Instrumentation engineers have recently devised practical methods of metering the net solids flowing in a hydraulic mixture. The solids flow rate is determined by measuring the specific gravity and the flow rate of the mixture. T e specific gravity is measured by a variation of the bubbler system. The flow measurement is made by a somewhat unorthodox orifice requiring field calibrations. The linear mixture flow signal is then multiplied by the specific gravity signal, which is directly proportional to the percentage of solids in the mixture, to produce a linear solids Slow rate signal. The computations in this system are performed by Sorteberg pneumatic relays. Having obtained this measurement, integration and automatic control of hydraulic solids flow are available. This system is useful in mining, drilling and dredging industries. It provides maintenance of the net solids flow rate and reduces power consumption. Automatic control will provide rapid stabilization of net solids flow rate and release operators from making menual adjustments. The advantages of this application are economy of operation and increased pump efficiency, This paper describes a hydraulic solids flowmeter system installed aboard a dredge. A major problem in future discoveries of base metals is their "explorability". By this I mean an exploration program must be designed that assures accurate assessment of the potential for ore, but is within reasonable budgetary constraints. As we are compelled to depend more and more on non-outcropping prospects, "blind" deposits, and as drilling costs multiply, the costs of exploration increase significantly. Solutions to the problem of defining exploration targets are influenced by our conceptions of the origin and recognition o f conditions that localize ore. The maxim that "elephants should be sought in elephant country" presumes we can recognize elephant country. This paper presents a suggested origin for some mineral deposits, and their controls; particularly those termed ?Mississippi Valley type". Tennessee is used as an example of the ideas offered. Mining districts designated "Mississippi Valley type" are, and have long been, the principal sources of barite, fluorite, lead and zinc ores in the United States and elsewhere throughout the world. A large volume of literature is available describing this class of ore deposits, explaining their habitat, and invoking genetic models for them. The quality of this literature is notably uneven, some of it demonstrably erroneous, and much of it is restricted to detailed descriptions of one aspect of the problem, or to detailed descriptions of one aspect of the problem, or to a single mine, or even a single stope. "Construction projects involve a great many risks. The risk that material prices will increase during construction or that the work under construction will be destroyed by fire, storm or some other act of God are just a few examples. In tunneling or other underground projects, one of the most significant risks is that the subsurface conditions encountered during construction will differ from what is expected. Each of these risks must be accounted for, managed and, ultimately, the duty of one party or the other to bear. The primary tool used to allocate the risks among the parties is the construction contract.How construction contracts allocate the risk that subsurface conditions will differ have changed substantially over the past century. Today, construction contracts typically allocate the risk through a series of provisions. The first is the differing site condition or changed condition clause. That clause, when included, typically provides that the owner bears the risk that the subsurface conditions will differ from what is indicated in the contract documents or what is reasonably expected. The second clause is one that provides that the contractor must conduct a reasonable site investigation and bear the risk of any conditions that such an investigation would reveal. The third provision includes disclaimers that are often included in geotechnical data provided by the owner (or the owner’s engineer) to the contractor which attempts to limit the information on which the contractor can rely. Because these risk-allocating devices seem to be somewhat conflicting, a brief discussion of each provides critical insight in understanding how the modern construction contract allocates the risk of differing site conditions.At the start of the 20th century, construction contracts looked substantially different than they do today. For example, one contract for the construction of a public water tunnel in Chicago, IL, drafted around 1895 contained the following clause:The contractor must take the work entirely at his own risk. No extra allowance will be made for quicksand, hardpan or boulders."

The Mina Santa Rosa mine in Panama was the victim of a mine closure 24 years ago that left the community in dire straits. The mine showed the potential resources of greater than 1M ounces of gold and 4.5M ounces of silver. Veragold Mining Company decided to reopen the mine and address all the issues that were involved in the startup of an historic mine. This paper provides methods to restore the community trust, provide a transparent process, and develop an environmentally sound flowsheet. Immense scrutiny surrounded the Tailings Storage Facility, and the company developed a plan focused on paste thickening and surface stacking to eliminate the need for a conventional tailings’ facility. Paste thickener principles and benefits are also provided.

