The Black River Falls Mine is owned and operated by Jackson County Iron Company, a wholly owned subsidiary of Inland Steel Company. It is located in vest central Wisconsin, seven miles east of the city of Black River Falls. This is the first taconite plant in the state of Wisconsin. Iron mining started in this area in 1856 but soon failed due to the low grade ore and crude methods of mining and transportation. Inland Steel Company acquired the property in 1939. Some drilling and test work was done in 1940, but the economics of developing the property at that time were not favolable. Improved methods of concentrating and pelletizing in the 1960's made it possible to build the present plant. Due to the limited ore reserve of 45,000,000 tons with expected recovery of 33% it was necessary to limit the capacity of the operation to 750,000 TPY with a life of 20 years. There was some concern about an operation of such limited capacity. A million ton operation was considered the minimum size plant for a profitable operation.

It is the nature of mining to reshape the landscape. Mining is an earth moving process with many of the same activities associated with the regrading of a site for a shopping center, drainage channel, housing project or ballfield. The difference exists only in purpose and duration of activity. The purpose of mining is to, produce a valuable product. The purpose of regrading for construction of a project is to create a predetermined landscape for a specific end use. In both situations the objective is to move earth materials as efficiently as possible. The question is then raised, if similarities exist, can mining operations be directed to shape predetermined landscapes as an integral part of its earth moving activity. This paper will explore the opportunities and issues of shaping sand, gravel and hardrock construction aggregate sites for productive end uses. It is based upon the premise that, as an earth moving operation, the process of extracting sand and gravel includes an inherent capability to shape productive lands as an integral part of the mining operation. In the course of any mining operation non-commercial materials, including overburden, fines and excess sand are handled to extract and process the commercial products. This activity exists regardless of whether or not there is a plan to reclaim the land. Moving this dirt is a basic operational cost. This cost need not be significantly increased when the material is deposited to shape land rather than be stock- piled just to clear the way for mining the deposit. Moving of dirt to create useable land can be guided by the same criteria used to remove the dirt from the deposit: for example, limiting the- hauling distance. Over a period of time earth handling costs can be reduced by minimizing the need to transport the stockpiled material a second time to the new landform location.

Mine planners are challenged to hold two seemingly opposing objectives: maximizing the mine?s operational efficiency while minimizing post-closure impacts. One of the most effective approaches to meet these objectives is to plan for mine closure from the start. Mine closure is typically viewed as the process that happens in the period of time when the operational stage of a mine is ending and the final decommissioning and mine rehabilitation is being undertaken. In reality, it is a continuous series of activities that begins with preplanning prior to the project?s design and construction and ends when long-term site stability is achieved and a self-sustaining ecosystem is established. Putting this model into practice as early as possible can significantly reduce the financial burden of mine closure and rehabilitation.

The economics of pellet plant operation, in terms of fuel and power consumption, flexibility in the selection of the cheapest fuel source, system availability, maintenance costs, and the simplicity of process design, contribute to the determination of building and profitably operating a pellet plant. Design innovations, sup- ported by actual field data, have been initiated into the GRATE-KILN System design to positively address these factors. This paper presents the recent state of the art design concepts which have helped the GRATE- KILN System assume worldwide acceptance status.

Recently in Germany, novel artificial humus in combination with water-storing hydrogels has successfully been tested as soil improving material in pot experiments. The novel artificial humus (NOVIHUM®) is derived from lignite through oxidative ammonolysis. The product contains c. 5.5% nitrogen. Using NOVIHUM® as fertiliser, variable amounts of the contained nitrogen are gradually available to the plant, depending on the hydrolysis rates of the different N-compounds. NOVIHUM® is a unique combination of long-term fertiliser and stable humus. The tested hydrogel is a polyacrylate/poly-amide copolymer, which is able to improve the water holding capacity of the soil and to retard significantly desiccation. In May 2000, in Germany (Aue region), an experimental site was set up under extremely difficult growing conditions for trees (Quercus petraea) on a uranium spoil pile of the mining company WISMUT Ltd. The oak plots treated with NOVIHUM® and hydrogel showed increased total increment-values, which mainly are the result of the second growth phase. Obviously, these plants profit from the favourable physical parameters of the substrate and the use of the novel artificial humus as nitrogen source. The oak trees can better use the plant-available NH4-nitrogen released from the artificial humus during the planting year. In Greece, an experiment was set up in December 2000 aiming to the afforestation (Pinus nigra, Abies cephalonica) of a bauxite spoil pile of SILVER & BARYTE ORES MINING Co. S.A., on the Parnassus Mountain. The scope was to demonstrate, that the above soil improving materials are also appropriate for the recultivation of sites under extreme climatic and orographic conditions. The first results revealed, that where NOVIHUM® and hydrogel were combined, plant growth was greater than the average. The one-year results of the experiments fulfil our expectations concerning the application of NOVIHUM® in combination with hydrogel for the afforestation of problematic sites, such as the south-exposed steep slopes of the spoil piles of uranium mining. They may represent the most detrimental sites for afforestation in Europe.

