Since its enactment in 1991, the Resource Management Act (RMA) has generated both praise and criticism. The major criticism is in relation to the costs the Act poses to industry and the time it takes to work through the process. In response to such criticisms the Minister for the Environment has initiated a review of the implementation of the RMA. The Minister's proposals for reform have not yet been released and the discussion that follows is based upon the report by the Minister's Review Group which was released in September.

In underground room-and-pillar mining methods, the sectional conveyor belts are extended or retracted periodically to maintain shuttle car tramming distance to a minimum. A conventional conveyor belt extension or retraction is a heavy, arduous job that if mecahnized, has the potential to improve productivity and safety. To reduce the burden of heavy work of this activity and mechanize it, the Bureau of Mines developed a conveyor belt service machine (CBSM) through a research contract with Tractor MBA. The CBSM is a self-contained, battery-powered, rubber-tired vehicle capable of handling, storing and transporting conveyor belting, wire rope, and associated belt structures in seams as low as 48 in. Belt extensions and retractions are accomplished by moving the tailpiece of a belt conveyor with the CBSM to the next position while dispensing or retrieving the belt, wire rope, and associated belt structures. The CBSM improves the belt extensions and retractions by making them easier and faster, and it utilizes fewer workers. The CBSM was surface tested at the Bureau's Mining Equipment Test Facility (METF) to evaluate its performance and reliability. Modifications were made to the CBSM to correct deficiencies found during surface testing.

Sulfur removal from high sulfur coal has several objectives including: a) reduction of the atmospheric load that contributes to the problem of acid precipitation; b) reduction of ash, which contributes to decreased energy transfer in boilers, as well as ash disposal; and c) alleviation of the social and economic dislocations related to uneven geographical distribution of sulfur in coal reserves. Cost in relation to the value of refined coal will govern the development of an emerging coal refining industry. Estimation of the premium paid by power companies for coal with a low sulfur content is a good estimate of the value that will be added as the result of refining. Estimates of premiums paid in 1984 are $28.65/t ($26 per st) for reduction of total sulfur from 370 to 1% S and greater than $28.65/t ($26 per st) for removal below 170 sulfur.

"MillMapperTM is a new 3D laser scanning technology that has only recently been introduced into the North American mining industry. It enables mill operators to gain a much more complete understanding of the condition of their mill internals and to more accurately predict how liners will perform in the future. This paper describes the technology and techniques used to obtain data on internal mill conditions, how this data is processed into meaningful information which enables better prediction of liner life and gives examples of the reports provided by the software. Examples are given, using client sites data, on how this information is being used to reduce the costs and improve the revenue from SAG and ball mills.INTRODUCTION Scanalyse Pty Ltd developed the MillMapperTM technology in Australia over a number of years and has recently introduced it into North America with a significant take-up in Canada. The technology was commercially released in Australia in late 2006 and there has been significant technical development in the features provided since that time. MillMapperTM has been accepted as a useful technology in the Australasian region and more recently has been introduced to sites in Chile, Peru, Brazil, USA, Canada, Laos and South Africa. Over 100 different mills have been scanned and the technology has been thoroughly tested and validated. It has become an integral tool in condition monitoring and improvement programs for SAG and Ball mills across many sites and is now providing significant and measurable benefits to the mining industry. Some of these benefits will be described in this paper using actual examples."

THE 125th meeting of the Institute was held in New York, Feb. 20-23, 1922, inclusive, and was the most successful annual meeting of the Institute ever held; there was a larger registration, there were more sessions of importance, and a greater number of sessions, than in any previous year. The total registration was 1331, comprising 351 New York members, 393 visiting members and 587 guests. At the annual business meeting of the Institute, held on Tuesday, Feb. 21, with President Ludlow presiding, there was a much larger attendance than usual. Australian Coal Association Research Program (ACARP) project C25073 was proposed by industry stakeholders seeking a potential solution that improves underground air quality and reduces operational costs associated with technology used to control diesel particulate emissions in the underground coal mining environment.The need to protect workers from diesel particulate matter (DPM) has lead the underground coal mining industry to install disposable filter systems on their vehicles. While the disposable filters are efficient at removing significant amounts of DPM, the following major issues have arisen:- high cost of operations; disposable filters cost $A250–300 each and need to be changed at least once per shift resulting in an estimated cost of up to $A164 M/a, in filters alone, to the NSW underground coal mining industry- improper installation, damaged seals and lack of installing a new filter when the old filter is removed; workers are still being exposed to excessive amounts of DPM.The ACARP project successfully demonstrated significant DPM emissions reduction comparable to the incumbent disposable technology on a proof-of-concept wall-flow diesel particulate filter (DPF) system, as well as satisfactory system robustness when assessed using an industry representative test cycle representing operations of a load haul dump (LHD) vehicle typical of that used by the Australian underground coal industry. It was noted in testing that the technology increased modal NO2 formation, but was compliant over typical operational duty cycles.One of the key benefits with the use of a wall-flow DPF system is its tamper-proof design, mitigating the risk of operating unfiltered diesel plant in poorly ventilated areas. Elimination of the need for continual replacement of disposable filters provides significant operational savings estimated to be up to 80 per cent of the incumbent technology.In addition to the above, the project also delivered a number of significant contributions to the knowledgebase of the Australian and international coal industry with regard to the characterisation of operations and control of emissions.CITATION:Coplin, N, 2017. The kinetics of the dissolution of galena was studied by monitoring the mixed potential of a galena electrode in ferric sulfate solutions. The results show that the mixed potential of the galena electrode fluctuated with time in a regular pattern in a 0.1 mol/L Fe2(SO4)3 solution of pH 1.66 and in a 0.01 mol/L Fe2(SO4)3 solution of pH 2.33 at 35°C. The periodic accumulation and precipitation of lead ions at the galena electrode surface and the cyclical variation in pH at the galena electrode surface caused the oscillation phenomena.

