While the title of this paper embraces the entire West Coast, the author, in the interest of simplification. has confined the discussion to California-particularly the central section. California's population has, risen 45 pct since 1940. Its electric requirements have also increased, not only because of the growth in industry and population but also because of the widespread tendency of all types of electric consumers to use more electricity than ever before. The growth of California's electric utilities is shown by published data covering operations, of three of its large systems and is given in Table 1.

Methods and results of studies to determine friction and shock losses encountered in auxiliary face ventilation systems utilizing flexible, spiral-reinforced ventilation tubing are presented. The results, tabulated in graphic form, simplify fan selection and enable mine operators to design adequate auxiliary ventilation systems. Problem illustrates the use of graphs.

"The detection of leakage is a recognized problem in the safe and economic distribution and use of natural gas. Natural gas is practically odorless and therefore lacks he property of indicating significant leakage by the sense of smell, the means most widely used by gas employees and consumers for detecting leaks of the more odorous types of fuel eases. In view of the recognized value of the odor of gas for indicating leakage at the time of occurrence the Bureau of Mines has studied' the possibility of adding small amounts highly odorous substances to types of fuel gas (such as blue water gas and natural gas) that lack warning properties. These studies revealed that the mercaptans were promising substances to accomplish this purpose, not only for odorizing fuel gases but for other purposes° where it was desired to give warning through the sense of smell.Since completing the studies mentioned, the Bureau of Mines jointly with the American Gas Association has conducted further investigations dealing with the use of warning agents for fuel gases. The results of this work will be published later.The Bureau of Mines had been desirous of observing the practical use of ethyl mercaptan for detecting leakage of natural gas, particularly to determine whether the odor would permeate the ground and give indication of lea's in underground pipes. Opportunity for making these observations was recently given by E. A. Munyan, manager, gas department, Union Gas t Electric Co., who requested the bureau's cooperation in making leakage surveys of the company's distributing systems at Franklin and Middletown, Ohio."

The Camp Dresser & McKee (CDM)/Hatch Mott MacDonald (HMM) joint venture has been engaged by the New York City Economic Development Corporation (NYCEDC) to provide engineering ser-vices in connection with the replacement of two existing siphons which cross New York Harbor between Staten Island and Brooklyn. The project involves the construction of a 72-inch diameter pipeline within a 12-foot diameter tunnel beneath the New York Harbor. The tunnel will be constructed using either slurry or an earth pressure balanced (EPB) tunnel boring machine (TBM). This paper presents the results of an extensive geotechnical field and laboratory testing program including advanced frozen soil tests (uniaxial compressive strength tests, triaxial tests, and uniaxial creep tests), in-situ vane shear and pressure meter testing, and a marine geophysical survey (seismic reflection technique) to ascertain the complex subsurface conditions along the tunnel alignment and shaft locations. The paper will also discuss the design and construction aspects and the challenges associated with each component of this project.

Although overall worker productivity for U.S. underground coal mines is available, productivity by mining method and seam thickness is not. Mining technology has gone through dramatic changes in the past decade, and the industry has experienced a lack of accurate productivity Figures addressing these changes. This information is of great interest in planning for future mining systems as thick and shallow coal seams currently being mined are depleted and exploitation of thinner, deeper, and better quality seams is considered to partially meet the requirements of the 1990 Clean Air Act Amendments. In a cooperative program, the U.S. Bureau of Mines obtained raw mine level production and related data from U.S. Energy Information Administration for 1989 and 1990 and performed the needed statistical analysis. Base criteria, parameters, and salient results of the mine productivity analysis are presented in this report.