Research methods to develop an economic model for the determination of regional mineral advantage are discussed. An industrial complex conceptual framework is used to study potential mineral resource outputs of Kansas. A procedure for making a comparative cost analysis of potential outputs for a Kansas-based industrial complex is outlined and illustrated. Methods for estimating aggregate demand and for developing an input-output matrix for a hypothetical limestone complex are explained. The input-output matrix is expressed in physical units. A computer algorithm for converting physical production data and input cost data into total cost per unit of output information is briefly explained and flowcharted. Limitations and usefulness of this procedure in determining regional advantages are surveyed.

The Musaimeer pump station and outfall project located in Doha Qatar, was designed to collect and manage ground and stormwater and then discharge the treated waters offshore. The project constructed a long outfall tunnel using an EPB TBM with segmental lining, each tunnel ring being 1.35 m in length with an internal diameter of 3.7 m.. The diffuser structure was a 6-arm structure, measuring 294m by 40 m connected to a central manifold in turn connected to the TBM constructed tunnel via a riser shaft drilled from an off-shore barge. This technical paper will discuss the planning, methodology and construction practices employed to connect the TBM tunnel to the diffuser structure 10.2 km offshore.

INTRODUCTION The two unit operations in cut-and-fill stoping that would benefit most from increased mechanization are drilling blastholes and moving broken ore to the ore¬passes. Drilling in current practice is done with hand¬held jackleg and stoper drills. Broken ore is commonly moved from the face to the orepass by a small slusher. This type of equipment can be easily moved through the raises. Hand-held drills have a slow drilling rate and require one operator for each machine. Drilling can be done much faster by small jumbo-mounted machines as two or more drills can be operated by one miner. Load-haul-dump (LHD) units move broken ore from the face to one or more orepasses at a much faster rate with less loss and dilution than slushers. These units are mobile and may be used at more than one place during a shift. The problem which must be overcome in applying this higher degree of mechanization is the restricted means of access inherent in current practices. Cut-and¬fill methods are usually applied to mining veins that are narrow, irregular in dip and strike, or where ground con¬ditions require the support of sand fill. The mechanized equipment which is needed to accomplish high produc¬tion cannot be raised or lowered through raises without being disassembled. A jumbo which will give the desired performance would be mounted on a rubber-tired carriage with a diesel engine for propulsion. Twin hydraulic booms run by a small air motor would carry pneumatic drills. Over¬all dimensions of the unit would be about 8 m (26 ft) in length, 1.6 m (5'/z ft) in width, and 1.6 m (5'/z ft) in height. An LHD of the desired capacity would be rubber¬tired and either diesel or electric-powered. The overall dimensions of a 2.3-m (3-cu yd) unit will be about 8 m (26 ft) in length, 1.8 m (6 ft) in width, and 1.5 m (5 ft) in height. It will weigh about 12 700 kg (28,000 1b). It can readily be seen that conventional raises can¬not handle this size equipment. The most desirable means of access enables equipment to be driven into the stoping areas. Ramps can enter the stope by being driven upward in the vein walls or by being developed in the vein on top of the fill as the stope advances. This ramp system not only permits the use of rubber-tired equipment in multiple working places but also enables its removal for repairs without component breakdown. In the proposed method, as in conventional cut-and¬fill stoping, sand fill will replace the mined-out ore. By constructing an inclined timber floor at one end of the stope, a ramp can be maintained on top of the fill and advanced as the stope is advanced cut by cut (Fig. 1). The ramp is, therefore, developed during the stoping process and is only driven as a tunnel when rising over and around the sill and crown pillars. A stoping section consists of three blocks of different geometric shapes. The first and last blocks to be mined will be triangular in the plane of the vein, and the blocks between will have the shape of parallelograms (Fig. 1). The first block will develop the initial ramp by breast stoping and filling to