The FeNi technology is currently dominated by high-power submerged arc furnaces, often designed as smelter as "two-inline-solution". To achieve the intended high efficiency, state-of-the-art design in good correlation with ores and reductants and an integrated layout of the whole plant is of great importance. An introduction will be given to general aspects in the production FeNi, plus a detailed overview of design principles for large FeNi smelters and finally some examples of innovations and research projects concerning Fe-Ni.

In this study, a computer program to design tunnel blasting pattern has been developed. The program consists of two parts; one is for tunnel blasting pattern design and the other is for blasting modeling to estimate the peak particle velocity, the distribution of fragmentation and the excavation damage zone. We modified the design method of tunnel blasting pattern suggested by Langefors because it provided undesirable pattern in blasting practices such as considerably large center cut and too large burden for Vcut as drilling length increased. As a result, the burden and spacing were reduced to practically appropriate amounts. In addition, the correlation between rock mass rate, RMR, and rock constant in blasting, c, was analyzed based on the data collected from twenty three tests of tunnel blasting. It was concluded that the correlation between them was fairly good enough to be applied in cut design. In order to check the validity of the modified methods and their practical applicability, test blasting was carried out at two different tunnel construction sites in Korea. The results were satisfactory in that the average rate of advance was 90% and the overbreak did not cause additional support. Futhermore, the developed program is capable of estimating peak particle velocity by using (a) the existing vibration equations, (b) the vibration equation obtained by test blasting to check out the practical applicability of the designed blasting pattern. Feedback is implemented into the program to adjust the designed blasting pattern and control the vibration.

Gold is extracted by cyanidation of a sulphide-rich concentrate at Macraes mine, and after cyanidation, the concentrate is discharged to tailings impoundments. The concentrate tailings were discharged to a dedicated concentrate impoundment from 1989 to 1993, afterwhich they were blended with the flotation tailings. Since mid-1998, concentrate tailings have been redirected to the dedicated concentrate impoundment. The concentrate tailings contain up to 1 ppm gold, and will be reprocessed in the future. However, it is a regulatory requirement that a contingency plan be in place to rehabilitate the concentrate tailings should the mine operation cease for any reason. Initial predictions suggested that the sulphide-rich tailings would oxidise and acidify, creating a potential long term environmental problem. Investigations of the state of the tailings after 4 years show that these predictions were overly conservative. Only minor oxidation has occurred in the upper 2 metres of the tailings where the pH has locally dropped from 10 (discharge condition) to between 7 and 8. Below 2 metres, the tailings are essentially unchanged from their deposition state. The low rate of change in the tailings is due to their very low permeability which in turn is a consequence of the fine grain size (ca. 15 ¦m). Dewatering is extremely slow, and incursion of oxygenated water is negligible. Calculations suggest that water movement over 30 m will take at least 100 years and possibly 1000 years. The contingency plan is to capitalise on the very low permeability and keep the tailings from drying with a semipermeable cap. A layer of limestone will be added to the top of the tailings, beneath the cap, to enhance alkalinity of any percolating water. If acidification does occur, contrary to expectations, any acid produced will be neutralised by underlying calcite-bearing schist, schist in the concentrate impoundment wall, and the flotation tailings immediately downstream. In addition, dilution by alkaline ground and surface waters would further ameliorate any acidic discharge.

