The possible contribution of an improved mineral economy to the further advancement of the lesser developed regions of the world is a vital consideration today. Many of the newly independent countries recognize the problems and the challenge involved in orderly development of mineral resources. Some countries are inventorying resources, planning development, and encouraging local and foreign participation. The Malagasy Republic, composed of the island of Madagascar and the immediately adjacent islands, formerly the French Overseas Territory of Madagascar, is one of the members of the French Community which achieved independence in 1960. It is making real progress towards improving its mineral economy, an effort particularly remarkable considering the generally unfavorable geographic location of the area with respect to world markets and what is, after all, a comparatively sparse economic mineralization in the light of discoveries to date. Most of the development of the Malagasy econorny before independence was fostered by French private enterprise, although the State participated in some ventures. Since independence, the Government has encouraged private investment from a variety of sources through favorable legislation and has indicated that legitimate investment projects that will further advance social and economic programs will be welcome.

The last 25 years have seen rapid expansion in the use of helical screw pile foundations and tiebacks for new and retrofit construction of buildings and earth retention structures. An estimated $100 million was spent in 2002 on helical foundations and tiebacks in the United States alone. While design information is available in the literature, information regarding quality control, inspection and performance monitoring is lacking. Recognition of at least one manufacturer's helical foundation material by the Uniform Building Code, Standard Building Code, and BOCA (all three codes now combined into the ICC International Building Code) has given added urgency to the dissemination of reliable and practical quality control, inspection and performance monitoring procedures. This paper describes a set of such procedures that have been followed for 17 years by engineers experienced in the industry who have directly installed or been involved in the installation of over 140,000 helical foundations and tiebacks in divers soil conditions for various types of structures, including earth retention structures. Topics covered include design responsibility, building code listings and requirements, manufacturer ISO certification, manufacturing process, material and installation specifications, installation contractor certification, field placement, installation procedures, field inspection, building code inspection and performance monitoring. The paper concludes with a step by step example of practical quality control, inspection and performance monitoring procedures on a typical helical foundation project.

(Wilkes-Barre Meeting, June, 1911.) I. LOCATION AND EXTENT. THE Caddo oil-field, shown in Fig. 1, is located in Caddo parish, northwestern Louisiana. The known producing territory of oil is covered by townships 19 N, 20 N, 21 N, 22 N, and ranges 15 and 16 W., shown in Fig. 2. The center of the field may be taken as Oil City, 24 miles north of Shreveport, on the Kansas City Southern railway. Shreveport is the second largest city in the State, and is the connecting point of five rail-road-lines. Drilling at the present time, however, is going on all over northern Louisiana, especially in Caddo and the neighboring parishes. II. HISTORY AND DEVELOPMENT. Natural gas escaping at the surface is found at numerous places in northwestern Louisiana. At Shreveport, the plant of the Shreveport Ice & Refrigerating Co. has been lighted by natural gas for 20 years. The well was drilled for water, but was abandoned on account of the gas. A test well, put down in 1905 near the western limits of Shreveport, was driven to 1,650 ft., and encountered indications of gas and oil at various depths, but did not succeed in finding enough to be profitable. Attention was first attracted to the Caddo field in 1895 by indications in water-wells from 40 to 60 ft. deep, in which the pressure of natural gas was noticeable. This indication of gas in a shallow well led to the drilling of the first well in the Caddo field, the old Savage Brothers & Morricell, or the Caddo Lake Oil and Pipe Line No. 1. The rig for this well was erected in May, 1904, and drilling began in June, 1904. The well was bailed Mar. 23, 1905, with a small amount of oil. It was deepened July, 1905, and converted into a "gasser " Jan. 3, 1906. It was abandoned January, 1907. The pollution of our water supply, Lake Michigan, is a continuing threat so long as our overflows from combined sewers exist. The problems have become even more acute during recent years, due to the increase of paved area- which accelerates and enlarges the flows of storm water. After each storm, mixtures of raw sewage and storm water spill into our waterways. If the storm is too large for the drainage systems, the mixture backs up into our streets and basements. Under severe conditions, it may even become necessary to open the locks, and discharge the polluted water into Lake Michigan. Consider the scope of the problem, as shown in Figure 1. The area in which combined sewers exist is 375 square miles, located in the central parts of Chicago and 49 suburbs. There are an estimated 640 overflow outlets to the waterways, each requiring attention. The capacity of outlets tributary to the waterways has increased dramatically over the years. Each time a pocket of upstream flooding is drained into the channels, the problem of its rapid disposition increases. Another difficulty is that the bottom of our waterways is covered with a blanket of accumulated sludge, ranging in depth up to 3-feet. The fall of small pieces of rock between roof bolts causes over 80 pct of the ground fall injuries in underground coal mines. Roof screen, if installed on the bolting cycle, can significantly reduce the number of these injuries. As the surface of the roof fails, the screen will have to retain the broken rock without failing or excessive deformation. Welded wire screen is the most common type of screen material used for roof surface control in underground coal mines. The load-deformation characteristics and the load capacity of welded wire screen were evaluated in the laboratory in a specially built test frame. In the frame, the square screen sections were held in place by bolts and bearing plates at the four corners while a center load was applied to the screen. The parameters evaluated included the wire gauge and configuration, the bearing plate loads and bolt spacing. The wire gauge of the tested screen was 4, 6, 8, 9 and 10. Maximum screen capacities for both load and displacement were developed for each of the wire gauge sizes along with the screen stiffness. This information can be used for screen selection and for the evaluation and determination of screen performance. Coal mine bursts have represented a major hazard for U.S. mining operations for more than 90 years. During this time, many prevention controls have been developed and tested. This paper reviews 11 prevention control techniques. Although coal mine bursts are not common events in most underground coal mines, their occurrence almost always requires a change in mining practice. Over the many years of dealing with these hazards, specialized requirements for layouts and novel extraction sequences have been developed on a site specific basis. The keys to mitigating risks are to properly assess the coal burst hazards and to possess the knowledge and skills to prevent or remediate their occurrence.