the ramp floor (Fig. 2). The ramp will need to be completed through to the next level be¬fore stoping of the subsequent block can begin. The subsequent blocks are mined by back stoping with the next ramp being developed at the other end of that block (Fig. 3). The length of each subsequent block can be varied without changing the slope of the ramp. As the new ramp is developed, the previous ramp is filled along with the stope cut. Access up and down is maintained through the stope. The final block is again breast stoped as no new ramp will be developed at the end line for jumbo egress. Boreholes provide ventilation between levels as well as utility access. They can also provide a secondary escapeway for personnel during periods of development. These boreholes would be located about 3 to 4.5 m (10 to 15 ft) in the footwall and spaced about 183 m (600 ft) apart along the vein. The orepasses are spaced about 61 m (200 ft) apart in the vein. This spacing allows not only a short tram for the LHD unit but also provides surge capacity for the ore between haulage trains. These passes are raised from the haulage levels. As development progresses, the raises are driven through the sill pillar, and then car¬ried in the fill as stoping progresses. Ventilation and utilities can be maintained through an orepass when it is not needed for ore. The end line orepasses are intended for this purpose as well as for personnel emergency egress. Overall dimensions and criteria assumed to illustrate the ramp method of access in a highly mechanized cut¬and-fill stope are: haulage level spacing of 61 m (200 ft); ramp gradient of 17%; average dip of approximately 1.57 rad (90°); initial stope length of 358 m (1177 ft); subsequent stope length of 179 m (588 ft); average stoping width of 3 m (10 ft) ; sill pillar thickness of 3.6 m (12 ft); crown pillar thickness of 1.8 m (6 ft); bored raises of 1.5-m (5-ft) diam; and cribbed orepasses of 1.2 x 1.2 m (4 x 4 ft) through the sill pillar and 1.2 m (4 ft) square inside the cribbed portion. A new polyhalite fertilizer mine is currently being developed in the UK by Anglo American Crop Nutrients. The project includes the construction of a Mineral Transport Tunnel almost 37 kms long to house a conveyor belt that will move polyhalite from the production shaft at the mine to a materials handling facility at the port. The project sets a new standard in terms of an ultra-long tunnel drive and sustainable, environmentally friendly and efcient material transport. The key to unlocking value is to find opportunity where others have missed it. How does a company find value in a thoroughly explored asset? This article explores the approach taken by one company and the results it achieved from working this problem. The town of Shafter is located on a small bend in the road in west Texas' Big Bend Country. Its past emulates the glory days of so many other mining camps. A discovery was made, fortunes were built and World War II shut down the operation. The Shafter deposit continues to be one of the larg¬est undeveloped primary silver deposits in North America. Gold Fields Mining Co. recognized the area's potential in 1977 and embarked on studies to reopen and develop the district. Gold Fields spent $16 million on the Shafter project. It drilled more than 86,240 m (282,940 ft) in 475 holes, sunk two shafts and developed 1,550 m (5,100 ft) of underground workings. Today, the mothballed 447-kW (600-hp), single-drum Nordberg hoist and permanent production-type, single-compartment headframe continue to crown the shaft. Other buildings onsite house compressors, mine pumps, spare parts, drill core and other supplies. All these items look as though they arrived yesterday. By 1982, Gold Fields had completed an extensive feasibility study with ambitions to. construct a 1.36-kt/d (1,500-stpd) agitated cyanidation mill and base metal gravity circuit. Reserves at Shafter stand at 4.23 Mt (4.67 million st) grading 193.5 g/t (5.65 oz/st) silver. Gold Fields planned to produce 71.5 t/a (2.3 million oz/year) of silver at a head grade of 196.2 g/t (5.73 oz/st) silver with a 77% recovery rate. Cash costs were projected to be $5.54/oz with an anticipated initial and total capital cost of $46.2 million and $51.3 million (1984 dollars), respectively. The study assumed a silver price of $8.60/oz that has not been seen since the Hunt brothers quit buying silver. When silver prices declined, Gold Fields put the property up for sale.

And, during nearly all of this period, the vertical shaft furnace has played a principle role in this dramatic struggle.

