Attempts to analyze the stability of slopes, foundations and underground openings in discontinuously jointed rock have generally assumed full joint continuity or ignored the role of stress concentration at the tips of discontinuous joints. The most common approach in rock slopes is to consider a failure plane consisting of coplanar, but discontinuous joints separated by intact rock. The intact rock is assumed to fail in shear as a MohrCoulomb material and to contribute a strength component proportional to the fraction of the failure plane that is intact rock (Jennings, 1970). An alternative approach by Stimpson (1978) applies Lajtai's (1969) theory for shear strength of discontinuously jointed rock masses to slopes. Lajtai allows tensile failure in the intact rock of a composite surface. This theory yields lower shear strength than that of Jennings (1970) except in the presence of high normal compression, however it also fails to account for the stress concentration at the tip of a discontinuous joint. For a given slope geometry, stresses increase with slope height, but in both of these models rock mass strength is independent of size. A fracture mechanics analysis shows that particularly for small slopes, rock mass strength decreases with size.A continuous stepped failure surface produced by propagation of preexisting joints may develop at lower shear stress than pre¬dicted by the Jennings (1970) or Lajtai (1969) models. This fracture mechanics model applied to slopes in competent rock is more realistic in its assumed failure mechanism, and for large slopes more conservative than the Jennings (1970) or Lajtai models (1969).

In the Summer of 2011, emergency repairs to the Jefferson Memorial North Plaza and Seawall were completed. These repairs were necessitated by settlement and lateral movement of the seawall and North Plaza which prompted the National Park Service (NPS) to initiate an investigation as to the possible causes of the movement, and commission a design for its mitigation. Information gathered from extensive instrumentation on site led to the design of a movement mitigation scheme that included demolition of the Ashlar Seawall and reconstruction of a new seawall. The new seawall foundation is an A-Wall consisting of vertical caissons and battered pipe piles connected to the seawall itself. The scheme provides resistance to future vertical and lateral movement of the North Plaza and the new seawall. Repair to the seawall and plaza began in December 2009, and was completed in August 2011. This paper discusses the mechanisms believed to be responsible for settlement and lateral movement, summarizes the procedure followed for design of the mitigation, and describes the construction methods and some challenges faced during the repair.

[The Cartersville mining district is in Bartow County, Ga., about 40 miles northwest of Atlanta. Barite, limonite, ocher, amber, hematite, and, manganese oxide ores have been produced from the strict since about 1840. In the search for a possible source of manganese ore, Bureau of Mines engineers made a preliminary study of the district from September 1950 to January 1951. During this study 139 deposits were examined, and many mineral exposures were sampled. Manganese mineralization occurs as fine oxide and concretionary pellets in residual clays, as fine oxides in umberous clay, in brown-iron deposits, and in a limited quantity in mud ponds and Jig-tailing piles. The future supply of ferrograde manganese ore from the district, using current mining and benefication methods, appears limited to the recovery of the hard manganese ores deposits. Rough estimates indicate a reserve of manganese-bearing clays of about 8,000,000 long tons. This type of deposit has been extensively exploited and the larger deposits mined out to depths of from 50 to 200 feet. The remainder of these deposits are low grade, are covered with deep layers of colluvium, or lie below the ground-water table. Any future production from this source will require systematic prospecting, improved concentration, and an increase in the price of concentrate.]

International trade in minerals plays a very important role in the economic growth of many nations. Several less developed countries a1•e heavily dependent on their mineral exports for earning foreign exchange, which is needed for industrialization. Mineral exporting nations experience many problems in international mineral markets; the most important are tariff barriers, deteriorating terms of trade, instability in metal prices, etc. The formation of international mineral cartels to raise prices can be successful only to a limited extent and only for a short period of time.

The discovery of a major porphyry-type copper deposit on the Papago Indian Reservation in Pinal County, Arizona was announced by El Paso Natural Gas Company in 1968. The deposit, known as the Lakeshore Property, contained an estimated 470 million tons of sulfides and oxides averaging 0.75 percent copper. History and Geology of the area have been described by Harper and Reynolds (1969). El Paso subsequently&apos; entered into the agreement for joint development of the property with Hecla Mining Company, with Hecla as the operator. This report describes the exploration and recent utilization studies the Bureau of Mines conducted on the Iron King, Chambers, and Dry Camp chromite deposits in the John Day district, Grant County, Oreg. The field investigations were undertaken during parts of 1939 and 1942 to determine the tonnage and grade of chromite in the district that could be utilized as a war reserve for the steel industry. As a result of the Bureau&apos;s field work, which included construction of 9 miles of access road, 6,204 feet of diamond drilling, 195 channel samples, and 1,020 linear feet of trenching, an ore reserve of 208,000 tons of 22-percent chromic oxide was indicated in the 3 deposits. Less than 1,000 tons of this ore has been mined since the field work was completed because the 2 largest deposits are submarginal in grade and there is as yet no incentive to develop and mine the ore. Since the war, however, the Bureau has been seeking means of utilizing the ore. Two methods of utilization that show promise are direct smelting of the ore in an electric furnace and use of the chromite for making refractory brick.