Most efforts to mechanize low seam (narrow reef) mining of platinum ore are presently based on board-and-pillar methods with1.6?1.8 m in reef excavation. This paper attempts to substantiate the benefits of low profile mining: primarily improved head grade with resulting reduced tailings losses. Board-and-pillar equipment supplied by DBT, facilitating1.1?1.2m mining height has been in operation in an Anglo Platinum mine since September 2001. Major aspects of the equipment, battery scoops (LHDs) and rotary bolting rigs, are described and presently achieved results reported. The medium term industry goal is rock breaking without the use of explosives. An outline of present DBT developments is presented.

ROCK wool, one of the most recent additions to the list of Canadian-made, insulating materials, is a soft, light, fibrous material consisting of interlaced, flexible, glassy fibres so exceedingly fine that, individually, they are almost invisible to the naked eye and will float in air. In the process of manufacture, a suitable rock, generally a self-fluxing argillaceous dolomite consisting of nearly equal proportions of acidic and basic constituents, is melted to a completely fluid state and then converted into fibres either by a blast of steam or air, or by a mechanical device. The increase within the past five years in the number of plants in the United States making rock wool and slag wool has been remarkable, especially in view of the depressed conditions prevailing 'with most industries during this period. In 1930, there were only 8 plants reporting production of .these materials, whereas at the present time there are 44 plants in the United States listed as making these products, and there are 3 plants in Canada. In 1929, the total sales of rock-wool products in the United States amounted to-$2,377,324. In 1934, according to the National Rock and Slag Wool Association, 26 member companies reported sales of $3,695,405, and in 1935 the sale's of 30 member companies had a value of $5,571,469. The establishment of the rock-wool industry in Canada followed the publication in 1931 of a report (1) by the Mines Branch, Department of Mines, Ottawa, in which was set forth the results of field work and laboratory studies which indicated that large deposits of rock in the Niagara peninsula, hitherto regarded as valueless, were suitable for the making of rock wool. This report was supplemented in 1934 by another report (2), giving the results of further laboratory and commercial-scale tests on the rock from these particular deposits, which proved conclusively that rock wool of good quality could be made from the rock in question.

As part of the overall development of a borehole mining system -develop backfilling techniques to reduce possible damage to the environment caused by either the cavities or the piles of sand tailings that result from in-borehole hydraulic mining. (Borehole mining is described in technology News No. 56.) Approach Water filled cavities at the bottom of boreholes are rapidly and economically backfilled by jetting a sand-tailings slurry underwater. How It Works The Bureau of Mines borehole mining system creates a cavity having a horizontal diameter of more than 50 feet. (See photograph). This cavity can be backfilled with much of the sand previously mined. The sand tailings or similar backfill material is dumped by a front end loader into a slurry mixing tank at the rate of about one ton every three minutes. Enough water is added to give a thick, but pumpable slurry. The slurry is pumped down the borehole through a string of 4-inch pipe to the cavity. After passing through a right elbow at the end of the pipe, the slurry is ejected through a nozzle. The resulting slurry jet emplaces the backfill at the outer wall of the cavity. To obtain an even distribution of fill in the cavity, the nozzle is slowly rotated. The nozzle and pipe assembly is supported from a turntable on the surface. See diagram.