"Recovery of mineralized coarse particles is notoriously low in conventional concentrators that treat copper porphyry ores. The application of coarse particle flotation techniques has the potential to achieve comparable metallurgical performance at significantly coarser primary grind sizings. ALS Metallurgy has been conducting both internal research and commercial test programs to investigate the potential of Eriez HydroFloatTM technology on copper sulphide ores. Test data indicates that significant improvements in the recovery of copper sulphide bearing particles between 200µm to 850µm can be achieved using Hydrofloat technology compared to conventional flotation techniques. This paper summarizes the results from a selection of test programs that includes recovery by size data from both conventional flotation and HydroFloatTM tests. An explanation of the apparatus and test procedure will be given. Mineralogical analyses of the test products and characteristics that limit metallurgical performance will be discussed.Description of Apparatus and Test ProtocolThe HydroFloatTM laboratory cell is a clear plastic column with an internal diameter of 14 cm. Water and air are introduced to the cell through a circular manifold located in the lower portion of the cell. The cell has a conical bottom which directs slurry to a pinch valve that controls the discharge of tailings. Feed solids are introduced to the upper portion of the cell in slurry form. The cell is operated in a manner such that the manifold water creates a teeter bed zone of suspended solids in the middle portion of the cell. Tailings exit the bottom of the cell at a high pulp density, and most of the introduced water overflows the top of the column and is collected in a launder. Particles with a hydrophobic surface may attach to air bubbles that percolate through the teeter bed, rendering them sufficiently buoyant to be transported to the overflow launder.Three significant features of this arrangement enhance the potential to recover coarse, low grade particles by flotation techniques. Firstly, the hindered settling conditions created by the rising column of water allow coarse particles to become buoyant once attached to a modest sized air bubble. Secondly, the flow conditions within the cell are relatively quiescent compared to a conventional flotation cell that utilizes an agitator. This allows particles that have limited hydrophobic portions of their surface, due to a low content of exposed sulphide mineral, to maintain a somewhat fragile attachment to air bubbles long enough for successful recovery to the overflow. Finally, the absence of a froth phase at the top of the cell allows particles attached to air bubbles to immediately exit the vessel, reducing the potential to drop back into the pulp phase as bubbles burst or coalesce."

The United States Bureau of Mines under provisions of Schedule 2C4 issues approvals covering complete operating units such as loading machines, room hoists, and storage-battery locomotives. Certain manufacturers design and build entire machines. Other manufacturers purchase a part or all of the electrical accessories from manufacturers of electrical equipment and make up permissible units by assembling them. Before the assembler purchases electrical accessories for use in such contemplated units he may require certain information from the accessory manufacturer as to whether the particular accessories are suitable for assembly in his proposed permissible outfit. To aid accessory manufacturers in marketing their product, a provision was incorporated in Schedule 20 whereby tests might be made on individual accessories and reports rendered as to the suitability of a given accessory for use in permissible assemblies.

The process of longwall coal extraction coal causes fractures in the overlying and underlying strata and these fractures become pathways for gas released from adjacent coal seams to flow into the mine workings and contaminate the ventilation air. If the rate of gas emission exceeds the diluting capacity of the ventilation air, the gas concentration will increase and exceed the statutory limit resulting in production delays.All potential gas sources within the planned mining area, including coal seams located above and below the working seam, should be identified and sufficient gas data collected and used to determine the specific gas emission from each gas source. Gas reservoir and emission modelling is recommended to determine specific gas emission and changes in gas emission from individual sources over the planned mining area. Accurate gas reservoir and emission modelling provides the information required to accurately design gas drainage programs to effectively manage gas emissions and minimise the risk of ‘gas-outs’.Given the increasing occurrence of incidents of gas concentration in ventilation air exceeding the 2.0 per cent statutory limit and changes to mine plans to avoid ‘difficult-to-drain’ areas, it is apparent that many operations are not effectively utilising gas reservoir and emission modelling to identify high gas emission areas and are not completing sufficient gas drainage in advance of planned mining.The process of gas reservoir and emission modelling to support gas drainage design to control tailgate gas concentration and fugitive emissions is presented and discussed.CITATION:Black, D J, 2017. February 2, 1999 marks a milestone in earth-moving technology at the San Miguel Lignite Mine. It was on that date that The North American Coal Corporation (NAC) took delivery of three Leica Dozer 2000 GPS grade control systems for use on its bulldozers. The primary reason for the purchase of these grade control systems was to prove that GPS technology could safely and economically be utilized on heavy equipment to assist operators in defining grades. If these properties were successfully demonstrated, the ultimate vision of the project was to expand the system to a point were GPS would become the primary means of providing grade control information to the mine’s heavy equipment operators. Twenty nine months and more than $500,000 later this vision was realized when the final bulldozer operating at the San Miguel Lignite Mine was equipped with Dozer 2000. Presently North American Coal has a total of nine Dozer 2000 GPS grade control systems at San Miguel providing cut and fill information to operators 24 hours a day. These grade control systems have allowed the San Miguel operation to increase safety, reduce costs, improve operator attitude, and better ensure environmental compliance. This article discusses both the nature of these benefits and some of the issues that had to be dealt with along the way.