In anticipation of RCRA reauthorization and subsequent rulemakings, the Bureau of Mines is studying potential economic impacts of RCRA on mining. For U.S. copper heap and dump leaching operations in a variety of terrains, the cost of liners and closure caps to comply with RCRA Subtitle D ranges from $55 million to $158 million per site, or about $500,000 per hectare ($200,000 per acre). If RCRA technology requirements and financial assurance had been required on current operations, 27 to 100% of production from heap and dump leaching would have been non-competitive at market prices between $2,310 and $1,650 per metric ton ($1.047 and $0.75 per pound) copper. This result is based on an analysis that considers return on capital, corporate overhead, marketing, and freight costs as well as operating and maintenance costs at the mine. Over the same price range, economic analysis using the IMPLAN input-output model on one-or two-county regions indicates potential net job losses of about 570 to 2,700 jobs. Total economic output of those counties could be reduced by about $180 million to $360 million.

When reading different studies discussing trends in coal mining, it appears that a substantial expansion of output by the year 2000 is predicted, even in the most pessimistic forecasts. Depletion of shallow, easy-to-mine deposits is only a matter of time, and the future average mining depth will increase. The proportion of slope to shaft mines operated during the next decades will change in favor of the shaft mines. Since an increasing amount of shafts in new nine developments seems to be inevitable, it appears appropriate to focus more attention on shaft design criteria. Some valuable papers have recently been published (1) that emphasize geotechnical aspects of shaft design. In the discussion that follows some other aspects of design criteria will be evaluated.

Wet scrubbing of fine coal from Thermal dryers poses a number of problems in adapting the gas cleaning equipment for required clean-up of the fine particulate matter. Among then are: 1. The dust In the gases leaving the Thermal dryer cyclone-s is often extremely fine with high percentages of the total dust loading less than one (1) micron in size. 2, The flue gas entering the scrubber is corrosive since the coal fired in the thermal dryer furnace is in the range of 0.7% by weight sulphur or higher. Therefore comparatively high cost stainless steel alloys or corrosion resistant linings are required for a satisfactory service life. 3. Requirements for residual coal loadings leaving the gas e scrubber are continually being lowered while modern coal preparation operation is imposing heavier burdens on the collection system through introduction into the Thermal dryer system of very fine coal previously not recovered. The advent of flotation systems in increasing numbers is typical of this trend 4. The installation of a scrubbing system on Thermal dryers is made primarily to reduce air pollution and product recovery value is of little or no value. Therefore the operating costs, that is, of gas pressure drop and water requirements must be held to a minimum.

The in situ mining of uranium is the process whereby chemical lixiviant is injected by means of wells into, and flowed through, an ore body. The lixiviant reacts with uranium which has been previously oxidized making the uranium soluble. The solution is then brought to the surface by means of producing wells. In situ mining disturbs the ground-water quality in the immediate area. Since ground water is a natural resource used by man, care must be taken not to allow the lixiviant to escape the local mining area. Also, when the ore body is mined out, the area should be restored to as near its original state as is reasonably achievable. The return of ground-water quality to its original state can occur naturally over a long period of time or be enhanced using appropriate technological means.