The emergence of residuals management as a planning and management tool in the mineral industry has been recently accelerated by the proliferation of environmental regulation and its associated costs. Residuals management practices allow for the early determination and integration of both production and environmental goals in the development of management strategies to arrive at the most cost effective, environ- mentally sound solution. The term residuals management was in actuality derived from the substitution of the word residual for the term ?pollutant? or ?waste?. A residual can be defined as a non-product output having no value in existing markets or a value less than the cost of marketing it. The values of the residual can be determined by time, technology, government policy, market conditions, etc. Residuals basically fit into two classes -- materials which are composed of liquid, gaseous or solids; and, energy, which mainly consists of heat and noise. These residuals are interrelated and can be modified by adding materials and/ or energy, which also may become a residual; thus, lending themselves to alternate disposal schemes to control the adverse effects.

INTRODUCTION Block caving is distinguished from other types of mining in its requirements that the mineral body to be extracted must cave after a relatively large tabular open¬ing is created underneath it, and that the caving must be predictable and controllable for both operating and safety reasons. A mineral body that caves readily may present special problems with respect to ground support in the mining access openings, where stability, rather than failure, is the desired objective. The complete ex¬traction of a caving block, which may measure 50 to 100 m on a side and 100 to 300 m in height, tends to create a large void, resulting in significant changes in the ground stress system and a migration of rock from all directions toward the void; these events begin very early in the life of the mine and lead to additional spe¬cial problems with respect to control of ground move¬ments in the mine working areas, in the rock adjacent to the caving stope, and on the subsiding surface above the mine. Thus, the mechanics of an undercut-cave operation involve a broad range of geotechnical subject matter, including the determination of the lithostatic earth stresses, the structural properties of a large jointed rock mass, the flow properties of the fragments after caving, the stability of tunnel-like openings, and the stability and displacements of the rock structure (1 to 2 km in size) that surrounds the ore body. The objectives are achieved by in-place measurement of rock properties, laboratory tests, theoretical structural analyses of the related prob¬lems, measurements of structural behavior in and above the mine, and comparison of theoretical predictions with actual performance in order to interpret and refine the predictive capability. Undercut-cave mining (Julin, et al., 1973) differs from most other methods in that the caving is an essen¬tial and inherent part of the excavation process and in¬volves the movements of millions of cubic meters of rock over distances of hundreds of meters, as compared to the gradual 2-m settling of the overburden typical of full¬caving longwall coal mining. Undercut-cave mining may involve a rock mass on the scale of a 1-km diam open¬pit mine, but mining is several times deeper than that in the open-pit mine; furthermore, a large portion of the rock mass is in a failed, rather than a stable, state. Ground-control problems are inevitable in a situa¬tion where ground movements are occurring on such a large scale, and where the rock mass is expected con¬veniently to cave at one location but to be stable at an¬other. To devise effective responses to these ground¬control problems, one needs to know first of all what is happening, not merely at the point where the symptoms are observed, but more broadly with respect to the be¬havior of the entire mine rock-mass structure over the total area of extraction, including the effects on the sur¬face as well as those underground. Monitoring structural behavior on this scale would require a sizable group of people, if they attempted to measure all the significant mining-induced changes of ground displacement and pressure, even on a 100-m grid of points. The practical approach is to conduct the mea¬surements activity by a judicious sampling, making in¬termittent, concentrated efforts in selected areas of lim¬ited extent to study problems of immediate importance; simultaneously a minimum level of surveillance is main¬tained over the total structure to delineate long-term be¬havior trends in the major structure, which provide the baseline reference data that are so essential for interpre¬tive purposes. Mine-structure behavior depends not only on the mine extraction configuration and sequence, but on the rock structural properties and how they change from one location to another in the mine. Increasing attention is being given to determinations of rock strength and de¬formation by performing mechanical properties tests in place and in the laboratory, and by drawing inferences from the mapping of geologic structure in mine openings as they are driven and from the logging of cores ob¬tained from exploration drilling that may be performed primarily for delineating ore reserves. Monitoring of mine-structure behavior and inter¬preting it in terms of the growing excavations and the structural properties of the rocks have significant im¬pacts on designing the major undercut-cave operations of undercutting and drawing the ore, supporting the ac¬cess openings, and controlling surface subsidence. The purpose of this chapter is to call attention to the com¬mon ground-control problems encountered in undercut¬cave mining, to relate them to the mining process, and to explain the geomechanical approaches to analyzing these problems with emphasis on methods that are most readily available to the mine staff. UNDERCUTTING, CAVING, AND DRAWING A distinguishing characteristic of an undercut-caving method of extraction is the objective that the rock mass fails of its own weight in a predictable and controllable manner, after it is undercut by excavating a tabular¬shaped void, horizontal or inclined. Induced or forced caving refers to procedures that may be resorted to when the ore will not self-cave over the desired span. Block caving, panel caving, and mass caving are terms used to denote the particular sequence of undercutting and ex¬tracting the total area of the ore body on a single min¬ing level. The discussion herein is not specialized to any of these variations; the word block as used does not imply anything as to sequence. CREATING THE UNDERCUT A common undercutting method is to drive a series of drifts and blast the intervening pillars. Theoretical structural analysis and practical experience show that ground-support problems in the undercutting drifts and in underlying access openings as well (the same princi¬ple applies even if undercutting is done by belling out drawpoints from the slusher drifts) are minimized by retreat-mining across the undercut slot according to a sequence such that the growing undercut area retains a

