Traditionally, capital costs of major resource development projects have been estimated as a single amount to which a percentage accuracy has been assigned based on the method of preparation of the estimate, that is, on the amount of information available to develop the estimate.However, there is a growing recognition of the importance of a probabilistic approach to capital cost estimates, and of a more rigorous calculation of estimate accuracies and of the presentation thereof. Accuracies can be expressed with more certainty as a percentage of the estimate amount where the percentage represents one standard distribution on the probability curve for the capital cost of that specific project. Thus confidence levels can be stated for various estimated amounts - for example, it can be stated that there is an 85% chance that a stated amount will not be exceeded, or a 90% certainty that a (higher) amount will not be exceeded. Moreover, the right skewness of the probability distribution curve for most projects can be readily recognised and reflected in the evaluations. This enables senior executives and board members to have a clearer understanding of investment uncertainties, and the possible magnitude of commitments.

Provide optimum visibility of mining operations while maintaining protection and comfort for ma-chine operators. Approach Cabs and canopies with hydraulically powered variable-height control were developed for several machines and tested in underground mining operations. How It Works From his position in the cab, the operator can raise or lower the cab, selecting a height that offers either more visibility of the working place or greater clearance for tramming. The entire cab enclosure moves up and down on guide rollers that ride on a pair of rails, and is actuated by a hydraulic cylinder controlled from within the cab. Normal working heights, for each of the four different cabs developed, are with the cab bottom from 6 to 8 inches above the mine bottom. A typical range of elevation (excursion) afforded by this design is shown in Figure 1.

This report documents the process of site selection, instrument installation, data acquisition, and preliminary data analysis followed to characterize the physical response of overlying strata to longwall mining. A system of surface, subsurface and mine level instrumentation was installed at the Allen Mine in Weston, Colorado where the overburden varied in thickness from 600 to 900 feet. Survey monuments, automatic-recording strain-meters, multi-point rod extensometers, inclinometer-extensometers, stressmeters and tape extensometer convergence stations were installed to monitor displacements and stress changes. A preliminary analysis of the data acquired up until project termination has shown the system to be operative and strata response to be similar to that reported for other subsidence monitoring case histories. Recommendations for continued monitoring of the instrumentation systems are presented.

Mr. President, and Members of the Rocky Mountain Coal-Mining Institute-Gentlemen : I appreciate the distinction of addressing this representative body of men upon a subject that lies so close to the heart of each one of us, and which is one of the principal objects of our gathering here today, in this beautiful city-so beautiful, with its grand and glorious mountains looking down upon us, that its charm makes us almost forget the men we left toiling "underneath the ground." But that object-the safeguarding of our coal-miners, who spend the greater part of their lives delving in the bowels of the earth-is the cause of our gathering from the "rock-ribbed" States of Utah, Wyoming, New Mexico, and Colorado. And, as I look about me, my eye lights on the face of many an old-time friend- on some with whom I have walked for more than thirty years; so, whatever the merit of this little talk of mine, it cannot be said that it was made by a "tenderfoot." You must not for a moment think that I shall attempt the impossible task of completely covering so comprehensive a subject as '(Accidents in Coal Mines,' and take much more time than has been allotted me, or would be advisable for me to consume. So I shall confine myself, as briefly as possible, to some of the most common causes of accidents, and the possible means by which these disasters may be diminished. For a great many years the cause of mine accidents and their prevention have been the subject of grave thought and investigation by both national and state governments. We tend to overestimate the volume of water used to process ore and the evaporation from tailings and heap leach stockpiles. During mine operation, a significant portion of the water collected from onsite water management systems is consumed and recycled by ore processing and lesser portion discharged to the environment. When mining and processing cease, however, the mine site water balance is altered and the real effort and cost associated with managing and disposing of excess mine-influenced water becomes evident. As these flows can no longer be recycled and may not be suitable for discharge to the environment, the cost of dealing with them can comprise a significant portion of the post-mining liability. The problem of dealing with large volumes of mine affected water has the potential to become worse in the future due to the established trend of lower grades which require more water per unit of mineral processing. As a result, future mines may be expected to have greater water needs and problems than we experience today.This paper discusses various aspects about how water usage changes when a mine transitions from operation to closure based on observations and numerical simulations of made with site-wide water balance models. The intention is to provide general considerations for mine operations in planning for end of mine life and post-mining care and maintenance.

