The Southern Powder River Basin (SPRB) now commands 30% of the US utility, coal market due to the region's low mine production costs, competitive rail rates and low sulfur content. In 1997, production exceeded 240 Mt (265 million st). This was an in¬crease of 104 Mt (115 million st) since 1989 and 4.5 Mt (5 million st) above 1996. Continued growth is expected as the second phase of the Clean Air Act Amendments (CAAA) approaches. This growth will be the greatest in the southern part of the Basin where coal quality is higher. Coal characteristics SPRB coal is classified as subbituminous due to its low heating value and high moisture content. The coal is characterized by low sulfur and ash contents, low ash fusion temperatures and high reactivities. In 1997, the average heating content was 8,593 Btu/lb, with an average sulfur and ash content of 0.79 lbs S02/million [ ] Btu and 5.13%, respectively. The distinguishing characteristic of SPRB coal is its low sulfur content. Most SPRB coal contains less than 1.2 lbs S02/million Btu. This is the approximate definition of "compliance" coal for Phase II of the CA AA. Much of the coal, particularly in the southern part of the Basin, is referred to as "super-compliance" coal due to SO2 contents of between 0.4 and 0.7 lbs SO2/million Btu. The Robbins Company has developed a boring machine, with a rubber packer serving as the gripper system, for blind boring of raises without using drill pipe. This machine is the BorPak and has many applications for use in the mining industry which will improve productivity. In addition to the cost savings, the boring method will lead to increased safety in constructing blind raises. The advantages of using the BorPak in a mining environment will be discussed together with possible applications.

Jet pulverization is a relatively new tool for fine grinding. It is not yet in general use in the mining and ore dressing fields, since most of the requirements in these areas have been for relatively coarse particle sizes. As the need for finer grinding increases - because of different ores, new products, and new values being sought - jet pulverization will, increasingly, be properly used.

Respirable dust produced during blasting operations in underground mines exhibits both diffusion and convection properties of the airflow. However, the application of the mathematical model presently used to calculate the change in time in the concentration of blasting pollutants is mostly limited to a single drift and cannot be easily utilized for blasts taking place in stopes. This paper discusses an analytical solution based on considerations that enable us to reliably identify the initial condition. Such an approach may be used for any blasting area regardless of its position, its size, or the ventilation system in use during blasting. In addition, a test procedure using field data is established to determined those parameters not measured directly. As well, equations are derived to find the diffusion coefficient, and the position and size of a dust source from the field data. Mathematical considerations The convection-diffusion problem, for a one-dimensional case, is described by the following partial differential equation (PDE): ct. = Dcxx - Vcx + source - sink(1) where C = the concentration of a pollutant T = time V = the mean air velocity in x-direction D = the diffusion coefficient X = distance away from the pollutant source source = any additional pollutant source specified by an initial value problem sink = decay of a pollutant inside the region specified by the boundary conditions. To derive a mathematical model, the following assumptions are made: •At time zero (t = 0), the dust source is at point x = 0 of an infinite drift. •The problem is considered a one-dimensional case. •The mean velocity of air and the diffusion coefficient are constant. •There is no source or sink of dust other than specified at point x = 0 and time t = 0. The goal is to create an ecosystem in where all personnel and equipment can be monitored in real-time from the University of Arizona campus, visualizing the site in a digital terrain model. A wireless mesh will help to test robots with autonomous features. Expected outcomes include data retrieval and analytics, the evolution of communications and safety protocols, tele-operation, and an innovated approach for managing the site with new supervision challenges. A timeline with expected commissioning benchmarks is also included.

Worldwide, promulgation and enforcement of health and safety laws and regulations have been the primary means of ensuring minimum and uniform standards of health and safety in the mining industry. In U.S. coal mines, a new era was ushered-in in 1969 for the control of health hazards from respirable coal mine dust. Since then significant progress has been made on all aspects of the respirable dust problem-its definition, monitoring, reduction, and control. In the intervening years, our ability to monitor, analyze, and characterize the mine atmospheric environment and the health of miners has increased many fold. Also, advancements in production technology have far outdistanced enhancements in environmental control technology. Therefore, questions are continuing to be raised on the adequacy of the characterization and control measures with regard to both the airborne respirable dust in mines and the health effects of respirable dust. Late in 1995, the Secretary of Labor appointed an Advisory Committee on the Elimination of Pneumoconiosis Amona Coal " Mine Workers (Dust Advisory Committee) to review the progress towards elimination of coal worker&apos;s pneumoconiosis (CWP) and silicosis, and in the program to control respirable coal mine dust in underground and surface mines, and make recommendations including improved standards and other appropriate measures for the control of exposure to airborne coal mine dust. The Committee&apos;s report was released in October, 1996. In this paper, a summary of the recommendations of the Committee is presented. A brief discussion of the background, and the issues and findings leading to the recommendations is also presented. The Committee concluded that the progress made towards making mines safer from the health hazards of respirable coal mine dust is substantial but that it is not sufficient to achieve the intent of the 1969 Coal Act. The Committee&apos;s recommendations encompass a wide range of issues addressing permissible exposure limits (PELS), sampling, dust control plans, hazard and medical surveillances, role of miners, training, and research and development.