The effect of grinding media performance on milling and operational behaviour was demonstrated under different selected conditions of calcium carbonate slurry milling. A variety of grinding media materials and bead sizes, along with two different stirrer tip speeds, were used in the grinding process to generate a particle size reduction of the calcium carbonate (CaCO3). To determine the optimum milling parameters the collected test data were used to calculate and evaluate specific energy as well as stress intensity under different milling conditions. TiC14, AIC13, and VC14 were coreduced simultaneously via a Kroll-type magnesium reduction to form an alloy sponge as part of a research effort by the Bureau of Mines to produce titanium alloy powder. Reduction tem-peratures of 750°, 850°, and 950° C, a range of chloride feed rates from 34 to 152 Ib/(ft2·h), and crucible diameters of 7-3/4 and 10-1/4 in were tested. Microprobe analyses using a 40-um-diam spot showed no effect on alloy microhomogeneity (distribution of Al and V in the Ti, considered critical as a powder property), due to changes in process variables within these ranges. Statistical analysis of these data for alloy sponge indicated greater variation in the chemical composition (AI and V) than that found in commercial Ti-6Al-4V plate or Plasma Rotating Electrode Process (PREP) powder. Therefore, a one-step approach to pow-der, such as grinding the Ti alloy sponge, would not produce a powder product of acceptable chemical homogeneity. An approach that homoge-nized the sponge, such as with a melting step, would produce an accept-able powder product with respect to chemical homogeneity.

Arbitration is a legally recognized alternate litigation for the resolution of civil disputes. The parties agree, either before or after a dispute arises, to submit that dispute to an independent third party for resolution. The decision of that third party is binding on the parties. A decision of an arbitral tribunal, typically referred to as an "award," cannot be reviewed by a court except on very limited grounds, such as fraud. See, e.g., Va. Code 8.01-581.010. Indeed, an arbitral award is typically less subject to judicial review than the decision of a trial court, whose decisions are almost always subject to appellate review as a matter of right. Arbitration is typically the result of a contractual agreement between the parties to submit disputes to arbitration. On occasion, arbitration can be required by statute. For example, the California Department of Transportation requires the arbitration of all disputes arising under its contracts. Public Contract Code, Article 7.1 (§§10240-10240.13). There may be a question whether statutorily required arbitration is truly arbitration or an administrative law disputes resolution procedure. The significance of the difference is that the decisions of administrative law bodies are typically reviewable by a court of law as a matter of right while, as set forth above, arbitral awards are almost never reviewable.

Within the metal/nonmetal mining sector, fall-related incidents account for a large proportion of fatal and non-fatal injuries. However, the events and contributing factors leading up to these incidents have not been fully investigated. To help provide a clearer picture of these factors, an analysis of imminent danger orders issued by the Mine Safety and Health Administration (MSHA) between 2010 and 2017 at both surface and underground metal/nonmetal mine sites revealed that most orders are associated with fall risks. Of these cases, 84% involved the workers not using fall protection, fall protection not being provided, or the improper use of fall protection. Fall risks for workers most frequently occurred when standing on mobile equipment, performing maintenance and repairs on plant equipment, or working near highwalls. In most cases, a single, basic, corrective action (e.g., using fall protection) would have allowed workers to perform the task safely. Overall, these findings suggest that a systematic approach is needed to identify, eliminate, and prevent imminent danger situations. Furthermore, to protect mineworkers from falls from height, frequently performed tasks requiring fall protection should be redesigned to eliminate the reliance on personal fall protection.

Throughout history, many of the world's achievements, conflicts and problems can be traced to the demand for minerals. With the rapid expansion of our industrialised society in recent years the demand for minerals has grown to such an extent that uncertainties about availability and cost have arisen, especially in the case of energy minerals.Minerals have acquired a new dimension for governments as the availability of these resources is interwoven with the ability of governments to achieve their developmental goals on national and international levels. Accordingly, the supply of minerals will increasingly be affected by social and political factors.

WHEN the Bureau of Mines initiated the program of large-scale research and development in the field of synthetic liquid fuels authorized in the Synthetic Liquid Fuels Act of April 5, 1044, the Coal Preparation Section was assigned the task of obtaining data on the preparation characteristics of the coal in large reserves that might be adaptable to use in this new industry. It is natural that, as the rapidly developing general research program brought about new concepts of raw-material quality, preferred geographical location, and the like, the orientation of coal-preparation investigations should have undergone some change. The first major assignment was the sampling and testing of a series of typical American coals deemed to he suitable for hydrogenation based on early research work conducted by the Bureau of Mines. This first series of tests has been completed and is reported in this paper.