The U.S. Bureau of Mines has developed an intrinsically safe carbon monoxide (CO) monitoring system for mines by coupling a fiber-optic data telemetry (FODT) system with a prototype electro-chemical CO monitor. The CO monitoring system can be used in a coal mine as one component of an early fire warning system. This system may be used in belt haulage entries when the entries are used for supplying ventilation air to working places. The FODT accepts a 0.1-to 1.1-V analog signal from the monitor and converts it to pulses (0 to 5 V) at frequencies from 1.1 to 11 kHz that drive a light-emitting diode (LED). An electrically nonconducting fiber-optic cable carries the LED signal to a remote receiver. The receiver analyzes the incoming light signal and displays the measured CO concentration in parts per million. This report discusses the performance of the FODT system and characteristics of the CO monitor such as response times, linearity, and temperature and pressure effects.

Back injuries account for a high proportion of lost workdays in the mining industry and are a leading cause of disability in mine workers. Two risk factors for low back injuries are manual lifting and whole-body vibration exposure when operating mobile equipment. Recent research has shed light on possible mechanisms through which low back injuries may occur, and the results of these studies can be used to improve the design of lifting tasks and seats to decrease injury risk. This article discusses recent research results and how this knowledge can be leveraged to reduce the risk of low back pain.

Toxic fumes cause fatal and nonfatal incidents in underground mining, where the working environment tends to trap the fumes, hindering the restoration of nonharmful conditions. Workers can underestimate the residual fume toxicity and return to the work site too quickly. The toxic fumes from charge explosions depend upon a number things: formulation ingredients, mixture uniformity, water resistance, hole contaminates, rock hardness, and dust interactions. Hole-to-hole shock waves and rift compressions can partially desensitize charges, ruin the reaction kinetics, and worsen the fume toxicity. Traditionally the fume hazards for candidate explosives are resolved for a restricted set or tally of theoretical or measured fume components, transformed to standard reference conditions. The relative fume toxicity RFT is the resultant influence reckoned from a formulated sum of concentrations within the tally that are unweighted or weighted with chosen multiplying constants. The RFT result is compared to a rule criterion that represents the worst case tolerable fume toxicity stipulated by regulations or otherwise. The ranking and comparison of different hazard potentials that would otherwise remain unwieldy is rendered tractable by the common format of the RFT notation.

