The Environmental Protection Agency ("EPA") has been attempting to develop a federal regulatory program for mine waste under Subtitle D of the Resource Conservation and Recovery Act since 1986. Recent regulatory and legislative events are now bringing this goal closer to reality. This paper discusses the mining industry's perspective on a number of the issues currently being addressed at EPA's Policy Dialogue Committee and in Congressionally-sponsored negotiating sessions.

The ore reserve modelling of stratiform uranium deposits to be mined by selective underground mining methods must be done with consideration of the erratic nature of the ore-forming processes that produced the mineralization. Estimation methods that model the uranium grade as a smooth transition between high-grade and low-grade drill hole intercepts tend to greatly overestimate the ore tonnage. Care must be taken to first establish realtistic ore pod geometries and then estimate the grade of the reserve units within the pods.

In 1917, U.S. Coal and Coke Company, a subsidiary of U.S. Steel, opened Mine 31 and built the community of Lynch, Kentucky. For the time this was truly a major engineering accomplishment. It was documented in Howard N. Eavenson’s 1939 AIME paper, “Coal Through the Ages.” In 1996, Arch Coal donated the Portal 31 property to Harlan County for public use. In 2003 the Southeast Education Foundation, Inc. and the Kentucky Coal Museum plan to open the Portal 31 Exhibition Mine to the public to tell the story of Kentucky coalmining through the decades. This presentation will summarize the history of the project, efforts to bring it to reality, the engineering problems, and the challenges of providing a safe environment for visitors.

Capstone Copper’s Pinto Valley Mine faced challenges in recovering rock and ore on final walls because of geotechnical constraints that require restrictions on methods for loading blastholes adjacent to the pit boundaries to preserve wall stability. The operation had been using the same drill and blast designs for years. With changing geology, such as harder rock, as mining progressed, material was being left unmined in final walls because of poor breakage. The amount of unrecovered, unprocessed ore was estimated at approximately 380,000 tons a year generated from an average of 60 final wall blasts performed annually. The engineering team from Capstone and Dyno Nobel engaged to minimize the amount of material left on the final pit walls. This paper presents how we collected data, reviewed design standards, and found opportunities to improve ore recovery from pit final walls without increasing drilling and blasting costs. The results collected from implementing the new design on two benches showed the potential for extra revenue of approximately $3.6 million generated annually from reducing final wall unrecoverable underbreak by nearly 71% on the mine’s highwalls.

As biotechnologies emerge from laboratories into main-stream application, the benefits they offer are judged against competing technologies and business criteria. Bioremediation technologies have passed this test and are now widely used for the remediation of contaminated soils and groundwaters. Bioremediation includes several distinct techniques that are used for the treatment of excavated soil and includes other techniques that are used for in situ applications. They play an important and growing role in the mining industry, for cost-effective waste management and site remediation. Most applications have been for petroleum contaminants, but advances continue to be made in the treatment of more difficult organic and inorganic species. This paper discusses the role of biotechnologies in remediation and pollution control from a mining-industry perspective. Several case studies are presented, including the land application of oily wastewater from maintenance workshops, the composting of hydrocarbon-contaminated soils and sludges, the bioventing of hydrocarbon solvents, the intrinsic bioremediation of diesel hydrocarbons, the biotreatment of cyanide in water from a gold mine, and the removal of manganese from acidic mine drainage.

There are many potential pitfalls in the commercialization of innovative technology. The failures often are remembered longer than the successes, thereby serving as deterrents to subsequent attempts. The mineral industry's future depends on effective innovation. So it is essential that the causes of failure are understood. Innovation can be examined equally well in the context of geophysics, geology or mining. However the author's experience has been in mineral processing and chemical engineering. So the following discussion is limited to processes and/or plants for producing mineral concentrates, metals or inorganic chemicals. More of what follows has to do with underachievement or failure than success. But this article demonstrates that there is a strong element of predictability in the former. Furthermore, it is a credit to the minerals industry and to the engineering profession that a very high percentage of projects succeed in achieving design capacity and forecast operating costs. Innovation means the introduction of something new. In this article, the words "innovative technology" are used broadly. They include new processes and novel combinations of established unit operations, as well as novel types of processing equipment or largest-ever equipment models. The discussion of project outcomes is based on personal experience or on published information. Citations are given for technical publications that provide either project information or insights into the methodology used to analyze project performance. However, specific projects have not been identified due to the rather negative connotations of some of the conclusions drawn about the less favorable outcomes.