A 3-stage fluidizing bed process of chlorination, selective oxidation and sulfur chloride conversion was tested for processing of a chalcopyrite concentrate. It was found that the use of excess oxygen was essential to a stable operation in the oxidation reactor. The oxygen-excess gas will inevitably cause the oxidation of the sulfide concentrate in the chlorination and sulfur chloride conversion reactors. A new flowsheet is proposed to separate the chlorination and the selective oxidation steps with separate flow paths of the fluidizing gases, thereby preventing the passage of oxygen-excess gas in the chlorination and sulfur chloride conversion reactors. The feasibility of the proposed flowsheet was demonstrated in a laboratory-scale fluidizing bed setup.

This report has been prepared by Lockheed Missiles & Space Company, Inc. (LMSC), under United States Bureau of Mines Contract No. H0220040 dated 21 June 1972 for the design, development, fabrication, and certification of the One-Hour Self-Rescue Breathing Apparatus (PBA). The PBA is a self-contained, oxygen-generating, CO2-removing closed-loop breathing apparatus that provides a minimum of 1 hour of breathable atmosphere during escape from a mine with a contaminated or oxygen-deficient atmosphere. This Cost-Plus-Fixed-Fee (CPFF) contract has been successfully completed in a three-phase program. The Phase I tasks included the design, development, and fabrication of prototype units developed at LMSC in accordance with the requirement of the Code of Federal Regulations (CFR) Title 30, Chapter 1, Subchapter B, Part 11 (Appendix A), and was submitted to the National Institute for Occupational Safety and Health (NIOSH) for joint NIOSH and Bureau of Mines certification testing.

Mechanical excavation methods can significantly improve excavation performance and labor safety compared to drill and blast operations. Herrenknecht has developed a mechanized shaft sinking method for soft and medium strength rock. This system combines innovative technologies which allow simultaneous excavation, removal of cut material and the installation of rock support. This Shaft Boring Roadheader ?SBR? is flexible in diameter and can be used in shafts with changing diameters and different shaft support requirements for depth up to 2,000 m. During regular excavation personnel are not required to access or work on the shaft bench. The boom used to cut the shaft profile is based on roadheader technology.

Construction of a major linear project in any environment is difficult, at best. Construction of a major linear project which includes major subway elements, both cut and cover and tunneling, in the center of an urban environment, approaches the impossible. I believe such a project would be impossible for a private company or a privately owned utility for a variety of reasons. The major two reasons are the funding necessary for such massive projects and the myriad of individual interests associated with private ownership of land. Such projects are possible in the public sector only because the need for the project... as is the case with mass transportation in Atlanta. . .overrides the profit motive. Without the profit motive, private companies, whether utilities or not, are precluded from practical interest in the development of any project. While it is safe to conclude that a profit-oriented business would have no practical interest in developing such massive projects as may include major tunnels, it would be useful, I think, to compare some of the significant differences between private profit-oriented businesses, and an agency, or Authority, such as MARTA, in building a major linear project. The Reports on health research cover industrial hygiene, respirable dust, ventilation, noise control, and radiation hazards. The safety research reports cover industrial hazards, ground control, fire and explosion prevention, and methane control. Each report includes background information, a discussion of research progress, and an assessment of each project&apos;s current status.

Vale Inco Ltd. is trialing several energy conservation initiatives in an effort to minimize costs and reduce green house gas emissions. The Ventilation on Demand (VOD) concept is a major project being carried out in various phases at Vale Inco mines. Due to the complex nature of a dynamic VOD system, Vale Inco is taking a systematic approach of testing VOD system components with milestone evaluations of each project. Coleman Mine was selected to pilot test the functionality and robustness of automated louvers in the underground environment; with the goal of optimizing mine airflow such that ventilation would be available for developing a new ore body. This project involved installing automated louvers in the exhaust raises; and installing variable frequency drive (VFD) starters on auxiliary supply fans. Because the VOD project created efficient utilization of the ventilation air in the 153 OB, the 170 OB is currently being developed without increasing the total fresh air into the mine. This paper describes the louver system component of VOD as applied at the mine.

Choosing the correct delay time for many blasting applications is an important and critical blast design parameter for controlling fragmentation, muckpile shape, swell, digability, throw, ground vibration and airblast. BAl and its affiliates have monitored thousands of full scale blasts in a variety of field conditions, spanning over 15 countries, with sophisticated blast monitoring instrumentation. In some blast environments, a small change in the choice of delay times used had a dramatic and pronounced effect on the overall blast results. In other blast environments, large changes in the choice of delays used had absolutely no effect on the final results in terms of specific outputs. In environments which were sensitive to the delay selection, the type of explosive, dynamic response time of the rock mass (TMIN), integrity of the material, burden and rock mass geometry, all played a very important ,role.