Before discussing the application of capacitance for the measurement of moisture content in a moving stream of coal it might be well to first give a brief description of the process and then show how it can be applied to the coal industry. A capacitor may be described as a device having two conductors separated by an insulator, the conductors hereafter being designated as a test cell or test plates and the insulator as the dielectric. Capacitance, therefore, is a measure of the ability of a capacitor to store an electrical charge. Two basic factors that affect capacitance are the dimensions of the capacitor and the dielectric constant of the insulator. Capacitor dimensions which affect its capacity are the area A of the conductive surface, and the distance d between plates. Capacitance is inversely proportional to the distance between plates and directly proportional to area A, so if capacitance is indicated as C and the dielectric constant as K the equation for capacitance would be C = AK/d. The dielectric constant can be described as the ratio of the actual capacitance of any given material to that of a vacuum, which is unity. In industrial applications the area of the plates remains constant as also does the distance between them, leaving the dielectric constant as the only variable to affect the capacitance measurement. Figure 1 is a schematic diagram of an r-f excited capacitance bridge in which a test cell is part of the circuit. This bridge consists of four capacitors in two pairs connected across an a-c voltage source. In one side of the circuit the two capacitors are fixed but in the other side they are variable, one being the rebalance capacitor operated by the servo motor and the other the test plates between which the dielectric passes. Capacity of the plates is a function of the dielectric constant of the material between them and is measured at radio frequency. Within the recording instrument is an r-f oscillator and a 60 c ps modulator. The radio frequency signal is generated by the oscillator, modulated by a 60 cps wave, and sent to the bridge. Therefore the signal entering the capacitive bridge is a radio frequency carrier with a 60 cycle envelope, If the bridge is in balance as the signal enters there would be no voltage drop and so no output by the detector. As long as the dielectric constant remains the same the bridge will stay in balance. However, any change in the dielectric constant, which in this case would be a change in moisture content, would affect the bridge. Higher moisture increases the capacity of the test cell which causes less voltage to develop across it causing imbalance of the bridge. This in turn causes a radio frequency signal to appear at the detector. Output from the detector is a 60 cycle ripple which is in proportion to the imbalance of the circuit. A 60 cycle amplifier boosts the detector signal to enough power to drive the servo motor which positions the recording pen and also rotates the variable capacitor, to which it is mechanically connected, to bring the bridge back in balance. An increase in moisture causes the servo motor to rotate in one direction, but a decrease causes imbalance in the opposite direction, and thus rotates the motor in that direction. This brings the bridge back in balance and stops the motor. The bridge shown in Figure 1 has been modified so as to provide a wide range of adjustments. The Bureau of Mines initiated a program to address short-and long-term objectives of wetlands restoration as a option for reclamation of lands mined for phosphate. The short-term objectives were to identify a suitable wetland test site, initiate an extensive premining monitoring plan, develop an acceptable mining plan, and recontour and revegetate the test site. These goals were accomplished using a unique combination of expertise provided by Federal and State agencies and private industry. A 6.5-ha forested wetland with an associated streambed was offered by private industry as the test site. A premining monitoring program was established and carried out from May 1982 to October 1983. A control site was established to determine ecological changes unrelated to mining. Clearing and mining began in October 1983 and was completed in April 1984. Grading and streambed restoration was completed in February 1986. Revegetation of the site was completed in February 1987. The program to meet the long-term objective of postmining monitoring is described.

Round Mountain is one of a number of locations investigated by the Bureau of Mines in its search for manganese deposits during the early phases at the strategic minerals program. The Suiter mine, on Round Mountain, had provided some 5,000 tons of manganese concentrates during the period 1917 to 1919, and early in 1941 prospecting by the Virginia Hardwood Lumber Co. in this same area had discovered manganese on what later became known as the Hall Pit. These promising indications encouraged the Bureau to begin an exploration project in search of additional reserves of manganese on Round Mountain in January 1942 (fig. 1).