The term bauxite was first used by O.P.A.P. Dufrenoy in 1845 for an ore which was discovered by Pierre Berthier in 1821 near the village of Les Beaux de Provence near Arles in southern France. His data suggested that this mineral was an alumina hydrate with two molecules of water. However, it was subsequently shown by thermal analysis that the mineral was a fortuitous mixture of the mono-hydrate and the tri-hydrate. Diaspore had been previously discovered in 1801 and gibbsite in 1822. The term was however retained as a rock name. The name of the village was changed to Les Baux around 1885; Sainte Claire Deville suggested that the mineral name should reflect this, and it was changed to bauxite (Bracewell, 1962, Rkgnier, 1988). Mining of bauxite began around 1860 in the Auriol region in the Bouches du Rhine area in the south of France. This ore was transported toMarseilles by carts and was processed in the Salindres plant, which at that time was the only plant producing alumina using the Deville process and aluminum by the chemical process. During that period white bauxite (low iron content) was particularly sought after for the production of aluminum sulfate, refractory bricks, and quick setting cement. Export of bauxite from France began in 1880 and was initially delivered to Chemische Fabrik, Goldschmischen near Breslau, and to Guilini's Ludwigshafen plant in Germany in 1885. These companies produced alum and aluminum sulfate (RCg- nier, 1988). The next bauxite mining operation was in Antrim County in Northern Ireland in 1873. This was first used for the manufacture of alumina refractory bricks and quick setting cement (Bracewell, 1962). It is important to emphasize that initially almost all of the bauxite which was produced came from France and was mainly used for non-metallurgical purposes. At that time even the production of alumina was mainly for use as a mordant in textile dying. However, with the development of the Hall-Héroult process, the alumina which was available was increasingly used for smelting to aluminum. In spite of this the demand for non-metallurgical bauxite continued to increase and a set of applications were developed. These include refractories, abrasives (including the recently developed proppants), high alumina cements, aluminum chemicals, activated bauxite, and alumina. It became increasingly evident that the high alumina-low alkali raw materials have special advantages. The question however was one of cost benefit. Chin (1989) has pointed out that the non-metallurgical operations have been traditionally grafted on a bauxite/alumina/aluminum industry tree. The "Gold" chapter of my adventures did not start with a rush. On May 14, 193 1, Thayer Lindsley wired me asking if I could examine the Pioneer mine in British Columbia right away. I replied, "Yes," but I had never heard of the Pioneer and, although many others were asking about gold during the Depression, none were doing anything about it. A little later another wire asked me to meet Gen. A.D. McRae in Vancouver in a couple of days. This was the start of 20 years of intermittent examinations for Lindsley. I took the train to Seattle and the night boat to Vancouver where I met Gen. McRae and his associate Victor Spencer. McRae had been one of the Canadian leaders during World War I and, for his services, he had been made a Canadian senator, a lifetime job. Col. Spencer was proprietor of a big store in Vancouver, and almost as distinguished. A seaplane was waiting for us in the harbor, to be piloted by Major McLaren, one of the leading Canadian flyers during the war. He flew us up the long fjord of Howe Sound and then on north along the route of the provincial-owned Pacific Great Eastern Railway past jagged snow-clad peaks to the village of Shalalth on Seton Lake. A rental car run by Curley Evans, a noted British Columbia character, was waiting for us in Shalalth and it took us for 50 miles over one of the steepest and crookedest roads I had ever seen. At the end of the road the Pioneer camp was set in a deep canyon in the Coast Range. Dave Sloan, another British Columbia character, was waiting for us and he immediately took me underground, at nine in the evening, to see the Pioneer ore. The ore body was then a small one but it was running over an ounce of gold per ton. The name Dave Sloan became synonymous with Pioneer. McRae and Spencer told me the history of Sloan arid the Pioneer on the way to the mine. The rich surface ore had first been discovered about 1879. A mine is essentially a vast materials-handling system. All other systems found in the mine exist to one degree or another to support the materials-handling functions, from the cutting at the face to the hoisting in the shaft. In this chapter computerized planning of underground materials-handling systems will be examined by dividing this function into: (1) the planning of the production section, and (2) the planning of underground rail or belt haulage from the production section to the shaft, slope, or surface. While alternative divisions might focus on the different materials- handling functions, i.e., production, supply, and manpower transportation, historical computer analysis has focused on the various systems rather than functions. The emphasis in this chapter is directed toward coal mine applications; however, most of the programs and methods are equally applicable to other underground mines. Markedly different methods are encountered in each system, and moreover, marked differences exist in the nature and the degree to which the materials-handling subsystems in each interact with the environmental or support systems. The most intimate interaction exists at the faces where geologic, human, and machine performance factors are closely related and constantly varying. In view of this, the planning of the materials-handling systems for the face will usually stress flexibility, while the outby materials-handling systems will generally place decreasing emphasis on flexibility and more on system reliability, capacity, and cost effectiveness. Thus, hoisting and main haulage systems are generally designed and constructed as permanent installations and cannot be readily changed, whereas secondary haulage systems and face operations are relatively mobile. These differences may have considerable significance for the mine planner in making technical and financial comparisons of alternatives to provide the scheduled mine production.