This paper outlines a unique case of the development of strategies to reduce ventilation and heating costs in Konsuln iron ore mine in northern Sweden. The mine, located just south of Luossavaara-Kiirunavaara Aktiebolag’s Kiruna iron ore mine, was developed as a test mine from 2018-2020 for the Sustainable Underground Mining (SUM) project. Besides functioning as a test mine, Konsuln also contributes to ore production. The existing mine ventilation system was designed for the current production rate of 0.8 million tons per annum (Mtpa). There is a plan to increase this rate to between 1.8 and 2.0 Mtpa.

The amenability of a calcite-bearing ore to the reduction of silica to below 0.2% by physical beneficiation was studied. The objective was to use the ore as a raw material for seawater magnesia production. The ore contains complex gangue minerals such as diopside, forsterite, phlogopite, clinohumite, graphite and quartz. These contribute to around 25% acid insolubles with 6% SiO2. Reverse-flotation studies using various cationic collectors with tannin as a depressant indicated the possibility of reducing the acid insolubles to around 5%. Direct flotation of calcite with anionic sodium oleate in the presence of sodium silicate and lactic acid as a depressant indicated the possibility of reducing the acid insolubles to below 3% and the SiO2 to from 0.2% to 0.3%. Lactic acid was found to be an effective depressant of the complex gangue minerals in the ore.

The complexation of Alizarin Red S (ARS) at the surface of hydrous fluorapatite particles has been investigated at 25.0 C by means of potentiometric titrations, adsorption experiments in 0.1 M NaCI ionic medium, and Diffuse Reflectance Infrared Fourier Transform spectroscopy (DRIFT) studies. A chemical model describing the reaction at the aqueous mineral surface has been established under equilibrium conditions according to the reaction [== -CaOH2 + HA2 - « _ =PO CaA2 - z + H30&apos;; to (int.) = -5.61 ± 0.02 3 a =PO- logBs-1110(int.) ( ) within the range 8.40 <_ -log[H ] <_ 9.80.] Experimental data were evaluated using the computer program FITEQL on the basis of a constant capacitance model for the electric double layer. The surface complex structure, has been proposed to involve the quinoid and alpha phenolic oxygens of ARS coordinated to the calcium sites on the fluorapatite surface.

Magma Copper Company, San Manuel Division, is a wholly owned subsidiary of the Newmont Mining Corporation and located at San Manuel, Arizona. The ore body is a dessiminated porphry copper deposit in quartz monzonite. The primary copper mineral is chalcopyrite with minor amounts of chalcocite, bornite, and covellite. The molybdenite occurs mainly on fracture faces or else associated with quartz veinlets. Pyrite is the major sulphide mineral in gangue. The feed to the concentrator from the underground mine is approximately 0.720 percent copper and 0.029 percent molybdenite. The concentrator has a design capacity of 62,000 tons of ore daily. After a standard ore treatment circuit consisting of grinding, rougher flotation, regrinding, and cleaning, a bulk concentrate is produced which contains 27 to 29 percent copper and 1.0 to 1.2 percent molybdenite. This concentrate is pumped to the molybdenite plant feed thickener.

Choosing a mining method for an underground orebody is a complicated and often iterative process. Advances in technology have given design teams an array of possibilities for methods and equip¬ment. Hecla Mining&apos;s discovery of the deep Gold Hunter ore body challenged the staff at the Lucky Friday Mine to determine the optimum mining method. Taking an ore body from prospect to production requires traditional resource characterization. This includes drilling, delineating and modeling. Developing the mining plan is an evolving process, changing with each new piece of in¬formation as the project progresses through exploration and development. The Gold Hunter deposit is a steeply dipping vein system in the Wallace Formation of Idaho&apos;s Coeur d&apos;Alene mining district. Gold Hunter is a misleading name for the ore body. The vein is a silver-rich, lead-zinc deposit with only traces of gold. The Gold Hunter ore body is located about 1.6 km (1 mile) north to northeast of Mullan, ID. The ore body is mined from the Lucky Friday Mine, located 0.4 km (0.25 miles) east of Mullan. Mining began on the vein from an access drift driven from the Lucky Friday Mine&apos;s 4900 level. Production from the ore zone is projected to be 771 t/d (850 stpd). The Gold Hunter ore is combined with Lucky Friday ore and milled in the Lucky Friday mill. The combined ore boosted Lucky Friday&apos;s 1998 silver production from 62.2 t/a (2 million oz/year) to more than 124.4 t/a (4 million oz/year).