Generally speaking, erosion, as a process which entails degradation of surface layers of earth under the influence of the mechanical energy of surface waters, and from the point of view of biosphere sustainability, is a harmful process. This is absolutely true when agricultural and forest areas are concerned. However, if erosion is viewed selectively, this general definition about its harm raises serious questions. In other words, the erosion which takes place in the terrains where there is no vegetation because of the geological composition of the soil, does no harm. On the contrary, if the mineralogical composition of such terrains is characterized by a presence of precious and rare metals, erosion can be very useful. It contributes to the creation of new alluvial deposits of these metals in the waters in the plain land. It is here that torrents from hills come down and cause erosion. And finally, if there were no erosion, there would be no renewable deposits of gravel and sand.

Biodegradation of spodumene by Asnergillus niger has been investigated. This organism oxidizes sucrose to citric and oxalic acids (in approximately 50-sot proportions) which degrade the spodumene mineral. The kinetic effects of leach variables on the dissolution of lithium were determined. The maximum theoretically attainable rate of lithium extraction was calculated for the effect of pulp density, to be V : 3.01 x 10 kg m sand the corresponding constant value, K = 12.47% pulp density. The apparent activation energy of lithium extraction vas found to be ^E = 20.3 kJ and frequency factor A = 5.66 x 10 s for S-spodumene leaching by synthetic -3 citric and oxalic acids (each in 0.05 kmol m-3 concentrations).

The process engineer is frequently requested to select equipment to separate brine from solids, In many cases, this is a more difficult task than the selection of most other pieces of process equipment because quite often the operation of the various types of debrining equipment cannot be predicted by calculations, One must rely to a great extent upon experience or empirical test work to predict performance - that is to say one must use a practical rather than a theoretical approach. This is not to say that the solutions to liquid-solids separating problems are wholly an art but rather it is to emphasize that the approach demands a fair knowledge of commercially available liquid-solids separating equipment, some background on the advantages and limitations of each type and in many cases might necessitate a fair amount of test work, or at least, a study of performance of equipment on similar applications.

The year 1988 for the minerals indus¬try was one of favorable worldwide economic conditions for continued, rationally constrained growth. There was continued improvement in relations between market economy nations and the Soviet Union and China. The "shooting war" between Iran and Iraq ended. Soviet troops withdrew from Afghanistan. And conditions were generally favorable for economic growth in developed market economy countries. These favorable conditions were darkened only somewhat by the continuing foreign debt crises discernible in some major mineral producing developing market economy countries. However, there were situations developing that became major headlines in the late spring - situations that may have pronounced effects in 1989. The most significant event is the muddled situation in China. There is a good chance of worsening international relations and consequent restraint of development projects that could prove beneficial to China and her international partners. Of only slightly lesser evident significance was the death of Ruhollah Khomeini in Iran. This could lead to a variety of paths for the new Iranian leaders. Continued outbreaks of ethnic unrest in the Soviet Union clearly presented problems to the Gorbachev regime. This unrest has raised questions of how far the doctrines of "glasnost" and "peristroika" would be extended, including extensions into the minerals field. Another area of unrest is Panama with its tainted election and the Western Hemisphere's obvious dissatisfaction with the Noreiga regime. While not a direct threat to any major mineral industry enterprise, the political situation certainly presents a potential threat to the Panama Canal. Investigation of mined land characteristics, evaluation of irrigation systems and evaluations by the mining industry determined that irrigation is a feasible method for aiding the revegetation of coal mined lands in the western arid and semi-arid regions (Sherman, et al. 1980). The various regions studied displayed a commonality of characteristics which enables, independent of the site or region, the recommendation of solid-set irrigation. Irrigation should be supplemental by complimenting natural precipitation and should be implemented on a temporary basis. For germination, the vegetation requires application of small amounts of water in a gentle, frequent, and timely manner. For the establishment phase of growth, moisture should be applied and stored in the soil either through pre-irrigation or deep irrigation.