Machine learning in the form of artificial neural networks was applied to investigate whether specimen load evolution can be predicted as a function of acoustic emission (AE) signals in the case of three-point bending (TPB) marble specimens instrumented with piezoelectric sensors. The ultimate objective of this study is to develop a model that can quantify rock behavior under loading that can lead to rock-failure prediction in underground structures subjected to bending, such as roof failure in development or production openings.

A number of open pit gold mines in Nevada extract ore from areas that are below the natural groundwater elevations. This necessitates dewatering, which requires a method for the disposal of the extracted water. Some of these open pits extend well below, the water table with dewatering volumes greater than 10,000 gpm (38,000 L/min). Some mines with large volumes of dewatering water have constructed reinfiltration basins to reintroduce the water into the groundwater system at a point some distance from the pits. This paper presents an overview of the state of the art of reinfiltration projects, including the permit process for such projects in Nevada. The paper includes the necessary engineering considerations.

For geostatistical applications, heterogeneous spatial phenomena are better modeled as mixtures of populations. However, the modeling of the constituent populations can become complex. The alternative mixture model offers a simplified approach to the w modeling problem. The model is applied and tested on the Walker Lake data set. Compared to the univariate ordinary kriging model, the alternative model generates less biased block estimates.

The new regulations for the bituminous coal mining industry, issued by the mining authorities of the Federal Republic of Germany, are aimed at reducing to a feasible minimum any development of the coal workers pneumoconiosis (CWP) by lowering the admissible dust exposure of mine workers. Additional and improved measures of dust suppression and job assignment control *) are required for the purpose In this connection two basically different demands are placed on dust measurements: As far as dust suppression is concerned, the causes of dust development and the effectiveness of methods applied to reduce dust concentrations have to be identified, whereas with regard to the control of job assignment, the dust exposure of mine workers has to be depermined. Demands placed on dust measurements -- specifically for determining dust exposure -- are liable to become more severe since the threshold limit values were considerably reduced in these last years and since any additional dust suppression measures as well as a purposeful job assignment to certain mine workers are dependent on relevant measuring data. Therefore, research work has been carried out with the objective of measuring and evaluating, in terms of their effect (i. e. their incidence on the development of a CWP), size distribution, concentration, and specific noxiousness of any prevailing dust conditions.

Located south of downtown Seattle, the Beacon Hill Station & Tunnels is the key section of the southern segment of Sound Transit’s proposed new LINK light rail system. This paper presents an overview of the design, which includes 4,300 ft of segmentally-lined bore twin tunnels and a deep mined station. With platforms located156 feet below grade, the station itself is only the second large-scale mined station in soil the US. Its complex geometry combined with variable soil conditions—sands, silt sand clays with slickensides—challenged the designer’s to come up with a SEM-based design that addresses the owner’s risk, cost and schedule concerns.

INTRODUCTION The driving of drifts is a very important aspect of underground mining. It is not unusual for the percent¬age of rock broken during development in a mine using sublevel caving, for example, to be as much as 25% of the total. If one also considers the amount broken for transport, ventilation, and exploration drifts, one can easily understand that the planning and excavation of drifts play a major part in the total economics of the mine (Fig. 1). Increasing mechanization in mining demands larger tunnel areas for transport and mining equipment. With modern machines the hard work involved in using hand¬held pushers is gone, and a better environment is achieved. More rational methods could be used, but much of the experience the working man acquired by working close to the rock face (such as utilizing the natural weak planes in the rock when he placed the drill¬ing holes) has unfortunately been lost. By having sepa¬rate shifts for drilling, loading, and hauling, more atten¬tion has to be placed upon a well-designed drilling pattern. Some reduction in the number of holes required can be achieved with mechanized drilling because of the larger holes that can be produced. On the other hand, it is probably not possible to achieve the same precision as with pneumatic pushers, and it is difficult to utilize the larger holes because these cause more damage to the re¬maining rock. Recently, however, the precision has be¬come very good with the parallel booms and automatic devices for setting the lookout angle (Fig. 2). A larger arch of the drift roof requires a more carefully executed blasting procedure than before in order to prevent rock fall and to insure a sufficiently long stand-up time. In this chapter, empirical relationships that can be used to design an economic and optimal drift blasting design will be presented. The principles of the calcula¬tion method are based upon the earlier work of Langefors and Kihlström (1963) and Gustafsson (1973). COMPARISON OF EXPLOSIVES To provide for the use of various explosives it is necessary to have a basis of comparison. Several meth¬ods have been developed to characterize the strength of an explosive. Some examples are comparison of values given by (1) calculated explosion energies; (2) the ballistic mortar test; (3) the Trauzl lead block test; (4) the brisance test; (5) the weight strength concept; and (6) the underwater test. In 1996 a KBR (Brown and Root) led international JV was appointed to design and supervise an underground and surface package. The design of 6 km of tunnels, plus enlargements, deep shafts in glacial and sandstone deposits for the conversion of the existing LEP underground laboratory at CERN, Geneva adjacent to the Jura Mountains/Lake Geneva had to be undertaken in an operational environment and in conjunction with other underground constructions associated with the US$3bn refurbishment.