"The mining industry has to face increasing restrictions concerning the use of fresh water in Québec and throughout the world. Increasing recirculated water usage could lead to a better control of the quality and the quantity of water supplied to the mineral processing units. Furthermore, it could reduce the volume of waste water to be managed and treated before its release to the environment. However, process water may have a negative impact on mineral processing operations, thereby limiting the incentive for sustainable development initiatives. As a first step into selecting and testing remediation strategies, one of which being blending local waters, a mapping of process water quality (inorganic and organic fractions) allowed to locate zones in an industrial case study where fresh water is introduced into the circuit and to detect dissolution and precipitation zones. A complementary hydro-geochemical modeling study on water blends was also performed showing encouraging results towards the objectives of the project.INTRODUCTION The industry has to face increasing restrictions on the use of fresh water in Québec (Quebec Government, 2009) and throughout the world (Brown, 2003; UNESCO, 2006). The cost for the use of fresh water and for water management is highly variable and case-dependent (from 0.2 to up to 7 million dollars/year according to available private estimations, excluding the capital expenditure). It may be, or may become, significant for any plant; thus, risk assessment is of concern here. Using recirculated water could lead to a better control of the quality and the quantity of water supplied to the mineral processing units. Furthermore, it could reduce the volume of waste water to be managed and treated before its release to the environment. However, process water may have some positive and negative impacts on mineral processing operations (Janssen, 2003; Johnson, 2003; Rao and Finch, 1989). Negative impacts could limit the incentive for sustainable development initiatives. Water management strategies at mineral processing sites are supported both by a strategic plan and a water management plan. The strategic plan includes legal aspects, investment costs, potential benefits and various risk levels (Corder and Moran, 2006; Côte et al, 2006; Evans et al., 2006; MacIntosh and Merritt, 2003; McLellan et al., 2008; Merritt and MacIntosh, 2006; Robinson and Keddie, 2006; van Beers et al., 2007a; van Beers et al., 2007b; van Berkel, 2007). In practice, the strategic plan evaluates technical possibilities and costs of various scenarios, such as for example: bringing fresh water to the plant or recirculating waters, or using blends of both. Two important factors to consider in order to enhance the future production efficiency and to minimise risks are: the durability and the stability of the resource, both from quality and quantity points of view."

The properties of crude petroleum continue to interest the Bureau of Mines and constitute an important phase of its major studies on the mineral resources of the United States. The Bureau's interest in the subject has been intensified by frequent requests for information on the characteristics of crude petroleum from various producing fields. Since its inception the Bureau of Mines has collected and analyzed samples of typical oils and at present has surveyed and classified crude petroleums from nearly all the known oil fields of the Western Hemisphere. Results of these surveys have been presented in various Bureau of Mines publications. (See bibliography, appendix A, p. 145.) The nature and comparative value of crude oils from various countries and the extent to which these oils may be considered potential competitors for markets are of manifest importance to the petroleum industry in all lands, largely because all crude oils, wherever produced, are either actual or potential competitors for a market with all other crude oils. The numerous discussions of foreign production of oil that have appeared in the technical press in the past indicate the great interest of the United States in this subject.

The Bureau of Mines measured fiber dimensions on crocidolites (riebeckite-asbestos and magnesioriebeckite-asbestos) from the world's four crocidolite mining regions. The objective of the study was to determine whether there are measurable morphological differences between crocidolite fibers that correlate with the high reported incidence of mesothelioma in miners and mill employees in the Cape Province of South Africa and Western Australia, as compared with little or no reported incidence of this cancer in the Transvaal Province of South Africa or Bolivia. Fiber dimensions measured with the scanning transmission elec-tron microscope showed that crocidolites from Western Australia and the Cape Province have more thin fibers than crocidolites from Bolivia and the Transvaal Province.