Over the years, Alabama&apos;s coal industry has generated, during mining and cleaning operations, about 150 million st of fine waste coal, with this total increasing at a rate of 2 million stpy. Reclamation of the fine-size wastes (containing 20% - 60% clean coal by weight) provides, free of charge, mined and crushed feed stocks for coal recovery. Also, the removal or recovery of pyrite from the tailings should eliminate a major source of acid-water pollution. Tests were made on the impounded wastes and current plant discharges to recover the coal fraction by sizing, gravity and flotation techniques. Gravity separation of the +100-mesh material produced commercial-grade coal averaging 7.6% ash, 0.8% sulfur and 13,471 Btu/lb. However, the coal yield, at about 31 % - 56%, was relatively low. Froth flotation, using mechanical and froth column methods, gave similar coal products at much higher coal recovery rates of 87% - 93%. This coal analyzed 10% ash and 1.1% sulfur.

The property is located in the Porgera Valley 600 Km North West of Port Moresby. The remote location is 2500 m above sea level. The mine area has 3,600 mm of annual rainfall and a temperate climate with temperatures ranging from 10" C to 22° C throughout the year. Alluvial gold was reported in the Porgera area in 1938 and has been an important source of revenue for the area for many years. Intermittent exploration was carried out until the 1960&apos;s when Placer (PNG) Pty. Ltd. with Mt. Isa Mines commenced an extensive exploration program. The property was brought to production in 1990 by the Porgera Joint Venture group consisting of Mount Isa Mines Ltd, Rennison Goldfield Consolidated Ltd. and Placer Dome Inc, each with a 30% ownership and the Government of Papua New Guinea with a 10% share. Placer Dome Inc. is the manager of the property with construction under the direction of the Placer Dome Technical Services group.

Convergence measurement across the 17.4-m (57-ft) high shaft station/loading pocket at Mt. Taylor provided continuing verification of stability and safety. Three levels of instrumentation, consisting of three lines each, were installed and monitored. The instrumentation showed that the flexible lining restrained the adjacent rock. The flexible lining consisted of pea gravel with neat cement between rock and liner plate, wooden crush blocks between liner plate and steel ring beams. The loading pocket is elliptical, 11.6 x 9.6 m (38 x 31.5 ft) inside diameter. The crush blocks were designed to allow 15 cm (6 in.) of convergence. Maximum predicted convergence was 7.0 cm (2.75 in.), and 5.7 cm (2.25 in.) was measured. Convergence measurements also demonstrated decreasing deformation with respect to elapsed time and distance from the measurement station to the temporary bottom of the shaft excavation.

Outokumpu Tara Mines located near Dublin, Ireland is Europe&apos;s largest producer of lead and zinc concentrates. To reduce dewatering costs and to improve environmental and working conditions, elimination of the lead concentrate thermal dryer was required. This paper describes the development and implementation of the pressure ceramic technology at Tara to replace a conventional vacuum filter/oil-fired dryer system. In 1996 the pressure ceramic filter dewatered 66,600tonnes of lead concentrate, producing a cake at 6 % moisture. Substantial operating cost savings have been realized. Commissioning of a second pressure ceramic filter to handle over 300,000 tonnes/year of zinc concentrates is scheduled for the first quarter of 1997.