As a part of the Department of the Interior's rutile and titaniferous materials development program conducted under the Defense Production Act, the Bureau of Mines investigated the potential for producing national stockpile grade rutile from plant products of phosphate beneficiation plants operating in the central Florida pebble phosphate district. The potential for producing ilmenite, zircon, and monazite concentrates from the plant products was also investigated. Results of these studies indicated that 3,000 to 6,000 tons of rutile, 28,000 to 55,000 tons of ilmenite, 9,000 to 19,000 tons of zircon, and 400 to 800 tons of monazite passed through the plant circuits annually. All of these minerals are presently being sent to waste ponds. Beneficiation of a bulk heavy mineral concentrate separated from the amine flotation tailing (froth product) of numerous plants in the district showed that it was possible to produce a rutile concentrate containing over 94 percent Ti02. Additional studies showed that over 70 percent of the Ti02 in the rutile concentrate could be isolated in a product containing 98.0 percent Ti02. The studies also showed that it was possible to produce ilmenite concentrates containing 63 percent Ti02, zircon concen¬trates containing 65 percent Zr02, monazite concentrates containing over 85 percent monazite [(Ce,La,Y,Th) (P04)], and xenotime concentrates containing over 35 percent xenotime (YPO4).

The extraction of industrial minerals is usually confined to relatively small mining operations. The recent COSMAR (Committee on Surface Mining and Reclamation) report found that 93% of all mines in the United States were of the small unit variety. Also, of the total number of mines in the U.S. (15,279) 96% were in the industrial minerals (non-metals excluding coal) category. To break it down further, 86% were sand and gravel, and crushed stone operations. Therefore, we are talking about a very large number of small mining operations. If these small miners can afford to hire a college graduate, what kind of training should this person have beyond the normal mining engineering curriculum to best serve the problems that he or she will encounter?

EPA's Office of Solid Waste (OSW) is developing a program, under Subtitle D of the Resource Conservation and Recovery Act (RCRA) to regulate the management of non-coal mining wastes. In May 1988. OSW produced a "Strawman", which is a working document that is precursor to a proposed rule. OSW has been working closely with environmental groups, industry, and States to solicit comments and feedback on the mining waste program. OSW currently plans to release a second "Strawman" in early 1990. A proposed rule is tentatively scheduled to be published in the spring of 1991.

The U.S. Bureau of Mines investigated column bioleaching as a means of recovering manganese from a domestic low-grade oxide ore. Manganese was solubilized from the ore using indigenous heterotrophic microorganisms and molasses as the nutrient source. The effects of medium flow rate, molasses concentration, and frequency of medium replacement on the rate of manganese extraction were examined. Results showed that flow rates between 0.4 and 8.1 L/min/m2 had little impact on manganese extraction, while an increase in the total amount of molasses applied during leaching directly affected the extent and rate of manganese extraction. Manganese extractions of more than 90% were achieved in 12 weeks of bioleaching in column tests using 500 g charges of ore. Sugar utilization by the microorganisms and formation of organic acid metabolites were monitored by high performance liquid chromatography (HPLC). Two methods were evaluated to recover manganese from the sugar- depleted bioleaching medium: (1) adsorption onto weak cation exchange resin, followed by stripping and precipitation techniques; and (2) direct precipitation of the manganese as MnCO, using ammonium carbonate. Both recovery methods removed at least 95% of the solubilized manganese from the medium as a carbonate salt. The stripped molasses medium was replenished with fresh molasses and recycled back through the bioleach column, successfully leaching more manganese.