As it is a rather large topic the processes will be broad brushed to give you some background and then I will go into a little detail on the things we do in the Cominco plant that may be of interest to the group as a whole. In particular the centrallized computer control system and associated instrumentation and the operator training programs will be covered as well as the mill fire, something that could happen in any plant. THE ORE AND PRODUCTSThere are differences in potash ores as you would expect. It is my intention to deal with the ores processed in the Saskatoon area. This Research & Development (R&D) study was conducted in the field of applied blasting engineering in Ethiopia, within the AKH Railway Project, which was built in Girena, within the boundaries of the province of Mersa, in the Basalt Quarry at km 346, Ashangi Formation, occured in Eocene geological time in the aphanitic trachibasalt. Under the scope of the study, which has been performed to determine the effects of the artificial discontinuities at different depths and the effects of artificial discontinuities through structural damage risk, three test areas, at the same location and same formation, were considered. Six numbers of artificial discontinuities, each 10 m (32, 81 ft) transverse, were created by using pre-splitting and drilling-blasting technology. The number of sequential artificial discontinuities on each test area is two and they have the same length. The length of artificial discontinuities are; 6,80 m (22,31 ft) at the first test area, 13,60 m (44,62 ft) at the second test area and 17,00 m (55,77 ft) at the third test area respectively. The distance between sequential artificial discontinuities is 8 m (26,25ft) on each test area. Thirty-one shots were executed in order to produce vibration (10 shots on the first test area, 11 shots on the second area, 10 shots on the third test area). One hundred and twenty-three seismic recordings were obtained during the execution of the shots by using 4 seismographs. The closest distance between the shot points and the nearest measuring station is 5,30 m (17,39 ft). During the shots, the rock was cracked and there was no fragmentation and/or fly rock. At the first test area, measured PPV values are between 25,40-127,00 mm/s (1-5 inch/s) before the first artificial discontinuity and less than 50,80 mm/s (2 inch/s) after the second artificial discontinuity. At the second test area, measured PPV values are between 76,20-177,80 mm/s (3-7 inch/s) before the first artificial discontinuity and less than 76,20 mm/s (3 inch/s) after the second artificial discontinuity. At the third test area, measured PPV values are between 50,80-279,40 mm/s (2-11 inch/s) before the first artificial discontinuity and less than 50,80 mm/s (2 inch/s) after the second artificial discontinuity. Peak reduction rates in Peak Particle Velocity (PPV) values determined by measuring as follows: In the first test area 95,77% (106,00 mm/s to 4,48 mm/s) (4,17 in/s to 0,18 in/s), in the second test area 79,77% (176,00 mm/s to 35,60 mm/s) (6,93 in/s to 1,40 in/s), in the third test area 95,85% (from 205,00 mm/s to 8,55 mm/s) (from 8,07 in/s to 0,34 in/s). The arithmetic mean of the differences of PPV values (decrease rate) is 82,66% in the first test area, 69,37% in the second test area, and 92,03% in the third test area. The highest sound value is 138,50 dB and is defined as “noise”. When the measured parameter values are examined it was determined on the USBM norm graphs that these vibrations carry a risk of structural damage in the region before the first artificial discontinuity. While passing through artificial discontinuities the vibrations progress by losing energy and the vibrations passing through two artificial discontinuities do not carry structural damage risk under current conditions.

INTRODUCTION Geotechnical investigations for tunneling projects typically use vertical test borings and, to a lesser extent, angled borings. Horizontal drilling applications were often limited to specialty testing programs and to perform probe drilling from a tunnel boring machine (TBM) as part of production tunneling. The former often involved cumbersome setups with skid rigs and cribbing in a pilot tunnel or shaft. The latter usually was limited to generic probing for rock quality and ground water conditions with no sampling. Neither yielded continuous core at production rates suitable for design and construction planning. Conventional vertical investigations still make sense in many instances, particularly for tunnels planned beneath urban settings where truck access is convenient and where the tunnel horizon is not readily accessible via a portal or shaft. However, equipment is presently available to conduct horizontal geotechnicall investigations at reasonable production rates and cost. Advantages include continuously sampling the tunneling horizon and minimizing “access drilling” to get the zone of interest at the underground construction horizon. Horizontal boring lengths of up to approximately 800 m are considered feasible and those in the range of 150 to300 m are now routine. These capabilities make horizontal borings an attractive option to consider when looking at deep tunnels beneath ridges, especially where access is limited. Fewer drilling staging sites can also mean reduced environmental impacts when investigating tunnels proposed beneath sensitive lands such as public wilderness areas. Investment in early construction packages to develop portals for investigation access and, possibly in excavating test shafts for the same purpose should even be considered. Potential benefits in the form of achieving improved overall project costs using horizontal borings exist because of the significant additional data collected in the tunnel horizon. For this reason they should be considered during the routine cost-benefit analyses generally conducted for planning geotechnical investigations for tunneling. A demonstrated reserve base (DRB) of bituminous coal suitable for cokemaking has been estimated based on the latest published information on U.S. coal reserves. Bureau of Mines analyses of raw coalbed samples were used to classify the coals as low-, medium-, and high-volatile bituminous and grade them as premium, marginal, and latent coking coals. Coal rank was used as the basis for identifying coking coals, and ash and sulfur content were used to determine coking coal grade. The demonstrated reserve base of coking coal for the entire United States is 162.67 billion tons. However, only 18.96 billion tons are premium (metallurgical) grade, and between 80 and 99 percent occurs in the Eastern States. The demonstrated reserve base of marginal-grade coking coal is 31.3 billion tons; more than half the marginal reserve base is in the Eastern States, and most of the medium- and low-volatile marginal coals are in the Eastern States. The Eastern and Midwestern States contain most of the latent-grade DRB of 112.4 billion tons; most (106.6 billion tons) is high-volatile coal, and 98 percent of the medium- and low-volatile latent coals occur in the Eastern States. Based on the worst assumption, which assumes that only premium-grade coals are used for cokemaking, the DRB for high-volatile coal would suffice for 127 years, the medium-volatile coal for 80 years, and the low-volatile coal for 83 years.