Approximately 420 VertiMills« (VTM) have been installed in mineral processing plants throughout the world, mainly in tertiary and regrind applications plus several in secondary grinding duties. Metso Minerals (Metso) and the Julius Kruttschnitt Mineral Research Centre (JKMRC) have commenced a collaborative research program in stirred milling technology focusing on mill performance evaluation, model development and scale-up methodology. Industrial VTMs are being assessed using a consistent circuit survey protocol to evaluate the performance of VTMs in comminution circuits. The survey protocol includes identification and modification of sampling points, appropriate sampling techniques, controlled circuit stability, and best sample analysis practice. To initiate this study four surveys were conducted in the tertiary grind circuit in the Ridgeway Concentrator at Cadia Valley Operations (CVO) that treats the full circuit throughput of over 800 tph. To deal with the high feed rate the site opted to lead the world in the application of stirred mills by installing the largest VTM, at 3000 hp (2240kW) in closed circuit with a hydrocyclone bank. On average the operating work index was 13.1 kWh/t, reducing the secondary grind product by 40 - 50 ¦m to the required 80 to 100 ¦m range. The applied specific energy is relatively low in these low-intensity stirred media mills at 2.7 kWh/t. The size specific energy was 24.2 kWh/t-75¦m. The paper outlines events at the Collinsville State Coal Mine, Queensland, leading to the practice of full face multiple shotfiring in bord and pillar development places. The 1954 disaster is referred to, and factors involved in simultaneous shotfiring in coal are discussed. Promising preliminary multiple shotfiring tests at the Colliery are described, as well as the resulting routine measures adopted, and the changes involved. The subsequent inducing of two outbursts under safe conditions by remote multiple shotfiring is given as justification for the changes made.INTRODUCTIONFollowing a disastrous instantaneous outburst (1.0.) of coal and gas at the Collinsville State Coal Mine in 1954, the necessity for inducer shotfiring for the control of possible further outbursts was established. However this mine, immediately classified as gassy after the 1954 outburst, is subject to the general restrictions pertaining to gassy mines which at present preclude the use of inducer shotfiring due particularly to the non-existence of a permitted exploder for more than six shots, and further, because permitted multipleexploders are not designed for remote firing through long lengths of cable. This situation was met by arresting or reducing progress in the production places, thereby reducing the danger of outbursts while means were being considered to achieve overall maximum safety.In August 1957 two full faces were successfully blasted in experimental simultaneous rounds. In June 1958 four full faces were blasted, and in October 1958 full face grunching without prior cutting, Le. inducer shotfiring, was introduced in No. 1 Tunnel as a production feature. Anode slimes produced during copper electrorefining are a valuable source of silver, gold, selenium and tellurium. The conventional pyrometallurgical process for treating slimes involves preliminary leaching in sulphuric acid followed by smelting in a reverberatory furnace with fluxes, but it is slow and has many recycle streams. The chemistry of the phases and the reactions that occur in slimes smelting are poorly understood and and this prevents major improvements to the process. Laboratory-scale experiments were conducted using unleached slimes, with and without the addition of fluxes and under neutral, oxidising and reducing conditions. Results show that selenium is readily removed as gaseous selenium dioxide and that molten Cu-Ag-Se-O phases form when fluxes are added. Oxidation-refining of these phases by air injection and flux addition can result in the formation of silver suitable for further electrorefining

This paper describes the large diameter caisson foundation for the upstream guidewall at the Lock and Dam No. 26 (Replacement) Project. The guidewall is supported on two rows of 1.8-m diameter concrete filled caissons. The 28.8 m long caissons are embedded 15.5 m into the foundation material and have an unsupported length of 12.2 m. This paper describes the philosophy and design decisions leading to this unique caisson design. The construction success and problems for the load test caisson will be discussed. The full scale 13,350-kN caisson load test and the associated lateral load tests will be described and the test results presented.

Since early 1973, the Pennsylvania Department of Transportation (PennDOT) has been actively engaged in the utilization of coal mine refuse in the design and construction of highway embankments. The Soils and Geological Engineering Division of the Bureau of Materials, Testing and Research has the task of managing the program which includes field investigations, laboratory testing, engineering evaluation, planning, coordination, implementation, construction control, and review of construction performance. The objectives of the utilization program, in removing colliery refuse banks and utilizing the material in construction, are the environmental and aesthetic rehabilitation of those areas in the Anthracite and Bituminous coal fields which have been plagued for such a long time by air and water pollution, and unsightly landscapes; and the economic rehabilitation of those areas occupied by refuse banks by providing usable land which can now be developed as residential, business, or industrial sites.

This presentation in the open pit session deals with the development of a phosphate rock strip mine by CF Industries, Inc., a company that does not presently mine in the Central Florida Phosphate District. Land acquisition, engineering, financing and environmental permitting activities were begun in early 1975; site preparation, environmental monitoring and dragline construction began in mid-1975. The operation is due on-stream in late 1978. The reserve acquisition, permitting, and financing could each easily be developed into a separate paper of interest. Each, however, has been covered before for other mining ventures with similar capital and environment requirements. For that reason, I have chosen to discuss what CF Industries, Inc. is, why it is entering this new sec-tor of the agricultural chemicals business, and, to keep at least some technical basis, what design modifications are possible when the total mine output is used captively and it is unnecessary to have the flexibility to meet the numerous transportation and customer specification considerations. In an attempt to show the size and complexity of the CF organization, a brief description of existing facilities should help show why the big interest in mining phosphate rock.