The engineering profession generally does not accept vibro-driven piles as bearing piles unless their capacities can be verified by restriking with an impact hammer, which significantly reduces the economic benefits of vibratory driving. In part, the concern for capacity development in piles driven by vibration arises out of observations that vibro-driven piles do not develop capacities equivalent to those driven by impact (e. g., Mosher, 1987). Nonetheless, if capacities are predictable, vibratory installation may be more cost effective than installation by impact, due to savings in time of installation, even if capacities are lower than those of impact-driven piles. Throughout the past few decades, a number of attempts have been made to develop capacity prediction methods for vibro-driven piles, mostly along the same lines as methods for impact-driven piles. That is, (1) totally empirical formulae, (2) power balance / power transfer formulae, and (3) "time domain-nonlinear" (TDN) computational procedures such as the wave equation. Some of the formulae have been based partly on field experience, but the majority have been developed from simple theoretical models with parameters evaluated from laboratory studies. President Lien presented Mrs. Holmes with the first of speaker appreciation gifts presented by his firm Amax Coal West, Inc. These were books by Rand-McNally entitled The Executive Golfer Guide. Following the coffee break, Clark Moseley presented the first annual Institute Safety Achievement Awards for the safest mines in the eight member state region. The awards were based on: 1. This U.S. Bureau of Mines report investigates shield mechanics and component stress development in a two-legged longwall shield for unsymmetric canopy and base contact configurations. Previous studies analyzed shield behavior for symmetric contact configurations. The goals of these efforts are to improve longwall support selection and design. This study provides vital information that will help develop improved procedures for performance testing of longwall supports and will benefit future research to improve support design through stress optimization and evaluation of failure mechanisms. Combinations of six canopy (three symmetric and three unsymmetric) and six base (four symmetric and two unsymmetric) contacts provided a total of 36 configurations for evaluation. Of these 36 configurations, 10 were eliminated because of fixture limitations or shield instability. Controlled vertical and horizontal displacements were applied by the Bureau's mine roof simulator to the remaining 26 configurations. Component responses were determined from pressure transducer and strain gage instrumentation in order to identify contact configurations and boundary displacements that produced maximum loading in each of the support components. This report describes these test results and provides conclusions relevant to critical contact configurations for performance testing of longwall supports.

The New South Wales coal industry is a highly mechanised well organised industry which has developed from an annual production of slightly less than 13 million tons in 1950 to over 33 million tons in 1969. Although continuous miners were not introduced into the mines until 1950, by Jillle 1969 the percentage of coal won by these units was 87.3. The paper describes mining conditions in the various coalfields of the State, their complexities and problems and how these have been dealt with. The introduction of fully mechanised long wall faces has presented a challenge which has been accepted and descriptions of systems in use are discussed. Major expansion of the industry is anticipated to meet the requirements of the growing Australian steel industry, for local power generation and to meet the increasing demands of overseas markets.

Two years ago the general features of the St. Joseph Lead Company's zinc-smelting process were described.1 At that time the discussion was limited to a description of the production of high-purity electrothermic zinc oxide. The present paper will describe the commercial production of electrothermic zinc metal. Since a fairly complete description of the plant of the Josephtown smelter was given in the earlier paper, the brief recapitulation given here will be limited to mention of additional equip-ment recently installed and a bare outline of the preparatory process. The raw material is zinc sulphide concentrate received from the com-pany's mines in St. Lawrence County, New York. An average dry-weight analysis of this material is: Zn, 58.28 per cent; Pb, 0.56; insoluble, 1.6; Si02, 1.12; Fe, 6.4; CaO, 0.47; MgO, 0.27; S, 31.9; Cd, 0.1; Cu, 0.06; Mn, 0.24. Moisture content is usually about 3 per cent. Three 21-ft. 6-in. diameter, 12-hearth Nichols-Herreshoff furnaces roast the concen-trate to a calcine of average composition (first 10 months of 1938) : Zn, 67.69 per cent; Pb, 0.06; insoluble, 1.75; Si02, 1.26; Fe, 7.24; CaO, 0.47; MgO, 0.36; S, 1.88; Cd, 0.1; Cu, 0.07; Mn, 0.27. The sulphur dioxide gas, after passing through a waste-heat boiler, proceeds through a recently redesigned low-resistance gas-purification assembly to the contact sul-phuric acid plant, of which the capacity is 200 tons of concentrates per day. The calcine is mixed with a portion of returned furnace residues and sintered on 42-in. by 44-ft. Dwight-Lloyd sintering machines, gas-fired. Wind-box gases pass through air coolers before filtering in a 1440-bag Dracco unit, and thence to stack. The Dracco fume is mixed with Cottrell dust, from roaster gas cleaning, and sent to the leach plant, where it is roasted (SO2 to acid plant) and leached with sulphuric acid to recover, as end products, lead sulphate, zinc sulphate and cadmium.