Maptek, an international development software company, released version 3.2 of its Vulcan three-dimensional mining and geological software package. This latest release is expected to give clients better graphics performance and improved overall solutions. In addition, the company also released the NT version of Vulcan for Unix and personal computers. More than 800 code changes have gone into the 3.2 release, the Lakewood, CO-based company said. Many of these changes were in response to requests from Maptek&apos;s customers. Others have been motivated internally by the company to achieve better performance in its Envisage graphics interface. The introduction of hot keys and user-defined menus makes Envisage a more flexible interface and a more productive working environment. A new animation option provides new ways to enhance the organization and display of data. The animated data can include point, string, grid, triangulation and photographic-draped data. The shaft-mapping facility is also included in version 3.2. It enables the cylindrical view of the shaft to be unwrapped and displayed on the screen while the data remains in its true world coordinates. Major upgrades to Vulcan include underground blast design and geotechnical modules. The new blast design module allows the user to develop a ring design in any plane defined by the stope layout. Radial and offset holes can be developed. User-friendly editing tools make adjustments to the initial design a simple task. The user defines the plotting and reporting of rings and plot style templates allow flexibility in reporting. New features in the geotechnical toolbox include options to create daylight windows and pitch lines on the stereo nets. Geotechnical databases can be directly updated from the interpretation of the stereo net. Direct annotation of the symbols on the net is now possible and the stereo net display can be customized. Improvements to the documentation and links within the text have made the on-line help easier to navigate. Maptek also released the NT version of Vulcan soft- ware. The comprehensive design of the software pack- age for Unix and personal computers provides a three-dimensional geological modeling and mine planning system within a natural graphics environment. Users who require the power to manipulate extra- large and complex data sets will still be served by the Unix platform. Users who handle small-to-large datasets can now choose between Unix and personal computer platforms. The NT version will appeal primarily to companies that already have a personal computer network. Response to industry feedback was the basis for developing the NT version. "We want to ensure that our clients receive the optimal product for their needs," said Nicolas Simon, vice president of Maptek in North America. Some advantages of the NT version include: ? Most mining professionals are familiar with the personal computer platform. ? All of the familiar personal computer tools are now available to Vulcan users. ? Resource modeling tools that previously required the powerful Unix workstations have been brought into the personal computer environment. This will help mining companies save money. The adsorption process, density and structural property of the oleate layer adsorbed onto a hydroxyapatite (HAP) surface at six different concentrations and three pHs (pH 8, 9 and 10) have been studied using the technique of quartz crystal microbalance with dissipation (QCM-D). The present study demonstrated the versatility and accuracy of the QCM-D for surface adsorption characterization. The real-time measurements of frequency and dissipation shifts with a hydroxyapatite-coated sensor revealed changes in the hydroxyapatite surface during the entire adsorption process. Chemisorption and surface precipitation of sodium oleate were also observed on the surface of hydroxyapatite through the use of Fourier Transform infrared spectroscopy(FTIR). Chemisorption dominated at low concentrations and high pH values and formed a rigid and thin adsorption layer. Surface precipitation of calcium oleate and micelles dominated at concentrations higher than critical micelle concentration (CMC) and lower pHs and formed a thick but dissipated adsorption layer with a high hydration level. Three distinct adsorption behaviors were identified from the different slopes of ?D-?f plots. The adsorption density was less than a monolayer at concentrations <0.164 mM, but increased significantly at concentrations higher than 0.821 mM at all three pHs. The critical concentration at pH 8 was 0.33 mM, which was lower than at pH 9 (0.821 mM) and pH 10 (3.3 mM).

I consider it an honour to be the opening speaker in this afternoon&apos;s session on "Canadian Exploration". I also think it most appropriate that this joint meeting of the MMIJ and AIME should consider this subject, because Canada is a major exporter of mineral products and Japan and the United States are our two largest customers. Clearly, therefore, both countries have a valid interest in developments on the Canadian minerals scene. I represent the Mineral Development Sector of the Canadian Department of Energy, Mines and Resources. I will therefore speak from the point of view of the Federal Government. At this point I would like to acknowledge the help and constructive criticism I have received from several of my colleagues in Mineral Development Sector in the preparation of this paper. In any discussion of exploration in Canada, it is essential to emphasize at the outset that Canada has a federal system of government, with powers shared between Ottawa and the provinces. Under our constitution, the federal government has jurisdiction over the north, and over offshore areas, while the provinces own the natural resources within their boundaries. They control the systems of land acquisition for exploration and the terns under which mining titles are issued, and are therefore able to determine the rate and conditions of exploration and development of these resources. It follows that the Federal Government can influence the exploration and development of the provincial resources only indirectly by consultation with provincial authorities. However, once the resources are developed and begin to flow to market, the Federal Government can exert a much stronger influence because of its constitutional right to control both inter-provincial and international trade, as well as through its general fiscal and tax powers.

The title of my paper today is "public relations challenges for the pending minerals crunch". There isn&apos;t anyone in this room who would dispute. That the minerals industry has always had public relations challenges . . . No matter what the circumstances, mineral shortage or abundance. The industry suffers from an image that is second to none in longevity. It defies all actuarial formulas of the past or the future. Never mind that such an image is outdated, distorted, overstated, and reiterated. I submit that the minerals industry had public relations challenges long before there was anything called public relations. This account of egyptian mining practices, recorded for posterity by Diodorus Suculus at the end of the second century, b.c., is indicative. "On the confines of Egypt . . . And Ethiopia is a place which has many great mines of gold, where the gold is got together with much suffering and expense. The kings of Egypt collect together and consign to the gold-mines those who have been combined for crime, and who have been made captive in way . . . Sometimes only themselves, but sometimes likewise their kindred. "Those who have been consigned to the mines, being maw in number and bound with fetters, toil their tasks continuously both by day and all night long, getting no rest and jealously kept from all escape.
