved productivity, and reduced smelting capital cost outlay per unit of production. A significant challenge, which was not anticipated, presented itself in the form of insidious corrosion of the furnace lining, and especially high-intensity copper cooling elements. Investigation of corrosion in related industries eventually identified chloride-accelerated sulphidation', and this term has been retained as it generically describes the most pertinent aspects of the accelerated low-temperature wear of copper coolers observed in PGM smelting. In addition to discussing the corrosion mechanism, this paper describes a number of solutions that were developed jointly by Anglo American Platinum and Hatch to address the copper corrosion problem. First, new monitoring technologies allowed furnaces to be operated more safely for a longer period of time. Second, a system for replacing corroded coolers from outside the furnace during a fast 'hot' shutdown minimized the impact on furnace operating factor and hearth life. Finally, a corrosion-resistant graphite-protected cooler design significantly improved furnace campaign life, and heralds a more lasting solution to cooler corrosion in PGM furnaces.

"The consequences of ineffective mine closure in South Africa are evident from the number of abandoned mines and operations on extended care-and-maintenance, the on-selling of mines to less well-resourced companies to close, and increasing illegal mining activities. However, the data to substantiate these observations and provide insight into the underlying issues has not been available. Through the Promotion of Access to Information Act, a list of mine closure certificates applied for between 2011 and 2016 and a list of certificates granted over the same period for all nine regions of South Africa was obtained. From the analysis of this data, we show that the mine closure system as implemented in South Africa is largely ineffective. Although closure certificates are being granted, these are for prospecting sites and small-scale mines, which have a relatively small environmental impact. No large mines of any environmental significance were relinquished over the period under review, with very few applying for closure certificates. Furthermore, the issuing of closure certificates varies significantly between regional offices, with the success rate for applications being generally low and issuing of certificates taking an extended period. IntroductionThere are a number of concerns with the mine closure process as practiced in South Africa, and these have largely been laid at the door of government. Alberts et al. (2017) stress that the legislation generally conforms to international best practice. However, the system is ‘complex and unwieldy’, involving various pieces of legislation and different government departments with overlapping requirements and different interpretations of the law. A further area of concern is the capacity and competence of government to implement legislation. The ‘shortage of relevant mine closure skills and knowledge within the regulator’ was identified by van Druten and Bekker (2017) as a key contributor to unsuccessful closure. Lack of capacity and resources within the regulator has also been highlighted by Botham, Kelso, and Annegarn (2011) and Milaras, McKay, and Ahmed (2014). A recent study of the mineral application process by Corruption Watch (2017) indicates that positions in the regulator have been frozen for many years, leading to a shortage of staff, and that unqualified individuals have been appointed. There is also the perceived reluctance of government to grant closure in order to limit transfer of the liability to the state and delay the inevitable job losses."

"Canada became the world's largest uranium producer in 1984. That leadership position is likely to be maintained for many years into the future because of a firm production base, many undeveloped known deposits with commercial promise, and a large geologicalpotential for new discoveries.There are some uncertainties on the horizon, principally because of restrictive actions in process within the U.S.A., which are aimed at preserving a deteriorating domestic uranium industry. Should such actions result in import restrictions, for example, there would be a negative effect on foreign producers at least in the short term. Canada may avoid such difficulties under a tentative U.S.-Canada free-trade agreement where restrictions on the import of Canadian uranium into the United States would be eliminated. Over the longer term, demand for Canada's uranium resources will grow because of the foreseen growth in the world's installed nuclear power capacity. IntroductionSince the phenomenon of nuclear fission was discovered in 1938, the utilization of uranium has grown substantially. Initially, the principal use for uranium was in the production of nuclear weapons. However, once civilian nuclear power reactors began to be built in the 1950s, an increasing fraction of uranium output was directed to the production of fuel elements for use in electricity generating stations.The cumulative uranium production by those countries in the World Outside Centrally-Planned-Economies Areas, WOCA, during the period 1938 to 1985 exceeded 800 000 tonnes of uranium. Some 60% of that was mined in the United States and Canada, as indicated in Figure 1. In 1986, nearly 80% of WOCA output came from five countries, Canada, United States, South Africa, Australia, and Namibia, as indicated in Table 1 and illustrated in Figure 2.During the past decade the world annual consumption of nuclear energy has more than tripled (Fig. 3). As of December 31, 1986, the world total of nuclear power reactors had reached 394 with a total net capacity of 270 GWe. The thermal output from nuclear power plants in 1985 exceeded 60% of the energy contained in all of the oil produced that year in the Middle East. Thus, nuclear power has already become an important component in the world energy supply picture."