When asked to lecture at Bendigo on the geological factors that determine the depths of ore deposits, I hesitated for a little before agreeing to lecture on the theory of deep ores in the city world famous as the pioneer of deep gold mining. If there be one place, wherein the conditions of deep-seated ore deposits should be sufficiently well understood, it is the city where the 180 mine made its bold plunge to previously neglected depths; and where the record of that famous mine has been broken by the skill of the managers, and the pluck of the proprietors, of the New Chum Railway and Lazarus mines.In the face of such practical triumphs, theoretical discussion may seem a waste of time, especially since it is often dedared that the existence of such deep-seated ores was denied by geological theory. This assertion is, however, startling since the oldest and best supported geoiogical theory of ore deposits, has taught for more than a century tliat ores must descend far below the regions of practical mining. This charge against Victorian geologists is generally based on opinions attributed to the late Sir Fredrick McCoy. It has been repeatedly affirmed that he declared that gold cannot occur pelow a depth of 300 feet. But so far I have not been able to discover that McCoy ever made any such assertion or ever held such a view.

This report describes a method the Bureau of Mines devised for measuring the dielectric constant and loss tangent of low-loss minerals at microwave frequencies. Determina-tion of these properties makes it possible to predict the effects of using microwave heating in potential mineral processing applications. The method uses a test cell and radio-frequency (RF) impedance analyzer with automated data acquisition and analysis. In this initial phase of microwave heating research, the Bureau measured dielectric constants and loss tangents at frequencies between 100 MHz and 1 GHz. The objective was to establish a reliable data base for use in predicting the effects of microwave heating on minerals. Comparison with previously measured data showed the Bureau's measurement method to be accurate to within ± 3 pct. This report describes the method and discusses the preliminary results of the Bureau's investigations. Typical comparative data are included.

Société le Nickel (SLN) exploits the Dôme lateritic nickel orebody at its Tiébaghi operations in New Caledonia. The site geology has an obvious bearing on recovery and metallurgical performance, and the controls are extremely complex at all scales: lithology, oxidation-reduction conditions, mineralogy, and multivariate geochemistry. In that context, establishing an adapted recoverable resource estimation method that is efficient and transparent proves an interesting challenge. The method must address the key notions of: ? Support effect: the exploration data-set can only warrant the estimation of large panels 20×20×3 m3, which are much larger than the selective mining units (SMUs) of 5×5×3 m3 ? Information effect: the selection at production stage uses estimates based on information much denser than that available for mine planning. The problem is rendered more complex in this type of deposit by the fact that the additive variables used for any estimation process (metal accumulation and ore tonnage) are not the ones used to establish the selection at mining stage (i.e. the nickel grade of SMUs, which is the ratio of accumulation on tonnage). Eventually, the selection criteria involve not only Ni grades but also other constituents such as Al2O3, Fe2O3, MgO, and SiO2. The solution presented in this paper is the construction of a platform of SMU multivariate simulations in the saprolitic horizon, together with efficient post-processing aimed at producing the multivariate recoverable resource estimates. The efficiency constraints imposed by the number of blocks to be simulated (1.5 million) lead to resorting to direct block simulations. The underlying multivariate discrete Gaussian model (DGM), the validity of which is tested beforehand, is put to good use to mimic the selection process at the mining stage, by offering the ability to simulate in each block a composite value located at random within the block. Finally, the paper presents the application of a scenario reduction algorithm to pick a representative subset of a few simulations to help appraise the risk attached to the downstream phases (reserve optimization, mine sequencing) of the project. The implementation presented here is for the first generation of the Scenario Reduction plugin built in Isatis software, where measuring the distance between the initial set of scenarios and the reduced set is based on Ni quantities only. Research is under way to adapt the measure to the true multivariate nature of the problem.