Extraction of crude ores and minerals inevitably produces various by-products either as a result of nonusable residues or as waste by-products from process operations. Thus for each 100 tons of coal extracted in a strip mine operation, one can expect to produce 25 tons, or more, of mine refuse. In addition, the amount of ash produced from the burning of coal will represent 10 to 20 percent of the weight of coal burned. With the advent of lime/limestone scrubbers now being installed on many power plants, an additional by-product is produced that in most instances is equal in volume to the sluiced fly ash. Statistics developed by the National Ash Association have indicated that sluiced waste from power plants in the United States currently exceeds 25 million tons per year (dry basis). Overall mineral industry statistics (copper mines, etc.) indicate better than 200 million tons per year. In the past it was general practice to send most of these waste materials to holding ponds or lagoons simply as a means of disposal or "throwaway" of unwanted by-products. Unfortunately modern society has reached a stage where these large quantities of waste materials are creating monumental environmental and economic problems that need urgent attention. Among these problems are concern for loss of future usable land, pollution of ground water, loss of potential mineral reserves, and loss of opportunities to recycle or use these by-products for the benefit of future generations. An example of the latter is the serious shortages of construction quality aggregates that can be replaced with some of the by-products produced from waste materials from the extractive and chemical industries.

This paper describes the development of a Windows-based interactive mine ventilation simulation software program at the Waste Isolation Pilot Plant (WIPP). To enhance the operation of the underground ventilation system, Westinghouse Electric Corp. developed a program called WIPPVENT. While WIPPVENT includes most of the functions of the commercially available simulation program VNETPC from Mine Ventilation Services Inc. and uses the same subroutine to calculate airflow distributions, the user interface was completely rewritten as a Windows application with screen graphics. WIPPVENT is designed to interact with WIPP ventilation-monitoring systems through the sitewide central monitoring system. Data (e.g., air quantity and differential pressure) can be continuously collected from the underground ventilation remote-monitoring and control system and from the mine's weather stations (psychrometric data). Furthermore, WIPPVENT incorporates regulator characteristic curves specific to the site. The program utilizes this data to create and continuously update a real-time ventilation model. This paper discusses the design, the key features and the interactive capabilities of WIPPVENT.

Most primary-molybdenite producers use a selective-flotation process in which molybdenite is floated from the ore while other sulfide and non-sulfide gangue minerals are depressed in the same step (Figure 1). The process was developed at the Climax mill. Reagents used in the rougher-flotation stage include vapor oil (collector), syntex (surfactant), pine oil (frother) and occasionally sodium cyanide and Nokes reagent (depressant). Rougher concentrate is upgraded by cleaner flotation to produce market-grade molybdenite concentrates. Reagents used in the cleaner flotation stage are Dowfroth 250, vapor oil, sodium cyanide and Nokes reagent. The development of the flotation reagent scheme at Climax and the role of the reagents have been well described by Born, et al, (1976) and Malhotra, et al, (1976, 1977a, 1977b, 1977c, 1980). The hydrocarbon collector, vapor oil, accounts for approximately 50 percent of the total molybdenite-flotation reagent cost. Because vapor oil sources are limited, and the cost of vapor oil has increased significantly over the last decade, several studies have been done to evaluate alternate oil-based collectors and/or blends of collectors which would produce similar metallurgical results at a reduced cost, or increase the overall molybdenite recovery at the same cost (Smit and Bhasin, 1983; Hahn, 1969; Smith and Bhappu, 1971). The approach taken in the present study was to evaluate alternate non-oil based collectors and collector systems that are less expensive than vapor oil.