A study of the mechanics of shear failure of rock under pressure has been made. The transition from brittle to ductile failure occurs when the friction along the fracture surfaces exceeds the shear strength of the rock. A machine has been developed for measuring both the shear strength of rock and the friction along rock fracture surfaces. In this shear machine, the fractures are forced along definite planes; as a result, the rock is stronger than in compression tests where the fractures choose the weakest paths through the specimens. Friction is composed of several forces: (1) the forces to slide irregulurities on surfaces over each other; (2) forces to shear some of these irregularities; (3) molecular attractions across the fractures; and (4) forces required to break bonds resulting from melting and welding at the tips of irregularities on the surfaces. Friction along rock fracture surfaces is not proportional to contact pressure as usually assumed; instead, it increases as the contact pressure raised to the 0.4 to 0.8 power. INTRODUCTION It is difficult to produce tensile stresses under the high compressive stresses present in the earth; therefore, in deep drilling and geological faulting, shear failure predominates. This shear failure mechanism is complicated because rock is a heterogeneous material containing pore spaces, microfractures, elastic discontinuities and other imperfections. A study of shear failure of rock under pressure has been made to obtain a better understanding of this complex mechanism. A machine has been developed and used to measure the shear strength of rock and friction along sheared surfaces. This machine has certain advantages over the compression test — shear properties can be measured under low normal stresses and shear stress and normal stress can be varied independently. The first part of this paper is a description of shear failure of rock under pressure. The role of shear strength and friction along fracture surfaces in the shear failure mechanism will be discussed. The second part consists of a description of the shear machine and a discussion of the shear strength and friction data obtained using this machine. It will be shown that shear strength depends upon the size of the stressed zone, and that friction does not increase linearly with contact pressure as usually assumed. Attempts are made to relate some of the new concepts to tectonic failure and to dril ling. SHEAR FAILURE IN ROCK TRIAXIAL TESTS The shear failure mechanism is illustrated by the triaxial test shown in Fig. 1. In this test, a cylindrical rock specimen is subjected to a confining pressure, PC, and an axial pressure, pa. These external pressures produce normal a and shear T stresses on inclined planes within the specimen equal to1 where 0 is the angle between the specimen axis and a normal to the inclined plane. Through the hearty cooperation of the State coal-mine inspectors, the bureau is able to present in this paper a a complete statement of the coal-mine fatalities occurring throughout the United States during the calendar year 1919. The reports received from the inspectors for the year just closed show a reduction of 10.58 per cent in coal-mine fatalities as compared. with 1918, while in 1918 the reduction was 4.3 per cent from 1917 figures. The total number killed was 2,307 in 1919 and 2,580 in 1918, a reduction of 273. There was a decrease of 128, or 25 per cent, in fa tali ties resulting from mine cars and locomotives, and a decrease of 198, or 15 per cent, in the fa tali ties due to fall of coal or rock. Surface accidents show a decline of about 25 per cent as compared with the previous year. There were, however, increases in accidents due to gas and dust explosions and also explosives. There occurred during the year nine disasters in which five or more men were killed, representing a total of 201 fatalities. The worst disaster of the year was the one occurring at the Baltimore Tunnel No. 2, Wilkes-Barre, Pa., resulting from the explosion or burning of a number of kegs of powder, by which 92 lives were lost. This disaster emphasizes the need for stricter regulations relating to hauling men and explosives into the mine at the same time. The question of whether electricity was responsible or not does not affect the consideration of the various dangers which arise in underground transportation and handling of explosiveB. At best the handling and hauling of explo.sives is hazardous and such being the case, no one, other than the necessary attendants, should be permitted to ride in cars or cages transporting explosives. As a result of this disaster, the report b of the coroner's jury to the governor of Pennsylvania brings out some important dangers to be avoided in the use and transportation of explosives.

Tracers of known densities are used world wide in coal processing plants to evaluate plant performance. Tracers are added to the feed stream and are counted after being recovered from the product and discard streams to determine partition curves. The need to recover the tracers can be eliminated by adding radio frequency identification tags to the tracers. Readers mounted on the product and discard streams record the passing RF tracers and produce the partition curve instantly. Tests were performed with three different shaped tracers at different collieries on cyclones ranging from 510mm to 800mm in diameter. Sink and float analyses of coal samples were used to compare conventional partition curves to partition curves obtained by using RF tracers. The average amount of tracers recorded was 78% of tracers in the feed. The results indicate that the stone shaped tracers represent the results from the sink-float analyses the best. The results suggest that RF tracers can be used to evaluate cyclone circuits in the coal industry and will make it possible to evaluate a coal circuit?s efficiency without stopping a plant and waiting for laboratory analyses.