Anecdotal reports of high rates of congenital malformations and spontaneous abortions at the Shiprock Indian Health Service Hospital in San Juan County, New Mexico prompted an interview survey, obtaining data from families of 26 former uranium miners and 30 controls. Results supported the possibility of increased fetal wastage and congenital malformations. However, definitive conclusions were obviated by methodologic limitations in terms of selection of cases and controls and interviewing technique, as well as very low numbers and lack of statistical significance. The Council of Environmental Quality (1980) published a report which singled out San Juan County, nationally, as having an extra-ordinary high rate of congenital anomalies reported from birth certificates in the years 1973-75. San Juan County is in the northwest corner of New Mexico and includes the northeastern edge of the Navajo Indian Reservation. It has been the site of uranium mining and milling and also of coal mining (Clement Associates, 1980). While much attention has been focused on lung cancer and chronic lung disease as health hazards to uranium miners, virtually no attention has been focused upon possible reproductive effects that may result from exposure to radiation. Could these reports indicate such an additional arena of health effect either on miners or on others living in the vicinity of the mines and mills? The biologic and epidemiologic literature does not lend much support for adverse genetic outcome. The UNSCEAR report (UNSCEAR, 1977) summarizes much of the existing data. For example, on the basis of many animal studies and what has been observed in atom bomb survivers in Japan, it has been estimated that mutation rates resulting from low LET radiation to paternal germ cells would be 60 X 10-6 recessive and 20 X 10-6 dominant mutations per gamete per rad. There would be a five-fold increase in the number of recognizable abortions. The doubling dose for genetic disorders in mice is estimated at 100 rads. The assumption has been that low levels of exposure, such as might be received occupationally from uranium mines and mills or environmentally will produce reproductive effects that would defy distinction from background rates. However, the possibility can not be dismissed. In man, spermatogonia are thought to be three-fold more sensitive than in the mouse. Also, the high LET radiation from alpha particles is as much as 20-fold more effective in inducing changes in meiotic and post meiotic stages of cells, compared with low LET radiation. There is some degree of localization of alpha emitters in testicular tissue after inhalation of radon and radon daughters (Blanchard, R.L. and Moore, J.B., 1971; Pohl, E., 1964). The slopes of doseeffect curves are affected by type radiation and rate of administration. Data on such curves are poorly defined and debated as to whether there may be increased or decreased effect per unit dose at low levels of high LET radiation. Increased rates of aberrations of chromosomes in peripheral lymphocytes cultured from uranium miners have been reported (Brandom, W.F., et al., 1978). At cumulative exposures of 100 working level months (WLM) or less, a range of exposure lower than the limit of current occupational standards, the aberrations were increased more than two-fold. Our interest has led us to pursue the question of reproductive effects along three separate paths of inquiry: studies of the secondary sex ratio, cytogenetic study of human sperm, and studies of rates of congenital anomalies. I will present the thrust of our findings, most of which remain preliminary, comment on their interpretation and limitations, and indicate directions needed for future research. The secondary sex ratio is the ratio of males to females at birth. In the U.S., the ratio averages around 1.05. Ratios in blacks are somewhat lower (1.025) than in whites (1.053). For American Indians, the data are less definite. Values from Oklahoma and California are similar to whites (1.05). Southwestern tribes have, as we shall see, varying levels. The theoretical effects on sex ratio resulting from irradiation of the zygote are based on the principles of sex-linked genetics, including differential effects of lethal dominant and recessive mutations on the sex chromosomes, complicated by possible non-disjunctional events. Observations have done little to clarify, confirm or refute the theories. The sex ratio of progeny of survivers of the atomic bomb showed little change (Schull, W.J., Otake, M., and Neel, J.V., 1981). Observations in children of uranium miners having been inconsistent. Most frequently cited is a study of miners in Czechoslovakia (Müller, C., Razicka, L., and Bakstein, J., 1967). Compared with children born to miners prior to the start of mining, the sex ratios of children born after the start of mining were decreased -statistically significant after correcting for birth order. The ratios in first-born children were, before the start of mining, 1.118, and, after the start of mining, .713. In the interview survey at Shiprock, the sex ratio in families of non-miners was 1.03, and in families of miners it was 0.73 (p < .05). Dr. Alan Goodman at the University of New Mexico has studied trends in the sex ratio in the general population in New Mexico and Arizona with particular reference to counties in the Four Corners area and the Navajo Indian Reservation, areas where uranium mining has been active_ His findings (unpublished) are as follows: (1) Beginning in the early 1950&apos;s, there has been a modest, but persistant and statistically significant decline in the secondary sex ratio for the state of New Mexico compared with the U.S., a decline that roughly parallels the emergence of uranium mining in the Grants mineral belt in northwestern New Mexico. (2) Data available for the 11 years since 1969 show that among the five counties with ratios significantly lower than the state

A final section presents case studies of three crusher-conveyor systems handling overburden, copper ore and granite.

Inactive underground mines now provide essential habitat for more than half of North America&apos;s 44 bat species, including some of the largest remaining populations. Thousands of abandoned mines have already been closed or are slated for safety closures, and many are destroyed during renewed mining in historic districts. The available evidence suggests that millions of bats have already been lost due to these closures. Bats are primary predators of night-flying insects that cost American farmers and foresters billions of dollars annually, therefore, threats to bat survival are cause for serious concern. Fortunately, mine closure methods exist that protect both bats and humans. Bat Conservation International (BCI) and the USDI-Bureau of Land Management founded the North American Bats and Mines Project to provide national leadership and coordination to minimize the loss of mine-roosting bats. This partnership has involved federal and state mine-land and wildlife managers and the mining industry. BCI has trained hundreds of mine-land and wildlife managers nationwide in mine assessment techniques for bats and bat-compatible closure methods, published technical information on bats and mine-land management, presented papers on bats and mines at national mining and wildlife conferences, and collaborated with numerous federal, state, and private partners to protect some of the most important mine-roosting bat populations. Our new mining industry initiative, Mining for Habitat, is designed to develop bat habitat conservation and enhancement plans for active mining operations. It includes the creation of cost-effective artificial underground bat roosts using surplus mining materials such as old mine-truck tires and culverts buried beneath waste rock.