Uniquely colored, thin-bedded quartzite is quarried between Crossville and Crab Orchard in Cumberland County, Tenn. It is produced in all sizes up to the limits of transportation from beds usually ranging in thickness from less than 1/2 in. to 6 in. The stone is very resistant to wear and weathering and is marketed throughout the country for many different purposes in exterior and interior construction. The annual production exceeds 36,000 tons, valued at nearly $1,000,000.

The Old Dominion Co, at Globe, Ariz., like the: Phelps Dodge Corporation with which it is closely allied, considers safety a major operating problem. Safety is fostered by this company in consideration of both the humanitarian and economic aspects; the officials, take pride in promoting the welfare of employees, and the management has found that the safest way is the most eco¬nomical and that unless an organization is operated economically it can not continue to exist successfully. In planning and operating any safety, organization, terry things must be taken into consideration because an Enterprise can not be operated solely for safety any more than it can for any other single part of the operations. All work must be planned and executed for the common interest.

Recent mapping at the Kelian epithermal gold deposit in East Kalimantan, Indonesia has delineated intrusive and extrusive-phreatomagmatic breccias, their magmatic roots, and late-stage endogenous domes of a maar-diatreme complex. The Kelian epithermal system is characterised by a wide variety of mineralised and unmineralised breccias, which include tectonic, hydrothermal, phreatic and phreatomagmatic varieties. Phreatomagmatic breccias and associated igneous rocks post-date early stage alteration and mineralisation, and pre-date main stage precious and base-metal mineralisation. This study emphasises the spatial, temporal and genetic links that have been drawn between diatremes and both epithermal and porphyry systems in volcano-plutonic arcs.

THE object of the work was to increase the capacity of the plant and, if possible, to reduce costs of the actual unit grinding while doing so. The accompanying assays of an infra-sizer analysis of the cyanide tail (Table l) illustrate the problem in hand. The cyanide tail is a combination of two products, gangue and FeS2. The assay alters by virtue of a change in gold value due to grinding and the relative quantity of FeS2 in the sizes, which itself varies with the grind. The disposal tail is the residue after the cyanide tail is scavenged by flotation, most of the pyrite being removed for roasting. It presents a somewhat different problem, since grinding gangue is all gain, but -10 micron FeS2 does not float nearly as well as + 10 product. This results in compromise in the final size to be aimed at. Extra grinding has hardly any appreciable effect on the gold extraction from the FeS2. Control of ground water for construction purposes is an everyday occurrence in the U.S. Thousands of pumps are in service at any given time. Most of these applications simply consist of pumping water out of an excavation, generally with the aid of sumps. Modern hydraulic and electric submersible pumps permit these procedures because of their ability to pump solids and take air without losing their prime. These procedures work fine up to a point and permit the contractor to control his ground water problems adequately and at minimal cost. When that point is exceeded, the ground water problems sometimes are compounded. Over-application of open pumping techniques can result in slope failures, cofferdam instability, bottom heaving, boils, loss of ground, damage to adjacent structures and utilities, and assorted other maladys which could and should be avoided. This paper will deal with the options involved in ground water control, a discussion of the unwanted side effects of dewatering, and examples of ground water control projects in various cities around the U.S.