This report gives the results of 26 tests of a four-pass Edgemoor boiler fired with powdered coal at the Lakeside station of the Milwaukee Electric Railway & Light Co. The tests were made by the fuel section of the Bureau of Mines in cooperation with the research department of the Combustion Engineering Corporation and the operating department of the Milwaukee Electric Railway & Light Co. The object of the tests was to determine the thermal efficiencies and capacities obtainable by burning powdered coal under large central-station boilers, and the possibility of operating such boilers continuously at high efficiency and capacity without destructive effect on the furnaces and without difficulties in refuse removal. In any system for burning pulverized coal the furnace is the most important part because, to justify the cost of pulverizing, the powdered coal must be burned with higher efficiency than coal fired with mechanical stokers. In other words, it is the furnace that by giving higher thermal efficiency must pay for the installation, maintenance, and operation of the pulverizing equipment. No matter how simple the apparatus for the preparation of pulverized coal may be, or how simple the pulverizing process, unless the furnace is so designed that it can be operated continuously with high thermal efficiency, the whole system is a failure. For high thermal efficiency the coal must be burned almost completely with low excess air. But low excess air and complete combustion give high furnace temperature, which in turn causes erosion of the furnace lining and fusion of the ash; and removal of the fused ash is difficult. The necessity of complete combustion with low excess air thus brings with it these two important problems in the design of a furnace for burning powdered coal: 1, Prevention of erosion of the furnace lining; 2, easy removal of refuse from the furnace. For the purpose of solving these problems, the boiler tested was equipped with a furnace having hollow walls, through which about 60 per cent of the air needed for combustion passed before it entered the furnace. By passing through the hollow walls, the air cooled the furnace lining and prevented excessive erosion. A water screen was placed in the furnace about 3 feet above the bottom to keep the refuse deposited at the bottom from fusing and to make its removal easy. The design of the furnace, water screen, and burners was based on the experience gained in the previous cooperative tests1 with a smaller furnace, experimental water screen, and burners at the Oneida Street station of the Milwaukee Electric Railway & Light Co. The boiler tested had 13,057 square feet of heating surface. It was one of eight boilers fired with powdered coal, and was designated as boiler No. 8. The Lakeside station is the largest central station in the world that burns powdered coal exclusively. The coal used in the first five tests came from Illinois. The fuel in the other tests -:vas a mixture of Illinois and Pittsburgh coals.

"INTRODUCTION Pilot-plant studies on processes for converting low-grade domestic manganese ore to high-grade oxide or sulfide products by pyrometailurgical process was initiated at the Boulder City, Nev., Experiment Station in 1942. These investigations were given impetus by the possibility of a national shortage of ferro-grade manganese oxide for war needs.The manganese ore employed-in most of the pilot-plant smelting tests was from the manganosiderite-nodule deposits at Chamberlain, S. Dak. This deposit although low-grade, is extensive and represents, the largest reserve of manganese in continental United States. 6/ The Bureau of Mines has recently developed a Carryall mining-conical rolls treatment method that shows promise of making possible economic removal and subsequent beneficiation of the nodule-bearing shales. 7/ Smelting tests were made also on Artillery Peak, Ariz., mill concentrates in the productions of unrefined manganese matte for the steel The pilot-plant smelting program was based upon the fundamental fact that manganese, like copper, will sulfidize and become miscible with FeS. The matte this formed represents the initial smelting step in the pyrometallurgical treatment of the beneficiated ore. The concentrated nodules containing about. 18 percent manganese were smelted with varying amounts of pyrites and appropriate fluxes to produce Mns-FeS mattes containing 16 to 50 percent manganese. When the manganese and iron was completely sulfidized, the mattes contained 16 to 23 percent manganese. Reducing the pyrite resulted, of course, in the selective sulfidization of manganese and the production of a matte containing a correspondingly higher ratio of MnS to FeS. Complete sulfidization smelting produced slags of lower manganese content and hence resulted in higher manganese recoveries in the matte."

During the operation of the Parkes process of desilverising, and in the earlier days of the continuous process, gold and silver were removed separately from softened lead bullion. Gold was removed in the Parkes process by a selective zincing, and -in the continuous process by treatment with zinc in a special de-golding kettle, in each case a crust being obtained carrying the gold and a small portion of the silver. Actually the process could have been more correctly termed a de-copperising process, on accountof the relatively large amount of this metal present, and its affinity for zinc, which caused it to enter the crusts produced.The crust was treated in reverberatory furnaces, where the bulk of the copper and zinc was removed in by-products, and the resulting "gold bullion" cupelled to give adore bullion containing approximately 2,000 ounces gold per ton.For the purpose of parting this dore, a small Balbach-Thum plant of 11 cells was used, and once each six months a short campaign was conducted on the accumulated metal.With the development of the process of de-copperising smelter bullion by means of sulphur, when a bullion averaging about .004% copper was constantly available for refining, the need for a separate de-golding process disappeared.The de-golding kettle of the Continuous Process...