Two methods used to measure the exposure of mine workers to diesel exhaust particulate were compared. One method was developed by the U.S. Bureau of Mines and the University of Minnesota's Particle Technology Laboratory. The method which was originally developed for use in coal mines is a size selective sampling technique. The other method uses an “ashing" approach to assess the exposure to diesel particulate. This second method is based on the principles of sampling according to the ACGIH respirable dust sampling criteria and the use of a silver membrane filter as collection substrate. Because a silver membrane filter is used, both respirable combustible dust (diesel particulate) and respirable silica can be measured from one sample. The comparison study took place in a Canadian lead-zinc mine during tests which were primarily designed to evaluate the gaseous and particulate emissions characteristics of new diesel engine technology. The study has shown that under the test conditions encountered, some differences were observed between the results as obtained by the two methods. These differences seem to depend on the characteristics of the respirable dust found in the work- place, i.e., size and composition. The impact, on sampling and analysis of diesel particulate, of the proposed guideline (ACGIH) for a TLV® of 0.15 mq/m3 is discussed briefly.

National Institute for Occupational Safety and Health (NIOSH) studies show that 43.5% of surveyed coal preparation plant workers had noise exposures exceeding the Mine Safety and Health Administration Permissible Exposure Level. Sound levels around vibrating screens in these plants often exceed 90 dB(A). NIOSH is currently developing noise controls for horizontal vibrating screens. To characterize noise sources, NIOSH researchers performed sound pressure level (SPL) measurements on a vibrating screen at their Pittsburgh Research Laboratory. The results show that the entire screen contributes to noise below 1 kHz and the vibration mechanism housings are most significant above 1 kHz. Constrained layer damping (CLD) treatments and an enclosure were used to reduce mechanism housing noise. These were evaluated using sound power level measurements according to ISO 3744. The CLD treatments reduced the A-weighted sound power level by 3.1 dB in the 1 to 10 kHz one-third-octave bands. A panel-on-frame vibration mechanism enclosure using various types of panels further reduced the A-weighted sound power level from the CLD configuration in the 1 to 10 kHz one-third-octave bands by 3.7, 4.0, and 3.9 dB for aluminum, steel, and Dynalam panels, respectively. The combination yielded a 7 dB reduction from baseline in A-weighted sound power for the same frequency range.

The Bureau of Mines conducted investigations on extracting phosphate values from fine-particle wastes generated during the mining and beneficiation of phosphate ore by leaching dried wastes using a H2SO4-methanol mixture. Although phosphatic clay waste contains up to a third of the phosphate originally present in the ore, recovery of these values represents a significant challenge due to the fine grain size of the material, the particles averaging less than one micrometer in diameter. Waste samples obtained from two Florida producers yielded phosphate extractions of 71 and 84 pct, respectively, when leached under ambient conditions and at a stoichiometric acid ratio of 1.4:l. Elevated temperatures did not improve the amount of phosphate extracted. Undesirable A12O3, Fe2O3, and PlgO impurities were largely rejected; higher grade wastes gave acids that meet established industry impurity standards and lower grade samples yielded acids that marginally fell short of the standard. Separation of the crude acids from the insoluble residues was accomplished via vacuum filtration through either filter paper or commercial filter cloths. Both filtration rates and solids retention were improved by the addition of 0.5 lb/ton of poly(viny1 acetate) (PVAc) or poly(ethy1ene oxide) (PEO) to the methanol-acid slurries. These results show potential for substantially increasing the reserves of an important domestic resource.

Acid mine drainage waters generated in the uranium deposit Curilo, Bulgaria, were treated by means of a pilot-scale passive system consisting of an alkalizing limestone drain, a permeable multibarrier for microbial dissimilatory sulphate reduction, biosorption and chemical neutralization, and a natural wetland, connected in a series. The waters had pH in the range of about 2.5 ? 4.1 and contained radionuclides (uranium, radium), heavy metals (copper, zinc, cadmium, lead, nickel, cobalt, iron, manganese), arsenic and sulphates in concentrations usually much higher than the relevant permissible levels for waters intended for use in the agriculture and/or industry. The water flow rate through the passive system varied in the range of about 5 ? 15 m3/24 h, reflecting water residence times of about 60 to 20 hours. An efficient removal of pollutants was achieved by this system during the different climatic seasons, even during the cold winter days at external air and water temperatures close to 0°C. The removal was connected with different mechanisms but the microbial sulphate reduction played the main role during the warmer months of the year. However, during the cold winter days the removal of pollutants was due mainly to their sorption by the solid dead plant biomass (cow manure, plant compost, straw) present in the multibarrier as well as to their precipitation as a result of chemical neutralization caused by crushed limestone.