The tensile behavior of copper foils prepared from rolled bulk material has been studied over the thickness range 2 to 53 , and for a range of pain sizes. For foils of comparable grain size, having the cube texture and tested along (100), yield strength increases with decreasing foil thickness t below -26p, with a corresponding decrease in ductility. Deformation occurs in the form of localized slip clusters distributed throughout the gage section. To the extent that the tensile strength (10 to 18 kg mm-) is unaffected by foil thickness, and that the foils possess fair ductility, the stress-strain behavior resembles that of bulk material rather than that of whiskers or evaporated films of comparable dimensions. The dependence of yield strength o on foil thickness t below -26p is of the form: oy = oo + kt-1/2. Possible explanations for the stress increase are considered based on 1) the dependence of active dislocation source length on foil dimensions, 2) the locking of surface sources, or the blocking of mobile sources at the surface due to surface film. It is now well-established that filamentary whiskers of many materials show exceptionally high strength compared with bulk crystals.'-11 As the diameter of the whiskers decreases to -1, the observed fracture strength approaches, and in certain cases exceeds, the calculated shear stress for the nucleation of slip in a perfect crystal.' In general, the stress-strain curve is entirely elastic, with strains at fracture approaching 1 pct. Similarly, thin films12-24 of evaporated or electrodeposi-ted material have been shown to possess tensile strengths three to seven times that of bulk material, with total strains at fracture -1 to 2 pct. In the present study, attention has been directed to the room-temperature tensile behavior of thin foils of copper over the thickness range 2 to 53, prepared from rolled bulk material. Yield stress, ultimate tensile strength, elongation to fracture, and work-hardening behavior are measured as a function of grain size and foil thickness. Structurally such foils are superior to either evaporated or electrodeposited films, and in the recrystallized condition exhibit considerable ductility. Apart from preliminary work by Sumino and Yamamoto25 on the work-hardening behavior of rolled and recrystallized copper foils, no systematic tensile studies have been carried out on material of this form. EXPERIMENTAL PROCEDURE Tensile specimens were prepared from 99.995 pct purity rolled copper foils of thickness 2, 6, 12, 26, and 53, obtained from the Hamilton Watch Co., Lancaster, Pa. Irrespective of specimen shape, it is necessary to use tensile foils with edges free from notches or tears. To this end, any form of cutting operation was excluded, and the tensile foils prepared using a photoengraving process, the details of which are described elsewhere.26 Since tensile data are required under conditions of uni-axial stress, the specimen shape is extremely important. Ideally, the foil should be infinitely long, allowing a gradual taper from the grip area to the gage section; however, from a practical standpoint, long foils are easily damaged during testing. A modified tensile specimen was therefore selected having a parallel gage section 1.25 by 0.20 in. with a tapered shoulder section increasing to 0.5 in. at the grips, and an over-all length between grips of 4 in., Fig. 1. In practically all tests, these foils fractured within the parallel gage section. By approximating the foil contour (Fig. 1) to a hyperbola it is possible to analyze the stress distribution in the tensile foil using two-dimensional elasticity

This publication proposes to discuss the theory, upon which tests of equipment in explosive atmospheres are based and to consider inspection and other matters pertaining to investigations made bar the Bureau in ascertaining whether a machine merits approval.

The structural framework for the major gold deposits of the Reefton Goldfield was largely established in the 1930s after a detailed regional geological mapping programme. Recent new mapping has now substantially modified the structural framework of the Globe Hill - Devils Creek area and the Waiuta area. Using bedding-cleavage vergence as a method of establishing fold limb facing, many new fold structures have been identified, some of which conflict with long-established structures such as the Globe Hill and Waiuta anticlines. In addition, the mapping of areas of west- versus east-facing limbs constrains the position of many faults. The mineralised Globe-Progress Shear is one such fault which graphically demonstrates major structural discordance of the folds in the hangingwall compared to the footwall. Recognition of the folding is establishing the structural framework for understanding of the origin of these productive gold mining areas.

This paper describes the new legislative regime that will apply to the regulation of the minerals industry in New Zealand. The reform of New ZealandÆs minerals legislation was initiated in January 1988 when the Minister for the Environment, Rt Hon Geoffrey Palmer, announced the Governments intention to review all the major laws governing New ZealandÆs resources. The Resource Management Bill is scheduled for introduction to the House in December 1989 and its date of enactment is scheduled for June 1990. With some matters still to be determined (at the time of writing), this paper cannot be a definitive review and description of the new legislation, it is instead an attempt to outline the major features of the Bill, to date, that are seen as important to the mining industry.

There are available today many various types of mixing systems, tank types and process liquors confronting the process designer of gold adsorption circuits. This short paper is to give the process designer an insight into the special mixing requirements for resin-in-leach and resin-in-pulp, plus the advantages and disadvantages of the various mixing systems that are available to agitate the required tank shapes. An understanding of the latest developments in this important process area of gold production is addressed and information given on the results of resin degradation in various tank sizes over long periods of mechanical agitation.