Over several decades in Southern Africa the advance rates when sinking vertical shafts have declined significantly. The upside has been a substantial improvement in shaft bottom conditions and a commensurately improved safety performance, with an increasing number of shafts being sunk without fatalities and disabling injuries. This paper briefly reviews historical sinking rates and matches changed sinking productivity to the introduction of new sinking methods that have been adopted to eliminate/mitigate safety risks. Meeting the challenge of returning to historical advance rates whilst progressing in the quest for zero harm by utilizing three dimensional animated computer modelling is described. Making use of commercial modelling software makes it easier to evaluate different methods, sequencing, in shaft barrel ergonomics, and stage and shaft bottom layouts before procuring project plant and equipment. Benefits accrue not only in better communicating methods and configurations for detailed planning and design, but also during crew training. The traditional engineering ?as-built? drawing practice has been extended to the concept of an ?as executed? sinking model which seeks to capture operational experience and learning for future best practice. The paper concludes with some of the organizational culture challenges being overcome as this non traditional approach to shaft sinking optimization is being introduced.

During the 9 years ended December 31, 1938, 188 fatalities resulted from preventable accidents in and around the coal mines of Indiana; 173 of these occurred at underground mines and 15 at stripping or open-cut operations. In addition, there may have been other unrecorded fatalities during this period. The two organizations receiving notice of accidental deaths at coal mines in this State are the Division of Mines and Mining and the Indiana Industrial Commission. Only deaths occurring at underground mines employing 10 or more men are reported to the former, as neither strip mines nor underground mines employing fewer than 10 men cone within the purview of the Indiana mining law. The mine inspectors have no Jurisdiction over this latter group of mines and do not inspect them. Fatalities at small "wagon" mines and open-cut operations are supposed to be reported to the Industrial Commission; however, in many instances deaths at small mines are not reported, the only record being a death certificate filed with the county or corporation health officer. Thus, many deaths in small mines escape attention, especially when the victim succumbs some time after the injury was received. The data presented here on fatalities in Indiana, during the past 5 years include several instances in which the only record available is a death certificate; possibly others have been overlooked. From 1934 to 1937 the fatality record was progressively worse, that of the larger underground mines in 1937 being more than twice the average for these mines for the previous 4 years and only slightly less than twice the average for all mines, including open-cut operations. The increase in deaths during 1937 was due to two explosions, with 20 fatalities in one and 2 in the other. The number of deaths in the larger underground mines was considerably less in 1938 than in the previous 4 years, but there was no improvement in the number of fatalities at the small mines, or at open-cut mines.

The Macraes Gold Project, operated by GRD Macraes Limited, engaged GRD Minproc Limited to assist with the evaluation of a pressure oxidation circuit, this being the key component of a recovery enhancement project. The initial study gave sufficient confidence in the process to enter into project execution. GRD Macraes Limited was the first company to license Newmont Mining Corporation's pressure oxidation technology, which aims to improve gold recovery from the carbonaceous sulfidic flotation concentrate. This paper outlines the fundamental chemistry of the process followed by a description of the plant that was ultimately installed. A summary of the commissioning is given together with an overview of the production results to date. The project ramp-up was rapid, with design temperature and throughput being achieved within days of hot commissioning. Gold recoveries have exceeded expectations, improving from around 70% prior to the installation of pressure oxidation to above 84%. The project has increased the nominal gold output at Macraes from 120,000 oz/y to 170,000 oz/y. On-going plant optimisation for process parameters is discussed, giving rise to flexibility in gold production, with key controlling parameters exceeding design.
